In the post-World War II years, metals analysts and statisticians have tracked the demand for metals in line with changes in Organization of Economic Cooperation and Development (OECD) industrial production (IP) growth rates, Williamson said. This was because the correlation between IP growth and metal demand was reasonable. "However, the correlation was exaggerated," he said. During times of expanding IP growth, metal demand increased at a faster proportional rate than IP growth. This was probably due to industry restocking in anticipation of growing demand at the start of each economic cycle. Conversely, metal demand would slacken at a greater rate than would be suggested by negative IP growth as industry destocked to reduce costs. Nonetheless, he said, a reasonable correlation could be painted between IP growth over the longer term and metal demand. "Yet, although this correlation has stood well since the last world war, it has been based on the fact that the bulk of the world's IP growth stemmed from the industrialized countries of the western world, lately including Japan," Williamson said. The so-called "developing world" had been of little consequence. The Soviet Union and other communist bloc countries were deemed to be closed, self-contained entities that, for each metal, would either be net exporters or importers, he said. These quantities would be used by analysts to calculate the overall supply/demand equation for the western world only and to deduce whether a commodity was in shortage or surplus. It is now believed that this method of projecting total world supply and demand for raw materials is outdated, Williamson said. It does not take into account the worldwide political changes that have occurred since the collapse of communism and the revitalization of China. "It is no longer appropriate to assess global balances for raw materials on the basis of three economic blocs," he said, including the western world, developing world and communist bloc. Rather, global balances need to be projected on a global basis. In this regard, since the collapse of communism and the removal of many other totalitarian regimes, capitalist forces are attempting to satisfy the expectations of the great mass of the world's poorer people, Williamson said. Such people, usually located in Asia, Africa and Latin America, have aspired to the same standard of living as people living in western Europe, North America and Japan. "Now, with free market forces at work, their aspirations will start to be met." Consequently, the demand for metals and other raw materials will now rise at a much faster rate. The production of raw materials has to keep pace with rising IP in the developed world. It will also have to keep pace with the demands associated with the rising expectations of increasing populations in the developing world, as well as from within the old communist bloc countries.

Kaolin samples from Rio Capim Resources were treated in conventional and superconducting magnetic separators to study the main variables that influence the impurity removal process. Two coating clays and a delaminated clay were tested. The variables studied were retention time (cross-sectional velocity), magnetic-field intensity and matrix type. The feed brightness ranged, from 84.7% to 87.6% ISO, for the coating clays and ranged from 80.7% to 85.4% ISO for the delaminated clay. Using a conventional magnetic separator with an applied, field of 1.5 to 2.0 T (tesla), the brightness values were higher than 88% ISO for the unleached coating claw products and were higher than 87% ISO for the unleached delaminated product. With a maximum field intensity in the superconducting machine of 5.0T unleached brightness values higher than 88.5 % ISO were attained for both coating and delaminated clays.

Polyacrylic acid (PAA) was evaluated as a selective flocculant for the dolomite-apatite system. PAA with a molecular weight (MW) of 4 million was found to flocculate both dolomite and apatite. However, the flocculation behaviors of dolomite and apatite were significantly different with 450,000 MW PAA, which was found to be the lowest molecular weight fraction capable of flocculation. In single-mineral tests with a dosage of 2 kg/t PAA, 90% of the dolomite and 35% of the apatite flocculated. Selectivity was achieved in mixed mineral tests. From a feed consisting of an 80:20 mixture of apatite and dolomite, respectively, a concentrate containing 90% apatite was obtained with a 70% recovery. The dolomite rejection was about 75%, which corresponds to a 2% MgO content in the concentrate.

Shotcrete, a useful support material in underground openings, is a sprayed concrete, and, when used with fast-setting agents, is immediately self-supporting. Although shotcrete has been used extensively for tunnel support, the technique has not been readily accepted by the mining industry because of the lack of essential information on such basic items as material properties and rock interaction. The Spokane Mining Research Center (SMRC) of the Bureau of Mines has been active in the field for the past 2 years, including research on fibrous reinforced shotcrete. IIT Research Institute, Chicago, under Bureau of Mines contract, is investigating physical properties of shotcrete as affected by (1) type of process (wet or dry) and (2) fast-set agents and controlle-dset cements. Already the contractor has shown the advantage of a regulated-set cement over normal cement and fast-set additives for the dry process. The regulated-set cements can produce high early strengths with no decrease in ultimate strength.

Anomalous geologic or stress conditions ahead of a longwall face have the potential of causing great harm to both the individual miner and the mining operation as a whole. NSA Engineering has been developing seismic tomography techniques to image the panel ahead of the face. This paper presents the results of afield effort in which a 60-m (200-ft) segment of a longwall panel containing a fault zone was surveyed daily as the face approached. Stress distribution, geologic structure and dynamic elastic properties within the panel were plotted and compared to static laboratory measurements. The surveys successfully imaged an anomalous stress concentration that was likely influenced by the presence of the fault zone. The calculated dynamic physical properties generally agreed with the laboratory measurements.

Six potential locations along the west shore of Lake Mead were evaluated to site anew water intake pumping station for the SNWA. The evaluations were based upon geotechnical exploration results and conceptual intake pumping station designs. The exploration included geologic mapping, geophysical testing, underwater ROV inspections and borings. Ground surface and underground chamber pumping station designs were considered. Sites at Saddle Island, Black Canyon and Hoover Dam are geotechnically suitable. A Saddle Island site was selected because it has the most favorable conditions for the intake pumping station and the aqueduct to the Las Vegas valley.

Besides the question of the stability of the roof and walls, one of the main problems encountered with tunnelling and shaft-sinking through the soft ground of alluvial origin forming the sub-grade of most large towns is settlement. Public transport and road tunnels in town centres are particularly affected, as they cannot generally be designed at any great depth for several reasons, such as the fact that ventilation shafts and access to the surface by means of stairs, escalators, lifts, ramps and so on must be fitted into the limited space available and are therefore costly, and because of the difficulties of driving below the water table. It is for this reason, coupled with the need for wide radius curves, that tunnels now so often pass close under buildings and monuments which must not be exposed to any risk of damage from subsidence during excavation. Grouting is the usual method used for consolidating soils, improving their strength and making them less compressible, but it is itself liable to cause heaving and cracks in the buildings above and has many other attendant dangers, including continually revised estimates which are the reason for the often inordinately high costs met with in urban tunnelling to-day. A study consist in 20 column leach tests was performed for the "EI Arco" Copper ore deposit, located on Baja California, Mexico. The main purpose was to define the basic criteria like recovery and sulfuric acid consumption, for a commercial heap leach system design, to process the oxide Copper (Chrysocola) of the deposit. Leach parameters such as, amount of sulfuric acid in the cure solution, cure technique, particle size of the material, leach solution's flowrate application, leach solution's acid strength and height of the lifts, were evaluated to choose those parameters in which the results were the best ones for that particular design.

There are technical and commercial limitations on using high fluorine copper concentrates in industrial copper smelters. The presence of more than 1000 ppm of fluorine in copper concentrates affects the sulfuric acid units generally integrated to copper smelters, and penalties are normally applied to high fluorine concentrate prices. Several process alternatives to this issue were studied at CVRD Technology Center (SUTEC): modifications on conventional sulfuric acid plants to use high fluorine concentrates, removal of fluorine containing minerals in flotation using depressants, selective leaching of fluorine minerals and sulfuric leach of copper concentrates. Finally, a hydrometallurgical process of removing fluorine was developed by SUTEC.

Field investigations and office studies were used to develop criteria and cost parameters related to the geologic aspects of the proposed project. These results were employed in optimization of layouts and comparison of alternative schemes, leading to selection of the recommended program. Study of project features included the development of subsurface shafts, tunnels, and mined storage areas, and the utilization of existing surface quarries. These project features were proposed for construction within the bedrock units underlying Chicago. Principal geologic considerations included bedrock structure, stratigraphic sequence of units, rock competence and uniformity, and requirements for aquifer protection. All geologic factors were interrelated with other project considerations such as surface hydrology, hydraulics, and urban setting. Data for analyses was acquired through an exploration program conducted intermittently between 1967 and 1971, in addition to that already available through numerous explorations and well constructions in the project area. The exploration program included seismic surveying, core drilling, geophysical borehole logging, and water pressure testing of boreholes, and water well drilling and testing. Extensive laboratory tests were conducted on core samples. The data formed the basis of studies enabling the formulation of preliminary design and siting criteria resulting in construction cost evaluation.

The Tacubaya subway tunnels form a link in the Sistema de Transporte Colectivo (Mass Transit System) of the Federal District of Mexico. One tunnel 327 m long lies to the north of Tacubaya Station, the other 811 m long, to the south. The tunnels are designed to accommodate two subway trains, one inbound and one outbound, within the inside diameter of 8.5 m. The designers of the tunnel lining and tunnel driving equipment were faced with the problem of driving two subway tunnels 9.0 m outside diameter through water-bearing soil, directly beneath a high speed limited access highway, a main drainage sewer, structures including residences and office buildings, on an alignment curved for 67 per cent of tunnel length, and on grades as high as 7 per cent, within a limited budget, with minimum damage to property and disruption to the community. Planning The following decisions affecting tunnel design and construction were made at an early stage of planning: Shield. To enhance safety, a tunnel shield would be used for tunnel driving. Dewatering. The water-bearing soil could be effectively dewatered; consequently, tunnel driving could be performed in free air. Hand Mining. To minimize investment in equipment, hand mining would be used to excavate and support the face.

Lack of understanding of useful applications of explosives on construction work stem primarily from the fact that explosion is commonly associated with destruction. On rock excavation and other construction works a certain quantity of explosive is harnessed to perform useful work at the source e.g. blasts to disintegrate rock. Development in rock blasting techniques, including the use of multiple-row blasting with short delay ignition, have made it impossible to excavate rocks close to or below buildings even in closely built-up areas. To permit the use of explosives on construction projects, in ways that will not damage existing structures, guidelines have been developed from careful measurements of intensity of ground vibrations. Accurate electronic instruments are now available for doing this. PLANNING AND CONTROL Blasting operations must be carefully planned and carried out to avoid discomfort to persons or damage to property. This increase in the use of rock blasting in city areas alone has led to a number of problems due to ground vibrations, air shock waves, and the psychological effect of noise. While the latter seldom if ever causes damage, it does create irritation and discomfort to persons living or working near the blasting sites. A result of this is a steady increase in the number of complaints in respect of damage to houses and other premises. Many such complaints are genuine and damage may undoubtedly be caused when incorrect blasting techniques are used.

INTRODUCTION Las Vegas has recently been termed the “Construction Capital of the Country”. It has also been acknowledged as the fastest growing city in the country for several years running. The rapid growth improves the economic picture of the region but it also imparts unusual demands on the area’s infrastructure. In 1994 the Southern Nevada Water Authority (SNWA)was working on a master plan to address the rapid growth. A long range analysis revealed the need for additional water treatment capacity and delivery systems. Short term projections showed that the current system would reach capacity in the summer of 1997 with the possibility of demand exceeding the supply. The River Mountains Tunnel #2 is part of a $150M scheme to quickly upgrade the system to meet the short term demand, improve the overall system operation and allow for a smooth transition into the larger additions being planned for the future. The SNWA selected Carollo/Black & Veatch (CBV) to provide detailed design and construction management for the upgrades. The River Mountains Contracts consisted of five separate contracts broken out separately to stream line a very aggressive (just 34 months) design and construction schedule. Necessary work included four miles of excavated and lined tunnel, connections from existing pipelines to and from the new tunnel including large diameter (to 3.66m(144 in)) valves, a 18 927cu m (5 million gal) regulating reservoir, a surge tank and a 170 343cu m (45 million gal) reservoir to add additional storage to the system. Notice to Proceed was given to Kajima Engineering and Construction (Kajima) on May22, 1995 for the construction of the River Mountains Tunnel #2. The design called for a tunnel to be driven 6070m (19 915ft) in rock and lined to a finished diameter of 3.71m (12.17ft).Excavation began on December 14, 1995 and holed through on April 30, 1996. Lining began on June 25, 1996 and a notice of Substantial Completion was issued on December 13,1996. This paper describes the measures taken to complete the tunnel in 18 months from Notice to Proceed to Substantial Completion. THE RIVER MOUNTAINS SITE The River Mountains are a low range of rugged mountains separating the Las Vegas Valley from its main supply of water, the Colorado River at Lake Mead. The results of bench-scale testing of five flotation processes for the separation of dolomite from phosphate are discussed. Each process is compared in terms of phosphate recovery, MgO content of the concentrate and reagent consumption. Water quality was found to play a major role in the performance of these processes. The effect of water hardness, in addition to other parameters, are discussed.

The percent ash in a coal blend is equal to the weighted average of the ash contents of the component coals. If the raw coals differ in washability characteristics, the total yield may be maximized by washing the component coals to different quality levels. A mathematical basis for blend maximization is developed and a computer program is described The program determines the component weights that maximize the yield, while meeting an individual coal-quality specification. The procedure is directly applicable to linear parameters of grade quality such as percent ash, percent sulfur and the calorific value. A transformation of variables permits program execution to meet a sulfur-compliance specification. Blends may consist of any number of component coals.

Changes in the thermal-oxidation behavior and other properties of gold-bearing waste activated carbon when milled in both a ball mill and a vibratory mill were investigated. It was found that significant changes occurred in the oxidation temperature of the vibration-milled waste carbon as a result of increases in surface area and mechano-chemical activation. The mechano-chemical action brought about modifications in the crystal structure of the waste carbon. As a result, the vibration-milled sample was completely oxidized at a temperature of 450°C. Thus, the study established that vibration milling is a better way of lowering the temperature of oxidation of the waste carbon. Furthermore, the gold was found to be concentrated in the ash and, when leached with cyanide for 20 hrs, the gold recoveries from a sample having a head grade of 2 kg/t was 99.5% for the vibration-milled sample and 82% for the ball-milled sample. The lower gold recovery for the ball-milled sample was attributed to sintering of the ash, which was caused by the higher temperature required for its oxidation.

Introduction The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, the regulatory agencies and the general public. The disposal of an additional several hundred million tons of spent ore from heap-leaching operations is planned in the western United States during the next decade, and this amount could increase if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills of South Dakota. The criterion for offloading spent ore was set by the South Dakota Department of Environment and Natural Resources at 0.5 ppm weak acid dissociable (WAD) cyanide. South Dakota's nitrate offloading limits vary for each mine, depending on ore type and other factors. Concentrations of nitrate in the leachate from spent ore depositories could be the result of conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from the blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete oxidation (Johansson and Persson, 1970). Another likely nitrate source is the degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate. A third possibility may be leaching of background nitrate from soil or rock. Objective The primary objective of this research was to investigate laboratory procedures for predicting nitrate concentrations in effluent after the disposal of spent ore at heap-leach gold processing operations. Laboratory tests were performed to define the concentrations of nitrate and nitrite in leachate as a function of time. Sources and species conversions were examined by investigating the nitrogen contributions from cyanide neutralization and from blasting with ammonium nitrate/fuel-oil (ANFO) explosives. Ore processing at cyanide heap-leach facilities Gold mines in the northern Black Hills of South Dakota normally use the following steps in their heap-leach cyanidation processing: Blasting. Surface gold mines in the Black Hills use ANFO explosives (approximately 95% ammonium nitrate and 5% fuel oil). Field evidence and studies show that explosives often fail to ignite or burn completely in shot holes. One reason is that ammonium nitrate absorbs moisture readily, which reduces blast efficiency. Ferguson and Leask (1988) cited a study conducted at the Fording coal mine in southeastern British Columbia. In that study, the total nitrogen released to surface and ground water was estimated to be about 6% of the slurry explosives. However, Ferguson and Leask (1988), in a later analysis of water quality near coal mines in the Kootenay coal fields, indicated that this is likely an overestimate of the nitrogen release. Mines that used ANFO explosives in dry conditions released 0.2% of the nitrogen from blasting. Cyanidation. At surface gold mines in the northern Black Hills, cyanide species from heap leaching can be classified into free cyanides and simple ions, weak complexes, moderately strong complexes and strong complexes (Scott and Ingles, 1981). Degradation of cyanide and disposal of spent ore. Methods of destroying cyanides include hydrogen peroxide oxidation, natural degradation and evaporation, water leaching and alkaline chlorination. Hydrogen peroxide is used to oxidize cyanides in the northern Black Hills mining area. The hydrogen peroxide oxidation reaction forms cyanate, which can hydrolyze to form ammonium and carbonate ions. After formation of ammonia or ammonium ion, further oxidation to nitrite (NO2-) and nitrate (NO3-) can occur. Spent tailings from gold processing in the Black Hills normally are disposed of in tailings facilities constructed in nearby drainages. Infiltrating rainwater with a typical pH of about 5.6 is an additional component introduced into the spent ore after disposal. Methods Field sample collection. Spent ore samples were collected from conveyor belts (or other convenient points) at heap-leach mines by personnel from the South Dakota Department of Environment and Natural Resources. The samples were placed in black plastic bags that were contained within 5-gal buckets and sealed to prevent exposure to ultraviolet light.
