A plan which has just been approved by President Wilson, by, the Secretary of the Navy, and the Naval Consulting Board, provides for the active cooperation of the Associated Advertising Clubs of the World with the 30,000 engineers who will soon undertake the task of making a card index survey of American industry, so that it may be prepared for national defense, if need comes. Herbert S. Houston, President of the Associated Clubs of the World comments on the plan. "Through the great power of advertising we expect-to arouse manufacturers, workingmen, businessmen, in fact the whole country, to the vital need of making industry the basic line of defense so that, if necessity arises, it can supply munitions quickly and abundantly. "This is not a war measure, but a peace measure. The militarist will support it and so will the pacifist, as well as the great body of Americans in between. So the slogan `national defense and international peace, has been adopted believing that the two causes will be best served by linking them together. "While the primary thing, of course, is service to the country, it is manifest that this work of the engineers will be of the greatest service to industry in times of peace. If industry is mobilized for defense, it will be placed on a basis of efficiency to meet the keen competition that will surely follow the present war." Howard E. Coffin, one of the leaders of the American automobile industry, in outlining the far-reaching plans of his committee, the Committee of Industrial Preparedness of the Naval Consulting Board, said: "At the outset I wish to emphasize the absolutely non-partisan nature of this work. I am not even familiar with the political affiliations of the great majority of the members of the Board or of my committee. In setting out to, mobilize the industrial resources of the United States, we are concerned only with the benefit to the nation, and to that end we have called into being an organization made up of the best technical and business brains of the country, and that organization will work along business lines with strictly business methods. I think it reasonable to say that this is a movement perhaps unique in the history of national governments, and one geared up to the highest standards of twentieth century efficiency. "It is vitally necessary that American industry be made aware of the part it must play in the national defense. Our whole conception of warfare has been changed almost overnight. Our military heads at Washington are largely, of course, graduates of the very best technical schools, have been taught the profession of fighting, and are masters of that profession. As members of the Naval Consulting Board, we are unable to tell these men how to do their work. But while these departmental heads have lived with military problems all their adult years, we on the other hand have slept and eaten and lived with the industrial problems of the country. The two questions are wholly distinct, and the masters of one cannot possibly be the masters of the other. We are confronted then with the necessity of interlocking these two vast elements of our national life into a great working organization for the national defense. It is that which we are about to do.

No commodity agreements now exist for sulfur and a lack of reference to sulfur commodity agreements exists in the literature. Law (1975) made a passing reference to sulfur as one of a group of commodities where "there have been additional control efforts of various types." Clearly, sulfur was a candidate, at least conceptually in the past, for some form of commodity agreement and the following discussion centers on the world sulfur market of the early 1980's in this context. GENERAL THEORY OF COMMODITY AGREEMENTS The upsurge in demands for commodity agreements seen in the last decade or so stems largely from agitation by the less developed countries (LDC) for better economic treatment by more developed countries (MDC). Several economic factors, real or imagined, adversely affect the LDC's as follows (MacAvoy, 1977): 1) variable demand in MDC's causes wide fluctuations in commodity prices which hurt the economies of commodity producers, who are often LDC's although consumer economies may also benefit from more predictable prices; 2) a general decline of commodity prices relative to the price of manufactured goods which hurts commodity producers in their balance of trade while their stocks and overcapacity rise; 3) instability of LDC economies enhanced by the above factors lowers internal stability, inhibits foreign investment, and retards economic growth; and 4) a lack of self respect when dealing with developed countries o, following the OPEC lead, LDC producers want the stature related to cartel market power.

Common clay is a natural, fine-grained material composed of hydrous aluminum silicates. Shale is a laminated sedimentary rock formed by the consolidation of clay, mud and (or) silt. Government and legislative programs The U.S. Environmental Protection Agency (EPA) invited industry to nominate representatives to a review panel that will help the EPA develop rules to regulate air toxics from the production of brick and structural clay products. The EPA was required to establish a review panel because these regulations will significantly affect small businesses. The regulation of air toxics falls under the Clean Air Act.

The successful reuse/recycling of refractory materials after removal from industrial service is limited because of contamination, the low value of spent materials, the low cost of virgin raw materials, the lack of driving forces such as regulations or taxes, and low disposal costs. Most spent refractory is disposed in landfills. Concerns over future liability for waste materials, corporate images, and IS0 14000 have helped to encourage recycling at some companies. The recycling practices and application for spent refractory materials at facilities successfully recycling used refractory materials will be discussed, with emphasis on similarities.

Introduction Trends of successful discovery technology and psychology emerge from a thoughtful study of various companies' exploration programs. These subjective patterns can be generalized into groups of factors for discussion. Here, for convenience, factors that influence exploration success are separated into management and geologic concerns. Most successful discoveries have a demonstrably favorable management combined with a technically competent geologic input. Both are required. But the management input is decisive. Management factors include the correct definition of management's role; cost of exploration; time needed for exploration; commodity selection; and the fostering of autonomy, creativity, and confidence in the geology department. Geologic factors include imaginative technical competence (field as well as academic), correct development and use of empirical exploration or prospecting models, and dedication. Success comes to those entities that are properly managed and have technological competence. A management team that directs a company's business has been compared to a dynasty. The dynasty lays out policy and follows up with appropriate action. In that management's power is pervasive, the term is appropriate. Management's role is, however, more important. Many examples can be cited where the geologic input was impeccable. But management somehow snatched defeat from the jaws of victory, and the exploration success was turned to a third party's profit. Management Factors Management's role can be broadly generalized to four parts. These are to identify the commodities it seeks, define its part in the exploration process, develop a functioning exploration department, and have the desire to succeed. It must have confidence in its geologists and delegate to them the authority and responsibility they need to operate successfully. Head office management cannot do the thinking for a field staff thousands of kilometers away. There is no substitute for confidence and delegation of authority. Successes came to those who had the freedom to act. Motivation is a management requisite. Management's role is to prevent destructive, internecine political battles within the corporate structure. Most large US mining corporations have well known histories of political strife that have damaged their exploration efforts. Management's role must, above all, include the desire to succeed. There are cases where management has been confronted with a commercial exploration success, but their reaction is to request additional study or exploration. Perhaps the problem of bringing a commercial find into production is beyond their capabilities. But a bona fide discovery sent back for additional work commonly is lost due to that management. The cost of exploration is a factor that management must accept. A variety of studies made during the past 40 years shows the cost per discovery to be $25 million, $38 million, $200 million, or even $290 million. These figures are derived by dividing the total exploration expenditure by the number of discoveries. However, successful management dynasties have a much lower cost per discovery during their management regime. Asarco, from 1948 through 1963, had one of the lowest cost discovery rates in the world. Duval Corp., from 1948 through 1968, had comparably low discovery costs. Placer Development, from 1955, was equally successful. Western Mining in Australia has had one of the longest lived dynasties associated with exploration success. Time is vital in exploration success. Most successful exploration case histories stress sufficient time in project exploration so that the target is well tested. A large target cannot always be adequately evaluated by a few holes (strat or concept testing). Serendipity helps in exploring large targets, but it best operates in a lengthy program. Numerous case histories include pleasant surprises. But these came mostly after the 10th hole. Commodity markets are important factors governing exploration success. Management's decision to explore for a specific commodity can doom its effort if that product suffers from severe oversupply. Unquestionably, progressive copper price increases from 1948 through 1968 helped convert marginal porphyry copper discoveries

"This paper describes a case study that illustrates how detailed geological engineering results were communicated to address a range of stability challenges in a producing mining environment. Instead of using standard geological engineering terminology, findings and recommendations were communicated as mine design options and mining responses to accommodate possible slope instabilities and associated risk. The resulting medium- to long-range mine plan integrated the potential slope instabilities and associated mining responses to provide a higher probability of planned resource extraction. It also reduced the potential for long-lasting production and processing delays.RÉSUMÉ Cet article décrit une étude de cas illustrant l’intérêt de la communication de résultats détaillés de géologie appliquée pour résoudre un éventail de difficultés relatives à la stabilité dans un environnement minier en production. Unfortunately, the geotechnical engineering cycle—characterization, slope design, displacement monitoring, instability management, and failure remediation—that is necessary to manage slope-failure risk is not always well known or understood outside the geotechnical engineering profession. The first introduction many personnel have to geotechnical engineering is when a slope failure starts to develop and appears to threaten the safety and livelihood of their workplace.At that point, the task of communicating the risk management of slope failure falls to the geotechnical engineer, who must summarize analytical methodology, design concepts, monitoring trends, and analysis results, frequently to an audience with limited exposure to the geotechnical field. All too often, the response has been to present a risk-management plan in the vernacular of geological engineering— using terms such as factor of safety (FOS), pore-pressure reduction, and slope unloading—instead of expressing the problem and solution in more readily understood mine production terms."

Multiple versions of an educational message can reach a diverse population more effectively than a single version. For instance, some workers are trained in formal classrooms while others are self-taught. The National Institute for Occupational Safety and Health has developed multiple versions of a hearing loss simulator (an interactive software package, a Web-based module, and an electronic slide show) to show how a single set of information can be readily adapted to different delivery methods. The three versions of the simulator were developed with a minimum of effort and expense compared to a single, less-flexible version. The interactive software is best for training sessions led by a hearing conservation professional, the Web pages are best suited for an individual worker, and the slide show is best for a small, more-generalized, training class. This paper will describe additional advantages and disadvantages of different delivery systems and will show what considerations are helpful in designing content that can be readily adapted to alternate presentations.

This chapter analyses the parameters influencing initial design of communication systems, for new mines and upgrading existing systems. Paragraph 5.2 outlines those variables that must be taken into account during the design stages of a new wired phone system. Recommended features, general requirements, and how they can be implemented are treated in this section. Paragraph 5.3 describes ways of improving or extending the range of trolley carrier phone systems and pager phone systems already installed in the mine. 5.2 New Phone System Design The task of designing an adequate communication, control, and monitoring system for an underground mine must be addressed on a system basis. In addition to insuring that effective voice communication is established, any new system should take into account present and future requirements of remote control and monitoring functions. Chapter 4 illustrated the drastic savings in response time that can be realized when remote control and monitoring are integrated into the overall communication system. The importance of including control and monitoring in the overall design plan for any system cannot be overemphasized. Because each mine is unique, and thus usually has its own special operating characteristics and communication requirements, there is no such thing as "the one best system" to meet the requirements of all mines. The optimum communication, control, and monitoring system for a mine must be one that has been tailored to meet the special requirements of that particular mine. Factors that must be considered during system design include- a. Type of mine and mining methods (low- or high-seam coal, deep hardrock mine, stope caving, longwall, room and pillar, etc.). b. Maximum number of working sections. c. Expected mine growth rate and eventual maximum size. d. Haulage methods (tracked trolley, diesel, belt, etc.). e. Underground power distribution system (dc, ac, or both). f. Features desired (two-way radio paging, private line capability for emergency use, etc.). g. Redundant or backup systems for use during outages of the normal system. Although no two mines are alike, the following items have been established as the main characteristics desired for any underground communication system: 1. Multiple Communication Paths to Outside--the objective here is to give all telephones a second method of communicating with the surface. 2. Audible Emergency Signaling--the communication system provides the main means of alerting miners during emergencies. The system should include means to broadcast distinct audible signals for emergency signaling. Initiation of these signals should probably be controlled from. a central outside point, such as a surface control room. 3. Emergency Override--provisions should be included to permit any conversation to be overridden with emergency communication. 4. The Chagres Smelter is located 80 kilometres north of Santiago - Chile, in the middle of an agricultural valley which is also one of the poorest districts in the country. This condition sets the main focus for the smelter's Corporate Social Responsibility (CSR) programmes, which ultimately aim at building self sustainable social and economic capital in accordance with the local capacities. With the help of Anglo American's SEAT (Socio Economic Assessment Toolbox), a corporately developed instrument designed to help the operations understand the needs of the communities and the impacts of those operations, the Chagres Smelter implemented several programmes, such as the CETTA (Experimental and Applied Technology Transfer Centre) programme. This project started in 2003, and consists of creating a centre for the transfer of sustainable techniques and skills for the small agricultural and livestock producers that live in the rural areas near the Chagres Smelter. Its main impacts are: Improved production quality (goat cheese and bee honey) and access to relevant markets, improved training and self-sustainability levels of producers, enhanced socio-economic level of the District's inhabitants by improving their income earning opportunities and technical knowledge, creation and promotion of a local brand as a symbol of quality products from the valley and a positive environmental impact of good breeding and native flora protection practices in the area. Other relevant social programmes are the 'Environmental Strivers', which created a recycling centre in the community; and the 'Beautiful Valley" project, which provides management knowledge and skills to local youngsters and leaders who can contribute to finding solutions for local environmental needs.

Context ? Community engagement has become an increasingly significant and challenging part of mineral exploration and mine development; indeed, opposition from communities proximate to a proposed mine site has been known to derail technologically- and financially-sound projects. ? These cases suggest that mining firms need to better understand how to engage constructively with local communities in the pursuit of their claims. ? While a range of publications exist promoting various community engagement strategies, these recommendations, when viewed as a whole, are disjointed and largely untested in real development contexts. Aims of Presentation 1. Synthesize industry, NGO, government and academic publications focused on community engagement best practice in order to highlight those practices that are most commonly recommended. 2. Review the (Canadian) mining industry?s experience with some of these strategies based on existing case material in order to identify the extent to which commonly prescribed strategies are used and validated in practice.

Plans are underway to extend commuter rail service underground into downtown San Francisco. The Salesforce Transit Center (STC) was completed in 2018 and will serve as a new transit hub, including a commuter rail station after two future connecting tunnel segments are completed. The northern segment, known as the Caltrain Downtown Extension (DTX), which will extend the rail line from its current terminus at 4th and King Streets to the STC, is currently in Preliminary Engineering. The southern segment, the subject of this paper, is a 1.6-mile tunnel known as the Pennsylvania Avenue Extension (PAX), which is currently in the pre-environmental planning stage, with alternative alignments under evaluation including single bore versus twin bore options. This paper discusses project challenges, including highly variable tunneling conditions in soil and rock, a congested urban project site with limited space for construction staging, alignment crossings of large existing buried infrastructure, and complicated interfaces with future and existing rail operations.

"During the early development of the Mattabi Mine in 1970, discussions with the Ontario Government revealed their policy of prohibiting, as much as possible, the development of new, isolated, single-industry townsites. Subsequently, Mattabi located its first housing in the Township of Ignace, which is situated 50 miles from the site of the mine and plant. Over 200 employees now commute 100 miles daily to and from work.This paper describes the experience gained and discusses the advantages and disadvantages of a remote townsite."

O presente artigo investigou como a condição de operação das zonas de resfriamento em máquina de lingotamento de placas contribui para o desempenho de lanças air mist. Tal investigação foi realizada no laboratório da Spraying Systems Brasil a partir das premissas de projeto de uma nova máquina de lingotamento e um novo conceito de lança air mist: menor consumo de ar comprimido, amplo turndown e qualidade de cobertura por toda a curva de operação do resfriamento. As curvas de performance foram montadas para diferentes condições de utilização de ar comprimido: de 1,5 a 4,5bar de pressão constante. Cada lança teve das vazões mínimas às máximas de água ensaiadas. A qualidade do perfil do jato produzido foi verificada para cada ponto das curvas obtidas, em mesa de distribuição no laboratório da Spraying Systems. Com as imagens em mãos, foi possível selecionar aquelas condições de vazão de água e pressão de ar comprimido com melhores perfis de jato e cobertura. Como resultado, a fabricante da máquina pode validar e/ou modificar a curva de trabalho de resfriamento da máquina e garantir as melhores condições do perfil do jato e uniformidade de resfriamento.

Coking of coal blends using high volatile coals with poor coking abilities to produce a high quality coke for blast furnace application can be achieved by compacting the coal blend prior to the carbonization process. Here densification up to a relative material density of 80 %, i.e. a compact density around 1100 kg/m3, has proven to be advantageous. Coal is compacted by stamping, if the so-called stamp charging process applied. Compacting of the coal by pressing is practised in case of the cokemaking with so-called heat-recovery ovens. Stamped and pressed coal cakes require over the cake volume uniform high density and mechanical stability. Besides the aspects of the coal selection, the efficiency of the process is mainly determined by the operating parameters compacting time and compacting energy for coal cake making. At the Department for Mechanical Process Engineering & Solids Processing of the Technical University Berlin the two sub-processes of densification and strengthening during stamping and during pressing are theoretically and experimentally investigated using specially developed lab-scale compacting test units and a strength test device. Describing cake density in terms of coal properties for a given coal and measured compacting energy input then leads to a compacting equation with the so-called Stampability as the integral model parameter for the stamping process. For the pressing process the cake density can be calculated with the measured compacting pressure and the Compressibility factor, respectively. Investigations were carried out to provide evidence of a significant influence of coal type, coal surface moisture, coal granulometric and mechanical properties on the densification process. The overall objective of the work is to establish a comprehensive mathematical model on the compacting behavior of large coal bulk quantities and the optimization of the compacting processes by stamping and by pressing. "In August 2013, the Appraisal Practices Board of the U.S. Appraisal Foundation issued its “APB Valuation Advisory #4 - Identifying Comparable Properties,” which contains analysis and examples that may suggest a broader meaning of the term “comparable properties” than is current convention in real property value appraisal in the United States and internationally. The advisory is directed at the appraisal of real property of all kinds, including interests in mineral properties, as indicated by the inclusion of two mineral property appraisal papers in the appendix that lists suggestions for further reading.This paper firstly reviews as background the historical meaning of a comparable property, with its perceived constraints, against real-world examples of transacted mineral properties that are adjusted to subject properties to provide market value indications. The advisory’s findings are then examined and evaluated as to whether they may influence and benefit the work of mineral property appraisers, particularly in situations where their sales comparison analyses may be challenged. The conclusion is that the combination of constraints that the advisory’s findings specify for use of the term “comparable” will for mineral properties be met infrequently or rarely. As a result, mineral property appraisers are advised to avoid using the terms comparable or “comp” when referring to transactions of mineral properties that they analyze to derive data for appraising the value of their subject mineral properties. IntroductionA mineral property appraiser rarely finds a sale of a mineral property that meets the literal meaning of the term “comparable sale,” by being directly comparable to the subject property of the appraisal in all factors of significance in the determination of the value of the property interest being appraised. Real estate appraisers have long used a more liberal interpretation of the meaning of comparable sale and its commonly used abbreviation, “comp.” Real estate appraisers compare sales to their subject property on the basis of price per hectare or acre of land and price per square meter or square foot of building floor area. Adjustments totaling to within the range of +30 to -30 percent from the sale property to the subject, before factoring in the property area, have generally been viewed as appropriate for the sale to be considered a comparable sale."
