INTRODUCTION The Premise Not much time has to be spent in a tunneling project to realize the tremendous interdependence that exists among the various unit operations. The research that is to be described attempts to examine one set of these linked operations, namely, the effect of cutters on muck handling properties. All too often research focuses on too minute an aspect of a problem for the results to be of much immediate, practical use. The goal of this research is to avoid this specificity. Apologies are tendered if this goal is missed. It is known that the mode of flow of bulk solids under the influence of gravity -- emptying a bin or hopper -- is dependent on several basic parameters. The size of the particles and the distribution of sizes (consist) determine whether the solids will first flow out of a given aperture; the cohesion of the solids will determine if flow will continue after the bin is opened; and the angle of internal friction determines the size of the flow regime (1,2,3). It is well understood that the latter two parameters affect the behavior of bulk material on a conveyor belt. Cohesion of material to a belt is always an undesired problem. Heaping of material on a belt depends on the material's internal friction. It is also known that varying the particle size, and the packing density of the material can affect the material's angle of internal friction (4,5). The question was posed whether sufficient variation in a mechanical tunneling machine's (mole) cutting function could be arranged to affect materially the handling properties of the muck

Since the report of the 1972 Rapid Excavation Conference in the city of Chicago, speculation has continued concerning the estimates of tunneling demand. Little has been published that would persuade me to modify substantially the rather tentative estimates that originated with the National Academy of Sciences-National Academy of Engineering (NAS-NAE) study of 1968 which were recomputed by the United States in the survey of the Organization for Economic Cooperation and Development (OECD) in 1970. The OECD estimates, of course, hedged the really difficult question of forecasting civil construction tunneling demands. In the United States contribution, this was done by predicting both an upper and lower bound for important categories of demand. A discounting procedure was then applied to each of the major sectors of expenditures, permitting a forecast that reflected the current subjective assessment of how extensively and how likely cities were to adopt plans that required tunneling. This was done for water, utilities, transportation and other novel underground facilities. The purpose of this paper is a modest one. In it I wish to describe the efforts made since 1972 to generate more thoughtful and more robust estimates of urban sector demands, and to apply what has been learned to the most difficult category of predictions: those for urban mass transit systems. 1 - INTRODUCTION The Canadian Shield is well known as being among the older exposed areas of the earth's surface. Except for local zones, its extent from the Arctic to central North America is characterized by strong and durable crystalline rocks. It is generally regarded as highly competent for tunnelling and underground excavation and, as a result, many openings are excavated in it with minimal temporary support. If hydraulic efficiency is not a factor, tunnels do not usually require continuous concrete linings. A high percentage of the crystalline rocks of the Shield are of metamorphic origin and as such one of the dominant characteristics is their foliation. Zones of sheared or faulted rock are common in the Canadian Shield, particularly in association with foliation. These zones may be created during the late stages of the metamorphic process, leaving shear zones as an integral feature of foliated rock. As foliation is a preferred direction of weakness, deformation and rupture during subsequent tectonism may also create parallel shear zones. These "foliation shear zones", as described by Deere (1973), are an adverse feature of the otherwise durable rocks of the Canadian Shield. The zones may range from faults of major proportions to seams only a fraction of an inch thick. If fault gouge or alteration products exist in the zone the strength of the rock mass may be great1y reduced. As foliation is usually continuous, large unstable wedges of rock may be created if the opening is subparallel to the foliation. The effect on the construction of underground openings in terms of excavations, support and scheduling can be significant.

[First of all I want to thank the Society of Mining Engineers of AIME for the opportunity to present what Industrias Penoles, S.A. is doing in Mexico to reach the basic objetive of the enterprise without compromising, in short or long term, the living conditions of the community or attempting in an irreversible form against Nature. Industrias Penoles, S.A. is one of the largest mining and metallurgical companies in Mexico. It was founded in 1887 and at the turn of the century installed a lead smelting operation close to the village of Torreon, which became city five years after the start up of the Penoles smelter. Now Torreon has a population close to 300,000 inhabitants. In 1974 Penoles is still the largest industry in Torreon and the dynamic growth of the city is close related to this factor. Today Penoles in Torreon has a lead smelter with a capacity of 130,000 metric tons/year of bullion, an electrolitic zinc plant of 105,000 metric ton/year, and it is modernizing its lead smelter to control pollution and expand it to 190,000 metric ton/year of bullion including all the services and refinery. The Penoles complex in Torreon is the biggest in the non-ferrous metals field in Latinoamérica.]

The subject of this paper is mineral processing chemicals - how they work and where they end up environmentally. First of all, it is necessary to recognize that water is the most universally and widely used chemical used by the mining industry to separate desirable minerals from unwanted wastes, sands, and slimes. Of the total world's water supply, over 97 percent is found in the oceans. Another two percent is tied up in the ice caps, leaving roughly only one percent for us to work with. This one percent is distributed either as ground or surface water and makes up the bulk of all water used industrially. Even with such a small proportion available for immediate use, there appears to be enough fresh water to meet our needs for at least another hundred years. This availability, however, depends heavily on how we handle our waste waters, how we process them, and how we plan for their reuse. Certain governmental agencies have been charged with the task of setting up standards of water quality which must be met prior to environmental discharge. There is even discussion of zero discharge from industrial operations. Due to limited supply and availability, the mining industry has always been forced to reuse its process water or to treat it prior to discharge. Consequently, we are in an enviable position and are presently able to live with the environmentalists demands. To stay on top of the situation, it is necessary to continually concern ourselves with the .effects of changing orebodies and reagents on the final mill effluent. From a process standpoint, it is also important to recognize the impurities of plant recycle water and how they might tend to influence overall operations

The Metropolitan Sanitary District of Greater Chicago (MSDGC) serves an area of approximately 860 square miles and collects and processes used water from the city of Chicago and 116 surrounding communities. As a public agency, the MSDGC -Serves a population equivalent to 10 million people which is composed of 5.5 million people and an industrial wasteload equivalent to an additional 4-1/2 million people. -Provides 400 miles of intercepting sewers and tunnels ranging in diameter from 12 inches to 24 feet. -Operates 71 miles of navigable waterways and channels conncecting the Atlantic Ocean and the Great Lakes with the Gulf of Mexico and 6,000 miles of inland waterways. -Maintains the largest water reclamation plant in the world. -Processes 1,380,000,000 of used water daily and removes approximately 1,000 dry tons of organic solids each day. -Has spent approximately 700 million dollars in capital improvements to date, and will require expenditures in excess of 3 billion dollars (including over one-half billion dollars in tunnels) to meet existing federal and state water quality standards.

The increased emphasis on environmental protection, together with the exorbitant costs, or in many urban areas the complete unavailability of surface space, has resulted in a burgeoning demand for greater use of underground space. More and more, those considering new or expanded facilities are looking toward the possibility of utilizing underground space for communications installations, for transportation of people, industrial products, water, sewage and energy, and for industrial installations. Happily, this growing demand for use of underground space is accompanied by fast forward strides looking toward more efficient underground excavation techniques. The tunnel boring machine is already here and where ground conditions are suitable for its use it can greatly reduce the cost of underground excavations, savings of one-third or more often being realized. Research is underway involving excavation by use of laser beams, jetting, vibrations, improvement of tunnel boring machines to make possible the excavation of harder rock, and other advanced techniques. The Engineering Foundation estimated in 1973 that tunneling costs can be reduced as much as 30 percent by rapid excavation methods which are expected to be developed through ongoing research programs in the next few years. Your American Society of Civil Engineers reported in 1973 that $60 billion per year, or 15 percent of the gross national product, could be saved if facilities required to support life were located in the subsurface. Studies looking toward improved contracting practices are going on under the sponsorship of the National Academy of Sciences, and Mr. Al Mathews who is heading this program will address you during this session on the status of this project. I myself am a member of Mr. Mathews' study group and, considering the human element involved, it is too early to make predictions as to what can be accomplished in the way of savings in costs of

Modern tunnel boring machines are subject to excessive cutter wear and bearing failures when used in hard and abrasive rock. In very hard rock, the high cost of cutter and bearing replacement, combined with slower excavation progress, make it more economical to drive tunnels by conventional drill and blast methods. The use of high pressure water jets to break rock provides a promising alternative. Experimental data indicate that the specific energy (the energy expended per unit volume of rock broken) decreases as the water jet pressure increases. Continuous jets are generally limited to pressures below 100,000 psi, whereas pulsed jets from a water cannon can attain much higher pressures. Therefore, the Federal Railroad Administration of the U. S. Department of Transportation has sponsored the design (Ref. 1 & 2) and the fabrication and testing (Ref. 3 & 4) of a water cannon to determine its effectiveness in rock disintegration at very high pressures. This paper reports the results of laboratory tests with pulsed jets against large rock samples at pressures of 125,000 to 650,000 psi and field tests against dolomitic limestone and granitic gneiss at pressures near 450,000 psi. Although initial tests were made with a small nozzle, operating at off-design conditions (Ref. 4), this paper only covers results with the full-size nozzle, including 55 laboratory test shots and 67 field test shots.

A novel two-stage froth flotation process to remove pyritic sulfur from fine- size coal is described. The process consists of a first-stage, standard coal flotation step in which high-ash refuse and some of the pyrite are removed as tailings. The first-stage clean coal froth concentrate is then repulped in fresh water, and a coal depressant, a pyrite collector, and a frother are added to float the remaining pyritic material. Laboratory and pilot plant flotation results with coals from the Lower Freeport and Pittsburgh beds are given. The pilot plant test results show that up to 80 percent pyritic sulfur reduction was achieved with the Lower Freeport bed coal and up to 50 percent with the Pittsburgh bed coal. Laboratory and pilot plant results were in excellent agreement, indicating that the process is a viable means of removing much of the sulfur from some coals.

The primary purpose of this paper is to review the fire and explosion hazards associated with hydrocarbons heavier than methane. Methane is the classical hydrocarbon encountered in mines whose presence is generally due to bacterial decomposition of organic debris. The higher hydrocarbons are more likely to be found during tunneling when petroleum products either natural or man made are encountered. Fires may be defined as rapid gas phase oxidations accompanied by the rapid evolution of light and heat. Explosions may be defined as uncontrolled fires. The rapidly expanding gases resulting from combustion exceed the speed of sound and generate percussive forces. The essential elements for a fire or explosion are shown on Figure 12: (1) a gas phase explosive mixture and (2) an ignition source. The paper will attempt to review various aspects relative to the explosive mixture; The concentration and composition; Techniques for detection; Techniques for ventilation to reduce concentration below explosive limits. The ignition sources are also listed on Figure 12. An arc originates from an electrical source such as electrical switches, relays and motor brushes. Static electricity can also be an arc source and may be generated by air flowing through rubber bases or a rapidly moving endless belt. A spark is generally associated with abrasion of iron metal. The Sudbury Basin is the scene of the mining operations of the Ontario Division of the International Nickel Company of Canada, Limited. Around the rim of the geological formation and within thirty miles of the City of Sudbury are located twelve operating mines and one open pit operated by the Company. The City, with a metropolitan population of some 100,000 lies 240 miles Northwest of Toronto. In addition, there is one mine in Northwestern Ontario, at Shebandowan, 700 miles Northwest of Sudbury. In 1973 these mines produced 16.5 million short tons of ore of which 14.9 million tons were from underground and the balance from open pit operations. Mining methods include blasthole, sublevel caving, induced caving, shrinkage, cut-and-fill and undercut-and-fill. Raise boring commenced at Inco in 1964 and is now applied at all mines in the Sudbury District (Figure 1). [ ]

INTRODUCTION The U. S. Department of Transportation has underway an important new program which will have a major impact on rapid excavation technology. The Transportation Tunneling Program, as it is called, is a coordinated, multi-modal research and development effort. Its goals, if realized, will significantly improve our ability to build the underground structures needed for transportation. This, in turn, will improve transport efficiency, environmental impact, and the energy consumption associated with the movement of people and goods. Tunneling technology research and development had its beginning at the Department of Transportation in the Office of High Speed Ground Transportation (OHSGT). The OHSGT developed and implemented a program in 1965 to provide the technology for underground construction needed to support future high speed ground transportation. In 1967, when the OHSGT was transferred from the Department of Commerce to the Federal Railroad Administration (FRA), the program accompanied that office. The thrust of the FRA program has been cost reduction through the development of new materials, innovative designs, and better construction methods. The subject of Specialty Silica Products could encompass a broad range of materials, some of which would be familiar to members of the Society of Mining Engineers. With the concurrence of your chairman, I have chosen to limit my remarks to synthetic materials, not including such siliceous materials as diatomaceous earth, asbestos, quartz and clays. For purposes of discussion, I have classified Specialty Silica Products into two groups -- powders and liquids -- which I will discuss in that order and which are categorized in Figure 1. The synthetic silica powders are amorphous to x-rays and are manufactured by various processes resulting in products of a wide range of physical and chemical properties, as well as functional performance and applications. Applications or functional properties are generally dependent upon such physical properties as micron-sized particles exhibiting large surface areas per unit weight and low apparent bulk density. Their presence in various systems modify surface properties. As summarized in Figure 2, they act as viscosity modifiers, flow conditioning agents, anti-slip agents, anti-blocking agents, flatting agents in surface coatings, reinforcing agents in polymers such as silicone rubber and numerous other applications. Although the various types of silicas exhibit various levels of functional performance in these end uses, they are not usually equally effective as direct replacements and I will briefly discuss the various types of materials.

Limestone neutralization of acid mine drainage has been proposed and examined as a method of treatment. However, limestones differ greatly in composition and structure. The reactivity of 14 selected limestones was studied, both by chemical and physical properties and by relative effectiveness in neutralizing synthetic and actual mine waters, and several guidelines for the choice of limestones are given. The particle size should be at least as small as 74 microns and preferably smaller. The most effective limestones are most nearly pure calcium carbonate. Stones which have a relatively low calcium con- tent but which contain calcite and have a large surface area are also effective neutralizers. Magnesite and dolomitic limestones are much less reactive. Disadvantages in using even the most reactive lime- stones for neutralization are indicated.

In situ chemical mining of primary sulfide ore requires distribution of injected oxygen in a large underground flooded region of broken ore. Although the maximum oxygen content of the leach solution will be dictated by the operating temperature and hydrostatic pressure, the actual oxygen content will be limited by the geometric dispersion of the injected oxygen, the rate of dissolution of oxygen, and the rate of convective circulation of oxygenated solution within the flooded bed of ore fragments. These factors are examined by a detailed theoretical analysis supported by laboratory experimental data. Typical results of the study illustrate that adequate dissolution of oxygen and circulation of oxygenated solution can be obtained in a column of 4 million metric tons of broken ore by using three gas injection lines and an oxygen injection to consumption ratio of 1.84.

The United States is the world's most productive nation and its citizens enjoy one of the highest material standards of living of any people in the world. Materials and energy are the lifeblood of any industrialized economy. Annually the United States uses over 4 billion tons of mineral materials and fuels, or 40,000 pounds per person as detailed in Figure 1. Domestic processed materials of mineral origin and energy are valued at more than $150 billion annually, and they are derived largely from domestic sources, supplemented by imports, as detailed in Figure 2. In recent years the superior productivity of the United States has also enabled it to give food and manufactured articles to many other less fortunate nations and peoples of the earth. What then is our concern with materials at this time? Seeing the burgeoning increases in our mineral demand: from 2 billion tons in 1950, to over 4 billion tons today, and projected to 11 billion tons by 2000 - we are getting questions concerning our ability to continue to increase production sufficiently for the future.

This paper will discuss the application of a continuous miner using a fixed drum milling type cutting head for the underground mining of hard rock and salt ores. Continuous mining machines of the ripper chain cutting head, oscillating milling cutting head and boring arm designs have been used in rock and salt applications with various degrees of success. The large boring arm miners have been successful in potash, trona and salt, but they have not been successful in mining rock materials like iron ore. The main method used in underground mining rock materials is the conventional drilling and blasting the ore from the solid. This is particularly true for the harder, more abrasive copper and iron bearing ores. The softer salt based ores of potash, trona and rock salt can use several underground mining methods depending on seam conditions. Several of these methods use underground coal mining equipment that has been extensively redesigned to adapt it for use in mining noncoal materials. Conventional mining methods employ the use of a universal cutting machine to undercut or topcut the ore body before face drilling and blasting takes place to produce a smooth parting of the ore. The boring arm continuous miner is widely used in underground mining of potash and trona ores. It produces a tunnel with a smooth semicircular contour which results in good rib and roof stability. The ripper chain continuous miner is also widely used in mining the salt based ores of potash, trona and rock salt. They are used more frequently in Europe than in the United States and Canada. Some reasons for using the mechanical mining machines as opposed to the conventional drilling and blasting techniques for mining hard rock ore bodies are the resulting improved rib and roof control, facilitates selective mining of the ore body, and requires less man-

All of Canada's older uranium mining areas have been intensively prospected and known outcrops have been repeatedly examined. The only ground in these areas which has not been explored is that which is covered by water or other overburden. The discovery of new mines in these areas will, in the author's opinion, depend on the development of new geophysical or geochemical tools capable of locating uranium deposits which are-buried beneath tens to hundred of feet of overburden. Such tools would be extremely useful in Saskatchewan's Cluff Lake and Wollaston Lake areas. Uranium has recently been discovered in significant quantities in these regions but exploration is made extremely difficult and expensive by an almost uniform overburden cover. The author's experience has been confined to Canada but apparently a subsurface uranium prospecting method could be widely exployed in the western United States and Australia as well. Radon-222 measurements have been used for more than a decade on practically a worldwide basis in an attempt to obtain a useful method for subsurface uranium prospecting. It is well known that ha-222 produced by buried uranium deposits can diffuse through an overburden cover so that it can sometimes be detected at surface. An advantage of this method of prospecting is that Rn-222 can be detected with a simple scintillation, ionization or semiconductor detector. One of the essential weaknesses of the method is that the mean diffusion path length of Rn-222 is limited by its very short (3.8 days) half life. For a deeply buried deposit, vitually all of the Rn-222 atoms will decay before reaching surface and, therefore, such deposits cannot be expected to produce a detectable radon anomaly. Thus, except in unusual cases where groundwater or ground air flow assists the movement of radon towards surface, the depth of exploration is probably limited to ten or twenty feet of overburden cover. The high solubility of Rn-222 in water is also a source of difficulty. In an area where overburden covers bedrock with water saturation of the lower overburden levels, the radon will simply dissolve in the groundwater, and soil gas readings at surface will indicate falsely low

The Federal Coal Mine Health and Safety Act of 1969 (FCMHSA) begins with this statement: "Congress declares that the first priority and concern of all in the coal mining industry must be the health and safety of its most precious resource -- the miner; . . ." At the Federal level this responsibility is shared by the Department of the Interior and the Department of HEW. The health research and standard setting activities under the Act are largely the responsibility of the Department of HEW, and with the exception of Title 4, Black Lung Benefits, have been delegated to our Institute, which I will refer to henceforth as NIOSH. In addition, we bear certain joint responsibilities with the Department of the Interior. These include dust sampling and respirator approval. To complete the picture, the Department of Labor has recently assumed Black Lung Benefit respon¬sibilities from the Social Security Administration under Title 4 of the Act.

The requirements for water inflow control for the Chicago Intercepting Sewer System are stringent. This posed special problems in grouting the bored and conventionally mined tunnels, shafts and chambers of the system. In adapting conventional grouting techniques to the specific problems encountered in the system's pilot project, numerous field procedures were developed. Careful preand post-grout testing and evaluation identified the most efficient and economical of these procedures. As an example of some of the conclusions reached during the project it was found that the mineralized groundwater in the Chicago area tended to reduce the efficiency of the grout holes, thus limiting their useful life. Pressure washing to remove natural fillings was a critical factor in achieving a permanent grout seal. The value of relatively thin lubricating grout mixes was definitely established. Although not an ideal situation, satisfactory results could be obtained by manifold grouting several grout holes simultaneously if done within specific limits of hole groutability, location and numbers. Caulking proved to be a primary controlling factor in achieving acceptable results. To achieve such a high degree of water inflow control requires close supervision by experienced personnel. "Temporary grouting as a construction expedient" produces seepage conditions which are extremely difficult to treat.
