THE controversy regarding the ,'probable future of the Mexican oil fields, and its relation to the oil industry of the United States, has led to the preparation of this paper. As has been predicted by several writers in recent papers, certain of the producing areas in the so-called "southern fields" in the Tampico Embayment have only a limited oil reserve. These areas are being pulled on by every pipe line in that region, and the length of time that they will continue to produce is a direct factor of the daily oil shipments of these companies. However, this is not the whole story, and in the following paragraphs an attempt will be made to show that the life of Mexican oil production will be a long one, and Mexican oil will continue to be a large factor n the market for an indefinite time after the areas mentioned above have been drained. The past and present producing fields will be discussed separately, in order-to establish a basis for comparison, the ,only method by which underground reserves 'can be estimated in these fields.

It was not for the purpose of asserting any superior knowledge or authority, but simply of clearing up, in greater detail, some points casually mentioned in Mr. Scott's able paper, that the writer entered, some two years ago, into the discussion which that paper initiated. In such matters there is always room for differences of judgment, as well as for additional data, which may modify or complete the conclusions even of the best authorities. Those who are immersed in the duties of practical administration or work in the field, and who, being remote from the great scientific national libraries, are obliged to rely on their private collections, and to supplement them by their recollections of earlier studies, labor under special disadvantages in such a discussion; and it must be to the scientific and engineering world a matter for gratitude that Mr. Lyman has been willing to give the benefit of his advantages in this respect. Mr. Lyman would, however, doubtless at once disclaim the conclusion that his masterly summary constitutes " the last word " on this subject, and welcome further evidence, comment and criticism, such as the various contributors may continue to offer. This, therefore, is the motive, and must be the excuse, of the introduction by the writer of the following observations. In spite of its recognized irregularities, the cyanide-assay for copper has always been popular among volumetric methods, being easy and rapid, and reasonably accurate when the solution tested contains nothing but pure copper and ammonium salts. In order to secure this condition, however, especially in operati~ig on low-grade ores, tailings and slags of complex composition, it is the practice to precipitate the copper from the ore-solution,—usually by means of metallic zinc or aluminum. The copper thus precipitated in the metallic form must be dissolved again; and the separa tion is never, in practice, complete, since an appreciable amount of the copper remains behind in the first solution, and the second solution always contains some of the other metals of the gangue; so that the result is at best but partially satisfactory. From the latest and best literature on lead-smelting, little can be learned concerning the present state of the art of mechanical feeding in the United States. H. O. Hofman, in his Metallurgy of Lead (5th ed., 1899), briefly describes the main features of the system in use at Pueblo, Colo., and later (p. 235) says " the only successful mechanical feeding, as far as the writer is aware, is that found at the works of the Pueblo Smelting and Refining Co." H. F. Collins, in his Metallurgy of Lead and Silver (London, 1899), covers American practice pretty thoroughly; but as to mechanical charging, he says: "The German plan of taking off the gases by means of a small iron pipe suspended in the center, and the plan of charging by means of cup and cone, as in iron blast-furnaces, have both been tried, but have not found favor, chiefly on account of the difficulty of obtaining free access to the furnace-shaft for barring, etc., with such devices."' . H. W. Hixon, in his Notes on Lead and Copper Smelting (3d ed., New York, 1900), gives a description and drawing of the Hixon feeding device, as originally installed at East Helena. The cost of mining during the past history of these mines has been excessive, principally by reason of the inefficiency of labor under the wage-system. The amount of labor performed per man was unsatisfactory; and Mr. Edmund B. Kirby, the general manager, decided to adopt the contract-system as a remedy. For this purpose the method now in use was devised by the writer (then and now the superintendent), as best adapted to the local conditions. Mexican silver mining operations have existed prior to the sixteenth century. Recovery processes throughout the centuries were developed at the many mining localities and have progressed through smelting, the patio amalgamation process to cyanidation and flotation. A study of the present silver mining zones is reported in which the ores are evaluated in terms of the mineralogical constituents, their state in the matrix and the effects these are noted to impose upon the efficiency of recovery. Silver mineral identifications were by quantitative ore microscopic and scanning electron microscopic energy dispersive X-ray analysis.

OPPORTUNITY may not be knocking but it, at least, is waiting for you, your family and your friends in that amazing republic south of the Rio Grande. For the first time we are able to publish the official itinerary for the forth-coming Mexico City meeting of 1936. As shown on Page 351, the deluxe special train leaves St. Louis on Thursday. Nov. 5 at 5:30 p.m., returning to St. Louis on Nov. 18 at 8:15 a. m. The schedule provides seven days and six nights in Mexico City with numerous excursions to nearby towns and resorts. The oldest surviving city in' North America is Mexico City, dating back at least to the twelfth century. It was the Aztec capital when Cortez arrived in 1519. The famous cathedral still standing was built on a foundation of sculptured Indian images and the remains of a great Aztec temple. Today it is a city of romance.

General Aurelio Blanquet,* the best known of living Mexican soldiers, formerly the trusted friend of Porfirio Diaz and organizer of the old Federal Guard of Mexico City, who as a sergeant commanded the squad that executed sentence on Emperor Maximilian, and. more recently was Minister of War in the Cabinet of Victoriano Huerta, landed in Mexico early in April and joined the forces of Felix Diaz. His landing in the state of Vera Cruz, it was stated, was for the definite purpose of aiding the movement now under way to overthrow Venustiano Carranza and to place in power a government that will be "pro-Ally" in its sympathies and will promulgate and enforce laws that will guarantee the rights of life and property in Mexico. The New York Tinges says of the revolution editorially: "Whatever may be the success of General Aurelio Blanquet's attempt to overthrow the Carranza Government in Mexico, admiration cannot be withheld from the General's publicity manager. No enterprise awning at the overthrow of a Government ever had more favorable and widespread advertising. Felix Diaz, whom Blanquet is going to reinforce, supersede, or overthrow, as the case may be-Mexican precedent in these matters offers opportunity for considerable speculation-has been conducting his revolution, at the old stand for some time, but without much success. But, says General Blanquet's representative, the landing of Blanquet will send a thrill to the heart of every true republican.' Meanwhile a biographical booklet is published, adorned with photo¬graphs illustrating the General's record, including such varied matters as the General in favor, receiving a decoration from Victoriano Huerta, and the General in exile, feeding the birds in Central Park."

The phase equilibria in the Mg-Al-Ca system was investigated experimentally by differential scanning calorimetry (DSC) and X-ray diffraction (XRD) techniques similarly the Mg-Al-Sr system has been studied using DSC and XRD as well as scanning electron microscopy/energy dispersive spectrometer (SEM/EDS) and quantitative electron probe micro-analysis (EPMA). A new ternary solid solution MgxAl4,xSr was confirmed in Mg-Al-Sr system, which is a substitutional solid solution of Mg atoms in Al4Sr. Maximum solubilities of 21.3 at.% Al in Mg17Sr2 and 11.4 at.% Al in Mg were observed. It was also noticed that Mg38Sr9 dissolved 12.5 at.% Al. In the Mg-Al-Ca ternary system, one of the invariant transformations predicted by thermodynamic modeling was verified experimentally and found to occur at 512°C with composition close to 10.8 at.% Ca, 79.5 at.% Mg and 9.7 at.% Al. A ternary solid solution (Mg,Al)2Ca was confirmed where large solid solubility of Al in Mg2Ca was observed.

"The report presents the results of theoretical and experimental investigations of the MHD method used for production of composite materials from immiscible melts, e.g., Al-Pb, Zn-Pb, Bi-Ga and others, which, when solidified, can be presumed as ""frozen emulsions""IntroductionThe searching of the methods for controlling the phase distribution in various liquid heterogeneous media is one of urgent tasks in modem material science. The studies [1-3] have revealed that in case of electrically conducting media the influence of electromagnetic body forces on the liquid can be a rather effective mean of such a control. The current paper investigates some physical conformities governing the behaviour of binary liquid metal systems with a immiscibility region under electromagnetic processing designated to produce ingots with homogeneous structure.The main idea of the proposed method rests upon a concept that the electromagnetic forces in the melt are similar to gravity forces due to buoyancy effects in space and have a selective ability to influence the melt components dependent on their conductivity. In crossed electric E and magnetic B fields (fig.I) each component of the medium is influence by the force density f = jXB, where the current density j is determined by the conductivity a of the component j = -oE. When this force is directed parallel or non-parallel to the gravity vector, the buoyancy of suspended particles can be controlled accordingly.This phenomenon allows one to create a situation in binary system, when the sums of all mass forces (gravity and electromagnetic) affecting every component are equal, and two components are under conditions of equilibrium with respect to each other. These conditions are called quasiweightlessness, which is generated in the melt by the electromagnetic forces."

For the past several years, the Bureau of Mines has conducted laboratory and continuous process development work on weathered mica pegmatites and micaceous schist ores to determine the feasibility of recovering commercial-grade mica concentrates by flotation. The research has resulted in the development of two processes for flotadon of mica: an acid cationic method for recovery of coarse mica, and an alkaline anionic-cationic method for recovery of fine mica. The research indicated that the two processes may be effectively utilized separately or in combination for flotation of mica from weathered pegmatites and micaceous schists. Concentrates containing over 98 percent mica, with recoveries ranging from 77 to 92 percent, were obtained from the pegmatite ores. The micaceous schist ores yielded concentrates containing 95 to 98 percent mica, with recoveries ranging from 70 to 83 percent. Part 1 of this report summarizes the process development work and demonstrates the feasibility of producing commercial- grade mica concentrates. The report also includes details of commercial beneficiation and grinding of .mica.

THIS paper gives the author's personal idea of the general viewpoint of the world's largest mica consumer, the U. S. Army, toward the supply, uses, and conservation of mica. However, to cover so broad a subject in a brief paper will require the dismissal of many phases with little or no mention. For example, it will be necessary to omit further reference to phlogopite or amber mica, even though amber block and splittings for certain spark plugs and commutator segments present some supply problems. This paper will deal entirely with muscovite, or white mica. MUSCOVITE MICA Muscovite mica is available commercially in four general forms; namely, as block mica, as splittings, as washer punch, and as scrap mica.1 No strategic importance is attached to washer punch and scrap mica, even though scrap has found some use in military construction and in electrical ceramics. The use of washer punch as such has fallen off with the non-manufacture of household electrical appliances. Some qualities of block mica are also of little or no interest, but other qualities of block mica and all splittings are considered of vital importance. Army equipment requires large amounts of muscovite mica splittings in the form of built-up mica commutator segments and coil insulation in motors and generators. Other military items using significant amounts of muscovite splittings are transformers, switchboards, and blasting apparatus. Flexible mica tape, made from bookform or loose-dusted splittings cemented to paper, linen, glass cloth, and other backing, is widely used in coil insulation in heavy electrical equipment and in aircraft generators. All muscovite mica splittings come from India, principally because of the enormous amount of hand labor required in their preparation. In this emergency, the need for them was anticipated and large industry and government stocks were on hand, while shipments have continued to come by sea in spite of wartime hazards. With the possible exception of certain bookform splittings, no trouble is anticipated in supply. Accordingly, the remainder of this paper is devoted to block (or sheet) muscovite mica, including condenser film that is split from block. THE MICA PROBLEM Block muscovite mica is commercially classified into the following general qualities, beginning with the best quality: I. Clear and Slightly Stained (C & SS). 2. Fair Stained (FS). 3. Good Stained (GS). 4. Stained (S). 5. Heavy Stained (HS). 6. Black Spotted. Mica mining in the United States is confined largely to pegmatites and schists in a few well-defined areas. The largest region extends from central Virginia southward through western North and South Carolina, northern Georgia, and east-central Alabama. 1, 2, 3 Whereas in western North Carolina these pegmatite dikes are weathered to only a shallow depth, they are deeply weathered in the Carolina Piedmont and in Georgia and Alabama. Particularly in Georgia and Alabama, mica is found in the decomposed slates and schists adjacent to the pegmatites, and in deeply weathered granites. Most flake mica is obtained as the major marketable product by crushing and milling pegmatites.4 To a lesser extent, mica is produced as a byproduct of feldspars and spodumene.6 Past research by the Bureau of Mines has developed two methods for mica flotation. One method utilizes acid-cationic flotation for recovery of mica." This method requires thorough desliming of the ore with consequent fine mica losses. The other method utilizes an alkaline-anionic-cationic process for recovering fine size mica from pegmatite ores after desliming sufficiently to remove clay materials but not so drastically as to remove the fine mica. 8, 9, 10, 11, 12, 13 The latter process has also been successfully applied to a micaceous schist ore from California.14 This report summarizes the results of these research studies. Both of the flotation processes developed by the Bureau of Mines have been adopted by the mica industry and are being commercially utilized separately and in combination for flotation of mica from weathered pegmatite ores.

ABSTRACT Aurora Energy Ltd. is considering a 10,000 t/d process plant to produce 97 million lb (43,998,460 kg) of U3O8 over a 17-year project from uranium deposits in coastal Labrador. This paper summarizes the test work, mostly done by SGS Mineral Services in Lakefield, Ontario, and the economic studies supporting flowsheet selection. The proposed flowsheet includes semi-autogenous grinding (SAG) and ball milling, acid leaching using air/SO2 as an oxidant, and resin-in-pulp (RIP) extraction of uranium from the leached slurry. Other unit operations examined include ore sorting, heap leaching, liquid- solid separation, solvent extraction, and nanofiltration for eluate upgrading. We also review the extensive environmental test work and studies that were completed.

About eighty miles north of the city of Antofagasta, Chile, located just below the Tropic of Capricorn, there spreads a wide desert area where copper oxide outcrops can be seen with the naked eye. Numerous old mining works and dump heaps with the green of atacamite and chrisocolla shining in the blazing sun, attest to the work done by miners in the beginning of this century. The dry desert air preserves the footstep marks, paths and trails of old cartwheels from years back. The mining area known as Michilla and Panizos Blancos, is located on the high plateau at 3000 ft above sea level. Around 1920 a Bleichert ropeway was built, which carried ores from the best known mine to a wharf at the Michilla bay. High grade silicious ores were shipped to the Gatico Smelter further north or to smelters in the United States or Japan.

Economics is a social science dealing with the allocation of scarce resources. In modern times the “science” was identified by Adam Smith in his book, The Wealth of Nations, written in 1776. Mr.Smith, highly influenced by the Mercantilists of the 17th and 18th centuries, identified the “Invisible Hand” which would lead every individual to pursue selfish rewards in purchasing goods. He speculated these selfish motives would result in the best good for all. Price would be determined by barter, at a point where self-centered customers and vendors were mutually satisfied. Today, Smith’s theory is known throughout the world as “Capitalism” but most often termed “Free Enterprise” in the United States.

The advance of science and technology influences the modern economy in countless ways. Older industries must adapt to changes in the marketplace, while new industries are born by applying new technology to meet consumer needs. In light of declining head grades and increased unit costs in the US minerals industry, new technological developments in the production environment are paramount to maintaining a competitive footing in the international marketplace. Micro-engineering research provides the transition between the knowledge base and the application of new technology on the production level. Economic considerations The primary goal of technical development in the production environment is to reduce unit operating costs. Simply stated, this is accomplished by improving operating efficiencies and productivities on the production level. The goal of micro-engineering research in the production environment is to evaluate promising technologies and develop the criteria necessary to apply them in operations. As such, this process is the first step toward innovation and discovery. Generally, the micro-engineering research is followed by macro-engineering development. In the production environment, there are generally more development projects than can be accomplished in a timely manner. Usually, this is the result of financial and human resource limitations. Consequently, it is necessary to prioritize the work such that the most beneficial projects are accomplished first. By performing a discounted cash flow analysis and using benefit-cost ratios (for non-mutually exclusive alter¬natives) or net present value criteria (for mutually exclusive alternatives), the projects can be rated from best to worst. In this way, the financial and human resources can be best allocated to first complete those projects giving the highest returns before moving on to other activities. Moreover, this information is a prerequisite for management to justify additional financial or human resources.
