Compliance with the EPA's emerging Clean Water Act regulations can be challenging. Open pit copper mines in Arizona have found themselves in a tangled web of changing rules, regulations, and guidance documents regarding storm water and process water discharges. Large mining properties must come up to speed on a myriad of issues including the definition of zero discharge, what constitutes a process related spring or seep, and tailings and waste rock Best Management Practices. The example of the Pinto Valley Mine in Arizona is used to illustrate National Pollution Discharge Elimination System regulatory issues.

This paper provides a discussion of the various federal and state laws governing water quality as related to mining operations. The specific laws addressed are the Clean Water Act, and the Arizona Mined Land Reclamation Act. Topics that will be addressed are mine water and process water discharges, storm water discharges, pollution prevention, dredge and fill, spill prevention control and countermeasure plan, and surface water protection. Proposed changes to the laws and regulations will be discussed. Compliance strategies will be suggested to prevent potential noncompliance and enforcement.

The Clean Water Act, as administered by the Environmental Protection Agency, has mandated industry, government and the public to comply with potentially conflicting and vague water quality statutes, regulations and guidelines. Universal regulatory strategies have been developed which have introduced and have created regulatory, compliance and institutional conflicts. Conflicts have been created because National water quality performance goals and design standards are vague, and, in many cases, cannot be scientifically justified. Because of regulatory technical requirements to define background and environmentally impacted water quality characteristics, the ability to achieve regulatory compliance is difficult. Difficult issues requiring resolutions includes but are not limited to site specific surface and ground water quality classification systems, water quality standards and guidelines, point and non point pollution sources etc. Because of these statutory and regulatory complexities, a confrontational regulatory system has been created as it relates to: - defining performance criteria in relation to design criteria; - resolving water quality statistical compliance conflicts; - defining laboratory precision requirements; - determining background groundwater characteristics; and - locating a representative point of compliance. Because of these complex regulatory issues, the ability to balance goals, needs and economics has not been achieved or in many cases has not been attempted, without legal intervention. A few examples illustrating where water and waste management compliance conflicts have been experienced.

The Cadia Hill concentrator at Newcrest’s Cadia Operations has undergone several modifications and upgrades to treat an increased throughput rate of harder ore from the Cadia East block cave mine.Subsequent to the commissioning of the expanded circuit, the flotation cleaner block has undergone a systematic optimisation programme tackling all facets of circuit operation. In 1977, an article in World Mining1 reported a total of 2726 rotary blasthole drills in service. This figure included only those machines produced by three of the manufacturers building drills of this type. The total, therefore, is much higher. Rotary drilling in the mining industry is big business to the manufacturers and suppliers involved, and a significant cost item to mine operators. The time has come to take a hard look at rotary drilling technology with an eye to reducing costs by increasing drilling efficiency. The efficiency of any rotary drilling operation is best measured in terms of the rate of penetration achieved by the bit. In blast hole drilling, there are five factors which affect the rate of penetration. They are: (1) bit selection, (2) weight on the bit, (3) rotary speed, (4) hole cleaning, and (5) formation properties. Of these factors, all but one may be controlled by the operator. Looking at any one in detail may reveal possible improvements in the system. One of these factors -- proper hole cleaning - will be discussed in this paper. In order for a bit to perform at its maximum capability, each tooth or insert should strike fresh clean rock as it falls into its drilling position. If the tooth or insert lands on previously drilled cuttings, a major portion of the energy delivered to the bit is absorbed in redrilling this broken material. A major portion of the interest, therefore, should be directed to the proper cleaning of the bottom of the hole. In an in-depth study of the cleaning of large diameter holes, Allen2 reports that horizontal air velocities of 38.10 m/s are necessary to prevent the saltation of drilled cuttings on the bottom of the hole. The exact flow pattern on the bottom of the hole, however, is not generally known. The air leaves the bit through the jet nozzles and the mouths of the cones, but where it goes from there is uncertain. This problem should be investigated by the bit manufacturers because they can best utilize the results of such an investigation to provide a more effective product. Some work has been initiated in this area and competition will probably increase its intensity. Bailing velocity is the best criteria to measure the cleaning of the hole, including the bottom, and is the factor on which efforts toward improvement must be concentrated. The first consideration is "What should the bailing velocity really be?" In drilling deep holes for oil and gas, 15.24 m/s is the generally accepted figure. In blasthole drilling, the figures of 25.40 m/s for average rock to 35.56 m/s for iron ore were first mentioned by Capp3 in 1962. The recommendations are the same to this day. A number of questions could be asked in regard to the apparent disparity between these two sets of figures. Various investigators have derived formulas which support one or another of these criteria. A thesis on the subject was written by Alexander4 who derived a formula based on research which resulted in velocities in the lower end of the ranges quoted previously. He set out to compare this figure to laboratory tests and his tests indicated that the velocities given by the derived formula appeared to be high.1 Perhaps the best reason that the 25.40 to 35.56 m/s range has been used, is that these velocities seem to work. Below the accepted figures, low bit life and slow penetration rates occur. Above these figures, increasing amounts of abrasive wear on the drill pipe and stabilizers seem to appear. There is a fallacy to this entire approach, however. The entire velocity calculation is made using nominal bit and pipe sizes and compressor deliveries with no compensation made for losses in the system. Perhaps an examination of some of the things that are not presently considered could lead to some practical improvements in the operation.

"As ores degrade, mining techniques and chemistries change to meet market demand and maintain product quality. The balance of recovery and grade is a significant challenge in the Crago Process where an anionic collector is used to float phosphate, followed by acid scrubbing, then an amine float to improve product grade. As the grade is a requirement for DAP and MAP production, recovery is the criteria to suffer. Phosphate losses in the amine float can bring overall recovery down by as much as 18%, creating a growing need to think outside the box to improve recovery. This paper will focus on the theory of amine tail recycling and the best methods to optimize the overall phosphate recovery by recycling the tails from the cleaner flotation step. INTRODUCTION In 2014 the total US phosphate production was down 13% over the prior year, from 31.9 to 27.1 Mt, which accounts for 12.32% of the world’s phosphate rock production. Florida and North Carolina phosphate production accounted for 80% of total US phosphate production, which was down from 85% the previous year. This decline is due in part to the closing of the last phosphate mine in Polk County, FL - which had an operating phosphate mine for over 100 years (Gurr, 2015). Another factor contributing to the reduction in contribution from FL & NC is the increasing challenges in beneficiating the remaining ore deposits. The Central Florida mining district has historically been in the Bone Valley deposit, where raw apatite was abundant with P2O5 values as high as 15%. The Bone Valley ore also had characteristics favorable to beneficiation to 27.5-29.7 %P2O5 while achieving recoveries above 86%. The move southward into the Hawthorne Formation has seen the ore feed grade hit some historic lows, and the matrix characteristics pose more challenges to phosphate producers. The Hawthorne Formation experienced lateritic weathering after the Bone Valley formation which altered the apatite to aluminum phosphate minerals, and alteration of montmorillonite to kaolinite, releasing MgO that caused the dolomitization of the top of the Hawthorne limestone (Cathcart, 1966). Elevated levels of dolomite can yield an increase in slurry viscosities, reduce production rates, and increase energy costs in the wet-acid fertilizer process. The MgO will also act to dilute grade, making it more difficult to achieve a standard 18-46-0 product (McHardy, 1981)."

With the constantly increasing sales competition, coal to be sold today must meet the test of quality in every respect. The producers must be able to make all marketable sizes that will meet such general requirements as follows: 1. Ash content must be consistently low, depending upon the use to be made of the coal. 2. Sulfur content must be controlled accurately according to requirements. 3. All sizes must be positively free from visible impurities. 4. Free moisture of washed sizes must be reduced to a minimum. 5. The freezing of wet coal in cars must be prevented. 6. The percentage of fines in small mixed sizes must be controlled to give the uniform and proper combustion when used on various types of automatic stokers. 7. The undersize particles or degradation caused by handling must be kept to an absolute minimum in all sizes loaded. Many difficulties may be met in bringing any particular coal to meet these quality requirements, because the extent to which the quality of a coal may be controlled is determined largely by its physical characteristics. Preparation of an Impure Coal Bed The application of modern and scientific methods in the controlled preparation of bituminous coal from a bed in the mid-western field will illustrate the results that can be accomplished by adequate preparation: The bed referred to contains coal inherently excellent as to low ash and other desirable characteristics; in fact, the coal itself is one of the best in the field. It is, however, divided into four layers by dirt bands of soft shale 1 to 2 in. thick. It also contains much sulfur in the form of sulfur lenses and laminated sheets. In introducing to an American audience a description of the work done in dry coal separation in England and in Europe generally, it is perhaps desirable to give a short history of the development outside the United States of the particular processes with which the author is connected, and perhaps to stress a little the differences in the nature of the conditions to be faced. England actually presents one set of problems and the Continent of Europe another, since the character of the coals to be treated is entirely dissimilar, and the attitude of the coal industries towards coal preparation is also dissimilar. England for generations has been working by hand good seams of clean coal of the highest possible quality and has not felt any pressing need to clean its coal. Most Continental countries, however, especially in Central and Western Europe, have been working friable and often very dirty coals for so long that a washery is accepted as a part of the normal equipment of a colliery, with the result that the art of wet washing has reached a high state of perfection, particularly in Belgium and Germany. The advent of machine mining has intensified the problems to be faced in all countries, and in England has been coupled with the working out of the best seams in the older coal fields, thus bringing about the necessity of working thinner and dirtier seams with resultant difficulties as regards marketing the products, while Poland, with clean and well prepared coal, has in recent years been attacking established British markets in Scandinavia. In recent years, therefore, interest in coal preparation has been steadily gaining ground in England, although it has not yet reached Continental dimensions. Broadly speaking, the differences in preparation problems between England and the Continent boil themselves down to one of size. In England, for example, with the exception of the Kent coal field, the proportion of coal of a size less than ? in. to the coal less than 2 in. is very much less than on the Continent, and since the principal difficulties in dry cleaning lie in the fines it is easier to produce good figures on

The water cyclone washer has a number of advantages that makes it a desirable machine for the cleaning of fine-grained and friable materials such as 1,4 x 0" slack coals. In this paper results are presented of tests carried out on a shaly coal containing a high percentage of inter-grown materials from the Minto area, New Brunswick. The tests were con-ducted in the pilot plant of the Western Regional Laboratory in Edmonton. The test results show that the cleaning characteristics of this coal can be improved by lightly grinding the recirculating middlings fraction, which constitutes approximately 30 per cent (1.45-2.00 fraction) of the raw feed. • The cleaning of 1;4 x 0" fines by water cyclones compares favourably with other coal cleaning machines and has an added advantage of being extremely simple to operate, low in capital and operating cost, and high in capacity. In recent years, coal beneficiation has gotten considerable attention. Selective oil agglomeration has been accepted as the best method to produce clean coal with a high removal of pyrite sulphur. In this study, spherical oil agglomeration of Datong coal fines was carried out using diesel oil as a bridging liquid. The oil agglomeration has a surface properties based on coal cleaning technique. The effects of fundamental parameters have been investigated including the concentration of bridging liquid, the size of coal particle, the solid content of slurry, the agitation time and rate, pH, surfactants on the agglomeration performance and various salts on the ash rejection and removal of pyrite of the agglomerated products. The optimum conditions of particle size, diesel concentration, solid content, agitation speed and time, pH and the dosage of active agent have been determined as less than 8µm, 20wt%, 1200r/min and 10 minutes, 7.5g/t and 100g/t, respectively. Under these conditions the ash content in the products can be achieved 1.5% below, the ash rejection was up to 92%. It has been observed that ionic strength of the aqueous medium affects the agglomeration performance. The precombustion coal cleaning process based on improved selective agglomeration results in high ash and pyrite sulphur removals. Over 80% removal of pyrite sulphur can be achieved from run-of-mine coals by offering a more cost-effective sulphur reduction solution rather than any other SO2 removal technology. In addition, the removal of pyrite sulphur is very necessary for not only the prevention of environmental pollution but also economical reasons.

FUSED quartz is a glass made by the fusion of nearly pure silica. Some confusion in terminology exists but in the trade today "fused quartz" generally refers to the perfectly transparent colorless product made from rock crystal whereas "fused silica" is a white, translucent product made from silica sand. Vitrified silica is the term preferred by purists for all quartz glass, but it lacks the definiteness of -the trade terms. Since the raw materials, methods of production, and properties of the finished products arc different for the two types, the trade terms are preferred. As fused quartz is amorphous, it-physical properties differ greatly from those of quartz crystal. Lacking crystallographic directions and having no piezo-electric properties, fused quartz. of course, has no value for the making of radio oscillator plates; but it does have other valuable and unique properties. Perhaps the 'best known and most useful properties are its extremely low coefficient of expansion and its ability to transmit short-wave ultraviolet radiant energy. The notion prevails that writing is a knack, that the skilful use of the pen is a gift of nature. This is an error. Dogberry may be responsible for it; he said: "To be a well-informed man is the gift of fortune, but to write and read comes by nature". Because Dogberry said it, we may be sure that Shakespeare thought otherwise. Ability of any sort may be partly innate, but my own observation and experience lead me to conclude that most of the easy writers have become so by constant practice. As I recall the names of men successful with the pen, I remember that most of them have written a great deal and have taken particular pains to improve their style. The suggestion that proficiency in the difficult art is a happy accident provokes a sardonic smile. The larger part of the great writing in our literature is the result of persistent effort. An easy fluency has been the undoing of many; their flamboyant and fantastic scribbling has proved as perishable as froth. This criticism applies to technical writing also; in order that a technical description or discussion may hold the interest of the reader, at least long enough to cause him to read it to the end, the writing must be done carefully and systematically; otherwise it will fail in its purpose of conveying information. Clearness is absolutely essential. "It is not enough to use language that may be understood; it is necessary to use language that must be understood."* The purpose of writing, at least of that which is meant to be read by others, is not only to express ideas but to communicate them. The Clem Jones Tunnel (formally known as the North-South Bypass Tunnel), a A$2.88 billion road tunnel project in Brisbane, Queensland, was successfully completed almost seven months ahead of schedule. The project included two parallel 4.7 km long road tunnels, 740 m of intermediate roadway access ramps and two auxiliary ventilation tunnels. The tunnels incorporate intelligent tunnel systems, best practice fire and life safety standards and typical civil tunnel elements.Over the duration of the project the Parsons Brinckerhoff (PB) and AECOM (formally Maunsell) design joint venture (MPB) were Lead Designers to the Leighton Contractors and Baulderstone Bilfinger Berger Joint Venture (LBBJV). Construction of the toll road commenced in September 2006 and was completed in March 2010, with the tunnel opening then. Contributing to the success of this project was the continued support the lead designers gave throughout the construction period.This paper will focus on some of the structural elements that contributed to the success of the project – in particular the cable tunnel structure, a small precast, culvert shaped element under the pavement of the mainline tunnel, and the fit-out of the Gibbon Street shaft which were designed to be constructed in a combination of precast and in situ concrete.The cable tunnel was incorporated early in the design phase and runs the length of much of the tunnel. This paper will outline the challenges faced by the designers with implementing this system which provided significant construction advantages, among which were being able to install a separate ventilation duct during construction and to start fitting out the mechanical and electrical conduits and drainage system while tunnelling was still underway.The Gibbon Street shaft had a length and width of 20 m by 40 m and an overall depth of 38 m. A 20 m high structure of precast and in situ concrete was constructed in the base to accommodate mechanical and electrical equipment and provide a take-off access for the southern ventilation tunnel. The construction purpose for this structure was to provide a junction between the tunnel boring machine (TBM) and the roadheader-style tunnels, a staging platform for commencing the roadheader tunnelling, and a platform where the TBMs could be dismantled and removed.The design was assessed and reviewed many times throughout the construction process to address the needs of each of these stages. Innovative use of precast concrete was used to minimise construction time.Additionally, the designers provided support to the construction team from the time of design completion through to the tunnel opening. This meant that the changes to the design and adjustment of construction loadings could also be assessed. The fi nal outcome resulted in an efficient construction sequence and a project that has provided an excellent outcome for the client, stakeholders and community.

It is proposed to consider here only comparisons made between results obtained when the materials employed are precisely the same, two furnaces at the same works for example, or the same furnace under different conditions as respects temperature of blast, method of charging, etc. With this limitation, the most important point in the comparison is the amount of fuel consumed per ton of iron. This, in fact, is the only item in the prime cost of the iron which can properly be said to vary in consequence of changes in the furnace process; for of the other principal items, the ore used per ton of iron, and also the amount of fluxing material, will depend on its richness, which, under the assumed conditions, will be practically invariable when taken over any considerable period; the labor cost also, from its nature, should be very nearly constant when estimated on the ton of iron. This paper gives the results: first,, of a research into the somewhat extensive literature of titanium; and second, of a series of original tests upon the effect of titanium on iron castr ings. New investigations have also been made upon the effect of titanium on steel, but I hope to treat this subject in an independent paper at some later date, and, therefore, will not discuss the experiments in detail here. The combined results of this study, which extended over a period of more than two years, can be briefly summarized as follows : 1. Steel or cast-iron, in which the titanium is properly proportioned, and which has been properly treated, is improved in strength, toughness, and durability against wear, such 'as, for example, the wear of railroad-rails, of steel and chilled-iron rolls, car-wheels, etc. 2. These improvemerits seem to be caused, not so much by the direct effect of titanium on the metal, as by its cleansing influence in removing harmful impurities, such as oxygen and oxides, nitrogen, occluded slags, and perhaps also sulphur. It appears also to reduce segregation, which would contribute to the same end. 3. In order that its effects may be fully realized, the treatment of steel or iron with titanium must be correctly performed. The immediate vicinity of the sea-shore, affording special facility for the exportation of ores, makes it possible to work certain mines in the Vladivostok district, which, in more remote places of Siberia., would remain unproductive. Outside of the city of Vladivostok the population is small and the country is very little prospected. Additional discoveries of valuable deposits like the large body of calamine which has recently been opened in the neighborhood of earlier worked lead-silver ores, in the Tetiuhe valley, are still in the field of possibilities. For many years gold alone was produced, in part from the coastal rivers and in part from a quartz-vein on Askold island near Vladivostok. But the production is diminishing, and prospectors are looking for other rivers in the interior, such as the tributaries of the Ussuri. These rivers are now more accessible than formerly, due to the slow but gradual development of colonization by the Russian peasants. The few natives of the country, called Orodjones, are of the Chinese race. They resemble the North American Indian and are hardy fur-hunters. They have given some attention to placers and have already shown good specimens of gold-dust from the rivers Iman, Bikin, Noto, etc. Coal-mining was begun in the Vladivostok region more than 20 years ago, but in a somewhat irregular way. The industry is not as yet important and the best coal-seams are badly prospected, or are even neglected. Copper, lead, and iron exist in several places. The amounts give some encouragement to the anticipation that the discoveries will give rise to important metallurgical works. I here present a review of the various deposits, based upon such safe information as is in hand, when I have not drawn upon my personal observations. Fig. 1 is a map of Eastern Siberia, showing the mineral deposits.

It has been customary at our opening sessions, for the presiding officer to address you on the general development of one or another of our several professions, or upon some important feature of Mining or Metallurgical Engineering. It is somewhat embarrassing to his successor that our former President, Dr. Raymond, expert as he is in every one of these professions, has been accustomed to keep them all, in their turn, prominently before yon. In selecting for this occasion a subject necessarily connected with iron and steel, I have thought that a review of these manufactures, with reference to some of their more pressing needs for improvement, will be more timely than a general or statistical paper. I shall endeavor to confine my remarks to a few specific defects of practice and management, and to their equally specific and more or less developed remedies. That serious defects exist; that they must be remedied ; that the manufacture is indeed already on the verge of transition, will be generally admitted. But it cannot be revolutionized all at once, however desirable the technical results might he, for that would bankrupt the business at large. We cannot afford to pull down and rebuild all our blast-furnaces that do not make a ton of pig iron with 25 cwt. of fuel; nor to replace all our hand-puddling furnaces with revolving ones, even if we could select the best revolver. Although the soft steels promise to supplant iron for most structural purposes, there are neither money nor present market to warrant all at once replacing our iron works, or half of them, with steel works. Since, then, these manufactures can neither stand still nor be suddenly metamorphosed, their managers are saying to one another: " We must feel our way into larger development; we must work gradually into better practice; we must improve a little at a time."

The photograph, Fig. 1, shows the apparatus a little less than half size, consisting of a filtering-flask fitted with rubber stopper through which passes a bent glass tube, and an extraction-thimble fitted with rubber stopper through which passes a glass tube of 0.25-inch bore. Both tubes are connected by a short piece of rubber tubing. A section of a thimble is shown in the photograph ; the tube extends to within & in. of the tapered end. The object of using the thimble is to remove the acid from the beaker after all the copper has been precipitated. Time is saved, the copper is not exposed to the acid alone, and there are none of the losses attending ordinary filtration. I have accomplished these results by means of a piece of perforated platinum fastened in the end of a (0.25-in. bore glass tube and a filter-mat of asbestos, but after my supply of proper length fiber became exhausted I could not replenish it even after purchasing 14 lots from four different dealers. The above apparatus may be used to remove at least seven-eighths of a supernatant liquid from a settled precipitate without disturbing the latter. The application of the thimble is best shown by partly outlining the assay for copper, as follows: Dilute the acid solution of copper and other sulphates to 150 cc. in a 200-cc. Jena beaker, place on a hot plate, add 2 drops of concentrated HCl, then place a strip of aluminum in the beaker (this may be bent or straight, as desired). Connect the apparatus, as shown in Pig. 1, with a filter-pump having a strong suction. When the copper is precipitated, remove the beaker from the hot plate and insert the extraction-thimble alongside the strip of aluminum. The acid solution will be drawn through the porous tube.
