Marked progress in safety has characterized the operation of coal mines in general in the State of Washington during the 5- year period 1928-1932 , particularly during the years 1931 and 1932. Physical conditions such as steep pitches , inherently bad roof and floor , prevalence of gas , and explosibility of the dust of Washington coals present certain definite hazards . Although advances have been made in accident reduction in Washington , the State still has far to go in that direction . The State has endeavored to reduce its coal -mine accidents by the usual method of making certain definite safety requirements mandatory . The value of education has not been underrated , but the educational method used has not altogether achieved the res lts desired by the industry itself , particularly within certain imdividual organizations . The past 2 years have witnessed a growth , in certain instances , of the essential ideas that the observance of safety precautions on the part of all is demanded if accidents are to be reduced , and that the initiating and carrying out of any program to promote and obtain desired results in accident elimination must begin and function from the top downward . Mining operations of Washington mines have been described in various publications of the United States Bureau of Mines .

The greatest hazard of early mining was from explosions of methane ignited by open lights . With the advent of safety lamps and forced ventilation this hazard was greatly reduced until the application of electricity to modern mining not only multiplied the sources of gas ignition but the accompanying , machines and haulage systems increased the amount of explosive dust , through which a methane explosion is more liable to become a major mine disaster , and thus greatly furthered the need of adequate ventilation to keep down the concentrations of methane . Adequate ventilation is still the best preventive of such explosions . However , even with a well laid out and controlled ventilating system the amount of air passing through entries and rooms is liable to vary within wide limits because of open doors , falls of rock , or other accidental causes . The percentages of methane under normal conditions should therefore be kept so small that they will not be increased to explosive proportions by short interruptions in ventilation . Mine ventilation and methane detection are inseparable safety precautions . The increasing importance of ventilation necessitates more accurato determinations of the methane concentrations throughout the mines . This paper discusses in detail some of the steps in the development of methane detection and specially notes the more accurate detectors now available . One of the earliest means of detecting methane was by a candle . About 1835 , John Buddle , Sr. , a noted mining man of his period , when questioned by a Parliamentary Committee as to the safety of using candles , replied :

Ventilation of underground workings consists of establishment of such control of air currents that the underground workers may work in safety, with maximum comfort and efficiency, mad without impairment of health; and that the mine openings may be made subject to such control of air flow as to remove from the workings at ordinary times harmful gases and dusts, and at time of emergency, such as fire or explosion, there may be maintained as much or as little air flow as may be desired covering portions of the mine or the mine in its entirety. Control of air flow is the keystone of any ventilating structure, and this very essential feature is obtainable only by the installation of mechanically operated fans, to ether with other ventilating devices such as doors, overcasts, regulators, etc. Every mine, large or shall, coal or metal, should from the outset be equipped with a fan. While much has been written about natural ventilation and many claims have been made that in specific mines there is sufficient natural al" flow, there are few if any mines, coal or metal, where natural ventilation supplies anything like adequately safe or healthful conditions for underground workers even at ordinary times; and at a time of mine fire or explosion the mines depending upon natural ventilation are practically helpless, and certainly are decidedly dangerous to those unfortunates forced to be in them.

The social economy, or public interest, and national defense require wise development and efficient use of the oil and gas resources of the United States. In this development and use, and in the prevention of economic and physical waste of oil and gas, the objectives of the petroleum and natural-gas industries, the Government (Federal, State, and local), and the public are the same. Differences of viewpoint generally have originated in the failure of one of the triad to have a clear or complete understanding of the motives behind the activities of the other component groups or full knowledge of what each is trying to accomplish. The Unites States Bureau of Mines through its petroleum and natural-gas division makes technologic and scientific investigations pertaining to recovery,3 preparation, refining, and use of oil and natural gas with the view of reducing waste, increasing safety and efficiency and aiding economic development.

In coal mining it is essential to maintain the roof over working places and roadways in the safest condition possible. To this end every effort should be made to win the coal with the least injury to the immediate roof strata, as broken strata certainly present a greater hazard than a sound roof. The chief causes of injury to the roof in mining are inherent in the method of development and recovery and the blasting practices followed. The first, which may produce severe stresses in the roof, weakening it over comparatively large areas has been discussed in previous papers3 and will not be treated here. The second cause is local in effect, but with the same general method of blasting being employed throughout a mine having uniform roof conditions, similar effects on the roof may be expected. In the Bureau's investigation of accidents caused by falls of roof and coal it has been necessary to make a careful study of blasting practices and their effect on the immediate roof. The purpose of this paper is to show the effect of the observed methods of blasting on different types of roof and to point out methods that have been proved to be least harmful to the roof strata. The data used in preparing this paper have been compiled from reports made by Bureau engineers engaged in the study of falls of roof and coal, and embrace mines opened in the Pittsburgh coal in Ohio and Pennsylvania and the Pittsburgh and Sewickley coals in West Virginia.

This paper which describes the milling practice at the Golden Cycle mill is one of a series of similar papers being prepared by the United States Bureau of Mines. The mill of the Golden Cycle Corporation, formerly known as the Golden Cycle Mining and Reduction Co., is located at Colorado Springs, Colorado, and has been operated since 1907. It is now and has been from its inception almost exclusively a custom mill.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . This paper is prepared the United States Bureau of Mines and is descriptive of methods, practice, and costs at the McIntyre Porcupine Mines, Ltd., Schumacher, Ontario. The property is located in the Pearl Lake section of the Porcupine mining district. It is reached by a branch line of the Temiskaming & Northern Ontario Railway from Porquois Junction. There is also a good motor road into the district. The Hollinger Consolidated Gold Mines and the Coniaurum Mines, Ltd., are adjacent properties. Power for both the mining and the pulp and paper industries in the district is supplied by an extensive development of the water-power resources. Weather conditions are favorable for mining operations.

This paper, describing the milling methods at the concentrator of the Premier Gold Mining Co., Ltd., Premier, B. C., Canada, is one of a series being prepared by the United States Bureau of Mines on milling methods and costs in the various mining districts throughout the United States and Canada. This paper has been written to aid the owner of a small gold mine or prospect in preparing a report on his property for the purpose of interesting capital. If an owner can afford to do so, he should employ a mining engineer of recognized standing and experience to examine and report on his property, but many owners of small -mines and particularly of prospects cannot make the expenditure required for this. Further, many of them do not know how to prepare a description which will cover those features of a deposit on which a potential investor promises his opinion as to its worth. If such an owner is convinced that he possesses an orebody of sufficient grade and size to warrant the required expenditure for a thorough investigation and wishes to present his property to prospective investors, then the following suggestions concerning the proper way to sample his deposit, estimate the tonnage of developed and probable ore, and prepare a report may be of assistance.

INTRODUCTION This paper is based upon the mines and minerals act, 1931, enacted by the Legislature (Oireachtas) of the Irish Free State (Saorstát Eireann), December 22, 1931, the lull title of which is "An act to establish a board to perform functions in relation to mines and minerals, to authorize the making of lenses of mines and minerals belonging to or vested in Saorstát Eireann, to name provider for facilitating the working of other mines and minerals and, for imposing restrictions on the working of minerals required for the support of buildings and works, to amend the law with respect to mines, and for other purposes incidental to the matters aforesaid.'

Calcareous rocks, of which the principal varieties are marble and lime¬stone, are used extensively for building and ornamental purposes. Onyx and travertine, subdivisions of these groups, are sufficiently distinctive in origin and use to merit separate classification. The purpose of this paper is to define the terms "onyx" and "travertine" and to describe the occurrences and uses of the materials bearing these names. ORIGIN AND CHARACTER Confusion exists in the use of the word "onyx." True onyx is a banded chalcedony, a form of silicon dioxide related to jasper, agate, and flint. Calcium carbonate is commonly deposited from solution in successive layers of varying color closely resembling onyx, and for this reason such calcareous rock is also called "onyx." In attempting to discuss a subject of this character it should be clearly understood at the outset that the purpose is not to emphasize the mere fact of occurrence of such catastrophes, the memory of which time has largely relegated to oblivion, but rather to stress the means of their prevention, available not only subsequent to but also at the time of occurrence. A careful, conscientious, unbiased study of the causes of mine explosions leads inevitably and definitely to the conclusion that the human element is the most important factor. The human factor should however, be evaluated in terms of responsibility--responsibility on the part of the employer to recognize the existing hazards and take the necessary remedial action, and on the part of the employee to perform his duties faithfully, diligently, scrupulously, and in strict conformity with State mining laws and company rules or other regulations.

In safety work a study of past accidents is of value in determining means of reducing future accidents of the same character. This is particularly true with reference to coal-mine explosions. Data from publications of the United States Bureau of Mines and from published reports of the State inspector of coal mines of Colorado are presented in this circular in the belief that they will be of value to operators by indicating methods of preventing future coal-mine explosions. The tables included are complete only with regard to major disasters. The Bureau of Mines considers as a major disaster one in which five 'or more men are killed. However, this circular also includes a considerable number of minor disasters, Various explosions in the coal mines of Colorado from 1883 to 1932, inclusive, are listed with information available as to their probable cause, number of men killed and measures which, if they had been in use at that time, might have prevented them. John McNeil, first Colorado State coal-mine inspector, on page 43 of his first report for the period ended July 31, 1884, made the following recommendations for the prevention of explosions in the coal industry: True causes could be traced either to insufficient ventilation, carelessness and lack of rigid discipline in carrying on energetic ventilation and other precautions needed to be enforced in a mine giving off explosive gases. *** When any quantity of fine coal dust is observed in an entry, air course, or room it should be made damp and be removed from the mine, and thus beep every place as free from dust as possible. *** A system of bratticing close up to the face of each and every place in the mine from crosscut last made (whether gas should just then show its presence or not) which should not be more than 50 or 75 feet according to the nature of the mine.

Prevention of coal-mine explosions depends largely upon thorough knowledge of the causes that initiate explosions. A review of coal-mine explosions in one geographical area when supplemented by nationwide data of similar nature, should serve as a guide for the adoption of measures for explosion prevention. Explosions in bituminous-coal mines of the United States during the 10 years ended December 31, 1932, ranked third in the causes of fatal accidents and constituted 16.1 percent of all fatal accidents in bituminous mines. Kentucky now ranks fourth in coal output in the coal-producing States of this country; a study of the coal-mine explosions in this state will be of definite interest locally among coal-mining people, as well as to those in the coal-mining industry who are concerned in preventing coal-mine explosions. This circular reviews gas and dust explosions in Kentucky coal mines to show their hazards, to point out the influence of certain factors in causing explosions, and to indicate the effectiveness of preventive measures.

The Experimental Mine of the United States Bureau of Mines is a unique coal mine that serves as a large-scale testing laboratory. It is used primarily for testing the explosibility of coal-dust and gases but is also the workshop for many other kinds of research work of which the chief object is to increase safety in mining. The mine is situated in Allegheny County, Pa., about 13 miles southwest of Pittsburgh among the high hills of the west bank of the Monongahela River, at the northeastern edge of the gas-coal district of the Pittsburgh coal bed which extends south through the Connellsville coking-coal district into West Virginia. The Pittsburgh bed, of the Upper Carboniferous age, is one of the most extensive continuous coal beds in the United States, if not in the world. Throughout large areas it shows remarkable uniformity of thickness, levelness, and character of coal, which is a coking coal of high-grade bituminous rank. Its thickness in the northern part is 5 to 5 ½ feet and in the central and southern part is 7 to 9 feet.

This paper summarizes a survey of fine-grinding practice in ore-concentrating plants throughout the United States, Alaska, Canada, Mexico, and Cuba as reported in the Bureau of Mines Information Circulars on milling methods. The survey covers 49 concentrators, which have a combined capacity of over 160,000 tons per day. In these plants 470 ball, rod, and pebble mills prepare material for flotation, gravity concentration, amalgamation, cyanidation, and air separation. The ores are those of gold, silver, copper, lead, zinc, molybdenum, feldspar, and pyrite. The metallurgy is that of the period 1928-32. Of these 49 concentrators, 36 are in the United States. They can treat 134,400 tons per day, and they have 326 fine-grinding mills. In the United States there are about 100 active or temporarily idle concentrators, exclusive of the many plants in the Tri-State zinc district, the washeries of the Lake Superior iron ranges and the Florida phosphate area, and small gold and silver concentrators. These 100 plants have an estimated capacity of 290,000 tons per day and employ about 650 ball, rod, and pebble mills. Consequently, since this paper covers about half of the production of this country it may be considered as particularly representative of fine grinding in ore mills in the United States.

From 1895 to 1932, inclusive, 1,0163/ men were killed in and about New Mexico coal mines. Of these, 473 (approximately 47 percent) were killed in the 17 explosions listed in this paper. The second largest explosion of record in the United States, in so far as fatalities are concerned, occurred in New Mexico. The data in this circular were taken from publications of the United States Bureau of Mines and published annual reports of the State inspector of coal mines of New Mexico. The tables included are complete only with regard to major disasters. The Bureau of Mines considers as a major disaster one in which 5 or more men are killed. A few minor disasters are included, however.
