Highland Valley Copper (HVC) is a large open pit copper mine in the southern interior of British Columbia. Machine guidance technology using GPS has been utilized at the mine since 1996 for blast hole drill navigation and since 2000 for shovel and dozer navigation. Since 1997, rock recognition has been part of the drilling process. This allowed the mine to develop a Mine to Mill strategy using the rock hardness information from drill monitoring systems to both refine drilling and blasting parameters as well as downstream crushing and grinding strategies. Although this preliminary effort has been very successful at HVC, the current intent is to gain further benefits through better use of existing information while also deriving an enhanced data set from monitoring production drills. In the latter case, the objective is to acquire and process drill variables in such a manner as to permit more detailed definition of rock mass characteristics. The subsequent focus will be to use the derived geotechnical and geological information as part of a practical process to more prescriptively blast the rock mass. Through the definition of domains based on drill monitored derived rock mass properties, the intent will be to enhance blast outcomes that lead to optimized downstream (from blasting through to concentration) processes in a more proactive and timely manner. This paper examines a proposed approach to be able to derive more accurate and consistent rock mass properties from production drilling. In addition, the discussion will identify potential benefits to be gained from process improvements that result in enhanced productivities, and crushing and grinding optimisation due to blasting strategies that are more closely matched to identify rock mass characteristics.

"This paper outlines how specification driven design has made Toronto Area transit infrastructure projects more expensive than similar private projects, and provides a case study of the results of an excavation at Launch Shaft 1 (LS1) for the Eglinton Crosstown Light Rail Transit project in Toronto, Ontario. The paper will describe the impact specification driven design parameters can have on design economy, constructability, and schedule and will suggest an alternative approach utilizing the Observational Method. As a result of the initial specification based design, Isherwood was retained by both the General Contractor and the Specialty Excavation Shoring Contractor to provide value engineering leveraging the Observational Method to improve constructability and construction schedule. By using well known, accepted design methods coupled with local experience in lieu of the specified design pressures and parameters, the redesigned bracing scheme reduced construction cost and schedule. This excavation case history can be a lesson learned for future transit projects.The City of Toronto has been developing its transportation network since the mid 1800’s. “Canada’s First Subway” along Yonge Street opened in March 1954 (TTC 1954), with a few additions to the subway network through to the 1980’s. The following two decades marked a long period of slow development due to recessions, budget cuts, and politics along with several cancelled projects. To fill the gap left by years of underfunding, several new transit projects are now under construction in the city as a part of Metrolinx’s $50B, 25 year, “The Big Move” initiative (Metrolinx 2013). The work on these types of infrastructure projects is highlighting a different and developing challenge within the tendering and design specification structure we will call Prescriptive Specification Design (PSD).PSD is a method used within contract specifications to control design risk on a project by applying conservative design methods, factors of safety, or other parameters to make a “fool proof” design. It is akin to requesting a colouring by numbers approach from a painter. There are inherent risks of using this method of tendering a project including increased project costs, longer construction schedules, and decrease of overall project economy. In PSD, the Owner “owns” all of the design risk on a project, including any additional costs due to changed site conditions. However, the Contractor commonly “owns” the risk of any deviations from the design specification they pursue, therefore making any improvements to the design, cost, or schedule less desirable from the Contractor’s point of view. The impact of this type of strict specified approach to design has been seen in transit infrastructure projects in the Toronto area. Figure 1 outlines the range of specified AEPD design pressures as a function of excavation height (H) specified for use in Toronto underground transit projects since the 1970’s to present day. A clear trend can be seen with respect to increased design pressures specified. The ranges shown for each project are intended to account for the potential differences in soil conditions for the highly overconsolidated glaciated soils in the Toronto area. The graph also highlights the typical range, in blue, for the industry practice in Toronto for comparison."

Over the last decades, the wrought aluminum casting industry has made significant progress with regards to process consistency by the introduction of new technologies in the field of liquid metal processing and casting. These technologies, combined with the application of best practices, have led to increases in productivity as well as better process performances and product quality. The competition in the addedvalue aluminum products (by opposition to P1020 production) is, however, very strong and involves players that did not hold a major role five years ago but who are now exerting a strong competitive pressure on our industry even sometimes from far abroad. There are still technical and technological challenges remaining in the different areas of aluminum casting production, amongst which metal pre-treatment, furnace operations, in-line treatment and casting hold a predominant influence. The comprehension of the contribution of each individual process step to the entire process chain is a key element and must be considered in future process optimisations. This paper presents the technological position of the casting industry and tries to highlight areas where further progress can be made.

STORAGE of natural gas in underground reservoirs is one of the most important developments in the natural gas industry in recent years. However, it is only when we consider this development together with proved fuel reserves, the know-how of the fuel technologist, and the possibility of making manufactured gas available over large areas, that we begin to appreciate fully the impact that underground storage of gas may have on the future growth and development of large areas in the United States. During the past winter, shortages of natural gas in the industrial East were given wide publicity and domestic consumers were requested to reduce their requirements to a minimum, so that war plants might have sufficient gas to continue operations. Curtailments would have been more drastic except for the fact that large volumes of natural gas had previously been stored in underground reservoirs. Storage of natural gas in depleted or partly depleted gas or oil sands is not new, having originally been tried, as far as I know, about 1915. About five or ten years later an attempt was made to store manufactured gas in a depleted gas sand. This proved unsuccessful at first because the gas was not properly cleaned and the impurities plugged the pores in the sand.

I welcome the opportunity to meet with you and discuss the work and program of the Office of Coal Research. Our programs are oriented to serve the conservation objectives of the Johnson Administration and of the Nation by seeking out the most efficient and best uses for coal. We believe that even if only a portion of our program is successful, the coal industry and the Nation will benefit far out of proportion to our expenditures. Operating with a budget of $7,220,000 in Fiscal Year 1966, OCR sponsors contract research which offers potential for achieving benefits to the coal industry in the form of new production and new markets. This directs us into many areas of research activity: in coal combustion, in advancements in mining methods and coal preparation, in new uses for coal, and in associated economic and marketing research.

The markets and environmental protection rules are more and more exacting, both of which have determined that copper smelters should look for technological development and global management to ensure their viability and competitivity in the short and long term. The main facilities of the present and future Smelting-Converting Process at Codelco's Caletones Smelter, is based on Teniente Converter reactors with a high operational availability that have reached concentrate processing capacities near 2,000 tpd. These reactors are in operation in most of the smelters in Chile as well as in Zambia, Peru, Mexico and, in ?the near future, in Thailand. Since 1993, the Smelting-Converting process of the Caletones Smelter of Codelco-Chile has been based on one Reverberatory furnace, two Teniente Converters and four Peirce-Smith Converters. These facilities, together with the operation of two Fluidized Bed Dryers, three Slag Cleaning Furnaces, and two Oxygen Plants have allowed the smelter to reach concentrate smelting capacities and copper productions of 1,215 kt/year and 360 kt/year, respectively. This transitional operating scheme, combining together traditional and advanced technological equipment, needs further modernization to successfully face the modern world challenges, especially with relation to the environmental commitment, production costs and wide satisfaction of customers. For this reason, for the period 1997-2000, a Modernization Plan has been worked out. This plan considers an increase of the present throughput, which will permit a significant increase in productivity, as well as finding a definitive solution for meeting the environmental regulations. Among these projects, we can point out the definitive shut down of the Reverberatory Furnace, which is a contaminating piece of equipment of low energetic efficiency. Additionally, it considers the installation of two new Slag Cleaning Furnaces, one additional Oxygen Plant, and the incorporation of two new Sulphuric Acid Plants with a production capacity of 4,500 T/D, that will recover over 92% of the sulphur content, of process off-gases.

THERE has never been a great civilized nation which did not have a mining industry; civilization cannot flourish without metal mining. Without tools we can have none of the 'industries that are the foundation of civilization and without metal mining we cannot produce the material of which tools are made. Therefore, if we have no metal mining we have no metals, no tools, no civilization. An example to illustrate this may be drawn from a recent article in the Saturday Evening Post which described the run-down condition of modern Athens. Athens is nothing but a busted mining camp! In its palmy days the Greeks so applied the leasing system to the silver mines of Laurium that the royalties, paid the expenses of government and instead of a tax bill the inhabitants received a pay check. The Persians came over to capture these mines but the Greek navy was built to defend them. When the silver mines played out, Greek civilization declined.. Our mining must continue if our civilization is to continue.

(San Francisco fleeting, October, 1911.) DURING the past two years California has developed a new and important oil-field : I refer to Midway. This field produced the famous Lake View gusher, which is credited with a total production in excess of 8,000,000 barrels. Fortunately for the oil industry of the State, this well is now a thing of the past, and nothing save a great crater-like opening marks its location. The pipe is entirely worn away and gone ; and it is a matter of serious doubt if there can be anything done that will cause the well to produce again. Fortunately, also, there have been no, other wells in that field or elsewhere throughout the State that in any way compared with the Lake View. Midway is noted for large wells, of from 500 to 2,000 barrels production; but the decline is rapid, and a few months serve to bring the output down to a few hundred barrels. In the oil-territory heretofore blocked out as proved and probable, there have been, during the year, many changes. Some areas which were expected to be fairly productive have apparently failed; others, more strictly "wild-cat," have come in; while in some of the older fields there are properties which are beginning to show evident signs of exhaustion. The total area of proved territory will therefore probably suffer but small increase, when balances are struck off. The increase of new area has come from extensions of the Midway field, the development of a field in Lost Hills and Belridge, and extensions of the Fullerton-Whittier field in southern California. In these later developments, down to date, the fresh area absolutely proved is not much in excess of 3,000 acres. Recent developments in Coalinga indicate the possible extension of that field to the south, but at great depth. Coalinga is still the most northerly field of any consequence in the State. (Cleveland Meeting, October, 1912.) THE immediate vicinity of the sea-shore, affording special facility for the exportation of ores, makes it possible to work certain mines in the Vladivostok district, which, in more remote places of Siberia, would remain unproductive. Outside of the city of Vladivostok the population is small and the country is very little prospected. Additional discoveries of valuable deposits like the large body of calamine which has recently been opened in the neighborhood of earlier worked lead-silver ores, in the Tetiuhe valley, are still in the field of possibilities. For many years gold alone was produced, in part from the coastal rivers and in part from a quartz-vein on Askold island near Vladivostok. But the production is diminishing, and prospectors are looking for other rivers in the interior, such as the tributaries of the Ussuri. These rivers are now more accessible than formerly, due to the slow but gradual development, of colonization by the Russian peasants. The few natives of the country, called Orodjones, are of the Chinese race. They resemble the North American Indian and are hardy fur-hunters. They have given some attention to placers and have already shown good specimens of gold-dust from the rivers Iman, Bikin, Noto, etc. Coal-mining was begun in the Vladivostok region more than 20 years ago, but in a somewhat irregular way. The industry is not as yet important and the best coal-seams are badly prospected, or ire even neglected. Copper, lead, and iron exist in several places. The amounts give some encouragement to the anticipation that the discoveries will give rise to important metallurgical works. I here present a review of the various deposits, based upon such safe information as is in hand, when I have not drawn upon my personal observations. Its great good fortune consisted in two things; a bountiful supply hidden by nature in the rocks of the earth, and a steady and large increase, during the past twenty-five years, in the demand for petroleum products. It is a remarkable fact that consumption of gasoline in the United States has shown an increase every year since automobiles first became important, and even in 1930 there was a four per cent increase, in spite of the universal depression; the estimated increase if the times had been normal, was ten per cent. The iron ore industry presently utilizes two types of de-posits. The first are the high grade deposits generally located in remote areas and, secondly, the low grade de-posits which are normally found nearer to the steel-making centers. The high grade deposits produce a direct shipping ore which has an iron content which may be close to the maxi-mum 70% of Fe. These deposits have reserves which are ex-pressed in billions of tons. The ore needs little or no up-grading and where this is performed is restricted to ore washing. With the large demand for iron ore pellets, plus a national drive to perform as much of the upgrading as possible in the native country, there is a trend to erecting pellet plants at the mine location~ Large iron ore suppliers such as Australia, Brazil, Venezuela and Liberia already have pellet plants in operation, and there are new plants projected or expansion projects under study. The low grade ores are mined at locations closer to steel mills such as in Minnesota, Michigan and Canada. These low grade ores require methods of beneficiation to obtain a commercially accept-able product with the modern beneficiation techniques it is no~, possible to produce iron ore pellets of 68% Fe and 4.5% silica from ores containing as low as 26% Fe. Figure 1 gives a general picture of the types of iron ores and their beneficiation. The final product of the high grade ore is a coarse concentrate, sinter product or pellets. The final product of the low grade ores is pellets and, in some cases, coarse concentrates.

THE recent purchase by an American investment trust of a substantial block of shares in a British owned Venezuelan copper operation directs attention to mining activities that have been quietly gaining momentum in that country for a number of years. We hear so much of oil work in Venezuela that attention to its metal-mining activities is in most quarters casual. In gold and copper the country has made some interesting mining records, and two of the old districts are ,digging in for a come-back. Copper Copper production centers in the state of Yaracuy. The Aroa-Cumaragua mining region has had a long and eventful history. The Aroa mine itself, 50 miles from the coast in West-Central Venezuela, was discovered in 1605. First mined in 1632, owned at one time by Simon Bolivar, it has been reopened many times and is now , the basis of substantial operations by the South American Copper Syndicate, Ltd. of London. The latter has operated the property profitably, off and on, for a number of years, paying heavy dividends on a small investment-at times over 300 per cent annually.

IN speaking of the mining and economic conditions prevailing at the present time on the Rand, it is not my intention to go into the details of the mining-practice, since this has been already well described both in the Transactions1 and elsewhere,2 but rather to take a more comprehensive view of the industry and its surroundings as a. whole, marking its general development and the lines of its future progress. In a. paper entitled Deep-Level Shafts on the Witwatersrand, with Remarks on a Method of Working the Greatest Number of Deep-Level Mines with the Fewest Possible Shafts,3 presented to this Institute in August, 1900, I drew attention to the great cost of sinking the very deep vertical shafts that were then being seriously proposed as necessary for the development of the deeper areas, pointing out the strong advisability of working this ground by means of inclines to be sunk from the existing shafts of from 3,000 to 4,000 ft. in vertical depth. In this paper it is stated (1:). 975): "In short, practice upon the Rand now tends towards fewer vertical shafts and more underground inclines, especially for the very deep mining about to be undertaken." In consequence, the 6,000-ft. vertical shafts, at one time so much discussed, have never been started, and they do not now seem likely ever to be. The necessity of placing all deep shafts further apart in order to make them control and exhaust larger areas was also dwelt upon. Introduction A very large part of the world's fuel resources are in solid form, as various grades of ?coal, but an increasing proportion of fuel demands on this Continent and else-where are having to be met by liquid fuels. Convenience and, in many cases, cost weigh heavily in favour of the liquid: fuels, and there are many fuel burning applications where the use of coal would be impractical, such as for automotive or air transport. By extrapolating the present trends one might conclude that, in future years in Canada and the United States, coal will be used only in a few power stations close to coal fields. If such a state of affairs should arise, it will obviously prove embarrassing to those accustomed to make their livelihood from the winning and marketing of coal, but it is perhaps not so obvious that it must also prove an embarrassment to the nation. The major reasons for this are two in number. Firstly, if present coal production is to be replaced by oil production, a large capital expenditure is necessary, which must inevitably be paid by the consumer; and secondly, in times of emergency, large amounts of oil fuels are required for military purposes which cannot be achieved with solid fuels. It is obviously unwise, therefore, to discontinue the use of coal for those non-military jobs that it can do. If we examine the major fuel markets we find that there are three: Domestic heating Steam generation Transport by air, sea, and land For domestic heating, the extreme convenience of oil, in spite of its greater cost, has captured much of the coal market.

The variables involved in a complex process like flotation can be classified as follows: a. Disturbance variables - which are undesired properties of the process input which affect the value of the process output but which are not subject to adjustment. They are the result of changes in the properties of the feed, like changes in head grade, flow rate, fineness of grind, etc. b. Manipulated variables (sometimes referred to as process variables or control variables) -which are those that are adjusted - reagent addition, aeration, pulp level - in order to compensate for the disturbances in the properties of feed. c. Performance variables (sometimes referred to as controlled variables) -which are those whose values measure the performance of the process. They are properties of the process output such as grade and recovery. The function of a control system is to maintain the process performance equal to the control objective in spite of the disturbances by adjusting the manipulated variables. Attempts at developing automatic control systems for mineral processing operations date back to the thirties and in many of these attempts the results were not surprisingly poor and un-stable. The poor results brought indifference and suspicion towards automatic control on the part of operators and management. The reasons for the apparent failure of these attempts were two-fold: a. the lack of adequate understanding of the behavioural responses of the process from the control point of view, and b. the lack of reliable control instrumentation which could withstand the harsh environment in mineral dressing plants. Many operators had accepted the fact that control of mineral dressing could be best conducted manually. In the case of flotation circuits, control had been virtually based on the skill and experience of operators particularly their ability to identify and rectify poor flotation performance aided by results from the laboratory (chemical) analysis of regularly collected samples from strategic points in the circuit which are at best, hourly collected samples.

? THE man is always greater than his work.? The training of the men who are to develop the mineral resources of the world is the most important problem connected with mining engineering. It becomes ever more important to civilization as the mineral wealth of the earth approaches exhaustion. I have therefore decided to consider a few of the more important problems arising in the training of the mining engineer, and especially those arising in America. THE PECULIAR NATURE OF MINERAL WEALTH. Mining and Agriculture are the two fundamental arts. Without the latter our existence would be precarious; without the former, our civilization impossible. Agriculture furnishes that regular supply of food and raiment which leads to the growth of large communities in which cultivated leisure first becomes possible; while raining furnishes the metallic thread from which is woven that complex fabric we call civilization. But in these two arts the conditions for success are widely different. Most of the crops that the farmer reaps may be harvested year after year, and the proper fertilizers being added, he may continue the annual harvest indefinitely, while, as a result of cultivation, his farm becomes yearly more valuable. But the crop the miner reaps can be harvested but once in the history of the race. Our mineral wealth has taken unknown ages to mature in the bosom of the earth. A. A. Holland, Consulting Engineer, Toronto, Ont.-I noticed in this discussion of locations in which radium is found, no mention is made of the recent deposits discovered in Ontario. While radium is not a subject with which I am very familiar, I took an interest in this deposit on account of its novel occurrence. It is found in Haliburton County, near Wilberforce, Ontario, associated with a quartz free pegmatite, in a "break" that I understand can be traced for two miles. This "break" marks the contact between the limestone and syenite and contains numerous cavities or vugs. The gangue, on account of its deep purple, appears to :be amethyst.

Underground mining in Sweden is today characterized by mechanization and automation, owing to the rising cost of labour. Drilling in drifts and tunnels is still essentially done with jackleg drills, but rigs wh1ch make it possible for one man to operate two or more drills are now frequently used. Large jumbos for longhole drilling, with two drills operated by one man, are used, especially in sub-level caving. A special drill-rig for drilling through overburden and blasting without removing the overburden has been successfully used in canals and also in ports, where blasting is per-formed under water. The increased use of mining methods based upon long blastholes is a result of the development of equipment for drilling long straight holes. The most common mining method in Sweden is sub-level caving. Extensive research, with model tests, has been carried out in order to determine suit-able dimensions of drifts, sub-levels and drilling patterns. The results have been tried in practice and have given increased yield and less waste rock in hoisted ore.

THE most important improvements in copper metallurgy today are the advances in the art of leaching and electrical precipitation of copper from solution; the development of flotation processes; improvements in crushing and pulverizing machinery; the enlarged units of both reverberatory and .blast furnaces, together with the application of pulverized coal to both styles .of furnaces; the enlargement of' units for converting copper and the improving of the mechanical design of converter shells and equipment; the electrical precipitation of flue dust and fume from escaping gases.

The today status of air pollution control legislation and regulations can best be described as an exaggerated state of environmental limbo. The '70's began but one and one-half months ago yet it already has been very appropriately named "the decade of the environment." This certainly will be the decade for new legislation - new regulations and hopefully "Clean Air." Already Washington is faced with legislators playing "pollution politics" to the crowds. Students have redirected their efforts from Vietnam to the cleansing of the environment and everyone including the man on the street has become an environ¬mental expert. This is the decade we all face, but where are we today? Pollution is not a new problem. It has been with us for centuries and while much is left to be done, much has already been accomplished. I will try to make some comparisons of what I believe to be the good and bad points in the national air pollution control picture and hopefully will generate within each of you sufficient concern as to which comparisons are sound.
