Acid mine drainage is a serious water pollution problem, for its contaminants will eventually effect the quality of the receiving streams. According to the Appalachian Regional Commission (1969)1, 10, 500 miles of streams have been polluted by mine drainage, and 70 percent of this acid pollution is accounted for by underground mines. Due to the severe damage to aquatic life, to recreational and industrial use, and to domestic water supply, more stringent mining and anti-pollution laws have been legislated and coal mine operators are required to treat the mine water discharges to meet the minimum standards. For years now, abatement and treatment methods have been extensively studied. Progress reports presented in the Fourth Symposium on Coal Mine Drainage Research, 1972 1 suggest that a thorough investigation and understanding of the basin discharge is necessary in order to cope with the mine drainage problem. The extent of mine water discharge contamination can be considered as a function of the basin streamflow and acid generation load.' A conservative treatment cost estimation these days is $0.40 per 1, 000 gallons for water with 100 ppm iron, 500 ppm acidity. These figures need not include collection and pumping costs nor the cost of dispersing of chemical waste by-products. To achieve optimal abatement and treatment of mine drainage, predictions of the quantity and quality of mine water discharges are needed. Basin discharge is a continuous process and it can be considered as a. macro-system. This system can be subdivided into micro-systems to describe the various mine discharge .types in the basin. The mining activities could produce acid water discharges from deep mines, stripmines, or associated gob piles. A total study entitled ?Resource Allocation to Optimize Mining Pollution Abatement Programs?* will consider all of these sources. However, this paper will discuss only one micro-system, the drift (deep) mine type. We will look at a single mine and its watershed. The total research project considers a multiple mining complex in an extensive stream basin.

[This paper summarizes the more popular mineral valuation techniques being used by the dining industry, and attempts to demonstrate how they are Interrelated and where some are in error when compared to modern methods of financial analysis. The academic community and the larger and more sophisticated raining companies, have largely rejected the older valuation methods such as the, Hoskold and Morkill concepts and replaced them with "discounted cash flow" (DCF) techniques. The relevancy and usefulness of the older methods have been questioned primarily on the basis of their underlying assumptions that mining companies do not have numerous alternative investments and must use sinking funds deposited at market or ?safe" rates of return to recover the purchase price of mineral reserves. The ability to reinvest In numerous (often non-mining} alternative business ventures, the changing purchasing power of the dollar, corporate income and other taxes, depreciation and depletion allowances, and modern financial management practice, all mitigate against the continued use of the older valuation methods, especially for the larger mining companies. Snail mining companies and Individuals still use these methods largely out of habit and familiarity. In 1970, of the 603 million tons of coal produced in the United States, 339 million tons, or 56%, were produced by under- ground mines. While the ratio of underground to surface production has been decreasing in the last few years, it is anticipated that a 60:40 ratio of underground to surface-mined coal will remain for some time. Underground coal operators are continuing to invest in new mines and are interested in increasing the efficiency of all their operations. One area for improvement is in mine planning and design, particularly in the area of selection of equipment for operation. Because of the availability of a wide variety of equipment, a fair degree of selectivity can be exercised in the choice of equipment for a particular job. However, such a choice must be made on the basis of technological facts and forecasts related to the mining operation. If the mining conditions can be reasonably predicted, along with a mining plan, it should be possible to insure the selection of the right equipment for the particular application. In order to increase the efficiency of underground coal operations, it is necessary to understand not only the operating system in detail, but the inter-relationships between system components and the operating environment. With such an understanding comes the application of simulation and other operations research techniques to plan and operate mining systems. Computer simulation studies have been successfully adapted to underground coal mining, and applications by Prelaz et al. (1965), and Manula and Sanford (1969) are some that are being used by the mining companies. However, a need still exists for better understanding of certain intra-system and system-environment interactions in order that computer simulation programs may be provided with better input data for more effective application. This paper deals with one aspect of the coal-winning system in need of better definition, namely, studying the performance of continuous miners.

Most coal mining states have passed or amended laws restricting strip ruining in the past two years. In light of this and in anticipation of further restrictions by the states and the federal government on strip mining this paper attempts to show the Impact of these new laws on the structure of the coal mining industry in Ohio and specifically on one small stripping firm in Ohio. The implications of the study are applicable to other states under similar circumstances and to other industries which are being caught up in the ecological-economic struggle.

Previous studies on semi-soluble minerals such as calcite (1) and apatite(2) and sparingly soluble minerals such as quartz (3,4) have given evidence for significant changes in their electrokinetic properties as a function of aging time. Such changes are relevant to mineral processing operations where the crushed ore particles might not have yet reached equili¬brium with the water that it is in contact with. In order that these changes be studied under controlled experimental conditions for long periods unattended or with fairly less intermittant attention, a streaming potential apparatus with an automatic streaming system was constructed. Also, a new streaming potential cell was incorporated into the system so that the effect of temperature, a variable coming into increasing usage in mineral processing operations(5), could also be studied. Conventional streaming cells(6) cannot be safely employed to conduct studies as a function of temperature since they have many glass joints that are prone to leakage, parti¬cularly under pressure, in the course of an experiment. This paper describes the new apparatus and some typical results that have been obtained with it far temperature effects.

The Taharoa plant of New Zealand Steel Mining Limited extracts a 57% Fe titano-magnetite concentrate from a large mineral sand deposit 90 miles south of Auckland on the west coast of New Zealand's North Island. The plant consists of an 18-inch suction cutter dredge which feeds a 750 TPH floating separation plant. An initial gravity/ size separation is obtained using cone concentrators. Finished concentrate is produced by a combination of conventional drum magnetic separators and top fed wet Mortsell magnetic separators. Concentrate is stockpiled by cyclone, and reclaimed by a bull- dozer and tunnel system. Repulped concentrate is pumped by sub- marine pipeline to slurry tankers anchored at a single buoy one mile offshore. Current concentrate production rate is in excess of one million metric tons per year.

Ventilation is necessary in coal mines to supply fresh air to the working faces for the health, safety, and comfort of the miners, and for the circulation of air to the extent that it will dilute, carry off, and render harmless the noxious or dangerous gases generated. Adequate ventilation depends upon good face control, as well as upon a well designed and properly controlled overall ventilation system. Generally, this includes fans, airways, overcasts, air locks, regulators, checks, and canvas or plastic stoppings near the working places to prevent short circuiting of air, and effective bleeders to maintain a continuous flow away from the working places along the pillar lines at all times and to prevent diffusion of methane back to the pillar line in case of temporary interruptions in ventilation. In the development of a new mine, or the virgin area of an old mine, the main headings should properly be considered a construction project, designed with, only the number of permanently supported (roof) headings required to conduct the necessary air volume to and from the major panels in which mining is conducted by room and pillar or longwall methods. Although subject to hazards from methane quite frequently and requiring constant and careful attention at all times, development of headings has some built in safeguards which make it a less difficult problem in control of methane than exists in pillaring.

This research was undertaken to establish the lncendivity of aluminum alloys against rusty steel under frictional impact conditions at typical coal mine fan speeds, to determine any differences in incendivity among various aluminum alloys, and to Investigate less incendive materials as substitutes for aluminum alloys. With a specially designed apparatus, three aluminum casting alloys and three constructional steels were tested for incendivity in frictional impact against rusted steel in flammable methane-air mixtures. Although varying in degree, all aluminum alloys investigated exhibited a high ignition probability under the test conditions; none of the steel specimens tested caused any ignitions under the same conditions.

Control of the environment is as old as mining. Engineers have always had to consider how best to deal with the surface, and the character of the surface environment always affects mining method in some way. However, if the relationship of the mine to the environment is old, today's approach is new. For one thing, land, air and water formerly could be viewed simply as obstacles to be overcome or resources to be utilized to win ore at the lowest possible cost. Now we have come to realize that these nonmineral components of the environment also are highly valuable. For another thing, environ- mental protection has become a public policy issue. Again, a special public interest in land and land use is old. From the firs(, the crown claimed extra rights in valuable minerals, and to this day a multitude of laws and regulations control-and tax-land use in every country. What is new is the detailed public attention bring given to waste management practices, whether these wastes be in the form of solids, liquids or gases, and regardless of where in the environment they appear. (It is convenient to lump all mining environmental problems, including hank fires and subsidence, together under the term "waste management," for in effect that is what they are.) As a result of these changes, the mining engineer must consider that lie is dealing with two productive resources the minerals and the remainder of the environment-and he must expect that lie will be judged not only on his efficiency in recovering the one but also on his effectiveness in protecting the other. Further, in seeking to protect the environment, the modern mining-environmental engineer has a dual role. First, there is the obvious task of finding better ways for industry to cope with waste-management problems in actual operations. Second, there is the less obvious but equally important task of helping formulate appropriate public policy objectives for the environment. Throughout; the section it is assumed that mining is an acceptable land use for the tracts under consideration. The question of whether mining will be permitted at all on these tracts is a further public-policy issue, ultimately to be resolved politically and thus, since it is beyond the scope of engineering, is not a subject that can be usefully discussed in a mining handbook. Finally, none of the statements in the section are predicated on the assumption that required waste-management measures will be privately profitable in the conventional sense. Indeed, the reverse is more likely to be the case-at least if accounts are kept so as to include all appreciable costs and a normal rate of return on investment in waste-disposal and reclamation equipment.',',' However, it is clear that improved waste management will be required of mining firms and that, to a considerable although undetermined degree, this expenditure is in the best long-run interest of both public and industry. The several studies that have attempted to quantify the impact of mining on the environment are admittedly rough but still provide enough information to indicate that there is a big job to be done. Systematic roof bolting has proven to be a very effective method of mine roof control; however, major roof failures still occur and roof falls still remain the number one occupational hazard of underground miners. Why do some bolted mine roofs fail, while the vast majority of bolted mine roof remains stable and safe to work under? Observations of numerous roof failures indicate that most of the major roof failures* are associated with either: 1) Jointing, faulting or other structural fracture zones; 2) massive shale beds of lenticular structure, or 3) thinly laminated sand-shales. The jointing and faulting present an obvious weakness in the roof rock structure; whereas, the massive shales and laminated sandy-shales create a roof structure with low shear strength and/or modulus of deformation. An observation of major significance is that most bolted mine roofs fail as a unit, and that the thickness of the fall is roughly equivalent to the roof bolt length (See Figure 1). In fact, several operators have experienced the phenomenon of an increase in roof fall thickness with an increase in roof bolt length.

One often sees in the papers, in these days of ecological consciousness, estimates of the quantity of land that has been "devasted," "ruined," or "destroyed," by surface or strip mining, especially for coal. One feels sure that coal miners must have been the first to discover the art of excavation and that the public didn't know of its existance until five or 10 years ago! Estimates of the acreage vary widely with most of them sounding somewhat unreal. One estimate of 175,000 acres in Alabama appeared in one newspaper article and the implication was that all of this was mining for coal. The question was raised anew last summer when the author began working on a land use estimate utilizing aerial photographs, a preliminary project to the Alabama Earth Resources Technology Satellite (ERTS) contract presently being fulfilled. One land use category was barren or waste land and aside from some sand beaches in the two coastal counties in Alabama, recently strip mined land constituted most of that category. It quickly became apparent that old stripping was very hard to detect so that estimates from aerial photographs are not accurate. With regard to relatively new stripping, a thin veneer of reflective dirt washed over the countryside may result in a considerable overestimate of the excavated area. Actually, there is a way to estimate the area excavated by strip mining using published Bureau of Mines figures. At least three sets of data are needed: (1) Coal production figures, (2) average thickness of coalbeds mined, and (3) an accurate recovery figure.

It all started with the National Environmental Policy Act of 1969, which establishes that Congress is committed to restore and maintain environ- mental quality. It directs all federal agencies to identify and develop methods and procedures so that environmental parameters and values will be given equal consideration in the decision-making process, along with economic and technical parameters. Section 102 of the Act directs, among other things, that all agencies will submit a detailed statement on: (1) the environmental impact of the proposed action, (2) any adverse environmental effects which cannot be avoided should the proposal be implemented, (3) alternatives to the proposed action, (4) the relationship between local short term uses of man's environment and the maintenance and enhancement of long term productivity, (5) any irreversible and irretrievable committments of resources which would be involved in the proposed action should it be implemented. Passage of this act has been followed by other legislation, both federal and state. The Water Quality Act of 1970 puts teeth into the previously existing Federal Water Pollution Control Act by requiring a "certificate of reasonable assurance that the activity licensed will not violate the applicable water quality standards." The Clean Air Act of 1970 requires that the Environ- mental Protection Agency establish national air quality standards, as well as standards for significant new pollution sources.

YOPES 17.1.1--CURRENT The history of surface mining essentially is one of mining coal, copper, iron and aluminum ores, of placer mining gold and tin, and of pits and quarries producing clays, gypsum, phosphate rock, sand, gravel and stone. Table 17-1 is a summary of the estimated world and United States production of crude metallic and non¬metallic ores and coal in 1969. It includes estimates of the quantities produced by surface-mining methods. Two-thirds of the 10 billion tons are mined from the surface, ranging from a third of the coal. 57% of the metallic ores, and nearly all clays, stone, sand and gravel. Production by surface methods in the United States, parallels that of the world with one exception: about 90% of the copper and iron ore is mined from the surface, whereas elsewhere only about half the copper ore is surface mined. In Canada, surface mining of the Athabasca tar-sand deposits is a recent large-scale unique operation. In surface mining of coal and, to a lesser extent, metallic ores, much waste is stripped, but in nonmetallic pits and quarries the ratio between waste and ore usually is small. The increasing energy crisis, coupled with stringent environ- mental regulations, has created new demands for high capacity materials handling systems with unit train transporting and continuing surveillance of quality control. Effective and efficient methods of material conveyance are through high speed, high volume conveyor belts with the monitoring of quality through the utilization of automatic sampling. When we speak of high speed, high volume belt discharges we are referring to speed ranges from 600 to 750 FPM and volumes as high as 5500 TPH. To achieve the optimum operating sampling system for high capacity belt discharges, it is imperative that two major design characteristics be investigated and evaluated; namely technical analysis of operating conditions through application of ASTM design criteria and practical experience in the selection of equipment and the design of related components. The task of obtaining a sample of reasonable weight to represent an entire lot presents a number of problems and emphasizes the necessity for using standard sampling procedures.

This discussion will answer these questions by suggesting ways in which effective accident prediction techniques improve the ability to foresee and prevent accidents. Accident Prediction Process The secret to accident prediction is to utilize the tendency for history to repeat itself. The same circumstances and the same human behavior that produced accidents in the past tend to produce accidents in the present and the future. The ability to predict accident occurence in the future by projecting from the past is a statistical process. In a bookmaker's jargon this means "playing the odds" or "the percentages". A horse or a sports team may be beaten on any given day, but by skillfully assessing the factors of past performance and assigning odds, many clever bettors make money in the long run.

Mining law is essentially a branch of the law of real property. It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. These may t)e examined at the land office having jurisdiction over federal lands in the area of interest. The records for Montana and North and South Dakota are kept at the Billings (Mont ) land office; Wyoming, Nebraska and Kansas, Cliejenne, Wyo.; New Mexico, Oklahoma and Texas, Santa Fe, N M ; northern Alaska, Fairbanks, and southern, Anchorage; Utah, Salt Lake City; Nevada, Reno; Arizona, Phoenix; Colorado, Denver. There are two land offices in California, at Sacramento and Los Angeles Records for other states are kept in Washington, D C. at the office of the Director, Bureau of Land Management.

The design of an ore-processing plant requires a high degree of cooperation among the geological, mining and metallurgical engineers. The purposes of this section are to provide mill design information most commonly needed by the mine planners and management, and to summarize the kinds of information that must be supplied to the mill designer to enable him to provide a suitable plant. 28.1-BASIS OF DESIGN NORMAN WEISS 28.1.1-SIZE OF PROJECT The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect, a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd without major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding and processing. Hours per shift also are an important factor in design, particularly in the case of ore delivery, and the percentage lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into account. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure. but rather as an average over a calculable period, such as 10 yr, or as a specific daily capacity over the first 2 yr, next 4 yr, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 mi southwest of Tucson, Ariz., described by Weiss and Vincent.' where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. 28.1.2-EXPECTED LIFE The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis which, in turn, is based on many factors.' From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, and many others. Costly installations that may be excellent investments for a 20-yr project may be wasteful for a 5-yr operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grinding-the former may be found more economical for a 5-yr operation, and the other, more costly, method more economical for a 15 to 20-vi- life.

The general term "coal mine burp" refers to the sudden and violent failure of in situ coal. Coal bumps occur in most countries where coal is worked by underground methods, and are related to both geological factors and mining tech¬niques. Although no single set of circumstances is solely responsible for causing coal bumps, it is generally agreed that at least one of five conditions is necessary in order for then to occur: 1,2,3,4 (1) the depth of cover exceeds 500-ft., (2) the overlying strata are relatively strong and stiff, (3) the coal is structurally strong, (4) the floor does not heave readily, and (5) the mining method produces high stresses over a large area of the seam. Except for the last, these conditions relate to geological factors that are impractical to control. Consequently, methods of controlling or minimizing the occurrence of coal bumps usually are concerned with mining techniques. Coal bumps have been successfully controlled by both longwall and 'yielding pillar' mining systems 4. The longwall system is particularly effective in controlling bumps, but does not eliminate them completely, especially in strong coal seams being worked at comparatively great depths, say in excess of 2000-ft.5. Under such conditions, auger drilling or water infusion often prove helpful 5,6. These techniques are used to destress or otherwise alter the mechanical properties of the coal in an attempt to shift the peak "abutment pressure" away from the immediate vicinity of the face. Under 'normal' conditions, however, it can be expected that the coal near the face will be crushed under the prevailing high stress conditions and that the peak abutment pressure will automatically be shifted into the solid coal. In this context, coal mine bumps can be characterized as unstable releases of energy associated with successive yielding of portions of the coal seam with progressive mining. Longwall and yielding pillar mining systems are effective in controlling coal bumps because they ordinarily do not allow the zone of peak abutment pressure to become 'surrounded' by destressed coal.
