"Indonesia is the second largest coal exporter to Japan. Almost all the coal is produced from open cut mines. However, a great deal of coal is left in the highwalls of the mined-out pits. The use of highwall mining systems has increasingly come into play in the U.S. and Australia, when overburden depth exceeds economical recovery in an open cut mine. However, the stability of the highwalls is always a major safety concern in such mining. This paper describes the characteristics of the highwall mining system and discusses the appropriate highwall mining system for use in Indonesia.INTRODUCTIONIndonesia produces over 200 Mt of clean coal and is the second largest coal exporter to Japan, accounting for about 32 Mt of coal annually. Over 99% of the coal produced in Indonesia comes from surface mines. More open cut mines will be developed and more coal will be mined in order to fill the great demand both in Indonesia and the rest of the world.In open cut mines in Indonesia, there are many sites where mining operations have developed long highwalls that have been abandoned due to the current economics. Mining operations have been transferred to lower stripping ratio blocks of coal or overlying seams. In some cases, coal lies buried beneath spoil heaps or is covered with mud and water. It is estimated that there is a great deal of coal beneath abandoned and working highwalls. Considering these situations, it seems to be worth introducing highwall mining systems into Indonesian open cut mines.Final highwalls of open cut mines can form the starting point for other mining methods, such as highwall or underground mining. In its basic application, highwall mining is a technique utilized after an open cut portion of a reserve has been mined, sometimes prior to the introduction of underground mining (Seib, 1993). In this system, the coal seam is mined by remotely operated equipment, such as an auger machine or a modified continuous miner incorporated into a highwall mining system. The major problems with highwall mining systems are less coal recovery due to leaving coal as the pillars and the instability of openings and highwalls due to the pillar and roof failures."

Patton Mining, LLC and J.H. Fletcher Company recently collaborated and mechanized the sometimes hazardous, and always labor intensive, process of installing standing steel supports during the construction of a slope entry of a new mine. The new innovation is a beam setting machine design that can lift and maneuver heavy steel beams into place over and around the belt and vent tubing. In addition, the machine is designed with an integral double extending lifting work platform to allow workers a stable work area from which to install metal sheeting between the beams. The previous method to install the heavy steel supports and the steel sheeting included multiple workers lifting heavy loads frequently on stepladders. This paper will inform the reader of how Patton?s major goal to develop the safest, most continuous slope development process possible was achieved and the beam setting machine that evolved from the project.

The application of a horizontal inclinometer and a tiltmeter to measure tilt, curvature, and deformations of shallow footings during mine subsidence is described. The measurements were taken during mining of a longwall panel in Southern Illinois and were supplemented with precision level survey data. Monitoring was conducted under a cooperative agreement between the Institute for Geotechnology at The University of Tennessee, Knoxville, the U.S. Bureau of Mines, the National Science Foundation, the Illinois Mine Subsidence Insurance Fund, and Old Ben Coal Company. Six different footings were constructed and instrumented at two sites; one above the panel centerline, and the second inside the edge of the panel in the anticipated zone of maximum tension. A brief description of the inclinometer casing and tiltplate installation is described, and the results obtained from the two instruments on a plain concrete footing compared. Observations of footing deformations and curvatures calculated from the inclinometer and tiltmeter data are also presented, and the results compared with observed structural damage.

The U.S. Bureau of Mines and Cyprus Shoshone Coal Corp. conducted a study of deformation mechanisms around a longwall gate-road system in an underground coal mine. Of particular interest was roof deformation over the headgate entry. The strata above and below the coal seam are very weak, carbonaceous mudstones that have planes of weakness oriented along the bedding. Visual observations of previous gate roads over several years suggested that deformation was time dependent and resulted in creep along joints or crack growth. Instruments were installed at a test site to measure deformation around the entry, strew changes in the pillar, and loads transferred to support systems. Multipoint extensometers, instrumented bolts, instrumented trusses, biaxial stressmeters, borehole pressure cells, and single-point extensometers were installed. Monitoring continued until the longwall face passed the test site by 38.7 m (127 ft). Results show that fracture zones arched over the entry from both ribs, most bolts and trusses were loaded past their yield point, and the largest change in secondary principal stress was almost horizontal in the pillar. Displacement measurements in the roof showed classic primary creep.

The world?s ever-expanding demand for energy and coking coals has resulted in the underground mining industry looking at taking on increasingly marginal and geotechnically challenging deposits. The drivers for this change include a reduced availability of open cut reserves and a lack of remaining ?good coal leases?. The lack of plum deposits is forcing some companies wanting to enter the coal supply market to purchase and operate in higher risk, lower margin areas. As geotechnical professionals, we are expected to develop strategies to facilitate safe and productive mining in ground that once would have been avoided. To be successful in these reserves, we are required to use every tool available, from exploration data to longwall automation, and invent or reinvent some new tools along the way. This paper presents geotechnical case studies of challenges in longwall mining and some of the methods developed and used to allow longwall mining to succeed where others said we would fail.

Underground coal mines often experience ground control problems related to weak floor. Developing a methodology for rating floor quality can aid in understanding and delineating ground hazards. U.S. Bureau of Mines researchers are currently exploring methods for generating ground control hazard potential maps. One component of hazard potential in floor-heave-prone mines is delineating floor quality and its correlation with failure. Although field exposures are limited, significant information on the roof and floor quality can be gained through analysis of existing drill core data. Drill core data and roof and floor exposures were analyzed for quality. Laboratory tests were run on 50 core samples to evaluate, compressive and tensile strengths of various roof and floor lithologies. Extensive geologic and lithologic examinations of the cores and samples were also completed. Results of this work involve the formation of a preliminary quality rating for coal mine floor using a modified Coal Mime Roof Rating (CMRR).

The use of resin-grouted rock anchors continues to gain popularity in underground wall mines in the United States. It is estimated that during 1985, more than 30% and as many as 35% of all roof bolts used employed sane from of resin anchor. The so-called 'combination' bolting systems, which generally utilize a resin pint-anchor, have also found increased application. This increased application is particularly true in poor ground, where more 'traditional' support measures have performed poorly. Virtually all resin bolts in use today in U.S. mines employ cartridge-type delivery systems, which in general, have produced good results under a variety of conditions. However, a host of inconsistent and sometimes uncontrollable variables may significantly alter the optimum bolt performance. These variables have been identified and are well documented in the literature (Snyder, et al., 1979; Kwitoweki and Wade, 1980; Serbcusek and Signer, 1985). The beau of Mines, Denver Research Center (DRC) conducted a major research project aimed at investigating the effects of selected aspects of installation procedures on resin-bolt performance. One objective of the project was to establish anchorage criteria for full column resin bolts installed in actual mining conditions. This piper describes the results of a particular study which focused on quantifying, through field tests, possible reductions in bolt anchorage due to installation of less-than optimum resin columns. These columns might result from losses of resin to surrounding strata, or non-compliance with recommended installation procedures. Over 1000 resin bolts having grout columns ranging from 12 inches up to 48 inches (full column) were installed and pull-tested at 13 underground test sites located in a total of 11 mines (Fig. 1). Four basic roof-rock types were included: shale, top coal, sandstone, and limestone. The majority of the bolts employed 3/4-in-diameter, 48-in-long, type 40 rebar having a minimum '~ated' yield point of 17,600 lb (8.8 tons). Actual yield strength may vary by manufacturer.

In mid-1979, J&L Steel Corporation experienced rapid failure of pillars after only two weeks' operation with a combination of full retreat and partial mining in the 154 Road Section of its Nemacolin Mine, Greene County. The rate of advance of the "squeeze line" was very rapid for the first 500 feet, but it slowed down considerably as it approached some large coal blocks and gas well barrier pillars. After moving all section equipment out tc a safe distance, all accessible headings and crosscuts were filled with cribs and tri-set posts to prevent further spread of the squeeze. At one time, there was great apprehension by mine management that without implementation of some immediate corrective measures the safety of #3 airshaft and the only haulage and access road to the 8 Road mining area would be in jeopardy. In September, 1979, the U.S. Bureau of Mines established convergence monitoring stations outby the squeeze area. Readings were taken at weekly intervals until January, 1980, and monthly thereafter. Mathematical calculations, plot- ting of contour maps, and graphing of total convergence at different stations were used to follow and analyze the progress of the squeeze and provide guidelines for mining plans in the adjoining areas.

The U.S. Bureau of Mines, in cooperation with a central Utah coal .mine operator, began a study in July 1988 into longwall gateroad designs applicable to deep, bump- prone mine conditions. Prior to the study, four adjacent longwall panels, incorporating a variety of panel entry configurations using "yielding' chain pi liars, experienced severe bumps and coal outbursts at the face and in the tailgate pillars during panel extraction, resulting in several lost-time accidents and a fatality. To quantify those factors primari1y responsible for bump occurrences during panel retreat, a field investigation was initiated to confirm the anticipated performance of a two-entry gateroad system employing a large, nonyielding chain pillar design. Hydraulic borehole pressure cells and roof-to-floor closure [convergence) measurement stations were installed to monitor gateroad abutment loading and entry closure during panel extraction. Study results indicate that very high confinement of the coal seam by strong roof and floor members existing across the entire property, in conjunction with overburden depths in excess of 1.600 feet, provides for bump-scale energy storage in not only gate pillars, but along the entire periphery of the active mining area. Insufficient gate pillar designs were also identified as possibly enhancing the occurrence of bumps in the tailgate and adjacent face areas.

A joint research program was designed and conducted at Lodestar Energy?s Baker Mine to investigate the performance of a high-capacity tensioned cable supported gateroad. The secondary system consisted of a 4.5 m (14.5 ft) 7 strand cables that were 23 mm (.9 in) and 18 mm (.? in) in diameter with a designed capacity of 515 kN (58 tons) and 355 kN (40 tons), respectively. The cables ware installed with an effective resin column length of 1.25 m (4 ft) and then pre-tensioned using a hydraulic jacking system. Roof separations, caving characteristics, and support performance was monitored and evaluated during the critical extraction of the adjacent panel, complex geological conditions of the west Kentucky No. 13 seam were mapped and the support performance recorded. This paper will describe the theory of tensioned cable systems and present an assessment of the support performance during the longwall retreat mining process.

Cable supports offer several advantages over traditional secondary support methods. Cable supports enhance stress redistribution to pillars and gob areas, minimize or eliminate timbers and cribs which reduce ventilation capabilities, eradicate material handling injuries related to the placement of crib supports, and provide a cost-effective alternative to secondary support. The U.S. Bureau of Mines has designed and installed cable supports to improve the stability of tailgate entries in an underground western coal mine. Two entries closest to the Iongwall panel were solely supported with high-strength cables installed with cement grout. Basically, with modifications in the intersections, 360 ft of roadway nearest the longwall panel was supported with two rows of 22-ft-long cables installed on a 7-ft spacing. Approximately 250 ft of a second bleeder entry was supported with two rows of 16-ft¬long cables installed on a 7-ft spacing. Individual cable loads were monitored with hydraulic U-cells and pressure pads. The roof behavior was simultaneously monitored with differential magnetic sag stations and closure meters on 25-ft spacing during longwall panel retreat to evaluate the response of the immediate and main roofs. Cable supported gateroads appear to be a viable alternative in secondary support when compared to wood timbers and cribs. This paper describes the theory, application, and advantages of cable supports and presents the results of the mine measurements made to assess the cable performance during the retreat process of longwall mining.

In order to reduce the number of longwall face moves and to increase the rate of gateroad construction, super longwall panels, 1000 feet wide and 12000 to 14000 feet long, are planned for Wolf Creek Collieries No. 4 mine. The development of the longwall panels at the mine has evolved from 5-entry, to 4-entry, to 3-entry systems. A three-entry system including pillar size and entry supporting method for the super longwall panels was designed for long-term stability. The design procedures included field observation and studies, laboratory properties tests, in-situ stress measurement, and computer analysis. Three pillar design methods consisting of PILLAR, ALPS, and the Wilson Method, and one entry supporting method, ROOFBOLT, were adopted in this study. The procedures, methods, and results are discussed in detail.

Statistical analysis of multi-seam mining case studies demonstrated that geologic structure and lithological type and sequencing were predominant factors in entry failures. Finite element analysis was used to evaluate the effects of stress field changes on entry instability under differing geologic conditions. Analysis showed the roof to be particularly vulnerable to shear with the location of the failure site changing to meet loading and geologic conditions. Effects of external support on roof stability were examined. Results were correlated with field data to determine stress levels at which failure could be expected to occur. Based on this research design, criteria were developed for roof stability evaluation under specified interactive loading conditions.

The successful application of the science of rock mechanics to the practical problems of coal mine design requires the acquisition and reduction to useable form of large amounts of field and laboratory data, and the construction and analyses of numerous geostructural models containing a wide variety of geometric and physical strength variables. Typically, the rime constraints placed on a new mine design project coupled with the inherent complexities of a good rock mechanics study combine to limit the applications of rock mechanics to the most rudimentary level. To facilitate a better application of rock mechanics to mine design problems, an interactive software package has been developed for use on a graphic mini-computer system that serves to aid the engineer in the timely and efficient analyses of rock mechanics data and geostructural models. The first phase of the rock mechanics package solicits the input of the raw geologic and rock strength data, analyzes and arranges this data in a logical manner, produces complete listings and statisitical summaries of the various rock properties, and stores the data on magnetic tapes and disks to serve as a future Rock Mechanics Data Base. The second phase of the software package provides for the analyses of a variety of geostructural models using a wide variety of geometric variables coupled with the rock strength data stored in the Rock Mechanics Data Base. This software package allows for the evaluation of numerous geostructural mine models for the design and selection of mine roof support and pillar systems (see Table l).

The results of five years of geotechnical investigations are presented to develop productive and stable longwall layouts for the Foidel Creek Mine. The program was initiated during the pre-mining stage, and has continuously provided the data required for mine design. From several stress determinations at the mine, the relationship between geologic structure and the stress field/depth was established. The results were used for orienting the entries for improved stability. Cave conditions and load transfer to panel boundaries were evaluated from closely monitored full extraction mining and computer analysis. Back-analyses of ground movements, as compared with the actual measurements, indicated that cave conditions were favorable in spite of the presence of competent, thick-bedded sandstones in the mine roof. Gate pillar design using a yield-rigid concept was developed through computer analyses and underground instrumentation, resulting in 35 and 75 ft wide pillars. The influence of a slickensided bedding plane at the roof contact on pillar yield zones, core confinement, and pillar behavior was evaluated.

This report describes the development of an equation for predicting the crushing strength of 2-inch (5.08-cm) cubes of coal from point load tests made on irregular lumps. The equation was developed from point load and cube crushing strength tests performed on coal samples from six Western U.S. coal seams. For the six coals tested, the means of the point loads [(P)] in kg at failure were approximately proportional to the deans it the distances [(V)], in cm between the platen points for lumps in the 2 to 10-cm size ramie. This finding is at variance with results of tests on other rock types reported in the literature, which tend to show that P is proportional to D2 , as is normally assumed (in theoretical grounds. [The average crushing strength of a 2-inch (5.08 cu) cane for each type of coal was plotted against the log 10 of the slope of the P vs D plots, AP/AID . A straight line was fitted to these plots. The equation of the fitted line is cr = 1.72 x 10 4 10gK -2.10 x 10 4, where Cr is re estimated 2-inch (5. 08-cu,) cube crushing strength of the coal in psi and K is the scope of the straight line fitted to a plat of P v D for the same coal.]

The success of cable bolts for mine ground control have been well documented in papers presented at this conference too numerous to reference. Cable bolts have proven effective over the years mainly utilized in the form of supplemental support. Some limited work has been conducted on the use of cable bolts as primary support This work has been mainly confined to the West and the bolts utilized were of a non- tensioned type MSHA requirements for primary support have been that the bolt system he tensioned or if non-tensioned, then fully encapsulated with resin. Many operators are now interested in using cable bolts as primary support Further, despite the enormous success of cable bolts, there have been questions raised about the longevity and corrosion characteristics of the cable itself particularly for long tern applications. To improve the corrosion characteristics of cable bolts, galvanized cable has been used for some applications However. although improving the corrosion resistance of cable, galvanized cable for mine ground control does not provide complete protection under certain types of situations and mine environments. Realizing a need for a cable bolt that can be used for primary support and provides consistent installed tension, complete corrosion protection, and a fast installation, Keystone Mining Services. LLC (KMS), an affiliate of Jennmar Corporation, has developed the INSTáL CableOx system. This paper will detail the development and specifics of this system including two underground case studies

After 34km of roof bolted drivage the first fall of ground occurred at the Phalen Colliery in the maingate of the 8th East longwall panel. The fall occurred over the stage loader as the wall approached an area of poor roof geology. This area had developed a severe cutter since initial drivage and the longwall had yet to mine through 500m of even worse conditions. This paper describes the cause of the poor roof conditions, the use of polyurethane resin injection and cable bolting to re-stabilize the roof outby the fall, and the measurement of roof movement and performance subsequent to the continuation of mining under the rehabilitated roof.
