The record of fatalities from mine explosions in the United States during the fiscal years 1934 to 1937 wars the best in the history of the mining industry; that for the fiscal year 1939, however, is not so favorable, since nearly as many men (170) were killed by explosions in 1938 as were killed during all of the previous 4 years (182). In spite of the large increase in fatalities from explosions during 1938, the average for the past 5 year period (70.4) is less than one-half the average (13) of the preceding 5 year period. The reasons for the large increase in the number of explosion fatalities during the 7 past year as compared with the previous 4 year are not entirely clear; it is: evident, however, that in some instances there has been laxity in the enforcement of State minim laws, and also that come of our coal-mining people, including workers and operating officials, have failed to carry out tine known precautionary measures to prevent explosions.

In the first cart of that little space of time that we have designated as the nineteenth century, chemistry had reached a wonderful stride. Viewed from the present heights attained by the efforts of innumerable chemists with perfected apparatus, mire reagents, air under pressure, water, gas, and electricity conducted to the desk, and. numberless other helps, it seems marvelous that chemists of that day obtained such results. In 1820, about half of the elements had. been discovered; of these discoveries, Swedes had made 15 or more, about once-third of the elements then known and nearly half of those discovered after 1700.

The annual reports of the supervising engineer of the seven sections comprising the Mining Division are assembled in the following pages and form the annual report of the division. In planning activities, the aim has been to adapt the work to changing conditions and needs of the mining industries and to avoid becoming bound to any particular type of investigation when others are found to be of more pressing interest.

In the movement of self-controlled direct-current machinery, particularly shortwall cutting, machines, from one place to another in coal mires, "nipping" or it stinging" has been practiced quite commonly. These terms refer to the method of obtaining current for propelling or tramming the machines along trolley haulageways by sliding the trolley trip (hook or nip), which terminates one conductor of the trailing cable, along the trolley wire. This is usually done by the machine operator or runner while sitting on the machine truck and holding the nip terminal against the trolley wire as the machine travels along the rails. This procedure is objectionable for several reasons. Under the best conditions, the area of contact between the nip and trolley wire is snail end, consequently, sparking and flashing ore most likely to be continuous as the machine proceeds. This is undesirable, not only because of the detrimental effect of electric flashes upon eyesight, but because of the pitting and roughening the trolley wheels which decrease the efficiency of current collection by locomotive trolley wheels and shoes and at the same time shorten their useful life by increased wear.

This report is the second of a series describing methods and systems of mechanical mining; where operations are conducted on more than one shift. The first report, Information Circular 7014,4/ describes mining operations at 14 mines and the present paper describes operations at 11 additional mines. The purpose of this study is to analyze the advantages and disadvantages of the various types of equipment and mining systems now used where more than one shift is worked per day. Physical conditions vary in different and in the same mining districts and determine, together with economical considerations, the systems of mining and the types of mechanical loading equipment to be used. The information presented in this paper may be helpful to operators or others who may contemplate installing a mechanical mining system. The equipment used in the mines described comprises conveyors, scrapers, mobile loaders, mobile conveyors, and combination of these types. The description of the mining systems and practices at the mines investigated is detailed only as they relate to and affect mechanization. In computing the operating data in mines that are not totally mechanized, employees not working directly on production have been charged to output from mechanized sections in proportion to the percentage of mechanization. The operating data for comparing various systems are for an average working dry, as the number of men working on idle days varies greatly in different mines.

A general survey of the mineral industries of the Black Hills is being made by the Bureau or Mines, but this report is confined to the tin deposits of that region. Because of the strategic importance of tin in a national emergency, special attention was given in the field to deposits of this metal. The present paper outlines the procedure that would be required for determining the potentialities of the most promising deposits as emergency sources of tin and gives estimates of the cost of sampling and rehabilitating some of the old tin mines. Tin mining in the Black Hill was quiescent in 1938. Tin occurs in two areas inn the region. The deposits have received considerable attention, and since 1884 numerous articles have been written about them. It is estimated that between 7 and 15 million dollars has been spent in promotion expenses, acquiring claims, development work, and equipment; production, has totaled about 160 long tons of metallic tin worth about $95,000.3/

Before the present century there existed a fairly persistent demand for the establishment of a Federal Department of Mines, but relatively little was done about it until a considerable number of very serious coal-mine disasters in 1906, 1907, 1908, and 1909 created what might almost be termed a national scandal and virtually forces the Federal. Government to take action to try to solve the problem of the cruse and prevention of such disastrous occurrences. Instead of a Department of Mines, the mining people had to accept a bureau, which was created on July l, 1910; and while the Bureau of Mines was given numerous functions, unquestionably the promotion of safety in the mineral industries was and continues to be one of its main "jobs." The Bureau's organic act was approved in 1910 and amended in 1913. Both the original and amended acts indicated that promoting; the health and safety of the mine workers constituted the chief function of the Bureau, and that this was the construction placed on its activities by those put in charge in 1910 is shown very definitely by the fact that as soon as the Bureau came into existence on July 1, 1910, both health end safety activities were started in its Mine Accidents Division. Before the end of the first fiscal year (June 30, 1911) 6 mine safety stations had been established in various parts of the United States, add 6 nine safety cars had been put into the field; by October 1910 first-aid-training work was being done in mining regions. The Bureau eras able to function so promptly in its safety work largely because sections of the Geological Survey, which had been doing some coal-mine safety work since 1907 or 1905, were transferred into the Bureau when it began to operate in July 1910. On October 30, 1911, a national First-Aid Meet was held at Pittsburgh, Pa., at which first aid and mine rescue were demonstrated. During the fiscal year 1910-11, the first year of the Bureau's existence, 509 persons were given certificates indicating completion of the Bureau's training course in first aid.

Although the hysteria. with regard to silicosis end other occupational diseases seems largely to haws passed, and more careful sober consideration is being given this subject, it would be very poor policy for any employer to take the stand that the storm has blown over and that he can safely relax and revert to the status of 5, 10, or more years ago in such matters. The real fact is that occupational-disease compensation is nor in its infancy and can be expected to grow by leaps and bounds. At present, while 46 States of the Union3/ and the District of Columbia have compensation acts, only the following have some fern of occupational-disease legislation: California, Delaware, Connecticut, District of Columbia, Illinois, India a, Kentucky, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Jersey, New York, North Carolina, North Dakota, Ohio, Pennsylvania, Rode Island, Washington, West Virginia, and Wisconsin. Silicosis appears to be compensable under those acts in California, Connecticut, District of Columbia, Illinois, Kentucky, Massachusetts, Missouri, New York, North Carolina, North Dakota, Ohio, Pennsylvania, West Virginia, and Wisconsin; possibly it may be interpreted as compensable in others. Occupational-disease legislation (largely relating to silicosis) has seen under consideration in some form relatively recently in Arkansas, California, Delaware, Idaho, Maryland, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and. Washington at least. It will be surprising if comparatively broad or inclusive occupational-disease legislation will not be on the statute books of nearly every State in the Union within the next 5 years. With this situation confronting him, the far-sighted industrialist who has the best interests of his organization at heart will immediately begin to "put his house in order," if he has not already done so, by studying possible occupational-disease hazards to his employees; moreover, he will promptly apply all known remedial measures or will attempt to devise such measures if none of those already devised seem to apply to his establishment.

The present discussion first presents data to justify the fireproofing of mine shafts. This is followed by a brief outline of fireproofing methods with examples from practice. A summary of authoritative recommendations on fire prevention concludes the discussion. Acknowledgment is made to D. J. Parker, district engineer, Mine Safety Station, Salt Lake City, Utah, for his valuable criticism of the paper. Fireproofing a mine shaft implies lining the shaft with fireproof material or rendering fireproof the material already composing the shaft lining. A brief study of the part mine shafts and shaft stations have played in disastrous end tragic underground fires furnishes convincing evidence that every possible effort to make all mine shafts fireproof is amply justified. The fire hazard in coal minus obviously is much greater than in metal mines. In this discussion the point of views is mainly that of the metal miner; it is tine opinion of the writer that all fires in metal mines are preventable.

The placing of much, sometimes practically all, of the burden of the expense of mine accidents on the shoulders of the mine operator by compensation laws, and the fact that the problem of protecting the life end limb of workers is now by public opinion largely if not wholly passed to each industry to solve (and present-day thought strongly supports the justice of both of these propositions), are forcing industrial organizations into accident-prevention. Work. This policy is being adopted not alone to protect the companies; in addition, executives alert to their opportunities and obligations are taking part in this work personally to protect themselves. The functions of industrial executives in accident-prevention work are becoming numerous and complex. Executives who are logical in their reasoning, quickly see that before a company can constantly ask or expect the workers to heed safety suggestions, the company and its officials must "put their house in order" by laying down a concrete, definite safety program. For mines this includes primarily adoption of a to a logical mining method, the installation of safe miming equipment and practice the netting forth in definite form (preferably do a printed pamphlet) of the company's minimum safety requirements, and the organization of its operating officials into an accident-prevention body. After the company has its own affairs so arranged that it can go to its workers with "clear, hands" in promoting a safety program, the real work begins; and this is especially applicable in mining.

This paper briefly describes the principal commercial and near-commercial deposits of gold-bearing gravel and the important placer-mining operations in Lemhi County, Idaho. It is on of a series on western mining districts being published by the Bureau of Mines. This paper is based on a field survey of the placer-mining districts of Lemhi County in the summer of 1938. Available information concerning gold-bearing gravels was obtained from prospectors and claim owners; operators supplied the data on mining operations. No attempt was made actually to test the gravels. The principal object of the examination was to indicate placer areas worthy of further investigation by prospective operators.

This paper describes come mechanical raid electrical signal systems in common use in Metal-mine shafts, together with several distinctive systems that indicate or control the origin of the signal. The latter systems remove the hazard of the movement of the cage from one level in response to signals from another. Previous publications of the Bureau of Mines have covered several meritorious installations One of the best signal systems for deep shafts is at the Homestake mine4/. A successful installation of an induction system in the Lake Superior mining region permits signaling as well as telephoning from cages at rest or in motion5/. El Potosi mine uses a variation of the three-wire electric system6/. A mine in Utah has developed a system of the double trolly-wire type, in which the cage attendant may signal from a moving cage7/. At present no system of the sine-shaft signaling employing radio is available.

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. This is the second of two papers dealing with the construction and use of aerial tramways in the metal-mining industry. The first paper3/described aerial tramways in a general way and discussed the engineering principles used in tramway design. The purpose of this paper is to give a more detailed description of equipment and material rind to discuss construction and operating costs. The various Latin American countries are undergoing a slow process of industrialization. The harvesting of one or two agricultural commodities or the mining of a few marketable minerals is being supplemented by development of an Integrated industrial economy. In many countries, progress in this direction has not been rapid, but as it gains impetus an increasing market for cement is a natural consequence. This is evident from the fact that industrialization is linked with increasing transportation, and means of transportation are very poor in much of Latin America. Bridges, culverts, and concrete Highway's, now scattered sparingly throughout the vast land areas south of the United States, must multiply as the demands of industry increase and as a higher scale of living is attained. Eventually the South American countries will be linked by modern highways. Furthermore, the arid climate of many regions creates a demand for construction of dams and irrigation works, and a continent poor in coal reserves but with abundant water power inevitably must direct its energies toward the construction of hydroelectric power plants. Countries rich in raw materials but with few natural harbors have urgent need of massive concrete breakwaters and docks. The demand for concrete in houses will also grow. Standards of living are low, and perishable building materials are widely used. As living conditions improve cement will be used increasingly in home construction. Even in the field of simple and modest housing cement affords a means of creating low-priced verminproof and fireproof homes, for which the need it imperative under climatic conditions that prevail in this area of the world. Already many of the countries have undertaken extensive public works, and such programs are likely to increase. Assuming moderate industrial progress and stabilized governments the demand for cement in this great southern area promises substantial growth.

In 1939, American industry got, off to a poor start, slowed down further during the first quarter, quickened after May, speeded up still more when war broke out again in Europe, and ended the year at a pace close to an all-time record. The average index of general business activity for the entire year (105) was well ahead of that for 1938 (86), failed to equal that of 1937 (110), and fell behind the average for 1929 (119) by a wide margin. "To prevent the propagation of mine explosions, the Bureau of Mines recommends:1. That all coal and lignite mines, except anthracite mines shall be rock dusted.2. That rock dust shall be distributed upon top, bottom, and sides of all underground openings of every description, to within. at least 4o feet of all working faces and the areas not rock dusted shall be kept wet.3. That the rock dust shall be maintained in, such quantity that the incombustible material in representative samples of dust collected shall not be less than 65 percent. Where methane gas is present in the ventilating current, the minimum percentage of incombustible matter in the mine dust shall be increased 1 percent for each 0.1 percent of methane.4. That when the rock dust in any area becomes caked so thatit cannot be dispersed readily as a cloud in the air, that part of the mine shall be redusted immediately.5. That the dust to be used shall not contain more than 5 percent of combustible matter nor. more than 25 percent of quartz or free silica; all of the dust shall pass through a sieve having 20 meshes per linear inch and 60 percent or more shall pass through a sieve having 200 meshes per linear inch; the dust shall not absorb moisture from the air to such an extent as to cake and destroy its effectiveness as a dry dust.6. That rock-dust barriers shall not be regarded as a substitute for generalized rock dusting.Research and experience have shown that maintenance of an adequate percentage of rock dust in all underground openings, whether gassy or not, of bituminous and subbituminous coal and lignite mines (anthracite dust does not propagate explosions) is the best means of preventing coal dust explosions. In rare instances where all fine coal particles on the floor, ribs, roof, and timbers are in a muddy condition continuously rock dusting is unnecessary.The term ""underground openings"" refers to all unsealed openings whether they contain track or not, and includes rooms, entries, crosscuts, breakthroughs, rock tunnels, slopes, haulageways, airways, and travelingways. The sealing of unused or abandoned parts of a mine in accordance with Mine Safety Board Decision avoids the necessity of rock-dusting the sealed-off openings.The kind of rock dust to be used should have the approval of the State Mine Inspection Service. Pure limestone or pare dolomite produces the best rock dust, as these dusts have low silica content, little tendency to cake, and a light color that aids illumination. To reduce tendency to cake it is preferable that not more than 75 percent of the dust pass the 200-mesh sieve. All sieve sizes are those of the Tyler screen scale. If the mine personnel is repeatedly exposed to breathing high concentrations of the dust, the percentage of free and combined silica should be as low as possible, preferably less than 5 percent. Persons engaged in the application of rock dust should wear approved dust respirators as listed in Bureau of Mines Information Circular 7030 or revisions thereof."

The Haile mine has been the outstanding gold-mining operation and the largest single producer of gold in the Appalachian region. Gold was discovered at the Haile in 1827, previous to the present operation, production has been nearly $4,500,000 (gold at $20.67 per ounce.) from somewhat over a million tons of ore, with an average extraction of about 70 percent. The Haile property, now operated by Haile Gold Mines, Inc., is in the southern part of Lancaster County, South Carolina, 3-1/2 miles northeast of the town of Kershaw and 55 miles north of Columbia, the State capital. (See fig. 1.) The corporation has a lease and purchase contract on 1,805 acres, covering the present productive area. In addition, it holds lease contracts on 1,500 acres additional adjacent to this area.
