Modern metallurgical processing often depends heavily on the use of flocculants to achieve the high levels of efficiency required. Selection of the optimum polymer can be complicated by the effects of process streams on the chemical and physical stability of the chosen polymer. Similarly, the presence of the polymer can have positive or negative side effects on process streams, such as phase disengagement in solvent extraction, foaming at filters and thickeners, crystal growth modification or flotation performance. Guidelines are given to highlight areas where problems may occur and suggestions made as to how these can be overcome. Practical advice on the preparation and application of polymers in process liquors is provided.

A program has been written to combine the Klimpel-Austin approximate model for liberation in a binary system with a mill model applicable to ball milling. The model applies for a system where the volume fraction of valuable B in host matrix A is small. The mill model is treated as an equivalent series of fully-mixed reactors. Twenty-three classes of material are considered: pure A; pure B; unchanged AB; 0-10.2 B in AB either as surfac- exposed B or as wholly-contained grains of B; 10-20% B in AB, surface-exposed or wholly- contained;etc.. to 90-100% /b ub /ABm syrface-exposed or wholly-contained. Illustrative cases are given making reasonable assumptions concerning relative rates of breakage and primary breakage distribution functions for each class of material.

INTRODUCTION Probably the most important family of chemicals used in mineral processing today is a category of basic commodity chemicals loosely denoted as pH regulators. Typical chemicals which are referred to as pH regulators include lime, magnesium hydroxide, soda ash, caustic soda, ammonia, sulfuric acid, and hydrochloric acid. These chemicals are often used in very significant amounts in almost all of the major mineral processing operations such as flotation, hydrometallurgy, etc. (in dosages up to ten pounds per ton of feed ore treated). While cheaper in cost per unit weight of chemical than more specific chemicals such as collectors, frothers, extractents, etc., the overall cost to the mill operator is generally higher with pH regulators per ton of ore processed than with any other given processing chemical. For example, a rough rule of thumb in sulfide mineral flotation is that the cost of lime is double that of the collector(s) used. The symbol pH is used to designate hydrogen ion concentration. When acids, salts, and bases are dissolved in water, individual molecules are dissociated into their constituent radicals or ions. The strength of an acid or a base increases with the extent of such dissociation or ionization. An alkaline solution is one in which the number of Qydroxyl ions (OH ) exceeds the hydrogen ions (H ). In an acid solution, the hydrogen ions predominate. In either case, both ions are always present as water itself ionizes to a limited extent, that is: [ ] The pH scale is logarithmic and the pH value is the negative of the logarithm (base 10) of the molar concentration of hydrogen ions per liter of solution. For example, a pH of 5 means that the molar concentration of hydrogen ions per liter is 0.00001 (1 x 10-5). Likewise, a pH of 9 means that the molar concentration of hydrogen ions per liter is 1 x 10-9. Normally, the relationship between hydrogen ion and hydroxyl ion concentration is based on the relationship: Concentration of H ion x concentration of OH- ion = constant. Eq. (1) In dilute and/or moderately concentrated solutions that are normally used in mineral procygsing processes, the constant at 25°C is 10-14. On the pH scale, the value of pH equal to 7 represents the hydrogen ion concentration of a neutral solution. pH values lower than pH 7 indicate increasing acidity and higher values than 7 indicate alkalinity. Table 1 shows the nature of the pH scale at 25°C. Temperature affects the extent of ionization of dissolved acids, salts, bases, and water so that the hydrogen ion concentration (hence pH) of a solution is also affected by temperature. As a means of demonstrating this dependency, Table 2 shows the change of the exponent of the constant (base 10) in Eq. 1 and the pH value corresponding to neutrality as a function of temperature. It is also important, for example, that alkalinity or acidity expressed by pH not be confused with total alkalinity or total acidity. For example, total alkalinity is commonly determined by titration with a standard acid solution (usually HC1). pH is a measure of the hydroxyl ion concentration of an alkaline solution, whereas titration is a measure of an alkaline solution's acid neutralizing capacity. Thus, if one takes a series of various alkaline solutions prepared using different chemicals but all of exactly the same pH (and temperature) and then subsequently carries out a titration on each solution with a standard acid, it would be observed that the various alkaline solutions would neutralize entirely different amounts of acid. As an example, 0.08 grams of caustic (NaOH) , 6.32 grams of soda ash (Na2CO3), and 8.17 grams of ammonium hydroxide (NH4OH) all have a pH of 11.3 at 25°C. One liter of each of the above solutions neutralizes 0.073, 4.348 and 8.496 grams of HC1, respectively. For the year 1985, the U.S. coal industry produced 881 million tons of bituminous coal and lignite. Domestic consumption amounted to 814 million tons. The electric utilities consumed 689 million tons, almost 85 percent of total consumption, over 78 percent of production. In May, 1986, the NCA forecast that with moderate growth rate averaging 1.9% per year from 1985 through the year 2000, production could reach 1,176 billion tons and domestic consumption 1079 billion. The estimate for electric utilities indicate 924 million tons for the year of 2000, about the same percentage of production and consumption as now experienced. Before we consider the main topic of this paper, the cost of using high sulfur coal, let us examine the coal use patterns of the last 25 years, the changes in those patterns and consider the reasons for those changes. Table I shows those changes.

Theoretical and analytical analyses of three mitigative measures- plane fitting method, trenching, and tension cable led to the development of a total protection plan to eliminate or reduce damages to the residential structures subjected to surface movements caused by underground longwall mining. The protection plan was applied to twelve residential houses and two external garages. The success rate is overwhelming. This paper describes the methods employed for protection and results of those case studies.

Optimization of a load-haul system for a surface mine involves two processes. The first is proper selection of mining equipment compatible with the minesite job specifications and the second is an efficient utilization of this equipment. All things being equal optimal productivity and cost is achieved when the capacity of the hauling equipment is matched at all times with that of the loading equipment.

The term unsaturated flow refers to the conditions in which soil pores are filled partially with water and partially with air. This situation constitutes a porous material filled with immiscible fluids. Immiscible fluids by definition exhibit a distinct interface when in contact with each other resulting in a pressure discontinuity across the interface due to surface tension. The fluid that tends to wet the solid particles is called the wetting fluid and the other is the nonwetting fluid. In the air-water sys- tem, air is the nonwetting fluid and water is the wetting fluid. A somewhat analogous fluid system is that in a petroleum reservoir in which there may be up to three immiscible fluids-oil, salt water, and natural gas. The degree of wettability of the fluids is salt water + oil + gas. That is, salt water is the wetting fluid at any interface and oil is the wetting fluid at an oil-gas interface but is the nonwetting fluid at a water-oil interface. Since the oil-water and air- water systems are similar, much of the theory and methods of analyses for the air-water system or unsaturated flow have evolved through the petroleum literature. The Cortez Mining District has had a long history of mining activity dating back to 1862 as previously reported (1) (2). More recently Cortez Gold Mines (i) has operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the U.S. for treating higher grade finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1520 tonnes per day on oxidized ore from the Cortez ore body. Starting in 1973, the mill was operated at 2050 tonnes per day on softer, less oxidized, high clay ore from Gold Acres which is located 13 kilometers to the west of the Cortez installation. In February of 1976 the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operation. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Much valuable experience was gained in the operation of these two heap leaching programs and is well described in an earlier publication (3). Releaching of the ore heaps at Gold Acres and Cortez was continued with a limited crew from 1976 to 1979.

One of the primary areas of computer application in mine ventilation has been the analysis of mine ventilation networks. A variety of network analyzers that are aimed toward the solution of flows in a given network has been developed. These programs typically use the Hardy Cross or other iterative algorithm for solution of any network, even those that are complex. The computer software has become more efficient and sophisticated over time and has thus been widely adopted for ventilation network analysis. One of the shortcomings of these programs is that they have been developed with the idea of analyzing the ventilation requirements at a single point in the lifetime of a mine. This provides the ventilation engineer with an important tool for analysis but falls somewhat short of providing a convenient means to economically com- pare alternative methods for ventilating a mine. The program described in this paper provides such a tool. The principal concepts that were necessary for the completion of a computer program that analyzes ventilation alternatives is the capability of efficiently determining the ventilation requirements at a variety of times during the lifetime of the ventilation system and some method of analyzing the costs of the alternatives on a realistic comparative basis. To accomplish this task, the authors began using Penn State's mine ventilation simulator designated as PSU/MVS, Didyk et al. (1977a, 1977b) and added the necessary additional software to accommodate the need for multi-period, time-dependent analysis of the net- work. The software was then tested on a coal mine ventilation problem with a 23-year life. The problem points out the value of such a program for ventilation analysis.

This paper presents results of field monitoring and finite element studies to analyze and improve a room-and-pillar retreat mining system. Fie1 d instrumentation was utilized to monitor pi11ar load changes, roof to floor convergence and differential roof strata movement as retreat mining progressed and to determine in-situ horizontal stresses. A two-dimensional finite element model depicting strata behavior at this mine was developed and used to analyze existing and alternate improved mining geometries. The results showed excellent correlation between fie1 d observed and model predicted behavior. Some of the recommended changes in mining geometry based on the study were incorporated in the mining system.

INTRODUCTION During a recent panel discussion on the topic of millwater antiscalants, the question was posed: "What would you like to see in the future?" Answer: 'We need an antiscalant that: can be fed without a pump (no maintenance), functions on residual basis (no fault), can be tested for colorimetrically in sub-part-per- mi 11 ion concentrations (no guessing) and will recycle back to the mill from tailings (no cost).” Impossible? Based upon today's level of technology, such a product does not exist. However, a few of the qualifications listed above are certainly food for future thought. Meanwhile, progress is being made in upgrading three essential elements in this critical area of ore processing. They are: 1. Antiscalant reagent research and development. 2. On-line monitoring programs. 3. Reagent storage and feed systems. The objective of this paper is to out- line the current direction being taken in each of these areas and to present case histories as examples of how theory has been applied in field situations to better improve operations. LABORATORY SCREENING TESTS Recent technical papers have explained the various generic chemical raw materials which are available in the marketplace. While the merits of each chemical component are open to debate, the processes used by most major reagent suppliers to evaluate products in the laboratory are fairly standard. Common techniques incorporate both static and dynamic conditions in the search for the most cost effective product. Static Test Perhaps the most common test procedure used is based upon NACE Standard Test Method 03-74, which is "a laboratory screening test to determine the ability of scale inhibitors to prevent precipitation of calcium sulfate and calcium carbonate from solution." The objective of this test is to measure the change in calcium ion concentration in a container of saturated stock solution prepared from calcium chloride and sodium carbonate which is heated in a water bath. After 12 hours at constant temperature (160°), the mother liquor is pipetted into a beaker and a titrated for gm/l of unprecipitated calcium ion. A simultaneous test is performed on stock solution with antiscalant added. The results are then charted to determine the most effective antiscalant (with respect to preventing precipitation of calcite). It should be noted that this procedure examines only the ability of a chemical additive to retain calcite in a saturated solution where thermal stress is applied. This is commonly referred to as sequestration or stabilization. It has been documented that products which act in this manner (i.e., inorganic and organic phosphates) are good scale inhibitors. However, low molecular weight anionic polymers function in a much different manner by distorting calcite crystal size, shape and charge density, thus preventing scale formation. Because of this different mode of operation, static tests may not prove conclusive where polymers and sequestrants are being compared. The simplicity of this test makes it easily adaptable for field use, although modifications are often made.

The Coal Mining Section of the National Safety Council has selected hand and finger injuries of coal miners as a major topic for safety policy analysis [Tinney, 19851. So that facts about hand and finger injuries can be used to guide the Committee's work and the work of policy-makers, we present in this paper detailed analyses of the following factors related to hand and finger injuries received by coal miners between 1975 and 1983: occupations of the injured miners; activities of the miners when injured; machines involved; objects, substances, exposures, or bodily motions that produced or inflicted the injuries; principal physical characteristics of injuries; and events directly resulting in the injuries. We analyze hand injuries for underground and surface mines separately because of the remarkably different production methods and hazards evident in these two operating environments. We do not, however, provide information about hand and finger injuries that occurred in surface operations at underground sites (such as yards, shops, or tipples), auger mining operations, culm banks, dredging operations, mill or preparation plants, offices, or laboratories. The most comprehensive information about the safety of coal mining in the United States is assembled by the Health and Safety Analysis Center (HSAC) of the Mine Safety and Health Administration of the United States Department of Labor. Mine operators in the United States report to HSAC all injuries as required under Part 50, Title 30, of the Code of Federal Regulations (mandated by Section 103 the Federal Mine Safety and Health Amendments Act of 1977, Public Law 95-164). These regulations stipulate that injuries must be reported within ten days of their occurrence on a United States government data collection form, Mine Accident, Illness and Injury Report (MSHA Form 7000-1). HSAC maintains these data primarily to produce federally-mandated reports. INTRODUCTION Coal mine entry intersections are high-risk areas for roof falls due to inherently wide roof spans, excessive stress, and variable intersection shapes resulting from breakthrough misalignments. Statistics from underground coal mines reveal that a high percentage of injuries occurs from roof and rib falls in entry intersections (Peng, 1980). The U.S. Department of the Interior, Bureau of Mines, is conducting a field research project to investigate failure modes surrounding underground coal mine entry intersections. The research objectives are to (1) develop a method to determine failure modes and stress-displacement relations around coal mine intersections and (2) develop engineering guidelines and empirical relationships for use in designing safer coal mine entry intersections. The basic approach to achieve the objectives is to instrument and monitor intersections before, during, and after intersection development in order to determine contributing parameters, such as in situ stresses, stress changes, strata movement, geology, physical properties, and mining sequence, that may influence the short- and long-term stability of the intersection and adjacent entries. This paper describes a rock mechanics instrumentation program, data analyses, and a comparison of two case studies conducted at two underground mines, designated as "A" and "B", in the Illinois Coal Basin. The instrumentation plans and data collected during development and long-term monitoring of four-way intersections and adjoining entries are presented. Data analyses of pre- and post-mining roof stress, pillar loading, strata movement, roof bolt loading, and geologic features are included. INTERSECTION FAILURE MECHANISM The region surrounding an entry intersection is characterized by different failure criteria than the region surrounding a single entry. Stresses induced during intersection development may result in a high incidence of roof and rib failures. Various numerical modeling techniques have been used to evaluate the failure modes surrounding intersections (Gercek, 1982; Chugh et al., 1975). Numerical modeling techniques include problems associated with the analysis of post-failure behavior, provision for different horizontal stresses (i.e., 01 f 021, and determination of inputs required for any non-elastic behavior. It seems likely that more sophisticated failure criteria, based on actual field data, are needed. The Bureau of Mines has conducted an extensive instrumentation program to investigate actual intersection failure mechanisms and to provide an improved understanding of stresses and deflections using beam and plate theories. Beam theory is not applicable to analyzing intersections (Wright et al., 1964); however, it can be used to explain roof deflection and failure (shear and flexure) of adjacent entries and to provide an improved understanding of stress changes and displacements as the entries, crosscuts, and intersection are developed (Hanna et al., 1985). Beam theory may be used for entries when the roof length is twice the width. When the length is less than twice the width (as in intersections), the roof must be analyzed as a three-dimensional problem, and stress and deflection calculations are based on flat plate theory (Adler and Sun, 1976). The confined-core theory (Wilson, 1972) hypothesizes that within a typical pillar, two regions exist: a confined-core region where the horizontal confining pressure is uniform and approximately equal to the overburden pressure, and a yield zone where the vertical pressure increases from nearly zero at the rib to a pressure peak at the boundary of the yield zone. The strength of coal in the yield zone ranges from nearly zero at the rib to nearly full strength at the confined core. The vertical stress in the confined core decreases from maximum at the yield zone boundary to the overburden pressure some distance into the pillar. Excavation of the adjoining entries

The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

In response to Public Law 95-87 (SMCRA), Colorado promulgated regulations governing the mining of Coal. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence. All permitted underground coal mines within Colorado have approved subsidence programs. Preliminary monitoring results indicate the subsidence mechanical predictions have been sufficiently accurate to preclude material subsidence damage. The State of Colorado has developed a practical approach to regulating subsidence, which stresses monitoring verification of predicted subsidence phenomena. However, shortcomings exist in our ability to precisely predict the secondary consequences of subsidence, including effects to structures, the hydrologic balance and the environment. Lack of accuracy in predicting these secondary consequences results in uncertainty, necessitating conservatism in permitting. To avoid increasingly stringent permit restrictions, future research should emphasize the secondary consequences of subsidence.

In 1985, participants of the multi-year Illinois Mine Subsidence Research Program conducted surveys of subsidence effects on crop production from current high-extraction mining methods, selected a site to characterize the profile, strain, fracture development in overburden materials and changes in aquifers produced by subsidence from high-extraction mining, characterized floor materia1 s in three mines, and established bibliographic reference and data base files. The Illinois State Geological Survey, University of Illinois at Urbana-Champaign, Southern Illinois University at Carbondale, Illinois Department of Mines and Minerals and Twin Cities Research Center of the U. S. Bureau of Mines are coordinating State and Federally funded research.

Analyses of jointed, cracked, and fractured rock masses are needed in a variety of applications, including estimates of reduced elastic modulus for damaged rock, estimates of permeability changes as a function of stress changes, and estimates of relaxed regions due to excavation. A numerical model of a jointed rock mass, the compliant joint model, was used to study the response of a jointed rock mass near a circular excavation. The joint constitutive model was linear elastic in shear and nonlinear elastic in the relationship between normal stress and joint closure. Initial stresses were geostatic and representative of stresses in a granitic jointed rock mass approximately 300 m deep. The joint properties were based on values that are representative of joints in granite. The results from numerical simulations were compared with analytical results for stress near a circular opening in an elastic medium having reduced Young's Moduli to simulate jointing effects on the rock mass. The differences in response between the two models resulted from the differences in the symmetry of elastic properties, the shear modulus of the continua, and the constitutive relations in the two models. For example, the non- linear anisotropic elastic continuum described by the compliant joint model resulted in vertical stress concentrations near the side of the circular opening that were 25 percent higher than the vertical stress concentrations in an isotropic linear elastic medium. The equivalent Young's Moduli in the vertical and horizontal directions of the compliant joint continuum deviated by as much as 50 percent from the values assigned to the modeled region prior to excavations. The perturbations of the elastic Young's Moduli extended to distances of two to three radii from the opening.

The Stress Control Method of mine design provides enhanced engineering control over the behavior of underground structures in comparison to conventional mine design methods. The same Method can be applied to achieve design control of surface subsidence. The basic mechanism relating undergroued deformation and surface subsidence is disclosed by mine simulations, using the REM (Rheological Element Method) computer code, whose predictions have been validated by field measurements. The key components of the underlying mechanism of surface subsidence have been shown to be the stress envelopes formed in the process of underground excavation. It has also been demonstrated that significant control of surface subsidence can be achieved by designing the geometry and timing of underground excavation to regulate the formation of stress envelopes. A field example is given in this paper to illustrate this application of the Stress Control Method.
