Plastic deformation of most commercia1 metals within a sufficiently low temperature range results in profound changes in structure and properties, of which the causes and effects are not completely understood. One of these effects is the presence of internal residual stresses and strains, which ordinarily do not appear to require specific consideration in most structural applications but which may be quite undesirable in particular instances. For example, in heavy sections that require considerable machining before assembly, residual stresses may be undesirable because of the distortion they cause when their balance is disturbed by machining or otherwise. In addition, the distribution of stresses may be such that it acts in the same direction as the applied load, thus bringing about premature failure or reducing the load-carrying capacity of the member. One source of residual stress in metal structures is the plastic deformation that may occur during rapid cooling from relatively elevated temperatures, as in the cooling of a casting in the mold or the quenching of a heavy section from elevated temperatures during heat-treatment. These residual stresses are usually undesirable because their direction of operation and magnitude cannot be controlled well enough to permit utilization of the changes in properties of the metal that they may bring about. The most convenient manner of controlling such residual stress is by proper selection of the cooling rate or by reheating to a temperature at which plastic flow can take place, resulting in relief of the residual stresses and strains. Both of these methods of control, however, may cause a reduction in the optimum properties obtainable from the previous operation. A compromise must be struck, and if it is to result in the best possible combinations of properties, specific information must be available regarding the magnitude of the stresses and the rate at which they are affected by variations in cooling rate or in reheating temperature. The complete quantitative estimation of residual stress in complicated metal shapes is exceedingly difficult, if not impossible. In simple sections, however, relatively quantitative analysis may be applied and useful cstimations of stress distribution may be made. This paper is concerned largely with the rate of relief, upon reheating, of internal residual stress in simple aluminum-alloy structures. Since even with simple structures quantitative estimation of residual stresses is laborious and costly, an attempt was made to find other means of collecting data upon which commercial heat-treatments might be based. Incidentally, a few data were collected bearing on the problem of relaxation of aluminum alloys. One of the major problems of operation in the anthracite industry is the disposal and handling of refuse—not because of its complexity but because of the quantity and type of material involved. It is the purpose of this paper to describe the kinds of refuse, methods of disposal, quantities of material to be handled and equipment used, together with present day application at specific operations in the Northern, Eastern Middle, Western Middle and Southern anthracite fields. For the purpose of this paper, refuse is considered to be any material that has no present or foreseeable future value and that must be handled and disposed of in the process of mining and preparing anthracite for market. Included in this classification are tunnel rock, mine rock, cleaner plant refuse, breaker refuse, old timber, ashes and silt. Disposal Methods Old timber is disposed of either by burning or by depositing on the refuse bank. Burning is preferred because timber on the refuse bank is a potential fire hazard. Ashes are deposited on a separate bank, mixed with other refuse, or flushed into old mine workings. In many places, the latter practice has caused considerable difficulty in preparation of coal mined from these areas. In depositing ashes on the surface, it is wise to refrain from mixing them with material containing coal as such contamination may prevent reclamation of the coal in future years. Tunnel work, mine rock, cleaner plant and breaker refuse compose the bulk of the material to be disposed of and handled, and are referred to collectively as "refuse" in this paper. Waste material in or adjacent to the coal beds may be removed at the working face wherever possible. This can be done in flat or lightly pitching beds, and in the Northern field represents a sizable percentage of this type of refuse handled. In the other three coal fields, this method of disposal cannot often be used. Refuse not removed at the working face is taken to the surface and generally is deposited on banks; occasionally it is crushed and flushed into old mine workings. Breaker refuse often is used for constructing berms for silt-retention basins. Disposal Problems The problem of handling refuse is different for each operation, owing to topographical conditions, quantity of material to be handled, anticipated requirements and types of equipment in use elsewhere at the operation. Preparation plants with limited refuse-disposal areas, excessive grades to reach the required elevation and long hauls to disposal areas not readily accessible require the selection of equipment to best meet the conditions. Controlled pre-grouting is a technique developed during a period of more than ten Years experience, in an effort to produce safer, drier and more economical mine shaft sinking. The technique involves a knowledge Of hydro-mechanics, both static and dynamic, and a series of specially formulated grout mixtures to obtain several desired results through precontrolled setting time. In general, the following procedures have been used to secure the best results in controlled pre-grouting: I. Before drilling is commenced, One Of two decisions is made: one procedure, a modified form of the Francois method, is to stage drill and grout, that is, drill a limited portion of the hole, then grout and redrill that section which has been grouted, progressing in stages until the required depth is reached. We prefer this method because no casing Or grouting packers are required in the bore hole. This eliminates the risk of losing them in the bore hole due to packer failure, which might result in the expense of drilling a new grout hole. Another feature Of this approach is that smaller drill holes may be effectively used, further reducing the costs. One drawback, however, is that because of the open and small size hole, it is impractical to attempt water draw-down tests. The second alternative is to drill the bore hole, (generally NX size), to the re-quire~ depth. he casing and grouting packer are placed in the bore hole at the lowest packer setting. A small, portable, power driven, swabbing device is used in the grouting casing to test the packer and remove mud or cuttings from the bore hole below the packer. The hydrostatic level is recorded and a close estimate or test is made of the quantity of water at each packer setting. Grouting progresses upward in a series of packer settings to the surface. Occasionally, casing is inserted in the bot-tom of the bore hole from within the mine, and water pressure and volume can be obtained in this manner. This is usually dangerous because of the unknown quantity of water. 2. The grouting, mining and geological engineers at the drill location make a detailed examination of the cores and also locate proper and firm grouting packer locations. A competent driller,s opinion should be given due consideration as to the character and condition of the bore hole. 3. Several samples of formation water

It is not possible to include in this paper, limited as it is in scope, the many diverse steps toward the reduction of mine accidents that are taken in the mines that produce the nation's coal. Every coal-producing state has enacted laws covering proper mining practices, and the major portion of these are directly related to the safety of the mine employees. The United States Bureau of Mines, the American Institute of Mining and Metallurgical Engineers, The American Mining Congress, a number of national, regional and state organizations, as well as the coal technical press, have covered time and time again all of the '(do" and "don't" phases of mine operation that bear on the important question of mine and employee safety. Within the past 15 years The Union Pacific Coal Co, has attempted to put into practice in its mines in southern Wyoming these many good recommendations, finding some value in all, and yet, to secure substantial results, the management found it necessary to resort in the end to what might be referred to as i'extra-territorial" methods. It is the writer's purpose to show in this paper that marked and even extraordinary betterment, can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go. Safety work in some form has been carried on in and about the mining properties of The Union Pacific Coal Co. since the first mine was opened at the now long-abandoned town of Carbon, Wyo., in 1868. On June 30, 1903, an explosion and subsequent mine fire occurred in mine No. 1 at Hanna, taking 169 lives, and a second explosion occurred in the same mine on March 28, 1908, in which 59 additional lives were lost. Looking back with impartiality on the causes leading up to these two unfortunate disasters, we can only conclude that shooting from the solid, the absence of adequate ventilation, rock dusting, the use of water at the face to allay

Because of the attention that has recently been given to the health and safety of miners by various organizations such as the A.I.M.E., The American Congress, Mining Section, National Safety Council, as well as the Bureau of Mines and various state mining departments, your committee on health and safety deemed it best to call attention this year to the mine-accident cause that is by far the most important; namely, injuries due to falls of ground, rock, roof and coal. Each of several members of the committee contributed a brief outline of the importance of this accident cause in his district. While these papers were brief, it would require too much time and space to give them in full, therefore we present an outline of each and summation of all. Report of M. D. Cooper, Hillman Coal and Coke Co. M. D. Cooper, Division superintendent, Hillman Coal and Coke Co., Pittsburgh, Pa., contributed the following: During the period from 1930 to 1939, accidents from falls of roof in bituminous mines average 54.3 per cent of all accidents. In mechanized mining, there is a tendency toward reduction in this class of accidents because the operator of the machine is usually at a distance of 10 to 20 ft. from the face, whereas in hand load- ing the miner is close to the face during most of the shift. No doubt the use of aluminum and light steel beams supported at regular intervals by jacks, a common practice in mechanical mining, has contributed to the favorable record so far developed. Report of M. H. Fies, De Bardeleben Coal Corporation Milton H. Fies, Vice-President, DeBar-deleben Coal Corporation, Birmingham, Ala., says: With reference to the types of mining, it is suggested that a clear understanding be had as to the character and thickness of the directly overlying strata, with especial consideration to the strength and in some cases an analysis of it. In coal mining, generally speaking, overlying strata higher in silica than others is stronger. In changing from narrow to wide places, the procedure should be experimental, both as to the width and depth of places and as to the nature of the necessary timbering. Since most of the accidents in coal mining particularly are due to falls of roof and coal, this phase of mining should be attacked with vigor There is no substitute for discipline and, in this connection, under present conditions it is important that cooperation by the labor ornanizations- be sought and that a spirit of fairness prevail. Frequent and thorough inspection of all active working places should be made.

Several disastrous and a great number of near-disastrous mine fires have been started by igniting the combustible conductor insulation and outer covering of trailing cables. Those who have had experience in fighting such fires know that they are extremely difficult to combat and extinguish owing to the irritating and noxious gases, fumes and vapors evolved from evaporation, distillation and combustion of the sundry compounds used in the construction of cables. When electric-motor-driven coal-cutting machines were first introduced in coal mines, the electricity was transmitted to the apparatus by two single-conductor trailing cables. Later, two-conductor parallel and concentric types were developed. These early cables were made with the materials available at that time with relatively little thought given to using new materials or utilizing the old to the best advantage. The copper conductors were stranded to give flexibility, but there were too few strands and the method of laying them was such that they did not endure well the stresses of twisting and pulling, to which trailing cables used in mines are usually subjected. The rubber insulating compounds used were not satisfactory in resisting water, high temperature, and the crushing stresses encountered in mine service. The outer coverings were cotton or jute braids saturated with tars or asphalts having relatively no abrasive resistance. In fact, the only consideration given to trailing cable design because of its extremely short life, was to construct it at the lowest possible cost. With increased electrification and mechanization, more serious problems were encountered. Cables used in mines were exposed to more severe conditions than in any other industry. The excessive overload currents, poor heat dissipation, severe abrasion, crushing loads from falling material, runovers, and any of the other things that tend to destroy cable, called for vast improvement in trailing cable design for mine use. About 1918, one manufacturer who recognized the need for improving the toughness of cables in order to obtain greater safety and longer life, developed a special rope-stranded conductor, a superior rubber insulation compound and a tough rubber sheath or jacket compound. As a result of this type of construction, broken conductor strands were practically eliminated, the insulating material withstood high temperature without undue disintegration, and the jacket, similar to that used for automobile tire tread, had high abrasion resistance, high tear resistance, and was waterproof. While the initial cost of these cables was higher than the jute-filled braided types, this disadvantage was more than offset by increased safety and longer service. Cables with these improved characteristics were first installed in mines in 1920. Since 1930, the use of braided trailing cables in coal mines has been almost completely supplanted by the more superior types, employing high-grade rubber compounds for insulation and sheath. Since my working life of 32 yr has been spent in and about the anthracite mines of the Hudson Coal Co., and the previous 4 yr in a college school of mines, I can write best about the safety program of a coal mining company. However, most of the suggestions, statements and practices mentioned herein are applicable to the members of a safety organization and program of almost any industry. It is realized that industrial officials actually interested in real safety work are fully acquainted with the requirements of a practical safety program. Therefore, for such persons there may be nothing new in this paper. The Hudson Coal Co. of Scranton, Pa., employs 7000 men and produces 5,000,000 tons of anthracite annually at nine collieries scattered for a distance of 40 miles throughout the Lackawanna and Wyoming valleys of northeastern Pennsylvania. For the past 17 yr of the above mentioned 32, I have been engaged in safety work as a safety inspector, assistant mine superintendent, and at present the safety engineer. I have also had the privilege of visiting coal and metal mines in other parts of the United States and Canada. We Americans are the most careless people in the world. If any one doubts this statement why are 100,000 of our people killed accidentally annually? Or why during the almost four years we were engaged in World War II were more of our people killed accidentally at home than were killed in our army, navy, marine corps, coast guard, and other services during the same period? We are careless everywhere— in our homes, on the highway, at work and at play. The purpose of this paper is to outline the requisites of a safety department and its program to stop the accidents occurring to employees at work in mines or industrial plants. The first requisite for a safety program is that the management must be convinced of the need and value of a real safety program. By "management" is meant each department head from the president down. Otherwise a good safety department with a good safety program will not succeed because it will not have the proper personnel and equipment to work with, its rules and regulations will not be enforced, and the members of the safety department will be belittled in the eyes of most of the workmen and supervisors. Next, a safety engineer and his inspectors should have worked in the production end of the mines as workmen and also in an official capacity. They are then in a position to have practical and first hand knowledge of the accident hazards of the industry, how to prevent them, and in general the problems of both the workmen and officials. Some men are appointed as safety inspectors when they are physically unable to carry on as mine officials. Such men may know the safety end of the industry and even be safety-conscious, but if they are physically unable to be mine officials they are also physically unable to be safety inspectors, as a safety inspector in our mines must walk from 2 to 4 miles on each daily inspection and visit each working

In our never ending search for new and better ways of underground mining, we find that transportation has had its share of new ideas in the past few years. The old and still effective method of track haulage has had some competition from rubber-tired cars and belt conveyors, each of which has its own safety hazards which demand close scrutiny in any safety study. The use of shuttle cars, in particular, has introduced clearance hazards caused by the absence of the more or less positive guides formed by the rails of a track sys- tem; likewise the requirement of greater clearance tends to increase roof hazards which we all know to be great enough with the best of methods. However, the subject of transportation hazards is too broad to be covered entirely in one paper, so I will confine myself to track methods which carry the preponderance of underground tonnage. I am quite sure that to this group it is an evident fact that haulage accidents are of major importance. However, to stress the point, it may be well to look at a few figures. THIs paper brings forward a discussion that was prepared for the meeting of the Coal Division in Chicago in 1938.1 War in Europe less than a year after that meeting, followed by our defense preparations and entry into the conflict, caused general cessation of large-scale experimentation on the subject, and it is best to confine this paper to events in the United States during the five-year period since the preceding paper was written. The views of members of the Coal Division's Committee2 on Rock-dust-ing for 1943 were obtained before this paper was written and the manuscript was reviewed by them. Extent of Rock-dusting Statistics on the use of rock dust in the United States during the years 1930-1933, appearing on page 97 of Volume 139 of the Transactions are extended in Table I herein through the year 1941. The results through 1933 did not appear encouraging, but there has been improve-ment since that date. It has always been true that the larger operations were the ones that used rock dust. In 1941 only 10 per cent of the mines in the country used rock dust, but they produced 57 per cent of the coal, employed just under 50 per cent of the miners, and accounted for 52 per cent of the man-hours. Unfortunately, collection and compilation of these statistics are slow procedures, and figures dealing with the tremendous war expansion of the industry are not likely to be available for a year or more. In 1941 the five leading states in regard to percentage of man-hours worked in mines using rock dust were: Utah, 92.1; Wyoming, 79.3; Alabama, 77.4; New Mexico, 72.5; West Virginia, 65.3. Many excellent papers, descriptive of the milling and smelting of every kind of commercial ores, the refining of virgin metals, the casting into various shapes demanded by the trade, the rolling into shapes best suited to the factory machinery and the making of composition alloys to suit every requirement have been issued by the many technical societies dealing with non-ferrous metals. It is a wonderful collection of papers, of which the mining and metallurgical engineers may well be proud, but strange as it may seem, metallurgists in general appear to take the stand that when they have delivered suitable alloys to the foundry and rolled products to the factory their duty to write papers has ceased, at least in so far as the A. I. M. E. is concerned. Still we read in the daily papers that the mining companies are absorbing metal-manufacturing industries. The purpose of this paper is to describe the reclaiming of non-ferrous scrap metals at manufacturing plants, taking as an example the automobile industry. Collection and Disposition of Scrap Until about five years ago, much of the factory scrap, with little or no preliminary treatment, was sold to secondary-metal smelters. Of late years the factory salvage department has become an important part, of the plant in reclaiming everything of value and incidentally does much of the work formerly done by the smelters. Like most good things, it is sometimes overdone, and much work is done at the factory with inexperienced men that could be done much better by experienced skilled labor at the custom smelting plants. Employees of the salvage department collect the waste products in all departments at the source and in that way avoid much contamination. Every reasonable precaution is taken to keep the scrap clean. It is hand-sorted, cut, burned, magnetized, concentrated, separated or compressed, as the case may be, preparatory for re-use in the plant or for selling to others.

In order to provide a clear picture of the development of the sink-and-float process of concentration as applied to the iron ores of Minnesota, a few pertinent facts should be brought out concerning the ores and the products of concentration. Iron ore is primarily a cheap commodity handled in immense quantities. The price of iron ore at present, based on a natural iron content of 51.5 per cent, varies from $2.55 to $2.70 per gross ton f.0.b. cars at the mine or washing plant in Minnesota. Last year 92,000,000 gross tons were shipped from the Lake Superior district (Minnesota, Michigan, and Wisconsin) to the furnaces. Concentrated iron ores have no greater value per unit of iron content than ores that can be mined and shipped direct from the shafts or open pits. For years only the higher grades of concentrating ores could be treated and sold in competition with the immense reserves of direct shipping ore available. These higher-grade "straight wash" ores required only the simplest treatment; namely, the washing out of fine sand from coarse ore particles. As the exhaustion of the " straight wash " ore is reached, rock is found replacing part of this sand, and the ore no longer responds to the former sizing treatment. Substantial tonnages of this marginal (jig ore) remained to be treated. Because of the limitations placed on concentrates by the furnaces—namely, low price of product and minimum amount of fines—iron-ore concentration oil has been and must continue to be a one-pass process. Only an increase in price or a change in structure of concentrates allowed by the ore consumer will encourage departure from this practice. Faced with the necessity of handling large tonnages, with the limitations mentioned, iron-ore research men have found their search for new and more efficient methods of treatment seriously handicapped and removed from the field of fine crushing. Sink-and-float treatment appeared to offer the best field in coarse concentration and has been proved by several plants to be well adapted to our problem. The use of ferrosilicon as a medium solid was decided upon. In our present practice, the ferrosilicon metal, carrying about 83 per cent iron, 15 per cent silicon and 2 per cent carbon and nonmagnetics, is crushed to pass 65 mesh and used without further sizing. When mixed with water the specific gravity of the medium may be controlled to within 0.02 per cent above or below the required gravity. Its success in mapping oil structure is due to the unique and definite nature of the depth data obtained. While articles on the principle and results of this method continue to appear in increasing number, there is virtually nothing published about the instruments used in this work. Several years ago, the writer started an experimental and theoretical investigation with the object of determining which characteristics would be best adapted to the problem at hand. As a result, an equipment was developed which has proved its usefulness in a great number of field tests. W. E. Pugh, now with the Empire Oil and Refining Co., joined the writer, in 1931 and 1932, in the laboratory experiments and field tests. In 1933, a paper was written on Certain Instrument and Field Problems in Reflection Seismology, and submitted to the Institute. The processes involved in turning a set of seismograph records into a geological structure map may be divided into three classes; (1) picking reflections on the records, to be used for the computations; (2) determining the basis on which the computations should be made in order to arrive at correct results; (3) making the necessary computations and plotting sections and maps. The first is usually done by the crew chief, or at least checked by him. The computing system usually originates in the head office, occasional consultations with the party chief providing modifications as necessary to meet special conditions. The computations and plotting are done by the party computer, with possibly one or two assistants if the calculations require much time. Picking the Rejleclions Marking of the reflections on the records is perhaps the most important step and the one most likely to determine the reliability of the final results. Making the "picks" is important because most of the problems that come up in practical work are connected with the problem of what can be done with poor records. The lack of any definite criteria by which to judge what are good and usable reflections is at the bottom of the difficulty. Give the same set of records to several people to mark and they will probably come out with a variation in the number of reflections per record that are deemed usable. With good records the correct picks are obvious to all, but with poor records experience seems to be the only reliable guide as to what picks are reliable and what are merely born of imagination and desperation. Experience in marking records and seeing how the structures eventually check out is more important than training in physics or geology. Different types of equipment and shooting methods may produce records quite different in appearance, from the same territory, and the computer can do his best work with records of a type on which he has had considerable experience, and has learned the limitations and shortcomings as well as the virtues of the data with which he is working. Reflections may be picked for dips only, in which case the particular reflection picked is not recognizable with certainty on records from any other spread. In this section it is proposed to discuss operating methods considered good practice under the various field conditions commonly encountered. Efficient field direction and types of equipment needed to meet transportation problems are considered only to the extent that the desire to produce the best possible records must sometimes give way to the factor of cost. As in all engineering projects, alternative possible methods of operation must be considered in the light of relative costs as well as of the quality of results obtained, Cost may be in the background of much that is done in the field operations, but only the effect on record quality will be considered here. Record quality at a particular shot point may vary with the various factors of spread character (relative positions of geophones and shot point), shot-hole depth, formations opposite position of shot, size of charge, the effect of repeat shots, surface geology and culture in the immediate vicinity of the geophones, recorder instrument characteristics, particularly filter.
