The dielectric properties and flotability of different ranks of Argonne Premium Coal samples are presented. The flotability of different ranks of coal are correlated with the dielectric properties and intrinsic moisture (or bound water) content. Measured dielectric properties of as-received coals and other constituents are incorporated into a mixture equation to calculate the dielectric properties of bound water present in the different ranks of coal. The nature of bound water present in low-rank hydrophilic coals is significantly different from that present in high-rank hydrophobic coals. The water molecules present in low-rank lignite have an oriented dipole-dipole interaction and are tightly bound to the surface. For high-rank coals, the water molecules are not bound to the surface and have a randomly distributed clathrate ice-like structure. Controlled thermal treatment can modify the structural nature of bound water present in low-rank hydrophilic coals and increase their flotability.

The U.S. Bureau of Mines is currently conducting laboratory experiments to study the reactions occurring during in situ leaching of oxide copper ores hosted by biotite-poor granite and biotite-rich granite porphyry. Detailed pre-leach and post-leach petrographic examinations of the rock samples are combined with the leach solution chemistry resulting from core leaching experiments to enable an evaluation of the various reactions which are responsible for the observed fluid chemistry. The information resulting from these laboratory studies is being utilized to support the design of the Bureau's ongoing field research project at the Santa Cruz deposit near Casa Grande, AZ. Atacamite and chrysocolla are the primary copper minerals present in this deposit, and both are readily soluble in the dilute 5% sulfuric acid solutions used in these experiments. In addition to the dissolution of copper minerals, biotite dissolution also occurs during the experiments, contributing K, Mg, Fe, and Al to the leach solution. The biotite dissolution appears to be non-stoichiometric, as it is progressively altered to vermiculite and finally, amorphous silica. While K, Mg, and Fe concentrations in solution steadily increase with time, Al quickly reaches a maximum, and then remains relatively constant for the remainder of the experiment. This suggests that Al saturation is achieved, and this Is supported by the presence of precipitated Al sulfate and aluminosillcate clay mineralization in the post-leach rock samples.

Flotation of dolomite from apatite was investigated, using dodecylamine hydrochloride or sodium oleate as the collector, in the absence and presence of inorganic modifiers such as sodium chloride. Separation of dolomite from apatite was anticipated from the single mineral experiments under various pH and collector concentration conditions. Flotation selectivity in the mixtures, however, was found to be limited. Attempts to control the flotation response of these minerals by addition of salts such as NaCI and KCI indicated that selectivity is possible. The presence of sodium chloride was determined to depress apatite flotation using sodium oleate leaving dolomite flotation unaffected (Moudgil and Ince, 1989). In this paper, conditions for optimum separation and the effect of major parameters on the desired selectivity are discussed.

It appears that all extractive processes involve, at one or more points, fluids (gases or liquids) and that the flow of the fluid is an essential part of the functioning of the process. Usually that flow is turbulent and the turbulent flow frequently determines the rates of mass and heat transfer as well as other important phenomena such as bubble/droplet breakup and coalescence, particle suspension, etc. Over the past decade many attempts have been made to model turbulent flows in metallurgical unit operations. The present paper summarizes some of that work. Amongst the operations considered are agitated leaching, ladle metallurgy, electrowinning/refin- ing, induction furnaces, Hall cells and electro- magnetic casting. Where possible, comparisons are made between model predictions and experimental results.

Many years ago, a relationship was established between dust inhalation and pneumoconiosis. Since then, various government agencies have regulated crystalline and amorphous forms of silica material in the workplace. In 1987, the International Agency for Research on Cancer (IARC) classified crystalline silica as a probable carcinogen. With this listing, crystalline silica became a regulated substance under the Hazard Communication Standard. The minerals and chemicals industries have responded in various ways. They have: • developed worker and user training programs and literature; • labeled products with appropriate warnings; • continued to implement dust reduction programs; and • developed meaningful epidemiological studies of workers. • begun development of reliable analytical methods for measuring crystalline silica at the 0.1 % threshold level; Background Silicosis historically has been the major health hazard resulting from exposure to crystalline silica. Silicosis is the scarring of the lung from excessive exposure to crystalline silica. It has been recognized as an occupational disease for more than 2000 years, since early Greek physicians noted the respiratory problems of miners, stonecutters, and quarrymen who were exposed to excessive quantities of mineral dust. During the industrial revolution, the incidence of the disease was greatly increased by the use of machinery that increased dust levels. Subsequently, the need for dust control was recognized and measures were instituted. Silicosis is characterized by progressive breathlessness on exertion and develops over the course of years. This paper considers optimization of the design and operation of an air-injected hydrocyclone (AIHC) via a genetic algorithm (CAI. The AIHC is a mineral separating device, developed by the U.S. Bureau of Mines, that combines the selectivity of flotation with the capacity and simplicity of hydrocyclones. GA's are search procedures based on the mechanics of natural genetics. Computer results demonstrate the ability of a GA to rapidly locate design and operating parameters that improve AIHC performance. A computer model of the GA-designed AIHC predicts improved recovery over that currently being obtained with an AIHC in operation at the U.S. Bureau of Mines Tuscaloosa Research Center.

Three major types of solution chemical equilibria involving flotagents (Le. flotation reagents such as collectors, frothers and modifiers), minerals and solution play a crucial role in determining the behavior of complex flotation systems. Minerals of phosphates (apatite and francolite), tungsten (wolframite and scheelite) and associated carbonates (calcite and dolomite) are sparingly soluble in aqueous solution and form dissolved mineral species in bulk solution. Such dissolved species interact with mineral solids, often resulting in surface conversion of the minerals. In addition, they can interact with various flotagents and lead to surface or bulk precipitation and loss of selectivity in the flotation. Relevant solution equilibria of such sparingly soluble minerals and their interactions with oleic acid and structurally modified reagents were determined in this study using a multi-pronged experimental approach. Methods to manipulate and control the solution chemical equilibria and thus achieve selectivity in flotation systems are discussed.

The strides that have been made in recent years in applying Artificial Intelligence to pyrometallurgy, are reviewed. The computer reproduction of the way in which a human being reasons and calls on past experience and stored knowledge when faced with problem will be extremely helpful in pyrometallurgy. It is expected that Artificial Intelligence will be applied in all areas of human endeavor. Areas of pyrometallurgy that are most promising for expansion into A1 in the near future are presented.

Silver contained in zinc calcines undergoes several phase changes as it proceeds through the leaching circuit of a roast-leach-electrowin zinc plant. In the present study, the flotation response of silver from leach residues prepared under a variety of carefully controlled operating conditions in the pilot plant has been examined. Flotation of neutral leach residue is shown to be technically viable and to merit consideration for those plants without a high acid leach circuit, but having significant silver values in the feed. Residue leach conditions must be kept slightly acidic to promote the formation of Ag2S, (Ag, CU)2S and Ag2S rims on residual unroasted sphalerite, while simultaneously avoiding the hydrolysis of soluble iron which depresses silver recovery and grade. Factors to be considered during integration of a flotation process into an electrolytic zinc plant are discussed.

Slurry densities and holdup were measured for open circuit grinding tests in a laboratory overflow ball mill of 0.3 m diam by 0.6 m long, by emptying and drying after stoppage of the mill. Contrary to some other results in the literature, there was negligible variation of slurry level in the mill as a function of flow rate over a range of increase of flow rate of about 5 to I. However there was a gradual increase of solid holdup at higher flow rates because the slurry density in the mill increased. Equations are given for holdup and slurry density in the mill as a function of over flow diam, ball load, and feed slurry density. The average level of slurry necessary to give over flow was found to be much higher than that necessary to fill the mill to the overflow level at rest. The total level of balls and slurry was only increased slightly by ball loads higher than the overflow level. The overflow diam appeared to be the major controlling factor in determining the mill holdup.

The Kidston gold discoveries were originally made about 1907, and by 1934, 1.76 Mg (62,000 oz) of gold had been produced from placer and lode mining of higher grade, most¬ly oxidized gold ore. As mining in the lode ore penetrated deeper, costs increased and the world gold price stagnated. The lode or underground production averaged close to 6.9 g/t (0.2 oz per ton) Au for the 201 kt mined. No mining or development took place from 1934 until 1965. Kidston's high grade ores were exhausted by 1934. From 1965 to 1976, exploration had developed 3 Mt of about 3 g/t (0.88 oz per ton) Au. Placer Pacific acquired rights to the property in 1976 and began a geologic and engineering study of the district. It was clear that the deposit had the potential for becom¬ing a large-tonnage, low-grade producer. However, explora¬tion had to discover the tonnage and grade and engineering needed to solve the obstacles of production costs. Bulk material handling problems were addressed by Placer's wide experience in open pit mining, and the increase in work index accompanying deeper ores was handled by Placer's metallurgists. The matter of power for the operation was solved by engineering studies. These showed that power could be generated and brought in economically. The price of gold also increased after 1976, and this helped in the economic analysis. The Kidston discovery since 1976 is really a combination of good exploration geology and careful engineering plan¬ning that overcame the obstacles presented by ore characteris¬tics and the location of the deposit. The combined study of ground water regime and rock deformations has resulted in the theoretical substantiation of the common principles for analysis of the hydrodynamic and geomechanical processes Within the scope of unique scientific direction -hydrogeomechanics (Mironenko and Shestakov, 1974). The hydrogeomechanical models are widely used now for the analysis and forecasting the extremely important processes connected with the safe and efficient mining operations, as well as with the protection of geological medium. Among these processes are: -deformations of the open-pit slopes and spoil dumps; -consolidation of rocks due to the ground-water pressure drop; -water-end-rock material inrush into mine workings caused by deformations of the undermined rock mass; -geodynamical processes due to the changes in ground water regime; -artificial hydrofracturing in rocks; -transformations of clay linings under the tailing ponds and other technical water basins.

In 1989, United States mine production of barite decreased 13% while world mine production decreased by 8.6%, according to the US Bureau of Mines. Consumption, sold or used by grinding plants, decreased by 21.2%. And imports decreased by 12.8%. The value of domestically produced barite, fob mine, increased 17.4%, according to the Bureau. The declared value cif US port of all imported crude barite during 1989 increased from $38.10/t ($34.56 per st) in 1988 to $40.27/t($36.54 per st). Nevada continued to be the leading producer of barite with 77% of the total, followed by Georgia and Missouri. The Bureau of Mines estimates 75% of the domestic mine production was used as a weighting agent in drilling fluids. The remaining 25% was used in barium chemicals, glass, or as a filler. Most of the production from Missouri, Georgia, and Tennessee was used in the nonoilfield sector. Of the total consumption used by grinding plants and chemical manufacturers, it is estimated that 80% was used in drilling fluids. The other 20% was used in the non-oilfield sector, including barium chemicals and fillers in paper, plastics, and glass. The tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1989. The average number of rotary rigs operating was 869, 7.2% less than the average of 936 in 1988. Crude barite imports were down 12.8% from 1988. Imports accounted for 73.8% of the barite consumed (apparent) in the US. China continued to be the leading exporter of crude barite ore to the United States with 63% of total crude ore imports. India followed with 27.4%, Peru 4.3%, Chile 2.9%, and Canada and Mexico, each with 1.1 %. About 97% of the imported barite ore was used in the oilfield sector.

The U.S. Department of Energy (DOE) has entered into a $l.5 million Cooperative Agreement with Alpine Equipment Corporation/Astro International Corporation ("Alpine") of State College, Pennsylvania, for the evaluation of water-jet-assisted (WJA) mechanical cutting of oil shale under actual mining conditions. A commercial-sized, heavy WJA mechanical miner is being assembled based upon the successful "factory testing" of a smaller prototype miner utilizing standard tungsten-carbide and Polycrystalline Diamond Composite (POC) bits in large oil shale boulders. Actual field testing of the machine will be conducted in an oil shale mine located in the Piceance Basin of Western Colorado. In-mine logistical support is being provided by several oil shale companies through the Colorado Mining Association (CMA) and the U.S. Bureau of Mines (USBM).

Public Service Company of Oklahoma began burning sub-bituminous coal in December, 1979. Initially PSO had a single source coal supply from Jacobs Ranch Mine, and in 1982 added deliveries from Clovis Point mine. Both are Powder River Basin (Wyoming) coal mines. In 1986 PSO began burning Oklahoma coal to meet Oklahoma's 10% native use law. PSO experienced random s lagging during certain blends of these coals. PSO installed a boiler performance system to help control the slagging problems from the various coal blends, to improve boiler efficiency, and increase total coal consumption.

The review of mineral activities in Minnesota arrived too late to appear in the May issue. Minnesota continued to lead the nation in iron ore production in 1989 with more than 70% of the market. At no time in the past 50 years has Minnesota's iron ore market share fallen below 50%. 1989 production was provided by six iron ore pellet operations and one high-grade iron ore mine. Most American steel companies are represented in these operations through whole or partial ownerships in Minntac (USS), Minorca (Inland), Eveleth Mines (Armco and Rouge), Hibbing Taconite (Bethlehem), and LTV Steel and National Steel Pellet. A seventh iron ore pellet producer started up in 1989 when Cyprus Minerals acquired the assets of bankrupt Reserve Mining Co. This operation, with first production scheduled for 1990, will be the only non-steel company captive operation in Minnesota. Encouraging minerals development In an attempt to stimulate further and additional mineral development in Minnesota, the state's legislature established a Minerals Coordinating Committee (MCC). This committee is comprised of the Department of Natural Resources-Division of Minerals, the Minnesota Geological Survey, the Natural Resources Research Institute, and the Mineral Resources Research Center. The Committee has sponsored and coordinated various projects. Among these MCC-sponsored projects are glacial drift geochemistry with an emphasis on gold and indicator minerals, accelerated geologic mapping, continued aeromagnetic surveying of Minnesota, greenstone geochemistry, structure and stratigraphy of the Duluth complex, and drill core and exploration data acquisition from past exploration programs. Regarding drill core, the Division of Natural Resources completed construction of its third core library building in Hibbing. These data and core are available for public examination.

The Bullfrog and Montgomery-Shoshone deposits, near Beatty, NV, have a combined drill-indicated reserve of 15.8 Mt (17.4 million st) of ore. Average grade is 3.5 g/t (0.103 oz per st) gold and 8.2 g/t (0.24 oz per st) silver. The deposits occur in Miocene volcanic rocks that underwent large-scale movement within a detachment-faulted terrane. The principal host to gold mineralization is a strongly welded rhyolitic tuff that experienced brittle deformation during plate movement. Open space fractures and breccia were filled with quartz, calcite, and adularia accompanied by lesser pyrite, gold, and acanthite. Gold occurs as micrometer-sized particles within and adjacent to the low-angle fault and along associated listric-normal and tear faults. The Bullfrog and Montgomery-Shoshone are volcanic-hosted, detachment fault-related, epithermal quartz calcite stockwork gold deposits. Bullfrog's minable reserve is 13 Mt (14.3 million st) of ore grading 3.8 g/t (0.11 oz per st) of gold. At Montgomery-Shoshone, 2.7 Mt (3 million st) minable tons at 2.5 g/t (0.072 oz per st) are present. Preproduction stripping has begun at the Bullfrog ore body. A 7.7-kt/d (8500-stpd) carbon-in-pulp (CIP) mill is under construction. In 1990, Bond Gold expects to be producing about 6.2 t/a (200,000 oz per year) of gold.

Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia) and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation.

Mines, miners and mining figured in the revolutionary birth of the USA. This occurred with a little help from General Washington's friends, the French. When the colonial minutemen confronted King George's "bloody lobsterbacks" at Concord, MA, in April 1775, the resulting "shot heard around the world" resounded in Versailles. France was sympathetic to the patriot's struggle. Before the Lafayettes shipped out, came French muskets and powder... but not many musket balls. The Continental Congress issued orders to get the colonial lead out for shot and shell. Colonial mining enterprises had been chiefly local affairs, cheaply supplying product to the surrounding communities. Since wood was accessible for fuel, coal had not been exploited.
