INTRODUCTION The Laurens Street section of the Northwest Line of the Baltimore Region Rapid Transit System, located along Pennsylvania Avenue between Pitcher Street and North Avenue is situated in material which cannot be definitely categorized as soil or rock. However, in the area of residual soils in which these tunnels were constructed, considerable attention was required to determine the character of the ground so that the designers and the constructors could properly evaluate the behavior of the ground and plan their respective efforts accordingly. The Laurens Street sections structures consist of twin rock tunnels, station structure, traction power substation, vent shafts at both ends of the station, the midline vent shaft, and the twin mixed-face tunnels. This paper concentrates on the mixed-face tunnels which extend from Station 99+67.03 (O.B.) to Station 102+49.00 (O.B.) at the southern end of the section. Since the completion of the design of this project, the Laurens Street section has been renamed the Upton Station. (See Figures 1 and 2). SUBSURFACE INVESTIGATIONS At early stages, three preliminary studies were performed by the General Soils Consultant (Ref. 1, 2, & 3). The purpose of the first study was to ascertain the generalized geological and subsurface conditions which might be encountered in the region. No borings were performed for this study. There are several limestone deposits around the Lohja area in southern Finland. Raw material for cement rock is mined from some of them. The formations are geologically complicated, and therefore selective mining is used whenever possible. One of these mines is the Tytyri underground limestone mine, which is divided into two parts; Törmä and Solhem. In addition to the selective mining system hand sorting or picking must be used at the Tytyri mine to improve the overall grade of the blended limestone. Some means were needed in order to improve the quality and to increase the feed rate by the elimination of hand sorting. Sorting machines were considered and eventually a Sortex 811MW was pilot plant tested at the Ojamo mine near Tytyri. This machine now continues to be used on production.

Physical and chemical conditions permitting, in-situ leaching (ISL) of uranium offers a variety of advantages over conventional production methods including less surface disturbance and less solid waste. Commercial production of uranium by in-situ leaching techniques was initiated in 1963 in the Shirley Basin of Wyoming by Utah Construction. On a world-wide basis, ISL uranium production amounted to about 13.2 million pounds U3O8 in1999, approximately 16% of world output. Both acid and alkaline systems are used, the selection of which is primarily dependent upon groundwater quality and related reclamation requirements. ISL offers low capital costs per unit of annual capacity and is particularly flexible in adapting to changing market conditions.

This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

Feldspars have major uses in glass manufacture and in ceramic products. About 6 million metric tons (6.6 million short tons) are used annually. Feldspars are desirable because of their high aluminum and alkali contents. Na feldspars are favored for glass, while K feldspar is often preferred in the pottery and tile industries. Economic deposits occur in a variety of geological environments. Most are in granites or granite-like bodies, pegmatites being a common source worldwide. Alkali granites, particularly those some- times called alaskites, are mined directly as a source of feldspar and associated minerals. Some other igneous bodies, such as aplites, rhyolites, and partly altered granites (for example china stone) provide alternative feldspar-rich products. Nepheline syenites and phonolites are other sources of feldspar and contain higher amounts of alkalis. Feldspar-rich (arkosic) sediments derived from the weathering of pegmatites and granites are widely extracted and processed for use in ceramics. The present study reviewed the various sources of feldspars throughout the world. Data on the quality of products has been taken from literature, and samples have been obtained from a large number of producers. The mineralogy and chemistry of the samples has been determined and, as far as possible, have been related to the geology of the source area. Feldspar products show a wide range of chemical and mineralogical compositions. Some are pure Na feldspar (albite), others are made up entirely of K feldspar (microline and orthoclase), but many are mixtures of Na and K feldspars. Significant quantities of quartz are often present, and many products contain mica and kaolinite. Fe203 con- tents are very low, typically less than 0.1 percent. Detailed mineralogical studies show that four groups of products can be recognized on the basis of feldspar mineralogy. These are albite, albite with microcline, microcline with orthoclase, and orthoclase with albite. Products containing microcline and orthoclase together are mostly sedimentary in origin. Those with albite only, or albite with microcline have a pegmatitic or granite origin. Those containing orthoclase as the dominant K feldspar are derived from aplites or rhyolites. There does not appear to be any relationship between the feldspar mineralogy and the quartz content. Peraluminous S- type granites and pelite-dominated high-grade metamorphic rocks, in which there is a significant volatile component, are likely to be the most important feldspar sources. Partial kaolinization of feldspar-containing rocks often improves minability, decreases crushing costs, reduces iron content, and increases the K2O/Na2O ratio.

The MINER Act of 2006 mandated that all underground coal mines must install and maintain refuge chambers. Refuge chambers serve as a temporary shelter in case of emergency. Several factors affect the performance of a refuge chamber: heat production inside the chamber and introduction of CO when chamber doors are opened are two major factors. This study examines the CO purging process and to determine total air quantity and time necessary to lower the CO con-centration to safe levels for different inlet/outlet configurations using three-dimensional simulation technique. The study uses Reynolds Averaged Navier Stokes and continuity equations along with the spe-cies transport model assuming uniform air mixing. The heat transfer of any kind is neglected and the purging process is assumed to take place isothermally. The standard k-e model is utilized for simulating turbulence in the flow field. The contract for the construction of the Inline Pump Station for the Milwaukee Metropolitan Sewerage District involves the sinking of three shafts and the excavation of a pump chamber. The shafts are being sunk to a depth of 104 meters and pass through 52m of sediments before encountering dolomitic bedrock. The pump chamber is constructed in dolomite. The sediments are alluvial, estuarine and lacustrine in origin, with some ice margin deposits. They comprise loosely consolidated fine to coarse grained sand, silts, clays and gravels, and they are heavily saturated with a water content often above 60%. The water table is at a depth of 3m. The dolomite is silurian, generally dense, with some clay-filled vugs and shale partings. Until 1983, underground construction in the Milwaukee area had been limited to depths of 26m in the sediments and 20m in the dolomites. Water control methods had included caissons, compressed air, extensive internal and external dewatering, and grouting. Flows of 20 liters per second were commonplace with as much as 80 liters per second being encountered in the rock. However, in 1984 work was commenced on the deep sections of the Milwaukee sewerage scheme with the letting of three major contracts including the Inline Pump Station. With excavation taking place at greater depths, it become obvious that previous methods of water control would be inappropriate. To protect against major inrushes of high pressure water in the rock, an extensive program of pre-grouting from the surface was specified. Water control in the sediments was left to the discretion of the contractor and in each case freezing was choosen. This paper describes in detail the grouting and freezing procedures.

The dilemma of a numerical analyst not only concerns the problem of modelling the non-linear behaviour of intact rock, but also the non- linearity contributed by structural discontinuities. In this light, it is the intention of this paper to examine some aspects of the non-homogenity and structural discontinuities of rock and incorporate this behaviour into boundary element numerical solution. Non-homogeneous material is considered piecewise, thus homogeneous and is modelled by using sub-regions. The Mohr- Coulomb failure criterion is employed to model the non-linear behaviour of the major discontinuities. A computer program is developed based on the procedure for combining the direct boundary element method and the displacement discontinuity method. A linear element type is employed in the formulation of numerical solution. The computer program is used to study the stress distribution in a gold mine.

Almost 90 % of phosphate in Indonesia is consumed for natural and manufactured fertilizers, while the rest is used in chemical industries. The consumption of phosphate always increases each year, while Indonesian phosphate production is almost constant at around 75,000 tons annually, except the production in 1988 was 165,000 tons. Due to the limited amount of domestic production, the imported phosphate is increasing each year. Phosphate trading in Indonesia is unique. Some of the domestic production is exported to Taiwan, while phosphate from USA, Morocco, Jordan and Nauru is imported. Indonesian phosphate includes guano phosphate, caving phosphate and small amount of marine phosphate sediment. Problems with Indonesian phosphate include: scattered deposits in difficult locations and a relatively small amount of reserves. Exploitation of phosphate deposits for domestic purpose has a good prospect, mainly because of the rapidly increasing phosphate demand as natural fertilizer or as a raw material for manufacturing fertilizer to support an agricultural sector.

INTRODUCTION When Palmer King asked me to prepare a paper for this conference, it seemed quite appropriate, since I am Chairman of Subcommittee No. 4 of the U. S. National Committee on Tunneling Technology and we are presently making a detailed study of contracting practices. Before the end of this year, we expect to publish our report containing guidelines aimed at improving our contracting practices and minimizing the problems which develop therefrom. The American construction and mining industries today are glowing examples of the ingenuity of man pitting his wits against the unknown. Without the promise of rewards commensurate with the perils faced and the effort expended, it is doubtful that these industries could have reached their present state of advancement. Nevertheless, these industries are still primitive compared to many others such as aerospace and electronics. That our present contracting practices leave something to be desired is evidenced by the fact that many of our underground projects wind up with tremendous increases in estimated cost, financial disaster, and costly dispute and litigation. The situation is aggravated by the current economic uncertainty, energy crisis, and shortage of materials. At the same time, if our industries are to develop their maximum technologic potential, we must employ contracting practices which will encourage that development. A computerized "Decision Support System" was used to evaluate an "Underground Platform Approach to Oil Recovery". Over a billion calculations were required to model the mine layouts; learning curves for shaft, tunnel, and well drilling scenarios; detailed cost, schedule, and resource data; complex oil production and material balance data; varying reservoir parameters; and complex oil pricing curves. Simplified "optimum" solutions were defined in terms of muck hoisting capacity, barrels of oil per day, and present worth. Complex "optimum" solutions were defined in terms of minimal exposure scenarios during development followed by shortest time to full production.

Cerro Colorado lies on the eastern edge of the Atacama Desert in the foothills of the Andean Cordillera of northern Chile. Compañía Minera Cerro Colorado SA (CMCC) operates Cerro Colorado. CMCC, headquartered in Santiago, Chile, is wholly owned by Rio Algom Ltd., of Toronto, Ontario. Cerro Colorado is located 120 km (75 miles)east of the port city of Iquique. Access is by 30 km (19 miles) of paved highway and 70 km (43 miles) of upgraded road. The mine site is located at an altitude of 2600 m (8531 ft) on a gentle west-sloping plateau adjacent to a deep canyon (Quebrada de Parca) to the north. Temperatures are moderate, ranging from 5° to 30° C (41° to 86° F) with an average annual rainfall of 20 mm (0.8 in.). The plateau is generally covered with 20 to 30 m (65 to 100 ft) of Quatemary sand and gravel overlaying bedrock. In the immediate vicinity of the Cerro Colorado deposit, a semicircular embayment has been eroded into a steep canyon wall that cuts through the surface gravels to expose a considerable section of the underlying bedrock.

Considerable success has been achieved in recent years in reducing concentrations of respirable dust in UK coalmines; thankfully this has been reflected in significant improvements in pneumoconiosis statistics. However, continuous increases in mechanisation and in rates of working, accompanied by more stringent dust regulations, necessitate the introduction of improved and often more sophisticated methods of dust control. The increased application of exhaust ventilation and air cleaning techniques seems likely to be the most important step forward in dust control in coalmining during the next few years. A typical drivage in a UK mine is not more than 16 ft (5 m) wide and is supported by steel arches. In the past the majority of such roadways were driven by the conventional means of blasting and loading. Since the main purpose of ventilation was to clear blasting fumes and to provide adequate scouring of firedamp, not surprisingly it was usual to have 'forcing' ventilation. Present systems of operation are making increasing use of heading machines and it is not surprising that well over half of all drivages are now ventilated by exhausting methods. (1) The great majority of coal getting in the UK is from longwall faces, usually in seams of less than 6 ft (1.8 m) thickness. Although this method of min¬ing has many advantages in terms of safety and productivity, dust control is made more difficult because of the need for men and machines to work in the same ventilation stream. Much emphasis has been placed on improving the design and methods of opera¬tion of longwall machines to reduce dust production, and improved ventilation has provided greater dilution, and in consequence, reductions in dust concentration. On all machines water is now fed through internal galleries to the cutting elements. Unfortunately, one of the difficulties associated with mining thin seams is that there is some unavoidable cutting in the roof or floor and in many seams there are faults to be traversed and dirt bands which must be removed with the coal. Under these conditions it appears that the use of exhaust ventilation and air cleaning offers the most promising way of achieving satisfactory dust conditions.

Introduction Some unique opportunities exist for industrial minerals in British Columbia and Alberta. The region's diversified geology, particularly in British Columbia, offers favorable environments for a rich variety of mineral resources. Many minerals have been produced for years. For some, however, the level of production is far less than the potential. Others have had production in the past, but are not currently produced. Still others are known to exist and may have been actively prospected. But they are not yet developed. In addition, a number of speculative possibilities have recently come to light. The potential significance is not fully confirmed, but is suggested in showings in favorable geologic settings. Location and geography British Columbia and Alberta are the westernmost provinces in Canada (Fig. 1). The region overlaps two major physiographic divisions of the country, the Cordillera and the Interior Plains. It also takes in a small segment of the Canadian Shield on the east. The entire territory is greater than 1.6 Mkm2 (618,000 sq miles). Most of British Columbia lies within the Cordillera, a mountainous belt some 800 km (500 miles) wide. The belt is made up of three main physiographic components, the Eastern, Interior, and Western subdivisions. The Eastern subdivision embraces the rugged, linear ranges of the Rocky Mountains, elevations between 2600 and 3300 m (8530 and 10,800 ft). They form a 100-km (62-mile) wide band straddling the BC-Alberta border and extending northwest across northern British Columbia. The Interior subdivision includes several ancient mountain ranges but is dominated by an intermountane plateau area of low relief (average elevation 1200 m or 3900 ft). The Western subdivision is dominated by the Coast Mountains (elevations between 1800 and 4000 m or 5900 and 13,123 ft). These form a band about 175 km (110 miles) wide into which are sculptured the spectacular fiords of the BC coastline. Alberta lies largely within the Interior Plains, a prairie region of low to moderate relief (elevations between 200 and 1200 m or 650 and 3940 ft) formed of nearly horizontal bedrock strata. The Plains surface rises gradually to the southwest toward the deformed belt of the Rocky Mountains, where the bedrock strata are upturned, folded, and faulted. To the east, the Plains merge with the Canadian Shield, which exposes the Precambrian crystalline basement of western Canada. The total population of the BC-Alberta region is about five million people. Minerals, forestry, and agriculture are the primary industries here. It has well developed infrastructures to service these industries. British Columbia is third among the Canadian provinces in metal mining - $1.1 billion in 1985 - and first in forest products. It is also second in hydro-electric power development. Alberta leads all provinces in total mineral production, largely due to its extensively developed petroleum and natural gas resources - $26.2 billion in 1985.

Traditional headed rebar has existed in the mining industry as a ground support product for many years. The head of a rebar bolt is most commonly produced by hot upset die forging. Upset die forging produces a rugged, simple head that performs well. Certain elements of the head must comply with regulatory standards, such as ASTM F432-95, which offers a standard test procedure to ensure quality of the product. The head style produced by all major manufacturers has been optimized to reduce manufacturing costs, provide greater miner safety and provide an excellent performing product. Observations were made in some mines of heads failing under in-situ loading. These observations could not be replicated according to the ASTM testing method. This paper highlights the problem and how a solution was developed. The development includes pictures of in-situ failures from the underground operations, laboratory replication tests indicating how this loading occurs, and then the use of this calibrated test method to validate the new design created.

With the aim of environment protection the program package HOMOGEN is used for realizing the planning and noxious components control in the coal produced. Using the program package PRIPREMA the division in levels and transformation (Hermite polynoms) in the N (0,1) distribution are made. By separated kriging 50 m x 50 m blocks are estimated on the levels and detailed distributions of the estimated component content are obtained. The face - longwall face is built in the blocks estimated in this way, and the direction of mining is determined. Using the stochastic simulation the distribution of the estimated production component (e.g. sulfur) on the face is obtained. Simulating the production of all faces in operation the distribution of the estimated daily mine production component is obtained. The estimated depot component is obtained in the same way. This procedure is used in the short-term planning of the estimated component movement for a given period in advance, and also in the daily production control in the case of changing conditions, e.g. the increased atmospheric pressure. The technology is successfully applied to the Velenje Lignite Mine Slovenia.

For several decades, the minerals industry has used leaching techniques to extract metals from rocks whose grade was too low to be treated profitably using conventional metallurgical techniques, and, as of 1972, about 15% of domestic copper production was derived using leaching methods (Beall 1). Increasing interest is currently being directed toward solution mining, particularly with respect to copper, for basically two reasons. In the first place, geological exploration has outlined several copper deposits of large tonnage and 1m', grade which are buried at sufficient depth to preclude open-pit mining which would make such mineral deposits ore deposits. Nevertheless, these occurrences provide significant potential if they could be treated by chemical leaching in situ. Secondly, the porphyry deposits of the western united States, which provide by far the largest percentage of domestic copper, do not terminate geometrically with sharp borders. These large disseminated bodies commonly decrease in grade laterally away from volumes of rock containing ore grade metallization, and the distinction between ore and waste is strictly economic. In order to extract ore grade material from the ground, a significant amount of rock containing sub-ore-grade copper must also be removed which, when placed on dumps, is amenable to solution mining. These two considerations clearly indicate the reasons for the growing interest in solution , leaching techniques--namely the ability to exploit deeply buried low grade deposits and the expansion of reserves in deposits currently under production.

The interaction of talc with carboxymethyl cellulose, a polymeric depressant currently used in the mining industry, was investigated. adsorption isotherms, infrared spectoscopy and microflotation studies were performed to determine the surface properties of the depressant at the talc-water interface. Solution conditions were varied in ionic strength, pH and the presence of magnesium ions. The adsorption of the anionic polyelectrolyte, carboxymethyl cellulose onto the talc surface was greatly influenced by the solution ionic strength and pH. Limited adsorption, and therefore depression, occurred at high and low ionic strength. Adsorption, and thus talc depression, improved greatly with either increased ionic strength or reduced pH. With the addition of magnesium ions, talc depression was shown to improve considerably. The improved depression is likely to be the result of the formation of a magnesium ion-carboxyl complex.

Introduction Troublesome shales have plagued the petroleum industry for more than 50 years. Unstable boreholes have been experienced when drilled into shale formations; sane have been studied almost at the beginning of rotary drilling. A little progress has been made since then, but much is still to be learned. No simple solution exists so far, but good drilling practices combined with good mud practices have been helpful. It is well known that shales in general have a strong affinity for water, and when water is adsorbed, the stability of the shale section of a well is reduced; cohesive strength will be re- bed, properties will be altered and shale will generally expand and/or crumble. The amount of water a shale will adsorb depends on the characteristics of its clay mineral and the ionic concentration of surrounding fluid. Fluid loss and the resulting hydration of an unstable formation can lead to serious downhole problems. The rate of fluid loss depends greatly on the permeability of the deposited cake. In impermeable formations, however, there is no loss of fluid into the formation. As such, shale, because of its very low porosity and almost no permeability, could be termed impermeable. Yet there is strong evidence that shale surfaces are wetted by an invasion of fluid into the formation through microfractures and jointed planes. It is this wetting that causes the shales to swell and slough into the hole, resulting in problems such as increased mud volume and treating costs, bridges and fill-up, stuck pipe, overgauge hole, poor cement jobs and increased cement requirements, and logging and completion difficulties. Drilling operations have been defeated by severe shale problems, resulting in & hole being plugged and abandoned after several weeks of drilling. Shales are we1l known as being difficult and costly to drill. Numerous fishing jobs have plagued drilling operations, and the cost of reaming tight holes ad weighting up the drilling mud to control shale sloughing has been high. The concept of controlling water loss to stop sloughing was introduced in the 1920's. It was known-then that calcium in fresh water re- strains clay £ran excessive swelling (theory of osmosis) . This reinforced the belief that calcium-based muds such as lime, gypsum and calcium chloride should minimize hydration of clays. Lime muds were then introduced for this purpose and others in the 1930-1940 decade1. They were used for shale inhibition but were not effective. In an attempt to improve them, a special calcium-type mud beam popular during the 1950's. Hole enlargement continued and they too were considered ineffective. During & early 1960qs, papers were published claiming that shale swelling could be prevented by using high concentrations of chemical thinner called Chrane Lignosulfonate1. This began the era of highly treated lignosulfote muds. Unfortunately, the hole enlargement problem continued. During & mid-1960’s, oil based muds were used for the purpose of inhibition of shales. Not until 1966 did Mondshine2 suggest that the water phase be saturated with calcium chloride. The cost of using oil based mud was considered by most operators not worth the additional hole stability. The potassium chloride-polymer muds were also used in many fields in the United States and western Canada. The use of these muds has been claimed to prevent clay swelling by inhibition and encapsulation in sane areas of western Canada. They are also expensive and their ueneral application is still experimental. To reduce filtrate loss when sloughing shale becomes a problem during drilling is a reasonable practice. This study will investigate the use of cationic organic additives to mud to form a protective barrier between the shale - which are primarily composed of clays - and water that will keep water from entering the microfractures and will also prevent them from hydrating. In so doing, an understanding of modern clay chemistry and & dispersive properties of cationic additives in water based systems will be our most valuable tools. This study will also present and solve a mathematical model for simulating cation transport phenomena in fractured shales using the Framdlich equilibrium adsorption isotherm. The studies will analyze wellbore failure and stability as affected by cationic organic material.

As a result of concern for the citizens of the State of Illinois who owned structures above underground mine workings, the Illinois State Legislature passed House Bill 158 in 1978. This bill amends the Illinois lnsurance Code and creates the Mine Subsidence Reinsurance Fund which is an insurance pool that is to receive a state appropriation of $500,000 as "start-up" money. One hundred thousand dollars has been paid to the fund as of October, 1982. The Fund is to return this appropriation to the State and is to remain self-supporting from premiums. The Fund utilized a pre-existing institution, which also was an insurance pool, the "Fair Plan Facility" and its governing Board, consisting primarily of insurance executives, to administer the program. The Mine Subsidence lnsurance Act went into effect October 1, 1979, and the bill provides that property owners in the State of Illinois may purchase up to $50,000 of mine subsidence insurance which is attached to their fire insurance policy. The deductible is normally 2%, but cannot be less than $250 or more than $500. The annual rate structure for residential structures in 1981 for $50,000 coverage is $10 (frame), and $12 (masonry). The rate structure for commercial buildings is based on the value of the building and the rates for $50,000 maximum coverage is adjusted upward. The insurance was mandated by the State Department of lnsurance and rolled onto the insurance policies of the homeowners in 34 counties which had been recognized as having sufficient exposure to subsidence damage to be covered by the Act. One percent or more of the land surface is undermined in each of the 34 counties. In the other counties undermined in the State of Illinois, insurance is available to the homeowner upon request to the private insurance carrier.
