The reconstruction of the British mining industry which began shortly after nationalisation in 1947 continued until well into the 1950s with the support of the Government. This support diminished as plentiful supplies of cheap oil from the middle East made many coalmines un¬economic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined the financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A Government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its 'Plan for Coal' (1). Plan for Coal aimed at halting the intended decline in the industry's capacity and restoring it to 120 million tons of deep mined output in 1985. The Plan proposed action along the following lines (a) increase output by major Investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output (b) invest in extending the life of existing collieries by gaining access to additional reserves, to give 12 million tons per annum extra output © by sinking new mines, produce an extra 20 million tons per annum. Figure 1 shows the contribution (2) expected from each of the three sources up to 1990/1. The measures taken were expected to offset the inevitable exhaustion of existing pits and provide the additional 40-42 million tons capacity needed to restore annual output in 1985 to 120 million tons. Parallel to this programme for expansion of deep mined output, opencast mining was to produce 10-15 million tons per annum. A recent review however, indicates that new mines are likely to yield only 10 million tons per annum by 1985, mainly owing to the need for public inquiries into proposals for new mining and the resultant fact that planning approval takes 'much longer than originally expected. Nevertheless the objective of 120 million tons deep mined output by 1985 is still considered achievable of means of a greater contribution from existing mines. This programme was originally estimated to cost 2,-56 million dollars at March 1974 prices, out revised estimates of the cost of Plan for Coal indicate that it may now exceed 6,960 million dollars at mid-1977 prices. Plan for Coal includes a substantial investment in new and reconstructed coal preparation plaints. At mid-1977 prices more than 322 million dollars Ls so be invested in coal preparation projects in the UK, at the rate of, about 70 million dollars a year. This rate 3f capital expenditure has been maintained over the past three years and covers investment in a wide range of coal preparation coals for the power station, coking and domestic markets.

A major problem in future discoveries of base metals is their "explorability". By this I mean an exploration program must be designed that assures accurate assessment of the potential for ore, but is within reasonable budgetary constraints. As we are compelled to depend more and more on non-outcropping prospects, "blind" deposits, and as drilling costs multiply, the costs of exploration increase significantly. Solutions to the problem of defining exploration targets are influenced by our conceptions of the origin and recognition o f conditions that localize ore. The maxim that "elephants should be sought in elephant country" presumes we can recognize elephant country. This paper presents a suggested origin for some mineral deposits, and their controls; particularly those termed ?Mississippi Valley type". Tennessee is used as an example of the ideas offered. Mining districts designated "Mississippi Valley type" are, and have long been, the principal sources of barite, fluorite, lead and zinc ores in the United States and elsewhere throughout the world. A large volume of literature is available describing this class of ore deposits, explaining their habitat, and invoking genetic models for them. The quality of this literature is notably uneven, some of it demonstrably erroneous, and much of it is restricted to detailed descriptions of one aspect of the problem, or to detailed descriptions of one aspect of the problem, or to a single mine, or even a single stope. High-intensity wet magnetic separators have been successfully introduced into the mineral processing field over the past ten to fifteen years, due largely to rapid advancements in magnet design. Wet magnetic separation, until recent years, was applied solely to the concentration of minerals of high magnetic susceptibility, such as magnetite, at relatively coarse sizes. Now, however, high-intensity separators are capable of treating weakly paramagnetic minerals and have extended the range of treatable particle size down to about one micrometre(1,2). . One of the more recent-high-intensity separators developed is the Kolm¬Marston Marston type high-gradient magnetic separator (HGMS) (3,4) It consists basically of an iron-clad solenoid surrounding a matrix material - a fine, ferromagnetic steel wool or expanded metal lath. A schematic diagram of the device is shown in Figure 1. Large, highly localized, pertebations of the magnetic field are created by the ferromagnetic matrix. It is these field gradients that are instrumental in developing large magnetic forces which act on the mineral particles. Operation of the separator is simple. Slurried sample is fed through the matrix and, depending upon the mineral parameters of particle size and magnetic susceptibility and. the operating parameters of flow rate, field strength and feed weight, some particles will be attracted to and adhere to the magnetized matrix, while the others will flow through the matrix. The separation is completed by later removing the background magnetic field and flushing the captured mineral particles into a separate container. Great Salt Lake Minerals & Chemicals Corporation (GSL), a subsidiary of Gulf Resources & Chemical Corporation, is located on the east side of the Great Salt Lake, approximately 20 miles from Ogden, Utah. GSL processes brine from the north arm of the lake to produce potash, salt cake, salt and magnesium chloride brine. Potash fertilizer, in the form of K2SO4 is GSL's primary product. The GSL Sulfate of Potash Complex The GSL potash complex (depicted in Figure I) is divided into a solar evaporation pond system and the process plants. The solar,evaporation system consists of a 17,000-acre (68.8 Km2) ponding operation where the various salts deposit during the summer evaporation season, and a harvesting operation which recovers the deposits during the remainder of the year. The harvest is either preconcentrated in the flotation plant or processed directly in the chemical plant where sulfate of potash (SOP) is produced. The chemistry of the lake brine results in a solar deposit con¬taining primarily kainite (KCl-MgSO4.3H20), schoenite (K2SO4?MgSO4^ 6H2O), and halite (NaCI), with some carnallite (KCl.MgCl2.6H20) and epsomite (MgSO4.7H20). Other minor minerals may be deposited, depending upon the weather during the evaporation season. Each year, the solar deposit in the evaporation ponds will greatly depend upon the summer weather conditions, which have in the past proven to be quite unpredictable. Weather may alter both the quantity of the solar deposit and the composition of this deposit. In the U.S. today a number of tentative synthetic fuel plants have been sited by a number of major corporations. Each of these for a number of reasons have deferred construction. The only synthetic fuel plants under active development are those being built with the Energy Research and Development Administration (ERDA) under the authority of the Non-nuclear Energy Research and Development Act of 1974 (Public Law 93-577). Under this Act in joint sponsorship with industry, a series of coal conversion pilot and demonstration plants are being built to produce environmentally acceptable fuels from high sulfur coals. Before entering into a discussion of the factors associated with the siting of the ERDA coal conversion program, the difference between a pilot plant and a demonstration plant should be explained. The terms pilot plant and demonstration plant iridicate a size of plant rahter than technology. A pilot plant will vary from an "add-on" to an existing facility to an independent unit. Demonstration plants are a wholly independent, self contained plants, capable of independent operation to demonstrate the environmenta1, economic, and technica1 feasibility of a technology. These plants are from one-third to one-tenth the scale of a commercial operation and often described as plus 1000 tons per day of coal consumption. Their purpose is stated in the Act (Section 6, (3)(E),) "to accelerate the commercial demonstration of technologies for producing syncrude and liquid petroleum products from coal: Provided. That the Administrator shall invite and consider proposals from potential participants based upon Federal assistants and participation through guaranteed prices or purchase of the products .... " In site selection and plant design it has been suggested that special interest groups should be allowed to dictate the site and specify the design. GENERAL INTRODUCTION The object of this paper is to discuss those aspects of open pit mine design which are affected by geotechnical factors. The temptation exists for some practitioners of geotechnical engineering to believe that this relatively new engineering discipline is the ‘be all and end all of mining.’ In the opinion of the authors, this is fallacious but, as our ability to put numbers to the behaviour of rocks and soils improves, it is clear that geotechnical engineering will become an integral and important part of designing and operationg mines success- fully. Open pit mines in the context of this paper also includes open cast mines, where the 'ore" is extracted and the waste material is immediately replaced or ' backfilled in the mined portion of the pit. Open pit mines operating today move from very small tonnages a day to in excess of 400,000 tons per day. Several mines are operating and are being designed to capital expenditure for such projects in some cases exceeds five hundred million dollars and in a few cases will exceed one billion dollars. The size of this investment means that financing will have to be provided from banks or joint partnerships. This financial environment means that planning will be carefully scrutinized by experienced representatives of financial institutions or other mining companies. All too often a project has been put in jeopardy because the personal desire of one or two men to make a project proceed has caused incomplete planning or perhaps in some instances deliberately leading observers 'down the garden path.’ In our opinion the day is rapidly arriving when the quality, logic, practicability and completeness of the planning will make the difference between securing financing or not and, in the cases of existing open pit mines, of the difference between survival and closure.

During 1975, the Reclasource Corporation constructed and commissioned a plant for the recovery of mill scale, coke breeze, blast furnace dust, blast furnace sludge and basic oxygen furnace dust at the site of Crucible Alloy Division, Midland, Pennsylvania. The Reclaform Process was employed as the criteria for plant design. This Process takes the solid in-plant fines as listed above, commonly found in integrated steel mills, sizes and forms them through the use of a carbonaceous binder briquetting system and cures the binder through a final heat-treating step. 15,000 tons of Reclaform briquets have been tested in the Crucible blast furnace in several campaigns structured to assess material handling properties, burden feasibility and finally culminating in an iron and carbon assessment campaign. Data are presented from the records of the blast furnace operation and conclusions are drawn that both iron and carbon utilization have been demonstrated.

In September 1970, the Quebec Cartier Mining Company, started development of the Mount; Fright iron ore mine. The estimated ore reserve is in excess of 1,000,000,000 long tons with an average grade of 31.5% Fe. The run of mine ore is crushed, ground and concentrated to a product having 66% Fe and 5% silica at an annual concentrate production rate of 18.4 million long tons. The daily production rate of over 50,000 long tons of concentrate necessitates a daily mine output of approximately 250,000 long tons of material of which 50% is waste. The mine is located in the Province of Quebec, close to the Labrador border approximately 600 miles north-east of Montreal. The development of the mine necessitated the construction of an all electric one thousand housing unit townsite along with associated services such as a shopping center, swimming pool, arena, school, etc... A one-hundred mile long, 315 K.V. Dower line was built between the mine site and the Hydro-Quebec 735 K.V. existing power line between Churchill Falls and the Montreal area. The construction near the mine of a beneficiation plant was necessary to upgrade the 31.5% iron ore to a marketable product of 66% iron.

I have been asked to talk to you this morning about phosphate marketing and distribution. In discussing this I will attempt to answer such questions as: What is phosphate? Where do we get it? What form is it and how do we sell it? How do we distribute it? How is it applied? And last, but not least, What about the future? To start with, phosphate is one of the three primary plant nutrients. It is the element essential for root structure of plants. Plants, like humans, need a balanced diet. Thus, the amount of phosphate required by individual plants is, in part, related to how much of the other nutrients are used. Virtually all soils contain a certain amount of available phosphates. Back at the turn of the century the most common source of additional plant nutrient, including phosphates, was from cattle manure. The use of chemical fertilizers is something that has grown significantly during the last half century, and in particular, the last 20 years.

The discovery of the New Lead Belt in the mid-'50s began a search for mill design criteria that is continuously updated. The opportunity to design, construct, and operate four new mills in the span of 20 years provided fertile areas for new concepts. The central theme for design parameters encompassed simplicity, functional, and economic consideration. Ore characteristics for each plant remained relatively constant, providing stable criteria for grinding circuits. Bond index nominally 10-12. Flotation circuit parameters were based upon power application with 10-20% excess capacity built-in to protect recovery. Newer equipment exhibits greater power application efficiency lowering horsepower requirements per ton. Instrumentation was installed to stabilize circuits, protect equipment, and improve products. With ever increasing requirements of higher quality products, environmental considerations, and operating cost pressures, the upgrading of operating procedures is in a constant state of flux. Installation of more efficient equipment, chemical processing, or any other technique would be considered as feasible. Current practice is for St. Joe to design and engineer in-house its own plant design. The exception being detailing of structural steel. It is felt that familiarity with past design criteria serves as a valuable foundation to incorporate changes. Also, direct contact with operator provides specific data, and feedback for constructive criticism that is utilized for defining and correcting problems. The results are in reality an operator's plant with the benefit of advancing technology that meets the demands for improved products without sacrificing the economies of throughput or recovery.

Subsidence movements have damaged houses, schools, streets, and public utility lines in some undermined sections of Belleville and Maryville, Ill. In cooperation with local officials and the State of Illinois, the Interior Department's Bureau of Mines is sharing experience in backfilling abandoned coal mines to demonstrate that bituminous coal mine workings in south-western Illinois can be successfully backfilled and subsidence-prone areas stabilized. Subsurface investigations revealed that mine workings are dry and underlain by underclay deposits susceptible to instability upon wetting. Backfilling will therefore be accomplished by pneumatic injection instead of the hydraulic methods used in previous subsidence-control projects.

ABSTRACT OF ORAL PRESENTATION A discussion of current U. S. Bureau of Mines research into the problem of strata control in multiple Western coal seams will be presented. The problem and research priorities will be described as determined from interviews with major Colorado and Utah mine operators as well as governmental agencies responsible for Federal leases. Proposed contract research and ongoing in-house studies will be discussed, including case histories and results from projects being conducted at two multiple seam operations in Utah.

The number of variables which can effect flotation of molybdenite is very large. This paper discusses the effect of two operating variables, namely, the degree of aeration and agitation, on the grade and recovery of molybdenite. A series of factorially designed flotation tests were carried out in a "Leeds Automatic Laboratory Flotation Cell." The analysis of flotation results indicate that molybdenite can be characterized into fast-floating and slow-floating components. The rates of fast-floating components, which do not create a problem in flotation, could be varied by changing agitation of airflow rates. However, the rate of slow-floating components was stable and was only a function of residence time in the float machine. The degree of aeration has a significant effect on the grade of MoS2 with only a slight effect on the recovery of MoS2. The degree of agitation has a slight effect on the grade, but does not effect the recovery of molybdenite. The implications of the results on the design of flotation cells and control and optimization of the existing circuits is subsequently discussed.

The selection of belt conveyor drive systems (*) is the subject of ongoing investigation. Frequently this choice has been governed by an incomplete perspective on the major considerations. A more comprehensive and objective approach is desirable. This paper presents additional factors which hopefully will broaden this perspective. BACKGROUND Conventional belt conveyors are powered by electric or electro-mechanical drives(*) mounted at the conveyor's head, tail, intermediate return span, or a combination of these (Fig. 1). A list of the drives reviewed is given in Table I. The following are main elements influencing the selection of the drive system: 1) dynamic characteristics, 2) economic factors such as capital cost, plant spares compatibility, reliability, availability, maintainability, and 3) environmental constraints. The principal dynamic characteristics of concern are the reactions of belt forces generated by the drive system during starting of the conveyor. Another attribute for consideration is the application of multiple driven pulleys used to 1) lower the conveyor's belt tension requirements, 2) increase the expected tonnage throughput, allowing for possible drive component failures, and 3) increase the plant spares flexibility related to the drive assembly.

In recent years, the diminishing supply of natural gas has led energy suppliers and consumers to consider making synthetic natural gas from coal. A number of processes have been devised to produce gas from coal; many of these have been operated at the pilot stage and some have been operated commercially. Each process has specific coal feed stock requirements with respect to size consist and moisture content. The purpose of this presentation is to compare the estimated costs for coal handling, live storage, size reduction and drying facilities that would be required for delivery of coal feedstock to different gasification processes.

According to the Project Independence blueprint, a 270 percent increase in coal production is expected from western coal fields compared to an increase of 100 percent for the nation as a whole. Furthermore, 30 percent of the total United States coal reserves lie in the western states, which are classified as beyond the strippable limits and can be recovered only by underground methods. In view of the fact that the majority of the seams in the West are thicker than those presently mined in other parts of the country, it is important to consider the parameters that relate to mining thick seams and the factors that affect such mining systems. Apart from thick seams, a common feature of many western coal fields is the occurrence of multiple seams that lie in close proximity to one another. These multiple seam deposits present difficult mining problems that have not been encountered to any degree in other U.S. coal fields; for example, ground pressure changes in one mine level caused by mining in the other, sudden water or gas influx from the adjacent levels, the danger of spontaneous combustion in gobs and large and complex subsidence displacements on the surface. Perhaps equally important is the fact that the country can ill afford the present systems of underground mining that attain only 50 to 60 percent coal recovery. With the probability of increased thick seam mining, conservation shall be a focal point in future mine design systems. It is possible that in the future it will be forbidden to adopt the present day wasteful mining methods to ensure that coal can be conserved for future generations.

St. Marys Cement Company operates two cement plants in Southern Ontario, Canada. The original plant, located at St. Marys, a town 20 miles north of London, Ontario, began operations in 1912. A second plant, located at Bowmanville, Ontario, 40 miles north east of Toronto, began operations in 1967. In June 1973, St. Marys Cement began feasibility studies of modernizing their wet process plant at St. Marys. Over its 61 year life, this plant had been expanded from 335 m. tons per day (375 s. tons per day) to 2000 tpd (2200 s. tons per day), with all the original equipment retired several years ago. The objectives of the feasibility study were to develop a conceptual plan for a dry process plant and to de-, fine the appropriate process method and equipment. This study proceded along four fundamental fronts: a) How could the clay raw material, a glacial till with up to 20% boulder content, be processed in dry form and beneficiated? b) Were the raw materials suitable for the most efficient form of dry process kiln, the 4-stage preheater? If a 4-stage preheater kiln is selected should it utilize a precalciner? c) What type of clinker cooler should be used? d) What environmental constraints would be imposed on this plant and how can they be reconciled with capital and operating limitations? During the feasibility stage, pilot plant work was done on two possible solutions to the clay problem, operating plants in Europe were visited and discussions held with kiln and mill vendors.

The United States is the world's leading producer of phosphate rock. In 1975 according to the U. S. Bureau of Mines' statistics, 44.3 million tonnes (48.8 million short tons) of phosphate rock were produced in the United States', which is 40.6 percent of the world's production2. The major phosphate producing areas of the United States are located in Figure 1 and the production for 1975 is listed as follows: Million Million Short Tonnes Tons Florida and North Carolina 36.9 40.7 Western States 5.3 5.8 Tennessee 2.1 2.3 All of these areas produce phosphate from deposits which are sedimentary marine in origin. Occurrences of phosphate exist throughout the United States in numerous locations that are of both igneous and sedimentary origins. However, these other phosphate occurrences vary greatly in extent and economic significance. The selection of a shaft size for ventilation purposes is a classic problem of concern to mining engineers. This presentation is concerned with the sizing of conventionally-sunk circular shafts with concrete or shotcrete linings. Costs of sinking shafts of three different depths (from 500 feet to 1000 feet) and six different diameters (from 14 feet to 24 feet) were obtained through questionnaires to shaft contractors. The primary objective of the economic model presented is the balancing of detailed annual capital and operating costs to achieve the minimum overall cost of the shaft installation over its life. The economic model is similar to previous analyses but treats several of the individual cost categories in an updated fashion. Included in the paper is a detailed analysis of the effects of varying power costs on optimal shaft size. Also included are a statistical analysis of current shaft costs and comments on the choice between shotcrete and concrete linings.
