The Golden Cross mine is a Joint Venture between Coeur Gold New Zealand Limited, as Manager, and Viking Mining Limited. The mine is targeting Zero Lost Time Accidents as a goal.   The Golden Cross operation produces gold and silver from both underground and open pit. The mine is based on an epithermal gold-silver deposit. Treatment of ore is on a campaign basis for each ore type (i.e. underground or open pit). Milling is conventional SAG Mill and Ball Mill grinding circuit followed by carbon in pulp recovery of gold and silver. All tailing materials are treated through the Cyanisorb process to reduce cyanide levels prior to being discharged into the tailings dam.

"The Goldex mining and milling complex is operated by Agnico-Eagle Mines Ltd. and is located in the Abitibi greenstone belt of Northwest Quebec, Canada. The mill operates presently at a throughput of 8,250 tpd with gold grade varying between 1.8 and 2.2 g/t. The ore is very high in gravity recoverable gold (GRG) at about 92% and as such a significant emphasis was placed on the gravity circuit. Commercial production started in 2008. Average gold recovery is 93.5% with about 68% of gold recovery coming from the gravity circuit. Over the course of the first several years of production, several gravity audits were carried out. In 2009, a complete gravity audit was completed, including ore, classification, Knelson Concentrators, and the gold room. In 2011, an audit was undertaken of the flotation circuit to determine the efficiency by which GRG is floated. Large samples of flotation feed and tails were collected and process for GRG content. This allowed a link between gravity and overall recovery to be made. This paper presents results of the audits and the development of a model linking gravity and overall gold"

Unfortunately, general guidelines that can be used to define what may be considered as proper practice have not been established by any responsible body upon which to base a reliable Judgment; more often than not decisions are made primarily according to personal opinion.

WITH a brilliance undimmed by hard times, the annual dinner on Wednesday evening, Feb. 17, was a complete success. More than 600 members, friends and ladies gathered early and filled the anterooms of the grand ballroom of the Commodore Hotel, while the president's reception was in progress, and then at the sound of the gong and with the music of the orchestra, rising above the happy din of conversation thronged to their seats at the tables. Following the "potage Ambassadeur"-probably to eliminate a very real hazard-the usual toy balloons appeared and a gay and lively scene, punctuated by multitudinous explosions, ensued, as the hundreds, of variously colored spheres bounced yon and hither until their gaseous existence was ended on the glowing end of a cigar or cigarette. The Gordie Howe International Bridge is a project to build a cable-stayed bridge and border crossing across the Detroit River. With a span length of 2,800-ft (853.4 meters), the Gordie Howe International Bridge will have the longest main span of any cable-stayed bridge in North America. Each tower has two legs that are supported by six drilled shafts each for a total of 12. The tower shafts are 9.84 feet in diameter (3-m) and extend well into bedrock. 17 each, 6.6 feet (2-m) drilled shafts were built to support the aging river bulkhead and replace shipping bollards. In addition to shallow groundwater fed by the Detroit River, artesian conditions at depth result in a water head that is approximately 17.2-ft (5.2-m) above surface. At 95-ft (29-m) below grade Dundee Limestone, of the Detroit River Group, is moderately weathered and fracture density decreases with depth. The Dundee Limestone strength ranges from 8-ksi (55.1-MPa) to 12-ksi (82-MPa) and may carry hydrogen sulfide in fractures. Working through casing that sticks three stories out of the ground is less than ideal, but was necessary to maintain a positive fluid head and prevent artesian-related quality issues. The sheer scale of the bridge forces required a load test configuration that could impart an equivalent static load of over 38,000,000 pounds (170-MN). A suite of QA/QC tests was developed to ensure the shafts would meet the project plans and specifications to include critical base cleanliness criteria. Interesting CSL and TIP results obtained highlight the strengths and weaknesses of each test method. Cleaning drilling fluids with a centrifuge allowed recycling of product and reduced exposure to environmental contaminate exposure. Having large construction equipment working next to the river presented challenges in working pad design. A driven pile system was developed to support high oscillator forces and protect the aging seawall.

Bolting solutions traditionally offered only wet drilling or dry drilling options; each with advantages and disadvantages. Joy Mining Machinery has developed a Mist Drilling System that incorporates the best of both types of drilling. Compared to wet drilling, mist drilling offers as much as a 90% reduction in water use. As a result, floor and roof conditions are tremendously improved. This offers a safer and more comfortable work environment for operators. Mist drilling can offer a significant reduction in noise levels compared to dry drilling and in recent trials, bit life has been greatly improved. Holes are cleaner and operators experience less exposure to respirable dust.

Duties on Lead Imports from Mexico. - On September 15, the President signed Proclamation 4792 suspending concessions formerly granted as of January 1 on red lead imported from Mexico. The Proclamation also increased the duty payable on litharge imported from Mexico from 3% ad valorem to 3.5% ad valorem, effective September 15. Appeal of Lead Standards. - The U.S. Court of Appeals for Washington, D.C., rejected petitions by the Lead Industries Assoc. and St. Joe Minerals Corp. for a review of standards promulgated by EPA and OSHA. The Lead Industries Assoc. reportedly will appeal to the U.S. Supreme Court on the basis of the "benzene" and "cotton dust" decisions. Scheduled implementation of standards will continue during the appeal.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.

MUCH has been said in print, and much more that was unprintable, about burdensome controls, taxation, and multiplying restrictive, regulatory, or taxing activities of the Federal Government, but not so much has been said about ways and means whereby the Government can and does render economic assistance. Economics has been defined as the study of men earning a living, and economic assistance to industry as well as to individuals properly should take the form of helping enterprisers to help themselves rather than charity. Proposals to have the Government play Santa Claus must be examined carefully if -only to avoid undue favoritism to politically important persons and downright venality by potentially crooked public officials. Thomas Jefferson is credited with the remark that the best government is the one which governs least. Paternalism is abhorrent to most Americans.

ENGINEERS in the past have been largely associated with private enterprise and there has been a considerable tendency on the part of some members of our profession to depreciate government service for engineers. We engineers must change our mental attitude about employment in government service, particularly in view of the present most friendly attitude of the U. S. Civil Service Commission toward engineers for major posts in our Government. We must also take a much more active interest in public affairs. It must be realized that the national-defense program, which we are now organizing, will require for its effectiveness large numbers of engineers skilled in a wide range of technical and administrative services. In fact, the success of this undertaking will depend largely upon the extent to which our Government can command expert engineering talent to serve during the emergency. There is an acute shortage of technical and supervisory engineering personnel not only in the industries concerned with national defense but also in the Army, Navy, and other defense agencies of the Government. Minerals long have been important commodities in international trade. As an inevitable result, the governments of the world have employed a wide variety of programs that affect the flow of trade. Roughly speaking, we may distinguish between the desire of more developed countries (MDCs) like the United States, western Europe, and Japan to control imports of minerals and the concern of less developed countries (LDCs), like India, about exploiting and exporting their minerals. The terminology used to describe different countries and the classification of specific countries into groups is unsettled and often changing. The poorest countries have been characterized as backward, undeveloped, underdeveloped, and developing. The problem seems to be in selecting a term that is both accurate and polite. Less developed seems, for reasons outlined by Hagen [pp. 51-57], the most convenient term. The borderline between an LDC and an MDC is always open to dispute. Objective measures are difficult to develop because of deficiencies in basic data, and enormous conceptual problems arise in making valid comparisons from even good data [see Hagen, pp. 7-28]. Thus, policies of the MDCs can be evaluated chiefly by using a few basic arguments for protectionist attitudes towards international trade. In dealing with the LDCs, a more far-ranging evaluation that covers general economic policy goals, the role of foreign investment, and the indirect effects of trade is required. This duality breaks down when trying to deal with the depressed areas in an MDC; here the issues are more akin to those associated with problems in an LDC. Similarly, variants of arguments used in LDCs appear in debates about foreign investments in MDCs. The whole discussion of minerals in LDCs, moreover, has obvious implications for MDCs like Canada and Australia. They, too, must face problems about the best utilization of their resources. The person in charge of Environmental Affairs in a small business has many higher priority projects (such as making money to meet the employee? payroll etc.) than filling out and filing the regulatory forms. It is but. natural to think that these affairs can be managed? by playing ignorant until audited by the regulatory -state and federal agencies. Truth is to. the contrary; generally, it is too late by then. The fines and legal costs even for failing to file the regulatory forms could deliver a serious blow to the financial well-being of a small business. Forms and reports under SARA Title III are not hard to complete., but they are time consuming. In this paper we will discuss the information and data compilation procedures, simplification of some legal terminology into simple technical language, and tips that help in filling out the forms?. Some actual case 'histories of EPA fines will also be reviewed.

In bygone days, the mineral engineer spent most of his/her time on the technical aspects of designing, building, and managing mineral operations. In the last few decades, mostly since the 1960s, increasing amounts of engineering man power and time are spent dealing with federal, state, and local government agencies, laws, and regulations. It is not possible to plan, design, build, or operate mines, mills, smelters, or even office buildings without detailed consideration of government regulations and permitting requirements dealing with environment, worker health and safety, etc. The four chapters of this section provide an overview of the social, legal, political, environmental, and health and safety aspects of mineral enterprise. The section sets the stage for the working engineer/geologist in industry, government, consulting, or academe and points the direction for more detailed study in each of these areas.

Keeping the sediment on the mine site and out of the water course is essential from the regulatory, environmental and sustainability perspectives. Regulation of this aspect of mining is embedded in environmental legislation and government receiving water quality standards, and government control has apparently been considered to be the most appropriate method to define mine site discharge standards and the environmental implications of sediment in downstream watercourses. A literature search for guidelines for the site specific design and operation of sediment ponds treating mine site runoff to remove total suspended solids, turbidity and flocculant-induced toxicity, revealed little information on the mining industry?s and government?s roles in defining the ?how to achieve? related to sediment pond design. Is there a need or reason for an industry-driven leadership to clearly define the ?how to? keep the sediment on the mine site and out of the water course? Currently, this issue is addressed in Canada by a federal mining regulation for metal mines which specifies discharge quality for sediment. This paper focuses on the method used in British Columbia, Canada, to regulate and provide a scientific methodology to control the discharge of sediment from mine sites. Management plans relative to this topic are discussed and are considered to have value from the exploration, construction, operation and the onset of closure phases. In addition, the balance and linkage between the erosion control management plan and the sediment pond management plan are discussed in terms of how they may be designed to complement each other to lower the risk of exceeding discharge and receiving water quality standards. If there were an industry-driven standard, or guidance document relative to addressing sediment release, it would benefit mining companies by eliminating the repetitive analysis of this topic for each new mine, mine expansion, and mine modification; also, government may often replace certain aspects of permitting with a regulation, if there is a government/industry established standard defining Best Achievable Technology (e.g. the Canadian Metal Mining Effluent Regulations).
