The California Surface Mining and Reclamation Act (SMARA) is the nation's first legislation establishing a statewide mineral resource policy governing mining activities that recognizes regional needs and retains local autonomy. The Southern California Rock Products Association supported this proposed legislation. It was through our efforts that SMARA was passed in 1975. The local planning and zoning processes, which are so critical to the mining industry, have been significantly improved with implementation of SMARA. Recognition of the importance of the mining industry is now being developed by the State Mining and Geology Board and the California Division of Mines and Geology (CDMG).

It is believed that considerable economic benefit would arise if run of mine (ROM) coal from the underground mines in the Winifrede seam could he enriched before shipment to the preparation plant by partial removal of the shale. Shale could comprise up to 50% of the ROM product. Complete mine-mouth separation is not necessary, but any process must be dry and have high Btu recovery. We have conducted a preliminary analysis of coal/shale mixtures from the Winifrede seam and we find that it is quite possible that a 50-50 ROM mixture of coal and shale could be converted to a 60-40 coal-shale mixture by inspection of individual lumps coming from the mine. The device would consist of a feeder/siever section to deliver the ROM coal > 5 cm (2 in) to an inspection station via a conveyor belt. This inspection station decides if a piece is coal or shale, and if it is shale, activates an air jet to blow shale off of the belt. We have evaluated a dielectric loss technique for the inspection device. The potential advantages of the dielectric loss method are high throughput, low capital cost, and no special handling or licenses would be required. Such a single lump inspection technique is made possible because of advances in high speed electronics and servo systems. This paper provides a summary of our analyses on the Winifrede coal sample, a description of a proposed apparatus to separate coal from shale, some of the experiments needed to demonstrate our ideas.

One of the most frequently asked quesitons is: "Where is copper (price and usage) going?" I will not attempt to forecast either the future price of copper or the future growth of the copper industry; rather I would like to discuss the current trends experienced in the smelting and refining terms and conditions for sales and/or purchases of copper concentrates. A brief review of contract language and terms, together with a review of the common jargon, I believe, would be helpful. To accomplish this review, I will first list what I consider the four basic parts or sections of a basic ore contract and then illustrate basic terms with calculations.

Arch Mineral has developed several computer programs that aid the surface mine planning function. These programs are utilized to perform long term projections for various area or semi-area stripping operations. The program generated reports include yardage, tonnage, quality and ratio information for the user-specified time periods. The projections are used to anticipate the annual budget, to compare alternative mine plans and to analyze acquisition candidates. The programs are user friendly, fast and accurate. Geological Grid File Two data files must be set-up and used in conjunction with the mine planning programs. These are a geological data file and a general input file.

Bituminous sands of the Lower Cretaceous McMurray Formation in northern Alberta constitute the ore for the surface mining operation at Syncrude Canada Ltd. These sediments represent a complex succession of fluvial, estuarine and marine depositional environments. Grade prediction is realized through a combination of geological interpretation, computer modeling, and reference to past mining experience. Accurate forecasts of feed grade permit reliable predictions of volumes for removal to meet budgeted synthetic crude oil production. This planning facilitates efficient allocation of mining equipment and resources. The feed grade to the Extraction Plant is monitored at various points along the delivery system.

During the past century, the Florida Phosphate Industry has established an enviable record of innovative technology in nearly all aspects of mining and beneficiation. A notable exception is the lack of technology to improve the present practice of storing waste clay in earthen dams. The rule which has been adopted by the Department of Natural Resources states, "Since storage of clay wastes for long periods of time interferes with expeditious reclamation and since above grade storage of clays takes otherwise useful land out of production and raises potential health and safety problems, below grade storage and rapid reclamation techniques are encouraged." The two waste products from the beneficiation plant are clay slimes (-0.1 mm in size) and sand tailings. The sand tailings do not present a problem since the tailings rapidly dewater to a dry weight of about 100 pounds/ft3 and make good land fill. By contrast, disposal of waste clay slimes is a formidable task. The basic problem is simply that the waste clay not only dewaters very slowly, but also that the ultimate solids content is very low and in most cases the volume of the clay greatly exceeds the available volume of below ground storage of the mined land.

On the job injuries to the musculoskeletal system are probably the oldest of the industrial safety problems. Long before we had pinchpoints to guard, chemical vapors to ventilate, and noise to enclose, people were getting strains, sprains, and sore backs from their work activities. In spite of the age of the problem, it remains a long way from being solved. The past ten years have seen a significant commitment by the sci¬entific community to understanding the problem. Engineers, scientists, doctors, and epidemi¬ologists have been involved, and as a result, today we have a much better understanding of the problem. The first step in understanding a problem such as this is to explore its history and epidemiology. The research done by Chaffin (1977), Snook (1970), Ayoub (1978), the ILO (1962), and others, led NIOSH to publish its Work Practices Guide for Manual Lifting in 1981. The guide was based on research carried out in general industry, but subsequent research by Stobbe (1983) and Peters (1983) has suggested that the nature of the problems producing injuries in underground mining is the same as in general industry. The problems are more intense in the mining environment.

Over a quarter of a century ago a New Zealand physicist suggested the possibility of detecting coal seam discontinuities by a seismic method carried out underground in the mine workings (Evison 1955). Twenty years ago initial experiments were performed in Germany (Krey 1963). Since then research has continued, notably in Britain and Germany, in order to provide a reliable fault and washout detection system. The National Coal Board of Great Britain has now carried out more than 250 surveys in Britain, France and Australia. The first NCB survey in the U.S., a successful application of the technique to an Ohio coal seam, will be described and the strengths and limitations of the method explained.

Jetbelt is the trade name for the air supported belt conveyor. It does not use troughing rollers. Jetbelt conveyors support the conveyor belt on a thin film of air. The belt rides in a steel trough which has small holes equally spaced along the bottom of the trough. Air comes through the holes under the belt, thereby supporting the belt. The air pressure is provided by a single centrifugal blower that creates very low pressure, between 249 Pa and747 Pa [10" and 30" water column], depending upon the tonnage being conveyed. The volume of air required ranges between .001415 m3/S and .00283 m3/S [3 and 6 CFM] per lineal foot of conveyor. Therefore, depending on tonnage being conveyed, a 304.8m[1000'] conveyor might require as little as 1.415m3/S [3000 CFM] or as much as 2.83m3/S [6000 CFM.]. (See Figure 1) Horsepower requirements can be less than troughing idler conveyors and considerably less than some other forms of bulk conveying. Savings are most significant in horizontal and down hill (regenerative) conveyor designs. Horsepower to lift material, of course, does not change.

A new agenda has risen. Born out of governments' policies and world economies, the years ahead will carry with them reduced growth. For inflation dependent and capital intensive industries, such as metals and mining, as well as most other natural resource industries, a period of long-term contraction in outmoded and costly capacity will evolve. This will be supplanted by new, lower cost capacity in some cases, but only if the total cost of production, including cash operating and debt service costs comes in at or below current market conditions. The industrial outlook can be characterized as bearish. As one major U.S. bank economist put it, mining companies planning their five-year forecast from 1984 out, should take the current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or slightly declining. As a result, capital funding will be problematic. The low cost producer, that is one with low cash costs and low principal and interest costs per unit of production, will succeed.

For many reasons it appears that deep-rooted, perennial shrubs offer potential for improved stabilization and provide maintenance-free vegetative cover to harsh sites where perennial grasses have not been successful. The very fact that a drought-adapted shrub has a massive root system that can use moisture from a greater volume of mineral waste soil materials suggests that long-range arid environment resource development may be greatly enhanced by utilization of desirable forage shrubs. An effort is underway to assemble information and plant materials of promising species from many arid regions of the world. Surprisingly, many of the better plants for arid sites are quite high in protein content, and with proper management, breeding, and selection may prove to be very desirable livestock feed. Advancements in arid-land solid waste stabilization hold favorable promise for many industries that mine and mill in arid regions for effective reclamation of disturbed areas. Particularly exciting is the possibility of establishment of high density maintenance-free vegetative cover of climax vegetation that reclaims the disturbed area back to its original land use. Because of high shrub productivity, stabilization potential, nutritional quality, and reclamation success, greater use should be made of shrubs in disturbed land reclamation associated with mining and milling operations in harsh arid environments.

The potential worldwide "market" for metallurgical bauxite is about 94 million MT. The high degree of concentration of the alumina sector, combined with the high percentage of long-term contractual relationships, results in a small spot market with an illdefined price structure. Further segmentation occurs based on bauxite quality and alumina plant design. The potential 'free" market is estimated to be about 18 million MT that represent the requirements of nonintegrated alumina producers. It, too, is covered almost entirely by multi-year supply contracts.

Because of the competitive nature of the iron ore pelletizing industry, commodities required for the production of pellets are continually being scrutinized to minimize their usage and offset rapidly escalating costs. In the Tilden pellet plant, the usage of one commodity, bentonite, has been reduced from over twenty-four pounds per long ton of pellets to as low as eight pounds per long ton. The evolution of bentonite usage from plant start-up to the present time is described.

The Roybal Raise incorporates the simplicity and low cost of a short bald-headed raise while overcoming the usual impediments to driving a high baldheaded raise. The concept provides for speedy excavation and maximizing the use of the excavated opening, using the rock for structural support. The design is simple: two baldheaded raises are driven parallel to one another, interconnected by dogholes about 8 m (25 ft) apart. In this fashion, the raise can be driven safely and efficiently to 60 m (200 ft) or more. When the raise is complete, the excavation requires no timber for support or partitioning. Rather, the rock itself supports the construction. As a test, a two-compartment Roybal Raise was attempted at the Independence mine in the Willow Creek District of Alaska. One side was driven 2 x 2 m (6 x 6 ft), intended for a manway and equipment skip. The other was driven 1.5 x 1.5 m (5 x 5 ft) for a muck compartment. Both sides were driven at a 65° angle from horizontal and 1 x 1 m (4 x 4 ft) dogholes spanned the 4.6-m (15-ft) pillar between the two compartments. After topping out at 50 m (160 ft), the raise was found to meet all expectations of efficiency, low cost, and practical simplicity. Technique Preparing the Roybal Raise for driving involves no elaborate or costly site prep except assembling materials and providing for muck removal. Normally, the raise muck falls directly onto the sill or track and is picked up either by an overshot mucker or a front-end loader. Raise mining proceeds initially by taking up both compartments simultaneously to the first doghole. It progresses by alternating one side as a clear manway for access with the other side, the active side, as a muck compartment (Fig. 1A). This stage proceeds quickly for no mucking or staging is required to cycle the first three rounds. On the fifth round, in addition to the normal raise round, rib holes are winged out toward the adjacent raise, thus starting the dogholes. Finally, as the sixth raise rounds are drilled and shot, the first doghole is also completed from both sides. The second stage commences by establishing one side as a clear manway for access while the other side, used as a muck compartment, is prepared for active mining. Figure 1B illustrates this step in the succession of raising with the active side advancing to the second doghole level. During this stage, services are maintained through the manway side and equipment is stowed in the doghole during blasting. As the active side advances, muck may be allowed to fill the bottom portion of that side since it is unnecessary to clear it for access. The next stage of raising involves cleaning out the former muck compartment and preparing it for use as a manway. At the same time, the former manway is prepared for advance and use as a muck compartment (Fig. 1C). As in the previous step, the same doghole is used for access and equipment storage. The active side advances until the second doghole is completed, at which point equipment and access are moved to the new doghole. From there, the active side is driven past the second doghole 8 m (25 ft) more to the third doghole level. Again, half of the doghole and the next raise round are mined. The fourth stage involves switch ing back the manway side for the muck side (Fig. ID). The new muck side is driven to the third doghole where equipment storage and access are reestablished. From there, the active side is advanced to the fourth doghole. In the same fashion, the raise is advanced to the top, alternating the manway side with the active side, maintaining access through the inactive manway, and storing equipment in the uppermost doghole. Paper presents project results investigating current techniques for dragline wire rope removal and the development of less hazardous means of performing the task. The cannon is the most prevalent method used in American surface mines. A cannon test program was conducted that used 40-and 50-grain primer cord to establish force produced using a 56-pound projectile. Socketlwedges were separated to establish separation force data. Two alternative removal methods, pendulum ram and portable hydraulic pusher, were developed and tested. Both provide sufficient force to effect separations under normal conditions on draglines with up to 78- cubic yard buckets.

A recent report to President Reagan from the Business-Higher Education Forum, entitled, "America's Competitive Challenge: Need for a National Response," (1) observes that in the recent past, ". . . much of that research, which is necessary for major breakthroughs and sustained productivity improvements, was redirected to short-term objectives ... At the same time, American universities, which conduct more than half of the nation's basic research, have suffered from an accumulated under-investment in facilities and equipment amounting to an estimated $1-4 billion." Also contributing to the decline in America's productivity, the report said, are "...weak technology transfers between government and industry and between universities and industry..." This report as well as other recent reports and articles have, reopened a subject which has long been debated but rarely resolved-- the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is unfortunately, too often treated as a controversial issue involving ethics and the profit motive when, in fact, the two branches of society -- industry and academia -- are necessarily part of the same system. I would like to speak to you today on the subject of university-industry interactions and to some extent discuss the role of government in such interactions. Finally, I will make some remarks as to how this subject applies to the mining industry.

Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

Trialkylphosphine sulphides, in contrast to their well known oxide analogues (1,2,3,4), have received comparatively little attention as metal extractants and previous studies have been biased toward analytical rather than commercial solvent extraction applications (5,6,7). The sulphides are soft Lewis bases and only from complexes readily with the limited number of metals in the periodic table which can be classified as soft acids (8) e.g. Ag+, Hg2+ and Pd2+. Consequently, these compounds tend to be more selective than the broad-spectrum, hard-base, phosphine oxide extractants such-as TOPO (trioctylphosphine oxide). The purpose of this paper is to describe a potential application of one phosphine sulphide, CYANEX® 471X extractant, in the selective recovery of silver from base metal sulphate solutions. CYANEX 471X is triisobutylphosphine sulphide (TIBPS).
