In 1910 the United States Bureau of Mines was created. It was the outgrowth of a social problem stemming from the fact that 25,000 men were killed in coal mining accidents for the period 1900-1910. Something had to be done and congress responded to the people's demands by creation of this new regulatory agency. At that time mine operators felt the new agency was too strict but nonetheless new rules were developed and enforced and results were obtained by the industry which reduced fatal accidents to less than 250 per year by 1970.*Social reaction by the general public brought about legislation which created the Federal Coal Mine Health and Safety Act of 1969 This legislation was a direct reaction to the Farmington Disaster. Operators and miners alike said "we cannot operate under this law. It is too strict, requirements are unrealistic, production will suffer, .there will not be any improvement in health and safety, etc." Consider the facts: 1. Health and safety have improved. The 1972 frequency and severity rate was the best ever for the bituminous coal mining industry, Figure 1. 2 .Production per manshift has dropped in underground coal mines. For example, in West Virginia from near 16 tons/m.s. in 1967 to nearly 11 tons/m.s. in 1971-72. However, not all of this loss can be attributable to the Act, but certainly some is. (2) The betterment of the safety of coal mining was a prime motivation behind the coal law and from that standpoint the law has been partially successful, but the loss in productivity has been a real burden to the mine operator. Everyone should recognize that the law says little in regard to production--it only relates to health and safety. Production is management's responsibility.

Such scavenger features can be applied to zinc rougher circuits for all Doe Run mills to maximize Cu recovery during Cu special runs when the zinc rougher becomes a copper rougher scavenger.

Because of increased pressure from Federal & State Regulatory Agencies, most acid flows will require some sort of treatment prior to being discharged to receiving streams. In many industries, the volumes of liquors are large and their acid content varied. Pressure to minimize costs of waste treatment equipment and land usage makes development of a treatment process incorporating these desires mandatory. "Standard" methods of acid neutralization with lime have been known for years, however, the volume and characteristics of the resultant precipitated solids can create a disposal problem. Also, when standard lime treatment is used, the settling characteristic of the precipitated solids is normally slow. In some instances, the necessity of added dissolved solids removal, (such as iron, needing aeration) add to the problem of concentrating neutralized solids. In a paper published in the September 1970 issue of "Coal Age," *the results of extensive test work by personnel of the Homer Research Laboratories of Bethlehem Steel Corporation, Bethlehem Pa., were reported. This paper dealt specifically with development of a flow sheet to treat acid mine drainage (hereafter referred to as AMD) from coal mine operations. Measurement while drilling (MWD) is a subsurface exploration technique associated with real-time and continuous monitoring and recording of drilling data during the drilling process. This technique can be used for underground investigations to differentiate ground strata, detect the presence of fractures and voids, and evaluate geological features and mechanical properties of geomaterial. When MWD is used for geotechnical investigations, it can improve site characterization, identify variable conditions, improve design and construction, lead to shorter project delivery times, reduce the cost and risks associated with limited subsurface data and geotechnical uncertainties, and maximum return-on-investment. Given these benefits, MWD is gaining attention among transportation agencies and the geotechnical industry. Federal Highway Administration’s (FHWA’s) innovation deployment program “Every Day Counts (EDC-5)” includes the implementation of Advanced Geotechnical Methods in Exploration (A-GaME), which aims to implement effective, underutilized subsurface exploration methods, including MWD, in U.S. practice. This paper provides an overview of the MWD technology for geotechnical site investigations and presents a case history where MWD was employed to design deep foundation for the construction of a building in Massachusetts. The advantages of this technology for risk reduction and project cost and time saving are also discussed.

"IntroductionTHE PURPOSE of this paper is twofold. Firstly, to drawn attention to recommendations which have been accepted by the International Atomic Energy Agency concerning radiometric reporting methods and calibration in uranium exploration, and secondly to emphasize the benefits that- will stem from adopting them. These recommendations are contained in an IAEA Technical Report, No. 174, which has been prepared with the intention of serving as a general guide to the subject. The existence of this specialized report is likely to be unknown to most of those who can benefit unless it is given some publicity by an organization such as the CIM. The recommendations were prepared by a small international committee consisting of Dr, P. H. Dodd , U.S .A. , Dr. R. L. Grasty. Canada, Dr. L. Levborg, Denmark, Dr. M. Matolin, Czechoslovakia , Dr. S. D. Simov, Bulgaria, and the writer.The fact that there are standard scientific units of mass, distance and time is taken for granted, It is also accepted that the type of instrumentation used to measure one of these parameters is irrelevant to the way the measurement is reported. Geophysical parameters such as magnetic field strength and gravity have generally accepted units, the gamma and milligal, which are defined in SI terms. These units are employed irrespective of the operating principle, or manufacturer or organization involved in the measurement."

AT the time flotation appeared upon the metallurgical horizon in Arizona, the writer, under the direction of Dr. Ricketts, was engaged in remodeling and enlarging the No. 6 Concentration Plant of the Arizona Copper Co. at Morenci, and the work had been in progress nearly a year before the Inspiration experiments with flotation had disclosed the revolution in concentration that was at that timè impending. The simplified flowsheet worked out for the remodeling of the Morenci plant had been based upon the removal of the freed metal in a minimum number of stages by treatment upon tables equipped with Butchart riffles, the latter being adapted to accomplish both classification of feed and removal of the metal at one operation, substantially as described in my previous paper.1 The scheme of treatment for the slime was based upon the well-known fact that after copper sulphides, such as chalcocite and chalcopyrite, etc., are reduced to a certain extremely fine state of comminution they are definitely beyond the reach of separation upon any of the concentrating devices then known. By using drag-belt classifiers (which served as conveyors as well as separators), the overflow would be of the usual "slimes" class. Experiment had shown that when these drag-belt overflows were, properly diluted (that is, to about 5 to 7 per cent. solids in the feed under treatment) . the very fine sand, and especially the very fine but still granular sulphide particle's, would, if given a short distance to fall, quickly settle out in prime condition to yield an excellent recovery on vanners; a further valuable feature would be that the very fine non-separable final overflow tonnage might be discharged direct to tailing, thus conserving space requirements so as to permit within the old building, without embarrass-ment, the increase of capacity required.

The issues facing graduate training in the mineral processing industry are not too different today from those that prompted the initiation of the Anglo American Platinum Graduate Development Programme (AGDP) in 2002. Graduate metallurgists in South Africa enter the industry from different undergraduate programmes at various tertiary institutions, and so the knowledge and skills of the young graduates varies. Further, the geographical expansion of the industry combined with the downsizing of business units means that there are fewer opportunities for young graduates to be mentored through their first few years on site. Anglo American Platinum chose to address these issues by implementing an intensive, structured graduate training programme for all their new metallurgical graduates, known as the AGDP. The first two years of experience of the AGDP, from the viewpoints of both graduates and lecturers, were presented to the mineral processing community at the IMPC in Turkey in 2006 (Sweet et al, 2006). From the beginning, the programme was structured in a modular fashion to include a basic technical ?toolbox? including statistics, the scientific method and sampling protocols, while the mineral processing content comprised advanced learning in comminution, classification and flotation (later extended to include hydrometallurgy). Technical communication ? both written and verbal ? was included from the start. The programme was focussed very strongly on site work (?learning by doing?), with a major integrated site campaign conducted and analysed by each cohort. In 2012 the AGDP will accept its ninth cohort into the programme. This paper describes how Anglo American Platinum and the University of Cape Town have developed and adapted the programme over the last few years, in response to the challenges of the global recession, skills retention, and the changing operational needs of the company. The programme, which was drawn up to accommodate around 15 concentrator-only graduates, now accommodates 35-40 concentrator, smelter and refinery graduates annually. The programme has also been modified to facilitate new graduates spending most of their first year on the operations. The benefits of the programme for Anglo American Platinum have been tangible, and will be discussed in the paper. Keywords: graduate training, technology transfer

Reduced downtime and maximized availability of mining machines are the key factors in optimizing production rates. As technology moves industry towards an age of ?intelligent machines? it sets the foundation for change in mining equipment design, functionality, and maintenance. Recent mining machine designs are integrating more and more electronic components into the core functionality of individual piece of equipment due to regulatory and legislative requirements, such as TIER rating, as well as from a safety aspect such as personal detection systems. This paper describes the use of existing on-board electronic equipment to increase machine availability through automated maintenance planning and diagnostic fault-finding capability. The automated maintenance planning takes place on the machine itself in order to be independent of the mine?s infrastructure, while the diagnostic capabilities allow for reduced downtime. The paper also presents a concept to transfer operational data to surface to be able to optimize planning of maintenance and to reduce downtime. Case studies are presented where such systems have been commissioned and are currently in operation, the possibilities of this technology application for the future are examined.

Fig. l answers the questions @f why there is so much interest at the present time in the art of agglomeration. The use of sinter or pellets in the blast furnace has materially increased their rated •capacity. ':'President Hains Company Ltd. Engineering J. S. McMahon ( 1) reports an increase from 653 tons of .pig iron per day to 1140 tons of pig iron per day with the use of a 100 per cent sinter burden on one of his blast furnaces. In the United States the use of 100 per cent pellets has increased pig iron production from approximately 1800 tons per day to over 3000 tons pig iron per day (2). Two wasted activated sludges (WAS), from an industrial wastewater treatment and a sewage treatment plant respectively, and 7 collectors are used to investigate the feasibility of air flotation thickening of WAS by adding the collectors used in mineral processing. The collectors experimented include straight chain fat acids with different chain length, sodium oleate, alkyl sodium sulphonate, sodium dedecylsulfonate, and dodecylamine. The results show that the thickening efficiency varied depending on different collectors. Of the collectors experimented, dodecanoic acid and dodecylamine are best collector for thickening both sludges.

"An American Iron and Steel Institute Task Force evaluated developing direct steelmaking technology worldwide to seek a replacement for the coke-oven, blast-furnace, basic-oxygen process technology now in use. To remain internationally competitive it is essential to move away from the traditional series of batch processes towards continuous processing and the associated energy savings which are possible with high technology process control systems. The group identified in-bath smelting of iron ore pellets or fines with coal as the process most sui table for domestic raw materials (including abundant scrap) and called for research to study operation with varying degrees of preheat and prereduction of the ore by the gases generated from the coal and various degrees of combustion of these gases above the melt.A coordinated, 3-year, $27 million, direct steelmaking research program is proposed. Concurrent projects include design, construction, and experimental operation of an in-bath smelting pilot plant; modeling, simulations, and laboratory-scale experiments at universities on slag-phase and metallicphase reactions and interactions; and large-scale heat transfer and reaction rate trials. Also included are modeling studies and pilot plant trials of on-stream decarbonization and desulfurization; application of circulating fluid bed technology to fine ore reduction and hot gas cleanup; and specific heat transfer and fluid flow research projects.IntroductionThe American Iron and Steel Institute (AISI), based on the Task Force studying direct steelmaking, believes strongly that a coordinated program of research on the reduction of domestic raw materials to liquid steel should be undertaken as part of the Steel Initiative program. To specify the steelmaking process for development best suited to the American steel industry and domestic raw materials, it was important to determine the state-of-the-art of direct steelmaking worldwide, both as practiced and under development, and then, by expert analysis of the processes and their potentials, to choose the process most likely to provide a domestic competitive edge."

"Construction projects involve a great many risks. The risk that material prices will increase during construction or that the work under construction will be destroyed by fire, storm or some other act of God are just a few examples. In tunneling or other underground projects, one of the most significant risks is that the subsurface conditions encountered during construction will differ from what is expected. Each of these risks must be accounted for, managed and, ultimately, the duty of one party or the other to bear. The primary tool used to allocate the risks among the parties is the construction contract.How construction contracts allocate the risk that subsurface conditions will differ have changed substantially over the past century. Today, construction contracts typically allocate the risk through a series of provisions. The first is the differing site condition or changed condition clause. That clause, when included, typically provides that the owner bears the risk that the subsurface conditions will differ from what is indicated in the contract documents or what is reasonably expected. The second clause is one that provides that the contractor must conduct a reasonable site investigation and bear the risk of any conditions that such an investigation would reveal. The third provision includes disclaimers that are often included in geotechnical data provided by the owner (or the owner’s engineer) to the contractor which attempts to limit the information on which the contractor can rely. Because these risk-allocating devices seem to be somewhat conflicting, a brief discussion of each provides critical insight in understanding how the modern construction contract allocates the risk of differing site conditions.At the start of the 20th century, construction contracts looked substantially different than they do today. For example, one contract for the construction of a public water tunnel in Chicago, IL, drafted around 1895 contained the following clause:The contractor must take the work entirely at his own risk. No extra allowance will be made for quicksand, hardpan or boulders."

"In December 2011, the U.S. Attorney’s Office for the Southern District of West Virginia, the U.S. Department of Justice, Alpha Natural Resources (ANR) and Alpha Appalachia Holdings entered into a nonprosecution agreement related to the explosion at the Upper Big Branch Mine (UBB) that killed 29 miners. This coal operation was owned by Performance Coal Co., an affiliate of Massey Energy Co., which was acquired by ANR in June 2011, more than a year after the UBB explosion. Pursuant to the agreement, ANR agreed to:• Establish a trust within 120 days.• Pay a total of US$48 million into the trust to be used solely to fund and administer research and development (R&D) projects to improve mine health and safety.• Administer the trust by three highly qualified individuals with academic and/or professional backgrounds in mine health and safety.In April 2012, the Alpha Foundation for the Improvement of Mine Safety and Health was created. The three directors - Michael Karmis, president; David Wegman, vice presidenttreasurer, and Keith Heasley, vice presidentsecretary - approved a plan to expend both the interest and principal of the trust, aiming at an 8-10 year research horizon. The foundation also appointed David Belden, an experienced manager of nonprofits and professional associations, as the first executive director of the foundation. The IRS approved the foundation’s tax-exempt application, as described in Section 501c(3) of the Internal Revenue Code, on Dec. 18, 2012. The board established guiding principles of the foundation, which are as follows:• Mission: to improve mine health and safety through funding R&D projects to qualified academic institutions and other not-for-profit organizations.• Vision: to enable miners in the future to be free of work related injury or disease by the implementation of the results of the projects funded by the foundation and undertaken by the best researchers from any discipline that can contribute. The foundation is now approaching its third year and regularly posts updates, including semi-annual reports, to its website (www.http.alpha-foundation.org/), which serves as the main medium for communication with the broader stakeholder community"

(Cleveland Meeting, October, 1912.) THE photograph, Fig. 1, shows the apparatus a little less than half size, consisting of a filtering-flask fitted with rubber stopper, through which passes a bent glass tube, and an extraction-thimble fitted with rubber stopper through which passes a glass tube of 0.2-5-inch bore. Both tubes are connected by a short piece of rubber tubing. A section of a thimble is shown in the photograph; the tube extends to within in. of the tapered end. The object of using the thimble is to remove the acid from the beaker after all the copper has been precipitated. Time is saved, the copper is not exposed to the acid alone, and there are none of the losses attending ordinary filtration. I have accomplished these results by means of a piece of perforated platinum fastened in the end of a 0.25-in. bore glass tube and a filter-mat of asbestos, but after my supply of proper length fiber became exhausted I could not replenish it even after purchasing 14 lots from four different dealers. The above apparatus may be used to remove at least seven-eighths of a supernatant liquid from a settled precipitate without disturbing the latter. The application of the thimble is best shown by partly out-lining the assay for copper, as follows: Dilute the acid solution of copper and other sulphates to 150 cc. in a 200-cc. Jena beaker, place on a hot plate, add 2 drops of concentrated HC1, then place a strip of aluminum in the beaker (this may be bent or straight, as desired). Connect the apparatus, as shown in Fig. 1, with a filter-pump having a, strong suction. When the copper is precipitated, remove the beaker from tine hot plate and insert the extraction-thimble alongside the strip of aluminum. The acid solution will be drawn through the porous tube. The use of Alyavdin's equation Y(x,t) = 1-e(-bt) for describing the effect of grinding time on size distribution is discussed. The equation transforms into linear form by expressing it as log-log reciprocal (1 - Y) versus log t. For plotting, specially divided grids are available; Rosin-Rammler or Weibull charts may be used. The data of Herbst and Fuerstenau are especially useful for illustrating the Alyavdin-Weibull chart in two applications: (1) presenting data (which are relatively unaffected by experimental scatter) and comparing them with theoretical predictions, and (2) as a test for the zero-order kinetics production hypothesis. The chart based on the Alyavdin-Weibull equation is suggested as a useful aid in the analysis of kinetic data (/ versus f), though not as a procedure in its own right. Proposed applications are (1) displaying data with excellent clarity, since it avoids the kind of congestion inherent in some other plotting methods, and (2) as a test for assumed kinetic relationships. Sometimes, equation 1 describes the data quite closely, and in these cases the parameter values appear to be related to certain operating conditions.

"The Air-Metabisulfite (AMBS) process has been developed to treat complex copper, molybdenum and precious metals (gold, silver) bearing ores using brackish and sea water. This process was able to produce significantly better copper concentrate grades and higher recovery than possible using conventional lime and/or cyanide based processes for certain complex ores with high sulphide gangue minerals. The AMBS technology in now used commercially following a rigorous evaluation process emanating from laboratory curiosity to plant applications. In addition, many projects have embraced this technology at a feasibility level involving various complex ore bodies.This paper presents a summary of the findings from testing the AMBS technology on various ores types. Experiences gained from this successful development from bench to piloting and then to plant applications are also presented in this paper.INTRODUCTIONProcessing of sulphide copper, molybdenum and precious metal ores typically involves flotation of copper bearing minerals while depressing non-sulphide and other non-copper sulphide minerals such as pyrite, pyrrhotite and sometimes arsenopyrite. Though in many precious metal ores, the values are in these sulphide minerals as well. The conventional method employed in the industry to produce a saleable copper concentrate requires depression of these non-copper sulphide minerals using an alkaline pH above 9.5, though 10.5 to 11.5 is more common. Alkalinity is controlled by the addition of a pH modifier. Lime is normally employed as a pH modifier due to its relatively low cost; however, the costs associated with adding lime can be significant and the effectiveness of lime as a depressant could be drastically reduced when the process water supplied to the flotation circuit contains high level of dissolved salts. In some cases, a small amount of cyanide is used along with lime to depress non-copper sulphide minerals especially when its proportion to copper sulphide minerals in the ore is higher than three."

Dr. Ledoux's interesting paper from one who has not visited America may, I hope, be of interest to members. It appears to me that there is considerable difference between the training of the American and of the British mining engineer. Not that the subjects are different, but rather in the way in which they are handled, the illustrations being, as far as possible, mining in character. Colloquial instruction is unknown in English curricula, but could be introduced with advantage. Students here assure me that an hour of conversation is of tar more use to them than an hour of the best lecturing. In England a school-year of 6 or 7 months would be considered very short indeed; but Americans do not consider it so, for the reason that the rest of the year is mostly spent in acquiring practical acquaintance with their subjects in works or in the field, and the shorter courses, when coupled with this large amount of outside expe¬rience, produce an essentially practical-minded engineer, who is also more of a business man; whereas the English system, though excellent from a scholastic point of view, produces the theoretical rather than the practical man. British schools are waking up, however, and the practical aspect of the engineer's training is receiving greater consideration. Once launched upon his career, the American engineer is immediately called upon to exercise his self-reliance and ingenuity, if he is to retain the confidence of his employers; but what can we say of English directors? In how many cases is the engineer allowed to guide the destinies of his company? Those who have followed the geological developments in connection with the copper deposits of Quebec will recall that on many properties the sulphide bodies occur as replacements of fault breccias or tuff breccias, and exhibit a pronounced distaste for the more massive lavas. At the same time the rocks around the ore-bodies are profundly altered, first by addition of silica and sericite, later by conversion of these minerals into chlorite. It has been known for some years that at the Amulet and Waite-Ackerman Montgomery mines these conditions do not prevail. At both mines the ore-bodies are replacements of massive lavas, and at the Amulet they are associated with a very peculiar rock christened ?spotted dog', or 'dalmatianite'. Accordingly, when in 1929 the writer had the opportunity to make a further examination of these properties, two problems presented themselves for solution. The first was to determine, if possible, the conditions under which massive lava, rather than breccia, is replaced by the sulphide masses; the second, to find out the exact nature of dalmatianite and its relations to the sulphide bodies. The first of these problems is believed to have been solved; the second has been found very complex, and will require further work before it is satisfactorily settled.

"INTRODUCTION Anadarko Petroleum Corporation (Anadarko) owns a region of oil shale properties acquired as part of the original Union Pacific Land Grant of the 1800’s in southern Wyoming. These holdings are greater than 2 million acres and occur throughout the Green River Formation in southwestern Wyoming. One area was prioritized for further study by Anadarko Minerals called the Kinney Rim in the Washakie Basin due to low environmental impact, proximity to infrastructure, high ore grade, and low mining cost. The area is a low-overburden oil shale resource that can be developed using surface mining methods, processed by conventional surface retort, and placing waste rock disposal back on the bench for a design capacity of 10,000 barrel per day. The purpose of this papers is to present the results of environmental analysis and timeline, the mine plan, and surface ore processing to offer a resource-ready energy source.Mineral rights for the Kinney Rim area are owned by Anadarko, the United States Bureau of Land Management (BLM) and the State of Wyoming. Mining of oil shale for this study targets Anadarko owned mineral resources.GEOLOGY The study area is in the Green River and Washakie Basins in western Wyoming. The host geologic member is the Laney Oil Shale. Figure 2 illustrates the Laney shale within a generalized lithologic cross section.OIL SHALE LEASING The proposed Kinney Rim oil shale mining project is located in an area dominated by a 1 square mile checkerboard landownership pattern with every other section typically administered by Bureau of Land Management (BLM) and Anadarko. Surface and mineral ownership is a split estate legal entity. The immediate Kinney Rim mine plan is all on Anadarko sections."
