The average visitor to a large electric-shovel operation may wonder how electric power can be treated as carelessly as apparently it is in open-pit mining, and how the mining company can string it carelessly along the ground in great, black, hoselike cables, whereas the power company, which has learned to respect his deadly agency, keeps power lines far out of reach. This is explained by the fact that this particular kind of application of power to moving machinery requires the use of trailing cable instead of the more permanent type of construction that permits a moving contact, such as a trolley. The cables are designed to insulate fully the enclosed power lines against damage and loss of current; and employees are taught to handle them carefully, although engineers are not satisfied that the trailing cable is foolproof and are seeking constantly to improve methods and equipment to insure greater safety. In some sections they rely mainly on the construction of the cable and perfection of equipment, while in others additional precautions are taken, such as handling the cable with rubber gloves, slings, tongs, or loops. In some sections no temporary repairs are made to cables, while in others such repairs are made and later are vulcanized in the shop. At some operations the cycle of shovel duties is arranged so that cables are very seldom exposed to flying rock fragments while at others this exposure appears to be unavoidable. Methods of fastening the cable to the shovel frame and transporting the loose cable vary. Inspection and care of the cable are important in insuring its safety and durability. A limited amount of information was obtained by field engineers of the United States Bureau of lines from operators in various parts of the United States, as methods of handling electric-shovel operations differ with the districts; practices followed and equipment used in these districts are described in this circular.

The Bureau of Mines is operated to assist in promoting economic development through increased efficiency in the mining, preparation, treatment, and utilization of mineral substances; to aid in conserving mineral resources through preventing waste; and to help the mining industry improve health conditions and increase safety. Accomplishment of those ends is sought through investigation of scientific, technologic, and economic problems of the, mineral industries and dissemination of resulting information. Building materials of mineral origin constitute an important product of mining, and the Bureau makes studies of these in the various fields mentioned. The following commodities come within this classification: Asbestos, anhydrite, asphalt, cement, clay and clay products, diatomite, dolomite, glass and mineral wool, granite, greenstone, gypsum, lightweight building materials, lime, limestone, magnesite, marble, sand, sand and gravel, sandstone, sand-lime brick, slate, soapstone, and trap rock.

The record of fatalities from mine explosions in the United States during the past 3 years has been the best in the history of the mining industry. During these 3 fiscal years, mine explosions have resulted in an average of 4I0 deaths per year, as compared with an average of 153 deaths per year for the preceding; 5 years; an average of 542 deaths per year for the 3-year period 1907-09, inclusive, just before the organization of the U. S. Bureau of Mines; and a yearly average of 265 deaths per year for the 20-year period prior to 1929. This remarkable reduction in deaths from mine explosions demonstrates clearly that mine explosions can be controlled; in fact, they can be prevented when or if the mining people of the United States see fit to take the readily available precautions necessary to bring about this desirable objective. Several large coal-producing States, which in the past have had numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 6 years or even longer. The bituminous mines of Pennsylvania, the largest coal-producing State, give a good example of what can be done to prevent explosions; this State has had only one major explosion (and it resulted in 7 fatalities) during the past 6 years, and no explosion occurred in the several hundred bituminous-coal mines of the State during the past fiscal year. This is a truly remarkable record when compared with past performance in any year in the operation of coal mines in Pennsylvania.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining, crushing and grinding methods, and costs, at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The, cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in many instances cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulation shall ensue. The following report deals specifically with the methods employed by the Evans Pipe Co., Uhrichsville, Tuscarawas County, Ohio. In the fall of 1933 a new discovery of gold was made in the old Mojave mining district of California about 70 miles north of Los Angeles. It led to mining operations that have surpassed in their results all reasonable expectations and are of exceptional promise for the future. In less than 3 years, exploration has opened up a number of veins, from some of which a substantial amount of high-grade ore has been shipped, while a large tonnage of milling ore has been disclosed. Two mills, operating on ore averaging better than $12 a ton, will probably produce more than a million dollars worth of gold in 1936, and a considerable increase of their output in the following year is anticipated. While continuance of these operations for a number of years is already assured by ample reserves of ore, future discoveries of still other veins are reasonably possible, as occurrence of gold throughout the volcanic rocks of the district is widespread and the veins now being mined showed little to attract attention at the surface.

Nonmetallic technologic investigations of the U. S. Bureau of Mines are headquartered at experiment stations in three widely separated localities of the United States. During 1936, the Nonmetals Division of the Technologic Branch was formally set up by combining the direction off the work of these three experiment stations under one administration. The New Brunswick (N.J.) station which in the past has been known as the Nonmetallic Minerals Experiment Station, is henceforth to be at College Park, Md., as part of the Eastern Experiment Station, and its principal activities will be related to the nonmetallic resources of the Eastern and New England States.

These papers are designed to disseminate technical information regarding the methods and equipment used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might, in many instances, cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention' of the reader? is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. P. J. Weisel, Inc., with office at La Habra and plant at Corona, Calif., is the only local company that produces sand for the Los Angeles glass factories, although silica sand for other purposes is produced in other parts of southern California and the adjacent portions of Nevada. The deposit at Corona consists of coarse sand imbedded in a whitish clay and differs greatly from the other deposits, which are fine-grained sandstone that must be crushed before it can be screened and washed. The preparation of Corona sand has to be thorough and includes grinding in tube mills, repeated washing and rinsing, removal of dust by air separation, and magnetic separation of iron and other minerals. This requires a plant with a complicated flow sheet. The first plant built did not make a. satisfactory glass sand, and many additions and changes were necessary. It is thought that the present flow sheet will remain substantially unchanged until a new plant is built. The design of a new plant would be simpler, but the process would be the same.

When a drilling well strikes a horizon in which there is a large volume of petroleum or natural gas under high pressure, danger of a blowout with disastrous results is imminent unless proper precautionary measures are taken. The history of oil-swell drilling has been marked by many blow-outs and wild wells, some of which-have caught fire and burned for long periods. Such incidents nearly always make headline news, but ordinarily few persons realize that what to them is an interesting newspaper item may entail great financial loss to the operator and frequently loss of life or personal injury to members of the drilling crew and others in the vicinity of the well. The blow-out, wild well, and crater are dreaded specters to every thoughtful person in the oil industry because of danger to life and property, underground damage to surrounding wells, dissipation of reservoir energy, and waste of irreplaceable natural resources that blow to the air or migrate to barren formations. Every operator drilling in high-pressure fields must be on the alert always to forestall any conditions that may lead to a blow-out, and his vigilance must not cease until a well is completed and oil, gas, or both are flowing to storage or market.

The Carson Hill mine of the Carson Hill Gold Mining Corporation is at Melones, Calaveras County, Calif. It is one of the numerous mines on the Mother Lode of California. The property extends for 8,400 feet along the outcrop of that important vein system. The elevation at the haulage level is about 1,000 feet above sea level. This paper gives the results of a reconnaissance of the mining districts of Mineral County, Nev., made during the month of June and the first 10 days in October 1936.3/ During the field work virtually all the mining districts in the county were visited and many data were obtained relative to active and inactive properties. The report covers the location of the various mining districts, nature of deposits, ownership, information on past and current activity, data on economic conditions, and general information likely to be useful to operators and investors and others interested in mining. The geology of the deposits is discussed only in a general way. For nearly three-quarters of a century mining tin Mineral County has been the principal if not the only industry of importance. At times it has reached a very low ebb, and at other times it has been attended by the wild excitement that usually accompanies valuable discoveries of precious metals.

This paper discusses the design of small head frames that will fill the needs of prospectors and small operators whose operations are conducted through shafts. The head frames considered were designed to handle relatively small tonnages. It was assumed that the shafts in which buckets are used would not exceed 300 feet in depth and that not over 60 tons of rock would be hoisted, in, 14 hours. In the design of the larger head frames, a hoisting capacity of about 250 tons per 6 hours from a depth of 300 to 500 feet was assumed. Under these conditions, hoisting speed, rate of acceleration, and weight of rope have a negligible effect on the head frame design and, therefore, have been ignored in the following, discussion. Because timber is relatively cheap and easily obtained in most mining areas, the discussion has been confined to timber construction.

The Pilgrim mine, operated by the Pioneer Gold Mining Co., is 9-1/2 miles west of Chloride in the Pilgrim mining district on the eastern slope of the Black Mountains, or River Range, Mohave County, Ariz. In March 1937, 100 tons of gold ore per day were being mined and milled at the property by a total force of 5i men. Climatic conditions allow year-round operations. Due to present activity in the county there is an ample supply of labor for the requirements of the mine. The Pilgrim is the only producing property within s radius of 6 miles; recently, however, the South Pilgrim Mining Co. has launched a development campaign on claims that adjoin the Pioneer Co. property to the south.

Mining men and State officials in their efforts to make mining safer are confronted from time to time with various complicated questions. In recent gears these questions have tended to increase with the use of mechanical appliances. Twenty-five years ago electricity had been used but little in mires; today there is practically no other means of transmitting power employed in American mines, except that in metal mines compressed air is used, chiefly for drilling and for operating small portable hoists. In coal mines there has been a great increase in mechanization, which tends to concentrate the work of production in small areas and to increase the local difficulties of ventilation; also, it has intensified locally the hazard from coal dust as well as firedamp in bituminous and subbituminous mines. The answers to the questions that arise are not always obvious, as is shown by the fact that even able, experienced men differ in their opinions of the best, way to overcome a particular mining hazard. The difficulty of .solving the problems is also demonstrated by the varying provisions in mine-safety rules, both in official regulations and in the rules of those mining companies that are endeavoring to do more than follow the letter of the law. Such differences of opinion as to the best way of meeting a difficult situation are often found within the same mining organization, and, similarly, varying opinions are held by different members of the Bureau of Mines staff.

This paper is one of a series on mining and milling method and costs being published by the United States Bureau of Mines. The Golden Messenger mine, operated by the United Gold Mines Corporation, is in the York-Confederate Gulch mining region in Luis and Clark County, Mont., 22 miles northeast of the city limits of Helena and about 1 mile north of the town of York. It is the first operation to exploit successfully the low-grade ores of the York-Confederate Gulch area. The unusual vein structure presents some mining problems that have been solved in ail interesting manner.

Hazards in connection with the use of compressed-air jets for ventilating gassy mines are given little consideration by most mine officials largely because compressed air is considered the safest means of transmitting power for operating various types of mining machinery, and the inherent dangers in its use for this purpose are virtually negligible . The installation of compressed-air lines in coal mines leads to the utilization of compressed air for ventilating working places , with the result that , although the primary ventilation systems may be adequate to meet existing needs , proper conduction of normal ventilation has been neglected , so the working faces receive only a small amount ofthe total air circulated through the mine . Reliance in part on compressed air or other auxiliary means for ventilation is always attended by danger that gas will accumulate , due to intermittent operation , and the tendency is to operate auxiliary schemes only. during the working shift ( or possibly only part of the shift ) and to dispense with them during off- shifts or at times during the working shift when gas may accumulate because of lack of ventilation . When the men come on shift the auxiliary ventilating device often may be started without a preliminary examination of the working place , or .. the examination may be made sometime before the oncoming shift arrives , the gas being allowed to accumulate in the meantime. This may result in uncontrolled movement of a body of gas if proper precautions are not taken . Several mine explosions have been caused by the movement of a known body of gas by compressed air into the haulageway, where it was ignited by an arc from a passing locomotive . This danger is more pronounced where supervision is lax .

Advocates of health and safety in mining have found themselves confronted in recent years with what might appear to be contradictory procedures with regard to dust occurrence in mines and what appear to be suitable methods or measures to give the mines and mine workers a maximum measure of protection against dust. A concerted and relatively effective drive has been made to introduce rock dust into bituminous and lignitic coal mines to prevent or limit explosion and fire disasters, while an equally determined effort has been and is now being made to curb rock dust or to eliminate it from air in metal mines to prevent or at least limit the occurrence of miners' consumption and other diseases. Both procedures are logical even though the efforts appear to be of an opposing nature. While rock dusting has not been applied in coal mines nearly as universally or as effectively as could and should be done, nevertheless a careful analysis of the record of the past 10 years indicates that the amount of rock dusting that has been done has resulted in the saving of a minimum? of 200 lives annually certainly no small achievement. Largely but by no means wholly due to the use of rock dusting, the number of fatalities from explosions and fires in our coal mines in the last 4 years haw been reduced more than 75 percent as compared with the 4-year period 1911-15, the first years of the existence of the United States Bureau of Mines, which was brought into existence in 1910 largely to try to do something about reducing the disgracefully high fatality occurrence from explosion disasters in our coal mines. Hence, rock dusting has been given at least a. trial and has proved its effectiveness definitely.

The Act of Congress authorizing the establishment of the United States Bureau of Mines became effective July 1, 1910. One of the most important duties Congress delegated to the Bureau in this Act was the study of health and safety conditions in the mineral industries. Early investigations of these conditions revealed the need of prompt Care of injured employees, as, under the difficulties inherent in their occupation, seemingly unimportant wounds if not treated promptly might become infected and cause permanent disability or even death. Many seriously injured persons brought out of mines and plants by fellow workers ignorant of approved methods of giving first aid or of safe means of transportation have been caused suffering and have had injuries accentuated to such a degree as to bring about permanent disability or death. The need of general instruction in first aid thus became apparent. BRIEF HISTORY OF FIRST-AID WORK The education of miners in the United States in first aid probably was conducted systematically first by the anthracite industry in Pennsylvania. Subsequently, first-aid training was carried on actively in Alabama and Indiana. Meanwhile, a general training campaign was carried on among industrial workers by the American Red Cross Society; when the Bureau of Mines began its nation-wide campaign of instructing employees of the mineral industries, the Red Cross turned over that part of its industrial training work to the Bureau but continued to cooperate by furnishing surgeons as judges in important first-aid contests and demonstr tions and assisted for a number of years in determining training methods.

We Americans pride ourselves that ours is the greatest, most advanced and most civilized nation in the world, yet statistics indicate that apparently we have little appreciation for the lives and limbs of the people whose efforts give us whatever greatness we possess. The latest available statistics indicate that the annual accident death rate per 100,000 of population is nearly 80 or far higher than that of any other country in the world except Chile; is more than double the rate in Hungary, Netherlands, Ireland, Belgium, Denmark, Italy, Germany, Norway, Sweden, and Finland; is nearly double that of England, Wales, the Union of South Africa, New Zealand, Japan, Australia, and Scotland; and is 25 to 40 percent greater than Switzerland, France and Canada. To make matters worse, from the viewpoint of mining; the latest available statistics give mining by all adds the worst accident rate of the major industrial occupations in the United States, the accident severity rate for mining in 1935 being listed by the National Safety Council as 10.14, the next highest rate being 4.52 for construction, and the average rate for 30 main industries being 1.58. IMPROVEMENT IN SAFETY RECORDS Offsetting to a slight extent this rather dark picture is the fact that starting about 1930 the mine-accident rate in both coal and metal mining began to fall, reaching an all-time "low" in metal mining in 1932 and in coal mining in 1933. It now appears probable that the year 1936 has again lowered the accident rate in coal mining and this, together with the fact that the years 1933, 1934, 193 5, and 1936 all set much lover accident rates in coal mining than ware achieved for any similar previous period, gives hope that the trend is definitely in the right direction, though from the above figures mine-accident severity has a long, tedious road to travel before it becomes as low as the severity rate of all other major industries in the United States.
