0PINION was general that this year's meeting of the Institute of Metals Division was one of the best in its history. In addition to its full and exceptionally fine program of professional papers, there were several other features of general interest-an in-spiring annual lecture by Dr. Cecil H. Desch which appears in abstract elsewhere in this issue, Mr. Sing-master's talk on the zinc industry at the annual dinner, and the presentation of the James Douglas Medal to one of the members of the Division, Dr. Zay Jeffries. Four technical sessions of the Division were held, dealing respectively with zinc, copper, aluminum, and general metallography, and in addition there was a joint session with the Non-ferrous Metallurgical Committee of the Institute. All of the papers presented were at-tended with much interest and followed by considerable discussion. The papers on plastic deformation of zinc by Messrs. Mathewson and Phillips, Romig, and Hoyt were of particular interest and awakened an extended discus-sion. They well illustrated the progress which is being -made today in the understanding of the mechanism of flow of metals, and the ingenuity of the authors in their crystallographic method of attack of this difficult problem was quite generally admired. A very old subject was treated in a modern way by Messrs. Corson and Bain in two papers on the harden-ing of copper and copper alloys. There has always existed a myth that the ancient Egyptians were masters of an art not possessed by ourselves; viz., that of hard-ening copper. This myth must have been quite defi-nitely dispelled in the minds of all those who listened to this admirable paper. Mr. Corson has applied the modern art of precipitation hardening to this old prob-lem with substantial success, employing small amounts of chromium, nickel, silicon, and cobalt for this purpose. The commercial application of these very important .developments of Mr. Corson is being actively investi-gated at the present time.

THE best meeting ever held, was the opinion expressed by a number of those who attended the annual meeting of the Institute in New York, Feb. 18 to 21, and there was an atmosphere of friendliness and good fellowship about it that fully justified the feeling. In numbers it was not quite so large as last year and unless the Engineering Societies should build for themselves a new building it is probable that no meeting can be larger, in respect to numbers, than that held in 1928, which was only made possible by the circumstance that the eighth floor of the building happened to be, temporarily vacant at the time. The number of rooms available for -sessions that were provided when the building was built long ago proved inadequate, and it is only by the expedient of obtaining the temporary use of the board and committee rooms of other societies that it is possible to arrange for the over 40 sessions that must be spread over the four days of the meeting. The-fifth floor, where. a buffet lunch is served each-day, has reached its full capacity and it seems quite evident that any future development of Institute meetings must be along the lines of quality, not size.

ONE of the major purposes of the Institute is to "maintain ... a library of books relating to subjects cognate to the sciences and arts of mining and metallurgy." In conformance with this purpose the Institute maintained its own library for a number of years until 1912 when it was merged with the libraries of the other Founder Societies. At that time the A.I.M.E.'s share of operating expenses was wholly covered by the income from a $100,000 gift from James Douglas. But interest on the Douglas Library Fund has declined from 51/2 per cent to 31/4 per cent; the library has grown from some 50,000 volumes in 1913 to more than 170,000 in 1945, with consequently increased costs; and its costs nave otherwise risen. The Institute today contributes to the library annually about 65c per member, of which about 25c is income from the Douglas Fund, or a net charge, from regular income, of 40c per member. HIS many admirers regard the "official"' candidate for president of the Institute in 1934 as far above the average in ability and capacity; but perhaps his outstanding characteristic is dependability. Some men of great brilliance succeed indifferently because they cannot be relied upon. When Howard Nichols Eavenson undertakes to do something he either does it, or he proves to his own satisfaction that the particular object is not attainable. And the latter outcome is exceptional because his judgment is so good that he generally foresees the impossibility and selects in advance a practical alternative. Though a tireless worker he is pretty sure that his energy is not spent futilely.

The Intec Copper Process uses a strong chloride electrolyte at atmospheric pressure and 80 - 85¦C to produce high purity, 99.99 per cent copper granules and elemental sulphur. A recent, exhaustive study by an independent, major Australian corporation has shown the capital cost of an Inter plant to be approximately half that of a copper smelter at the 200 000 tpa capacity level and approximately half the operating and capital cost at the 50 000 tpa level. The Inter process costs were also shown to be greatly superior to the best available leach/SX/electrowin technology. The process utilises a multi-stage counter current leach at 80 - 85¦C with the addition of air at atmospheric pressure to precipitate iron as a goethite type compound, followed by a two-stage purification process separating impurities in metallic- and other forms. Purified cuprous chloride/sodium chloride solution is fed to an electrolytic diaphragm cell where high purity copper granules are produced at current densities of 1000 - 1500 A/m2 withoutthe need for conventional electrode stripping. Power consumption is approximately half that of the cupric route. The product is suitable for the direct powder metallurgical conversion of the granules to products such as wire or strip. All the steps in the 'furnace free' conversion of copper mineral to product have been demonstrated The process can treat low grade and contaminated concentrates without penalty, thereby offering greater returns to the miner. Lead, zinc and silver may be recovered as metals, with the high oxidation potential of the electrolyte allowing extraction of gold at high efficiency. The gold is selectively precipitated on activated carbon with negligible copper and silver contamination.

Geotechnical conditions often have a critical influence on the design of new open pit and underground mines, but they are often considered of secondary importance in relation to other factors, such as detailed geology, orebody geometry and grade distribution. As a result, geotechnical studies may not be carried out during early project investigations or, at best, may be given only superficial attention, often to the overall detriment of the project. Technically and economically, it is logical that geotechnical studies should be integrated with geological investigations as soon as it becomes evident that the particular deposit may prove to be economic. The paper discusses the use of geotechnical information in the selection of mining methods and mine design for underground mines and for wall design and assessment of excavation characteristics in open pit mines. It then considers methods of obtaining the relevant data, with particular reference to exploration boreholes. Selected case studies on the application of geotechnical data to mine design are Included.

The integration of various highly sophisticated IT applications has been implemented at Bafokeng Rasimone Platinum Mine, a new platinum mine in the Anglo Platinum Group. This system is required to assist with compiling the necessary geological and grade information together with safety, environmental, ventilation, rock engineering and logistical constraints, to allow the design of the appropriate mining layout, to schedule this design, provide the necessary output for technical review and costing as well as budgeting to allow medium- and long-term business planning. In addition the production management and short-term planning needs must be met. This includes the plotting of all underground and surface infrastructure and excavations, giving the necessary mining and best cut instructions, daily production management, ore reserve and grade management as well as assisting with budgetary management. In addition all safety, health, environment and risk assessment requirements and legal requirements have to be met. The system at Bafokeng Rasimone Platinum Mine has met these criteria. A mining operation can be identified as demonstrating prudent management when a number of vital characteristics are evident.All risks and opportunities that are critical to the on-going success of the operation have been identified and are being effectively managed. All significant tasks and events are plan driven. All levels of management visibly support the policies of the operation through their attitude, behaviour and actions as well as words. Supporting evidence for required activity and the outcomes is readily available. Improvement mechanisms are working to advance the key business processes. Everyone is working towards satisfying the needs of the stakeholders of the operation. When these characteristics are integrated with the satisfaction of all legislative requirements, all industry codes and optionally all relevant international management system standards then an operation is fulfilling all the requirements of a Due Diligence Process. The majority of mining operations do not show all of these characteristics and therefore unnecessarily suffer from missed profit opportunity and constant cost pressure, less than acceptable safety and health and environmental performance and consequent poor relations with employees, unions and regulators. In these operations the characteristics to be observed are quite different.Serious incidents are occurring with no sign of a rate decrease. The operation lurches from one panic ituation to another. Management are absent in their leadership, but very active in developing rules and enforcement methodologies. The operation has no history. Re-inventing the wheel with employees who come and go at an alarming rate seems to be forever occurring. All efforts are directed at controlling the business outputs with a strong emphasis on blame. Everyone is trying to look busy to avoid the ever-present cost reduction threats. To change to more prudent management utilising a Due Diligence Process is not theoretically difficult. However it does take clear direction, focussed efforts, supporting actions with appropriate tools and perhaps most importantly an internal desire and drive to become such an operation. A Due Diligence Process is about doing the important things that have to be done, providing the understanding of why they are important, demonstrating proof of activity and effectiveness, and leading the way through effective management.

Traditional engineering design for flotation circuits use the “Rule of Thumb” approach. Typically this uses a nominated maximum head grade for design. A scale-up factor is applied to laboratory flotation tests for residence time. This scale-up factor is usually based on a designers experience at other flotation sites and may or may not be relevant to the circuit being designed, or the flotation equipment being used. A small number of locked cycle tests are assumed to represent the ore body and the results of these are often used for financial analysis, independent of changes in mine plan throughput and mineralogy.The engineering “Rule of Thumb” approach is only strictly accurate where there is very little variability in throughput, head grade and mineralogy. It may provide accurate design for mature established operations where a brownfield expansion is being considered but is unlikely to provide accurate design for a new, greenfield site.The use of geometallurgical modeling with floatability component simulation provides a design methodology with significantly less associated risk. The use of geological data for optimisation of operating plants has become a significant part of the modern process mindset. The underlying principle is to use spatial metallurgical information to drive production planning, mine planning, blast design, blending strategies and plant set-up. At a design stage the process designer can use geometallurgical information to evaluate bottle necks and potential design flaws and propose the best investment strategy for the project benefit.This paper details the geometallurgical characterisation of the Andash deposit and methodology used to review the project’s detail design and projected production.

The successful integration of overburden casting techniques into the mine production cycle can be an extremely cost effective use of explosives. The entire mining cycle revolves around the cast blasting and to be successful requires a great deal of planning and cooperation. Several operations of Cyprus Coal Company in the Appalachian coal fields have successfully integrated blast casting into their mine plan. This paper will detail the parameters and necessary controls to integrate an overburden casting program into a surface coal operation.

The pre-fabricated outdoor rooms are often utilised near the mines and construction sites for office purposes. The paper has presented modelling and simulation results of the integration of commercially available glass coated photovoltaic (PV) energy technology and solar ventilation technology into a pre-fabricated outdoor room. The pre-fabricated outdoor room has been setup at Concordia University, Montréal for full scale testing of the glass coated PV modules with solar air ventilation. The computer simulation model has been developed for PV modules installed on a double wall wooden frame in an outdoor room based on its preliminary field testing. The testing apparatus was a wooden frame assembly of double wall with solar air ventilation: two adjacent glass coated PV modules, air column and plywood board filled with polystyrene. The measurement data collected from various sensors were: solar intensity, ambient air temperature, room air temperature, electric power, surface temperatures of PV modules and plywood board, air velocities and air temperatures in the air column. The enhancement in the air velocity of the air column was achieved with an exhaust fan fixed in an outdoor room. The simulation model is used to perform the two dimensional energy analyses with applied one dimensional solution of steady state heat conduction equations. The simulation model is based on conjugate heat exchange paths with network boundary conditions of convection, radiation heat exchange and solar air ventilation heat transport. The model parameters are based on measured values of ambient air temperature, room air temperature, air velocity at outlet of air column in double wall, electric power and available solar intensity. The model has predicted fairly well energy performance of glass coated PV modules with solar air ventilation installed on a wooden frame. The model is also useful for predicting heating, ventilating and air-conditioning (HVAC) requirements for the pre-fabricated outdoor rooms.

Soil cover systems are routinely used to reduce acid rock drainage (ARD) from mine waste rock dumps and tailings impoundments. A technology for the analysis, design, instrumentation and monitoring of barrier-type (oxygen limiting) and store/release-type covers has rapidly developed and the number of covers under construction has grown extensively during the past ten years. Mine operators are currently investing in this relatively new technology with the expectation that these covers will reduce long-term liability with respect to acid generation, drainage and treatment costs. While the design life for cover systems may extend into hundreds of years, we have less than ten years of construction experience and proven performance. Some cover designs appear to be functioning well; however, the performance of many more is now being called into question. The paper presented herein evaluates the integrity of cover systems from a global perspective. Soil cover systems for the control of ARD are being constructed at mine sites located within high rainfall equatorial regions, deserts ranging from low to high latitude, humid temperate regions, and cold-continental climates. While the technology for analysis and design of soil cover systems is well developed, factors that compromise the performance of cover systems (in addition to the paramount issue of climate) relate to material selection and availability, cost and construction practices. Long-term performance is also strongly affected by physical stability (ie erosion), volume change (ie cracking, desiccation, settlement and freeze/thaw cycling), vegetation, soil evolution and ecological stability. This paper provides a review of the application of soil cover systems for the control of ARD. Cases where cover systems have been constructed with both success and failure are illustrated. General criteria and recommendations for cover selection, design, construction, and maintenance are provided.

Artificial intelligence techniques are ever more frequently implemented in the modern world. One of their numerous uses is supporting enterprise management. Intelligent techniques and intelligent information technology (IT) systems can be implemented in mining-related issues as well. The author of this article concentrates on supporting the process of planning mining operations by intelligent systems and techniques. The author also underlines the importance of knowledge accumulation in a mining enterprise (especially tacit knowledge) as well as its efficient storing and using. Additionally, the author provides a short description of characteristics of intelligent IT systems and indicates their capabilities in planning mining operations. She presents two solutions, namely: an advisory system which supports the process of planning preliminary works and exploitation works in hard coal mines, and a method of modeling and optimizing mining operations. Finally, the author indicates a few possible future development trends of intelligent systems - the intelligent systems of decision support.

Much research is aimed at providing a revolutionary advance in technology that has the potential to render current mining and beneficiation problems obsolete. Such revolutionary advancements have been significant but few in number. Recent history shows that most improvement has been derived from a series of incremental improvements to the many processes that make up mining and beneficiation systems. Management approaches are changing to encourage this 'continuous improvement' and to support its implementation through the formal management of quality. This paper reviews some of the industry's priority R&D project areas and demonstrates that very significant opportunities are available to broaden the focus for improvement from individual processes to include the interaction between mining and mineral beneficiation systems.

In this study, the effect of cations, Na+ and Mg2+, in saline water on copper flotation in the presence of calcium bentonite was investigated. It was found that as the concentration of NaCl was increased, the copper recovery initially decreased and then increased to above 99%, while the copper grade initially increased and then decreased. In contrast, as the concentration ofMgCl2 was increased, the copper recovery continuously increased, while the copper grade continuously decreased. The variation of copper recovery and grade was mainly attributed to the synergistic effect of pulp rheology and flotation solution chemistry. The underpinning mechanisms are the compressing electrical double layer and ion-exchange interaction between saline water and bentonite, which occur at the same time. Using salinewater slightly affected the pulp rheologywith a decrease in copper recovery at low NaCl concentration. Increasing the concentration of cations in saline water might even facilitate the flowing out of exchangeable cations, especially divalent cations, from the interlayer space of bentonite to the solution, resulting in the decrease of copper grade at high salt concentration.

Stawell Gold Mines Pty Ltd operates two underground decline mines within the township of Stawell. An active exploration program and commitment by owners to improving the ore reserves has led to an improved mine life and reduced operating costs since the purchase of the operation by Mining Project Investors and Pittston Mineral Ventures in late-1992. Over the past six years of operation a cumulative 1 150 000 ounces of gold have been added to the mineral inventory. An improved geological understanding of the orebody has evolved over time increasing the ore reserves and allowing the development of long-term plans for the mines future. This has enabled important capital decisions to be made providing the impetus for improved productivity and thereby reduced operating costs. Co-operative mine planning and mine geology utilising best practice geological systems have enabled the effective extraction of a structurally complex and mineralogically varied deposit within a rural Victorian township. Detailed metallurgical research has improved the function of an aged and poorly designed circuit to boost the mill capacity whilst also improving the metallurgical recovery. The combination of metallurgical expertise and an understanding of the geological setting enable an effective control of metallurgical recovery.

A series of flotation experiments was carried out to study the interaction between the parameters of pulp density (mass per cent of solids in feed slurry) and frother addition (on the basis of solid mass feed rate). It was found that certain combinations of pulp density and frother additions caused large losses in yield. The interactive effect of these parameters can be primarily attributed to the total amount of frother added per unit of water. Consequently it is suggested that frother additions be made on the basis of water flow rate. As frother addition increased, in terms of the amount of frother per unit of water, yield increased rapidly but above an addition rate of about 10 g/tone it reached a plateau. Such results correlated well with qualitative visual observations of changes in bubble size and dispersion, with increasing levels of frother addition.

This paper demonstrates, using the results of an unusually complete industrial test sequence, what the various interactions are between grind size, collector dosage, and frother type. While particle size is universally acknowledged to be important in optimizing industrial copper sulfide rougher flotation circuits, many of the various interactions that do occur at the industrial level with particle size are still being identified and/or quantified. This study also presents, in a consistent manner, the changes in flotation kinetics that occur as a function of particle size, in a typical industrial circuit along with some insights as to how flotation operators can optimize rougher circuit performance.
