It is with great pleasure that we announce the availability of this fourth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment. From the time of its emergence as an independent state until the late 1950's, the Republic of Ireland suffered from chronic unemployment, the lowest living standard in Northern Europe, and-most serious of all-an aggravated emigration problem which drained off most of its talented young people. In 1958, however, there was a drastic legislative reaction to these problems, and this in turn ignited the current mining boom in Ireland. Paving the Way to Prosperity In order to reverse the tide of emigration, the Irish government now realized, challenging domestic employment opportunities had to be increased and living standards had to be raised. It was also apparent that future industrial and economic growth in Ireland had to be based on producing goods for export. The home market could not sustain large-scale expansion, and consequently Ireland's chronic balance-of-payments deficit could best be minimized by producing export goods. These considerations, together with the limited amount of accumulated wealth in Ireland, combined to set the objectives of the country's First Program for Economic Expansion in 1958. The general objectives of this program were (1) to stimulate all segments of the economy, (2) to develop foreign trade and (3) to attract foreign capital.

DESPITE the confusion resulting from the depression and the beginnings of recovery, important progress in all branches of iron and steel metallurgy has been accomplished during the year 1933. Research work has been intensive and highly technical, with increasing attention paid to fundamentals. Plant application of research developments has been rapid. Highly specialized laboratory methods were used for the study of iron-ore concentration methods. More attention has been given by the blast-furnace operator to the sizing of ore and the elimination of fines from the charge by the use of sinter. Combustion in the open-hearth has been placed under better control and the insulation of open-hearth furnaces has spread rapidly, with resultant higher fuel efficiency and better control of the melting and refining operations. Control of iron oxide content in the slag and the determination of iron oxide and other inclusions in steel received great attention during the year.

The Arab community is formed by around twenty countries in Africa and Asia, linked basically by a common language-Arabic - and the same religion, the muslim. They jointly occupy around 12 million square kilometers with a total population of around 140 million people. Nevertheless, these nations differ widely in their geographic area and population. Thus, while Egypt has a territory of over a million square kilometers and a population of nearly 40 million people, Kuwait, Qatar and Bahrain have, among the three of them, less than 30, 000 square kilometers and a million inhabitants. The per capita income also vary greatly, depending on whether they are oil producing countries or not. Generally speaking, it can be said that these countries economies have been based on oil or agriculture and that in these last years, they have been making serious efforts to increase their degree of industrialization and have greatly improved their infrastructure. This trend has resulted in the development of the iron and steel industry, which is still in a stage of primary development.

This paper reviews the history of modern iron-control processes in hydrometallurgy. Attention is paid to processes developed in the electrolytic zinc industry for removal of iron from zinc sulfate leach liquors and the problems faced by the industry in the safe disposal of the iron residues produced by these processes. Past lessons learned are projected onto current efforts to develop hydrometallurgical processes for treatment of copper sulfide concentrates. It is argued that any attempt to create a \u201chydrometallurgical copper smelter\u201d will fail, unless methods are developed that can recover iron in a form that can be directly used by the steel or pigment industries.

This was to take the form of a plenary lecture at the 4th Symposium on Iron Control in Hydrometallurgy, which formed part of the 28th International Mineral Processing Congress, held in Quebec City in September 2016.I was naturally flattered that the invitation was to give the lecture at an IMPC, the prestigious conference series that has been held since the 1950s. That this particular IMPC was to include the 4th Symposium on Iron Control in Hydrometallurgy, a conference series held only every 10 years, made the invitation even more appealing and appropriate. This was because I had been co-chairman of the First Symposium on Iron Control, together with my erstwhile colleague, John Dutrizac, which was held 30 years ago in Toronto."

Discussion of the paper of E. C. HARDER, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 94, October, 1914, pp. 2573 to 2586. I. C. WHITE, Morgantown, W. Va.-I have seen some of the great iron-ore deposits described in this paper. -One of these in the State of Minas Geraes appears to be an immense mountain of iron ore about 2,000 ft. in height. All over its surface from bottom to top may be seen large masses of rich iron ore, varying in weight from a few pounds to several tons, and from all that one can judge without exploitation, the quantity of available ore is certainly very large in this particular mountain. Whether it will prove a mere surface deposit or shell, like the famous Iron Mountain of Missouri, is for future exploration to determine. The question of transportation is the main factor in determining the availability for exportation of these Brazilian iron ores. There is no coal in Brazil that can be manufactured into coke without expensive previous treatment, since the best of the raw coal in the States of Rio Grande do Sul, Santa Catharina, and Parana, contains about 35 per cent. of ash, of which about 6 per cent. is sulphur, and coal of this composition cannot be utilized in iron smelting without purification. When I was chief of the Brazilian Coal Commission in 1904 to 1906, I had a cargo of this coal shipped to Balk, Germany, and treated in the great coal-testing plant of the Humboldt Engineering Works, located just across the Rhine from Cologne. It was found that by crushing and washing the Brazilian coal, it yielded 33 per cent. of briquetting coal, containing only 10 to 12 per cent. of ash (of which 1 per cent. was sulphur), and 42 per cent. of slack coal, with 25 per cent. of ash and low in sulphur, so that about 33 per cent. of the Brazilian coal could be converted into coke of fair quality, as shown by the following average of three analyses, using air-dried coal, of briquets made from the Barro Branco coal bed, State of Santa Catharina: Moisture 1.56 Volatile matter 31.66 Fixed carbon 56.73 Ash : 10.05 Total 100.00 Sulphur 1.34 Phosphorus 0.003 B.t.u 13,395

The iron ore question in this country has been widely discussed for many years, but only recently has its real significance becoming generally understood. The exhaustion of the old Helen mine, in 1918, marked the last phase of hematite production in Ontario, and with the closing of the Magpie mine in 1921 , Canada ceased to be a producer of iron ore. For the past three years every ton of ore used in Canadian blast furnaces has been imported. In a recent issue of the Engineering and Mining Journal-Press, Arthur B. Pearsons, Assistant Editor, makes the following statement : Iron dominates the world. Some contend that coal is more vital. be-cause heat is needed to make iron and steel. But there are other sources of energy, more convenient and less costly and it is only a question of time when progress in hydro-electric development will have reached the point where coal will be but an incidental source of power and heat. Even more direct means than the generation of electricity by hydro-power eventu-ally will be developed by making available the latent energy of the sun. But iron; Science gives not the vaguest suggestion that anything will dis-place iron and steel as the most essential material tool of modem civiliza-tion. ? Hardness, tenacity, malleability-it possesses all these in unique de-gree. These are some of the qualities that make steel and iron indispensable in modern industry. The domestic consumption per inhabitant of the United States has climbed uniformly from 0.18 tons in 1900, to 0.36 tons in 1922. New kinds of machines and new types of structures are being devised every year; and steel or iron is the basis of most of them." It is unlikely that the Ontario Government were actuated by this motive when they appointed the Iron Ore Committee to investigate and report on the iron ore situation, nevertheless, these facts must have influenced them in some degree.

INTRODUCTION IRON-ORE deposits in the Philippine Islands became the subject of official record as early as 1664. Undoubtedly iron ore was known and recognized by the Filipinos long before the earliest Spanish records. It is even possible that the Filipino practice of smelting iron ore is, like the native copper smelting, older than the Spanish conquest of the islands. The first records have to do with the magnetite-hematite ores near the towns of Santa Inez and Bosoboso in Rizal Province, from 15 to 20 miles east of Manila. The magnetite-hematite ores of Bulacan were exploited in 1783. Similar ores near the town of Mambulao in Camarines Province yielded a number of specimens to be exhibited in Spain in 1834. With the exception, then, of the lateritic iron ores on the eastern coast of northern Surigao, the true nature of which was not recognized until 1914, the important iron-ore deposits of the Philippines had all been discovered before the islands came under the dominion of the United States. Indeed, in the Spanish documents relating to the history of iron mining are statements which, if their accuracy be not questioned, leave us in the Philippines today with much less iron ore than the Spaniards found. To quote, for example, a report submitted to the Superior Government in Spain in 1835 by one of its emissaries, Don Lorenzo Calvo: "The Philippine Islands, most excellent Sir, possess iron and exhibit it in nearly every known mineralogical combination, and in such abundance that the cordillera of the island of Luzon, from Montufar Point in San Bernardino Straits to Cape Bojeador, is composed of no other mineral than iron, its ranges, of the third order, being in content and structure totally iron of the best quality, the more valuable in that its combinations are such as to facilitate its fusion and to render its reduction to metal simple."

THE following notes, prepared in 1908, as the result of a personal examination and extensive explorations under my direction in 1906, have been revised and greatly augmented after two subsequent visits and further explorations in 191.0. The hard iron-ores of the south coast of Oriente Province, in the island of Cuba, have been known for many years, in fact one mine has been in operation for more than 20 years ; but it is only within the past four years that the large mantle-deposits of brown ores of the north coast have attracted serious attention. A. C. Spencer 1 has described these ores in a paper, entitled Three Deposits of Iron Ore in Cuba, which refers to the Mayari, Moa, and Cubitas deposits. C. M. Weld,2 in a scholarly paper on The Residual Brown Iron-Ores of Cuba, has discussed the character and possible genesis of these deposits with particular reference to the Moa field, calling attention also to the Taco and Navas fields in addition to those described by Spencer. Descriptive articles with reference to the Mayari field, and a few words about the Moa deposit, have also appeared.3 It is the purpose of the present paper to give some account of the exploration of the Moa deposit and to call attention to its commercial importance. LOCATION. The Moa district is situated on the north coast of the . Province of Oriente, which is the most easterly province of the island of Cuba. I DESIRE to make it perfectly clear at the outset that I fully realize the hazardous nature of any attempt to estimate the quantity of iron-ore or any other mineral in the ground. I should not have had the temerity to venture upon an inventory of the iron-ore supplies of the United States except for the requirements of the Conservation Commission. During the preparation of this inventory I have been impressed by the wide diversity in estimates of those best qualified to. hold an opinion, and I am therefore prepared in advance for criticism of my figures. Inasmuch as this report was prepared in large part for unprofessional readers, I considered it necessary to classify and describe the commercial iron-ores in a somewhat elementary manner, in order to explain the reasons for the large element of uncertainty in the estimates. I have therefore given a chemical and a geological classification of iron-ores, which place the commercial deposits in six classes: (1) magmatic segregations in basic igneous rocks; (2) contact-deposits formed in connection with igneous intrusions; (3) concentration-deposits; (4) replacement-deposits; (5) bedded-deposits, and (6) gossan-deposits. The iron-ores are further distinguished under two classes available and not available. This classification is in large measure arbitrary, and it, is evident that it will vary front time to time. In the available class are placed those ores which can be worked at a profit under conditions essentially as they exist at present. Since it depends wholly on the question of costs, the various factors which affect cost will determine the classification of any particular deposit. The ISASMELT process is making a significant contribution to the global metals industry. ISASMELT furnaces are now operating successfully in eight different countries and treating approximately 3 million tonnes of concentrates and secondary materials per year. The process is currently used in both lead and copper smelting. The most recently commissioned plants were in Germany and China, one for treating scrap copper and the other treating low-grade copper concentrates. The Copper ISASMEL T furnace ("CIF") at Mount Isa Mines Limited ("MIM") has continued to set new operational records, with throughput of more than I million tonnes of concentrate per year and very low operating costs. This paper summarises the latest operational data from the Mount Isa Copper ISASMELT plant and outlines the successful approach to industrial R&D taken by MIM in the development of the ISASMEL T process.

"A pyroxenite-carbonatite complex containing extensive pyrochlore mineralization was discovered during January, 1966, within an exploratory license area held by Consolidated Morrison Explorations Limited. Located 32 miles south of Moosonee, Ontario, the deposit was found under 100 feet of glacial till and Paleozoic sedimentary cover using airborne and ground magnetometer surveys. Exploratory and detailed drilling, totalling 47,625 feet in 85 holes, was completed in outlining the deposit to a maximum depth of 900 feet. Pyrochlore reserves are estimated at 62,000,000 tons averaging 0.52 per cent Cb,05 to a depth of 825 feet. Included in this tonnage is a high-grade section containing 10,000 tons per vertical foot grading 0.82 per cent Cb20 5• The deposit is still open at depth and the intrusive complex has by no means been fully explored.The columbium (niobium) mineralization occurs in a lineated calcite-dolomite host rock which has been intruded along a fault zone within a northeast-trending granulite belt. Potassium-argon dating indicates an age of 1655 million years.Preliminary studies suggest that the complex was intruded in a series of pulses in the form of a partially crystallized mush. The James Bay intrusive is unusual in that it is linear in form and contains only two main rock types - p•yroxenite and carbonatite. Nepheline-bearing syenites and associated rocks are notably absent. Moreover, the pyrochlore is essentially non-radioactive and free from many of the impurities generally associated with other pyrochlores. A test shaft to investigate soil conditions and to provide a 250-ton bulk sample was completed during 1968. Subsequent pilot-plant operations indicate that good quality pyrochlore concelttrates can be produced from this deposit."

BY the courtesy of Mr. Charles W. Jenks, of Boston, one of the owners of this interesting mine, I am enabled to lay before the Institute a suite of specimens, illustrating its peculiar formation and the paragenesis of mineral species which it presents; and a recent brief visit and rapid reconnoissance of the locality permit me to supplement this exhibition with a general description, based upon personal observation. The mine is situated upon the Culsagee Fork of the Tennessee River, in Macon County, North Carolina, a few miles from Franklin. The most practicable route by which it can at present be visited is by wagon (or preferably on horseback) from Seneca City, S. C., a station on the Charlotte and Atlanta Air Line Railroad. The itinerary is as follows: to Walhalla,* nine miles; Walhalla to Highlands, twenty-nine miles; Highlands to the Culsagee, fourteen miles. By passing the night at or near Highlands, the mine can be reached and examined and the return to Highlands made on the second day; and the round trip, if performed in the saddle, can be completed in three days from Seneca City. It is not easy, with due regard to steed and rider, to do it in less time. The rough and precipitous mountain roads do not permit rapid travel ; and the journey is at best a fatiguing one. But its slight hardships are overpaid by the stimulating effect of the climate and the great beauty of the scenery, both of which are destined to become more widely known than at present, to seekers for health and pleasure. Indeed the town of Highlands, already named, is almost entirely made up of northern immigrants, attracted by these advantages and by the inducement of cheap land for agriculture and stock-raising. The Culsagee or Sugartown fork of the Tennessee traverses the belt of ancient crystalline schists on the west flank of the Blue Ridge. This belt abounds in valuable minerals. Among those of the nonmetallic class may be mentioned graphite, soapstone, serpentine, ashes- * A branch or cross railroad is in operation as far as Walhalla ; but the single daily train runs at an hour not convenient for this expedition ; and Seneca City is probably the best starting-point. At all events, I obtained there an excellent mount for the trip.

A new system for leaching many types of ores has recently been developed on a commercial basis by J and J Research and Development, Inc. of Hanover, New Mexico. This revolutionary new leaching system consists principally of three new leaching reactors; viz, (1) a large, air-agitates, column-like reactor for leaching crushed ores that is constructed in an underground environment and has the inherent ability to do a very efficient job of leaching, (2) a vat-like, air-agitated vessel for leaching an rinsing finely ground ores and , (3) an air-agitated copper precipitation column that is built underground and utilizes an inexpensive dense or heavy scrap iron as a copper precipitant. Each of these new reactors have been used in a large leaching plant near Hanover, New Mexico.

A novel system for the depression of pyrite and the ash-forming minerals has been developed. A metal ion, including but not restricted to Fe+2, is added to form a hydroxide coating on the pyrite or ash-forming mineral. A polymeric depressant is then added to attach to this re-surfaced mineral. Nearly 200 flotation tests with a 11 different coals indicate the effectiveness of this system. Many of the important process variables such as the coal source, frother-collector system, grind size and procedure, pH, metal ion, and depressant type and concentration have been studied.

United States newspapers of 25 or 30 Years ago ran headlines every few weeks telling of some mine disaster. Each disaster was a first-page attraction for a day or so then was forgotten until the next sensational event, frequently another mine disaster, a few weeks later. Interspersed with the large mine disasters were the so-called ?snipping? mine accidents that caused the death of one or two mine workers. The summation of mine fatalities of all types usually exceeded 3,000 a year, and nonfatal accidents to workers in mines of the country approximated 250,000 annually. From 1906 to 1910, inclusive, there were 84 major explosion disasters (about 17 per year) in. United States coal mines. The resulting fatalities totaled 2,388 for the 5-Year period. These frightful catastrophes helped the number of fatalities in coal mines of the country to reach the enormous total of 13,288 for the 5 years, or an average of 2,658 per year.
