Rock reinforcement systems are used in open pit and underground mines to stabilize the rock mass in-situ and provide safe working conditions. Significant progress has been made to date in the design and implementation of rock reinforcement systems to accommodate bad rock conditions and larger excavations. However, the rationale for the design of rock reinforcement systems remains essentially the same and can be categorized into three groups, namely 1. to create a beam of competent rock in stratified formations, 2. to resist sliding motion in jointed rock, 3. to passively support the superincumbent loads in highly stressed ground. Case histories of the rock reinforcement sys¬tems that illustrate these design approaches will be presented in this paper.

The National Mining Hall of Fame and Museum (NMHF&M) will celebrate its 25th anniversary on Sept. 22, 2012 when the 2012 class is inducted during a special ceremony in Las Vegas, NV in conjunction with MINExpo 2012. The NMHF&M will induct four men representing the equipment manufacturing, minerals exploration, copper and coal sectors of the mining industry. The diverse cross-section of mining industry giants joining the hall of fame include Glen A. Barton, J. David Lowell, Samuel Newhouse and John Cleveland Osgood. They will join 214 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 25th Silver Anniversary Induction Banquet & Ceremony. These men were selected for being visionaries, leaders and ambassadors within their own sectors and across the industry at large.

Background of Erie Mining Company Erie Mining Company, managed by Pickands Mather & Co., is one of the largest producers of iron ore pellets in the United States. The plant is located at Hoyt Lakes, Minnesota, sixty-five miles north of Duluth on the eastern end of the Mesabi Range. Taconite Harbor, situated on the north shore of Lake Superior, is the location of its Power Plant and shipping facilities. (Figure 1) Even though the plant commenced operation in September, 1957, its true be-ginning can be traced back to 1931 when Pickands Mather, in conjunction with Bethlehem Steel Corporation and Youngstown Sheet and Tube Company, began investi-gating the possibilities of processing low grade ores. In 1940, Erie Mining , Company was formed. During the early and middle 1940's, laboratory and pilot plant research was proven to a point where a preliminary plant was deemed feasible and built in 1948. This plant had an annual capacity of 203,200 t (200,000 long tons) per year and, until mid-1952, was the only taconite plant in existence using commercial-size equipment. During this period, ownership of Erie Mining Company was expanded to include Interlake, Inc. and The Steel Company of Canada, Limited. In 1953, authorization was obtained from the owners to build a 7.62 M t (7.5 M long tons) per year plant at a cost in excess of $300,000,000.

Following the first longwall excavation at a deep-cover gas well site, the pre-mining modeling prediction of longwallinduced casing deformations in the fully cemented production casing were in excellent agreement with post-mining Caliper survey results. However, after second panel mining, the post-mining Caliper survey revealed a large plastic deformation near the top of the Pittsburgh Seam. The focus of this paper is to identify the possible cause of such an anomalous deformation. Very high longwall-induced casing stress near a thick claystone layer at 23 feet above the Pittsburgh seam horizon was identified as the primary cause. Leaving the production casing uncemented or using softer cementing material between intermediate and production casings is identified as the best practice.

"In the 1990’s metal prices were trending in a long term decline and the usual cost cutting exercises were adopted. Cuts to research and development made innovation difficult and the outlook was grim. But necessity is a strong motivator, and these conditions spurred the Mine-to-Mill movement which optimised across organisational “silos” and utilising new technology tools, innovative software and increased computing power. Many applications of Mine-to-Mill exploited the fact that comminution is usually the site processing bottleneck, and that blasting is more efficient at breaking rock than grinding. This approach sought to: • Understand and characterise rock breakage from mining to the mill • Develop models and simulators for blast design, fragmentation, crusher and mill circuits • Develop tools to measure in real time the particle size distribution of rocks on conveyors and Run of Mine (ROM) muckpiles • Ensure effective communication across the silos between geologists, blast design engineers, mining engineers and metallurgists These methods and the technology tools available in the 1990s were widely adopted at numerous sites around the world with significant benefits. SAG mill throughput increases of 10-20% were common. This was the advance the industry desperately needed. It was low capital cost; it was obvious. It was here to stay. Except, in too many cases, it didn’t. In the minerals price boom of the 2000’s Mine-to-Mill was no longer necessary to “survive”, even though it was still good business. Some operations, including some of the early success stories, slipped back to old habits of optimising within organisation silos instead of across them. Fortunately, other operators still embraced Mine-to-Mill and developed new techniques. Mine to Mill was still successful, but it not as widely adopted as we had expected it to be.Now the boom has ended and operations are again under cost pressure. Since these are the same circumstances that created Mine-to-Mill, it seems time to achieve the wider adoption. Since the 1990s many new or advanced technology tools are available for Mine-to-Mill projects: blast-hole sensors, new explosives formulations, new blasting techniques and modelling, ore tracking devices, improved image analysis to determine size, texture and colour of coarse ore, grade sensors, whole-stream simulation tools, even more powerful computing hardware and data analysis software. If we could achieve so much in the 1990’s, how much more can we achieve today when we have the same imperative, the same potential and a larger number of high technology tools?"

This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cu ft), tons (/T, 2000 lbs) or acres (/A). 1 cu yd = 0.7646 m3 1 cu ft = 0.2832 m3 1st=0.9078t 1 acre = 0.4047 hm or m2 In several cases, the royalty is a percentage of the sales price of the finished product and is levied against either the amount produced or the amount sold. Three porphyry copper districts in southern Arizona are partly overlain by post-ore fanglomerates which share certain physical and petrologic characteris¬tics and which may comprise a distinct and significant class of rock. These units are the Locomotive fanglomerate of Ajo, the Helmet fanglomerate of Twin Buttes-Mission-Pima, and the Cloudburst formation of San Manuel-Kalamazoo, termed "Locomotive-type fanglomerates" herein. Post-ore units at Poston Butte and Lakeshore, Arizona, and Sar Chesmeh, Iran, also appear to fit this class. "Locomotive-type fanglomerates" are composed of poorly sorted conglomerates, lenticular sandstone beds, andesitic to rhyolitic flows and tuffs, and unique monothologic landslide breccias. They contain fragments of holyokeite - - a rare oligoclase lava of porcellaneous appearance. Their basal contacts are considered to be depositional and overlapping, sometimes complicated by later low-angle faulting. They arc quite different than the younger Cila, Pantano, and most "Whitetail" alluvial beds, and the older Amole, Recreation, Claflin Ranch, etc. elastics; in particular they are thinner and less widespread. Their ages are Eocene to late Oligocene. "Locomotive-type fanglomerates" may be genetically related to porphyry coppers as products of subsequent differentiation and volcanism, and sedimentation in short-lived basins of restricted area and extreme relief. They might be utilized as reconnaissance guides to target areas and as structural guides within target areas in the southwestern U.S., Northern Mexico, and elsewhere.

In recent years, metal-producing companies have increased their investment in automation and technological innovation, embracing new opportunities to enable transformational change. Transformation to a digital plant can fundamentally revolutionize how industrial complexes operate. The abundant and growing quantity of real-time data and events collected in the grinding and flotation circuits in a mineral processing plant can be used to solve operational issues and optimize plant performance. A grade recovery model is used to identify the best operating conditions in real time. The strategy for increasing the value of instrumentation in current plants is reviewed. An optimal Gaudin size distribution model provides augmented information from traditional sensors to find the optimal grind cut size to reduce metal losses in the flotation circuits. Sensors in flotation circuits enable an estimate of the recovery and determination of the optimal froth depth and aeration using an air hold up flotation model. A strategy of classifying data for on-line generation of insights to using operational intelligence tools is described. The implementation of a recovery/grind strategy with industrial examples in non-ferrous mineral processing is presented.

The evolution of longwall mining is briefly traced from its inception in England in the 1620's. In the beginning this method recovered 90% of coal with roof closure controlled by packs and walls. Mechanization began with kerf cutting, crude face conveyors, and improved face support. Full face mining was accompanied by the introduction of self-advancing hydraulic supports. U.S. longwalls evolved a retreating system to recover blocks of coal outlined by room and pillar panels. Computer control combined with the most modern technology has greatly increased productivity. Past trends are used to predict future technological directions.

This paper deals with a group of subjects so familiar to all of us that we might question the need for discussion. Even so, nearly every day's business turns up expensive examples of differences in understanding, misdirected assumptions and incomplete technical purchase documents. As our international activities increase, so do these problem areas. Their expense in both money and embarrassment gives rise to this attempt to focus a little extra attention on technical criteria and specifications. The two terms ?criteria? and "specifications" are, we believe, worth separating with respect to meaning. They should not be used interchangeably, although they often are. Criteria are by definition "standards for judging", whereas specifications are "enumerations of particulars". In relation to plant or project engineering, the criteria are the general rules and data which apply to the whole project and the specifications are the further listing of detailed requirements for specific contractual items or pieces of equipment. We'll look a little more closely at specifications after we give another minute or two to this "criteria" subject,

The occurrence and distribution of organic sulfur in coals may be investigated using electron probe microanalysis, scanning electron microscopy, and optical petrography. A general relationship exists between macerals and organic sulfur contents in individual coals: sporinite, resinite = micrinite, vitrinite > pseudovitrinite = semifusinite = macrinite > fusinite. With increasing organic sulfur content of a coal, the total range in organic sulfur content between macerals containing high and low organic sulfur contents likewise increases. Furthermore, the organic sulfur content of the vitrinite in most coals equals the organic sulfur content of the coal. For any individual coal, organic sulfur contents of macerals correlate inversely with reflectance-in-oil measurements, but the amount the organic sulfur contents vary between macerals cannot be calculated based solely on the coal's rank. Formation of pyrite following peatification has no effect on organic sulfur contents of surrounding macerals.

Many changes have taken place in the "World Cement Market" since Joseph Aspdin discovered portland cement in the early 1800's. At the turn of the century, production of cement world wide was a few million tons; today, it is over one billion tons. By 1995, world production is estimated to reach 1.2 billion tons. Cement processing has changed from inefficient, small vertical kilns to large efficient, precalcining kilns, and large automated crushing, blending and grinding systems. Consequently the cost of production has declined in real terms, resulting in significant economic benefits to the general public. In addition, quality and uniformity of cement have increased, strengths have increased, and at least 25% fewer pounds of cement are needed for each cubic yard of concrete. Today, cement moves thousands of miles on the inland rivers and great lakes of the U. S., across Siberia and across the oceans of the world. The volume of cement moving more than a few hundred miles is almost 100 million tons, or 10% of world production. Today, on a per ton basis, it costs no more to move 40,000 tons of cement to the United States from the Western Pacific rim or from Europe than it does to truck cement 200 miles. For example, cement shipped by water from Spain costs $5.00 to $7.00 per ton compared to cement shipped by truck 200 miles at $16.00 per ton. This low cost water transportation has been a major factor for the increased movement of cement between countries. Table 1, Cement Production Summary-World, gives a global picture of production, export and import tonnages in recent years. Figure 1 is a graph showing CEMENT PRODUCTION SUMMARY WORLD WIDE.

"Key project participants, including owners, engineers, and contractors continually seek for sound and structured decision analysis on how to select the best contracting method for successful project delivery. In addition to being burdened with technical challenges, lack of resources, budget shortcomings, regulatory requirements, and bureaucratic and politically mandated obstacles, the project participants need a reliable decision analysis model on the best project delivery method. The pendulum of choice for contracting continually swings back and forth between traditional design-bid-build and alternative delivery options such as design-build, progressive design-build, construction manager at risk, and public-private-partnership. For large tunnel projects, the decision process is further complicated due to contract packaging options as well as risks in underground construction. Contracting strategies for large tunnels require thorough consideration of performance, risk, quality, operability, cost and schedule. This paper compiles an array of decision making criteria and tools for an unbiased and balanced evaluation and ranking system in the procurement of large tunneling projects. INTRODUCTION Successful project delivery hinges upon meeting the owners’ expectations and key performance indicators. Large tunneling programs benefit from a thorough understanding and successful implementation of project delivery options by key project participants including the owners, engineers and contractors. The key to success is a collaborative advancement of project as the key project participants knowledgably address the applicable management, performance, risk, quality, cost, operability and schedule considerations throughout a project realization cycle. PROJECT REALIZATION CYCLE All projects have customary planning, design, construction, commissioning and operation phases that may seem to be sequential but in reality that are well integrated and dependent on one another. A glitch in any phase of a project realization cycle could hinder a successful outcome and none of the project partners are immune to consequences whenever and wherever they may surface."

BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. A great deal of effort is being expended by mineral processing engineers to acquire a basic knowledge of modelling and optimization techniques. Stimuli such as immediate process improvement, expanded process understanding, optimal flowsheet design and re-design, and the development of new and better control systems are goals which excite the imagination in terms of increased profits. To reach these goals, process models and efficient optimization strategies, regardless of their purpose, assume an important role. Consequently, few of us can argue that such efforts are of no value. The purpose of this paper is to review empirical modelling methods and optimization strategies which appear to be of value to mineral engineers.

The Spokane Mining Research Division (SMRD) of the National Institute for Occupational Safety and Health (NIOSH) has partnered with a narrow vein, hard rock underground mine to research the effects of the binder content on the elasticity and post-peak ductility of cemented hydraulic backfill (CHB). This is part of a larger study to enhance the long-term integrity of ground support in underground mines. As mining advances deeper and stresses increase, CHB mix designs will benefit if they can be modified to handle higher levels of strain which are induced by an increased stope closure, typically affected by a reduction in stope width and increased mining depth, or through dynamic loading resulting from a local seismic event. This portion of the research examined the impact of reductions in binder and their impact on Young’s modulus, peak strength, and post-peak ductility.

My reaction when first asked to present this paper was; "What could I possibly say that would hold the audience?s attention for 15 minutes? What could I offer that anyone familiar with the Nevada Barite Industry wouldn't already know?" Well, quite frankly I can't. The industry has certainly been anything but exciting for the past 10 years and, in fact, quite depressing. The challenge, for those few of us left in it, has been to keep it alive. At times it has felt like a doctor must feel with a terminally ill patient. All I can do is recap the past ten years, review the present state of the industry, and offer a few personal opinions and observations as to where I think we are headed.

In being asked to present this paper on the improvements in loading and hauling equipment and the effect on unit costs, Mr. Van De Water, your program chairman, stated that his reason for coming to a contractor was due to the wide experience of, and I quote: "a large contracting firm using a variety of equipment on varying types of earth moving jobs." We people in Utah Construction Company are flattered that Mr. Van De Water singled out our Company for this assignment. Utah Construction Company's participation in open pit mine stripping antedates the 1920's, when overburden was being removed from copper ore in Bingham Canyon, Utah. Our first stripping con¬tract for the Copper Company was finished in 1912. Since that early beginning, Utah has, as a contractor, been engaged to strip and mine iron ore properties, coal properties, copper properties, uranium properties, phosphate,-gypsum, limestone and dolomite properties. And, as you know, the Company has become a major producer of iron ore from Company-owned open pit mines. Utah Construction Company has been instrumental in the evolution of open pit mining tools. Some of the first tools were the old wood and coal fired stream shovels which had to be fired hours before a shift started to insure a full head of steam, providing power to excavate with the then large 1-1/2 cubic yard buckets. Today, Utah's strip mining is done, with 18 cubic yard and 10 cubic yard crawler shovels. Yesterday's horse and mule drawn, iron wheeled wagons, with 1 and 2 cubic yard capacity, which were hand dumped by removing the false bottom, one 2 x 4 at a time, have been replaced by today's- 50-ton capacity, hydraulic, rear dump trucks and giant 40-ton coal haulers. Utah Construction Company used the early fresnes and wheeled scrapers which were horse and mule drawn. Often, an operator holding too tightly to a handle was thrown into his horses when a hard spot turned the scraper, a contrast with today's 20 and 25 cubic yard, self-powered diesel and diesel electric Gargantuan rigs; with power controls that relieve the operator of practically all physical work. This Company has pioneered many of today's advances in equipment with shop made prototypes, features of which were adopted and elaborated upon by equipment manufacturers.

This paper presents the main environmental assessment techniques and indicators that can be used a) for the establishment of a sustainable development framework and b) for the evaluation of the environmental performance within the mining sector. Reference is made to techniques as environmental risk and impact assessment, life cycle assessment, cost benefit analysis and best practical environmental option assessment that can be used as tools to assess environmental impacts of processes, activities and products in the mining sector. In addition, the issue of environmental indicators, covering operational, management and environmental areas, that provide valuable information regarding both the environmental performance of a mining company and its efforts to influence this performance towards sustainability is discussed.

Compania Minera Disputada de las Condes (CMD), an Exxon Affiliate stewarded by Exxon Coal and Minerals Company, operates two' copper mines and concentrators in Chile. Pilot plant studies were initiated in 1984 using a 0.46 meter and a 0.91 meter diameter column for the cleaning of copper concentrate. This eventually resulted in the design and operation of a rectangular column with an area of 6.8 m2, increasing the final copper concentrate grade from about 30% to almost 32'1. Cu without any loss in copper recovery. Evaluation studies of a commercial bubble generator as against the previously used filter cloth air sparger are now in progress.
