The future exploitation of crust deposits will require a dependable characterization system. The U.S. Department of the Interior, Bureau of Mines (Bureau) initiated research to develop a new sampling dredge by conducting a series of cutting and physical property tests on previously collected cobalt-rich manganese crust and substrate samples. Using the engineering parameters derived from these tests, a large, heavy dredge was designed and tested. This heavy dredge was capable of fragmenting and collecting in situ crust, but it created handling problems for the research vessel, thus an aggressive cutting, light-weight dredge was conceived and fabricated. The light-weight dredge is capable of fragmenting and collecting crust and some talus. This dredge can be used on flat or rough seabed terrains. It can be easily retrieved from hang ups and reset to sample again.

The optimisation of a metallurgical plant requires two kinds of sampling systems. The first provides samples to follow process changes, so in due time actions to maintain key parameters within pre-established specifications can be applied. The second provides composite samples at the end of a working shift to demonstrate that valuable constituents sent to the plant went to either a final concentrate or to the tailings in a logical, expected proportion. Contrary to what many experts may claim, these two kinds of sampling requirements are incompatible and cannot be fulfilled using the same sampling systems; this is because the required samples have completely different objectives. A process control sample is an instantaneous sample with increments taken at short intervals, and the objective is to know where the process is at any given time. Excellent accuracy is not a must, however good precision is recommended since a possible process correction may need to be made. Online analysers fed with in-stream stationary cutters or other kinds of in-stream or by-stream probes can do well for such a mission. A composite sample for metallurgical accounting with increments collected over a long period of time, for which excellent accuracy and good precision are both required, must be generated by sophisticated and extremely well-maintained cross-stream sampling stations. The use of process control sampling systems to achieve good metallurgical accounting has been promoted by several manufacturers of sampling equipment around the world; it is a grave mistake that is misleading top management and a practice that should be scrutinised and preferably eliminated. Furthermore, bias tests used to prove otherwise are often based on insufficient data to draw valid conclusions; a guideline is provided.CITATION:Pitard, F F, 2014. Despite flash smelting's widespread use little is known about the actual processes taking place in flash furnace shafts and comparatively few reports of sampling campaigns have appeared in the published literature. his paper reviews the previous reports of the use of horizontal trough samplers and analyses their expected collection efficiency. In the light of the deficiencies revealed by this analysis an isokinetic sampler was produced and a vertical sampling technique was also developed to obtain samples from directly below the burners in the shaft of the flash furnace at the Kalgoorlie nickel smelter. Comparison of the sizing of the samples obtained with the horizontal trough and isokinetic samplers confirmed the theoretical analyses and showed that the trough samplers were not collecting the fine particles. Besides providing data to validate mathematical models of the burners and shaft, chemical analyses of the shaft samples showed that the coal in the charge was reacting preferentially and that the plume of at least one of the burners was being deflected from its axial position. In the region directly below the burner there was evidence that the disperser on the burner was imparting more momentum to the coarser particles and that these were concentrating in the outer regions of the particle plumes issuing from the burners.

The errors resulting from field sampling, sample preparation and analysis are investigated for drainage sediments derived from homogeneous sandstone, shale, limestone, basic igneous and granite lithologies as a background to a primary reconnaissance survey of England and Wales. Emission spectrographic analyses of approximately 350 samples for Al, Ca, Fe, K, Si, Ba, Co, Cr, Cu, Ga, Li, Mn, Ni, Pb, Sc, Sn, Sr and V and atomic absorption analyses for Cu, Ni, Mn, Co, Zn and Pb have been treated statistically. For routine broad-scale surveys analysis of the unground -80-mesh sediment fraction proves satisfactory. Sampling error between localities in a stream is shown to be less than spectrographic analytical error for many of the elements considered here, except where mineralisation (contamination) occurs, but exceeds the atomic absorption analytical errors in most cases. Unless it it critical to reduce the amount of between-site variability (having regard to analytical errors) in the regional survey, there appears to be no advantage in the use of a more sophisticated sampling technique. The utility of moving-average maps in reducing the width of the confidence belt around the regional 'geochemical surface', and thus compensating to some extent for the sampling errors, is also demonstrated.

There are many different challenges when sampling mineral commodities. Sampling is part of many decision-making processes, from control of the number of drops of a reagent to all aspects involved in determining how much to pay for a mineral consignment. However, if all decisions must be supported by correct assumptions, or at least agreed terms, how can this be guaranteed? The main approach is to emphasise the importance of continuous surveying of sampling practices. If they are based on non-recommended protocols, this raises concerns. In addition, safety failures and lack of appropriate behaviour from the technical perspective can lead to disasters, both from the human and business perspectives. Impacts on safety and health are clearly unacceptable. It should be noted that imperfect safety and health practices in sampling operations have a strange correlation with incorrect sampling techniques. The commercial interface can also be affected. Companies have studied extensively the various aspects of measuring quality parameters for mineral commodities to understand the risks for investors and owners, and they take decisions that fundamentally respect the interests of parties in contracts and not result in losses. Every result should be obtained in defensible ways, and neither losses nor profits taken in indefensible ways. Most of such situations are related to bias; a significant systematic difference between a measured value and a reference value for a contractual quality parameter. Bias is always undesirable, because it always implies an incorrect advantage for one party and without doubt an undesired disadvantage for the other party. These situations are solved financially through a third-party arbitrator becoming involved in delicate situations, such as a commercial claim, but the outcome is always tangibly or intangibly bad for one of the parties. Another possibility is a permanent or temporary loss of precision. Poor precision, due its nature, generates reasonably balanced losses and profits, but it may hide out-of-control situations, generate instability and induce financial losses due to actions taken towards clearing commercial disputes involving interlaboratory programs, sample exchanges and duplicated sampling and sample preparation procedures, in the end wasting time and resources and creating a permanent source of commercial tension. While bias situations demand immediate adjustments for correctness, poor precision has to be understood as something that cannot be just calibrated out and is a situation that demands investment of time and effort. Precision optimisation has to take into account best practice for obtaining the required precision as well as cost/benefit analysis studies. Purchasers, engineers, salesmen and all personnel need to recognise that sampling is a major area to understand when taking decisions. The aim is to spread concepts that can really help, such as simple in-house actions to improve productivity and completion of surveys on commercial sampling operations, in order to ensure correct results are obtained and assertively take corrective actions, thereby establishing a healthy relationship with investors, suppliers and purchasers and in the process optimising the business.

"SAMPLING: THE IMPACT ON COSTS AND DECISION MAKING1. INTRODUCTIONFor years those in the minerals industry have been taking samples to assist them in making decisions; whether they be about investing billions of rand in a new mining operation, or simply whether a truck load of mineralised material should go to the mill or the waste dump, - we need a sample to help us make our decisions. This paper emphasises the importance and significance of sampling as a process, some of the associated technical problems and some of the advantages, especially in the light of traditional approaches that has usually left mine sampling to the least educated and lowest paid individuals on the mine. Perhaps the most important aspect that requires attention is the variability, usually measured in terms of precision, that tends to infect the sampling procedures. Francis Pitard 12 has stated: ""There is no such thing as reliable feasibility studies, unbiased ore grade control, accurate environmental assessments or effective process control, if you cannot identify and minimize the seven (ten) major sources of sampling variability. "" It is these ten sources of sampling variability and the way they arise that are briefly investigated. Variability is measured in terms of variances and rather than being self-compensating, there is good evidence to indicate that they are in fact additive at every step in the sampling and analytical process."

NO. 3 winze, the sixth shaft to be sunk on the San Antonio property, is practically a duplicate of No. 3 shaft, which was the main shaft prior to the installation of the larger hoisting equipment in 1939. It is collared on the tenth, or 1,500-ft., level, and goes down vertically to the sixteenth, or 2,500-ft., level, with a loading pocket, spill pocket, and sump below this. It is 1,000 feet east of No. 3 shaft. All ore, men, and materials are handled through the latter. The winze location with reference to the rock formation is shown in Figure 1. (In plan, this section strikes N.30°E. and cuts most of the main orebodies of the mine normal to their strike.) It is collared eighty feet inside the footwall contact of the basalt and cuts through it before reaching the eleventh level. In this location there will be no ore tied up in shaft pillars, as the closest ore to the shaft is on the tenth level, and here it is eighty feet northeast of the collar. The winze headframe and hoist-room straddle the main haulage to the No. 3 shaft, on the tenth level (see Figure 2). At no time during the excavation for the headframe and hoist-room was the general routine work of this haulage held up.

ATER the preliminary registration at which approximately 380 members and guests were registered, the 138th meeting of the Institute was opened in the Concert Room of the Palace Hotel. E. A. Hersam, chairman of the San Francisco Section, voiced a brief welcome and introduced F. W. Bradley, president of the Institute, who presided over the remainder of the morning session. After expressing the welcome of the Institute to the members and guests, he read a telegram from Secretary H. Foster Bain, extending the best wishes of the eastern staff and members for a successful meeting. He next introduced Theodore J. Hoover, dean of the School of Engineering, Stanford University, who read an address by the Secretary of the Interior, Ray Lyman Wilbur, briefly outlining California's part in the mining industry and giving the welcome of California to this meeting of the Institute.

Believing that the results accomplished in the mill of the Churchill Milling Co., Wonder, Nev., during the fiscal year ended Sept. 30, 1914, will be of interest, I am presenting the more prominent facts and figures showing the progress made in treating this ore with especial reference to tonnage, supplies, costs, and extractions. The mill is situated at Wonder, Nev., in the Wonder mining district, 55 miles east from Fallon, Nev., the nearest railroad point. All supplies are hauled this distance by freight teams, this method of transportation having been found more reliable for continuous service than truclis, the price paid for hauling being slightly under one cent per pound. In this mill are treated the ores of the Nevada Wonder Mining Co. Ore is Unusually Hard The company which tested this ore before the mill was built reported "This ore is an unusually hard, tough, oxidized quartz, carrying a small percentage of high-grade sulphides, containing good values in both gold and silver. None of the rebellious silver minerals appear to occur in appreciable quantities." ... "In regard to the mill tonnage this ore is unusually hard and tough, and a high stamp duty cannot be expected. Using a 20-mesh screen and 1,050-lb. stamps, our best work was three tons per stamp per 24 hours." It is very probable that the ore delivered to the testing plant was harder than the regular mill run has proved to be. However, at present the mine is developed to a depth of 1,000 ft., and still shows hard ore in places at this depth in about the same proportion as on the upper levels from which the test ore came; during this year's work, ore was treated from nearly all levels. Together with this hard ore in the mill feed a considerable proportion appears to be broken down and tending to crumble, thus making an ideal mixture for stamp milling. A small proportion of talc is also noticeable, which sometimes increases in amount to the point where it is very troublesome in the thickeners.

McLaUghlin, San Francisco, Ca1.—It seems to me that Mr. Snelling's work, if it is what it appears to be, is one of the most important contributions to petroleum technology that has been brought out in the last 25 years. If his end products are what they seem to be, he has made. a discovery, which, in my judgment, will revolutionize the petroleum industry. As to industrially carrying out these processes I do not think there is the slightest difficulty, for I have had some work recently where crude oils were handled successfully at a temperature of 750" F, and pressure of 750 lb. per square inch. William A. WillIams, San francisco, Ca1.—What metal did you use, Mr. McLaughlin? A. C. McLauGHILIN.—Ordinaly seamless tubing, extra strong. William A. Williams.—Tests were made in Dr. Rittman's experimental plant at Pittsburgh, upon samples of residuum furnished by Mr. Bell, the residuum being the remainder of the crude oil after the lighter fractions had been removed. After the material had been run through Dr. Bittman's plant, yields of from 43 to 58 per cent. of material, boiling under 150" C. were obtained. The distillate had a peculiar odor, due to the presence of benzene, toluene, and other unsaturated hydrocarbons. W. N. Best, New York, N. Y.—What is the difference between the Rittman and the Snelling process or system? William A. Williams.—he fundamental difference is that reactions take place under relatively higher temperatures and pressures and with none of the oil present in its original or liquid state, while the reactions secured by Mr. Snelling and other investigators have been from the liquids in the presence of some vapors. Under such conditions as Mr. Snelling operates, the temperatures and pressures used are limited and the flexibility in the control of these variables is extremely limited when compared with the Rittman process.

The problem of mine pumping is so much affected by local conditions, and those conditions are so liable to changes during the life of a mine, that the best system to use is difficult to determine. The experience of the writer has been that, in general, for copper mines, electric pumping is most satisfactory unless the quantity of water to be pumped is great or the mine does not use electric power for any other purpose. As a rule, however, figuring on the cost of necessary power plant, the total cost of installation is greater with electric pumps than steam pumps. As the water is liable to be gritty, outside-packed plunger pumps are to be recommended, and if the water is not acid, or only slightly so, chilled cast-iron plungers pay for their extra cost very quickly in diminished cost of packing. With chilled plungers it is possible to use metallic packing instead of soft packing, if the water is not too gritty or the lift too high. In vertical pumps this packing is satisfactory for lifts up to 400 ft., in the experience of the writer, and may be found satisfactory for higher lifts. For water slightly acid, cement-lined pump bodies have given good satisfaction. For acid water, both plungers and puhp bodies should be made of acid-resisting bronze. For high lifts, especially with gritty water, a satisfactory pump valve is difficult to find. To reduce the unbalanced pressure on the valve at time of opening it is advisable to have narrow seats; this, however, brings high pressures on the seats when the valve is closed. On large valves for lifts of 600 to 1,000 ft. we have used leather, hard rubber, vulcanized fiber, and soft brass; for clear water the latter has given best satisfaction. The difficulties due to grit make it advisable to have large sumps where water can settle, and if possible, to have two of them so that they can be cleaned alternately. At the mines of the Old Dominion Copper Mining & Smelting Co., Globe, it was found that a small air ejector discharging into a mine car provides a very convenient way to clean mud and sand from a sump.

Crude oil attracted attention because of its excellence as a fuel for openhearth furnaoes; for making crucible steel and brass; for melting copper, lead, tin, zinc, nickel, silver, malleable iron, gray iron; and for the production of steam in all sizes and types of boilers. For heating furnaces, mold-drying ovens, core ovens, ore roasters, calciners, hotair furnaces, sand drying, asphalt road work, etc., its superiority over other fuels is due to the fact that the heat is at all times under perfect control, so that a constant temperature may be attained and maintained at the will of the operator. This mcans a maximum amount and uniform quality of work. Crude oil is of two kinds, paraffine base and asphaltum base, and varies from 11 to 46 gravity BaumB. The light-gravity oil does not require heating before use; but oil of less than 20 gravity Baumé should be heated to just below its vaporizing point, in order to reduce its viscosity and to obtain the highest efficiency of combustion. Heavy California oil vaporizes at 230". F., Mexican crude oil at from 175" to 210" F., and Beaumont, Texas, oil at 142" F. Fuel oil vaporizes at 130" F. Scientific Installation Essential The burning of oil is an art based on science, and the "rule of thumb" should never be employed, especially in heating heavy crude oil. Thermometers should be used on both suction and supply pipes so that the fireman or smith will at all times know the temperature of the fuel. The indicators on such thermometers should be large enough to be readily seen by the operator, night or day. It is necessary to have an unvarying pressure of steam or air through the burner, to atomize the fuel. Also, the air used to support combustion should be delivered through a nozzle under the burner at a constant pressure. The oil pressure must not fluctuate; under no eircumstances should it vary more than 1 1b. The utilization of rotary kilns, of the well-known cement type, for the preparation of iron ores for the blast furnace, has become of considerable economic importance within the past 10 years in certain localities, notably those where the native ores are lean. Such kilns may be used simply for the agglomeration of ores too fine to be charged into the blast furnace (i.e., ores whose, loss in the dust catchers is excessive, and whose fineness is detrimental to the working of the furnace), or for the desulphurization of lump and fine ores the sulphur content of which does not exceed 6 or 7 per cent. The desulphurizing action can be combined with that of agglomeration provided the kiln is sufficiently large. Other processes have been developed for the same purpose, but while I am not able to draw a comparison between them by reason of lack of sufficient data, it is safe to say that the kiln, if properly dimensioned for the character of ore to be treated, will compare favorably in its results, both as to economy and quality of product, with any other process. It is not, however, as well adapted for the treatment of flue dust as is a sintering operation, on account of the large percentage of fine coke contained therein. Any combustible entering the kiln at its feed end renders the process very much more expensive and unsatisfactory on account of the difficulty of controlling the temperature, also because of the rapidity with which long "rings" form, due to the increased heat at the cooler end of the kiln. The greatest value of the kiln at present is in the treatment of pyrites cinder; that is, the residue from pyrites ore after the extraction of the greater part of the sulphur. This cinder, while high in iron content, has too much sulphur remaining in it to be allowed to form a large part of the blast-furnace burden, without further treatment. It will range in metallic iron from 42 per cent., representing a very low-grade cinder from a domestic pyrites, to 64 per cent. of the residue from the best Spanish ore, and the corresponding silica content will vary from the maximum of about 25 per cent. to 11/2 per cent. The residual sulphur depends largely on the type of burner used in the original desulphurization. In general, the leanest original ores retain the greatest amounts of sulphur. In modern practice the percentage of sulphur in the cinder is rarely as great as six, and seldom lower than one and one-half. Average analyses for iron, silica, and sulphur of the cinders that have come under my personal observation are as follows:

' In recent years the metallurgical field of the copper industry has expanded greatly, the copper ores have become lean add diverse in charactcr, and we are obliged to treat such ores on a very large scale. On the commercial side, the operating and consulting staffs of the great mining companies have been enlarged and organized, and no great capital expenditure is decided upon until it has been investigated and recommended by a highly organized force of specialists as a committee. I believe that in the scientific field and in the most valuable proceedings of our -various societies the old idea of one-man point of view and one-man treatment of principle and detail together has been splendidly developed and should continue, but for the advancement of our art we should deliberately discuss subjects among ourselves in order to do away with the idiosyncrasies of the individual and to gain a composite view reprcscnting the best thoughts of many men. In the development of new ideas leading to the introduction of new methods, the societies could enlarge their present great field of usefulness if such discussion be had, and in my opinion further great good could be done if a number of men of different qualifications and experience would join in preparing a joint book, each dealing with his particular problem, but consulting the other men. In this way individualism would be preserved and various processes would be described, and if properly reviewed the paper would be palpably capable of analysis, and the student would have at his command the associated efforts of a group of qualified engineers. I have neither the time nor the qualifications to make an investigation and study in detail of hydro-metallurgical processes, but for some years I have foreseen the development of such processes, and I have a deep interest in the subject and have given some of its phases careful consideration from a long-distance viewpoint. I have assisted in directing many experiments and in reviewing the merits of many processes, and am glad to make some introductory remarks with the understanding that other gentlemen present will freely and candidly enter into the discussion and help to fill out the few bare bones that I can uncover.

Flotation of ores is a practical utilization of the energy that resides in the surfaces of solids and liquids. The best known manifestation of this energy is called surface tension; an equally important, though less apparent, phenomenon is adsorption. This paper reviews some of the recent investigations of these phenomena, and gives the results of certain experiments performed by the authors. Surface tension is a manifestation of energy having its seat at the bounding surface between the adjacent phases of a multiphase system. Thus, at the interface between a liquid and a gas, or between two immiscible liquids, or between a solid and a gas or a liquid, there are forces capable of doing work, their magnitude depending on the nature of the adjacent phases and the extent of the bounding area. These surface forces are inappreciable when the ratio of surface to volume of the adjacent phases is small, but they become powerful when this ratio becomes large, as it does when one of the phases is highly dispersed. Froth flotation, which consists in buoying solids heavier than water to the surface of water by means of gas bubbles, utilizes the force of surface tension to attach the solid particles to the gas bubbles and again to maintain the floating mass of bubbles as a more or less persistent froth at the surface of a pulp for a sufficiently long time to allow its removal. It follows from the second law of thermodynamics that the potential energy of a system in equilibrium is a minimum. Therefore a multiphase system, tending toward equilibrium, will arrange itself in such a way that the total energy of the interfaces will be the least possible. This end can be accomplished in two ways: by a change in shape that will reduce the interfacial area; by a change in the nature of the surface layer in
