Risk assessment of mining projects is a requirement in the mineral industries. In this process, many risk variables are timedependent, and the only available data are historical time series. Moreover, in the case of a multivariate scenario, conventional forecasting methods fail to capture conditional dependency across the variables, which is important when there is an underlying causal relationship that needs to be modeled for accurate project evaluation. Thus, we investigated the use of copulas to capture the conditional distribution of the factors involved in a mine risk assessment study. We employed a multivariate copula-based time-series approach to model several uncertain variables. The Autoregressive Fractionally Integrated Moving Average - Generalized Autoregressive Conditional Heteroscedasticity (ARFIMA-GARCH) model was used for the conditional mean and copulas were used to model the error distribution, thus capturing the collective variation and dependence pattern across the variables. The method was implemented to model gold prices, copper prices, and the 10-year US Treasury bond yields and to determine the project’s net present value and probability of being economically feasible. The proposed approach can be used for cases where simulation of multivariate time-series is conducted.

The gold-silver deposits of the northern Primorye region are located in the eastern part of the East Sikhote-Alin volcanic belt, where the belt overlaps the Kema island-arc terrain of the Aptian-Albian age. There have been four deposits and numerous mineralization points found in the NE-trending Kema metallogenic belt that is about 1000 km long and 100 km wide. The known mineralization is of epithermal type, controlled by faults, and concentrated in quartz, quartz-fluorite-adularia, and, less commonly, sulfide-quartz vein systems hosted by the Upper Cretaceous-Lower Tertiary volcanic rocks. The vein systems extend for hundreds meters along strike, varying from tens centimeters to 50-60 meters in width. They are surrounded by wide zones of low-temperature hydrothermal alteration containing some gold-silver mineralization for which the commercial value was not studied during the early exploration. The ore bodies contain from 1 to 50-80 ppm of Au and from 1 to 1000 ppm of Ag. Gold is native, associated with quartz, and represented by particles from tens of microns to 1 mm in size. Silver occurs in native form as a constituent of argentite, pyrargyrite, stephanite, and other sulfosalts. The test work carried out for three vein systems 20 years ago showed that gold might be easily and almost completely recovered from the ore by cyanide treatment. The paper describes the geology and mineralogy of the deposits, Salut and Primorskoye, that are the most studied properties of the Kema belt. It also presents the data available on disseminated gold-silver mineralization in stockworks, altered explosive breccias, and wide zones of low-temperature hydrothermal alteration. This mineralization should be explored for possible exploitation as large open-pit, heap-leach deposits.

Cononish is a steep, narrow NE-SW trending vein system that was emplaced into late Proterozoic metasediments. It shows brittle style deformation and postdates metamorphism and associated Caledonian foliations. The ore shoots plunge 45¦SW, have a 40 to 80?m intersection with the existing underground development and extend between 40 and 260?m down plunge. Small-scale sulfide-bearing domains within the vein carry the highest gold grades. They collectively define the ore shoots, where one or two and rarely three of the domains are present at an individual site in the vein. Gold occurs as electrum, with minor native gold. Silver occurs additionally as tellurides and native metal. The gold/electrum is fine-grained, generally <100?¦m in size and locally clusters. Visible gold up to 2000?¦m in size is rare. Gold and silver are generally spatially associated with sulfides in quartz. The main sulfide is pyrite, but galena, chalcopyrite and sphalerite occur also. Electrum and gold occur with galena in pyrite-hosted fractures. Gold is also associated with the contacts between galena and pyrite grains. Discontinuity of individual domains, variation in domain thickness and internal heterogeneity results in short scale variation in grade across the structure. Over 16?km of diamond drilling and a 1.2?km exploration adit has provided data to support a Mineral Resource estimate of 169?000?oz Au and 631?000?oz Ag reported in accordance with the 2004 JORC Code.CITATION:Dominy, S C, Platten, I M, Xie, Y and Sangster, C J S, 2013. GOLD is a large subject. One could talk about its geological or mineralogical occurrences, prospect- i11.g for it, mining of .it, its metallurgy or its marketing; but I have decided to limit my discussion to gold as a business-that is, to its production and marketing. In the production of gold, it is necessary to consider the many possible sources, the quantities available, the capital and operating costs and the chances of price-breaking competition. So in the following remarks I shall endeavour to point out that though gold is found in every formation constituting the earth's crust, though it is possible to-find it free in great concentrated placer deposits on the surface, though there are still large unprospected areas of both the surface and the crust, though it may be possible to produce it by the cheapest labor on earth, and by processes not as yet developed, it still has an unlimited market at a definite price. There is no reasonable fear of disturbance by the finding of bountiful deposits, or by cheapening the cost of production due to devaluation, or by the development of any easy processes for direct, or for by product, production.

THE gold mining industry, in Canada as in other countries, has passed through trying times in the past year. The strains and stresses of war have drawn away much of its man-power, both from the labour and the management. The urgent needs of the war machine have greatly curtailed the amounts of steel and explosives that can be allotted to the mines; and the loss, by enemy action, of supplies of such essential things as rubber, bids fair to reduce operations still further, if not cripple them entirely in time. And, as if these difficulties were not enough, war on the psychological front has been declared on the gold mines. Earnest supporters of the war effort, well-meaning theorists, and perhaps others whose intent is less disinterested, have all combined to clamour against the continuance of gold mining. We have been asked, what is the use of taking gold out of one hole in Canada to put it into another in Kentucky. We have been assured that gold will never again have any value, except for filling teeth. We have been repeatedly adjured to look at Germany, how well it has got along without gold. We have been told that it is unthinkable, when this nation is girding her loins for war, that labour and materials should be diverted to this useless effort. Gold miners should be diverted to the base-metal mines, where they can produce something of real value to the war effort; or to war factories; or, in fact, almost anywhere, so long as they are got out of the gold mines. And, what has made the situation even more disturbing, it has seemed as if all this clamour might be convincing governments. In fact, as you all know, the government of the United States did actually take the step of ordering its gold mines to cease operations. Fortunately, however, for Canada, the facts that no large favourable effects resulted from that action, and that, in Canada, gold mining is a much larger part of the national economy than in the United States, have caused our government, so far at least, to avoid this drastic step. In talking about this, however, let me emphasize that I have no more inside information on the subject than any of you. Like Will Rogers, all I know is what I see in the papers.

The Golden Cross mine is a Joint Venture between Coeur Gold New Zealand Limited, as Manager, and Viking Mining Limited. The mine is targeting Zero Lost Time Accidents as a goal.   The Golden Cross operation produces gold and silver from both underground and open pit. The mine is based on an epithermal gold-silver deposit. Treatment of ore is on a campaign basis for each ore type (i.e. underground or open pit). Milling is conventional SAG Mill and Ball Mill grinding circuit followed by carbon in pulp recovery of gold and silver. All tailing materials are treated through the Cyanisorb process to reduce cyanide levels prior to being discharged into the tailings dam.

"The Goldex mining and milling complex is operated by Agnico-Eagle Mines Ltd. and is located in the Abitibi greenstone belt of Northwest Quebec, Canada. The mill operates presently at a throughput of 8,250 tpd with gold grade varying between 1.8 and 2.2 g/t. The ore is very high in gravity recoverable gold (GRG) at about 92% and as such a significant emphasis was placed on the gravity circuit. Commercial production started in 2008. Average gold recovery is 93.5% with about 68% of gold recovery coming from the gravity circuit. Over the course of the first several years of production, several gravity audits were carried out. In 2009, a complete gravity audit was completed, including ore, classification, Knelson Concentrators, and the gold room. In 2011, an audit was undertaken of the flotation circuit to determine the efficiency by which GRG is floated. Large samples of flotation feed and tails were collected and process for GRG content. This allowed a link between gravity and overall recovery to be made. This paper presents results of the audits and the development of a model linking gravity and overall gold"

Unfortunately, general guidelines that can be used to define what may be considered as proper practice have not been established by any responsible body upon which to base a reliable Judgment; more often than not decisions are made primarily according to personal opinion.

WITH a brilliance undimmed by hard times, the annual dinner on Wednesday evening, Feb. 17, was a complete success. More than 600 members, friends and ladies gathered early and filled the anterooms of the grand ballroom of the Commodore Hotel, while the president's reception was in progress, and then at the sound of the gong and with the music of the orchestra, rising above the happy din of conversation thronged to their seats at the tables. Following the "potage Ambassadeur"-probably to eliminate a very real hazard-the usual toy balloons appeared and a gay and lively scene, punctuated by multitudinous explosions, ensued, as the hundreds, of variously colored spheres bounced yon and hither until their gaseous existence was ended on the glowing end of a cigar or cigarette. So, while developing its Two Piece Assembly, Goodyear noted a number of trends in the mining industry: •The global market sophistication of equipment and operations requires the packaging of products and services to provide the best return on investment. •Industry consolidation and growth have resulted in fewer, more powerful mining houses, leveraging purchasing power in the marketplace. •User productivity demands continue to drive original equipment manufacturers to develop higher pay-load equipment. •Technology needs include improved ergonomics, to reduce fatigue and increase operator productivity. •Increased laws and environmental regulation prohibit on-site whole tire disposal practices.

The Gordie Howe International Bridge is a project to build a cable-stayed bridge and border crossing across the Detroit River. With a span length of 2,800-ft (853.4 meters), the Gordie Howe International Bridge will have the longest main span of any cable-stayed bridge in North America. Each tower has two legs that are supported by six drilled shafts each for a total of 12. The tower shafts are 9.84 feet in diameter (3-m) and extend well into bedrock. 17 each, 6.6 feet (2-m) drilled shafts were built to support the aging river bulkhead and replace shipping bollards. In addition to shallow groundwater fed by the Detroit River, artesian conditions at depth result in a water head that is approximately 17.2-ft (5.2-m) above surface. At 95-ft (29-m) below grade Dundee Limestone, of the Detroit River Group, is moderately weathered and fracture density decreases with depth. The Dundee Limestone strength ranges from 8-ksi (55.1-MPa) to 12-ksi (82-MPa) and may carry hydrogen sulfide in fractures. Working through casing that sticks three stories out of the ground is less than ideal, but was necessary to maintain a positive fluid head and prevent artesian-related quality issues. The sheer scale of the bridge forces required a load test configuration that could impart an equivalent static load of over 38,000,000 pounds (170-MN). A suite of QA/QC tests was developed to ensure the shafts would meet the project plans and specifications to include critical base cleanliness criteria. Interesting CSL and TIP results obtained highlight the strengths and weaknesses of each test method. Cleaning drilling fluids with a centrifuge allowed recycling of product and reduced exposure to environmental contaminate exposure. Having large construction equipment working next to the river presented challenges in working pad design. A driven pile system was developed to support high oscillator forces and protect the aging seawall.

Bolting solutions traditionally offered only wet drilling or dry drilling options; each with advantages and disadvantages. Joy Mining Machinery has developed a Mist Drilling System that incorporates the best of both types of drilling. Compared to wet drilling, mist drilling offers as much as a 90% reduction in water use. As a result, floor and roof conditions are tremendously improved. This offers a safer and more comfortable work environment for operators. Mist drilling can offer a significant reduction in noise levels compared to dry drilling and in recent trials, bit life has been greatly improved. Holes are cleaner and operators experience less exposure to respirable dust.

Duties on Lead Imports from Mexico. - On September 15, the President signed Proclamation 4792 suspending concessions formerly granted as of January 1 on red lead imported from Mexico. The Proclamation also increased the duty payable on litharge imported from Mexico from 3% ad valorem to 3.5% ad valorem, effective September 15. Appeal of Lead Standards. - The U.S. Court of Appeals for Washington, D.C., rejected petitions by the Lead Industries Assoc. and St. Joe Minerals Corp. for a review of standards promulgated by EPA and OSHA. The Lead Industries Assoc. reportedly will appeal to the U.S. Supreme Court on the basis of the "benzene" and "cotton dust" decisions. Scheduled implementation of standards will continue during the appeal.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.

MUCH has been said in print, and much more that was unprintable, about burdensome controls, taxation, and multiplying restrictive, regulatory, or taxing activities of the Federal Government, but not so much has been said about ways and means whereby the Government can and does render economic assistance. Economics has been defined as the study of men earning a living, and economic assistance to industry as well as to individuals properly should take the form of helping enterprisers to help themselves rather than charity. Proposals to have the Government play Santa Claus must be examined carefully if -only to avoid undue favoritism to politically important persons and downright venality by potentially crooked public officials. Thomas Jefferson is credited with the remark that the best government is the one which governs least. Paternalism is abhorrent to most Americans.

ENGINEERS in the past have been largely associated with private enterprise and there has been a considerable tendency on the part of some members of our profession to depreciate government service for engineers. We engineers must change our mental attitude about employment in government service, particularly in view of the present most friendly attitude of the U. S. Civil Service Commission toward engineers for major posts in our Government. We must also take a much more active interest in public affairs. It must be realized that the national-defense program, which we are now organizing, will require for its effectiveness large numbers of engineers skilled in a wide range of technical and administrative services. In fact, the success of this undertaking will depend largely upon the extent to which our Government can command expert engineering talent to serve during the emergency. There is an acute shortage of technical and supervisory engineering personnel not only in the industries concerned with national defense but also in the Army, Navy, and other defense agencies of the Government. Y our program committee must have recognized my limitations when issuing the invitation to speak to you, because they very thoughtfully left the subject wide open.With the leeway thus granted, I hope that you will bear with me for a few minutes while I try to clarify the impressions of the mining industry that I have gained in the very short time I have held the Mines portfolio and some of the parts that government bas or should have in furthering its development.As I see it, it is the duty of the Mines Department, as an arm of the provincial government, to balance the proprietary rights of all the people against the interests to whom the privilege of developing our resources are, in a s e n s e, leased. To strike a fair balance is not always easy, nor is it possible always to satisfy both sides. Still, under the free enterprise democratie form of government to which I think we al! subscribe, no better way of handling the problem has yet been discovered."
