Introduction The property of Rouyn Merger Gold Mines, Limited, is in Rouyn and Joannès townships, Western Quebec, seven miles east of the town of Rouyn. Traversing it is the east-west trending Cadillac-Bouzan fault. Diamond drilling in 1944 and 1945 along a shear zone south of the fault indicated an ore deposit lying at the contact between sedimentary and volcanic rocks and dipping approximately 60° to the northwest. In the summer of 1945 it was decided to sink a shaft to investigate the indicated ore zone. In the immediate vicinity of the deposit, bed-rock is overlain by clay beds, in some places as much as 70 feet thick. Consequently, possible shaft sites were limited to those locations where overburden would not be excessive. The most favourable site was about 125 feet to the south of the ore zone as projected vertically from bed-rock to the surface. Accordingly, it was decided to sink the shaft at this point, with an inclination of 60° N. W., paralleling the dip of the ore zone.

THE realization by metallurgists of the important effect that traces of impurity may have upon the properties of a metal, and their steady demand for purer and still purer metals, have made the special cools for 'trace' analysis of increasing value. In the United States at least, spectrographic analysis is becoming the standard method for determining the impurities in zinc die-casting alloys. The Hudson Bay Mining and Smelting Company, as a producer of virtually pure zinc, uses the spectrograph to control the purity of its products, and-as the electrolytic method is employed here-to control both the impurities in the electrolyte and those 'trace' elements, which, while they do not contaminate the zinc, have a great effect on the plating efficiency. The general plan of the laboratory is shown in Figure l; the housing for air purification, which is on the roof, is indicated by broken lines. One of the chief factors affecting the layout was the easy way in which a spectrographic assay can be spoiled by contamination. To minimize the quantity of dust tracked in, the laboratory was made separate from the general research laboratories, and an office was placed between the two. This arrangement has its drawback because of the traffic through the office, but it has effectively cut down dust. For similar reasons, the available space was subdivided into a number of small rooms, and the air currents in the laboratory were so arranged that dust would be carried where it would do least harm. Air is drawn in at the roof over a 50-kilowatt bank of Calrod heaters, through Annis air filters, by a No. 4 Sirocco fan. Most of it is forced into the spectrograph room, but some goes to the office and darkroom. The air flow is from the spectrograph room, through the plate-measuring room, into the chemical laboratory, where it is exhausted by a No. 1% Sirocco fan on the fume hood. Air can also re-circulate from the plate-measuring room back to the heater. The arrangement is such that the air in the laboratory is maintained at higher pressure than the outside air; consequently, no dirt enters through cracks about the windows and doors. A thermo-regulator holds the temperature constant within one or two degrees; only on the hottest days in summer does the temperature rise enough to affect the focus of the instrument.

THE spiral stoping method of mining was first seen by the writer at the Granby Consolidated Mining, Smelting & Power Company's Hidden Creek mine, at Anyox, British Columbia. Where the method received its name, or by whom it was named, is a question, but it was employed by the Granby Company at their Phoenix mine, in the Boundary district, B.C., as early as 1901-02 after they had tried unsuccessfully other methods at that large, law-grade property. its adoption there was suggested by two miners, John and Steve Swanson, then working at Phoenix, who had previously been employed in the hard iron-ore mines of Michigan and Wisconsin, where they had learned this system of mining. The method proved successful at Phoenix and also, later, at the Company's Hidden Creek mine at Anyox, where some 40,000,000 tons, or more, of ore was mined in this manner during a period of about thirty-five years.

"The St-Honoré carbonatite complex, located 8 miles north of Chicoutimi, Quebec, was discovered in September 1967 as abnormal radioactivity was detected in the course of SOQUEM's aerial surveys. The complex, covered by a shallow layer of Trenton limestone, has been explored by aeromagnetic, ground gravimetric and magnetic surveys, and 12,013 feet of diamond drilling. Its age, from potassium-argon dating, is 650 million years. The carbonatite is approximately kidney-shaped and has a surface area of 6 square miles, 20 per cent of which is explored. It shows a central core of coarse-grained massive dolomitic carbonatite and an outer ring of foliated dolomitic carbonatite.The exploration work to date has resulted in the discovery, in the foliated carbonatite, of an incompletely drilled niobium (columbium) zone of pyrochlore-bearing carbonatite, at least 1,000 by 800 feet in size. This zone contains 5,000 tons per vertical foot grading 0.86 per cent Nb205 or at least 15,000 tons per vertical foot grading 0.66 per cent Nb205 or 45,000 tons grading 0.48 per cent Nb20s. The pyrochlore contains an average of 64 per cent Nb,Os. The central core contains a zone of rare-earth-bearing carbonatite (as monazite), grading up to 4.5 per cent rare-earth oxide, 3,500 ppm zinc and 290 ppm molybdenum. Stocks of nepheline syenite and magnetite diorite accompany the carbonatite. The total analysis and trace-element contents of typical rocks are presented."

The St. John Del Rey Mining Company, Limited, is an English company owning 150 square miles -of mining lands near Belo Horizonte, Minas Geraes, Brazil. The area is 2,300 to 5,000 feet above sea level, with a pleasant and healthy climate. Bedrock is Precambrian. The Nova Lima series of metamorphosed sediments and some volcanics is overlain uncomfortably by the Minas series of quartzites, itabirites. etc. Batholithic granite and gneiss cut both series and basic dykes cut all these rocks. There are important deposits of gold, iron, and manganese on the Company's holdings, as well as occurrences of arsenic, antimony, cobalt, nickel, dolomite, day, quartz, -ochre, bauxite, kyanite, and asbestos. Except for gold and consequent recovery of arsenic, all the other materials are relatively unexploited. The Company operates the Morro Velho gold mine and the Espirito Santo and Raposos gold mine. The Morro Velho mine was purchased in 1834 for £56,000. To the end of 1952 it had produced 7,000,000 troy ounces of gold from 15,000,000 short tons of ore. The ore z?ones are replacement deposits in a sinuous siliceous dolomitic rock locally termed "lapa seca," and plunge east, near surface at 45 °, at 8,000 feet at 15°. The ore minerals are pyrrhotite, arsenopyrite, pyrite, and chalcopyrite. Gold is finely distributed and almost nowhere visible. Ore reserves at the end of 1952 were estimated at 5.5 million short tons grading 0.39 oz. gold per ton. Chances exist for new ore within the mine area. The Espirito Santo and Reposos mine, in folded banded iron formation, has mineralization similar to Morro Velho but sulphides are less abundant. The mine to a depth of 2,500 feet has estimated ore reserves of 1.5 million tons of an average grade of 0.28 oz. gold per ton. New ore may be expected both laterally and at depth. To the end -of 1952, the ?Company had paid dividends of almost £4,- 600,000, largely earned from the operation of the gold mines.

The St. Lawrence deposit is a large wollastonite skarn (ca. 9 Mt @ 41.3% wollastonite) adjoining the gabbroic-to-syenitic Leo Lake pluton in the granulite facies of the Frontenac Terrane of the Grenvillian Central Metasedimentary Belt. It occurs within a horseshoe-shaped horizon of quartzite, open to the east. The skarn extends over 1.2 km2, and comprises wollastonite-dominant, wollastonite-clinopyroxene, and diverse quartz-feldspar-sulphide (-titanite) layers, interbanded with, and strongly folded within, the quartzite. As in the world-class wollastonite deposits of the Willsboro district, New York State, no carbonate protolith is preserved and calcite is a negligible constituent of the mineralized zones. Wollastonite development is nonetheless ascribed to metasomatism of a metacarbonate unit by magmatogene, silica-rich, CO2-poor (XCO2 < 0.05) fluids, at P = 350 MPa and ca. 560 oC, or, alternatively, 550 MPa and ca. 630 oC. Several high grade zones, averaging >40%, but locally exceeding 80%, of translucent, white, tabular wollastonite grains, with lengths of 0.2 - 2 cm, have been delimited by drilling. Preliminary beneficiation studies yield high aspect-ratio and high-purity (low Fe and Mn) concentrates. St. Lawrence compares favourably to other known prospects and operating wollastonite deposits; having good chemical and physical properties, low iron content, and high aspect ratios (>20:1). In addition, the deposit has a favourable size and location, and will benefit from a low Canadian dollar. Canada currently has no wollastonite production.

Four types of slope failures in waste dumps are recognized; debris flow, foundation failure, edge slump and blowout. The first three types, although at times causing considerable damage to property and interfering with mine operations, are not usually dangerous to personnel because of their slow rate of movement. The fourth type, the blowout, is considered to be the most dangerous because of its explosive mode of failure and lack of forewarning. The December failure at Verona dump is presented as an example of a blowout. Data from piezometer holes indicate that the blowout was due to perched leach solutions near the face of the dump. The level of water in this zone is very closely related to the rate of leach water application on the dump. A detailed analysis of core samples indicated that the impounded water was due to a zonal accumulation of Jarosite which is associated with a buried dump surface. Drain holes proved successful in controlling perched leach solutions in the critical zone near the face of the dump. Monitoring of the water level in the perched zone is considered essential in preventing blowouts. The use of drain and piezometer holes has allowed an increase in the rate of water application on the dump while preventing additional failure.

INTRODUCTION The stabilization of slopes is not a design problem. A slope is designed before it is made. For a slope to be stabilized it must already exist. The basic problem has existed for a long time. It started with cuts in soil and rock made in the 18th century during the construction of the canals which were developed at that time, and continued into the 19th century with the development of the railways, and in the 20th century with motor roads and lately open pit mining. It is not difficult to stabilize a slope, but certain questions must be asked and answered. These are: i) How much stability is required? ii) For how long is it required? iii) How important is the cost? These three questions indicate the basic problem of Civil Engineering, which is that the solution to any problem is a compromise between safety, cost and time. Stabilization of slopes is no exception. If the slope exists why is stabilization a problem? There are many possible reasons, for instance, a neighbouring and similar slope may have failed, or it may be necessary to change the conditions of the slope, steepen it, increase its height, put weight at the top, or construct a building at the foot in which case added security is required, or guarantee its stability for a longer time. MECHANISM OF FAILURE In order to pick the correct method of stabilization the mechanism of failure must be understood and the immediate cause of failure known. Often to remove the cause is the best remedy. The mechanism of failure has been studied over a period of many years in landslide problems. Pit slope failures are very similar to some types of landslides. (1) (2) (3) (4) In one sense there are many causes of landslides. Terzaghi lists 19. This means that there cannot be a standard solution to a stabilization problem. In another sense, it can be said that there is only one cause, which is gravity. The Australian Magnesium Corporation Limited (AMC) is constructing the worldÆs largest magnesium metal plant at Stanwell, 24 km west of Rockhampton in Central Queensland. The $1.3 billion, 97 000 tonne per year plant is scheduled to commence production in mid-2004. It will produce magnesium from magnesite using the innovative, locally developed AM Process Technology which enables magnesium to be produced at internationally competitive costs. The technology will enable the plant to have the lowest environmental impact of all the available magnesium production processes. The project will meet current world-best-practice environmental and emission standards while on a life cycle analysis, magnesium produced by the Stanwell plant will result in net reduction in global greenhouse gas emissions. Magnesium is the lightest of the structural metals. Its high strength to weight ratio and ease of casting and machinability makes it particularly suitable for the manufacture of light weight automotive components. Reducing the weight of motor vehicles through the use of light weight materials such as magnesium is the current primary means adopted by the automobile manufacturing industry to improve motor vehicle fuel efficiency and the lowering of emissions of greenhouse gases. The Australian Magnesium or AM process has been developed over the past decade by AMC in conjunction with the CSIRO to produce magnesium from magnesite mined at AMCÆs Kunwarara deposit. Over $200 million has been spent developing the AM process, designing, building and operating a demonstration plant at Gladstone and to complete an environmental impact statement and receive environmental approvals as well as funding for the commercial Stanwell Project. The paper outlines the development of the AM process technology, the operations of the Gladstone demonstration plant confirming the process technology, its operating costs and environmental performance. The paper covers the particular attention that was given to minimising the production of CHCÆs, the development of new cover gases for molten magnesium, the minimising of emissions of greenhouse gases and the life cycle analysis of magnesium as a replacement for steel and heavier metals in motor vehicles which confirmed its use resulted in a net reduction in global greenhouse gas emissions. The project received both Commonwealth and Queensland Government environmental approvals by August 2000.

"Nickel saprolite ores are normally mined as feed to Fe-Ni smelters or Ni matte smelting operations. The smelting processes typically require high Ni cut-off grades of approximately 1.5 to 2.2% Ni, depending on the operation. These very high cut-off grades result in a significant portion of the saprolite profile being regarded as “waste” and hence having little to no value. The Starved Acid Leach Technology (SALT) was developed to recover nickel and cobalt from nickel saprolites and Caron plant residues. Relatively small amounts of acid are applied to ground saprolites or Caron residues in order to selectively leach nickel and cobalt. The leaching is performed atmospherically under low free acid conditions. Nickel and cobalt may be recovered from the leachate as a mixed hydroxide. The mixed hydroxide may be added directly to a saprolite smelting operation or refined separately. InCoR Technologies is advancing the application of SALT at a number of sites. Bench scale testing has provided a relationship between acid addition and nickel extraction in leaching. Conceptual engineering studies have been completed by SNC Lavalin. The simplicity of the SALT technology provides the benefits of low capital and operating cost and an expected rapid ramp up to full production.INTRODUCTION The recent history of hydrometallurgical nickel laterite treatment plants has demonstrated mixed financial and operational performance. Table 1 summarizes the next generation plants built after the financial and/or technical failure of the Bulong, Cawse and Murrin-Murrin plants in Australia. The Coral Bay plants (Line 1 and 2) stand out (and now Taganito) as relatively low capital cost, simple (no acid plant, production of mixed sulfide product), and modest in scale (10, 12 and 36 kt Ni/a). However, the other plants in the list (Ravensthorpe, Ramu, Goro and Ambatovy) are all characterized by financial and technical challenges. All plants have a very high capital cost ($67,000 to $120,000 USD/annual t of Ni production). Ravensthorpe was sold by BHP Billiton after a poor startup. Ramu has had a steady ramp up but only produces mixed hydroxide for refining by others. Goro has had an extended construction period (since 2001), is high cost and has been very slow to ramp up to design production rates. Ambatovy has had a steady ramp up."

Dispute Review/Resolution Boards (DRB’s) are a highly successful dispute avoidance and resolution tool. In a joint effort between the UCA of SME and the Dispute Resolution Board Foundation (DRBF), the authors embarked on an informal assessment of the state of the DRB practice in the tunnel industry from the point of view of the Contractor, Owner, DRB Practitioner, and Attorney. The results of this assessment were presented in a panel discussion at the Rapid Excavation and Tunneling Conference (RETC) in June of 2021. This paper presents the results of that session with recommendations for further industry discussion and implementation

"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

Despite the recent pullback in metal and mineral prices, and the associated market adjustments, the mining industry is still facing a serious issue with the declining availability of graduate expertise. This is due to a combination of an aging workforce, retirements and retrenchments, coupled with a lack of suitably qualified graduates entering the workforce. The issue has certainly improved since 2004 when the industry picked up the rates of hiring graduate engineers and mining/mineral school enrollments picked up in response. This hiring effort has helped to cover the ?gap? years from about 1985-2000, when industry demand for graduates was particularly poor. However, the recent market pullback is likely to set back this progress, as recruitment and hiring wavers as a result of cost cutting measures and economic uncertainty. A key issue for the mining industry is how to ensure the survival and growth of relevant ?core? degree programs. Such programs include mining, metallurgical, mineral processing and geological engineering. The mining industry needs a healthy, high-level education program to ensure an adequate supply of appropriately qualified graduates for the mining industry. Two-thirds of the professionals entering the minerals industry who graduated within the past 40 years graduated prior to 1985. Since 1985, we have been living off the legacy of graduation classes from the mid-1970s and early 1980s. It is estimated that we have been producing graduates at approximately 40 to 50 percent of the sustaining rate since about 1985. Further growth in the domestic industry would increase graduate requirements significantly, and the export of U.S.-graduates to other parts of the world (as is currently occurring) also impacts the total graduate requirements.

The state of sampling practice in South African minerals industry must be appreciated in the context of the changes that the country has recently lived through. These include the entrepreneurship and investment in local mineral developments, the &apos;unbundling of mineral assets&apos;, the rising foreign control of South Africa&apos;s mineral assets, developments in the regulatory environment, and the training that has come to the industry through international experts. In terms of their financial contribution the five most important commodities in the South African mining industry include gold, platinum, non-ferrous metals, ferrous metals, and coal. International Organization for Standardization (ISO) standards form the basis for international trade in two of these commodities and have had a steadying influence on sampling practice over the years. The contribution of the minerals industry to the economic well-being of South Africa and the strong financial links between good sampling practice and minerals marketing, has acted as a driver for improved sampling practice. The state of sampling practice at mining operations of the five main commodities was found to be quite widely divergent with &apos;pockets of sampling excellence&apos; in each of the commodities. The stages of mineral development at mines for each of the commodities have been described in terms of the sampling sites, sampling mechanisms, and associated problems at different stages of mineral production from exploration, through face sampling, blasthole sampling, and in-mine grade control, ore processing and handling, metallurgical subsampling, process subsampling, and subsampling in the laboratory. In each case the principal errors were identified and their potential impact on value erosion was estimated. In the final analysis it is evident that the greatest problems arise in the early stage of mineral development, and that ferrous metals and coal are particularly susceptible to loss of value through poor sampling practice. Several examples of value lost through poor sampling at the marketing stage that arise from breaching contract specifications, either in terms of grade or sizing, are described. The conclusion is that larger companies with larger ore deposits and greater human, financial, and capital resources are probably more compliant with &apos;best sampling practice&apos; than smaller companies. Finally the message that equipment suppliers are sending is that business is booming and the awakened awareness of the issues around sampling practice are translating into rands and cents spent on improved sampling equipment.

By 1980, the U.S. mining community had reached a broad consensus regarding coal pillar design. The pillar load could be estimated from tributary area theory, and the pillar strength from empirical formulas and laboratory coal strength testing. Then the growth of longwall mining required new thinking. Recently, powerful design methods have emerged from analysis of large data bases of real-world pillar successes and failures. These include the Analysis of Retreat Mining Pillar Stability (ARMPS), the Analysis of Longwall Pillar Stability (ALPS), the Mark-Bieniawski rectangular pillar strength formula, and guidelines for preventing massive pillar collapses. Sophisticated numerical models have also helped transform the pillar design landscape. In the process, our understanding of pillar mechanics has been greatly enriched. In order to protect nearby structures during a blasting project, a peak particle velocity limit is often stipulated by a government agency or the owner of a particular structure. At the start of a blasting project, a preliminary estimate for the minimum scaled distance is often determined using a vibration prediction equation before any site-specific data have been obtained. Reasonably conservative assumptions are typically made for the unknown input variables in the vibration prediction equation until site-specific blasting data have been obtained and evaluated. Although this approach is prudent, it provides no assurance that the peak particle velocity values generated during the initial phase of the project will be below the specified limit.

THE production and inspection of the materials of war involves thousands of observations. Logical action is generally based on the interpretation of many observations. The success of such action depends upon the accuracy of the observations and the soundness of the interpretation placed upon them. There are countless instances where the observer &apos;sees but perceives not&apos;; that is, the significance of a group of observations is lost, due either to faulty interpretation or to no interpretation at all being placed on the results. This condition is being partly corrected in the United Kingdom and the United States (1) by the promotion of certain principles by Ordnance officials. The term Quality Control has been adopted to describe a system of studying and controlling industrial products by methods of handling observations. In these pages an attempt is made to outline in a non-technical manner some of the ideas used in the handling of observations. Of course the authenticity of the observations determines the worth of any decisions based on them. No matter how brilliant is the theory built on unreliable sampling, it is usually of little practical value. n some fields it is almost impossible to obtain observations free from bias. Let us suppose that observers of speed in miles per hour were available for judgment: (a) a bystander, (b) a motorcycle policeman, and (c) a motorist accused of speeding. The bystander might be unbiased but probably would be very inaccurate. The motorist is usually biased on the low side. The policeman is the only qualified observer and, if over-zealous, he might be biased on the high side. Conclusions drawn from large numbers of biased observations naturally would be of little value.
