There is one quick way to substantially reduce the operating cost of a great many pining operations. It is to cut the demand charge on the use of electricity and gas. Demand charge is the utility company's charge for the maximum rate of energy usage which is in addition to the charge for the total amount of energy used. Energy demand is reduced by prohibiting simultaneous operation of devices, especially those that consume large amounts of energy, or by deferring the use of such equipment as air conditioners from one demand period to a subsequent period. To achieve that end, a control system can continuously measure the demand and turn off selected loads in accordance with established rules. Because of the complexity of most industrial plants, a computer is the best means of storing, measuring, calculating, and controlling the many variables associated with the many devices involved. A computer system for that use has been developed by the Westinghouse Computer and Instrumentation Division in Orlando, Florida. For most applications, this demand control system can be installed and operated by industrial plant engineering personnel with no special knowledge of computer technology. It can be used with both electrical and gas service. For clarity, let us examine electrical demand first.

JOHN HAMRIC: Our next topic leader is David Huth, superintendent of sulfuric power generation, DAP, and shipping for IMC-Agrico, Nichols Plant, Mulberry, Florida. With a title like that it's no wonder he believes in empowerment. His topic today is "The Triumphs and Pitfalls of Using Empowerment Techniques." DAVID HUTH: Empowerment and its benefits are a desirable alternative to the traditional management structure. The difference between the two is the amount of decision- making authority and responsibility given to individuals by a supervisor. Just what is empowerment and how does it work? Empowerment is relinquishing to individuals the authority and responsibility to make daily decisions. Can everyone be empowered? What if they make a wrong decision? Will I empower myself out of a job? These are questions that all managers have when they hear the word empowerment. In today's fast-paced and high-pressure business environment, the old way of managing people must be replaced with a new approach. No longer can we, as managers, make all the decisions. The increased work loads due to downsizing, consolidation, and synergies have stretched us too thin. What about our employees? How can we motivate them into the high-performance teams that our companies are demanding? What possibly could satisfy both these issues? The solution to these problems can be solved with the power of employee empowerment. Employee empowerment will not only lessen the load on managers but will build teamwork, motivation, and pride into the employees who work for the managers who use it. American business was rudely awakened in the early 1980s when the Japanese companies not only caught up to American companies but literally flew by them. America was fat, dumb, and happy after World War II. Why wouldn't they be? They had all the factories. Everyone else had to rebuild. So for 40 years American business lounged in the limelight of very little true competition. But times change. Unfortunately, American business did not. Now the cry to perform in the new global economy has come down from the corporate boardrooms. Down through the ranks it has been felt. Guess who is supposed to make it work? But where are all those people who are going to make this rejuvenation and corporate renaissance possible? Many of them are gone-lost in downsizing, synergies, and rightsizings

Last summer Larry Miller of Roberts & Schaefer told me that his AIME committee would like me to present some thoughts on the marketing of industrial mineral fillers and pigments to this illustrious group in Las Vegas. Shortly after, Brian Coupe of "Industrial Minerals" (the magazine) notified me that I would be presenting a paper to the Fourth International Industrial Minerals Congress in Atlanta this June. It seems to me now it might have been more appropriate to reverse the papers. Las Vegas, a town based on risk, might want to hear what we have to say in Atlanta. The subject for June is "Risk Philosophies of U. S. Industrial Minerals Companies". However, upon reflection, marketing of industrial minerals reflects risk philosophies to a considerable extent, so we'll cut the deck and deal on the subject of marketing.

The aim of this study is to present hazard classifications of location, type, and causes of accidents in Turkish coal-extracting industries using Analytic Hierarchy Process (AHP). In this study, fatal mine accidents were analyzed by pairwise comparison and weighting, and the most important hazards were identified by determining the effective main and sub-criteria among location, type, and causes of accidents. For this purpose, 1st, 2nd, and 3rd level hazards consisting of location, type, and causes of accident were determined by using the data of fatal mine accidents in underground and open-pit coal mining in Turkey between the years of 2010 and 2020. And then the data were categorized, and each category was prioritized using the AHP technique. According to the weights calculated by AHP, the most dangerous main criteria at 1st level hazards in underground coal mining is ventilation operations (0.363), while the most dangerous sub-criterion at 2nd level hazards is firedamp explosions and other gas accidents (0.409). On the other hand, in open-pit coal mining, the most dangerous main criteria at 1st level hazards are slopes and benches (0.575), while the most dangerous sub-criterion at 2nd level hazards are landslides (0.429).

Gold prices are rising, in what is coming to be seen as the beginning of a longer term upward trend. After languishing between $325/oz and $364/ oz from early 1991 into early 1993, prices began rising in the first half of 1993. Gold rose from a low of $326/oz in March 1993 to $414/oz on an intraday basis in early August. There was a speculative sell-off at that point, which took gold prices quickly back down to $350/oz briefly in October 1993. At that time, there still was a fair degree of skepticism about gold's price prospects. Many banks believed that gold prices could not mount a sustained rally. As prices dropped in August and September of last year, these suspicions seemed to be confirmed. Gold prices quickly rebounded, however, reaching $395/oz by early January 1994. The strength of this renewed increase led many banks, investors and others that had held negative views of gold to grow more positive. They began buying gold and trading it from the long side of the market. The result was that gold prices remained strong during the first quarter of 1994, trading between $375/oz and $390/oz.

In the past few years the world petroleum industry has increasingly felt the weight of changes in the principal economic factors affecting pro¬fits. As a result of, these changes, it has been necessary for many oil companies to acquire certain new facilities in order to strengthen their competitive positions and thereby protect their tremendous investments in crude oil reserves, pipe line facilities, refining operations, and marketing outlets. Principally these needs have been met by new capital outlays. A supplementary, method of acquiring needed facilities, however, has been to obtain existing facilities through complete or partial acquisition of other companies.' properties. It is this method of meeting competitive pressures with which this paper is concerned. This paper presents a statistical breakdown of the mergers and acquisitions which occurred in the oil industry between January 1, 1954, and October 1, 1959, showing the frequency' with which certain types of properties were acquired in each of the years studied. In addition, it discusses the principal economic conditions which stimulated many of these property trans¬fers, comments on the effects of these mergers on the consuming public, and indicates the types of, mergers and the rate at which they may be expected during the next three or four years. The basic data upon which the statistical analysis presented in this paper is based were taken from several published sources. Obviously they are somewhat incomplete because not all mergers and acquisitions were reported However;, a careful search was conducted through, The Wall Street, Journal, The Oil and Gas Journal, Potroleum Week, and The Oil Daily with the result that the data should be reasonably complete and comparable for each of the years studied, It is believed, therefore, that the statistical analysis which' follows provides a reasonably accurate indication of the general trend in mergers and acquisitions during the period studied.

As far back as 1939 state laws have required reclamation of mined lands. Reclamation has been the topic of many discussions and presentations, especially since the late 1960's. In the past ten years many states have added legislation concerning the reclamation of coal-mined lands. In the near future, it seems certain that some federal regulations will be passed that will set minimum guidelines for the states to regulate. Besides the requirement of returning the land to the approximate original contour, future regulations will more than likely demand replacing topsoil from one to five feet thick. As regulations become more stringent, costs will rise accordingly. Since no one has developed a machine that can do all reclamation work by itself, it is necessary to review in detail the tools available and to select the most economical means.

Less than 100 years ago the first major federal regulatory agency, the Interstate Commerce Commission was established (in 1887), and since that time literally hundreds of other federal agencies have been created. The regulations set by these agencies tremendously affect the individual citizens of this country as well as U.S. institutions. A few examples of the myriad agencies established include the Food and Drug Administration. (1907), the Bureau of Mines (1910), the Federal Reserve System (1913), the Federal Trade Commission (1914), the Tennessee Valley Authority (1933), the Securities and Exchange Commission (1934), the National Labor Relations Board (1935), the Small Business Administration (1953), the Federal Maritime Commission (1961), the Equal Employment Opportunity Commission (1965), the Farm Credit Administration (1971), etc., etc. Eight years ago, on December 2, 1970, still another federal agency was established by the reorganization plan of President Nixon -- the Environmental Protection Agency (EPA). The Administrator of EPA was given authority to regulate certain activities affecting the environ-ment, which were formerly within the jurisdiction of the Department of Interior, the Department of Health, Education and Welfare, the Federal Radiation Council, the Atomic Energy Commission, the Department of Agriculture, etc. Within weeks after the formation of this Agency, Congress began to enact legislation which would be administered by EPA. Over the last eight years a considerable number of such laws have been passed, a few of which include: the Clean Air Act (1970), the Noise Control Act (1972), the Federal Water Pollution Control Act (1972), the Marine Protection, Research, and Sanctuaries Act (1972), the Federal Insecticide, Fungicide and Rodenticide Act (1973), the Safe Drinking Water Act (1974), the Toxic Substances Control Act (1976), the Resource Conservation and Recovery Act (1976), the Clean Air Act Amendments of 1977, etc. It may be helpful to review, in a summary fashion, the major provisions in some of these statutes, and accompanying regulations, as they relate to water quality control in the mining industry. The Safe Drinking Water Act and the Federal Water Pollution Control Act contain provisions to be examined, as well as the Resource Conservation and Recovery Act and the Toxic Substances Control Act. One other law, the Surface Mining Control and Reclamation Act (1977), is not administered by EPA although it does contain many provisions related to environmental control, and it will also be dis-cussed because of its importance to the mining community.

The extensive lead time to develop most Arizona copper deposits commenced with initial production efforts before the turn of the century, when the first attempts were made to recover gold and silver and later copper from the high-grade vein deposits of the territory. Each of these discoveries, prospects, and early operations had its own lead time and life cycle as economic production was attempted. Because prices of the metals fluctuated and the higher grade material was depleted, economics forced operations to close and companies to fail. Renewed interest in the property because of improved conditions, different interpretation of the geologic structure, or new promotional ability frequently resulted in the formation of yet another company to finance the exploration and, hopefully, the development of the property. This cycle of renewed activity and subsequent abandonment was and is common, accounting for many lead times and for the long period of time from the initial location of claims to large-scale production. In order to gain a perspective on the lead-time interval necessary to achieve development of a large-scale operation, the histories of several major Arizona mines were examined, rather than a simple listing of discovery and production dates of many mines to arrive at a statistical average. The Miami, Castle Dome, Copper Cities, San Manuel, and Twin Buttes properties were studied, and as much data as possible obtained on the Pinto Valley, Esperanza, Sierrita, Pima, and Mineral Park-Ithaca Peak properties.

Before undertaking to present to you a current analysis of copper, I would like to preface my remarks with a few observations that in themselves have a bearing upon commodity reviews in general. Having sat through a large number of such reviews since first joining the A. I. M. E. nearly forty years ago, I have no illusions about the hazards of the undertaking. If a speaker presents a statistical summary of commodity economics for the last year, most of his audience, having already read at least four commodity summaries on the identical subject, either get up and walk out or fall asleep. Should the latter happen, and were the listener to tumble from his chair and break his neck, obviously the speaker is liable. The subject matter seldom lends itself to histrionics on the part of the speaker so dangers of heart attack in the audience are not too great. Therefore the speaker, in order to retain listener interest, resorts to prophecy. Such venture was undertaken long ago by weather soothsayers, the "harouspex" of Ancient Rome, who generally cut up a sacrificial sheep and after staring at the entrails made their predictions which I understand had a batting average somewhat better than those undertaken on Wall Street based upon Dow Jones averages. Not being a licensed harouspex I cannot undertake predictions. I shall, however, fall back upon the experts.

The control systems engineer is often faced with the problem of designing tests or experiments where the cost of obtaining information is expensive. This is true in aerospace as well as in process industries. In these situations the details of test design should be carefully evaluated before any test is executed so that the maximum amount of information is obtained for the effort expended. In recent years there has been a steady trend towards increased automation, In the process industries this has resulted in extensive review of process variables and, instrumentation techniques, development of more accurate system mathematical models, and extensive investments in complex control system as well as completely automated plants. When planning and developing these systems, where each measure of a process variable is usually expensive, it behooves the design engineer to give considerable thought to the details of test design before instrumentation is procured and installed so that the maximum amount of information can be obtained for the expense incurred.

A mixed-integer formulation of the mine scheduling problem is discussed and applied for the purpose of optimizing both the mine production sequencing and the mill blending and processing problems simultaneously. Previous attempts at solving these problems separately, although successful, fail to take into account the interrelationships between these problems. Project structure serves as the outline of this paper, which is directed towards a mining engineering audience. Generalized in its organization, this concept is useful for long, intermediate and short range scheduling. Actual applications are mentioned which show that the concept is also applicable to mining a variety of ores.

Mineral exploration has evolved into a sophisticated science which uses powerful scientific tools to make mineral discoveries. In addition to their usefulness in performing mineral exploration, these scientific tools can assist the exploration geologist in assessing environmental conditions at exploration sites. During exploration, environmental data acquisition should focus on data collection efforts which can be easily integrated into exploration activities, and should provide information needed for pre-feasibility and preliminary engineering design studies. Environmental studies performed during exploration should also include an environmental liabilities audit and a fatal flaw analysis to assess whether there are any unresolvable environmental or regulatory issues affecting the project. Performing extensive environmental baseline studies during exploration and project evaluation is neither necessary nor recommended. This paper describes opportunities to integrate environmental data collection with mineral exploration activities. This paper also examines how political and communication issues can affect the outcome of permitting efforts, and recommends a strategy to improve the industry's ability to respond to political challenges and to communicate with the public. This strategy integrates technical and political issues, and implements programs to convince the public of the mining industry's technological achievements and its commitment to resource stewardship and environmental protection.

"He?s an SOB, but he's my SOB." Many of us have heard this line in reference to attorneys, and can appreciate the humor. However, the thought reflects a deeper attitude that lawyers should be used for attack purposes in the legal system or the regulatory process. Often, more permitting progress can be made with tact and flexibility than with inflexible, overly aggressive strategies. Usually, administrative hearings or other litigation work to the disadvantage of the applicant. Thus, I have concerns about approaching any permitting system with a hard-line attitude. On the other hand, the project team must always be prepared to defend permit applications and present a legally adequate case at public meetings, administrative hearings, or judicial proceedings. This paper discusses a number of strategies intended to increase the probabilities for successful permitting, whether opposition is informal or highly organized.

Automation of mining increases the productivity of labor, thereby reducing the unit cost of labor. Such cost constitutes the largest portion of the direct or variable costs of producing coal. Therefore, any increase in productivity directly reduces variable cost. The large investment in mechanical equipment carries with it the burden of increased fixed charges. As the proportion of fixed cost to the total cost increases, the effects on the cost of production changes are amplified. Therefore, equipment must be fully utilized at all times. Averaged fixed costs rise with any decline in production. Such a situation forces coal companies to seek every means of main¬taining full production. Figure I will reflect the story on the relationship of production to cost.

Asbestos first became an issue to Minnesota?s iron industry when it was revealed that mineral fibers similar to those in Reserve Mining?s tailings were being found in drinking water for several communities that used Lake Superior as their primary water source. This discovery turned what had largely been an environmental court battle into a case concerning public health. The courts listened to much conflicting and uncertain scientific testimony on the size and distribution of the mineral fibers and on the potential health effects imposed by them. In April 1974, the plant was ordered to shut down by a federal judge but the company quickly appealed the decision. The appeals court granted a stay and ultimately ruled that the plant?s closure could not be justified based on the unknown health effects of the mineral fibers since the consequences of such an action would have immediate and severe social and economic impacts. The plant was allowed to continue operation, but ordered to abate emissions to air around the plant and to switch to a land-based tailings disposal system. Much of the scientific uncertainty and public concern over mineral fibers in Minnesota?s taconite industry remain today. ©2007 Elsevier Inc. All rights reserved. During .the past five decades or so we have passed from a time when it was difficult to point to a mine or an ore body and verify that it had been discovered by geological methods, through the. Twenties when the common saying was, "Who ever heard of a mine found by a geologist?", to recent decades when hundreds of mines and ore bodies are acknowledged geological discoveries and the above query can be ignored. Recently, however, the application of mining geology appears to have been downgraded, or so it seems to me. Basic geology in mining has been cheapened and glossed over in favor of geophysics and outcrop sampling, even though the latter is merely one technique of mining geology and, to some extent anyhow, has been used for a. long time. (Locke, 3, pp 81-87). Geophysics by itself and in conjunction with geology has had success in certain geological provinces, but limited attainment in mountainous terrane except in those few cases where strongly magnetic minerals are associated with ore. Nevertheless, in the Cordillera .many experimental techniques are offered as proved ones. This is not an intent to try to depreciate honest geo- physics. Continued experimentation and use of it is approved by all, but at the same time it is foolhardy to throw mining geology overboard, Generally both approaches should be considered and usually, at first anyhow, geology is the most direct one.

"Further, we search for the veins by observing the hoar-frosts, which whiten all herbage except that growing over the veins, because the veins emit a warm dry exhalation which hinders the freezing of the moisture, for which reasons such plants appear rather wet than whitened by the frost," Georgius Agricola, De Re Metallica, 1556 In view of Agricola's statement, made in 1556, the concept of using the heat released by oxidizing sulfides as an ore guide can hardly be considered a product of twentieth-century technology. In fact, thermal exploration has received relatively little attention in modern times compared to other potential field geophysical methods. There have evolved, however, two basic approaches to thermal exploration for subsurface heat sources. These are 1) the measurement of surface temperatures by infrared, thermal imagery and 2) the measurement of geothermal gradients in exploratory drill holes.

"The mining industry suffers from a number of incorrect perceptions, one of which is that it is an outdated industry that has not changed for hundreds of years. But the truth of the matter is that mining is a vibrant, highly complex industry that not only employs highly skilled and educated professionals but is also often on the cutting edge of technology. It is an industry with projects that are ever-evolving and among the most challenging engineering feats in the world.Take for instance the U.S. 53 Highway Relocation project in Virginia, MN. While more of a civil engineering job than a traditional mining project, it is still a complex engineering challenge taking place in a mining environment that has called on the skills of eight state agencies, three federal agencies, a host of contractors and many consultants, including many from the local mining industry in the Iron Range of Minnesota.In 1960, the Minnesota Department of Transportation (MnDOT) constructed U.S, Highway 53 on a private easement owned by US Steel that cut across a massive taconite deposit. MnDOT constructed the highway with the agreement that if the highway needed to be moved to access the taconite deposit before 1987, US Steel would foot the bill. And if the move was required after 1987, the responsibility would fall to MnDOT. In 2010, MnDOT received the notice that the highway would have to move as property owner United Taconite planned to access the ore, setting in motion one of the greatest engineering challenges, and the highest risk project, in the history of the states’ transportation department.Pat Huston, U.S. Highway 53 Relocation project manager, opened the 90th SME Minnesota Section Conference in Duluth, MN on April 19 with a presentation about the project that includes 5 km (3.2 miles) of fourlane highway and a new 345-m (1,132-ft) bridge that will be the tallest in Minnesota when it is completed later this year.“This project was not business as usual,” Huston told the packed crowd. “Highway 53 connects Canada and the Iron Range to Duluth and Lake Superior. The situation of The Consolidated Mining and Smelting Company of Canada Limited, or Cominco, may be somewhat unique in that the Company is not only a manufacturer of ammonium nitrate, but as a mining company is a major user of its own product. This situation has resulted in highly successful application of ammonium nitrate-oil explosives. Several noteworthy techniques have been developed and others have been improved. Use of this material in the mining industry has led ammonium nitrate producers to adopt the term nitro-carbo-nitrate or INN for ammonium nitrate-oil blends. A small blending plant at Cominco's largest mining property, the Sullivan Mine, at Kimberley, B.C., is producing more than 80% of all the explosive used at the Sullivan, and is supplying two other Cominco mines. Application has required intensive research to determine the best forms of ammonium nitrate for use in small holes drilled for development and long-hole stoping. It has led not only to experiments to determine the best blending oil, but also to development of loading techniques to the point where NCN is being moved through loading tubes over 700 feet. It has required research into mining practices such as hole arrangement and blasting of development cuts. It has resulted in the development of a special product for secondary breaking. All this has been accompanied by the recognition of the importance of insuring safe practices at every stage.
