This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cu ft), tons (/T, 2000 lbs) or acres (/A). 1 cu yd = 0.7646 m3 1 cu ft = 0.2832 m3 1st=0.9078t 1 acre = 0.4047 hm or m2 In several cases, the royalty is a percentage of the sales price of the finished product and is levied against either the amount produced or the amount sold. Many changes have taken place in the "World Cement Market" since Joseph Aspdin discovered portland cement in the early 1800's. At the turn of the century, production of cement world wide was a few million tons; today, it is over one billion tons. By 1995, world production is estimated to reach 1.2 billion tons. Cement processing has changed from inefficient, small vertical kilns to large efficient, precalcining kilns, and large automated crushing, blending and grinding systems. Consequently the cost of production has declined in real terms, resulting in significant economic benefits to the general public. In addition, quality and uniformity of cement have increased, strengths have increased, and at least 25% fewer pounds of cement are needed for each cubic yard of concrete. Today, cement moves thousands of miles on the inland rivers and great lakes of the U. S., across Siberia and across the oceans of the world. The volume of cement moving more than a few hundred miles is almost 100 million tons, or 10% of world production. Today, on a per ton basis, it costs no more to move 40,000 tons of cement to the United States from the Western Pacific rim or from Europe than it does to truck cement 200 miles. For example, cement shipped by water from Spain costs $5.00 to $7.00 per ton compared to cement shipped by truck 200 miles at $16.00 per ton. This low cost water transportation has been a major factor for the increased movement of cement between countries. BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. The occurrence and distribution of organic sulfur in coals may be investigated using electron probe microanalysis, scanning electron microscopy, and optical petrography. A general relationship exists between macerals and organic sulfur contents in individual coals: sporinite, resinite = micrinite, vitrinite > pseudovitrinite = semifusinite = macrinite > fusinite. With increasing organic sulfur content of a coal, the total range in organic sulfur content between macerals containing high and low organic sulfur contents likewise increases. Furthermore, the organic sulfur content of the vitrinite in most coals equals the organic sulfur content of the coal. For any individual coal, organic sulfur contents of macerals correlate inversely with reflectance-in-oil measurements, but the amount the organic sulfur contents vary between macerals cannot be calculated based solely on the coal's rank. Formation of pyrite following peatification has no effect on organic sulfur contents of surrounding macerals.

A great deal of effort is being expended by mineral processing engineers to acquire a basic knowledge of modelling and optimization techniques. Stimuli such as immediate process improvement, expanded process understanding, optimal flowsheet design and re-design, and the development of new and better control systems are goals which excite the imagination in terms of increased profits. To reach these goals, process models and efficient optimization strategies, regardless of their purpose, assume an important role. Consequently, few of us can argue that such efforts are of no value. The purpose of this paper is to review empirical modelling methods and optimization strategies which appear to be of value to mineral engineers.

The Spokane Mining Research Division (SMRD) of the National Institute for Occupational Safety and Health (NIOSH) has partnered with a narrow vein, hard rock underground mine to research the effects of the binder content on the elasticity and post-peak ductility of cemented hydraulic backfill (CHB). This is part of a larger study to enhance the long-term integrity of ground support in underground mines. As mining advances deeper and stresses increase, CHB mix designs will benefit if they can be modified to handle higher levels of strain which are induced by an increased stope closure, typically affected by a reduction in stope width and increased mining depth, or through dynamic loading resulting from a local seismic event. This portion of the research examined the impact of reductions in binder and their impact on Young’s modulus, peak strength, and post-peak ductility.

"Key project participants, including owners, engineers, and contractors continually seek for sound and structured decision analysis on how to select the best contracting method for successful project delivery. In addition to being burdened with technical challenges, lack of resources, budget shortcomings, regulatory requirements, and bureaucratic and politically mandated obstacles, the project participants need a reliable decision analysis model on the best project delivery method. The pendulum of choice for contracting continually swings back and forth between traditional design-bid-build and alternative delivery options such as design-build, progressive design-build, construction manager at risk, and public-private-partnership. For large tunnel projects, the decision process is further complicated due to contract packaging options as well as risks in underground construction. Contracting strategies for large tunnels require thorough consideration of performance, risk, quality, operability, cost and schedule. This paper compiles an array of decision making criteria and tools for an unbiased and balanced evaluation and ranking system in the procurement of large tunneling projects. INTRODUCTION Successful project delivery hinges upon meeting the owners’ expectations and key performance indicators. Large tunneling programs benefit from a thorough understanding and successful implementation of project delivery options by key project participants including the owners, engineers and contractors. The key to success is a collaborative advancement of project as the key project participants knowledgably address the applicable management, performance, risk, quality, cost, operability and schedule considerations throughout a project realization cycle. PROJECT REALIZATION CYCLE All projects have customary planning, design, construction, commissioning and operation phases that may seem to be sequential but in reality that are well integrated and dependent on one another. A glitch in any phase of a project realization cycle could hinder a successful outcome and none of the project partners are immune to consequences whenever and wherever they may surface."

My reaction when first asked to present this paper was; "What could I possibly say that would hold the audience?s attention for 15 minutes? What could I offer that anyone familiar with the Nevada Barite Industry wouldn't already know?" Well, quite frankly I can't. The industry has certainly been anything but exciting for the past 10 years and, in fact, quite depressing. The challenge, for those few of us left in it, has been to keep it alive. At times it has felt like a doctor must feel with a terminally ill patient. All I can do is recap the past ten years, review the present state of the industry, and offer a few personal opinions and observations as to where I think we are headed.

The efficient operation of an open pit mine presupposes that the slopes are maintained at an angle which closely approaches that of the ultimate stability of the slope. In order to do this in a safe manner, it is essential that the data relating to the behavior of the slopes be monitored and made available, through an instrumentation system, to the appropriate personnel so that soundly-based engineering decisions may be reached with the minimum of wasted effort. In addition to simply detecting potential failures, the system should also define what type of failure is developing; i.e., rotational, wedge, or dilational failures. Providing this data is the prime function of a stability monitoring system. Therefore, in an operating open pit mine, the instrumentation system must provide information which will have a direct bearing upon both the safety and the economics of the operation, as well as provide data which is pertinent to initial design, or to the re-design of slopes where developing instability is found to be a problem.6 It is possible to excavate pit slopes which will remain stable under extremely adverse conditions; however, such slopes would usually be so flat that they would tend to render the operation of a pit uneconomical which might otherwise be mined at a profit. On this basis, all practical pit slopes must be considered to be, to some ex- tent, unstable; if they are not, the design is too conservative and the mine is not returning its maximum profit. To reduce the problem to its fundamentals, one can simply state that the ideal pit slope design produces a slope which stands with zero maintenance for the entire life of the pit and then collapses into the final excavation as soon as the personnel and equipment have been removed. Such a design is impossible to achieve, but the fact remains that an efficient slope would hover on the edge of failure for the life of I the pit. As one retreats from this position, the profitability of the mine decreases because of an unduly conservative design.

"In February 2018, drawn in part by the states’ proud mining heritage, SME took its Annual Conference & Expo to Minneapolis, MN for the first time. More than 5,000 people and 554 exhibitors converged on the Minneapolis Convention Center for three days of networking, exhibiting and technical sessions.The state’s mining legacy, one that continues today, is fueled in large part by its vast iron ore resources in the northern part of the state. The historical significance of the mines in the Mesabi Range, otherwise known as the Iron Range north of Lake Superior, cannot be understated. “Mining is a way of life here,” said U.S. Congressman Rick Nolan of Minnesota’s 8th Congressional District. A native of the Iron Range, the three-term U.S. congressman was one of the featured speakers of the opening keynote session. “We like to think we contribute enormously to the well-being of this country and the world. We were the source of the iron ore and steel that helped win two world wars. And we like to think that we are part of the progress that has taken place in the United States ever since.” Nolan kicked off the keynote sessionthat focused on innovation and its part in the mining industry. The session included Rene Aquilar, vice president of corporate affairs and sustainability, Antofagasta Minerals Group; Bob Anderson, vice president for research and development, 3M; Rolf Weberg, executive director, Natural Resources Research Institute, University of Minnesota-Duluth and Christopher Beck, executive vice president and president, Nalco Water. The panel session looked at U.S. and global minerals production, and the importance of the United States to maintain a major role in the minerals industry, both as a producer and as a technology leader. The panel also touched on the global mining industry and the issues that impact mining around the world. Sustainability, the use of water in mining and earning a social license to operate were among the topics discussed by the panel.Speaking of the importance of mining, Nolan conceded that talking about the benefits of mining to the crowded auditorium at the SME conference might be akin to a preacher speaking to the choir, but, following the adage that all politics are local, he continued to illustrate his point by emphasizing the importance of mining to the Great Lakes.“A study by Homeland Security concluded that 13 percent of the nation’s GDP comes out of Lake Superior through the locks at Sault Ste. Marie and most of that is iron ore,” said Nolan. “That study found that, if those locks fail, it would create a national depression. It would put millions of people out of work. That ore and those minerals supply the steel mills, the auto industry, the heavy industrials. They are the heart of our economy. The study concluded that if the states that make up the Great Lakes were a nation, it would be the fourth largest economy in the world.”"

The aphorism that provided the title of this paper is probably a couple of hundred years old, but it still expresses a fundamental truth in the metals industry. This truth will be illustrated through a brief review of the major developments in the extractive metallurgy of the oxidized ores of nickel - the "laterite" ores. While the details to be discussed are for the most part specific to nickel, a close parallel with other commodities - particularly in recent years - will be apparent even to those whose interest in nickel itself is slight. Thus it is hoped that this paper will be stimulating, at the least, to anyone who is concerned with the implementation of process improvement, "Invention" in the present context means any change from "conventional" process technology that shows a reasonable chance of reducing costs, increasing revenues, or both, in the production of a commodity. This can be anything from a simple rearrangement of flowsheet steps to a completely different basis for processing. And the result may reduce costs by more efficient use of energy or labor or reagents; may increase revenues by better recovery of the primary product or by introducing the recovery of previously ignored by-products; may insure sales volume (and thereby cash flow) through higher product purity or an improved product form. "Necessity" is the perceived need to attain at least one of these classes of results. This perception of necessity, however, varies widely from management to management and from project to project.

Recent ore pass failures have underlined the need for improved designs, standards, structural monitoring methods, and better hang up prevention and removal techniques. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) are investigating methods to improve safety during transport of ore in ore passes. Design criteria and hang-up prevention and remediation strategies involve studies of the effects of static and dynamic ore and waste rock loads on chutes, walls, gates, and support structures. Particle flow analysis methods were used to simulate the response of various ore pass designs to a wide range of ore loading conditions. A full-scale mock-up of actual ore pass and chute assemblies was duplicated and tested for load response. Data from a particle flow code and the mock-ups were com-pared. Loads on an active ore pass chute were measured.

In the Appalachian region of the United States, approximately 40% of the underground coal reserve base exists in seams 0.7 - 1.1m thick. These seams are, in general, often of premium quality and are frequently accessible through above-drainage drift-type openings. Unfortunately, there are no apparent advantages to mining thin seams, if quality is disregarded. The thin-seam mine is faced with the same legal and economic pressures as any other underground coal mine. But in addition to these common problems, thin-seam operations must also deal with the unique problems associated with mining at such a restrictive height. Small-scale, short-lived operations appear to be the most feasible means of mining these reserves. The purpose of this paper is to evaluate the production and safety potential of various thin-seam mining systems. Recommendations will be made regarding present and future thin-seam operations.

In being asked to present this paper on the improvements in loading and hauling equipment and the effect on unit costs, Mr. Van De Water, your program chairman, stated that his reason for coming to a contractor was due to the wide experience of, and I quote: "a large contracting firm using a variety of equipment on varying types of earth moving jobs." We people in Utah Construction Company are flattered that Mr. Van De Water singled out our Company for this assignment. Utah Construction Company's participation in open pit mine stripping antedates the 1920's, when overburden was being removed from copper ore in Bingham Canyon, Utah. Our first stripping con¬tract for the Copper Company was finished in 1912. Since that early beginning, Utah has, as a contractor, been engaged to strip and mine iron ore properties, coal properties, copper properties, uranium properties, phosphate,-gypsum, limestone and dolomite properties. And, as you know, the Company has become a major producer of iron ore from Company-owned open pit mines. Utah Construction Company has been instrumental in the evolution of open pit mining tools. Some of the first tools were the old wood and coal fired stream shovels which had to be fired hours before a shift started to insure a full head of steam, providing power to excavate with the then large 1-1/2 cubic yard buckets. Today, Utah's strip mining is done, with 18 cubic yard and 10 cubic yard crawler shovels. Yesterday's horse and mule drawn, iron wheeled wagons, with 1 and 2 cubic yard capacity, which were hand dumped by removing the false bottom, one 2 x 4 at a time, have been replaced by today's- 50-ton capacity, hydraulic, rear dump trucks and giant 40-ton coal haulers. Utah Construction Company used the early fresnes and wheeled scrapers which were horse and mule drawn. Often, an operator holding too tightly to a handle was thrown into his horses when a hard spot turned the scraper, a contrast with today's 20 and 25 cubic yard, self-powered diesel and diesel electric Gargantuan rigs; with power controls that relieve the operator of practically all physical work. This Company has pioneered many of today's advances in equipment with shop made prototypes, features of which were adopted and elaborated upon by equipment manufacturers.

Compania Minera Disputada de las Condes (CMD), an Exxon Affiliate stewarded by Exxon Coal and Minerals Company, operates two' copper mines and concentrators in Chile. Pilot plant studies were initiated in 1984 using a 0.46 meter and a 0.91 meter diameter column for the cleaning of copper concentrate. This eventually resulted in the design and operation of a rectangular column with an area of 6.8 m2, increasing the final copper concentrate grade from about 30% to almost 32'1. Cu without any loss in copper recovery. Evaluation studies of a commercial bubble generator as against the previously used filter cloth air sparger are now in progress.

This paper presents the main environmental assessment techniques and indicators that can be used a) for the establishment of a sustainable development framework and b) for the evaluation of the environmental performance within the mining sector. Reference is made to techniques as environmental risk and impact assessment, life cycle assessment, cost benefit analysis and best practical environmental option assessment that can be used as tools to assess environmental impacts of processes, activities and products in the mining sector. In addition, the issue of environmental indicators, covering operational, management and environmental areas, that provide valuable information regarding both the environmental performance of a mining company and its efforts to influence this performance towards sustainability is discussed.

Filtration of hematite ore slurries can be a bottleneck in some hematite processing plants due to inadequate filtration rates caused by the dispersion of fine particles. Flocculation of fine particles in the slurry decreases the specific cake resistance of the filter cake allowing for increased filtration rates. CO2 sparging of hematite slurry was shown to increase the filtration rate by altering the pH and the surface chemistry of the particles. It was shown that an increase in filtration rate of 278% can be accomplished by lowering the pH from 11 to 6.5 using CO2. This was attributed to increased flocculation of hematite and silica particles in the ore.

This paper will deal with the type of rocks so called evaporites, which are sedimentary rocks produced by water evaporation from seas, lakes or marginal lagoons, in warm and arid climates. Salts derived from these deposits are precipitated according to their solubility; that is, the more soluble precipitates first, overlain by other sediments like silts, shales, limestones, sands, etc. The most common evaporites, according to their chemical composition, are : Chlorides Sulphates Carbonates Nitrates Borates Common salt, or halite, sulphates like anhydrite and gypsum, are the most important. Potassium chloride (silvite and carnalite) and potassium sulphate are of great commercial value.

Smart defense: that?s what the industry needs to play for the next four years, according to panelists at the 118th Annual Meeting of the Northwest Mining Association (NWMA), which met December 2-7 in Spokane, WA. The conference was well attended, with approximately 2,200 attendees, 244 booths in the two packed exhibition halls, and a rich offering of short courses, field trips, social events and technical sessions. Speakers at the packed legislative session articulated many of the frustrations felt by members of the mining community after the U.S. elections in November, and offered words of advice. Matthew Ellsworth, the new Government Affairs hire at NWMA, stated it best: ?Elections are like Christmas: you find out who?s naughty and nice ? and it?s always going to come again.?

Introduction People, systems, methods, and organization make up maintenance productivity. Methods promote efficiency in operations, systems ensure consistency and continuity, and organization maintains direction and control. The common denominator in these techniques, though, is people. Management systems can be technically correct, but fail to work because management systems do not work by themselves - people make them work. Therefore, the foundation for mine maintenance productivity must begin with the people involved. Traditionally, the emphasis placed on mine maintenance, as opposed to production, is not proportional to the impact that maintenance has on a mining operation. The performance and productivity of mine maintenance substantially affects the operating costs, revenues, and profits of the mine. The mining industry has recently experienced a period of economic depression. While it has created financial problems in all segments of the industry, it has caused the industry to focus on the need for improved productivity. Mining companies that have made investments in productivity during this period will have a competitive edge during the recovery, and mine maintenance may be the best place to put that investment. Future lost production and maintenance cost problems can be avoided if mine management has the foresight to seize the opportunities that now exist. Background Technological improvements over the last 30 years have been dramatic in the industry. Before these changes, mining equipment was not very sophisticated. So maintenance needs were not very sophisticated. Maintenance people were not required to have any formal training in mechanical or electrical skills. At many mines there was no formal maintenance organization. The mechanic was a part of the section crew and received direction from the face boss. Mine maintenance was not a function, it was a task. Technological change in mining came about in response to an expanding economy and greater demand for mined products. The past 20 years brought about a change in the kind of individual needed to mine ore and coal, and an even greater change in the person needed to maintain equipment. Equipment went from mechanical and pneumatic to complicated electrical and hydraulic. Maintenance progressed from being a task to being a function. Types of Mechanics Mine maintenance workers can be grouped into three categories based on experience: mechanics with more than 20 years, five- to 10-years, and less then five years. These groupings have influenced mine maintenance productivity. The 20-plus mechanic has been the foundation of the maintenance force. He had no formal training and his skills were acquired on the job. As new equipment was introduced, he learned to repair it by trial and error. Not all of what he learned was correct. Personal initiative and conscientiousness are characteristics of this group. They have experienced the bad times and the good, and appreciate the opportunity to work. The five- to 10-year group worked with the older, more experienced mechanics to acquire maintenance skills. These mechanics came in during industry boom times, and many progressed quickly by being in the right place at the right time. Many in this group have difficulty with diagnostic trouble-shooting, and depend on changing out parts to identify problems. This group is generally more mobile and less apt to have a strong work ethic. Mechanics with about five years experience have vocational training, some formal education or basic skills training. Like the five- to 10-year group, these miners are mobile and tend to move readily to satisfy their changing needs. These two younger groups are less apt to feel any loyalty to the employer or obligation to be productive. Their attitudes and abilities reflect the influence of their general age groups, and has a definite impact on mining productivity. Past Requirements In the 1960s, the basic requirements for a maintenance supervisor was that he be a top mechanic, get along well with the men, and be a hustler and improviser. He learned the details of new equipment as repairs were needed. Oftentimes, this individual would be the only person on the property with the ability to read prints, use diagnostic testing equipment, and troubleshoot using an analytical approach. This approach to maintenance is sufficient when the equipment design is reasonably uncomplicated.
