"INTRODUCTION The characterization of groundwater hydrogeology is a common component in feasibility studies, geotechnical investigations and regulatory permitting for mining operations. The lithology at a location of interest may include several discrete water-bearing units; and the means of isolating each for testing can be accomplished through the use of inflatable packers. Consideration for testing during drilling program planning and communication between all stakeholders is essential to ensure that the Mine, Drilling Contractor and Hydrogeological Testing Specialist (Specialist) are ready to perform packer testing when the call is made to mobilize. Often, the notice to mobilize can be delayed and then occur with little warning due to the issues that can occur during drilling of very deep boreholes, as well as other factors. Hydrogeological investigation reports and journal articles generally discuss testing methods and results, with limited information available describing the planning and coordination of the field testing program, as evidenced by the lack of references cited below. The source of inspiration for the subject matter of this paper is grounded in the author’s past shortsightedness; with the hope that others not share similar misfortunes but experience success through thorough preparation for their future hydrogeological testing programs. The sections below focus on the planning stages of a field investigation using inflatable packers, including considerations for site specific conditions, designation of stakeholder responsibilities, and communication of testing expectations. Following these sections is a presentation of two examples of successful field programs and lessons learned in addressing problems encountered along the way. PRELIMINARY PROGRAM PLANNING & CONSIDERATIONS From the onset of planning for drilling programs, the Specialist should be in communication with the Mine to review plans and identify fatal flaws which could impede collection of hydrogeological data. Preliminary scope decisions can significantly affect the budget and duration of hydrogeological field programs and may dictate the means by which the field data is collected. The issues that need to be considered include the following factors. Testing Objectives The setup of the packer tool is dependent on the testing objectives. Is the goal to estimate bulk aquifer hydraulic conductivity or to identify discrete discontinuity hydraulic characteristics? Are groundwater samples needed? The answers to these questions affect selection of test interval length and what instrumentation might need to piggyback on the packer tool. Identifying the testing goals initially will provide adequate time to prepare packer equipment for mobilization. Borehole Size While inflatable packers come in many shapes and sizes, some sizes are more readily available and easier to procure on short notice. Packers for NQ and HQ size boreholes have been historically easy to procure and are commonly used in exploration drilling. Packer equipment is available for smaller holes, but it becomes more difficult to fit instrumentation down-hole as the borehole size decreases. This is particularly a consideration if collection of groundwater samples is required. In addition, risks of losing the hole or equipment downhole are greater for smaller boreholes. Larger boreholes require larger packers and clearly require more effort and heavier capacity machinery to manually manipulate due to the increased size."

Introduction Froth flotation is one of the most common unit engineering operations in use today. Its aim is to upgrade the quality of coal by removing ash/pyrite and separating selected minerals from undesired gangue materials. Flotation has been successfully practiced at the industrial scale for more than 50 years. Its use is increasing due to the ever decreasing feed grades of the coals and minerals being processed. Flotation has also shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a given equipment configuration. The operation must exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the mechanical flotation cell is scaleable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required - pH regulators, frothers, collectors, activators, and depressants - are all relatively inexpensive and common. They are not usually used in large quantities. Froth flotation is certainly one of the most versatile and forgiving unit operations in the chemical, mining, and agricultural industries. The problem with the industrial flotation process is that it is fairly easy to get reasonable results and relatively difficult to get excellent results. Why is it so difficult to fine tune the froth flotation process? There are some obvious reasons and a few not-so-obvious factors. The obvious category would certainly contain the tendency of natural feed materials (ores and raw coals) to have variable physical, metallurgical, and surface properties. This occurs even when special care is taken to minimize such differences with blending. There is another obvious reason for difficulty. An inherent broadness of the feed particle size range to flotation results from using any of the common industrial-scalefine grinding devices - ball-, rod-, or autogenous mills. Research has been done into the chemical reagent and equipment aspects of flotation. It has shown strong interactions (limitations) of chemical reagents and equipment on larger and smaller particles. The point is that current flotation practice works best on average- or medium-sized feed particles. The greater the amount of large or small particles, or of both large and small, the more difficult it is to achieve excellent flotation results. Other reasonably obvious factors include: • variations in mineral type and liberation sizes; • water chemistry variations such as those involving Ca", C03, or Fe", or various soluble metal cations; • the presence of stray organic materials such as returning soluble reagents or partially degraded reagents in reuse water; • the lack of reliable on-line instrumentation for monitoring and control; • frequent equipment malfunctions of all types; • excessive feed rates for installed plant capacity; • poor operator interaction with the process; and • poor reagent dosage control. There are less obvious, but real limitations to flotation. These are inherent in the design and operating characteristics of the most common cell design in use today - the mechanical flotation cell. Individual performance attributes of the chemical reagents used, along with their manner of use, also carry limitations. The bulk of this paper will deal with chemical reagents and their use. Chemical reagents In 1979, the author and his co-workers were asked to invent and implement, at the industrial scale, new flotation reagent chemistry. After reviewing some of the literature (Sutherland and Wark, 1955; Klassen and Mokrousov, 1959; M. Fuerstenau, 1962; D. Fuerstenau, 1976; and Leja, 1982), a series of carefully controlled plant scale tests were set up. These tests were designed to understand existing reagent scale-up from the laboratory to the plant. They were to quantify at the plant level the effect of some of the more important, controllable chemical reagent factors (frother and collector type, frother and collector dosage, pH effects). Portals to access underground mines are important infrastructure and their design requires careful consideration. Portals are generally expected to last for the life of the mine. Typically, the exposure of personnel and equipment is high, with many hundreds of movements through the portal per day. Consequently, the risk associated with geotechnical instability must be extremely low. Portals are often established from a boxcut. In areas where the weathering profile is well developed, the design and execution of the boxcut can involve significant effort, with the objective of minimizing the volume of the boxcut, whilst ensuring that conditions at the design depth are suitable for establishing a stable portal. Properly designed site investigations are a critical part of this process. Currently available portal design guidelines have not been updated for decades, however the equipment and ground support systems have changed significantly in recent years. Many mine portals have since been constructed in a relatively short time frame with success, often in challenging ground conditions using some of the more modern approaches to ground support. This is beneficial because delays in establishing a portal will generally delay other critical path activities, and lead to cost overruns.

When it comes to the analysis of gold bearing ore, there are literally dozens of variables that contribute to the final "true value" of a given sample. Initial sample selection, splitting size and method, inherent nugget gold, pulverization method, and analytical method variations are but a few. However, it seems that the inherent nugget gold particle is targeted as the primary reason for intra and inter-laboratory variations in assay. The following study will show that this is not always the case. A series of tests were undertaken for the Aurora Partnership-Aurora Project to solve inter-laboratory variations in the analyses of blasthole cuttings. Initial concern was centered on the probability that free gold occurrence was resulting in erratic results for the mine's cyanide shake assays and outside laboratory fire assays. Comparison of fire assay and cyanide shake assay was sporadically consistent with previously demonstrated extraction percentage for the cyanide method. The goal was to delineate the factors that ensure consistency in analyses; implement, where needed, Good Laboratory Practices; and reestablish acceptable analytical method correlation.

The importance of grinding as a unit operation in all industry has caused much effort to be expended toward improving the facility with which grinding can be done. Endeavor has continued nearly 100 years to formulate laws governing crushing and grinding. This has not been without controversy. However, grinding is an experimental science and our useful knowledge originates in experience. The recorded experience is grinding history. Today, many types of size reduction equipment, each with variations, are available to industry. Frequently, more than one type of grinding equipment will meet a requirement of grinding. However, an economic evaluation of installation and operating costs generally indicates a preferred type. The selection of grinding equipment requires' a consideration of the purpose in grinding, the characteristics of the material to be ground, equipment available for grinding, and the manner in which it can be applied best.

This paper addresses considerations for the use of artificial support of pit walls in surface mines, a new project of the Bureau of Mines. Results to date indicate that a polymer-coated cable with embedded grit could provide good anchorage for stabilizing benches and highwalls, and an electronic method of recording discontinuities in the field is being reviewed and developed for application to mining. The objectives of the work in progress are to define the engineering parameters and evaluate the concepts for artificial supports in order to provide safe working environments when pit slopes are steepened to increase ore recovery and reduce overburden handling.

Reference is made to the approach to mine cooling in which the service water is used as one of the means of distributing refrigeration, and attention is drawn to various engineering disciplines or functions necessary for effective distribution and reticulation of cold water from refrigeration plant. The demand for service water is intermittent, the peak flow-rates being typically two to three times the average flowrate. The refrigeration plant, on the other hand, must preferably be operated steadily throughout the day and night, with the result that a large storage dam for cold water must be incorporated into each system in order to even out the surge in demand for water. These dams should be operated as constant-temperature, variable-volume reservoirs. The conventional cascade system involving dams on each level is not the best for sending water down mines, and schemes are described that avoid the need for such dams. Reference is made to various tests that were carried out, and to several large systems that were installed. Management and organizational problems that could arise as a result of new technological developments in mine cooling are referred to, and cost figures are quoted to indicate the large potential savings, In addition to the improved environmental conditions, that can be achieved through the use of integrated water systems.

The growth and oxidation characteristics of any bacterial culture are ultimately determined by the nature of the sample being treated. The most important parameters in the application of bio-oxidation are bacterial cell number, growth rates, oxygen uptake and rate of oxidation. Cells present in the solution of an established culture were counted directly using a microscope, related to a protein value, and then used to determine the total cell number (in solution and on the solids). Protein determination of total cells enabled the growth rates on slurry to be calculated. The cell number and culture growth is related to the iron and sulphide contents of the sample. To illustrate these considerations a moderately thermophilic culture was used to treat ore and concentrate samples obtained from Australian mines.

In a proposed rulemaking regulating asbestos, nonasbestos varieties of Tremolite, Anthophyllite and Actinolite would be excluded from the regulations controlling permissible exposure to asbestos fibers. This proposed rulemaking is perceived as improving the scientific basis of the regulation of asbestos because it recognizes that there are no scientific data, either mineralogical or health related, which support the regulation of nonasbestos Tremoiite, Anthophyllite and Actinolite in the same manner as asbestos fibers. However, the proposed regulation, while representing a major advance in the treatment of AT A for regulatory purposes, does not provide an adequate analytical method for distinguishing between asbestos and nonasbestos particles, nor an adequate description of the regulated minerals. This paper addresses those topics, recommending that OSHA include an appropriate mineralogical definition, and implement a discriminate counting procedure to distinguish asbestos from nonasbestos particles.

The emerging importance of pneumatic conveying systems for bulk materials is largely due to the economic advantages such systems frequently exhibit when compared to alternate methods. Included in these advantages are relative simplicity, ease of installation, flexibility, ease of maintenance, cleanliness, safety and ease of automation to the degree desired. In general, installed costs favor a pneumatic system when compared to competing mechanical systems if the transporting distances are long or to and from many points. In addition, supplemental use such as cooling, heating, or drying may supply the incremental value required to justify its selection.1 The main disadvantages of a pneumatic system are the greater horsepower required per unit weight of material conveyed, material limits in abrasiveness, and density. In addition, material breakage tends to increase at changes of direction and at any obstruction such as that caused by the imperfect butting of two pipe sections in the conveying line. Classification of the material at the discharge may also cause problems in dusting and segregation. Materials weighing less than 4 lb per cu ft tend to cause feeding and collecting problems although they can be conveyed easily. Material between 4 lb and 20 lb per cu ft can be handled with fewer problems, but flow rate is hard to predict. The 20-60 lb per cu ft range offers best results, whereas materials of over 60 Ib per cu ft tend to drop out of the air stream and settle in the pipeline unless careful pro- visions are made to prevent this.2

Inflation has received much attention due to its effect on capital budgeting, associated cost overruns, and declining real profits. This study focuses on the effects of inflation on the evaluation of a mining investment and the estimation of a mining project's revenues. The study indicates that the best method for estimating future returns is the fore- cast dollar scheme. In this scheme, the metal price was held constant, and the operating costs were "inflated" along a historical regression line. The conclusion was reached by comparing the "actual" performance of a 3000 tpd (tonnes per day) lead mine model with 'its estimated performance during four time periods (1950-1960, 1955-1965, 1960-1970, 1965-1975). The individual data files for each time period and estimating method (6 files by 4 time periods) were pro- cessed by a suite of cash flow computational and investment analysis sub- routines. The analysis presumed that the mine was part of a large corporation which could utilize the expensed, development and exploration costs and any investment tax credits, in the year that they were incurred.

"A system analysis of the resource and environment management (water, energy etc) starts from its definition. Unfortunately, there is not a unique semantics of the mentioned concept. On these circumstances, in this paper the following issues are presented: 1.A short view on the existing concepts of management. 2.A new definition on the concept of management. It is considered as a complex and rational activity on human and natural resources ,environment etc, which starts from a analysis of infrastructure ,technology , etc, mission , alternatives , project etc. and ends to an optimal output. Basing on this definition, the management has two principal components: strategy and policy. The strategy is referred as a blue print program (the same definition as in Game Theory), which contains all the contingency alternatives. , while the policy is referred as a strategy applied into practice. The strategy is the first , while the policy is the second one. The best alternative of a policy is the project, Each strategy has one and only one project. The mentioned definition erases the differences between concept of policy and politics. Each strategy has its alternatives ,the next has its sub strategy and so on, i.e. whatever are going to be the strategy, there are a hierarchy composed by sub strategies up to the simplest strategies applied by a single individual (human beings or robots). The strategy objectives are necessary and sufficient conditions for its realization i.e . the strategy is an optimal activity, in which all resources are integrated and processed . Several strategies could be joined into one( for example the surface water strategies of the Balkan countries) . In this view, the strategy could be globalized into optimal way basing on different criteria’s as social, economic, environmental, their risks and effectiveness etc. etc An example from the water management illustrates the mentioned concepts."

This paper exposes the reasons that led the Empresa Nacional Minera del Sahara, S.A. (ENMINSA) to the selection of a conveyor belt system for the transport of phosphate rock over a distance of 100 kilometers. ENMINSA was created in 1962, with the main objetive of the exploitation of phosphate rock deposits in the Spanish province of Sahara, in North West Africa. Poor grade outcrops were known previously. A detailed geological research carried over the province led ENMINSA to the discovery of deposits not exposed, and of much higher grade. The sector known as Bu-Craa was chosen as the most promising, and was explored by means of drill holing and shafting. The important amount of information obtained permitted a detailed evaluation of the capacity and grade of the rich ore contained in the Bu-Craa area. Simultaneously with the systematic reconnaissance of the Bu-Craa deposits, ENMINSA developped the study of the technical and economical problems required for the beneficiation of the rock, which comprised five main groups of projects: rock exploitation; beneficiation plant; rock transport from the mine site to the Atlantic coast; storage, handling and loading facilities by the sea- side, and power plant. Once determined the location of the marine loading facilities, which to date are in an advanced stage of construction (figs. 1 and 2), the studies conductive to the selection of the best transport system from the mine to the ocean, along 100 kms. distance were undertaken.

Considering future water scenarios, as influenced by the increasing scarcity of water and the move towards sustainable process engineering etc, the closed water circuit becomes an important point of study in metallurgical operations, such as in milling and flotation. However, a deterrent in the use of recycled process water is often a lack of understanding of the effects of the accumulation of dissolved ions and other process chemicals. Recovery of the valuable minerals may be impacted by the concomitant complex mineral-pulp chemistry interactions. Literature indicates that these interactions are not necessarily antagonistic to process outcomes. Wet milling using steel media results in the dissolution of Fe from the media, the rate of which is dependent, inter alia, on the type of media and the chemical conditions of the aqueous environment in the mill. The pulp-phase interactions of dissolved ions with sulfide minerals may result in significant changes to the chemical conditions in the mill, which may subsequently impact negatively on the flotation recoveries. To understand the effect of these interactions in the context of the processing of sulfide minerals, this study seeks to consider the effect of three factors, viz mineral type – pyrite (Py) and galena (Gn) -, milling media of different compositions – forged steel (FS), 21 per cent high chrome and ceramic media -, and water chemistry, viz, deionised water (DI) and synthetic plant water (SPW). Ceramic media and galena are used for the respective control cases where the milling media and sulfide mineral contribute no Fe species. Using DI as a control case, a high ionic strength case is used to mimic the changes in water chemistry for a closed water circuit. Batch flotation tests are used as a diagnostic tool to determine the effects of these media-water-mineral interactions to investigate correlations between the chemical reactions occurring and chemical species present during the milling process and the ultimate flotation performance.

In the mining method used at O'Okiep Copper Company (OCC), vertical crater retreat, the prime requirement for the fill is that it should be sufficiently strong to be free-standing to a height of 150 m. Other requirements are minimal decant and drainage water, and high pulp density to allow large tonnages to be placed quickly and alleviate transport problems. The excessively high cost of cement precluded the use of a cement-based fill, and after three years of extensive investigations a backfill based on the smelter slag was produced. Currently a fill with a uniaxial compressive strength of greater than 1 000 kPa after one month is being produced. This is in excess of the design specification of 850 kPa after 2 - 3 months. The research and development which went into the slagfill is briefly covered; the production of the fill from the various raw materials is described; and the design and control systems of the backfill plant, the reticulation system and its monitoring are examined. Finally, the implications of this high- quality fill for the mining programme are assessed.

"The property of Consolidated Central Cadillac Mines, Limited, consists of 1,103 acres formerly held by Central Cadillac Mines, Limited, and Wood Cadillac Mines, Limited. Both mines have been partly developed to depths of 565 and 1,000 feet respectively, and from 1939 to 1943 they produced gold, with small amounts of silver and tungsten, having a total value of $2,208,528 from 377,489 tons of ore. The average grade of the ore was $5.85 a ton . Less than 10 per cent of the ore hoisted was discarded by sorting. New development work, carried out since the former Wood property has been purchased by Central Cadillac, has shown that the tonnage indicated by mine workings and diamond drilling exceeds 2,000 tons per vertical foot.The property lies between the claims of Kewagama Gold Mines, Limited, and Pandora Cadillac Gold Mines, Limited, and straddles the Cadillac 'break' for a length of nearly 1 ½ miles. The main workings are 1 3/4 miles east of the well-known O'Brien gold mine.GEOLOGYOutcrops are very scarce, with none at all of the most important horizons, so that the general geology shown in Fig. 1 is deduced mostly from underground workings and diamond drilling. Fig. 2 is a vertical cross-section and Fig. 3 a longitudinal section through the ore zone.The ore lies within a belt of Blake River volcanics which is approximately 600 feet wide and is flanked on the north and south, respectively, by Cadillac and Kewagama sediments. All the formations have a nearly vertical attitude. The Blake River belt consists essentially of well sheared volcanic tulfs, but associated with these in the northern part are a number of bands of iron formation and the central part, to a width of 100 feet, is occupied by talc schists, making the Cadillac fault proper. Intruding the volcanics south of the Cadillac shear zone are dykes of two types- finegrained aplite or quartz albitite, and porphyry; both consist essentially of albite and quartz and are distinguishable only by the grain size. They have the general east-west trend of the formations they intrude."

"Kidd Creek Mines places approximately 10 000 tonnes of consolidated rockfill (CRF) daily. Consolidated rockfill comprises sized aggregate mixed with different ratios and amounts of binders. Consolidated rockfill is employed to simplify subsequent pillar recovery and provide improved passive/active ground support.The consolidated rockfill is designed to sustain not only the gravitational loading of the overlaying fill material, but also to some extent the dynamic loading applied during blasting of the adjacent stopes and/or pillars. This paper describes the steps taken to optimize the pre-sent fill system at Kidd Creek Mines.The emphasis is on four areas which have high saving potential: lower cost alternative binders, structural design, quality control measures, in-situ testing techniques for back analysis. A consolidated rockfill design optimization chart was developed from these investigations."

"Two rapid solidification processes for 304 stainless steel were studied: centrifugal atomization (CA) in a helium atmosphere and atomization by exposing argon-containing melt to vacuum (VGA). Positron annihilation and x-ray line broadening measurements of explosively consolidated monoliths were used to clarify microhardness measurements as a function of annealing temperature. Interesting differences in positron response between CA and VGA materials are ascribed to more carbide formation in the CA material than in the VGA material in the 600 0C range. In addition, hot isostatic pressing of the CA material was examined as to the relations between mechanical behavior, pore shape, and relative density. A variable stress concentration factor is introduced into the theory to allow for changing pore shape as relative density increases.IntroductionThere are many potential advantages of rapid solidification processing (RSP), such as a high degree of matrix supersaturation, finely dispersed microstructures, improved chemical homogeneity, and retention of metastable phases, which have been studied extensively. To consolidate rapidly solidified material which is in powder form into useful shapes often requires subjecting the material to elevated temperature for extended periods of time under mechanical forces, as in hot isostatic pressing or hot extrusion. In such cases, some of the characteristics of the rapid-cooling step can be strongly affected. An alternative is dynamic consolidation (1), for example by explosive forming, where the time frame at least is extremely short.In the present work, effects of the consolidation processes of hot isostatic pressing (HIP) and explosive forming in a die are examined. The particular material is 304 stainless steel. The characteristics of both RS and VGA 304 stainless-steel powders were described by Wright, Flinn, and Korth (2) earlier."

STUDY of several severe mine explosions that occurred during the winter of 1907 led to the belief that coal dust was a definite explosion hazard. The Consolidation Coal Co. was a pioneer in the early work to' eliminate this hazard and to combat the dangers incident to poor ventilation and the presence of methane. Maintenance of high humidity throughout the mines was one of the first measures adopted, later to be superseded by rock-dusting. In the twenty years from 1907 on, many safety measures were developed and adopted, and several prizes were won, though the practice was crude by present-day standards. But in 1927, the company went to work in earnest, and organized a Department of Safety with adequate personnel and with authority to enforce all approved rules for the prevention of accidents and the preservation of company property. All plans for new construction work, changes in mining systems, and proposals for the purchase of new mining equipment had to receive the approval of this Department. A set of operating- and safety standards was written to govern the activities of all employees, and physical examinations for them were required.
