New South Wales (NSW) and Queensland dominate Australian black coal production and exports. NSW produced 86 Mt (95 million st) of saleable coal in 1994, a doubling of output since 1980. Asian demand for thermal and coking coal has driven this growth. This high Asian demand is expected to continue and NSW will seek to secure its share. History The history of the New South Wales (NSW) coal industry can be traced to 1797 when coal was first taken from Newcastle to Sydney (Ellis, 1969). At that time, NSW was a British colony, independent from the other colonies, such as Victoria and Queensland. Australia, as a federation of colonies, did not exist until 1901. The Newcastle coal industry grew through the 1800s in line with the growth of the colonies. Several events spurred demand for Newcastle coal. These included: ? The NSW and Victorian gold rushes of the 1850s and associated population growth. ? The development of steamship traffic at the expense of sail. ? The development of railways and town gas supplies. By 1900, Australia was producing 6.4 Mt (7 million st) of coal, most of it from NSW. By then, NSW had established strong export markets in Indonesia, China, Japan and New Zealand. The history of energy consumption is marked by continual competition, changing intensity of use and substitution. From 1900 to 1940, the Queensland, Victorian and Indonesian coal industries developed at the expense of NSW exports. Similarly, New Zealand developed its hydroelectric industry and thus declined as the largest customer for NSW coal. Oil replaced steam in the shipping and railway markets and electricity replaced gas for lighting. Industrial efficiencies also affected coal. Between 1928 and 1938, coal consumed in generating power fell from by 17% on a kilowatt hour basis and, during the same period, the amount of gas produced per ton of coal rose by 18% (Shaw and Bruno). Faced with these pressures, production and exports stagnated. By 1941, Australian black coal production was 14.2 Mt (15.6 million st). NSW's production was 11.7 Mt (12 million st), up only 19% from 1912. Exports had virtually ceased (Fig. 1). In such circumstances, the industry had lost focus. An experimental study was carried out to compare the results of laboratory column flotation versus conventional flotation for the cleaning of fine coals of different rank and their oxidized samples as well as discrete size fractions. Surface oxidation caused a significant reduction in the flotation yields achieved with both methods. However, the column flotation produced concentrates? of lower ash content. The recovery -size curve achieved with column was similar in shape to that obtained with conventional cell, with superior results in the region of fine fractions. The influence of some column operating parameters was also discussed.

The cost of transportation of industrial minerals frequently is higher than the cost of the product. When a mine, industrial-mineral plant, or customer is served by a single railroad, because of the lack of competition, that railroad may in- crease rates and/or reduce service so that the economics of that mine, plant, or customer are affected adversely. Transloading of industrial minerals from rail-to-truck or truck-to-rail to improve economics and sales of product is not a new concept. However, transloading to create competition and reduce freight costs or to improve service is a relatively new concept brought on by the recent mergers of many of the main-line railroads, both in the eastern and western United States. For example, in 1998, with completion of the Burlington Northern/Santa Fe (BNSF) and the Union Pacific/Southern Pacific mergers (UPSP), the western United States has only two main-line railroads. The industrial-mineral producer, to reduce the cost of transportation or increase the level of service, must evaluate potential transloading opportunities in light of higher prices and reduced service brought on by reduced railroad competition. This paper discusses industrial-mineral transloading and examines the case history of the Tucker Hill perlite project in southern Oregon. The Tucker Hill project is a classic study of industrial-minerals transloading where the project would have failed without the transloading.

In coal-bearing formations, seams are often bounded by sedimentary layers of mudstone, claystone or shale. When the electrical conductivity of the surrounding sediment layers is greater than the conductivity of the seam, a natural parallel plate waveguide forms in the strata. For frequencies below the AM broadcast band, the waveguide can be used for the transmission of electromagnetic (EM) waves. In a uniform seam, the primary wave travels in the coal layer along paths between a radiating antenna and a distant receiving antenna. The travel distance increases with seam height and the conductivity of the surrounding sediment layers. The distance decreases with increased coal conductivity. In Cretaceous western bituminous coal, the distance may exceed 549 m (1800 ft). Anomalous geologic disturbance zones such as faults, shear zones, paleochannels, sills and dikes significantly alter the values of EM wave propagation constants (attenuation and phase) expected in a uniform seam. In the neighborhood of an anomaly, EM wave energy is scattered (reflected and diffracted). Scattering creates secondary waves in the seam wave guide. A receiving antenna at a remote location in the coal seam can be used to measure the magnitude and phase of the EM wave at the end of the path. The measured data can be processed to determine the average value of the propagation constants along each path. Paths with anomalous propagation constants are used to locate and image geologic disturbance zones. Radio Imaging Method (RIM) instrumentation, survey procedures and data processing (tomography) algorithms have been developed to image geologic structure in advance of mining. The survey is conducted between gate roads of a longwall panel. Data processing constructs contours of constant attenuation rate (phase constant) across the plan view of the panel. In anomalous zones, the contours rapidly change with distance. The shape of the contour lines generates a visual image of the anomaly and suggests the type of anomalous condition to be expected in the coal seam. This paper briefly discusses the depositional environment and the formation of the imperfect waveguide in coal-bearing strata. The linkage between sedimentary geology and EM wave theory establishes an understanding of how the propagation constants depend on the anomalous geologic conditions. A case study compares in-mine geologic mapping with the tomographic image of a longwall panel.

The disposal of residual material from processing and combustion of coal, from incineration of domestic refuse and sewage sludges kind to the environment is a prior task for the future. Deutsche Montan Technologie (DMT) has developed a new technique which makes possible to fill-up goaf cavities behind running caving systems in coalmining. In a mixing and pumping station on the surface high concentrated suspensions are produced from the above mentioned materials. The paste is pumped through pipes to the coalfaces and via trailing discharge pipes stretched to the fracture zone in the caved-in goaf. Since three years a special designed plant is working successfully on a coal mine of Ruhrkohie AG.

Trialkylphosphine sulphides, in contrast to their well known oxide analogues (1,2,3,4), have received comparatively little attention as metal extractants and previous studies have been biased toward analytical rather than commercial solvent extraction applications (5,6,7). The sulphides are soft Lewis bases and only from complexes readily with the limited number of metals in the periodic table which can be classified as soft acids (8) e.g. Ag+, Hg2+ and Pd2+. Consequently, these compounds tend to be more selective than the broad-spectrum, hard-base, phosphine oxide extractants such-as TOPO (trioctylphosphine oxide). The purpose of this paper is to describe a potential application of one phosphine sulphide, CYANEX® 471X extractant, in the selective recovery of silver from base metal sulphate solutions. CYANEX 471X is triisobutylphosphine sulphide (TIBPS).

Bortech’s BoreClad corrosion protection system will be displayed at MINExpo. BoreClad is an innovative system for inside diameter cladding of nozzles, tubes and other circumferential devices. Pressure vessels, mud pumps and other mining equipment must be protected from corrosive caustic chemicals. Usually manufactured from mild steel, they can be clad with a protective material, such as stainless steel, to provide corrosion resistance. However, most welding processes leave voids where corrosion can damage the base metal. BoreClad provides void-free welds by combining gas metal arc welding with automated feed and rotation of chuckable parts. Workpieces of up to 915-mm- (36-in.-) long with a 460-mm- (18-in.-)swing can be clad with stainless steel, Iconel or other exotic metals. The Indian Mining sector is subjected to a number of trends including call for global transition towards the route to sustainable development. Several regulations were enacted by the Government departments, from time to time, in order to identify the problems faced by the mining industry, including small-scale mining operations and to suggest appropriate mitigation measures in the form of environmental standards and certifications. During this process, a pursuit of sustainable development is regarded as an important area responding to socio-economic conditions, priorities and thus guides eventually corporate policies and practices. Thus, there is a need to formulate strategies for sustainable development. Based on these strategies some environmental indicators were developed in order to track down the progress and to evaluate its success. A case study pertaining to a group of iron ore mines in North Goa and Chromite mines in Sukinda, Orissa was selected for this study. Base line environmental data has been generated in the respective study sites. A core set of environmental indicators monitoring environmental progress based on the P-S-R model pioneered by OECD is linked with indicators for assessing the integration of environmental concerns.

An analysis method for modeling compensation grouting based on the finite element method is presented. By this method the design parameters of compensation grouting, grouting pressure and grouting volume, can be evaluated. Also the subsidence of a building due to tunnel driving as well as the lifting of the building by compensation grouting can be simulated. The stress changes in the tunnel lining and in the foundation of the building are computed as well. The application of the analysis method is demonstrated on two examples for compensation grouting in combination with construction of tunnels.

Conductivity is a typical physico-chemical property that has a substantial effect on electrical energy consumption in the electrorefining process. The objective of this study was to examine the validity of regression models predicting the conductivity of industrial copper electrorefining electrolytes. The models were based on data measured with synthetic solutions on a laboratory scale. The variables included in the models were temperature and the concentrations of copper, nickel, arsenic and sulfuric acid. Both first-order and combined effects of the variables were investigated. The measured data were analyzed using MODDE 8.0 modeling and design software. The validity of the models was investigated by comparing the predicted values with tankhouse conductivity measurements taken at the Boliden Harjavalta Copper Refinery in Pori in Finland. During the tankhouse tests, the conductivity and temperature of the industrial electrolyte were measured, and the composition of the electrolyte was analyzed. The measured conductivity values were compared with the predicted conductivities calculated using the developed models. The conductivity model developed in this paper was shown to be more accurate than previous models and suitable for industrial use.

"Co-rich ferromanganese crusts (Fe-Mn crusts) distributed on seamounts in the western Pacific are potential economic resources for cobalt, nickel, platinum, and other rare metals in the future. Evaluation and selection of a mining site can be established based on abundance and grade of Fe-Mn crusts in the site as well as topography that should be smooth enough for mining operations. Therefore, acquisition of shipboard echo-sounding and acoustic backscatter data are prerequisite to the selection of potential mine sites in addition to visual and sampling operations. Acoustic backscatter data can be used to locate crust-covered areas on a regional scale with the understanding of acoustic properties of crust through its correlation with visual and sampling data.During an expedition that took place from January to March 2014, KIOST collected geophysical and geologic data to assess the resource potential for Fe-Mn crusts on three seamounts (guyots) in the Western Pacific. In OSM11, one of the three surveyed seamounts, three camera tows were performed to observe the distribution of Fe-Mn crusts on the summit and slopes of the seamount. Although sediments of various thicknesses generally cover most of summit region of OSM11, several regions with high backscatter signals occur on the periphery of the summit. The occurrence of Fe-Mn crusts, observed during the camera tows, on those high backscattered regions suggests that the backscatter signals of shipboard multi-beam sonar can reflect changes in the geology of the seafloor from sediment layer to Fe-Mn crust deposits. The Fe-Mn crust deposited around the summit region is worthy of notice because of its topographic characteristics, including shallow depth, flat or gentle inclined surface, and smooth relief, which are more suitable for mining operation compared to the flanks of seamount."

Rest potential and linear potential sweep techniques were used to study the cathodic-polarization processes on chalcopyrite, simulating chalcopyrite short-circuited with grinding media in a wet grinding mill. Microflotation tests were carried out to investigate the effect of cathodic polarization on the collectorless flotation of chalcopyrite. It was observed that collectorless flotation of a cathodically polarized chalcopyrite sample could he obtained when oxygen was used for aeration, but not if nitrogen was used. A mechanism for the role that oxygen plays in the collectorless flotation of cathodically polarized chalcopyrite is discussed.

Tunneling requirements are presenting designers with greater challenges. The design and construction of the 2000-ft long unidirectional twin highway tunnels for the approach to one of two bridges of the Louisville-Southern Indiana Ohio River Bridges (LSIORB) Project is no exception. Excavation under low cover, beneath an historic site, with each tunnel of 70-feet wide and 50-feet high dimensions will set precedents for US highway tunnel excavation size. To investigate ground conditions to supplement final design of the highway tunnels, an exploratory tunnel excavated through karstic limestone and shale will be located within the confines of the proposed final alignment. With the LSIORB Project, Jefferson County, Kentucky and Clark County, Indiana will have improved cross-river mobility between them. The Indiana Department of Transportation (INDOT) and the Kentucky Transportation Cabinet (KYTC) are developing the LSIORB Project jointly, in coordination with the Federal Highway Administration (FHWA). Section 4, one of six sections, as shown in Figure 1 is the East End Kentucky Approach and Connections to I-265. Key elements of Section 4 are the twin three-lane highway tunnels under the historic Drumanard Estate. The property is located on the north side of US Highway 42 (US 42) at the intersection with the Gene Snyder Freeway (also KY841) as shown in Figure 2. One aspect of the project consists of the excavation of an Exploratory Tunnel along the southbound alignment tunnel. At the time of preparation of this paper, KYTC has not awarded the Exploratory Tunnel Contract. This paper will focus on the planned geotechnical investigation program that will occur during excavation of the exploratory tunnel and how the design of the twin highway tunnels will incorporate the findings to achieve an innovative and efficient configuration.

Risk can generally be defined as the possibility or chance of a loss corresponding to uncertainty. Analysis is the process for examining the components and relationships of a complex system in order to determine the impacts of its variables. Risk analysis is therefore a course of action taken to analyze multiple variables of a system that is subject to speculative outcome. When risk analysis is applied to mine development, it becomes the means for assessing and measuring those parameters that contribute to economic viability. Mining can be a risky business. It is composed of an assortment of factors that contribute to its financial outcome. Of these factors, the most consequential output is the net present value (NPV). Applying risk analysis in mine development can identify those factors having the most significant impacts and applying limits to those impacts. Mathematical computer modeling using Monte Carlo techniques is available and can be customized to suit specific mine development ventures. Essentially, those parameters that are not fixed values can have input variability. Rationally deduced engineering estimates should be the basis for determining the initial values applied as inputs in the models. Risk analysis therefore provides the user a means to identify, rationalize and assess the risks in mine development in an informed, calculated, and unbiased format for making economic decisions.

On the east side of Washington DC, the DC Water & Sewer Authority is developing a Facility Plan for the Anacostia River CSO Control Projects, including 8 to 12 miles of CSO storage/conveyance and flood relief tunnels and associated facilities. The project includes major technical and non-technical challenges, including: completion under a Federal Consent Decree schedule; large diameter (estimated 25 to 35 ft) soft ground tunnels and shafts up to 200 ft depth; operations without use of active flow control systems; and close coordination with several major public and private construction and development projects that are being advanced in the project area.

An aggregate resource study was done for southern Washoe County, Nevada, which contains the Reno-Sparks metropolitan area and a population of about 300,000. The study included an inventory of existing operations, projection of future demand, identification of potential aggregate resources based on geology, and determination of economic potential of these resources. Economic potential was determined by the integration of GIS layers that included aggregate potential, distance from market, distance from major and minor transportation arteries, and elevation. The investigation resulted in a determination that resources of high quality aggregate sufficient for future consumption are present in southern Washoe county; the limiting factor for future utilization is accessibility.

For the first half of the 21st Century the USA will rely on the same mix of fuels as for the past 50 years: Petroleum will cost more and availability will decline as developing nations modernize. Increased use of natural gas for electric power generation will result in severe stress on gas supply. Coal will be the fuel of last resort. More than half the petroleum used is imported, about the same amount as used for transportation. Only coal can provide relief by fueling railroads through electrification while encouraging ‘piggy-back’ trailer haulage, co-generation for manufacturing and expanded passenger service.

The net acid generation (NAG) pH method is an important analytical tool that supplements static and kinetic tests for assessment of the acid generation risk of rock samples. This method is useful because it is simple, rapid and cost-effective; it combines features of the static and kinetic tests; and it can be conducted at mine assay labs. The NAG pH test is particularly effective for operational testing programs used to classify, selectively handle, and route potentially acid-generating waste rock. The NAG pH procedure is based on a 24 hour oxidation of a pulverized rock sample with hydrogen peroxide and subsequent measurement of the sample's pH. If the NAG pH is below a critical value, determined empirically, then the sample has the potential to generate acid in the field. The critical NAG pH value is typically within the range of 3 to 4.5, but the exact relationship between NAG pH and potential acid generation should be determined individually for each mine site, based on comparison with results of acid base accounting, humidity cell tests, and mineralogical analyses. Calibration and use of the NAG test for predicting ARD risk at several mines are described in this paper.

Recent investigations on fine grinding with jet mill miprototypes of original design, constructed at the DIMM and Centro Studi of the National Research Council at Cagliari University, have led to the realization of a third generation micronizer characterized by large capacity and high efficiency. The new model and its distinctive features are described here and the results are presented of grinding tests on typical, high grade Sardinian minerals used for quality products. The operating principles of the jet mill are described in relation to the mechanico-elastic properties of the minerals treated. In particular the efficacy of the comminution process is demonstrated in terms of both solid treated and of impact, attrition and shearing forces generated in the micronizer. Particle size distribution of the finished products are reported, that satisfy the most stringent market specifications for the different minerals, as well as energy consumptions. The alternative operating options for solving particular grinding problems and minimizing energy consumption are discussed. Lastly, the main developments of the jet mill for a possible application at industrial scale are suggested.

To address coal refuse tailings storage needs for a mine operation in western Canada, a feasible solution was to convert excavated open pits into tailings cells. A slope stability investigation and design study were completed to determine the necessary width and slope geometry for in-situ native plugs as the impoundment embankment. The native plugs separate the previous open pit from the current active open pit. This configuration allows for the deposition of refuse tailings in the previous pit while allowing mining to safely continue “downstream” of the temporary impoundment. As mining progresses, each subsequent pit will be filled with refuse tailings; thereby, buttressing the upstream slope of the previous native plug. Although these cells are excavated, and the timeframe for downstream exposure is relatively limited, the native plugs are classified as dams and must be designed to meet applicable safety of dam standards since they impound water and tails above mining personnel in the subsequent open pit. The presentation and paper will discuss the investigation and analysis conducted to develop the geotechnical and hydrogeological design recommendations.
