"In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can't make a silk purse out of a sow's ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.

The Washington Metropolitan Area Transit Authority(WMATA) officially came into existence in February 1967 after the District of Columbia, Maryland, and Virginia joined in a com¬pact pursuant to Federal creative legislation signed the previous November to build a regional rapid rail transit system called METRO (1). The parent organization was the National Capital Transportation Agency (NCTA), a Federal agency, subject to Federal statutes and regulations. Soon after the completion of the transition from NCTA to the new "non-Federal" status of the Authority, the Board of Directors of the Authority formally adopted procurement policies and procedures (2). These are specific statements concerning competition by formal advertising for bids or by solicitation of proposals for negotiation, contracting authority, approval of awards, awards of contract modifications, and processing of claims and disputes. These policies and procedures are silent as to Federal procurement statutes and regulations. But because of the Authority's origin, the sensitive nature of the compact among the several sovereign jurisdictions, Federal financing of two-thirds of the costs, and the resultant surveillance by the General Accounting Office over staff operations, the Authority's procurement practices follow closely Federal regulations adapted to WMATA's needs. This is an important point and is the foundation of contractual relations between the Authority as the owner and its construction contractors. Various constraints and flexibilities of this arrangement with respect to excavation and tunneling contracts will be pointed out in the ensuing discussions.

Crocidolite is a well known causative agent for mesothelioma. Studies have shown that the pathogenicity of the fiber from different mines varies considerably and it has been postulated the parameter that appears most likely to account for this variation is fiber width. Epidemiological studies have shown that ‘thin’ fibers from mining areas of Western Australia and the Cape Province, in South Africa are associated with a high mesothelioma risk while exposure to ‘thick’ asbestiform amphibole fiber of the same fiber type are associated with little or no mesothelioma risk. This study is concerned with ‘thick’ Bolivian crocidolite but similar findings also probably explain the paucity of mesotheliomas in the Finnish anthophyllite, South African amosite and African Transvaal crocidolite mines. The findings from the present study suggest the incidence of mesothelioma in the three major cities of Bolivia is not significantly elevated above background even though Bolivian crocidolite has been used for the past 60 years commercially and residentially in all three cities. Although some cases of mesothelioma may have been missed due to a failure to reach hospital or a shortened natural lifespan, mesothelioma generally occurs after the age of 50, we cannot tell precisely the extent to which these were confounding. We suggest the most likely explanation for the lack of mesotheliomas despite the large populations at risk from the long and extensive residential and commercial use of crocidolite containing products, is related to an increased fiber width distribution and a concomitant reduction in the ‘Stanton fiber size’ fraction.

The recent history of the mercury market results almost entirely from U.S. Government actions. Its derived demand has been curtailed by U.S.E.P.A. mandates; its supply has been augmented by U.S.D.L.A. controlled stockpile releases. The resultant prices have altered its market structure, impacted mercury mining, refiners and recyclers, and affected international production and markets. From a marketplace product mercury is rapidly becoming a disposal problem. Other minerals may follow in its wake. This paper reviews developments in demand, particularly in relation to environmental constraints. Supply side impacts are considered. The impact of stockpiles, both as a market overhang and as a potential supply is reviewed. Government stockpile disposal activity is emphasized, but the size, estimated disposal rate, and quality of the private stockpiles are considered, as is the potential availability of additional material from shut-in mines.

Rio Tinto Coal Australia (RTCA) developed Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 25-year life based on station owner Tarong Energy Corporation?s (TEC?s) estimated life for TPS. That 25-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed yet again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves rather than extend RTCA?s contract. TEC then selected Thiess Pty Ltd (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed.

Owners have seen several major tunnel projects in recent years fall victim to a general reduction in the number of bidders as well as an erratic range of pricing. It should be noted though that this is not a universal trend and some projects have seen good competitive bids. Contractual terms and conditions are an important factor in attracting good competition. The Front End documents of tunnel projects have come under increasing scrutiny as tunneling contractors in the U.S. industry are looking much more closely at their risk exposure in the contract terms and conditions. Considering the amount of tunnel construction work upcoming in North America, it is important that General and Special Conditions are put together in a way that provides a reasonable basis to execute the Contract and also provide a fair, balanced and swift way to resolve disputes.

Surface mining of coal is undoubtedly one of the more controversial aspects of the mineral industries today. There is a constant tug between the need for readily available and inexpensive energy supplies and the desire to minimize disturbance to the land. Without a doubt, surface mining severely disturbs the land surface. The duration of this disturbance, from a minimum of a few months to a maximum of infinity, however, is strictly dependent upon the mine operator's willingness to reclaim. Surface mining critics claim that it is impossible to ameliorate the detrimental effects of this mining to insignificance. The more vocal critics, indeed, are calling for complete abolition of surface mining for coal. Thus, they do not believe that it is possible to restore surface- mined land to pre-mining conditions. As a consequence of this position, an adversary relationship has developed between the operators and their critics who, simultaneously, believe they are doing their best for the United States. In a forum of mining experts, there is little need to recount the kind and amount of devastation that can result from poorly reclaimed land. This has been done numerous times, including once 1 by the author. Of particular interest to this paper, though, are the environmental hazards associated with contour strip mining. In addition to the problems of area mining: denudation of vegetation; exposure of toxic spoil; increase of erosion runoff; etc.--contour mining has the very real problem of landslide due to the outslope stacking of overburden. Contour mining is understood to be the extraction of coal from a hillside outcrop such that the resultant pit follows, or nearly follows, an elevation contour. The problem with contour mining as usually practiced is that the spoil from the cut, or the first cut if multiple cuts are made, is placed on the outslope. If this slope is steep, the resulting pile is difficult to stabilize, generally erodes swiftly, and may fail disastrously.

The abstract discusses the importance of predicting fire response time (the time before conditions become untenable for firefighters) in underground coal mines. It introduces a data-driven approach using artificial neural networks (ANNs) to predict response time and fire size based on measurable parameters like CO concentration, mine geometry, air velocity, and time since fire detection. The approach was tested using simulations from fire models (FDS and FSSIM), showing promising results for real-time predictions during mine fires.

The Conda Partnership's Dry Valley Phosphate mine is a thinly bedded, multiple seam, open pit mining operation where selective mining techniques are used to recover phosphatic shales. The mining methods used are truck/shovel and scraper/ dozer operations. The ore that is mined is shipped 32 km (20 miles) by rail to a beneficiation facility which upgrades the ore via washing and calcining. The mine and beneficiation complexes are owned by the Conda Partnership. The Conda Partnership is a joint venture between Beker Industries Corp. of Greenwich, Connecticut, and Western Co-Operative Fertilizers (U.S.) Inc. of Alberta, Canada. The Conda Partnership operates as a separate entity from the two partners.

This is the ninth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for more than 30 new entries. Several articles and publications crossed the author's desk this past year that relate to mineral valuation and mineral royalty. Tom Loucks presented a paper, "The Valuation of Hard Rock Mineral Property," at the Rocky Mountain Mineral Law Foundation in Santa Fe, NM in July, 1990. His paper gives an indepth explanation of the definitions and concepts related to mineral valuation. It includes descriptions of numerous legal cases that have dealt with mineral valuation and proper reference is given for each case. Loucks works for the Denver Mining Finance Co. Gold royalties generally range from 5% to 7%, net smelter return. However, Severn Brown sent information that shows a much wider variation. Echo Bay Mines reported in its 1989 annual report royalties that range from 1.5 % to 30% for gold from various gold properties. Brown also sent a copy of an article that appeared in the Dec. 27, 1982, issue of Fortune magazine. This issue carried an article by Walter Guzzardi, Jr. "The Huge Find in Roy Ash's Backyard." The article gives the history of Newmont's leasing in Nevada on property that became the Carlin, Bootstrap and Blue Star Mines. The article states that the initial royalty was 10% that escalated to more than 16%. Another property, the site of Gold Quarry, provides an 18% royalty to the same own¬ers. The article makes interesting reading for those interested in mining history.

Others expect that mines will soon have autonomous electric vehicles running around the clock. The truth lies somewhere in the middle. In business, as in life, that is usually the best path to follow.The instant access to people and information provided by 21st-century technology continues to push businesses in all industries toward greater efficiency and unheard-of levels of modernization. And in the world of mining, the embrace of advanced technology is all about managing risk.However, even in this age of digital information overload, some mine sites still require employees to physically download data from individual trucks to monitor payload data and inspect road conditions using a clipboard. What’s more baffling is that other mine sites still have no way of tracking tons moved at all.This isn’t due to a lack of innovation in the industry. Quite to the contrary, there is an abundance of new technology available that provides real-time monitoring of vehicle movements and tracks road conditions without the intervention of people. So why are owners reluctant to embrace advances in mining tech?Gauging the value of changeSurvey data has traditionally been captured by ground laser scans and LIDAR systems. A mine site surveyor would drive around the pit with a truck-mounted scanner to generate a point cloud. This process would be completed every few days and would take an entire day.The many cons of this method far outweigh the pros. First, it provides no visual data. If an operation has moved beyond the roller wheel and tape measure, visual pit models and LIDAR scans are typically completed once every six to 12 months by an aerial flyover, but such sporadic information gathering isn’t likely to result in the most actionable data. Moreover, given the high cost (in terms of both money and time), the numerous safety and liability issues, and the lack of flexibility in scheduling, manual processes are more trouble than they are worth.Overall, while miners are excellent operators who value innovation, their employers often try to outsource it or acquire innovators instead of investing in existing technology that can improve current operations. While respirable crystalline silica (RCS) dust that arises in industrial production mostly emanates from point sources and can be well mitigated, the extraction of dust is much more difficult in underground construction, since locally generated dust spreads widely. Analysis of dust measurements shows that RCS values are difficult to predict, and effective dedusting systems are required to comply with permissible exposure limits (PEL) in breathed air. Dedusting systems are effective near the tunnel face, while dedusting of working areas away from the tunnel face is difficult or even impossible. In general, there is little temporal influence on the tunnelling work—except for drill and blast excavation—which makes it necessary to remove the deduster and ductwork from the face area. Concurrent work in the tunnel is affected by the backflowing air mass of ventilation and therefore the quality of this air mass must be considered. The use of personal protective equipment (PPE), e.g., dust filter masks, is considered the least-desirable safety measure available. However, for certain individual operations in the tunnelling process, the use of PPE cannot be avoided, especially if other technical mitigation measures are not possible. In tunnels with small cross sections for example, dedusting systems often cannot be accommodated and PPE must be used instead. This raises the question of whether the use of PPE can be avoided by designing appropriate excavation cross sections and allowing for the implementation of technically engineered mitigation measures. The paper highlights problems with dedusting measures and shows possible ways to achieve OSHA compliance.

The use of phosphate depressants in the cationic flotation of silica from francolite in the Florida phosphate industry is rarely practiced. The occasional use of gelatinized starch derivatives and pH adjustments to assure a slightly alkaline flotation feed slurry pH have been used in some processing plants to improve selectivity. This paper presents a preliminary laboratory comparison of several potential phosphate depressants for use with the flotation of siliceous phosphates. It was found that starch is ideal for floating fine (-35 mesh) silica from phosphate, while sodium tripolyphosphate may be the best for coarser (+35 mesh) feeds.

Each and every mining operation from a simple sand-and-gravel pit to the largest integrated mine-mill-concentrator-smelter-refining complex has, as its foundation, a quantity of extractable natural resource the reserves. Without reserves, there is no mine, and any concentrating or extracting plant, no matter how sophisticated, is simply so much scrap metal. And, of course, without resources there are no reserves. It is remarkable, therefore, especially in this age of careful planning, high quality engineering, and state-of-the-art financial analysis, that such a fundamental and vital item is so little understood and the subject- of so much confusion. Time and time again it has been the experience of the author, when called in to a mining operation that has run into trouble in reaching projected production targets, to find that the designed-for tons were not reaching the concentrator/extraction plant, and/or the grade of such tonnage was substantially below the forecast and design grade of the plant. The mill blames the mine for delivering below standard tons and/or grade and the mining engineer blames the geologist for overly-optimistic assessment or incorrect interpretation of the deposit. The geologist blames the mining and metallurgy division for wrongly interpreting his data and conclusions, or simply fouling-up a fine orebody.

Coal blending inherently means homogenizing a mixture of coals so that, overall, the properties of the blend meet some specifications for maintaining power plant performance and emission requirements. In common practice, however, coal blending is at best coal mixing. If necessary, more sophisticated blending systems can produce a more homogeneous feed by using accurate weighing devices and on-line coal analyzers coupled with sampling systems. Blending can be accomplished at the mine, on stockpiles, and from bins, bunkers, and silos.

The philosophy, strategy and techniques of successful marketing of talc, differ sharply from those applied to most other mined products. Unlike non-ferrous metals, there are no commodity exchanges to facilitate the transfer of goods. Unlike iron ore and some non-metallics, assured markets by means of long term contracts are practically non-existent. Talc must be sold and sold and sold again. The normal channels of talc distribution are almost identical to those used, by the chemical industry. These consist of a blend of producer marketing staff, field technical service, and sales force; and independent chemical wholesalers. Like the term "chemicals", there is tremendous product diversity contained in the rather loose expression "commercial talc". Certain kinds of talc, processed in conventional ways, are regarded as commodities by the consumer. That is, that material from one source or supplier is considered to be effectively interchangeable with those available from a number of other areas and producers. Under such conditions, lowest delivered price, quickest delivery, and best, customer service, are the key factors in a successful sales effort.

The U.S. coal mining industry consumes a significant amount of energy, primarily diesel fuel and electricity. The continuous global increase in energy demand, high energy prices and environmental issues related to carbon dioxide emission represent a substantial challenge for the mining industry. This paper presents the result of research on development of an integrated data environment system for analysis of energy consumption in a surface coal mine. A case study on an operating surface coal mine is carried out to demonstrate the practical application of the developed system. The research work presented here may be used by mining professionals to help provide the answers to the crucial questions of when, where and how much energy is being used. This developed system represents a framework for efficient management of energy consumption.

As the search for new sources of energy and minerals leads to more remote areas of the country - and the world - the need to plan for adequate housing and community facilities for the construction and operations workforces and their families takes on an importance equal to the mining and processing facilities themselves. A corollary to the need for planning is the increasingly crucial need for development companies to devise effective strategies for dealing with the local communities impacted by these projects. Experience has amply demonstrated the high price to be paid for failure to learn this lesson, a price measured in lost productivity, confrontation with local communities, labor turnover, mental health and other social and eocnomic problems. In Sweetwater, Wyoming, a new industrial activity caused the population to double from 18,000 to 36,000 between 1970 and 1974. During that period industrial productivity fell 25 to 40 percent, cost overruns on the principal new industrial facility exceeded 33 percent, annual employee turnover rates climbed above 100 percent, the local mental health clinic workload increased nine times and complaints to the local law enforcement agency increased 60 percent.

"The paper treats the spatial aspect of mine sequence optimization. This aspect is revealed in the context of determination of the optimum number of cutbacks of an open pit mine. Cutback mining is a dominating method currently in base\precious metal mining and it is based on a pseudo-economic discretization of the pit space by using advanced pit design algorithms. The result of the implementation of such approach of pit design is the generation of pit shells, which need to be grouped into an optimum number of cutbacks for maximization of the project value. A mathematical solution of this problem is developed with the utilization of a combinatorial analysis. The solution provides a multi-variant investigation of the optimum mine sequence with the implementation of an author’s method for production scheduling optimization, which uses the Net Present Value as a criterion for assessing the economic efficiency of mine sequencing. A case study is provided for the conditions of a hypothetical open pit gold mine to illustrate the applicability of the approach. The results obtained reveal the complex nature of the variation of the Net Present Value as a function of the cutback geometry. INTRODUCTION The mine sequence optimization in open pit mining is a procedure that predetermines the efficiency of the production scheduling optimization. From a technological standpoint, the mine sequence optimization deals with two aspects – spatial and time. Each of them plays a tremendously important role in searching for the optimum solution of the open pit design problem. Original results on the time aspect of mine sequence optimization are published by Halatchev [2002]. They reveal a wide range of the Net Present Value (NPV) variation for a multi-variant arrangement of mine sequence over time and using a fixed geometry of the cutbacks, which determines the economic potential of a single open pit mine from a deterministic standpoint. The results show a range of NPV variation up to 30% depending on the stripping ratio of the mine. The effect of this variation is mainly due to the implementation of the mine planning principle of waste deferment in the scheduling optimization and using all theoretically possible variants of mine sequence arrangement by the inclusion of the bench sequences over the Life-Of-Mine (LOM) in the production process."

GENERAL DESCRIPTION Since the beginning of operations, with the exception of a small tonnage mined by slushing, ore extraction has been by full gravity caving. Formerly, a checkerboard sequence of block undercutting was followed with the even-numbered blocks in one panel and the odd¬numbered blocks in the adjacent panel being mined. As these blocks were depleted, the intermediate or pillar blocks were mined (Fig. 1). Following this checker¬board, the mining sequence went through a number of changes, finally evolving into diagonal retreat panel cav¬ing by blocks (Fig. 2). The numbers in Fig. 2 indicate the sequence in which blocks were undercut. Gaps in the numbering sequence indicate undercutting on the level outside the illustrated area. Geology The ore body is a low-grade deposit of chalcopyrite mineralization disseminated throughout structurally weak, highly fractured, strongly altered granitic host rocks. It takes the shape of a gently dipping elliptical cylinder consisting of an ore shell of variable thickness surrounding an interior waste core. Major and minor axes of the mineralized cylinder are 1524 m (5000 ft) and 762 m (2500 ft), respectively, and length approximates 2438 m (8000 ft). Ore is sufficiently fractured to break readily into medium-coarse size. The igneous rock complex containing the ore body is covered by a wedge-shaped blanket of Tertiary con¬glomerate which was brought into place by faulting along the major regional structure of the San Manuel fault. Thickness of the conglomerate cap varies from only 9 m (30 ft) at the east end of the ore body to more than 610 m (2000 ft) at the west. Structurally, the con¬glomerate is much more competent than the igneous host rocks and, when caving, it breaks into massive chunks. Conglomerate boulders seen in drawpoints underground are very coarse. The total rock column over the initial mining area of the 1415 grizzly level was 354 m (1160 ft) of which 122 m (400 ft) was ore, 79 m (260 ft) was leached igneous capping, and 152 m (500 ft) was conglomerate above the San Manuel fault. Diamond Drilling: From 4572 to 7620 m (15,000 to 25,000 ft) are drilled annually from underground workings to delineate the ore body. MINE DEVELOPMENT Haulage Level In the south or main ore body (see Figs. 3-6), with the exception of the draw and transfer raises, all the extraction openings are concreted (Seaney and Tobie, 1965). The haulage panel drifts, which are 18 m (60 ft) below the grizzly drifts, are first driven with pre¬concrete ground support. The drift, which has an arched section, then is concreted using mobile collapsible steel tunnel forms. The haulage drifts leading from the pan¬els to the hoisting shafts are not concreted. After the panel drifts have been concreted, the raise stations from which transfer raises will be driven are constructed and the raise-station ore-drawing chute is installed. The chute is prefabricated of A-36 steel with undercut guillo¬tine gates made of abrasion-resistant 2.5-cm (1-in.) steel plate powered by 20-cm (8-in.) air cylinder installed on each side of the raise station. Transfer Raises The transfer raises are lined with 15 x 20-cm (6 x 8-in.) cribbing and are 1.22 m (4 ft) in the clear. Each cribbing is protected from wear by a high carbon steel angle which is nailed onto the cribbing. The transfer raises are driven from each side of the raise station on an angle of 1.1 rad (63°). Each raise con¬sists of a main and a backover branch. The transfer¬raise driving crew consists of two men working one shift only. Grizzly Drifts After the transfer raise reaches the grizzly level, the grizzly drift can be driven.
