And with nickel prices being what they are, interest in the region continues. And how. Inco and Falconbridge want to merge. Teck Cominco wants Inco, but without Falconbridge. Xstrata made a hostile bid for Falconbridge, which Falconbridge rejected. And, in June, Phelps Dodge trumped them all when it made an approximately US$40-billion friendly offer for Inco and Falconbridge in a two-part deal.

In January 1998 Sydney Water Corporation formed an Alliance with construction contractor Transfield, and engineering consultants Connell Wagner and Montgomery Watson, to design and construct the Northside Storage Tunnel. The project is part of WaterPlan 21, Sydney WaterÆs strategy for cleaning up the harbours, bays, rivers and beaches within its business area. WaterPlan 21 is an integral part of the NSW GovernmentÆs $3.1 billion Waterways Package which establishes targets and initiatives for sustainable wastewater management within NSW. The project is being delivered under an Alliance Agreement, which has a number of non-traditional features in terms of partnering, management principles and design and construct. Construction began in mid-1998 and is on target to meet the completion deadline for the Sydney 2000 Olympics.

THE best method for the estimation of copper in ores and secondary products is that proposed by Dr. Steinbeck* for the award offered by the Mansfeld'schen Ober-Berg-und Hutten-Direction. It is based upon the decolorization of the blue ammonia solution of copper by potassic cyanide,† It is necessary for the accurate estimation of copper in arsenides that the arsenic be separated from the copper before the ammonia solution is made. The presence of a notable amount of arsenic renders the titration by potassic cyanide inaccurate, the end reaction being obscured by the appearance of a yellowish-green tint towards the end of the titration. The change of the color of the ammonia solution from blue to the tint caused by the presence of arsenic cannot be used for an end reaction, for the intensity and quick appearance of the latter-color depend upon the amount of arsenic present in the solution. In the analysis of speise, the method of separating the copper by an oxidizing and reducing treatment in the muffle, to volatilize the arsenic, gives poor results, and there may easily be some loss of the weighed sample. The separation of the precipitated sulphides of arsenic and copper by treating with sodic sulphide, gives good results, but the process is tedious. I have used the two following methods, which are simpler and more expeditious than those mentioned, with good results. * Fresenius, Zeitschrift Air Anal. The preparation of a paper read before this Society in 1927 on Undersea Mining led to representations to the Deputy Minister of Mines at Ottawa, Dr. Chas. Camsell, and to the Director of the Geological Survey and the Director of the Mines Branch, which resulted in the undertaking by these bodies of a geological, physical, and chemical survey of the Sydney coalfield, combined with revision of the geological maps, on all of which much progress has been made. Preliminary studies revealed the necessity for a new base-map on a scale that would permit the representation of the whole coalfield from cape Dauphin to Mira bay on one sheet, and in the making of this map the Geodetic and Topographical Surveys have collaborated, with the assistance of airplane surveys for filling-in of detail. The new map will show all the data accumulated by 50 years of active mining and will show also the extent of mine workings, with level-contours under the sea. Dr. W. A. Bell, of the Geological Survey, has, over a number of seasons, studied in the field the historical geology with the purpose of elucidating the sequence of earth movements that have determined the structure of the coalfields, especially those that have governed the course and extent of the complementary folds that traverse the Sydney coalfield. Dr. B. R. MacKay, of the Survey, and the officers of the Fuel Testing Laboratories at Ottawa have made exhaustive studies of the Phalen seam, chemical and microscopic, intended to elucidate the conditions under which this seam was deposited, and some very interesting conclusions have been reached.

Y.:-The engineers of the country are waking up to the possibilities of waste-heat boilers. As the cost of fuel increases, and as more attention is given to economies, it is evident that a great deal may lie gained by utilizing heat that has ordinarily been wasted. The art in the manufacture of' waste-heat boilers has. advanced so that it will now pay to install them under certain conditions where it would not have paid to install boilers constructed in accordance with older methods. In using boilers where the gases are at a comparatively low temperature, a great deal depends on the method of baffling the boiler in securing good results. The Babcock & Wilcox Co. has made a careful investigation of the laws of heat transfer and has applied the same to waste-heat boilers, which have been carefully tested under operating conditions, with the result that we now know what to expect with different arrangements of baffles and heating surfaces. The old idea of installing waste-heat boilers was to provide an arrangement where the draft loss would be a minimum, and little or no attention was paid to the effect of different systems of baffling on the steaming capacity of the boiler. In some instances, to secure a minimum draft loss no baffles were placed in the boilers. After making a most careful study of the subject it developed that this practice was bad, and that to obtain the best commercial economy, in place of endeavoring to obtain a minimum draft loss, an arrangement should be used that would lead to the maximum amount of heat transmission with a comparatively high draft loss. In nearly every case the amount of resistance of the gases fussing through the boiler involves the use of an induced-draft ,fan, but the additional capacity developed by the boiler over that which could be secured with the older designs, through arranging the heating surface properly and using proper baffles, much more than pays for the increase in the steam required to drive the fan.

IF it be admitted that the use of the metric system of measurement is desirable, and that it will be well, as urged by one of our engineering societies, to show upon all our plans or drawings a metric scale in addition to a scale of inches, then it becomes important to introduce some ready means of drawing these scales. For many present purposes it is quite sufficient to space off and to draw them with the common dividers and the right-line pen, but if the number of drawings made or copied in an engineer's office, and upon which scales must be shown, is more than two or three daily, then some more mechanical or automatic means should be provided. For a great majority of detail drawings, a simple transcript of the surface of a good two-foot rule would answer every purpose, and probably the best comparative showing of the metric scale would be made by drawing a line of millimeters close by the side of the line of sixteenths. A DESCRIPTION of the block-caving system of mining as practised at the King mine of Asbestos Corporation, Limited, Thetford Mines, Que., was presented. at the Annual Meeting of the Institute held in Quebec city, in April, 1934. The paper was published in the Transactions of the Institute for 1934. There has now been recovered, by this method, one million tons of ore, and a review of experience indicates that the method was well planned and has been executed smoothly. In approaching the problem of selecting the type of mining best adapted to this deposit, the method had to be one which would be low in cost, use no wood, and not disturb the surface immediately bounding the ore-body on two sides. Prior to 1931, block-caving had been considered but rejected, as it en-tailed disturbance of the surface area which lay within a 45° angle of the lowest contemplated workings, if the practice of such mines as Ray, Miami, Inspiration, and Morency, where this type of mining has been used extensively, was followed. At these properties there have been mined large tannages at outstanding low costs, but an extensive surface area has been disturbed in each case. In some instances, townsites in the mining area have had to be abandoned, and dwellings, not considered worth moving, have been allowed to fall into the depression. A study was made of the principles involved in the various types of block-caving, the existing information on ground movement, subsidence, etc., also being carefully analysed. Toward the end of 1931, a plan was conceived whereby the country adjoining ground being caved might be held permanently in place and undisturbed. The success of such a scheme was essential to the application of block-caving at the King mine on account of property boundaries, the Quebec Central Railway right-of-way, and expense of moving buildings. Study of existing data on caving and movement of rock, caused by sub-surface excavations of sufficient unsupported area to result in failure of the backs, indicated, in practically every instance, that such movements followed certain definite laws of mechanics.

Introduction Coal cleaning may be taken as meaning the separation of coal-as-mined into two or more fractions. Coal cleaning includes coal washing, together with any other means used in the ultimate preparation of coal prior to shipment (as coal) . The method of coal cleaning devised for any given mine must be one which is based entirely on the economic results obtainable. The installation of a high-cost and complex washing plant, designed to produce a low-ash dean coal, at the highest possible recovery, may be unsound practice. A crude 'roughing' washer may be the best result of sound engineering and operating consideration, and in some cases coal cleaning should be confined entirely to preparation at the face. Consideration of complete costs, to the point where the coal is actually sold, may show that certain seams are workable or not workable. Of the seams found workable, extraction of the whole or parts of the seam may be decided on. The portion to be extracted may contain rock or bone partings, which must be removed. It may be good practice to mine the extra portion and remove the objectionable materials by surface washing; or it may be that such materials should be removed underground, even at an increased mining cost. For instance, in some of the steeply pitching seams of the Alberta Crow's Nest Pass district, the removal of bone and rock at the face may be almost impossible under the usual 'up the pitch' or 'angle' mining methods, but possible by mining across the pitch so that the material to be rejected can be removed and gobbed. Again, if a complete seam is being extracted, investigation may show marked differences between top coal and bench coal, and if sufficient mine cars are being loaded from a chute at one time, the fact that such a place is working top or bench coal at the time may be reflected by peaks in ash content or size proportions at the ripple. It may be very effective coal preparation to smooth out such peaks.

INTRODUCTION THAT variations in the humidity of the air and in the moisture content of a mixture of broken solids being separated electrostatically cause trouble is not new.1 Much of the reputation for unreliability commonly ascribed to the electrostatic separation processes is probably due to this one factor alone. Some operators dry thoroughly before separating; and while this is good in many instances, there are others in which it is not the remedy for trouble. Some mixtures behave best in very dry air and with the mixtures fed to the separator while hot to reduce the adsorbed water content. On the other hand, an overdried mixture on coming to equilibrium with more humid air, has been known to take up moisture selectively on one family of particles, as of coal in the presence of slate and clay, and give sharper electrostatic separation. From these observations it is concluded that there is a permissible moisture content for a particle and also for the atmosphere surrounding it, if in equilibrium, at which the particle will have a conductivity or contact potential2-4 that is ideal for electrostatic separation. This permissible moisture content varies between a wide range of limits for the different materials that are separated and with the kind of electrostatic separating process used. Water can be present as a result of adsorption and condensation from the atmosphere, as an accumulation before or during mining, or as a residue from a previous process step. The water may exist as a liquid film or as an adsorbed layer of vapor. If the water exceeds permissible limits it must be removed. Its state determines the method. Drying by evaporation is necessary for adsorbed water, for part of the liquid-film water (that is, up to several percent of the dry weight), and for free water in the internal structure. Large water contents may be removed by drainage or filtration. At just what point mechanical removal should cease and drying by evaporation begin depends upon the method of mechanical removal and its cost. Particles can also be separated according to their differences in dielectric constant when suspended in a liquid of intermediate dielectric constant. Recovery of this liquid presents a similar problem. PERMISSIBLE MOISTURE The adsorbed moisture on the outer surface of minerals can be quickly removed or replaced. Accordingly, in speaking of adsorbed moisture contents, either that of the solid or that of the surrounding air may be considered, the two values being connected by a distribution coefficient which varies with the temperature. However, such a condition does not necessarily exist in processes where an initially dry material is suddenly introduced into an atmosphere having a partial pressure of water vapor or where a moist material is suddenly introduced into a dry atmosphere. THERE are two general classes of problems in connection with electric furnaces. First, those relating to the best utilization of the electrical power inside the furnace; second, those connected with the bringing of the electrical power to the point where it is to be utilized. Referring particularly to the latter class of problems, many calculations have been made, covering a wide variety of furnaces, to check the electrical capacity and power factor found from test. The following analysis, made for the purpose of determining the maximum capacity and approximate performance of a new furnace, to operate at 160 volts on a 60-cycle circuit, may be of interest. The first characteristic necessary to determine is the inductance, since this is the factor that limits the amount of power which can be put into the furnace. The average man one meets on the street thinks of an explosive as a medium of death and destruction, something unstable which should be given a wide berth, because he knows little or nothing about its use or its stability. Briefly, explosives are compounds that develop very large quantities of heat and gas in an extremely short time and in a small space, thereby exerting enormous pressure upon surrounding bodies, and by the rapid expansion of this highly heated gas are able to perform a considerable amount of useful work. The amount of heat generated and the volume of gas produced by the decomposition of an explosive determines the amount of mechanical work it can do, and the time occupied by its change from solid or liquid condition to gaseous condition determines its shattering effect. Explosives manufactured by reputable people are not extremely dangerous, on the other hand they are quite safe if handled in a proper manner. Furthermore, before an explosive can be placed on the Canadian market a sample must be submitted to the Explosives Division of the Mines Department, who may condemn or permit its manufacture, according to their findings regarding its safety in handling and its stability during storage.

(Read at the Wilkes-Barre Meeting, May, 1877.) Two systems are used for heating air in blast-furnace operations I. The double surface system, in which a cast-iron pipe is heated on the outer surface, and, at the same time, heats the blast from its inner surface. This is simple in operation and gives a continuous effect, but is limited by 1100° F. as a maximum temperature of the blast. II. The single surface system, by which large surfaces of fire-brick are heated, and air passed over the heated surface, absorbing the heat and carrying it on to the furnace. This system is more complex than the double surface, as it involves the reversing of the air and gas every hour and a half. The single surface system has two advantages: 1. The blast can be heated to a temperature of 1800° F. 2. The stoves are indestructible. From recent experience it has been found that 1300° F. to 1400° F. is the best average temperature for economy of coal for safe work¬ing. This is equivalent to a saving of 12 to 2 cwt. of coal per ton, of iron over the extreme limit of cast-iron stoves. Independently of this, it is a strong point in favor of this system that the blast can be raised to a temperature of 1800° F. within an hour when the hearth is getting cold. All furnacemen know the value of a hot hearth for quality and quantity of iron. Cooling of a hearth occurs from leaky tuyeres, scaffolds, or heavy burden. When there is not sufficient coal at the tuyeres to seize on the oxy¬gen of the entering air and convert it at once to carbonic oxide, there will not be enough heat to liquefy the cinder. Black cinder and poor iron are the results. The remedy is additional heat from the blast. If the stoves will give 1800° in place of 1100°, it is obvious that the furnaces will get around sooner, and without waiting for a change of burden at the tunnel head to bring extra coal to the hearth. The heat absorption caused by a leaky tuyere will chill the hearth and drive the zone of fusion higher up in the furnace. This loss must be supplied, and the calories lost to the hearth must be regained before good iron can be made. Take another case : A furnace carefully burdened on No. 1 iron, during a spell of damp weather, goes on to No. 2 or No. 3. Heat is lost to the furnace through absorption by the moisture, and less burden must be carried in order to get back on No. 1. When the

(communication to the Secretary*).-I notice that Mr. Callow takes issue with me on certain points I have previously contributed to the Transactions, to which I would reply," follows: Regarding Inspiration: Mr. Callow's refinements of gravity methods made just prior to the advent of flotation in the Southwest were intended to be "down to the minute," and the gravity flow sheet for Inspiration ores which he brought out at that time as the result of his long campaign of experimentation was regarded by many as the last word in wet gravity work. It was not my intention to discredit this good work when I said "he threw small light on slime treatment." "Minus 200 mesh," however, is not-synonymous with "real slime." Repeated treatments by gravity methods will result in the separation of a very large percentage of the fine granular sulphides in sizes much finer than 200 mesh, and I gave him due credit for that. The unavoidable losses were made in the "real" slime which I mentioned in the paragraph which Mr. Callow refers to as my "statements on page 1871," and his refinements were not a solution to the real slime problem. Mr. Callow has called attention to the fact that his best results at. Inspiration in gravity work were obtained on Joe Bush ore and he presents a table, viz., Tests Nos. 68, 71, and 72; and asks us to consider and compare these results, made by his refined gravity methods, with the results obtained by 'flotation methods in the new mill "during the second half of 1915 and in August, 1916." Of course, the ore treated in the mill was what happened to come. It was not Joe Bush ore, and therefore comparisons of detail figures are of no value. In regard to Mr. Callow's statements under the caption "Callow Cells Adopted by Arizona Copper Company," I would say that those who have been sufficiently interested to read my paper and' his remarks will notice what amounts to contradictory statements on several points which I cannot allow to go unchallenged. I was on the ground constantly and got my information at first hand. The tables published were the official ones. Mr. Callow was not present during the period and has been laboring under that disadvantage.

ARTHUR CROWFOOT, Morenci, Ariz. (communication to the Secretary*).-In order to set at rest any doubts in regard to the reasons for selecting the Callow pneumatic flotation process for use in the concentrators of the Arizona Copper Co., Ltd., at Clifton and Morenci, I am presenting the following facts gained from the results of test work carried out on the Callow and Cole-Bergman types of flotation machines at Morenci. Prior to the comparative test of merit between the Callow and Cole-Bergman machines, many months' time and a large amount of money had been expended in the development and testing of the Cole-Bergman machine, and it was necessary to decide quickly what make of machine was best to install. The Callow pneumatic flotation process was recommended for installation in our concentrators for the following reasons: The results indicated: 1. That the Callow system made the highest extraction of copper values from the feed treated. 2. That the Callow system was simpler to operate and could he operated it a lower cost. 3. That the Callow system operated with a lower air pressure. (The question of the actual power consumption of the two types of machines was not definitely settled at this time.) During the official test period the Callow flotation apparatus showed an additional recovery of from 1 to 1.5 lb. of copper per ton more than the Cole-Bergman machine, this difference being maintained by further treatment of the tailing from both machines. The simplicity of the operation of the Callow flotation system is one of its notable features, two operators per shift being able to handle 90 standard cells and blower equipment.

(Wilkes-Barre Meeting, June, 1911.) AT a number of mines in eastern Nicaragua, 3.5- and 5-ft. Huntington mills are used for grinding gold-ore after a preliminary breaking in jaw-crushers. The smaller mills are made sectional to facilitate transportation to the more difficultly accessible mines. The capacity of the smaller mills is about 20 or 25 per cent. that of the larger, but in proportion to the quantity of ore ground they require more power and are subject to greater wear. The notes herein given are from records of the performance of the larger mills, but, in general, apply to the smaller also. THE NATURE OF THE ORE. The ore occurred as a series of flat veins in a highly-decomposed rock, probably alaskite. The primary mineralization comprised pyrite, pyrrhotite, marcasite, chalcopyrite, and quartz; the oxidation-products of which were chiefly hydrated iron oxide or limonite, chrysocolla, azurite, and malachite. The kaolinization of the feldspar of the country resulted in the admixture of a great quantity of clay with the oxidized ore. The quartz was sandy, imbedded in the clay; and probably the greater part represented the residue from the crushed rock in the fissures after leaching, and kaolinization of the feldspar. There was little vein-quartz in the unaltered primary sulphide ore. Only the oxidized ore was mined for the gold that it contained in amounts that averaged $4 per ton. No specks of gold were ever seen in the ore, and the gold obtained by panning was always exceedingly fine. The amalgamation-bullion was about 800 fine in gold and 60 to 80 in silver. The ore delivered at the mill contained from 5 to 15 per cent. of moisture; during the rainy season the quantity was much greater. The moisture and clay made the ore so sticky that it had to be raked over steeply-inclined grizzlies; it hung in the ore-bins,

As with the slogans of Madison Avenue, catch words or phrases frequently become topical. Much is heard these days of the confrontation between governments of developing countries and international mining capital. In actual fact, sadly there are too few cases of anything as positive as confrontation because such an action at least signifies a dialogue which may begin badly but end up fruitfully. Instead we have in general a climate of indifference and fear with the mining companies of note marking off most of the developing world as being unsafe for investment. There is an unreal air to this damaging impasse. The common sense and objectivity which are prerequisites of positive action are lost in a swirling cloud of mythology, embraced largely by governments. Let us examine some of the dangerous misconceptions.

The "V" system was first introduced by the West Virginia Coal & Coke Company at their No. 9 mine, Norton. Norton is a small mining village on the B. & 0. railway, about seven miles from the town of Elkins. This year, accompanied by G. D. MacDougall, I visited this mine to obtain first-hand information regarding this modem system and to determine its adaptability to conditions in Nova Scotia. The following is a brief account of my observations. The seam that is being worked is known as the Lower Kittaning, which, at this point, has an average thickness of 7 feet. This includes a band of hard clay varying in thickness from 8 to 14 inches, which occurs about 2 feet from the pavement, also 8 inches of inferior coal at the roof. The latter is not recovered, which leaves to be mined about 5 1/2 feet of clean coal. The roof is slate and shale for the first 30 feet, followed by 40 to 60 feet of sandstone; the total cover is from 80 to 250 feet thick. The seam lies very flat, with a dip of only 2 per cent., and, as the dip is toward the main entrance, it' is in favor of the load, also providing natural drainage for any water the mine makes. As the mine is not gassy, and there is no water to be pumped out, one can understand that mining conditions are practically ideal.
