The success of a mineral separation is commonly assessed from the separation curve, a graph of the recoveries achieved versus the corresponding separator settings. Two values characterize the curve, first the "splitpoint" which is the separator setting that produces a recovery of 50%, and second a measure for the separation sharpness. The splitpoint represents the "mean" while the measure for the separation sharpness represents the "scatter". In modelling the performance of crossflow separations the mean particle behavior is calculated from the force equilibrium that determines the particle trajectory which leads to a deterministic model. The scatter is then represented by a stochastic model. This presentation discusses the modeling of a crossflow separation and some implications with separation theory. The model is shown to successfully predict the performance of a magnetogravimetric separator.

Many states are considering the need to establish or modify policy relating to the disposal of coal ash. One of the primary concerns is the impact of leachate from the ash disposal sites upon groundwater and nearby bodies of surface water. A detailed site investigation was conducted at a coal ash disposal facility associated with a power generation station. The disposal site is situated alongside a major river. Monitoring wells were installed and soil samples were taken for characterization. Groundwater models were used to simulate migration of leachate from the disposal site toward the river. Such models could be used potentially to verify regulatory compliance. This paper addresses the validation and adaptability of these models to this case and their usefulness as possible tools to be used in future environmental audits.

This study describes the positioning strategies used by operators of radio controlled underground mining machines. The observations have implications for task design to insure adequate visibility and task performance. Radio controlled continuous coal mining machines have allowed many mines to increase safety and production by placing human operators away from the hazards of an unsupported mine roof. The operator is no longer confined to an operators component and visibility can be enhanced with proper positioning. Also, the operator is no longer subjected to the shocks and vibrations of the mining machine. The operator's ability to move freely about the worksite requires a careful analysis of several competing safety and production considerations. Thirty-five operators of remotely controlled continuous mining machines were observed using work sampling followed by interviews to determine where the operator was positioned and what he or she was watching. These observations were separated according to the task being performed by the continuous mining machine and summarized as position density plots. The specific task of tramming in reverse through a crosscut is analyzed along with more general summaries of the time miners spend outside of the policy-defined operating positions while performing other production tasks. The operators were: observed to frequently vary from company standard operating procedures (SOP). Many of the variations from company SOPS were based on task demands. Interview responses indicated that portions of the mining task place visibility demands on the operators that are difficult to accommodate within existing procedures. An improved task design process would include these visibility requirements. Also, the operator's vision can be augmented thorough video cameras in future teleoperated mining systems, and the operator can be increasingly isolated from environmental hazards.

INTRODUCTION In the spring of 1988 the Joint Venture of Freeport-McMoran Resource Partners, Limited Partnership, IMC Fertilizer Inc, and Homestake Mining Co. was awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 9372. This was one of eleven leases awarded to the Joint Venturers. Following the initial discovery wells in December 1988, a program of delineation drilling confirmed proven sulphur reserves of 67 million long tons. Proven, recoverable oil and gas reserves are 39.4 million barrels and 7.2 billion cubic feet, respectively. Development of the sulphur mine was given approval as a fast-track project by the Joint Venturers in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and given fast- track status immediately. Fast-track for these projects meant design and engineering would not be complete before construction began JOINT VENTURE The Main Pass Joint Venture is one of thirteen joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corporation, a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has subsequently changed its name to Homestake Sulphur Co. and Texasgulf assigned their interests in the three leases they participated in to their parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This Joint Venture was the first of its kind; created to acquire offshore leases, explore, develop and mine sulphur. The Minerals Management Service announced a lease sale date of February 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the thirteen leases the Joint Ventures bid on, eleven were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Limited Partnership, and Resource Partners is the operator on all of the leases. The Main Pass joint venture percentage ownership is: 58.33 Freeport-McMoRan Resource Partners 25.00 IMC Fertilizer, Inc. 16.67 Homestake Sulphur Co. 100.00 The Main Pass Joint Venture paid $3,401,757 for the Main Pass lease and will pay a royalty of 12.5 percent of production value to the MMS . LOCATION The Main Pass mine complex is located in the Gulf of Mexico, in U. S. federal waters, about 27 kilometers (17 miles) east of Venice, Louisiana or 140 kilometers south east of New Orleans, Louisiana. It is situated in about 63 meters (210 feet) of water. HISTORY The Minerals Management Service (MMS) of the United States Department of the Interior administers the mineral properties of the United States located in federal waters. Periodically the MMS holds lease sales of blocks under its jurisdiction. Prior to the offshore discoveries of sulphur associated with salt domes leased for hydrocarbons, the MMS leased blocks with all minerals including hydrocarbons awarded to the successful bidder for the block. Since the Hardy Cross numerical algorithm was applied to the solution of mine ventilation networks, there have been numerous developments in ventilation network analysis procedures. The Newton-Raphson method, the linear theory method, and the second-order approximation method are three of the additional approaches that have been applied. The efficiency of a ventilation network analysis procedure depends not only on the method of solving the system of equations derived from ventilation networks, but also on the method of deriving the equations through selection of the meshes. This paper investigates the impacts of three mesh selection methods on the efficiencies of four ventilation network procedures. The minimum-resistance spanning tree method is the most popular procedure for selecting meshes. The shortest-path method was suggested by Epp and Fowler (1970) for improvement of the Newton-Raphson method. The minimum-resistance-path method is suggested here as the third method of selecting meshes. The effects of these three methods on the Hardy Cross method, the Newton-Raphson method, the linear theory method, and the second-order approximation method are analyzed in this paper. These network analysis methods have been summarized in the paper by Kim and Mutmansky (1991).

Recognition of mineralogical and chemical zoning patterns associated with mineralization is an integral part of mineral exploration. Even though the origin of zoning may not always be known, zoning patterns as expressed by the systematic distribution of ore and gangue minerals, alteration or elemental assays (soil and rock geochemistry) have received much attention and are extremely useful in guiding exploration efforts toward locating economic mineralization. By contrast, the potential of using zoning information recorded in solid-solution minerals to address practical geological-engineering problems has received less attention. Solid-solution minerals can provide critical information for common problems faced in exploration, mine development and valuation. Mineral zoning information from solid-solution minerals can now be easily obtained because advances in electron microprobe instrumentation have made these instruments a most efficient, accurate, economical and practical tool for analysis of large numbers of samples. Now entire mines and districts can be studied in a timely and cost-effective manner as required by modern mineral exploration and mining practice. This article shows how knowledge of the composition of fahlore minerals can be used in addressing important problems in exploration, development and valuation. Situations are described in which drilling intersected "low grade zones" (Case one: Orcopampa, Peru, precious metal system) and where there was a need to determine the "lateral correlation of multiple ore intercepts" (Case two: Sheep Creek, Montana, sediment-hosted sulfide deposit).

Editor's note: information for this feature was taken from the published APCOM proceedings. Computer trends, with special focus on the reasons for computer use, grabbed the lion's share of attention at the 23rd worldwide meeting on the Application of Computers and Operations Research in the Mineral Industry (APCOM 23). However, technical topics did not provide the meeting's sole focus. The last-minute inability of certain former communist countries to fund the travels of a few scheduled speakers was a reminder that science does not operate in a void. As with all technical progress, the APCOM presentations raised interesting questions regarding interrelated organizational dynamics and political and socioeconomic issues. Consider US Bureau of Mines (USBM) research to design an expert control systems to "duplicate" an experienced, "good" operator during automated underground roof bolting. In his presentation of the project, Takach, Jr. stressed the importance of preserving the ability to switch from automatic to manual drilling control. From a technical standpoint, this allows the expert system to "learn" from a good operator. As important, he said, is that this flexibility decreases the human operator's sense of being replaced by the machine. The question arises: Which will loom larger in union minds, increased operator safety through remote opera¬tion or the potential for total operator replacement? Like any new product, computer technology relies on marketing to aid its acceptance and use. Consider, too, a decision support system, by Schena and Gochin, for mineral resource management in a developing country. At San Manuel, AZ, Magma Metals Co. operates an Outokumpu flash furnace, four Peirce-Smith converters and two anode casting wheels that are supported by six anode vessels. Process gasses from the flash furnace and converters are treated in a two-train/ double-contact sulfuric acid plant. The plant captures 98% of the sulfur. A new flash furnace was commissioned in July 1988. It has since processed more than 2.7 Mt (3 million st) of sulfide concentrate without a major rebuild. The company has gained unique experience in the operation of the flash furnace at high oxygen enrichments with low off-gas dust loadings. New procedures have been developed to maintain secondary material generation at equilibrium and for maintaining metallurgical control of operating parameters. Process flow description At Magma's San Manuel plant, concentrates and other copper-bearing material are blended and conveyed from two separate areas of the plant to three 420 t (465 st) capacity wet charge bins located above the rotary dryer. Flash furnace silica flux is conveyed to a 227-t (250-st) capacity fine flux bin located adjacent to the wet charge bins. The concentrate and flux are blended in controlled amounts and fed into a 168-t/ h (185-stph) gas-fired rotary dryer. The wet charge enters the dryer at 8% moisture and is dried to 0.2% moisture. The dried charge is pneumatically conveyed to a 580-t/h (640-stph) dry charge bin located above the flash furnace. Flash furnace charge is drawn from the bin by two drag conveyors at a concentrate feed rate of 145 t/h (160 stph). The charge is mixed with enriched combustion air and injected into the furnace reaction shaft. In the reaction shaft, the charge is oxidized to form matte, slag and a rich SO, off-gas.

The sampling of precious metal deposits entails inherent problems due to the low mineral abundances, high mineral specific gravities, skewed grade distributions and wide ranges of mineral particle sizes. Sampling practices and precautions are discussed with particular attention to each of the tripartite stages of sampling - sample acquisition, sample preparation and sample assaying. Practical examples of approaches to the sampling problem are given and some examples of significant sources of error are provided from gold and silver deposits in North America.

Attrition of activated carbon in either the carbon-in-pulp (CIP) or carbon-in-leach (CIL) method of gold extraction can lead to, at the least, loss of expensive carbon that has to be made up, and at the worst, loss of both the carbon and any gold that was attached to it. Carbon attrition therefore represents a significant factor in both the efficiency and cost of the extraction process, and efforts to reduce attrition through process and equipment selection pay dividends. In evaluating carbon attrition potential, one would note that an individual carbon particle is in jeopardy virtually any time it is in motion. Since the motivators of this motion are primary centrifugal pumps, the purpose of this paper is to review the current styles of these pumps now in use and to examine their performance in minimizing carbon attrition.

The Environmental Protection Agency ("EPA") has been attempting to develop a federal regulatory program for mine waste under Subtitle D of the Resource Conservation and Recovery Act since 1986. Recent regulatory and legislative events are now bringing this goal closer to reality. Several issues deserve further attention to improve subsidence prediction accuracy. These include: subsidence initiation and development over a setup entry area; subsidence development after face stop; and subsidence over chain pillar. An intensive subsidence monitoring program has been carried out over several longwall panels. A large amount of subsidence data has been collected, analyzed and solution techniques developed. In this paper, some of the measured data. data analysis techniques and the developed prediction methods are presented.

Introduction The mining industry has a poor public image. It is often perceived as a despoiler of the landscape and a polluter of the environment, and there is little recognition of societal needs for the raw materials and fuels that this industry produces. There are many reasons for this poor image, but an important one is that a substantial number of mining operations have caused significant damage to the environment. Many of these operations, particularly those that now are abandoned, continue to have an adverse impact, principally in the form of water pollution.1 In some cases, the damage caused by this pollution extends well beyond the immediate region around the mine. Chemical contamination of ground and surface waters can, and does, occur in nature when these waters flow through or over undisturbed, mineralized rock masses. However, the problem is greatly exacerbated by mining because the mining activities increase, by several orders of magnitude, the permeability and the surface area of rock that can be contacted by percolating water. Water flowing through either the mine workings or the waste rock dumps becomes contaminated. Pollution can also arise if leachate from tailings ponds enters either groundwater or surface waters. This leachate may contain chemicals used in processing the ore. The magnitude of the threat posed by mining wastes depends on the type of minerals in the deposit, and on the chemicals used to process the ore. The magnitude of the threat also depends on two other, site-specific factors. One is the volume of water flowing into the mine and through the dumps, which depends on rainfall patterns, topography, and whether the mine workings are surface or underground. The other is the proximity of the pollution source to groundwater or surface waters, which depends on both the climate and geology. These factors influence the concentration and the quantity of polluted water forming and reaching the receiving water. Mining activities present a potential problem of enormous scale. Vast amounts of rock are mined each year2 and, as noted above, substantial problems have arisen at some mine sites. These problems are usually exceedingly costly to address, and it is imperative that these mistakes not be repeated. There are indications that we can accomplish this goal; we now better understand the processes that cause pollution and have methods to prevent or contain it. In addition, in the past few decades society has started to recognize the need for all industries to operate in a manner that maximizes the health and safety of workers and the public and minimizes adverse environmental impacts. A variety of recently enacted federal and state laws regulating public health and environmental hazards reflect the increasing concern over these issues. Many statutes, such as the federal Clean Air Act and the Clean Water Act, encompass activities undertaken by the mining industry. Other laws, such as the Surface Mining Control and Reclamation Act, have been written to regulate specific hazards posed by this industry. At the present time, the federal government. through the Environmental Protection Agency (EPA), and several state governments, are preparing new regulations specifically tailored to control the disposal of mining wastes. Given the magnitude of the potential environmental and health risks posed by disposal of mining wastes and the regulatory costs to the mining industry (both of which are due to the tremendous volume of waste generated), it is especially important that regulators have a good understanding of the different types of mining wastes and the risks they are likely to pose in various geographic and climatic circumstances. Only then can a regulatory program be designed with suitable procedures and substantive criteria to protect the environment and ensure compliance, while avoiding unnecessary or wasteful expenditures. California has long enjoyed a large, active mining industry. Today it produces a wide range of mineral commodities. The revenue from production of non-fuel minerals in California ($2.85 billion in 1988) greatly exceeds that of any other state. About a third of this revenue is from the production of inert sand, gravel and crushed stone. However, the remainder is from the production of a wide range of materials. These include boron minerals, rare earths, asbestos, talc and pyrophyllite, and gold. In earlier decades, an even broader range of minerals was produced, including mercury, copper, lead, zinc, and barite. There are acute environmental problems at some of these early mine sites. Because in 1987 the state of California was engaged in a revision of its regulations for mining waste disposal, the legislature commissioned a study by researchers at the University of California at Berkeley to investigate and review: the magnitude of the problem posed by these wastes, • the best feasible control measures available for waste management and disposal, • the problems of abatement and cleanup at so-called "problem" mine sites, • the current regulations imposed on mining waste disposal by various federal, state, and local agencies and the effectiveness of these regulations. This paper summarizes the principal findings from this study (Mining Waste Study, 1988). The lessons from this investigation are likely to be of general interest because of the diversity of mineral products produced, and the wide range of geographic and climatic conditions encountered. The acute problems seen at some of the older mines are typical of the western United States, and teach useful lessons on strategies that should be implemented at new mines to prevent recurrences of these problems.

This paper describes the decomposition of bulk samples to fine particles using alkali metal vapors. Basalt, pyrite, alumina, pyrex and quartz glass samples were exposed to sodium vapors at elevated temperatures for different time periods up to 30 hours. Examination of the particles showed that fragmentation occurred preferentially along grain boundaries. Emphasis of this paper is on the theory of the degradation mechanism and the size distribution of the particles produced.

Risk assessment, risk management, and engineering/economic feasibility analysis are presented as three effective, practical tools for decision making in the remediation of contaminated soils. Risk assessment is applied to evaluate the extent, magnitude and sources of contamination, to identify appropriate contaminants of concern (COCs). Risk management is then applied to identify the acceptable contaminant residual levels for the COCs. Finally, engineering/economic feasibility analysis is used to define the appropriate cost-effective remedial action and associated target contaminant action levels that will achieve the acceptable contaminant residual levels. A real site application of this decision making approach is presented. This site illustrates that through appropriate engineering, acceptable risk-based contaminant residual levels can be achieved with higher action levels.

Coal cleaning with traditional magnetic separation usually yields unsatisfactory results because minerals associated with coal, such as quartz, clay, pyrite and calcite, are weak-or non-magnetic. Magnetic reagent technology is a new mineral processing technology with the capability to enhance the magnetic property of minerals selectively. This reagent can be adsorbed selectively on minerals through the control of surface chemistry and, thus, result in selective magnetic enhancement. The application of this technology on coal cleaning has been experimentally demonstrated. Good separation results can be obtained at low to medium magnetic field strength. Comparison with other processing technologies is included.

The financial implications of environmental liabilities are becoming staggering, particularly for mining companies. The Environmental Protection Agency's (EPA) Record of Decision (ROD) list for Superfund mining sites has some pretty hefty financial commitments, such as the $10 million operable unit remedy for the Yak Tunnel at California Gulch (in Colorado) or the $40 to 60 million remediation at Bunker Hill (in Idaho). These costs are driven by the large volume and areal extent associated with historical waste management practices at mining sites. (It's difficult to have a low-cost remedy for a 20-square-mile site.) Unfortunately, there are other ways of generating environmental liabilities besides Superfund, such as non-compliance with Clean Air Act provisions, stormwater permits, or National Pollutant Discharge Elimination System (NPDES) permits. In the last 2 years, EPA has increased enforcement in its regulatory programs, which has resulted in increased fines and criminal actions. Leaders in other industries (primarily the chemical and manufacturing industries) are viewing environmental liabilities as a strong motivator to select engineering approaches carefully based on technical, legal, economic, and philosophical perspectives. Industry interest in waste minimization programs comes from the concept that it is economically advantageous not to create waste in the first place. Waste minimization programs typically balance increased front-end capital investment with the minimization of potential long-term environmental liabilities as a way to achieve the lowest total-or life-cycle-cost. A side benefit of waste minimization programs is that they tend to improve overall regulatory compliance. Waste management practices are also becoming philosophical, as evidenced by a May 11, 1992, Business Week article: Companies that incorporate innovative thinking on sustainable development will do more than clean up or prevent their own pollution. They'll make and distribute a product more efficiently than ever, worry about its lifelong environmental impact, plan for recycling, and get their suppliers on the bandwagon. This type of approach will require a new mind-set, new tools, and adjustments throughout the organization. A key aspect of waste minimization or life-cycle waste management programs is the incorporation of environmental costs into economic analyses that compare various waste management alternatives. However, the incorporation of environmental costs into an economic analysis can be more difficult than initially thought. As noted above, new tools-or even a new toolbag-are needed, such as new accounting methods that track and assign the true lifetime environmental costs of a particular product. One piece of the new toolbag is life-cycle cost analysis, which is discussed in this paper. To simplify the discussion, this paper looks at the total costs associated with a given mining site. The concepts presented in this paper, however, can be applied to any mine waste management decision. The ultimate extension of life-cycle costing, as presented in the Business Week article, is to include the potential environmental costs throughout the life of a metal. At this point, I am perplexed on why, let alone how, to include the potential downstream environmental costs (i.e., the costs associated with smelting, manufacturing, use, and recycle or disposal) throughout the life cycle of mined copper, lead, or zinc.

To assure the safety of a radioactive-waste repository, the performance of the repository must be predicted far into the future. The Waste Isolation Pilot Plant (WIPP) Program is responsible for developing the technology for such performance predictions in bedded salt. An important technology-development activity concerns the, fielding of very large-scale in situ tests to determine the time-dependent deformation of underground openings in salt as a basis for validation of the predictive technology. This technology is necessary to predict repository seal performance and final closure times of rooms and may be of value to the salt and potash mining community, as well.

Corporations today must comply with an ever growing number of complex and increasingly stringent environmental laws and regulations. An environmental audit program is an effective means in which to uniformly and systematically assess compliance, and to assure management that environmental liabilities are being minimized. This paper describes the design and implementation of Homestake Mining Company's environmental audit program, which has as its primary focus the objective verification of compliance with external requirements and internal good management practices. Major elements of the audit program discussed in the paper include: pre-audit preparation; on-site audit activities; and the post-audit report.

At Gold Fields' Chimney Creek Mine, major reviews of the reclamation and closure plans are done concurrently with the annual mine planning required for budget preparation. This review includes identifying and scheduling reclamation work that can be done within the next few years and development of associated costs. Longer term mine, leach pad and waste dump development are examined to take advantage of any design changes that can reduce ongoing reclamation or closure requirements and reduce costs. The success and cost effectiveness of past efforts are continually evaluated to determine the best methods for reclamation.
