Deliberative mapping is a method of public engagement designed to bring citizens and specialists together to inform policy decisions in conflict-laden areas of science and technology (Stirling and Davies 2004a). Citizens and specialists participate in the process both separately and together. A deliberative mapping study was held in Regina, Saskatchewan in October and November of 2019. Participants in the study assessed options for reducing greenhouse gas emissions in small, remote or off-grid communities, including assessing the role of small modular nuclear reactors (SMRs) in climate change mitigation. Deliberative mapping is designed to facilitate direct, two-way conversations between citizens and specialists through both formal and informal discussions. The relationship building component of this process may increase trust. Public consultation processes that lack two-way dialogue or are seen as obligatory rather than meaningful can worsen public opposition or lead to negative public perceptions. Public education alone is not enough to change public opinion. Providing people with more information on topics they already hold opinions on can work to reaffirm previously held biases, but building relationships can provide new pathways to overcome divisions and turn close-mindedness into open-mindedness.

This section is unique to the Handbook in that it is the only section that deals with underground excavations for nonmining purposes. The editors were of the opinion that the section should be incorporated because the subject matter covered by the chapters is closely related to mining, and many mining engineers are currently involved in these activities. As we enter the decade of the 1990s activities in this category will increase, enhancing the relevance and utility of the material discussed. As the population increases, especially in metropolitan areas, the necessity to go underground will be greater. At the present time, not only are subsurface shopping malls and pedways connecting buildings becoming commonplace, but structures as diverse as the Civil and Mining Engineering Building on the University of Minnesota campus, a road-and-fleet maintenance facility in Multnomah County, OR, and even an ice cream parlor (Dairy Queen) in northern Wisconsin have been constructed underground. Placing utilities below the surface has numerous advantages and is now customary. Rapid transit and highways through tunnels in urban areas have been the norm for many years, but subterranean stormwater reservoirs, power plants, industrial warehouses, and food storage silos are relatively new innovations. The philosophy of underground defense installations is ancient, but their requirements and designs have trans-formed radically as technology advances. The use of under-ground space for disposition of wastes is modern, since it is recently that environmental concerns and waste disposal costs have assumed increased significance.

A common casualty of modern openpit mine optimization is the assurance that the resulting design is actually achievable. Optimized mine plans that consider value and a bare minimum of precedence constraints do not, in general, translate into practical, operational mine designs that can be used in the field. Ultimate pits may come to a sharp point at the bottom. Schedules may require taking small parcels of material from many disparate areas of the pit in a single period, and grade control polygons may be ragged, narrow and not minable with realistic equipment. In this paper, these three fundamental openpit mine optimization problems are addressed by encoding them as maximum satisfiability problems. Maximum satisfiability provides a useful framework for problems that are nonlinear and may guarantee the optimality that metaheuristics cannot.

Introduction The Mine Manager or Superintendent is a man faced with a difficult problem. He must direct the activities of his mine in such a manner that, over a period of time, the greatest possible profit will be realized. In this respect, a mine is no different from any other business organized for profit. What makes the mine manager's task so difficult then? The profit of a mine is determined by -among other things -the grade of ore, the market price of the metal or metals produced, and the cost to operate the mine. The mine manager cannot do much about the first two of these, but he has considerable control over the operating cost. This cost will depend in large measure on the nature of the programme on which he plans to operate his mine. This operating plan may be broad or specific, on a long-range basis or on a month to month basis. The development of the plan, however, is made very difficult by the existence of so many factors which must be considered. These may be (1) factors requiring decisions based on the best judgment and interpretation of engineering and geological information available, or (2) items which must be considered but which are largely non-controllable. To be more specific, examples of such items would be: (1).-(a) The amount and type of development work to be done in relation to amount of ore to be mined. (b) Mining methods to be followed and type of equipment to be used. © Amount of exploration diamond drilling to be done if the orebody is not clearly defined. (2).-(a) Rock type and degree of hardness. (b) Width, depth, and pitch of veins. © Amount of work requiring timbering. (d) Faults encountered. (e) Water and gas conditions met with.

In 1900, as far as available records show, there were only two producer-gas power installations in the United States. In June, 1915, the number probably exceeded 1,000. Of this number, some 84.5 per cent comprised small plants using anthracite, and only about 15 per cent of the total number utilized bituminous coal and lignite. In addition to these, two plants used wood, and three or four used oil. In the main, however, the larger sized units are operating on bituminous coal and lignite.

"Gekko Systems developed the Gekko Resin Exchange Column (G-REX) in order to optimise the recovery of gold in complex leach-to-electrowinning processes, as an intermediate step using a highly gold-selective resin to isolate contaminant metals. The AuRIX®100 resin produced by Purolite is licensed exclusively to Gekko, with the G-REX column designed specifically for this resin (Lewis-Gray et al, 2015). Operational experience has been gained at the CGT Ballarat Gold Plant in near continuous operation since 2008, treating unclarified concentrate leach solution. The extension of the technology to higher throughputs and more complex chemistry is discussed.Aurix®100 ResinAuRIX®100 resin is a cross-linked polystyrene alkaline resin developed by Henkel (Virnig et al, 1996). The resin beads are off-white in colour, spherical, with a nominal size of 100% +600µm. This resin is highly selective for gold and silver over many metals, by way of extracting precious metal cyanide complexes from leach solutions with a pH less than 11.5. The higher end of the pH scale produces best selectivity according to the order of preference: Au > Ag > Hg > Zn > Ni > Cu > Co > Fe. Purolite produces the resin and Gekko Systems maintains licensing of AuRIX®100 resin for use in its G-REX column as part of its unique suite of gravity gold handling equipment.Significant cost savings over carbon-in-solution (CIS) systems are realised with AURIX®100 resin, of around 4% to 12% in capital savings and 27% to 40% in operating costs (Virnig et al, 2004). Allied to this is that AuRIX®100 resin is not susceptible to fouling, that is, the resin does not load with inorganic salts or organic compounds which would affect the loading and extraction of precious metals. To counter any potential for fouling by inorganic salts, in service a dilute acid wash is carried out periodically on the resin to unblock resin pores."

Friction-type hoists have been in operation at Geco Mines Limited since Septtember, 1957. At the end of the year 1963, the skip hoist had handled nearly ~ million tons of ore and waste. In March, 1962, with the deepening of the shaft, the hoisting de11th was increased from 1,450 to 2,450 feet. Operating experience with the hoists, hoist and balance ropes, rope treads and other related equipment is presented. The paper is intended to supplement an earlier one -"Heavy-Duty Friction Hoisting at Geco Mines," by W. M. Harvey (C.I.M. Transactions, Volume LXIII, 1960, pp. 193 -197). General G ECO Mine Limited is located at Manitouwadge, Ontario, approximately 160 miles east of Port Arthur and 190 mile northwest of Sault Ste. Marie. The Company was formed to exploit a copper-zinc-silver orebody, with current ore reserve (1963) of approximately 21 million tons. The production plant was designed to mine and treat 1.25 million tons per annum. The production and service hoists are mounted at-the top of a reinforced concrete tower above the shaft.

The QSL plant in the existing "Betzelius" Stolberg GmbH lead smelter in StolberglGermany was commissioned in August, 1990. Following some modifications to the process and equipment which had become necessary in line with the implementation of this new techno- logy, conclusive operating results are now available. These will be reported together with a short description of the plant design. In May 1992, raw material feeding to the QSL reactor in the new lead smelter of Korea Zinc Co. in OnsanlKorea was started. As all the experience gained up to that point in time in the Stolberg plant had already been incorporated in this plant prior to start-up, it reached stable, satisfactory operating conditions in a short period of time. After an introductory description of the plant important operating results will be reported. The operating experience gained in the two plants fully confirms the correctness of the in- ventors' creative ideas in the 70s. The QSL process meets all demands made on modern, ecologically compatible and energy-saving lead production technology. The paper ends with suggestions on how the QSL process will be optimized further in the future.

A number of relatively recent factors associated with the design of new metallurgical processing plants have made the effective training of operators a requirement for a successful start-up. Some of these factors include large capital investment in a minimum of processing lines, highly complex process control systems, and stringent regulations on plant effluent, to name a few. More than ever, operating mistakes during the start-up phase can lead to substantial delays in achieving design production, as well as problems with government authorities if permit limits are exceeded. The only way to assure your return on plant investment is to ensure new plant operators have the knowledge to properly run the plant from the outset. A comprehensive set of operating manuals specifically targeted for plant operators and foreman, written by experienced operating personnel, is the only effective way to provide the necessary information for start-up-related training.

"The Phu Kham copper-gold operation in the Laos People’s Democratic Republic (PDR) is owned and operated by Phu Bia Mining Limited. PanAust Limited holds a 90 per cent interest in Phu Bia Mining Limited, with the remaining ten per cent held by the Laos PDR Government.The original 12 Mt/a copper-gold concentrator at Phu Kham commenced production in April 2008. An incremental improvement program resulted in a number of circuit changes being incorporated by 2011, including conversion of conditioning tanks to flotation cells and the installation of a Jameson Cell cleaner scalper. In 2012 the Phu Kham Upgrade Project was commissioned to increase throughput to 18 Mt/a. In April, 2013 the Phu Kham Increased Recovery Project was commissioned to maximise performance by debottlenecking the plant IsaMill™ regrind and cleaning capacity.With the variable mineralogy of Phu Kham ore, control of the c concentrate regrind circuit is essential in terms of achieving effective liberation to maintain concentrator performance. On a routine basis laboratory regrind signature plot data is compared with daily surveys of the operational IsaMills™. More extensive surveys are also conducted to determine size distribution on a mineralogical basis and the effect of fine regrinding on pulp electrochemistry and flotation performance. This paper provides a review of the operating performance of the Phu Kham IsaMills™ with regard to power draw, feed and product size distribution, feed per cent solids, mineralogy and pulp electrochemistry. "Industrias Peñoles, S.A. de C.V. in Mexico, has nine mining operations, six managed by Peñoles (base metal mines) and three managed by Fresnillo plc (precious metal mines). Seven of the operations use flotation and the other two are heap leach operations, one for gold and the other one for copper.This paper gives a brief introduction of Peñoles, shows mine locations and describes the main process characteristics of each concentrator. It also presents four of the new operating practices that were implemented over the last four years to improve the economics of the mining operations. These include (1) the use of centrifugal gravity concentrators to increase the recovery of gravity recoverable gold (GRG) and silver (GRS), (2) the use of expert systems to reduce process variability while increasing grades and recoveries, (3) the application of the Six Sigma methodology to key projects to ensure success and personnel development and (4) the use of water chemistry fundamentals to identify chemistry problems and design adequate solutions for improving grades and recoveries.INTRODUCTIONPeñoles was founded in 1887. It is a mining group with integrated smelting, refining and chemicals producing operations. Peñoles is the world largest producer of refined silver and metallic bismuth, the leading Latin American producer of refined gold and lead. It is amongst the world leading producers of refined zinc and sodium sulfate.Peñoles operates and controls six underground mines in Mexico and is the largest producer of zinc and lead of the country. It also produces copper concentrates and cathodes. Through its 77.1% equity stake in Fresnillo plc (a London Stock Exchange listed company); Peñoles is also a significant producer of gold and silver. Fresnillo plc operates three precious metal mines in Mexico. While Fresnillo is the world largest primary silver mine, Ciénega and Herradura are two leading gold mines of Mexico. Figure 1 shows a map of Mexico indicating the locations of the Peñoles mines. The main process characteristics of each concentrator are listed in Table 1."

Mill operators are entrusted to manage what are normally the largest capital assets on any mine site. Achieving maximum utilisation and lowest costs that drive operating margins are realised by applying well known fundamentals of good housekeeping and proactive (as opposed to reactive) maintenance programmes. Historically, maintenance and operations staff are bought in late during the construction stage and often do not have the time, know how or tools to put in place (let alone train the incumbent staff) a functioning maintenance system before commissioning starts. They then get drawn into a reactive maintenance paradigm as teething problems post commissioning are dealt with and day to day issues envelop the line tradesmen and supervisors. Additionally, even when some semblance of a planned maintenance system is established, it is often the case that over time personnel and cultural issues mask the development of problematic maintenance practices. As has been observed by the authors on many occasions, even when some basic programmed maintenance system is in place, the collection of maintenance data is often inaccurate, incomplete and not subject to analysis. The net result is of course a high incidence of machine failure leading to lower than expected availability, which ultimately translates to lower revenue and higher net maintenance costs. The time taken and the cost to repair a failed machine is always greater than the timely and planned repair of a worn machine.Upon review of a number of processing plants around the world, especially gold and small base metal operations, it is apparent that companies need to implement maintenance systems whereby the operators are not overwhelmed with data and can manage by exception. Inadequate or inaccurate data collection and analysis result in poor decisions being made and misguided actions taken. GR Engineering Services (GRES) has developed a system to enable the custodians of mining plant assets to make more effective and effective use of maintenance data by being able to focus on the indicators of plant deterioration and to programme concurrent maintenance activities to maximise plant availability and utilisation.This paper outlines the structures that can be employed to address the challenges of implementing a proactive asset management system. "On behalf of Bob Bruce and myself I would like to begin by stressing some key points.First, most of us know that the Canadian Mineral Processors was formed in 1969 and is an offshoot of the Canadian Gold Metallurgists. I attended that first meeting in 1969, and I haven't missed a meeting since! Pretty obvious that CMP serves the best booze! At any rate, we know that our meetings are supported by CANMET. Camsell Hall is always at our disposal; Bob Bruce acts as permanent secretary pretty much free of charge; we receive a financial grant from CANMET. This brings me to a second point.Second the Canadian Mineral Processors do not enjoy a free ride in this relationship. CMP provides a genuine service to the mining industry, to government, and to universities. For the industry, CMP serves as a forum for the rapid dissemination of new ideas and new technology developed at remote locations throughout Canada. New developments outside Canada are introduced by invited speakers at our meetings. The effect is to help reduce operating costs and increase efficiency.For government, problem areas and research priorities can be isolated through mutual discussions. Direct communication at our meetings can help CANMET to temper its goals and modify its national priorities.For universities, CMP provides a wealth of operating experience and practical know how. The yearly proceedings are a major current reference source fo1· those of us who teach mineral processing. Admittedly, the proceedings are publ-shed from CMP coffers. However, I note that our fees are up this year, which brings me to a third point.Third, we face some potential problems of a financial and political nature. From a financial view, we may lose our CANMET grant and other financial good will simply because of spending constraints. Our fees are expected to climb each year thereafter.From a political view, we know that the metallurgical society of CIM is anxious to incorporate CMP as a section. The pros and cons of such a merger have been described in a recent mailing. In th2 final analysis, the political and financial problems are interrelated. There are several alternative solutions to both problems, which brings me to a fourth point"

"When l hear - I normally remember 10 percent When I hear and see - I can remember 15 to 25 percent When I hear, see, and do - I usually remember up to 50 percent" While this is not a truism in relation to each and every individual; on the average, this is the case. If we use this as a premise in training operator and maintenance personnel, then it must be obvious that we can't rely on a mere presentation, even one which includes the needed classroom participation and/or hands on work, to do a thorough job and to make this personnel totally proficient - 100 percent proficient. We have to have some other device some other means to make this a continuing process, a process wherein the people can grow in knowledge while performing their normal duties. We have to feel that the words "normal duties" are the key to the whole program. If you would ask a crusher operator what his duty is, he might say "To run this crusher so that we produce 250 tons per hour of a minus 13mm (minus 1/2 ") product." A maintenance man could say "To fix the unit when there is a problem." Both of these answers are legitimate but, they are only a part of the total picture. In order for each of these individuals to do the best job, he must know not just the specifics about the machine he works with or on - he must know the interrelation of all the machinery in the crushing circuit - how the efficiency of each machine affects the others - why a minor problem on one piece of equipment can generate a major problem for another unit which follows it or precedes it. In short, you cannot separate machine operation and maintenance from the application of the equipment in the crushing circuit - and obtaining this knowledge must be a part of the normal duty of crushing plant personnel. As an example a crusher - any crusher - is designed to crush oversize material. It is not designed to accept feed which is already at or less than the required product size. If sized material goes to the crusher, increase wear results by using the crusher as a chute or the crushing chamber can be clogged up with the fines. This latter point is particularly true with cone crushers, especially in the third (Short Head) stage of crushing. When a Gyradisc is used (fourth stage crushing) it is even more critical that the product be removed before the material goes to the crusher. The crusher cannot control this - the screen ahead of the crusher does. The screen must be of adequate size and be functioning properly to allow the crusher to work at optimum. Screening is both an art and a science. Since there are so many variables which affect the output of the screen, it is always best to have a screen which is larger than the sizing calculations dictate. The screens are the most important elements in the circuit. Without screens, specification materials cannot be made and the size of the screen will ultimately aid or hinder your ability to get the most production possible out of the plant. There is a formula available from all screen manufacturers which is designed to calculate the proper screen size. It takes into consideration the

THE Dominion Steel and Coal Corporation, as a coal mining concern and as a steel industry, has much pumping to do, and the conditions are as varied as it is possible to make them. We are faced with handling large quantities of water at low heads, and small quantities of water at high heads. We have fresh water, we have salt water, and we have highly acidulous water (see Table II). Our pumping problems are concerned chiefly with mechanical reliability, continuous, reliable operation, first cost, and operating cost. The Corporation is actually expending more than 15 per cent of its power consumption at the mines in pumping water, and at the steel plant about 17 per cent; that is to say, 16 per cent of the Corporation's entire power consumption goes into pumping water ( see Table I). We are pumping out of the mines 2 ½ tons of water for every tan of coal that is produced. At the Steel Plant, we are pumping 188 tans of water for every ton of steel we produce. (See Tables III and IV). The mine is pumping at high heads, up to as high as 1,400 feet in one lift ; in the Steel Plant it is, fortunately, at lower heads, 250 feet or 110 lb. being the general maximum. It behooves us, therefore, to look into the question of efficiency. In whatever direction we can gain something, it will be worth while. The centrifugal pump is not an adaptable machine. That is, a pump designed for some particular location and purpose will not always work efficiently if installed in some other place and used for some other purpose. It must generally be designed for the particular job it has to do. Reciprocating pumps are not so sensitive. We have Cameron plunger pumps that can be set up almost anywhere in a mine and they will work, but for big jobs they are apt to be clumsy and the driving power becomes a factor- which is, in fact, the controlling factor in deciding the type of pump we use. One disadvantage of the a.c. induction motor, however, is that its speed cannot easily be controlled. At its rated speed and output, it is a highly efficient machine, but, with any change in these, its efficiency goes all to pieces.

This report records a chapter in the history of the development of an electrolytic manganese industry in the United States. Nearly all the manganese requirements of the United States have been imported. Although there are large quantities of manganese ore in the United States, most of it is low-grade and cannot be used for the production of ferromanganese. Since the electrolytic production of manganese carried out by a process developed in the laboratories of the Bureau of Mines offers a method whereby the extensive low-grade deposits may be utilized and since commercial development had proceeded slowly, the Bureau constructed a new and larger pilot plant at Boulder City, Nev., where abundant electric power was available. An authorization in November 1940 covered a plant of only several hundred pounds daily capacity. Additions to some sections author¬ized by subsequent appropriations have enabled the plant to produce over 2,000 pounds a day for extended periods.

"Two 35 foot diameter enviro clear thickeners were tested in series as CCD units from June until October, 1978. Up to shutdown in July, we ran with automatic bed level control via the level probes and underflow pinch valves. Despite extensive efforts, we were unable to eliminate the surges created between the units by the opening and closing of the pinch valves. Early in July, the best rake speed and gap setting were determined. After shutdown, the enviro clears were run by manually controlling the pinch valves. These efforts were successful.A few mechanical problems were encountered while operating the thickeners. New units should incorporate more support for the drive coupling and a rubber feed seal. A few modifications of the instrumentation control scheme will be required before the units can be fully automated. A less sophisticated automatic flocculant addition system will accomplish the desired results. Control of the underflow withdrawal via the pinch valve should be investigated further. Our best results were obtained by keeping the feed volume to the No. 1 enviro clear constant. Surges were controlled by opening or closing both underflow valves proportionately.Capacity of the enviro clears is dependent of many variables. The ore treated during the test program was much finer than that reported on in R & D Project Report 76-02. Conditions were never steady enough to determine best flocculant dosage or addition point(s). The lowest soluble losses were obtained at very high wash rates. The underflow densities drop but the soluble losses also drop. Regression equations were developed in order to assess the effect of the various parameters. Within the range studied, these equations will predict the performance of enviro clear thickeners as CCD units on Elliot Lake ores. Our results show that the enviro clear thickeners are a viable alternative to the conventional CCD thickener."

Underground metalliferous mining methods often result in the formation of vertical openings to facilitate the extraction of orebodies. These development and production techniques can result in the creation of vertical open voids, which include stopes, orepasses, ventilation raises and other excavations. There are risks associated with the use of mobile plant in the vicinity of these voids, especially during backfilling and when bunds are constructed at the edge of a stope or void. These voids can present unacceptable risks if not adequately managed.

"Test work on biooxidation pretreatment of low-grade refractory gold ores has been ongoing at Newmont Gold Company since 1988, including laboratory testing and pilot biooxidation heaps (360 to 23,000 tonne). Metallurgical results of the biooxidation process utilizing Thiobacillus ferrooxidans (T. ferrooxiddans) have culminated in the design, construction, and operation of a biooxidation demonstration facility. The facility has processed 708,000 tonnes of refractory ore, using a batched process with separate pads for biooxidation and ammonium thiosulfate gold extraction. Siliceous sulfidic refractory (SSR) and carbonaceous sulfidic refractory (CSR) ores are treated separately during biooxidation pretreatment unit operation. Following biooxidation, the ores are neutralization with lime and placed on oxide leach pads or stacked on the ammonium thiosulfate leach pad. Gold is leached with either cyanide for SSR ores or ammonium thiosulfate for preg-robbing CSR ores.This paper will only address the biooxidation pretreatment process of the SSR and CSR ores.AcknowledgmentsThe authors appreciate the cooperation and approval of Newmont Gold Company Carlin Operations management for its support and permission to publish this paper.
