Fifty years ago, the belief that "fillers" were added to paints for the sole purpose of diluting and cheapening the pigment may have been justified; but paint technology has made tremendous progress since that time, and today both the manufacturer and the consumer know that the judicious use of fillers may add desirable properties to a paint that cannot be introduced in any other way. A growing respect for these accessory materials has led to the use of the more euphemistic term "extender." The names "extender" and "filler" are to a considerable degree synonymous. The newer term, "extender," is adopted in this paper, though it is actually no more descriptive than the older name. Stewart's3/ definition of extender is: "A cheap pigment, usually of an inert type, used to extend or increase the bulk of a paint, thus reducing its unit cost. Extenders are also used to adjust the consistency of a paint and to let down colored pigments of great tinting strength. The use of an extender in a paint does not necessarily mean the resultant product will be inferior. In fact, extenders sometimes, improve -certain characteristics of a film." All extenders are not cheap, as, for example, wet-ground mica and diatomite. Research in the, use of extenders (also sometimes called "inerts") has been one of the host active branches of study in the paint field; and many thousands of dollars have been spent in establishing the physical and chemical characteristics required of various natural mineral extenders for numerous paint formulas

Although the thoughts and efforts of the great majority of people in many parts of the world are today directed toward killing each other, the purpose of this paper is to discuss means of conserving human life. In a world of turmoil and strife, we find time to discuss and make plans to achieve our objective -prevention of the "sacrifice" of life through avoidable accidents. The word" sacrifice" is used here advisedly, as one meaning of the word given in the 1942 edition of Funk and Wagnalls New Dictionary of the English Language is "the act of giving up some desired or valued object for the sake of *** future good." As everyone agrees that life is man's most priceless possession, one wonders if past sacrifices have been in vain. It appears that life is cheap in America; it is cheap because some of the industrialists are too much concerned with making a profit to devote much time and thought to conserving human life; it is cheap because some labor leaders apparently are interested solely in personal power and prestige; it is cheap because a great many workmen fail or refuse to cooperate energetically with the various organizations interested ill; their safety and welfare; it is of little value because, individually and collectively, we are indifferent to our responsibilities toward our fellow men.

All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated. Static gravimeters, unastatized and. astatized, are considered to be the most practical for oil exploration. One gravimeter is described using a beam whose moment about a pivotal axis is elastically balanced. Magnetic or electric fields are deemed unsatisfactory for balancing gravitational force because they cannot easily be kept constant. The gravimeter described is capable of detecting a change in altitude of 3 inches and a change in latitude of about 150 feet. V. S.

Insofar as prevention of mine explosions is concerned, it is apparent that the coal-mining industry has profited but little from experiences during the past 15 years. The fact that explosions can be prevented if well-known preventive measures are adopted and conscientiously carried out appears to warrant the conclusion that many coal-mining people are indifferent to the hazards that may result in explosions. Although the principal burden of preventing explosions is upon the management, and much of the evident carelessness in failing to place in effect and to enforce suitable precautions, is assessable directly against management, the worker also has a very definite responsibility, and numerous explosions have resulted because of his failure to carry out his part in accepted principles of safety. The record of fatalities from mine explosions during the past 5 fiscal years has been anything but encouraging or about which coal-mining people can take pride; more men were killed by explosions (673) than were killed from the same cause during the preceding eight years combined (577). During each of the fiscal years 1942 and 1943, 152 fatalities resulted from explosions, compared to 163 during the fiscal year 1941, 206 in 1940, and only 16 in 1939.

Fluorescence is of growing interest to the mineral industry because certain minerals may be detected thereby and because, as shown in figure 1,4/ many minerals (natural or synthetic) are needed in tubes and lamps. The use of fluorescent lighting is expanding, and large numbers of lamps of many sizes and shapes are being made and used in works, factories, stores, offices, homes, and in photography. Fluorescent tubes, as distinguished from clear tubes filled with neon, argon, or other rare gases through which a current of electricity passes, fluoresce owing to specially, selected and prepared minerals placed in the tubes. Luminous chemicals and paints also contain special minerals and are used in similar applications; therefore, these also will be considered in this report. Although the quantity of minerals (in tons) that are used for fluorescent purposes is small, and probably will continue to be so, this use is significant because it exemplifies a requirement for "pure" minerals in which a trace of contaminant as" minute" as one part in ten million may distinguish between the acceptance or rejection of a particular material. This extreme purity makes synthetic minerals almost essential, and natural mineral's are now little used.

7253. Arkhangelsky, A. D. Geological Results of the General Magnetometric and Gravimetric Surveys of the U.S.S.R. (in Russian). Internat. Geol. Cong., Rep. of the 17th Sess., Moscow-Leningrad, 1937, vol. 1, Moscow, 1939, pp. 241-250. Geophysical methods have been used in the U.S.S.R. to study geological problems. Such is the case of the general magnetometric and gravimetric surveys made jointly by the Main Physical Observatory, Main Office of Geodesy and Cartography, Institute of Terrestrial Magnetism, and Main Office of Geophysical Prospecting. Some institutions supplied the data, others processed them. Geological interpretation was made by the author. (1) Regional magnetic anomalies in the plains of the U.S.S.R. are traceable to the folded substratum overlain by sedimentary rocks; these anomalies promise to yield data characterizing the substratum in respect to strike and depth. Anomalies in European U.S.S.R. suggest that the pre-Cambrian -substratum of the East European plateau consists of elements of different ages. In the most ancient of them, the main strike of the folding is almost latitudinal; in the younger ones, the folding is oriented in the meridian. (2) The Faye and Bouguer gravity anomalies are caused primarily by differences in the density of rocks composing the upper crust and by unknown processes producing changes of density at depth; these processes are not connected with isosiatic movements. The anomalies in the European and adjoining Asiatic U.S.S.R. promise to indicate the volume of the pre-Cambrian massif of the east-European plateau and to clarify the interrelations between the Ural, Tian-Shan, and Donetz Basin folding systems, as well as between the Dnieper-Donetz depression and the mid-European depression. - V. The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. In 1925 the Park Utah Consolidated Mines Co., after several years of experimental work, installed a system for signalling from cages which has been operating efficiently and with low upkeep costs for the post 19 years. The system was adopted for a large western metal mine but was later abandoned be arse of the constantly shifting shaft alinement. Recently the system has been studied and probably will be put into service at two other large mines. One of the principal reasons wry the system has not boon adopted more widely has been the lack of adequate details both as to the desirability of having such a system and as to its construction and operation. Previous signaling, systems contained undesirable features, such as charged bare wires extending the full length of the shaft. Under the direction of O. N. Friendly, then general superintendent of the Judge Mining & Smelting Co., the present system, entailing the use of a samll current at low voltage, was gradually developed. Many of the refinements in the system wore contributed by Leonard Wilson, consulting electrical engineer, Salt Lake City, Utah.

Although for many years considerable attention has been given to devising safe and efficient methods of using explosives, with some success, relatively little has been done to provide satisfactory storage facilities for them. This was known long before the present war began, but it was emphasized during the past 30 months? inspections of explosive magazines by employees of the Bureau of Mines in administration of the Federal Explosives Act of December 26, 1941. These inspections have revealed woeful in adequacy as well as definite hazards and the urgent need for obtaining better storage facilities either by remodeling old magazines or constructing ink new ones that would afford suitable protection for the contents against theft, fire, deterioration, and detonation. The purpose of this paper is to offer suggestions and to show by sketches and drawings some of the fundamental features of suitable magazines. Type of construction and available materials differ with different; localities, but the information herein contained can be applied to most magazines, whether already constructed or the construct: on of which is planned. It is hoped that this information will be helpful and will aid persons who are trying to provide suitable storage for explosives end detonators. It is also hoped that States and cities will be made aware of the unbelievable laxity practiced in storing explosives in the United States and will take some remedial action.

Regardless of how a mineral deposit in first discovered or by whom, any mining enterprise based upon it must pass through a preliminary stage of exploration. The common understanding of ?exploration? among mining engineers is well-expressed by Jackson and Knaebel:3/ Exploration work ranges from that performed by the individual prospector employing only the simplest tool, and equipment to elaborate campaigns involving the expenditure of largo stuns of money end the use of churn- car diamond-drilling equipment, large test-pitting crews, or sometimes a regular mining organization. In any event, the object is to determine as accurately as possible, with the funds available, the size, shape, and other characteristics of the ore bodies and their average value or grade.

Diamond, drilling of some blast holes in stoning operations is practised in at least two iron mines in the Lake Superior district - the Soudan mine of the Oliver Iron Mining Co., on the Vermilion range at Soudan, Minn., and the Anvil-Palms mine, operated by Pickands, Bather & Co., on the Gogebic range at Bessemer, Mich. Diamond drilling, at the Soudan nine has partly replaced percussion drilling because of the extreme hardness of the ore and of the lean formation. According to Wolff,4/ the jasper or lean formation in this mine is the hardest rock regularly drilled in any commercial operation.

The past full year of war has increased greatly the demand for virtually all kinds of fuel, and the Bureau of Mines research and service facilities have been extended to meet these unprecedented requirements. Liquid fuels, such as aviation and motor gasolines, are fundamental to modern warfare. Bituminous coal and anthracite are needed, not only to servo the expanded industrial program for which coal normally is used but also to replace natural gas, wherever possible, and fuel oil in the Eastern States, New England, and the Pacific Northwest. Railroad transportation with energy derived from coal is replacing much of the motor-vehicle transportation that has been stopped or curtailed to conserve rubber. Pulverized coal hoe been sound to be a satisfactory and cheaper substitute for fuel oil in metallurgical heating furnaces. Celloidal fuel - a mixture of coal dust and oil - may offer a partial substitution for curtain coal-burning equipment. Several industrial experiments have been made with this type of fuel. The expansion of the steel industry in connection with the war program has required a corresponding increase in the production of metallurgical coke and its associated byproducts - light oil, tar, ammonium sulfate, and surplus gas. If the war is of long duration and new reserves of petroleum are not discovered, wartime trends from fuel oil to coal probably will not be reversed.

Despite the fact that barium minerals are plentiful and widely distributed in nature, this element is one that we do not yet know how to prepare cheaply in metallic form. This is due to its chemical activity, as evidenced by its great affinity for fluorine, chlorine, oxygen, nitrogen, hydrogen, and sulfur. Furthermore, it forms a very stable subchloride and subfluoride, which prevents isolation of the metal by fusion electrolysis from a halide bath. A good survey of the metallurgy of barium calcium, arid strontium has been made recently in Light Metals (54,55).3/ Metallic magnesium (46), calcium (83), barium, and strontium (27) reduce each other's oxides. Proof of this can be found in the activation of BaO after reduction with Mg, which leads to the formation of so-called "Maquenne" mixtures (58) used for absorbing gases. However, it is impossible to extract the reduced metal- from the residue, a fact that Guntz (25) attributed to the formation of barium suboxide. There is no necessity for presuming the formation of such a compound, as it has boon established that in the reduction there is always formed an alloy of the alkaline-earth metal with the magnesium, which is capable of producing hydrogen when brought into contact with water. The reduction of alkaline earth-metal oxides with aluminum was observed by Mallet (57) in 1877, but recent investigations have shown that the end product of the reaction is an alloy of aluminum with the alkaline earth metal (1,2). Silicon also has been suggested as a reducing agent, and the results obtained are the same (84,85).

Although the explosion-fatality record for the fiscal year 1944 showed considerable improvement over those of the preceding 4 years, it is still fur from creditable, and the coal-mining industry and agencies interested in the prevention of coal-mine accidents should not be satisfied until accidents from explosions and fires are eliminated. In view of present knowledge of the methods of preventing explosions and fires, such disasters are inexcusable and discredit the mining industry. Despite this knowledge, far too many coal¬mine operators and employees continue to follow procedures that have resulted in disasters in the past. Included in the appendix to this circular are a number of safety measures designed to prevent coal-mine explosions and fires and metal-mine fires. Their adoption is essential if explosions and fires are to be prevented, as certainly they should be. An epidemic of disastrous mine fires of electrical origin during the past 2 years emphasizes the need for better methods of protection of underground electrical circuits. At present, committees of mining-electrical engineers, electrical-equipment manufacturers' representatives, and others are cooperating with the Bureau of Mines seeking means to solve this problem.
