The mutual growth of the rare earth industry and the Mountain Pass Operations was no coincidence. It was the commercial availability of rare earths on a scale first made possible by the capacity of the Mountain Pass Operations that spurred research and development efforts toward new applications for rare earths. The first important demand on Mountain Pass was europium oxide for the activation of red phosphor for color television tubes in 1964. Since that time, other rare earths have become even more important, and Molycorp is continuing to supply an ever widening variety of rare earth concentrates and compounds. We enjoy saying that rare earths are not really rare, and that they are not earths, either. Of course, we are talking about the 15 metallic elements with atomic numbers 57-71, called the lanthanides, which occur in nature always together in very similar proportions. Their scarcity can be gauged by the fact that there is more cerium in the earth's crust than there is tin, and more europium than cadmium. The word "earths" comes from the early chemical term for oxide. The rare earths were discovered as oxides, and the term has persisted.

The Bureau of Mines, as a result of its contract research program, is developing a retractable core bit for the wireline drilling system (Retractable Sit System, No, H0272004). The prime contractor, Longyear Company, Minneapolis, Minnesota, and the subcontractor, Doerfer Division, Cedar Falls, Iowa, have designed, fabricated, and are currently field testing the in-hole retractable bit system. he objective of the program is to develop a minerals exploration core drilling system that allows retraction of a worn out bit and insertion of a new core bit, without pulling the drill rods out of the hole. To date, the results of the project are encouraging, and the retractable bit contract is currently in the last phase of a four-phase program, which is on schedule and under budget.

Methods of utilizing flocculants as settling and filter aids for mineral processing slurries are reviewed. Broad chemical classifications and techniques for proper dilution, multiple addition, and combination treatments are discussed. A variety of custom built and commercially available systems for make up and delivery of flocculants to the application points are in use through- out the mining industry. Those concepts which, in the author's opinion, are particularly important to the successful make up and use of flocculants are presented in relationship to the available make up and feed systems. Actual industrial applications are included in the presentation.

At the Beckley Mine in southern West Virginia, forecasting unstable roof conditions in advance of mining is accomplished by using a rating system that combines historical information on mine roof failures with known mine geology. Failure frequency rates are derived for each category of roof rock composition, unit thickness, structure, and extraction ratio. In this manner, known geological environments are rated according to instability based on actual experience. Drill hole control and geological interpretation provide the basis for forecasting unstable conditions beyond working faces. The forecasting technique has assisted mine management in reducing fall frequencies by 80% over the past two years compared to the first five years of operation. This reduction in fall frequency was accomplished by modifying the plan of advancing sections to minimize mining exposure to unstable roof conditions.

Today, I want to challenge this audience by charging each of you to be a greater manager and superior engineer to manage and engineer our way through the 1980's and profitably overcome all the present and proposed government regulations. May of the present and proposed regulations will tax you and your company's management and engineering to the brink of physical and monetary exhaustion, but I believe we can succeed and coal can be America's answer to her hungry energy needs. To put our 1980's challenge into perspective, I want to give two great challenges we must overcome. First - We must improve on our process of compliance to new government regulations in the technical and equipment end of our industry. The Lord said, "Let There Be Light". MSHA said, "Let there be light in underground coal mines". Since that time, we have lived through an unmanageable and tremendously costly period of compliance.

Potash, the general term for potassium salts used as fertilizers, is one of the essential growth nutrients (together with nitrogen and phosphates) required by all living things. Total world consumption of potash for fertilizer use - almost all of it in the form of potassium chloride - amounted to an estimated 47 million short tons in the 1979/80 fertilizer year*. While there is some limited demand for potash for a variety of industrial applications, this amounts to only 3 or 4 per cent of total world demand, and the potash business can be viewed as essentially a fertilizer business. Total available world potash production in the 1979/80 fertilizer year also amounted to approximately 47 million tons. There are two large potash producing countries - Canada and Russia - and a number of other countries where production is significant - East Germany, West Germany, the U.S.A., France, Israel and Spain. Production volumes are shown in Table 1.

This paper describes the development of a new method and device for determining the in-situ mechanical properties of rock masses. The method involves a self-recording mechanical deformation gauge for sensing-recording she deformation of the borehole wall when loaded hydraulically. The self-recording feature of the gauge eliminates the difficult technical problem of transmitting signals over very long cables for measurements at great depths. Adopting a mechanical gauge instead of electronic, electrical, optical or grid techniques eliminates delicate instrumentation and installation problems. Moreover, mechanical gauges are inherently rugged and suitable for use in severe borehole conditions including very high temperatures. The technique was tested in limestone, basalt and granite specimen. The calculated mechanical property values for 1 the tests agree with those obtained by conventional testing methods. The self-recording mechanical deformation gauge has a minimum reading of 50 micro inches (1.27 x 10-3mm), comparable with electrical resistance strain gauges, capable of reading deformations over a range of 0.25 inches (6.35mm). The sensitivity, ease and accuracy of the method recommends it highly for in-situ rock modulus measurements.

Introduction The gas shortage is going to be with us for some time to come. If we can set aside political and industry rhetoric (along with subjective personal opinions), we still are confronted by two serious "facts of life": (1) for almost a decade the U.S. has been con¬suming natural gas at a greater rate than we have been finding new reserves; and (2) there is a finite amount of natural gas present within the earth&apos;s crust. Much of the known and easily exploitable sources of gas (the so-called "conventional" sources, such as the high permeability sand reservoirs of the Tertiary sequence along the Gulf Coast) already have been developed; their production is declining rapidly. The total producible reserves from con¬ventional gas reservoirs amount to only 216 Tcf, less than an 11-year supply. However, several large potential resources of natural gas remain to be developed. These "uncon¬ventional sources" have low permeability and/or peculiar producing characteristics. The DOE program for development of these unconventional sources of gas is called the enhanced gas recovery (EGR) program. The primary goal of this program is to provide a data base of resource characterization and production technology that will lead to commercial development. DOE will encourage and support in¬dustry participation in developing and demonstrating technologies needed to reach this goal. Unconventional Resources Four major unconventional resources of gas have a high potential for commercial development. There are other unconventional sources (such as gas hydrates) that are too poorly defined to warrant a major development thrust at this time. The four unconventional sources of gas currently included in the EGR program are: 1. The carbonaceous shales of Devonian age in the Appalachian, Illinois, and Michigan sedimentary basins are the targets of the Eastern Gas Shales Project (EGSP). 2. The low permeability, low porosity so-called "tight" gas sandstones of the Upper Cretaceous/Lower Tertiary in the Rocky Mountain areas constitute the resource target for the Western Gas Sands Project (WGSP). 3. The free methane trapped in coal beds of both the eastern and western U. S. constitute the Methane from Coal Beds Project (MCBP). 4. The abnormally high pressured, high-temperature saltwater aquifers of the Texas¬Louisiana gulf coast are targets of the Geopressured Aquifer Project (GPAP). Basic implementation strategy for these EGR projects involve (1) assessing and characterizing the resource potential of the resource; (2) conducting cost-shared field testing with industry to improve, develop, and demonstrate various stimulation and production technologies; (3) coordinating EGR activities within DOE and with other federal agencies (such as the Bureau of Mines) to minimize duplication; and (4) aiming all projects toward commercial development of the gas resources. EGSP What type of "geological animal" is the EGSP dealing with? While gas undeniably is related to the occurrence of natural fracture systems within the shale, the overall producing mechanism and precise location of fractured, gas¬bearing locales within each basin is still poorly understood. By developing reliable resource characterization techniques and applying effective stimulation technologies we intend to elevate the Devonian shale from the status of a potential gas resource to that of a proven gas reserve. Once we have done this the private sector can take over the large-scale commercial development of the Devonian shale gas resource. WGSP The second largest project (both in terms of complexity and level of funding) is the WGSP. The primary targets for this project are the low permeability (< 1 md) gas sandstones of the Piceance, Uintah, and Greater Green River basins and the Northern Great Plains Province. Project success in these four primary geologic locales will permit investigating additional low permeability sandstones in 16 other sedimentary basins. It ap¬pears that the only practical means of increasing permeability and resultant flow rates from these sandstones lies in the use of massive hydraulic fracturing techniques. Unfortunately, it is still too early to design such jobs with predictable results. MCBP The MCBP is to be involved in producing and utilizing methane derived from coal beds. Silica sands, primarily in coarse size ranges, are used to prop open fissures or voids created in the bedrock by hydraulic fracturing. This procedure increases the flow of gas or oil or other fluids through the bedrock. The sands used must meet various specifications relating to their physical and chemical characteristics; these characteristics are in turn related to the geologic provenance of the sand deposit. The Jordan Sandstone, a Cambrian formation which is exposed in Minnesota and Wisconsin, meets the specifications of a proppant sand by virtue of its depositional history and its sedimentary properties.

The GRATE-KILN System plant at Svappavaara, Sweden, was constructed for LKAB by Allis-Chalmers under a turnkey contract and commissioned in 1969. The plant was designed to produce iron ore pellets from magnetite concentrate at 6100 mtpd using imported fuel oil. It represented the state of the art for plants of its type at the time. Fuel rated capacity was attained within one week of start-up. Product quality, power usage, fuel consumption and machine wear were within warranty limits during sustained production thereafter. As operator skills improved and gas handling system reserve capability was utilized, the plant frequently produced acceptable product at up to 115% of design capacity. During the period 1969 to 1976, market demands increased for high-quality pellets while energy costs rose steadily. At the same time, important advances in the design of GRATE-KILN Systems were being made in other plants constructed by Allis-Chalmers.

The Archean (2.65 b.y.) aged Canning Stock at Copper Mountain, Wyoming contains an average of 20 ppm U. The North Canning and Fuller deposits occur within the enriched interior of the stock. Post-Laramide development of super gene enrichment blankets occurred in wide (25- 100 m) crushed zones. Hematite and chlorite accompany pyrite and sooty pitchblende in the mineralized zones. Reduction mechanisms proposed for deposition of pitchblende are: 1) sulfides, 2) hydrocarbons, 3) bacteria, 4) the water table, or 5) some combination of these. Abundant tar- type organics appear to have preserved the enrichment blankets from degradation. Trace element and radiometric data define target zones, but exploration models focus on favorable structure.

Colorado has recorded more than 100 years of industrial mineral production. Much of the state&apos;s history, culture, and economy is based in mining, but the industrial minerals and construction materials comprising the nonmetallics sector of the industry very often are overlooked or overshadowed by mineral fuels and the metals. Indeed, many of these materials find use in seemingly unimportant industrial applications essential to our economy and life style and yet are not so recognized by the consumer. Unlike many other mineral resources, the numerous industrial minerals occur in many different and often exotic geologic environments, some of which are characteristic only of the western states. In Colorado only a few of these minerals have continued production through the years; many saw only "boom" periods or other critical times of need, such as the world wars. The changing needs and demands of our society in the 1980s will stimulate yet another era of intensive activity in our industrial minerals storehouse. Researchers are finding new uses and applications for these materials in dealing with the energy crisis and fuel shortages, the need to develop domestic mineral reserves of all kinds, and the goals of reuse and recycling. Some of Colorado&apos;s little-used and unused industrial minerals hold extraordinary promise in solving some of these problems on the regional and national levels. In this paper we will look at the history of development of Colorado&apos;s more prominent nonmetallics and especially at current research on and future potential of several other commodities among which Colorado contains the largest known reserves.

The direct precipitation of uranium with hydrogen peroxide has been known since 1877. Commercial use of the process began in the 1960&apos;s. During 1967 the Bureau of Mines assisted the Climax Uranium Co., Grand Junction, Colorado in the development of a uranyl peroxide precipitation process to control a molybdenum impurity problem (1). Atlas Minerals, Moab, Utah has used hydrogen peroxide to control vanadium and sodium levels in their uranium concentrates since 1969 (2). Recently, the use of hydrogen peroxide by the uranium industry has grown, particularly since the increased demand for uranium has led to the processing of low grade ores. Impurities present in low grade ores can be concentrated with the uranium during milling and will substantially complicate the refining of uranium yellowcake concentrates. Consequently, commercial nuclear fuel processors have imposed stringent specifications and penalties to control these impurities. The ability to produce a pure uranium yellowcake can eliminate penalty or reprocessing costs. Hydrogen peroxide precipitation of uranium is specific and quantitative, producing a very high purity product.

Byproducts are more important to the copper mining companies than to the copper market. Copper ores frequently contain gold, silver, molbydenum and cobalt. With the increase in the prices of these metals copper mining has become more profitable. If byproduct prices remain high, additional firms will be attracted to the copper industry; the increased supply of copper will reduce the long-run copper price. However, this is unlikely to happen because the markets for the copper byproducts, especially molybdenum and cobalt, are small. Increased recovery from copper and other sources will depress the prices of these byproducts before the copper price is significantly affected. Should byproduct prices remain high the copper market will both settle at a lower long-run price and be more unstable in the short run. Since changes in the copper price do not affect the entire earnings of a multi-metal mine, the copper price must fall further before such mines reduce output in the short run. Higher byproduct revenues will make copper supply less responsive to copper price; shifts in copper demand will result in greater copper price fluctuations in the short run than they did before.

The U.S. Department of the Interior, Bureau of Mines, performed a laboratory-scale investigation of technique for recovering silver from pregnant solutions generated in the hydrometallurgical treatment of complex base-metal sulfide concentrates with oxidizing chloride media. This provides a means for recovery and simplified reduction of accessory silver to metal from ions. The method consists of adding NaI or KI to the solution to precipitate AgI, which is then contacted with Na2S to produce Ag2S and to regenerate the iodide salt solution. Silver recoveries range from 99 pct with 20 pct excess iodide precipitant, to-92 pct when the theoretical stoichiometric amount of precipitant is employed. The Ag2S product can be reduced to silver metal by contact with aluminum chips in NaOH solution followed by purification with conventional fire refining techniques.

The Federal Surface Mining Law enacted in 1978 is now being translated into regulations which must be followed in future coal mining. Substantial change to mining procedures is required to maintain stricter air and water control while mining and to return the mined out land to equal or better use than before. These changes do not come easy; and in most cases, they create a substantial additional cost. Based on field observations and mining studies, Caterpillar has been making suggestions on the use of their types of equipment to conform to the new standards at the least cost. This paper will be a brief review of some of the overburden stripping and reclamation methods suggested by Caterpillar. A production and cost comparison of dragline, scraper/dozer and truck, loader systems in 20 to 150 ft. Overburden conditions illustrates potential cost savings using mobile equipment.

The development of the theory of reliability creates more and more possibilities of its application in different domains of technics. The methods evolved to date, both theoretical analysis of the engineering systems and investigations techniques in practice can be put in use a d translated from one science to another one [1,3,7J . It needs to consider the specific of the different sciences. But it is necessary to take account of the specific characteristic of each line of science. The reliability investigations needs, justified in technical and economical viewpoint appear too in mine ventilation technics and systems. The mine ventilation system is a complex of workings and ventilation plants, which serve to supply the networks with a sufficient quantity of fresh air from the atmosphere and then carry off the vitiated air. The condition necessary for a ventilation system to perform definite task is the correctness of all its elements, that is a capability to preserve in a expected range of tolerance, the values of basic parameters. The element of a system which ceases to work correctly is called failed. The basic parameter of all elements of a ventilation system is the characteristic curve, pressure loss - air quantity relation ?p = f(Q) (1) This curve concerning the workings and ventilation stoppings is given by the formula: ?p = R Q2 (2) thus the resistance R (of the workings or stoppings) may be taken as a characteristic parameter. The course of this characteristic f(Q) will be given in a complex form in concern with fans, ejectors, air curtains. The failure of a ventilation plant or working is therefore an event, relying on a change of its characteristic, thus for a definite time the losses of the plant&apos;s or working&apos;s capability set in for the fulfilment of its function in the ventilation system. The failures are divided in viewpoint of their nature on sudden and progressive. We are in concern with the sudden failures which are characterised by a violent change of the ventilation element parameter for example a fall of roof, or silt up of the working, opening or failure of the ventilation stopping, the stand-off of the fan or ejector etc. We distinguish two kinds of failures on the viewpoint of their action on the air flow: the "opening" failure and "closure" failure. The prevalence of factors, which causes the failures is in connection with the intersection in the mine of roads of haulage, roads of underground transport of materials and lining elements, roads of people motion with airways, as also depends on the rock pressure reaction on the workings lining and plants placed there. Other factors will yet be decisive upon supply decay of fans, ejectors and curtains. The appearance of failure of the ventilation element is therefore of random nature and determines the change of the element, when it is passing from operating state to unoperate. Qualifying the ventilation system element to one of these states is easy, when the characteristic change is clear and occurs suddenly, that was assumed. The investigations conducted by Patrushev and Karnaukh [91 in concern with the ventilation stoppings resistance change in the case of their opening, had shown the possibility of resistance value change in the range of several hundreds higher.

Renewed interest in the vast reserves of anthracite coal in eastern Pennsylvania led to the use of a numerical model for simulating the hydrologic effects of constructing an open-pit anthracite mine. The proposed mine would be approximately 1800-m (5900-ft) long, 1000-m (3300-ft) wide, and 300-m (1000-ft) deep. A two-dimensional, finite-difference, ground-water flow model was used to calculate ground-water seepage rates into the proposed mine, to evaluate the effectiveness of various deep-well dewatering systems, to calculate drawdown in adjacent wells and properties, and to estimate the capacity of the water-treatment plant. Site-specific values of pertinent hydrogeologic parameters were used in the simulations.

The world energy crisis has created a greatly expanded exploration program for energy fuels. The demand for materials required for drilling operations such as barite, which is the primary component of drilling fluids, has increased proportionally. As in the case of many other minerals, existing high grade barite mines are no longer capable of producing the required tonnage. Consequently, exploration and development of lower grade ore bodies has been increased. The need to produce a high quality product at maximum recovery rates, along with the ever changing economics affecting both selling price and production costs has triggered accelerated research programs toward more sophisticated and efficient beneficiation methods. Taking into account the specific gravity differential between barite (4.5) and the normal gangue minerals such as silica and calcite (2.7), gravity concentration methods are the prime consideration with flotation as a scavenging process. Greater emphasis on particle size liberation, size reduction and concentration is also indicated. In order to accomplish these objectives, it has been necessary to revert back to the old adage, "Recover your minerals as soon as they are free."

This late 1979 Bureau of Mines report presents current stocks and monthly consumption rates for Guyanese refractory bauxite (GRB), with emphasis on the impact of the GRB shortage on the refractory and downstream industries, general background material, and an evaluation of the situation resulting from the strike of Guyanese bauxite workers during the summer of 1979. A study by the Bureau indicated that industry stocks contained little more than a month&apos;s supply of GRB--30,000 calcined short tons (CST), at present consumption rates of 25,000 CST per month. The report was requested by the Federal Emergency Management Agency (FW) in response to refractory industry requests that the Government release GRB from the National Stockpile to minimize forecasted industry problems. The report traces the historical innovations in the high-alumina and/or bauxite-type refractory products industry, eventually leading up to fabrication of modern, high-quality firebrick and monolithic refractories.
