In March, 1988, a fire occurred in a large underground coal mine. Coal Mine Safety and Health of the Mine Safety and Health Administration was immediately notified of the situation. They requested the assistance of the Pittsburgh Health Technology Center (PHTC) to provide monitoring and analysis of the mine atmosphere in and around the fire area to insure the safety of the miners escaping from the mine and for the miners involved in extinguishing the fire. The capability to provide this type assistance is maintained by the PHTC Offices located at 4800 Forbes Avenue, Pittsburgh, Pennsylvania. The equipment used is maintained field ready and can be mobilized almost immediately. This paper will discuss the response to this recent major mine fire.

Two different groups of mechanisms have been considered in the past to explain the effects of chemical additives on grinding. While one group of explanations is based upon alterations of surface and mechanical properties of the individual particles, the other group depends mainly on the arrangement of particles and their flow in suspensions. In this paper some of the past work on grinding aids is reviewed and attrition grinding of a commercially important ceramic material, zirconia (stabilized with yttria) with polyaaylic acid as grinding aid, is studied in order to determine the effect of the aid on the ground product itself. It was observed that even though polyaaylic acid did cause a drastic decrease in the viscosity of the pulp, it did not have any major effect on the grinding of zirconia at least up to 2000 ppm and only minor detrimental effect above it. Importantly, complexation by the polymer was found to cause extraction of yttrium into solution with possibly significant changes in the surface chemical composition of the product.

In 1988, the Metropolitan Water Reclamation District of Greater Chicago (MWRD) imposed a no-blasting specification (blasting is restricted to the construction shaft and shaft bottom or boot) on the Deep Tunnel project. This was prompted by numerous complaints from residents in the vicinity of the project and controversies experienced on previous projects from blasting the rock overlying the tunnel. This paper will describe the methods used by two major contractors driving 20 km (12.5 miles) of tunnel, and drilling more than 36 shafts under this restrictive specification. The impacts are detailed on design, construction, schedule, cost and the environment.

Since 1965 when the first mole was used on Bureau work, the Bureau of Reclamation has completed 17 tunnels of over 5,000 feet in length. The longest was 12.8 miles. Total length of the 17 tunnels was 376,207 feet, or over 71 miles. The finished diameter varied from 7 feet 0 inch to 18 feet 0 inch with 82 percent (58 miles) being less than 12 feet 0 inch in diameter when lined. All of these tunnels except one are gravity flow, water conveyance tunnels with relatively flat gradient. One is a low-head pressure tunnel. All were constructed by contracts resulting from fixed-price bids. Starting in 1964 the Bureau of Reclamation initiated the practice of giving several options in the specifications on methods of tunnel excavation. Since that time, construction work has been completed on 17 tunnels. Of this number, 11 were mole excavated and 6 were excavated by conventional drill and blast methods. In general, there has been 2 feet of mole excavation for every 1 foot of drill and blast. Cost comparisons are based on only 13 tunnels because the Bureau has 4 recently completed tunnels that have pending claims; therefore, final cost data are not available. Some definite trends show from the data available; however, the number of completed tunnels in some categories is so small the results cannot really be considered a trend. As more data become available, the indications will become more reliable. The information is presented to indicate general trends and comparisons and cannot be meaningfully used for a one-on-one comparison because of individual tunnel differences not considered.

INTRODUCTION The air flow in the mine ventilation network can be categorized in three ways: natural splitting, controlled splitting, and semi-controlled splitting. In natural splitting, the air flow in branches of a ventilation network apportions itself according to the aerodynamic resistance of the branches. In controlled splitting, a prescribed quantity of air is circulated through each branch. In semi-controlled splitting, flow in some branches is fixed to a desired quantity while in other branches it is split naturally. In practice, the mine ventilation networks present the latter two situations. Usually, the resistance of each branch in the network is known and the quantity of air in the working place is predetermined by safety considerations. If the number of branches whose airflow quantities are known is equal to or larger than the number of the fundamental meshes in the network, then the network becomes a controlled splitting network (Wang, 1982 a). Otherwise, it is a semi-controlled splitting network. If no booster fans are used in the network, the problem can be solved as either controlled or semi-controlled splitting networks in order to determine the main fan pressure and regulator size and location. All techniques are based on Kirchoff's flow and energy conservation laws and Atkinson's Equation. Booster fans can be used in controlled and semi-controlled splitting networks. It has been proven both theoretically and practically that using booster fans in these ventilation systems can improve flow distribution and reduce consumption of power (McPherson et al., 1985). The current techniques used in determination of booster fan location and size include simulation, linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing. These techniques can be classified into two groups. The first group, including linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing techniques, deals with controlled flow networks. The second, simulation, can be applied to the handling of semi-controlled flow networks. Mathematically, the problem of controlled splitting networks can be solved more easily than that of semi-controlled splitting networks. This is because the controlled flow network can be formulated as a linear programming problem, for the solution of which there are several sophisticated algorithms. Moreover, the semi-controlled flow network is usually modeled through nonlinear programming, for which there are no universally applicable solutions. The procedure described by Wu and Topuz, 1986, can be used to convert a semi-controlled network to a controlled flow network, and the problem can then be easily solved by the techniques used for solution of a controlled flow network problem. In practice, a mine ventilation network may change from controlled splitting to semicontrolled splitting with advancement of mining. This dynamic nature of mine ventilation makes the problem more complicated and necessitates development of new solution procedures which will consider the overall economics of the system. CONTROLLED SPLITTING NETWORK The problem in controlled splitting networks with booster fans is to determine the operational characteristic of the main fans, and the location and size of booster fans and regulators. The objective is to satisfy the air flow rate requirement for each branch while minimizing consumption of energy. The techniques used for the controlled splitting network problem include linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing. When coarse gold is present in an ore, there are advantages in physically recovering this gold in the grinding section of the ore processing plant. This reduces the risk of the coarse gold being locked up in the grinding section equipment, reduces the quantity of activated carbon to be eluted and reduces the risk of gold passing out of the cyanide leaching circuit only partially dissolved. The free gold may be recovered by various mechanical means utilising the significant difference between the specific gravity of the gold and waste minerals. Frequently, sulphide minerals and ball mill attrition steel in the form of fines and chips are present in the ground ore and behave in a similar manner to the gold in the concentrating process. These materials must be removed to produce a concentrate suitable for direct smelting and several stages of cleaning, sometimes utilising different physical principles, may be required. The removal of these materials invariably results in a loss of gold from the final concentrate. The rejected materials containing significant quantities of gold are returned to the grinding section, consequently the opportunity for a high and early recovery has been lost. The quantity of gold returned to the grinding section will vary according to the number and type of cleaning stages and the physical characteristics of the materials and the gold but surveys of the gravity concentration processes suggest that it may be as high as 50%. To maximise the recovery of gold from the primary gravity concentrate, some operations batch cyanide leach this concentrate with or without additional reagents. The method of agitation and solution recovery vary. The most common method of agitation is by a high-speed propeller mixer and the least expensive but time-consuming method of solution recovery is by decantation after settling and by repeated decant washing. The pregnant gold solution is either introduced into the main ore leaching circuit or the gold is recovered by direct electrowinning. After commissioning in 1994, Union Reefs Gold Mine (URGM) experienced below expected recovery of gold from the gravity concentrate generated from the Knelson Concentrators. It was shown that the recovery into the Knelson Concentrate was high but that the subsequent mechanical concentrating techniques of tabling and magnetic separation resulted in significant gold being returned to the grinding circuit.

On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. The new legislation is sweeping in its demands for cuts in smog, acid deposition, toxic air pollutants and ozone-depleting chemicals. The Amendments will siqnificantly alter air quality permitting and compliance and are estimted to cost billions of dollars to implement. This article provides an overview and summary of each of the eleven titles of the Amendments. It also addresses how the Amendments will be implemented.

According to the previous research, it is found that the thickness of cover is mostly less than 100 m for highwall mining system. However, for most of the Chinese surface coal mines, the mining depth is over 150 m; on the other hand, the shovel-truck is the most common mining technology. As a result, a lot of residual coal will be remained around end-walls. Considering these facts, the calculated methodology of highwall mining system under thick cover is presented in this paper. Meanwhile, numerical simulation of highwall mining system under thick cover was carried out. The outcome shows that the calculated methodology for pillar stability of highwall mining system under thick cover presented in this paper is acceptable. In other words, the highwall mining system is feasible to extract the residual coal around end-walls in Chinese surface coal mines. Thus, not only coal recovery ratio can be improved, but also can increase the production life of surface coal mines in China.

The New York City Transit System is celebrating its Diamond Jubilee this year. In 1904, 9.3 route miles of New York's first subway was placed in operation in lower Manhattan. Since that date the system has grown to 230 route miles and 458 stations (See Exhibit #1). The age of the system immediately provides a clue to the nature of our construction activity. While we must always plan for the future and expand the system in the direction of the future needs in New York, a substantial amount of time and money must be channeled towards the modernization and maintenance of the existing system which provides vital transportation for 3-1/2 million passengers a day. This paper however will be directed to our New Route's Construction and, specifically, to three rock tunnel and cut and cover sections presently under construction. Currently, New York is engaged in the construction of about 9 New Route miles of structure. Briefly, the 3 Sections we will discuss are as follows: Route 131-A Section 5A is a 4 track structure in Manhattan and includes the new Lexington Avenue Station. This 1240 foot long section is located between Park Avenue and 3rd Avenue and is a combined cut and cover and rock tunnel section under 63rd Street. Route 131-A Section 5B is an intricate 2423 foot long 4 track rock tunnel section extending from 3rd Avenue to the FDR Drive under 63rd Street in Manhattan.

The interaction of xanthate with SO2 in the flotation of sphalerite and chalcopy.ite is discussed. 'The SO depression of sphaledte is due to the decomposition reaction of xanthate by SO2 The decomposition reaction is dependent on the cole ratios of xanthate/SO2, oxygen concentration and pH. Xanthate adsorbs at a faster rate by chalcopyrite than sphalerite. The faster rate of xanthate adsorption by chalcopyrite and the specific action of S02 on the surface of chalcopy.ite facilitate the selective separation of chalcopyrite from sphaledte.

INTRODUCTION The United States Uranium Registry (USUR) tissue program was funded in 1978 by the United States Department of Energy (DOE) through its Human Health and Assessments Division, and registrant enrollment began in 1980. It is operated by Hanford Environmental Health Foundation (HERF), Richland, Washington, with support provided by Pacific Northwest Laboratory (PNL).** The USUR tissue program is the first systematic effort to contact and gain assistance of workers occupationally exposed to uranium and to seek and study uranium deposition in human tissue. This paper describes the program objectives, populations selected for study, procedures for enrolling workers in the program, types of tissue to be studied, and analytical procedures to be used. PROGRAM OBJECTIVES The objectives of the USUR tissue program are to: 1) Determine the distribution and concentration of uranium, if any, in the tissues of occupationally exposed workers. 2) Compare bioassay measurements of exposed individuals with the results of analyses of tissues obtained at autopsy. 3) Seek evidence of histopathologic changes related to any uranium deposition that may be present. 4) Conduct analyses of whole bodies, when available, to obtain more precise data on the uranium burdens, if any, in the body and organs, and especially the distribution in parts of the body, such as the skeleton, that are not usually accessible for sampling. 5) Develop data that will assist in evaluating a) the accuracy of current in-vivo measurement techniques, b) the propriety of existing regulations, and c) the adequacy of current protection programs. SELECTION OF POPULATIONS FOR STUDY Selection of the populations for the USUR tissue program was based on studies of the United States Uranium Registry described elsewhere (0c81). Potential populations for study were quite varied because of occupational exposure to different chemical forms of uranium, different levels and eras of exposure, varying ability to identify populations exposed in the past, and the general interest and cooperativeness of the populations. Nevertheless, certain identifiable populations emerged that were both willing to participate in the study and likely to provide useful information. Among the targeted populations are individuals who were exposed to uranium prior to the existence of modern exposure standards. These individuals are presently being enrolled by the USUR. The reliability of concentration and distribution data and the demonstration of effects are more likely in such individuals than in those who have received less exposure. However, the targeted groups also include individuals who Have been exposed to permissible levels of uranium, and reference employees in uranium plants who have not worked with uranium. The lesser exposures are of immediate interest because of the rarity of heavy exposures under current standards. The sampling of potentially exposed individuals with negative in-vivo measurement results may serve to check the adequacy of in-vivo measurements in the detection of deposition. [ENROLLMENT PROCEDURE] The enrollment of participants follows three patterns. 1) Presently employed workers are enrolled by the cooperative efforts of USUR staff with the medical, industrial relations, and/or health physics personnel of the uranium facility. Volunteers may be enrolled by medical personnel at the time of their physical examination or by health physics personnel at the time of a bioassay or lung counting procedure. Follow-up after initial contacts with currently employed uranium workers is carried out by on-site personnel, but subsequent follow-up is the responsibility of the Registry. 2) Retired workers are contacted by mail, with a covering letter from their former employer supporting the principles of the study but leaving participation in the program on an entirely voluntary basis. 3) An alternate method of enrollment is to obtain a USUR autopsy consent after death from the next of kin. As part of enrollment in the program, permission is requested for access to the individual's medical and exposure data, and a short occupational history is filled out. The autopsy permission agreement signed by the individual is for an initial period of 5 years; the USUR ordinarily seeks renewal of the agreement upon its expiration. While this agreement provides

"In Europe, and therefore in Hungary opening a new mine is harder and harder. Depletion of mines, unfavourable legal and economic changes, and growing public concerns are the main reasons. Social and economic interests require total utilization of mineral raw materials of the operating mines, and furthermore utilization of waste heaps of the former mines. There are 5-6000 waste heaps of the operating and the closed mines in Hungary. 2000 of these waste heaps have already been estimated, and researches show that total amount of waste heaps can be calculated to 1 billion tones. These researches left out of consideration waste heaps exploited and placed in deep lignite mining. In several projects and researches we analysed processing of waste heap and possibilities to use its components. A processing technology for utilizing waste heaps has been developed based on laboratory and pilot plant tests. Great amount of useful materials of quarrying waste heaps can be utilized with this technology. Tests were also done for processing waste heap of a former ferrous metals mining. The developed processing technology contributes to use these waste heaps as aggregate for cement industry, as dielectric and aggregate for construction. The essay presents in details main characteristics of waste heaps, technologies already used for processing waste heaps of quarrying and ferrous metals mining, mass balances and qualitative parameters of the end products."

The directions for ventilation control are often given in linguistic styles such as "if the airflow rate measured is small, a high value of rotation on a local fan should be chosen." In order to control the underground climate using a computer instead of a human being, both the reliability of data values measured underground and the application of human recognition of data values are required. The efficiency of data transmission is dependent on a method of checking a signal which is changed by mixing noises resulting from cases of electrical and mechanical damage to cables. In the study, fuzzy reasoning is adopted to choose a checking method for underground conditions from a normally operating state to an emergency. Fuzzy reasoning is applied to control airflow rate under the linguistic control rules given. It is shown that an effective series of linguistic control rules derived by fuzzy-sets theory is available in ventilation control when used in conjunction with an air velocity sensor, a computer and a local fan with thyristor control. Moreover, a system to make an optimum series of linguistic control rules for ventilation control is introduced.

The legislation that prohibits the recirculation of air in coal mines was formulated because of the fear that concentrations of airborne pollutants would rise to dangerous levels. This paper undertakes a simple analysis of the effects of a controlled recirculation system on the gas concentrations in headings. It is shown, through an algebraic formulation and a numerical example, that a properly planned system of controlled recirculation leads to a reduction in the maximum general body gas concentration that occurs in a heading.

The rock laterite was first discovered and described in the State of Kerala, India in 1800 A.D. by Francis Buchanan. It had been used here, and elsewhere in India, for many centuries as a building stone, but in Buchanan's time it was not known that some of these laterites were highly aluminous and could be processed to produce alumina. After World War I India started searching for bauxite reserves with a minimum grade of at least 50% A12O3. By 1960, it was estimated that India had a potential reserve of 245 million tonnes of bauxite, about 10% of which was in the "Proved" category. Subsequent geological exploration now reveals that India has an overall resource of more than 2 billion tonnes of aluminium ore, not all of it bauxite, as defined by earlier geologists. In this paper, the geology, resources and distribution of bauxite and aluminium ore throughout India are described. The generalised stratigraphy, typical laterite and bauxite profiles and summary of the resource position are shown in the attached Tables 1 to 8. It is generally agreed that a tropical to sub-tropical climate, intermittent wet and dry season, good permeability of country rock and suitable drainage, as well as physiographic and ground water conditions are important in the development of bauxite.

In order to develop more accurate procedures for scale-up and design of semi-autogenous-grinding mills through detailed mathematical models, a better understanding of the charge motion and rock/ball segregation is needed. To achieve this a 0.61 m (2.0 ft) diameter x 0.305 m (1.0 ft) length plexiglas mill was constructed as a scale model of a commercial SAG mill. Rock motion in the rotating mill was simulated using various sizes of ceramic balls. Quantitative measurements of dynamic angle of repose, water and slurry motion, holdup and size segregation of the charge were taken. In addition, a video-presentaiton (available to the public) was prepared to elucidate charge and water motion at various mill speeds, charge volumes, rock size distribution and flow rates.

"A fire design innovation of the concrete lining of the Ohio River Bridges East End Crossing Tunnel has been developed. As a result from a fire suppression and tunnel ventilation system, the project design Heat Release Rate (HRR) was able to be constrained from 300 MW to about 50 MW. With this reduced HRR, concrete lining without passive fire protection may be acceptable, if the tunnel concrete lining will not result in explosive spalling during the designed fire event. Concrete explosive spalling test was proposed to verify this assumption. Since no standard concrete fire explosive spalling testing procedure exists, a project specific testing procedure was developed and fire tests conducted. From fire test results, it is concluded that the proposed tunnel concrete lining, in conjunction with the proposed fire suppressing and ventilation system, will not experience explosive spalling and does not require a passive fire protection system. INTRODUCTION The Ohio River Bridge East End Crossing Tunnel is part of a Public Private Partnership project, which connects transportation network between Louisville, Kentucky and southern Indiana. Located in Louisville, Kentucky, the twin-tube highway tunnel provides northbound and southbound lanes of the Kentucky approach to a new bridge across the Ohio River. Tunnel lengths are approximately 1,675-ft and 1,685 for the northbound tube and the southbound tube, respectively. Connected by two cross-passages, both tubes have a roadway width of 40-ft, for 3-lane traffic, and a vertical clearance of 26.5-ft.The Tunnel was constructed by drill and blast method with shotcrete and rock dowels as initial ground supports. The final tunnel lining consists of 16 inches cast-in-place concrete lining and 20 inches invert slab, with a waterproofing system around the tunnel perimeter. Two (2) tunnel side drains and one (1) invert drain were provided for each tube. This paper describes the rational in assessing fire design requirements of the tunnel final concrete lining, to answer the question whether a passive fire protection system is needed or not."

A mineral or metallurgical process uses various inputs, such as ores, energy and other raw materials, to make different products that fulfill societal needs. The processing of raw materials has changed in recent years due to the increased complexity of processing low-grade ores, intensifying competitiveness and greater constraints. For process improvement, various plant optimization and process modifications must be conducted under environmental, social, political and economic constraints. Processing research and education's success in meeting the process industry's future needs depends on an adequate balance between micro- and macro-engineering approaches. In its simplest form, macro-engineering is concerned with the "big picture," while micro-engineering requires looking at a subset of the process. So macro-engineering may be defined as an investigation of the larger or "whole" system to achieve the desired goals. And micro-engineering may be viewed as a quantitative investigation of a subset of the process, to determine cause-and-effect relationships within the subset. Two different approaches might be used in macro-engineering analysis. In one, the big picture may be viewed without a detailed knowledge of the subunits. With this approach, statistical tools are used to relate input and output parameters. Also, actual plant data or analog models might be used to obtain the desired information. The usefulness of such an approach increases with problem complexity. To attain the desired goals using the second, "model-based," approach, a detailed knowledge of the subunits is often useful and their interactions may be considered. In complex process analysis, the first of these approaches is more useful since less information is needed. However, it is also less exact and more likely to fail if there are significant changes in conditions and interactions. The second approach, on the other hand, is more exact, with greater predictive ability within the narrow subset being considered. Consequently, it is difficult and costly to conduct.

Introduction The Kaiser Resources Ltd. hydraulic coal mine is located in south eastern British Columbia, Canada, at the western end of the Crowsnest Pass, next to the Town of Sparwood. The seam presently being mined is the number 10, known locally as the Balmer seam, which is a high quality coking coal, 50 feet in thickness and of an average inclination of 35 degrees. The mine was designed in the late sixties as a small scale trial unit, and was to use a single monitor unit, working 3 shifts per day on a 5 day per week basis. Experience has proved the method to be so successful as to warrant the expansion of the ancilliary facilities to cater for the increased production. The annual raw coal production from this single monitor unit has risen from 108,988 short tons in 1970 to 942,334 short tons in 1975, with a total mine labour force of about 160 men including the surface de-watering plant, mine supervision and mine administration.

The Cross City Tunnel comprises 2km of a new underground traffic route in Sydney, Australia. The route is very complex, involving some six separate tunnels and three underground Y-junctions. For almost 200m the six tunnels run parallel at different level sunder William Street, Sydney. Almost all of the route runs adjacent to the City Business District of Sydney and adjacent to or below many major buildings and services. The planning and design of this project is described. The geometric arrangement is achieved with a strong dependence on 3D road design packages. Road alignment constraints include land acquisition and proximity to existing tunnels and basements as well as maintaining separation from the other tunnels in the scheme. Geotechnical and hydrogeological studies are described. Findings discussed include the high horizontal stress field in the Sydney area and investigation of incised palaeochannels on the route. Methods of design for the tunnels and Y-junctions are described, as well as methods of settlement prediction for the buildings and services. The latter includes the settlement assessment for more than 200 buildings, many in excess of 20 storeys, as well as services including all of the city railway lines in Sydney.
