(written discussion?).-An employment department operated only with the object of relieving the foremen from hiring and for the purpose of centralizing record keeping is not likely to be entirely successful, and is doing but a small part of the good that practice has shown is possible; although it was .probably a desire to save time and to conduct the business more conveniently that led many mining companies to centralize their employment department. The ultimate object, however, is the reduction of labor turnover, by obtaining men better qualified to fill the positions to which they are assigned, by following up their work and providing for transfer to other departments or for promotion, if advisable, by reducing the number of quits for inconsequential reasons, and by supervising such laying-off as is necessary in such a way that the permanent force is not upset. It provides a stability 'of employment, free from favoritism and paternalism, probably the best form of employment insurance that we can have. The value of the employment department is in direct proportion to the breadth of its supervisor, his ability to estimate and place men, his sympathy in dealing with their petty troubles, and his analysis of quits and the reasons therefor. There is probably no better index of the soundness of the industrial relationship between the employee and the employer than the reasons why men quit; an intelligent, unbiased analysis of these reasons tells where corrective measures are necessary. In nine cases out of ten the reasons are small grievances, easily corrected, and are things usually overlooked by mine officials.

Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry's manpower requirements and academia's ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining's employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government's Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. "Soil conditioning is one of the main factors in successful application of EPB machines in tunneling projects, which involves changing the characteristics of the ground in order to make it suitable for the tunneling process. Selection of the type of conditioner mainly depends on soil type, properties of the tunnel boring machine, and most importantly geological condition. Proper EPB tunneling and soil conditioning in ground above water table is challenging. This was encountered in Northgate Link Extension Tunneling Project in Seattle, WA. In order to improve the tunneling operation, a novel algae-based encapsulated oil was used as a conditioner and as a result the operation of the TBM was improved significantly. This paper reviews the traditional soil conditioning measures that were adopted in University Link and Northgate Link projects in Seattle, WA and compares the results with results when using the encapsulated oil additive. INTRODUCTION Soil conditioning agents are used in EPB tunneling to transform the excavated soil into a workable paste with the desired hydrological and mechanical properties. Reducing wear, power consumption, friction, adhesion, and improving the face stability and material flow are some of the benefits of using soil conditioners in EPB tunneling. Soil conditioning is performed by injecting foam, polymer, water, and bentonite to the tunnel face, excavation chamber and screw conveyor. Selection of conditioning agent mainly depends on soil type, geological condition (groundwater and soil permeability) and TBM features (injection points, open or closed cutterhead, type of foam generator, etc). The most widely used soil conditioners are foam and polymer and in some cases due to existing conditions, clay dispersion or anti-wear additives are also used (Milligan 2000, Langmaack 2000). Foam. Foam is created by dispersing air in a surfactant solution. A different combination of surfactant type and foam parameters should be used for different soil types. Laboratory tests on virgin soil should be performed to identify the best surfactant and foam parameters for the specific soil type (Langmaack 2000). The foam parameters can be described as follows:"

How can employees be stopped from engaging in unsafe work practices? It is often easier to prevent employees from performing unsafe acts through manipulations of the work environment than through various training or motivational programs. Therefore, it is important that accident prevention programs seek to identify the reasons for the unsafe behavior and to redesign tasks and the work environment (e.g., tools, equipment, physical surroundings) in order to remove employees from sources of harm and to prevent situations from arising that would prompt them to perform unsafe acts. Unfortunately, in the mining industry the work environment is often innately hazardous, rapidly changing, and difficult to predict, making it very difficult, perhaps impossible, to fully protect the employee by environmental manipulations. Therefore, it is important that effective methods be identified for influencing mine employees to work safely. Various strategies have been used to convince employees to avoid unsafe acts and/or adopt self protective behaviors. The intent of this article is to provide guidance to mine operators concerning the use of four techniques for influencing mine employees to work safely: (1) employee surveys, (2) incentives, (3) fear communications, and (4) disciplinary actions.

One of the first important questions that should be settled on the opening of a mine or the development of a new deep is the system of haulage to be used, since the layout of the haulage-ways at the pit bottom, or, in case of a slope mine, the arrangement of the surface works, depends largely upon the type selected. Should it later become desirable to install a system of haulage of a type other than that for which the mine roadways were originally laid out, considerable difficulty would likely be encountered in its installation and with the result that it would in all probability be most unsatisfactory and expensive in its operations. It therefore becomes very necessary that full consideration be given the haulage problem at an early date in order that the type best suited to the mine conditions and the required outputs can be intelligently planned for. It is sometimes found, however, that no matter how well the mining engineer explores the seam to be developed, or how accurately he anticipates its eccentricities, there will still remain some unrevealed or unsuspected conditions, or shall we say obstacles, placed by Nature to prevent the too easy winning of her treasures and incidentally to frustrate or modify the application of the plan so painstakingly laid down on paper, and to adversely affect the cost estimate.

IN 1857 the Philadelphia and Reading Railroad Company, whose main line extended from Philadelphia to Pottsville, Pennsylvania, with branches into the coal regions of Schuylkill County, made a contract with the Fairmount Rolling Mill, at Philadelphia, for the rerolling of some four thousand tons of iron rails. The essential features of the agreement were that the old rails should be piled with puddled iron and rolled into flats for the rail pile, which latter was to be of a section seven inches square, and after being heated, and reduced, by rolling, to a bloom of a section about five inches by six inches, was to be reheated, before being finished into the rail of the T pattern, four inches high, weighing sixty-four pounds per yard. Great care was exercised in the execution of this contract, and the rails being distributed over all parts of the road, gave general satis¬faction by their excellent wear. Five years afterward, the principal proprietor and manager of the Fairmount Rolling Mill was elected President of the Reading Railroad, and very many of the rails made under his supervision were still in use in the tracks of the company, of which he had just assumed the management. His first efforts were, therefore, directed to the procuring of more rails of the same quality wherewith to replace those worn out. Here he encountered some trouble, makers refusing to bid because of the details in the specification, the required reheating being the objectionable feature, for which it was generally intimated they would not be sufficiently remunerated for the increased labor, extra coal consumed, and the changes necessary from the established methods of working. Most of the new rails were, therefore, bought, and the old rails rerolled without regard to any particulars as to the manner of piling, heating, etc., each manufacturer furnishing what he deemed the best article possible for the money. "Tata Steel has its captive chromite resources at Sukinda, Orissa. They contain two ore types, i.e. (i) Ferruginous and (ii) Siliceous. The generation of off-grade ores is an increasing trend and simultaneously customer quality requirements are becoming ever more stringent. The ferruginous type ore also contains a considerable quantity of in-situ fines (~20% particles below 0.5 mm) that compound the beneficiation problem.In this paper, new strategies are discussed for producing additional value.added products after evaluating the present beneficiation practice in terms of changing market scenario, processing capability of the plant and ore characteristic. They would entail use of MGS - an enhanced gravity separator, for recovering additional products from plant tailings; production of ferruginous coarse concentrates (-3+0.5 mm with ~46% Cr2O3) using jigs; production of marketable grade lumpy (-40+10 mm size) concentrates from low grade siliceous ore using jigs and >2.8 Cr/Fe ratio siliceous ore fines treated in the Chrome Ore Beneficiation plant gravity circuit units and low intensity magnetic separator. The studies indicate that it is possible to recover 79-80% of the chromite, against a theoretical maximum of 82% from both the ore types, in the form of several marketable grade concentrates that would also include refractory grade."

Several foaming aluminum samples of different density were prepared in a semi-industrial scale experimental system. Their properties such as the energy absorption characteristics, mechanical properties, heat conductivity and acoustical properties were measured. The results showed that the foaming aluminum with a density of 0.5 to 0.6 g/cm3 has the best energy absorption and this makes it suitable as the ensuring bar of the automobiles and also as a cushion material for the engine. The foaming aluminum with a density of 0.25 to 0.4 g/cm3 has the best acoustical properties and heat conductivity resistance, which is suitable for the door filling material, the ceiling and the partition of the car engine.

"Miners worldwide use a tremendous amount of energy in producing finished minerals for the end user market. In accomplishing this goal, they incur energy costs that can range from 20% to 30% of the total cost of production, so there is fertile ground for cost savings. To unlock this huge value in cost reduction, energy analysis is the key and is broken into several segments: 1. Fuel analysis for power generation 2. Energy supply & demand 3. Opportunity cost for lack of power 4. Backup power 5. Power contracts 6. Energy efficiency 7. Renewable energy 8. Continuous energy management FUEL ANALYSIS FOR POWER GENERATION What is the first thing we evaluate when looking at power supply alternatives for the mining industry’s large power requirements? Is it 1) site, 2) engineering, procurement, and construction companies, 3) independent power producers, 4) turbine vendors, 5) grid connections, or 6) fuel supply, logistics, and infrastructure? In evaluations of power supply alternatives for mining companies with special emphasis in developing countries, there is one over-riding conclusion: reliable fuel supply drives the energy generation economic engine. Evaluating several different fuels including liquefied natural gas (LNG), natural gas, diesel, heavy fuel oil, and liquefied petroleum gases (LPG) among others, the best project outcomes are those where fuel supply, pricing, logistics, and infrastructure are given an extensive amount of time during the analysis stage. In an assessment of the twenty-year costs of generating power from multiple fuels, each fuel’s costs were placed into three separate net present value (NPV) buckets of: 1) capital, 2) operating and maintenance, and 3) fuel. Within a range of 65% to 85% for all fuels, fuel cost was the largest component of the NPV of the life cycle power generation costs. So if 65% to 85% of your life cycle power generation cost is one item, shouldn’t miners spend a corresponding amount of time in the analysis stage fully understanding this key determinant for a successful power project? In developing countries where power generation infrastructure may not exist or does not exist at the same level as is found in North America and Europe, fuel analysis becomes even more important. One of the key questions for fuel importation in developing countries is the draft at existing ports to allow larger vessels to dock at the jetty. Can larger ocean-going tankers dock at the port for off-loading, or is the port’s draft too shallow, thus forcing a Single Point Mooring (SPM) system or Conventional Buoy Mooring (CBM) system to be constructed at substantial capital expense? Once fuel can be imported, sufficient onshore storage capacity should exist, or must be built to off-load the entire fuel cargo from the larger ships. Additionally, the throughput capacity of the pipeline from SPM/CBM must allow a rapid unloading of the fuel from ship to shore to eliminate steep demurrage costs for the project."

"This paper summarizes a comprehensive energy and cost study comparing an existing SAG mill based circuit at Huckleberry Mine with two proposed circuits involving comminution technologies which are associated with energy efficiency: high pressure grinding rolls (HPGR) and high speed stirred mills. The specific energy requirements expressed as kWh/t for the proposed circuits were determined from pilotscale HPGR and stirred mill testing conducted at the University of British Columbia. Samples and operating data were collected from Huckleberry’s copper-molybdenum concentrator to evaluate current mill performance for comparison. To support the base case, the SABC circuit was modeled using JK SimMet® software. The main comparison focused on the complete energy requirements for each circuit, including materials handling equipment such as conveyors, screens, feeders and pumps. This paper also provides capital and operating cost estimates for each of the comminution circuits. The results showed that the HPGR - ball mill circuit achieved a 21% reduction in energy consumption over the existing SAG - ball mill circuit at the same P80 grind size of 160 µm. At a grind of 80% passing 75 µm, the HPGR - stirred mill circuit showed a 34% reduction in energy compared to the base case. It was concluded that the energy reduction for the new flowsheets significantly improved the economics of the Huckleberry comminution duty.INTRODUCTIONUp until now, tumbling mills such as AG/SAG mills and ball mills have had a dominant bearing on the design and economics of comminution circuits. However, it is commonly agreed that the majority of employed comminution processes are energy intensive and energy inefficient, accounting for up to 80% of overall process plant energy consumption and having an efficiency of as low as 1% (Abouzeid and Fuerstenau, 2009; Fuerstenau and Abouzeid, 2002). The U.S. department of energy reported that there is a potential to reduce energy consumption in the metals industry by up to 61% from current practice to bestestimated practical minimum energy consumption; suggestions included the implementation of best practices and the adoption of energy efficient mining and mineral processing technologies such as advanced blasting techniques, high pressure grinding rolls (HPGR) and stirred mills (U.S. DOE, 2007)."

Hydrometallurgical oxidation of sulphides is capital and energy intensive, with autoclave and bio-technology competing for lowest overall cost status. The use of surface aerators instead of stirred tank reactors could provide lower costs for bio-oxidation of concentrates. With this in mind, the Delft Inclined Plate reactor was designed with inclined plates above a settler shaped reactor to continuously return slurry from the lowest point in the settler to the surface of the liquid. The multiplate superstructure overcomes the scale-up restriction of the standard circular surface aeration patterns. DIP aerator energy and volume requirements for oxygen transfer from air will be presented in terms of kg O2/kWh and kg O2/m3/h transferred as a function of wt % sand in the slurry and compared to stirred tank performance. Scale up from the 4 m3 pilot unit will be discussed.

The United States Environmental Protection Agency (EPA) is charged under the Federal Water Pollution Control Act Amendments of 1972 with establishing effluent limitations which must be achieved by point sources of discharge into the navigable water of the United States. Section 301 (b) of the Act requires the achievement by not later than July 1, 1977, of effluent limitations for point sources, other than publicly owned treatment works, which are based on the application of the best practicable control technology currently available as defined by the Administrator pursuant to Section 304(b) of the Act. Section 301(b) also requires the achievement by not later than July 1, 1983, of effluent limitations for point sources, other than publicly owned treatment works which are based on the application of the best available technology economically achievable which will result in reasonable further progress toward the national goal of eliminating the discharge of all pollutants, as determined in accordance with regulations issued by the Administrator pursuant to Section 304(b) to the Act. Section 306 of the Act requires the achievement by new sources of a Federal standard of performance providing for the control of the discharge of pollutants which reflects the greatest degree of effluent reduction which the Administrator determines to be achievable through the application of the best available demonstrated control technology, processes, operating methods, or other alternatives, including, where practicable, a standard permitting no discharge of pollutants.

"The centrifugal slurry pumps feeding cyclones are critical components used in the grinding process. It is well known that for this type of pumps the performance degradation is very intense. To minimize downtime a complete stand-by slurry pump is always installed in a parallel circuit. The replacement decision of slurry pumps is sometimes set on specific periods of time that are empirically determined, based on previous experience; unless a pump failure triggers the second (standby) pump. Given the significant energy costs in the grinding process and a desire to increase competitiveness, engineers and scientists started research in this field while manufacturers also took actions in order to improve pumps reliability and performance. The lack of standardization regarding the methods used to benchmark and evaluate the energy performances of cyclone slurry pump systems in the mining industry makes it difficult for an enterprise to take informed decisions concerning the replacement or optimization of its process based on energy benchmarking of such slurry pump systems. This paper proposes a new methodology of benchmarking slurry pump performances using a new concept of Benchmark Energy factor (BEF) based on Mathematical Model Benchmarking. The concept of BEF has been proven successful in other industries. A new standard addressing the guidelines for benchmarking the energy performance of slurry pumps for cyclones was proposed within the Canadian Standards Association. This standard will provide a unified and consistent methodology for performing measurement activities with the ability to measure and verify the system energy performance in the field through the BEF approach. Practical examples based on the new concept are presented with comments."

However, the use of energy from fuels may be controlled by plant operations. This paper describes the fossil fuels, their expected rate of depletion and their costs. The paper considers methods which may be used to provide an efficient use of energy from fuels. The domestic cement industry demands about 550 trillion Btu annually, at a time when reduced fuel use has become a necessity due to the energy shortage. In terms of the overall power picture, that 550 trillion Btu, which includes both fossil and electrical energy, means about 0. 870 of all energy consumed in the U. S. The various factors influencing reduction of this energy consumption are the subject of this paper. Nationally, the energy shortage is being tackled on two fronts--increasing supply and reducing demand. Making cement consumes energy; therefore, the industry cannot join the effort to increase the energy supply except indirectly as noted later. Demand can also be attacked on two fronts--by reducing cement consumption or by reducing the amount of energy required to make cement. The following discussions on reducing cement industry energy consumption center briefly on the prospect of reducing cement consumption followed by a broad evaluation of the potentials for improving cement-making thermal efficiency.

Energy requirements for various pelletizing systems are considered from a fuel and power aspect, with the presentation of typical energy heat balance flow sheets. A partial calculation for the firing zone of a straight grate system is shown and a comparison of an actual measured and a theoretical-calculated heat balance for a grate-kiln is presented. Accurate engineering predictions of energy needs for pollution control equipment used in surface mining operations is critically important to sound management selection of control alternatives. This paper will describe a procedure for evaluating two control alternatives with different energy needs. Three steps are involved: an analysis of the pertinent regulations, a determination of the size distribution of the particles being emitted, a calculation of the energy needs and costs of the candidate control systems as a function of these regulations and emission characteristics. The principal air pollutant to be controlled in surface mining operations is particulates, or dust, some of which is already on the material introduced into the primary crusher and other dust which is generated by the various steps in the subsequent processes. The requirement for control stems both from regulations concerning workers at the operating site, and the community surrounding the operations. In order to speak quantitatively about the need for control we will use regulations that pertain in Pennsylvania although it must be borne in mind that such regulations vary according to juristiction.
