Unlocking maximum value is essential when designing a stope and the associated drill and blast packets. This is becoming increasingly important at Olympic Dam as the operation continues to expand south into the new mining areas away from existing infrastructure, increasing operating costs and required capital investment; into areas with less competent ground conditions, requiring smaller stopes and increased interactions. The introduction of Orica’s WebGenTM system is one way in which Olympic Dam can continue to unlock value into the future by decoupling traditional drill and blast limitations. The Lime 390 stope was the first stope at Olympic Dam to trial the new technology on the last blast packet. This paper reviews the drill and blast design of the Lime 390 stope, including the technical and operational challenges associated with the stope and the trial of the Orica’s WebGenTM system for the firing of the last blast packet.

"When hard times strike in the mining cycle, sites tighten their belts and focus on lowering their unit costs. Lower unit costs can be achieved by reducing expenditure, increasing production, or by a combination of both. Faced with these requirements, site personnel must turn to areas where they can focus their effort for maximum return. For many sites, both in Canada and overseas, focusing on improving flotation cell maintenance is one of the areas where gains can be made for minimum outlay. Due to resource limitations and/or lack of equipment understanding, maintenance on many sites is only conducted on a reactive basis, once equipment fails. This paper will promote the idea that mineral processors should become more familiar with their equipment so they can ensure that the plant’s ability to produce is not compromised. By better understanding the flotation equipment and ensuring the critical components are maintained, it should be possible to unlock value in an operation. Flotation equipment inspections will be discussed in detail, including key items to look for during these inspections. Potential approaches for predicting wear and change-out time for flotation equipment components will be also demonstrated. An example of one approach used at a South African nickel site will be given.INTRODUCTIONWith metal prices decreasing and operating costs rising, concentrator operators are looking for ways to improve their bottom line. Lower unit costs can be achieved by reducing expenditure, increasing production, or by a combination of both. To meet the expectation of shareholders, mineral processors must turn to areas where they can get the best return for their efforts. One area where there is a large opportunity for improvement is in the maintenance of flotation equipment.On many mine sites, both domestically and around the world, it is quite common to see the philosophy applied of repairing equipment only once it has failed. Though some sites have advanced enterprise management systems and monitoring programs, in the authors’ experience, the decision on flotation equipment maintenance is rarely made on a proactive basis. Two common trends that are evident in the mining industry are that operations are under pressure to keep the plant producing, and maintenance managers generally have very strict budget targets to meet. In addition to these factors, few sites have a good understanding of the financial implications of running with worn or broken flotation equipment. Knights, Jullian and Jofre (2006) summarize this situation well, stating that the lack of correlation between some commonly used maintenance performance measures and key business drivers can lead to maintenance being seen only as a cost center (that needs to be reduced) rather than a tool for productivity improvement."

Many underground mine void spaces are not suitable for human entry due to unprotected roofs, instability or having an unknown safety state (eg if they are many decades old). Investigations of these voids may nevertheless be important for general mine safety, for example to detect propagating collapses or water accumulation, prevent accidental intrusion by new developments or drilling to reassess old spaces for re-mining. Robots are an ideal technology for investigating these spaces, especially flying, rotary-wing robots that can access and map vertical structures and spaces while avoiding rocks, water and mud that have accumulated on void floors. To operate in underground mines, we are developing customised unmanned aerial vehicles (UAVs) as well as interactive 3D virtual models of the vehicles and their underground environments for controlling vehicle operation and visualising incrementally gathered survey data. Using a game/simulation engine to provide an interactive interface for UAV operation makes it possible to orchestrate external spatial information and video feeds with in-game cameras for optimal visualisation that is not limited to the position, orientation or field of view of cameras mounted on the UAV. First and third-person points of view with respect to the UAV are provided, together with 2D and 3D gaze tracking to provide effective interfaces for geology and mine engineering experts without the need for specialist UAV piloting skills. Ongoing work is addressing the provision of greater levels of autonomy for these vehicles to support mapping well beyond the line of sight of operators and geological characterisation of rock surfaces using sensors mounted on them, including miniature X-ray fluorescence and Raman spectrometers. "9.1. IntroductionThe application of the electron microprobe for in-situ analysis of platinum-group minerals (PGM), first reported by Borovskii et at. (1959) and Genkin (1959), has resulted in a large and growing number of analyses of unidentified PGM. Figure 9.1 charts the increase in the number of reported unnamed PGM from 3 in 1959 to a total of 140 by 1979. All these minerals, with the exception of UN1968-5 and UN1976-1, were analyzed with the electron microprobe.There has been no recognised or consistent manner for reporting these unidentified PGM. The term ""unnamed"" has been used for PGM that are considered to be new species without a name as well as for PGM which have not been exhaustively compared to named and unnamed PGM in order to determine whether they are unique. Many of the so-called unnamed PGM are only unnamed because of poor microprobe analyses or because larger than usual elemental substitutions (e.g. Bi for As) made it difficult to calculate the true stoichiometry. Some of these unnamed minerals have been unnecessarily reported with non-stoichiometric formulae, as discussed by Cabri (1980). Better analytical data should reduce the number of such proposals.Another unfortunate practice, possibly used to by-pass the scrutiny of the Commission for New Minerals and Mineral Names, I.M.A., is to report a ""new"" mineral by referring to it by a name made up of its constituent elements. This has been deplored on a number of occasions (cf. discussion in Fleischer et at., 1976, p. 179), but some journals continue to publish such material. The Commission on New Minerals and Mineral Names has not recognised such ""names"" and these PGM are therefore included in this chapter with other unnamed minerals.A further example of inconsistency in reporting unnamed minerals is the report of a specific ideal stoichiometry with no further details (not even an analysis!); sometimes with a note that this will be reported in greater detail in due course. I have also been guilty of similar optimistic statements and, unfortunately, it is not always possible to follow through. Some authors give data on unnamed minerals in such a discrete manner that their reports are sometimes missed in literature searches."

The largest hard rock TBM ever to bore in the USA, an 11.6 m diameter Robbins Main Beam TBM, recently underwent a planned in-tunnel diameter change to a more compact 9.9 meters. The first-of-itskind conversion process for the Main Beam TBM was undertaken 2.8 km into the bore and was not done inside a shaft or pre-excavated portal. This paper will detail the unique dual-diameter machine designed for the Mill Creek Drainage Relief Tunnel in Dallas, Texas, USA, machine performance, and successful size conversion process that took place in early 2021—a process that utilized the four C’s of construction to enormous benefit: Communication, Cooperation, Collaboration and Coordination.

The Iron Bridge magnetite mine and infrastructure project is currently in development as a joint venture between Fortescue Metals Group, Formosa and Baosteel. It is supported by an extensive database of reverse circulation drill hole samples analysed by X-ray fluorescence (XRF), with a large subset tested for concentrate mass recovery, concentrate and tail grades by Davis tube recovery (DTR) testing. A limited number of rock physical testing results, including unconfined/uniaxial compressive strength and crushing work index, completes the database.By combining all available information – assays, DTR results, geology, stratigraphy, mineralogy and rock physical results – and using multivariate statistical analysis techniques, the impact of the critical factors that control concentrate quality, mass recovery and grindability characteristics have been outlined. A set of geochemical groups was created by using a cluster analysis technique from the combined XRF-DTR data. These groups allow optimal separation of material with consistently high concentrate Fe grades and mass recovery. This approach is superior to domaining based on stratigraphic logging or mass recovery as it is commonly used in standard magnetite estimation models. Using the results of a normative mineralogy study, the main geochemical groups were given a mineralogical profile fitting their geochemical characteristics. These findings further refined the understanding of the link between the process characteristics of the samples and their geochemical signature and mineralogy.The geochemical grouping defined on head grades and DTR concentrate mass recovery was generalised into a ‘geomet’ code based solely on the routinely assayed head grades, thus bypassing the need for systematic DTR testing. The geomet code identifies spatial domains with homogeneous geochemistry, mineralogy and process characteristics in both oxide and fresh material that form the basis of the current Iron Bridge resource model. The allocation of geometallurgical characteristics in terms of concentration amenability and concentrate characteristics on a block-by-block basis over the whole project allows for an optimum mine schedule and plant feed. This ensures that the desired concentrate characteristics and mass recovery can be better predicted over the life-of-mine, thereby improving the mine’s economics and stability by derisking the mine schedule and optimising the performance of the concentrators. A key benefit of the geomet code devised for the Iron Bridge mine is that it can be attributed in an automated manner to all samples analysed for a routine XRF analytical suite, from exploration to blasthole drilling. This allows each sample to be allocated to a geometallurgical material type with predictable process response in terms of concentrate mass recovery and concentrate quality without the need to complete systematic DTR testing.A standard multivariate analysis coupled with a cluster analysis has allowed the linking of interdisciplinary results between geology, mineralogy, geochemistry, process and metallurgy to better understand, predict and ultimately mine and process the Iron Bridge deposits. "The ore deposits of the Zambian Copperbelt occur in sedimentary strata that have been subjected to relatively mild, flexure-type folding. Unrolling serves to reconstruct the original depositional geometry of the folded sedimentary strata and is in common usage on the Copperbelt both for geological analysis of drill hole data and in routine ore reserve estimation.A computerized method of unrolling was introduced at Roan Consolidated Mines in 1969 based on a standard contouring program. A contour map of the geological structure is drawn from a regular grid of elevations, interpolated from the original, irregularly-spaced intersections. Unrolling is performed across this grid, perpendicular to one or two axes specified by the geologist. Each intersection is unrolled independently, and the new co-ordinates are subsequently processed to produce unrolled maps.The technique has been used successfully at RCM over the last two years in both the estimation of ore reserves and exploration planning."

The solutions to unsteady-state gas flow in a radial system have been reviewed in order to aid in the interpretation of drawdown data. It has been the practice to evaluate the time and rate conversion constants, directly or indirectly, by using reservoir data. This paper presents a method of determining these constants from drawdown data. A simplified approach to the de-termination for the various boundary conditions is presented. An example of a problem which illustrates the use of this theory appears in the appendix. THROUGHOUT the Colonial era, Philadelphia was easily , the leading city of North America, and it still held that position at the end of the period, with a population of about 25,000, though closely pressed by Boston, which had slightly over 20,000, and New York, which had nearly as many. It was the center of a region in which mineral industry was important. Thomas Rutter's bloomery, built in the Schuylkill valley in 1716, was quickly followed by many others, and during the Colonial period at least 20 blast furnaces, 45 forges, and iron- works of other types were built in eastern Pennsylvania, which easily led all the other colonies in iron manufacture. During the Revolutionary period others were erected as far west as Fort Loudon, in the Cumberland c alley.^ After 1800 the rapid development of the anthracite mining industry profoundly affected Philadelphia's, development, since transportation of the coal was then necessarily by water, and the streams of the anthracite . regions mostly flowed into either the Schuylkill or the Delaware Rivers. With an abundant near-by supply of coal and iron, with the seat of government, which had been there since 1774, and with a National Bank established there in 1791, one would have seemed safe in prophesying, at the beginning of the nineteenth century, that Philadelphia would permanently remain the leading city of the United States. Education in Philadelphia was at first wholly in the hands of the Quakers, who had established a "Public School" there in 1689, but in November 1739 George Whitefield, who had created a sensation in England by his preaching, though only 24 years old, passed through Philadelphia on his way to Georgia to found an orphan school there. "By the end of the 1950s, the German hard coal mining industry produced 150 million tons of hard coal per year in 170 collieries with 600,000 employees. At that time, 70% of the primary energy demand of the Federal Republic of Germany was covered by domestic coal. However, due to coal mining becoming an increasingly globalized business and the oil and gas industry producing with lower costs, the German domestic hard coal industry stood constantly under restructur-ing pressure. The industry declined until the end of its life cycle. In 2007, a political understanding was arranged to phase out German hard coal mining in a socially acceptable manner by the end of 2018. This decision required a new strategy for the coal mining industry. Being strictly finalized, the German hard coal mining industry has to be prepared for the post-mining era. To create a sustainable development strategy, the long-term impacts of coal mining activities in Germany concerning the environmental, economic and social dimensions will be analyzed systematically and forward-looking. The regional and social responsibility during the closing process and for the post-mining era will be emphasized. High technical standards in environmental protec-tion and post-mining technologies, as well as long term experiences in the development of former mine sites to create new jobs are significant from an international point of view. The traditionally constructive social partnership between employers, union, and employees has enabled long-term stable adaption processes and avoided social friction. The sustainability strategy of the German hard coal mining industry can be regarded as a role model for other mining countries and regions facing similar transition challenges. INTRODUCTION Principally, mining is a finite business that reaches its end if the deposits are depleted or the raw materials can no longer be mined in an economically profitable way. However, the impact of mining is po-tentially an infinite one – at least if you measure it at a human time scale. Mining always means interfering with geological and ecological structures that cannot be reversed to their original condition. In general, the mining cycle (Figure 1) can be divided into three phases: 1. The exploration phase, in which the deposit is investigated to determine its technical and economic profitability. The period of these undertakings is relatively short and can lead to the launch of mining operations. 2. What follows is the actual mining phase which usually lasts for a long time and ends latest when all deposits are fully depleted. This lifespan may be shortened if the economic conditions (production cost or market price) deteriorate. Nevertheless, mining may be resumed if those conditions become favorable once more (examples are silver mining in Germany or rare earths mining in the USA). 3. The longest phase, however, is the post-mining phase as the human interference into geology and nature is usually inten-sive and irreversible. Mining can lead to consequences which have a permanently adverse impact on people and the environment; therefore, they have to be managed as best we can (1)."

Across much of New York City, the geology of glacially deposited soils follows a common sequence. Outwash sands generally overlie varved silts and clays, which lie above a basal till deposit underlain by the bedrock. Pile foundations at projects with such typical stratigraphy generally develop their axial capacities by extending below the fine-grained deposits into the till or the bedrock. Contrastingly, at a project site on the Brooklyn waterfront, high capacity piles were efficiently and economically installed by driving them into the relatively shallow glacial drift and till deposits which lay above thick fine-grained compressible glacial lake deposits. An unusual aspect about the foundation design at the Brooklyn project site is that, relatively short and high capacity piles were driven into the shallow glacial drift and till deposits, overlying the thick fine-grained glacial lake deposits. In order for this unusual foundation scheme to be feasible and economical, the piles needed to achieve their driving criteria in the upper strata. Consolidation settlements in the lower stiff and over-consolidated glacial lake deposits below the pile tips had to be relatively small. The paper discusses the unusual stratigraphy in this area of Brooklyn in greater detail with geologic profiles and engineering characteristics of the glacial strata. It also discusses the design aspects of the pile foundations, settlement estimates, a pile drive test program during design, results of the static load test program during construction, and production pile installation results.

In the dynamic realm of mining health and safety, addressing psychosocial hazards is crucial. Legislative requirements now demand employers navigate this complex terrain, but uncertainty often clouds effective management. The resource industry’s skills in managing physical hazards are showcased in their adaptability in this case study. Integrating the Critical Risk Management framework with organisational psychology, a mining company achieved a transformative breakthrough. They identified and assessed psychosocial hazards and established a sustained and risk based approach to managing these hazards within the workplace. This innovative approach encompasses strategic steps. Key learning from the case study was: - Beyond Bow-tie Analysis: Discover why a linear risk analysis tool, like Bow-tie Analysis, falls short in capturing the dynamic and interdependent nature of psychosocial hazards. - Psychological Safety Power: Learn why psychological safety is vital for gathering accurate data and ensuring control effectiveness. - Dive into how it creates a data-driven foundation for success. - Broadening the Brush: Explore the impact of preloading Broad Brush Risk Assessments, an educational and dynamic hazard-identification tool. Control Mastery: Gain insights into how the Critical Risk Management framework ensures ongoing control monitoring and effectiveness for psychosocial hazards. While this implementation’s outcomes are still in their early phases, promising key indicators such as absenteeism, turnover and cultural engagement have emerged. These metrics are set to experience positive shifts as controls prove adequate. As the conference nears, we anticipate having data to showcase these transformative results. The United States Bureau of Mines has published relatively little on the flooding and unwatering of coal and metal mines. Bulletin 229, Fifty-Nine Coal-Mine Fires, published in 1927, contains several instances of the flooding of mines or sections thereof to extinguish fires but does not describe their unwatering. Report of Investigations 2649, Explosion Hazards Incidental to Unwatering Coal Mines, published in 1924, warned against the possibility of gas accumulations in flooded mines and indicated the precautions to be taken. Report of Investigations 2255, An Unusual Hazard in Reopening Long-Flooded Timbered Metal Mines, published in 1921, told of methane being pocketed and the danger thereof. The flooding of mines originates in many ways. At some mines flooding followed reopening after what was thought to be permanent abandonment; also, explosions have caused some mines to be flooded. Extinguishing fires, accidental encountering of underground streams or flooded old workings, and caves of strata admitting water from underground workings, water-bearing strata, or surface accumulations have also flooded all or parts of mines. Unfortunately, un watering often necessitates much study and causes apprehension largely because experiences in similar situations are not generally known, as few descriptions of successful or unsuccessful methods are available. The job has sometimes been contracted for outside the local management involved and has become a matter of record for the contractor only. As the cost-plus contract system often employed in the past is now known to be expensive, careful managements elect to handle the problem themselves, in line with the general policy of cutting expense where possible. This report describes specific in-stances of successful unwatering by operators.

TWENTY-ONE of the states in the Union, the Territory of Hawaii, and seven provinces of Canada now have in operation laws requiring that professional engineers be registered or licensed. In addition, two states require that civil engineers be registered, and one other state demands registration of structural engineers. Moreover, nearly every year sees additions made to the list. The registration movement, fostered by the American Association of Engineers, now has the powerful, energetic backing of the An1,erican Society of Civil Engineers, which is itself now fostering registration legislation, and there is a strong sentiment in favor of registration in the American Institute of Electrical Engineers and the American Society of Mechanical Engineers. Only in the American Institute of Mining and Metallurgical Engineers is anti-registration sentiment, strongly dominant, but many members of this organization are enthusiastic advocates of registration.

"To counter the recent uncertainty in the rare earths market, diversify the supply source, and help meet the future demand in this sector Canada initiated development of several new rare earth deposits. In the past few years, a number of various studies on rare earths plant design have taken place mainly covering process development, process selection, and flowsheet design. The purpose of this paper is to provide an overview of known domestic and potential resources and reserves of rare earths and their status quo with a focus on the metallurgical processes using the information available in the public domain. Plant designs currently under consideration in Canada are reviewed and evaluated. An outline of the areas of opportunity for selective innovation and technology development in the rare earths flowsheet development and the associated risks and rewards is provided.INTRODUCTIONThe rare earth elements (REE) have a very small annual market, but they are categorized as very strategic metals vital to global economic growth due to their indispensability to the development of modern defence system, green technologies and electronic applications. The International Union of Applied and Pure Chemistry (IUPAC) defines the REE as the 15 elements on the lanthanide series on periodic table of elements, plus yttrium and scandium. REE are classified as light rare earth elements (LREE; La to Gd), and heavy rare earth elements (HREE; Tb to Lu). Physical properties and chemical reactivity of yttrium is similar to those of HREE, thus it is categorized as such. Properties of scandium are not similar enough to classify it as either a LREE or HREE (Weng et al., 2015; Sappin & Beaudoin, 2015). However, the mining industry does not always abide to this definitive classification of the split between LREE and HREE. Therefore, in a comparative study of projects, there is a need to pay attention to how the elements are classified."

"At the end of 2010 the AMSA Esperanza Concentrator started commissioning. Located in the Atacama Desert this project is the first of several large size concentrators developed recently to operate in Northern Chile. In addition to the new operations to be implemented in the short term, many existing installations are planning expansions. The use of large size equipment is one of the common characteristics of the new concentrators, but also new technologies are being considered and innovation is present in most cases. Sea water or desalinated water will be required to process large tonnages of sulphide copper ores as well as gold bearing ores, since process water supply from the Andes will no longer be available. The high cost of sea water or desalinated water supply and the high cost of energy are not a limitation as the current metal market scenario allows obtaining an attractive NPV even from installations designed to process relatively low grade ores. A review of the current concentrators being developed in Chile is presented, including a description of the main design issues related to technology and innovation. An analysis of the Chilean mining industry is also presented, detailing mine and plant capacities as well as expected final products.INTRODUCTION The mining sector in Chile has become a reference when analysing the large concentrator plants projected or currently in operation all over the world. At present and as a consequence of the high price of metal commodities, most South American countries have an active mining sector. Chile is known as a major producer of metals. First records of copper production exported to Spain are dated to the early XVII century. Since then Chile has produced over 13% of the total copper ever produced in the world. After 1990 Chilean mining and the associated cluster of activities has substantially grown to levels never reached before, especially in the production of copper, gold and other non-metallic minerals. This dramatic increase is the result of an economic policy based on delivering comparative advantages and incentives for the admission of foreign capital to offset the weak domestic investment in previous decades. Massive mining of its huge mineral resources has allowed Chile to be a world leader in the production of copper and other base metals and mineral products."

Coal producers and utilities depend on automated coal blending systems to reduce costs and meet stringent environmental regulations. Over 30 systems installed in the United States since 1987 use on-line PGNAA (Prompt Gamma Neutron Activation Analysis) analyzers to accurately control the blending process. Experience and detailed engineering are required to integrate real-time data produced by the coal analyzer with a control system to meet demanding performance specifications. This article reviews successful installations and lists important features including interfacing analyzers with plant control systems, specifying feeders and weigh scales, and managing data.

This paper is an update on a paper presented at the 2022 ISEE conference. The original paper presented how the mine operator desired to open up ore reserves near several mine structures including two crushers, the conveyor belt drive and the concentrator thickeners. In order to open up additional ore for extraction (over 3 million long tons or 3 million tonnes) it was necessary to blast out two benches near the mine structures. Since the two benches have been successfully shot, the mine has now conducted nine production blasts in this area at distances as close as 116 m (380 ft) to the two primary crushers. These production blasts are full size production blasts consisting of up to 300 or more blast holes. For these blasts the two primary crushers were still the critical structures as they were the production life blood of the mine. If the crushers were shut down due to any damage from the blasting, the revenue of the mine would be adversely affected. As with the initial bench blasts, two issues provided an extra challenge to the blast design. The first was that the blast holes were still considered large diameter at 12¼ inches (311 mm) and 16 inches (406 mm). The second issue was that the bench heights were short, with the average varying from 34-40 ft (10.3-12.2 m). This combination of large diameter blast holes with a short bench provided an unfavorable geometry for the goals established by the mine management. The mine management established the following goals. 1) None of the mine structures would be damaged by fly-rock. 2) Minimize the blast vibrations at the crushers. 3) The last goal was to produce a muck pile that could be dug easily by hydraulic shovels. Electronic detonators were applied to achieve the necessary control of the blast and optimal fragmentation throughout the mine. UAV surveys of the blast area were also conducted to provide a 3-D representation of the free faces and bench surface. The 3-D point cloud produced from this was used to measure the shape of the free faces. Once the shape of the free faces was quantified, it was possible to establish proper placement of the crest holes and develop a custom explosive load for each blast hole. The results of the nine blasts have provided what the customer requested. The peak vibration level at the crushers for the nine production blasts was 1.6 in/s (40.6 mm/s) at a frequency of 18.9 Hz. There have been no fly-rock or blast vibration issues at any of the nearby mine structures. As a result, the mine has been able to maintain its production with no downtime. The muck piles have been well fragmented with reports from the shovel that they have all dug well.

Pt-based alloys for high-temperature applications in aggressive environments have been under development for over 10 years, and are targeted to be used as either as bulk, or as coatings. The alloys comprise Pt, Al, Cr, and Ru, and the microstructure has been improved by composition to a best possible analogue of the nickel-based superalloys, which these alloys could partially replace. This was necessary because the previous best alloy had a strengthening precipitate volume proportion of only approximately 40 vol.%, whereas the nickel-based superalloys have around 70 per cent, and a lower volume would mean that the strength would not be the best that could be obtained. The microstructures were assessed using electron microscopy, and have been related to the alloys? hardness values. The current microstructures are much more like those of NBSAs, with a high proportion of the strengthening ~Pt3Al precipitates. Since the samples have to be small (platinum is expensive), hardness has been used as an indication of strength. Nano-indentation studies showed that the hardness and Young?s modulus were higher for ~Pt3Al than the (Pt) matrix. More extensive oxidation studies have been undertaken on the previous optimum sample, and the effect of cooling rate after heat treatment has also been ascertained. In addition, the samples were studied after different heat treatment times, and cross-sections were made in order to characterize the alumina scale that formed. The oxide scales of Pt-11Al-3Cr-2Ru (at.%) up to 100 h exposure did not spall, and were at least as good as those of the ternary alloys. There was no discernable Al depletion zone in the substrate, although it could have been at a greater depth than thickness of the samples studied. Further additions to the Pt-Al-Cr-Ru alloys have been studied, to increase the melting temperature as well as to reduce the platinum content without compromising the properties. Reduced platinum content would have the benefits of reduced density and cost. The target elements include vanadium and niobium, of which vanadium is of special interest, since it is a South African product. Before these additions could be made, phase equilibria studies were undertaken so that the maximum addition could be ascertained, and also to check any possible ternary phases, which could be deleterious. Work on the Pt-Al-V system revealed a ternary phase, ~V27Pt54Al19 (at.%), which has a eutectic reaction with (Pt). The maximum V addition is likely to be around 15 at.%, otherwise ~Pt3V or the ternary phase will form, and not the required (Pt)/~Pt3Al phases.

The mining of coal in Alaska receives special treatment in the Surface Mining and Reclamation Act passed by the U.S. Congress in 1977 (PL95-87). Section 708 of the Act required that the National Academy of Sciences (NAS) perform a study of "Surface Coal Mining Conditions in the State of Alaska, In Order to Determine Which, If Any, of the Provisions of the Act Should be Modified with respect to Surface Coal Mining Operations in Alaska'. The special committee on Alaskan Coal Mining and Reclamation of NAS completed their study in 1980 and prepared their report (NAS, 1980). At this time, the Secretary of the Interior and the Congress have taken no special action with regard to either special regulations geared specifically to Alaska or to submitting special draft legislation to the Congress requesting amendment of PL95-87. The Alaska Department of Natural Resources (DNR) has drafted legislation which was submitted to and passed by the 1982 session of the State Legislature. The State regulatory agency has also drafted the requisite regulations necessitated by the amendments to the State's Basic Coal Mining Act. It is expected that by mid 1983 DNR will have applied for "primacy" to the office of Surface Mining, U.S. Department of the Interior (OSM). They will be submitting the amended State Law, the revised State Regulations and an operational plan as called for by OSM regulations. The presumption is that primacy will be granted to the State of Alaska under PL95-87. The Usibelli Coal Mine continues to be the only operational commercial mine for coal in the State of Alaska. It produced 7.26 x 10 kg (8 x 10 " T) of coal during 1981. The current mine was started in 1920 by Captain Lathrop, an early developer and pioneer in Alaska. It was continued by Emil Usibelli and was taken over after the death of E. Usibelli (in the 1964 earthquake) by his son Joseph Usibelli who is the current President of, the firm3 Their latest improvement is a 27.5 m (36 yd. )Bucyrus-Erie Dragline which handles most of the overburden removal. The coal is removed by a loader-truck combination. They are currently starting up the use of a unit train loading facility which handles forty cars every two hours. This loading system was a development necessitated by the Sun Eel Export contract. The Alaskan Railroad was a major cooperator in the development of the first unit train loading facility in Alaska.
