There are four parts to this circular and, respectively, they list firms in the Eastern (pp. 5-8), Southern (pp. 9-10), Central (pp. 11-15) and Western (pp. 16-22) United States and Provinces of Canada. Before listing the laboratories and the work performed there, it is proper to make clear what is done and what is not done by Federal bureaus, States, and Territories, as well as by Canada and Mexico. FEDERAL Bureau of Mines. - The Bureau of Mines does not make assays, analyses, or tests for individuals or firms unless they be incidental to investiga¬tions that are of possible benefit to the entire mineral industry. All significant results obtained in this way are made public through published reports. Any mineral sample sent to this Bureau for simple identification will be subjected to a cursory examination.

In the interest of safety in mining, the Bureau of Mines recommends: 1. That cages or skips used for hoisting or lowering men in vertical and steeply inclined shafts shall be provided with safety catches designed to prevent falling of the cage or skip if the hoisting rope or other connections break; and 2. That cars used. for hoisting or lowering men with ropes in slopes shall be provided with arresting devices, other than ordinary brakes, that come into action if the hoisting rope or other connections break. In presenting this decision, it is recognized that the principal requirements for safety in hoisting operations are the use of hoisting ropes of ample size and strength to provide a factor of safety recognized as adequate by the best en engineering practice; their proper care, protection against undue wear and corrosion, and frequent inspection; and immediate removal of ropes from service when inspection or tests cast doubt upon their further safe serviceability.

One of the best methods by which the results of accident-prevention work can be measured for any particular period is to keep an accurate record of the accident experience, which may then also be compared with the experience of others. The purpose of this report is to compare records of the salt-mining companies operating in Louisiana, and their assistance in making available their accident records is gratefully acknowledged. PRODUCTION Four companies produce salt in Louisiana -Avery Salt Co., Avery Island; Jefferson Island Salt Mining Co., Jefferson Island; Myles Salt Co., Weeks; and Carey Salt Co., Winnfield. Three of these companies operate within 30 miles of each other in the southern part of the State, and the other operates in the central part.

The activities of the Bureau of Mines include the development and testing of self-contained oxygen breathing apparatus and other devices for respiratory protection, the development and tasting of devices for detecting dangerous or noxious mine atmospheres, and the training of men in the mineral industries in the use and care of this equipment to enable them to render effective service in mine rescue and recovery operations following mine fires and explosions, or under other conditions where irrespirable gases may be found in mines or mining plants. The first use of self-contained oxygen breathing apparatus for com- bating mine fires and explosions in the United States dates back about 30 years. Previous to that time, exploration for any distance ahead of fresh air was virtually impossible without great risk to life; moreover, the men called upon to render service at mine disasters were not well-versed in the properties and physiological effects of gases likely to be encountered. In the interest of safety in underground coal mining, the Bureau of Mines recommends: 1. That doors used to control ventilation (a) Shall be installed in pairs to form air locks, (b) Shall be self-closing, (c) Shall not have latches or other devices for holding them open, (d) Shall be constructed and maintained to prevent excessive air leakage through or around them, (e) Shall be fire resistant. 2. That wherever practicable the use of doors shall be limited to development openings. The Mine Safety Board is of the opinion that the best practice in coal-mine ventilation makes use of a split system employing overcasts or undercasts with doors limited as far as feasible to development openings. The distance between air-lock doors on haulageways should be sufficient to accommodate a trip or train of maximum length. Where auxiliary doors are installed to control ventilation during emergencies, they should be so placed that they can be utilized readily in case of damage to the air-lock doors.

In this period of generally increasing taxes of various kinds, one hears less complaint by mining companies about the high cost of workmen's accident compensation than was the case a few years ago, the reason perhaps being that other and more pressing phases of the tax problem now over shadow the heavy expenditures for compensation premiums which a few years ago were considered a severe burden on the mining industry. Nevertheless, the financial expenditures of the mining industry in higher compensation benefits and hospitalization or in higher premium rates, or both, instead of being less have actually increased in many States in the past year. In the spring of 1937, proposals for increased benefits to injured employees in compensation, hospitalization, or medical aid were actively before legislatures in California, Connecticut, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Massachusetts, Michigan, Minnesota, New Mexico, Oregon, Pennsylvania, South Carolina, Texas, Utah, Washington, Wyoming, and possibly other States. In some cases, the proposed increases in benefits were so much greater than expenditures for similar items in the past that premium rates per $100 of payroll would almost certainly rise sharply. At this same time, occupational-disease-compensation coverage also was under consideration by legislatures in Arkansas, California, Delaware, Idaho, Indiana, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and Washington. Sooner or later (and probably within the next few years) occupational-disease compensation will be accorded practically as wide recognition as accident compensation receives at present, and, unquestionably, mining in all of its branches will be affected more or less drastically. Hence, the present outlook is that the mining industry, in company with practically all other industrial activities, will be confronted by materially higher compensation costs than those of the past or the present, to which rather violent exception has been taken, at least in some States and at some times.

This report3/ gives the results of a reconnaissance of mining districts in Eureka County, Nevada, made from September 25 to October 20 and from October 27 to November 5, 1577. During this time, virtually all the districts were visited and many data obtained on active and inactive properties. This report covers the locations of the various districts, geological background, ownership and brief descriptions of mines and prospects, information on past and current operations, and, other data likely to be useful to those interested in the development of our mineral resources. From the viewpoint of past production in the county, the silver-lead-gold deposits at Eureka have been tie most important, followed by the silver deposits at Cortez and Mineral Hill. The period of greatest activity in the foregoing districts was from 1870 to 1990, when Eureka was one of the principal mining areas in Nevada; the production of lead was sufficient to affect its price in all the commercial centers of the world. Eureka also merits the distinction of being the birthplace of the silver-lead smelting industry in the United States.

This paper briefly describes the principal known commercial and near commercial deposits of gold-bearing gravel end the principal placer mining operations of Idaho County, Idaho. It is one of a series of similar papers on western mining districts. The data used in writing this paper were gathered during the summer of 1937. Information concerning gold-bearing gravels was obtained from prospectors and operators, while operators supplied most of the data on mining operations. No attempt was made actually to test the gravels. The principal object of the examination was to indicate placer areas worthy of further investigation by prospective operators.

Since the organization of the Federal Bureau of Mines, part of the duties of the field men of the Safety Division has been to teach those connected with the minerals industries how to render the proper assistance to an injured worker between the time of the accident and the time when the injured receives medical attention--in other words, "first aid to the injured." For a number of years after the training was introduced, the response of mine officials and workers was very slow. Many times Bureau instructors devoted at least a week to training 5 to 15 or a few more men. However, in recent years since the companies and the Bureau of Mines have had an opportunity to study the results of first aid training, it has been found that in addition to taking care of an injured worker after an accident and thereby greatly reducing the severity rate, the tendency is for the majority of those who take the training to be more careful in their work, or to be more "safety conscious."

This is one of a series of papers on placer mining in the western United States. The author has endeavored to give a general outline of the available placer deposits in Boise County, Idaho, together with a description of current practices and the recovery costs of the principal producers. The paper is based on a field examination by the author in May and June 1937. Boise County (fig. 1) is in the southwestern part of Idaho. It has a maximum length of 60 miles, a maximum width of 42 miles, and an area of approximately 1,600 square miles.

This paper gives the cost and describes the mining of 55 tons of nickel-bearing rock by hand methods from a prospect in southern Nevada, June 15, 1937, by the Mining Division of the Bureau of Mines. The geology, mineralogy, and problems related to future development also are discussed briefly. The main object was to obtain a 55-ton sample within the limited period during which funds were available; little time was available to make a first-hand detailed study of the possibility of commercial ore deposits being found. The sample was desired by the Metallurgical Division of the Bureau for experimental purposes at the Electro-Metallurgical Station at Boulder City, Nev. The term "ore" is used loosely in the following discussion to designate dike material containing nickel and copper, without consideration of its commercial value. For several years, or from about 1932 to 1935, inclusive, the coal industry of the United States had an excellent record as to coal-mine explosions. In 1937 and in 1938 to date there has been a definite increase in the number of explosions attended by considerable loss of life and property damage. In most of these explosions one important underlying and contributing cause has been lack of sufficient (or at least efficient) ventilation to properly dilute and remove explosive gas from the mine. This increase in explosions indicates that. the lesson taught through bitter experience, many times in the not far-distant past, of the need for good ventilation is frequently being overlooked, partly because the relatively good experience of the industry in the past several years has made many mining people forgetful. Moreover mining practices are rapidly changing, and in some instances the changes are being made with little if any regard for safety. It appears, therefore, that a review of some ventilation principles and practices should be of value in preventing further disasters; this paper has been prepared with that object in mind. In coal mining the need for thorough ventilation of all underground working places is recognized by both mining practice and law; such ventilation is generally obtained by the use of fans that circulate a quantity of air much in excess of the quantity of coal produced, by weight as well as by volume. For example, in a relatively small mine producing 1,000 tons of coal per day and circulating 100,000 cubic feet of air, which is by no means abnormal, 2,000,000 pounds of coal and approximately 10,900,000 pounds of air would be moved out of the mine every 24 hours. Because of the need for adequate dilution and removal of methane issuing or likely to issue from mine strata and for removal of the carbon dioxide formed by coal and timber oxidation up-to-date coal mines usually provide an air volume which if adequately coursed not only removes these gases but also the gaseous products of the detonation of explosives (which may include carbon monoxide, hydrogen sulphide, nitrogen oxides, carbon dioxide, and nitrogen) and the carbon

Since man first mined underground, there has been need for adequate illumination; this need has never been fully supplied. At first, suitable lamps were not available. Gradually they have been developed, but along with that development the need for better and better lamps has continued owing to the following conditions and factors: 1. Increasing hazards from gas and dust ignitions. 2. The speeding of operations with mechanized mining, which necessitates greater visibility. 3. A demand that cleaner coal be loaded, which requires higher levels of illumination. 4. The cost of compensation for injuries that has created a demand for better illumination and safer lamps. Use of better lamps has been retarded by: 1. Prejudice and resistance to change on the part of the workers in some districts. 2. The cost and upkeep of the lamps. 3. The present types of lamps, while a great improvement over the old lamps, do not entirely fulfill the requirements for a safe and efficient light for underground workers.

In recent years over 100,000 persons have been killed annually in the United. States by accidents; about one-fifth of these have been workers in some of our industries; about one-third have been killed by motor vehicles; about another third have mot death in home accidents, chiefly falls, burns, scalds, explosions, poisons, asphyxiations, suffocations, cuts, scratches, and so forth; and the rest have been killed in public accidents, excluding those caused by vehicles but including accidents on railroads or electric cars, drowning, and deaths by firearms and. other means. Definite statistics on nonfatal accidents are not readily available, but at least 10,000,000 fairly serious accidents probably occur in the United States annually. The latest industrial-accident statistics are obtainable from 1935 National Safety Council publications, in which annual industrial fatalities are divided about as follows (in round numbers): Agriculture, 4,500; trade and service, 4,500; construction, 3,100; transportation and public utilities, 2,900; manufacturing, 2,600; mining, quarrying, petroleum, etc., 1,900.

Coal-mine officials and those who are preparing to become officials should be familiar with the instruments and devices that are employed rather commonly in and around mines and should know how to use them with safety and efficiency. Among these axe instruments and devices used in determining the pressure, velocity, volume, and certain other conditions of ventilation and in detecting the more common mine gases, such as methane, carbon monoxide, and hydrogen sulphide, or a deficiency of that very important agent, oxygen. Water gages, anemometers, barometers, psychrometers, flame safety lamps, lamp-testing boxes, and methane, carbon monoxide, and hydrogen sulphide detectors are described and their use and operation discussed in this paper.

A stick of explosive is a package of stored energy that can be released when needed to blast rocks, coal, and other materials; but, unlike fuels such as coal and gasoline, its potential energy is self-contained, there being enough oxygen within the package to complete the almost instantaneous reaction. When an explosive is ignited or detonated, the solid or liquid materials of which it is composed are converted rapidly into highly heated gases, which, if free to expand, would have a volume many times larger than that of the original explosive. At the instant of explosion these gases occupy only the volume of the shot hole and are therefore produced at a very high pressure, which causes the material that is being blasted to be broken or disrupted. In blasting coal efficiently the proper placement of the shot hole and the confinement of the explosive therein are both of prime importance. When these are not adjusted properly, only a small amount of the energy is expended in bringing down coal, consequently the balance of the energy tends to be expended by the emission of a flame into the working place that may lead to a gas or dust explosion. Permissible Explosives Defined The term "permissible explosive", as applied by the Bureau of Mines to explosives it has approved for use in blasting in coal mines, embraces not only the requirement that the explosive, when used, shall be similar in all respects to the basic sample that passed all the tests necessary for its admission to the published permissible list, but also that the explosive shall be used under certain prescribed requirements.

This report 3/gives the results of a reconnaissance of the mining districts in Lander County, Nev., made from March 29 to April 20 and from May 9 to May 21, 1938, during which virtually all of the mining districts n the county were visited. No attempt has been made to include in this report all the mines and prospects in the various mining districts, and it should be stated that whether or not a property is mentioned herein has no. bearing on its merits. The report rovers the situation of the various districts, types of ore deposits, ownership and description of mines and prospects, information on past and current activity, and other information of economic interest likely to be useful to those interested in the development of our mineral resources. The names of the various districts mentioned are those generally used when they were organized for purposes of record and regulation. When originally organized, the districts embraced large areas with no well-defined boundaries, so that the names have little geographical significance.

In April 1932, the Bureau of Mines published Information Circular 6595, entitled "Data in Reference to Installation of Cables in Shafts and Boreholes", in which were described methods followed in various sections of the United States when electrical circuits are taken into mines by means of cables suspended in shafts and boreholes. In view of the present tendency to extend high-tension cables along entries and passageways from the bottom of the shaft, borehole, or other point of entrance to coal mines rather than over the surface, it is deemed that the various methods of installing such cables deserve careful consideration, particularly in mines in which gas and coal dust contribute to explosion hazards. This is especially true of localities where there is an inclination to restrict the extension of 2,300- and 4,000-volt circuits into the mines. Probably it is feared that accidental contact with the cables of such circuits may result in more serious shock than with lower voltages; also, it is possible that new circuits are regarded merely as explosion hazards additional to those already existing, regardless of the manner in which the new circuits may be installed. It is the firm belief of some engineers that the circuits can be installed so that they will not be damaged by wrecks or roof falls, thereby eliminating the hazard of explosion from this source while at the same time making the chance of accidental contact remote if not impossible. Moreover, some believe that fire hazards from direct-current systems can be reduced by keeping motor-generator sets close to load centers. Thus, although the alternating-current circuits would be lengthened, the size and extent of direct-current circuits would be kept to a minimum.
