"The Harricana-Turgeon belt (HTB) is a poorly known volcano sedimentary belt in the NW part of the Abitibi Sub-province; it includes the Matagami, Joutel, Brouillan and Casa-Berardi mining districts. The HTB is dominated by volcanic rocks, which covers 65% of its surface area, followed by sedimentary (18%) and plutonic (17%) rocks. It is also transected by numerous deformation zones located either at the contacts of volcano-sedimentary units and granitoid bodies or cross-cutting them. A preliminary geological synthesis shows that mineral deposits are associated with certain regional geologic elements.The volcano-sedimentary units are grouped here into twelve band-shaped lithotectonic domains, most of which extend for more than 150 km E-Win the HTB. Each domain is defined by lithologies and facies associations, and gradiometric and electromagnetic signatures.Eight domains are composed of basaltic or basaltic to komatiitic associations, interlayered with thin pelagic sediments, representing sub-marine lava plains. Two domains are composed of basaltic to rhyolitic associations that are interpreted as volcanic arcs formed by one or several central volcanic complexes.The sedimentary rocks are grouped into two lithotectonic domains. Each is composed of rhythmic sequences of turbiditic sandstone- siltstone-shale, Algoma-type banded iron formations and conglomerates bearing plutonic and volcanic pebbles. These three facies come partly from mass flow at the bottom of a slope in a moderately deep marine environment. In each domain, a conglomerate sandstone- siltstone sequence, containing poly genetic pebbles of local provenance, is similar to Timiskaming-type alluvial deposits.The nineteen granitoids, found within the HTB and at its border, belong to numerous petrographic suites, and have been grouped into four structural families: pre-tectonic, pre- to early-tectonic, syn- to late-tectonic, and late- to post- tectonic. The pre- to early-tectonic plutons are presumed to be sub-volcanic and are generaly associated with the volcanism of central complexes.The HTB mineral resources consist essentially of polymetallic (Cu-Zn-Ag-Au) and gold (Au-Ag) deposits. The polymetallic deposits are located exclusively in the two lithotectonic domains composed of basaltic to rhyolitic associations (Matagami-Brouillan and Joutel Raymond). All gold deposits are associated with deformation zones superimposed on lithotectonic domain contacts and highlighted by graphitic units. Most of the deposits are hosted in the Casa-Berardi and Douay deformationzones, located at the contact of the Cartwright basaltic to komatiitic domain and the Taibi sedimentary domain"

"Washington State's diverse geological setting is reflected by its several types of porphyry Cu-Mo deposits. All are associated with calc-alkaline intrusions, and they range in age from Jurassic to Miocene.The largest is the Mount Tolman Mo-Cu deposit located in the Omineca Belt. It contains 2.18 billion tonnes of material averaging 0.093% MoS2 and 0.09% Cu. There are intermediate-size Mesozoic deposits in the Intermontane Belt. The Cascade volcanic arc hosts small- to medium-Tertiary deposits. Among these, of particular interest is the Sunrise breccia pipe, which has been explored over a vertical distance of 1000 m. It contains reserves of 64.6 million tonnes averaging 0.319% Cu and 0.071% MoS2 with significant tungsten values. The Glacier Peak deposits have potential resources of 1.7 billion tonnes averaging 0.334% Cu and more than 0.015% MoS2 and also contain tungsten. The Margaret deposit can be classified as a porphyry Cu-Au type; it has reserves of 200 million tonnes averaging 0.434% Cu, 0.0175% MoS2> 0.27 g!t Au and 1.92 g!t Ag. Drill intercepts of the North Fork deposit also show significant gold values.Mineralization and hydrothermal alteration of these deposits are typical of porphyry deposits, although some differences can be noted. The Mount Tolman molybdenum deposit contains topaz alteration zones and is transitional between a plutonic type and a Climax-type molybdenum system. Other deposits, such as the Kelsey, Mazama, North Fork, and Margaret, are low-sulphide systems that contain significant amounts of magnetite."

"The major Archean gold deposits in the Red Lake greenstone belt, which have produced over 374 million grams of gold since 1930, occur near the top of the lower komatiitic to tholeiitic mafic to ultramafic metavolcanic sequence. The upper calc-alkalic mafic to felsic rocks form three discrete and separate ediftces overlymg this lower sequence.The gold deposits are classified according to their stratigraphic or lithologic associations into:1) mafic-volcanic-hosted deposits;2) felsic-intrusive-hosted deposits; and3) stratabound deposits.Group 1 and to a lesser extent Group 2 deposits occur within zones of alteration several square kilometres in extent. The nature of this pervasive alteration can be characterized by comparison of petrochemical data from the altered rocks and their fresher equivalents some distance away. The altered rocks have substantial addition of SiO2> CO2, K2O, As and Sb and subtraction of Na20, CaO, MgO and total Fe. Cr, Ni, Co and Zr appear to have been relatively immobile. Hydrothermal alteration and gold deposition probably accompanied early fumarolic activity and continued during subsequent deformation the metavolcanic sequence, with gold eventually being mobtltzed and concentrated into major vein structures to form the present orebodies. The smaller Group 2 deposits formed by emplacement of felsic intrusions into already altered, anomalously gold-bearing mafic metavolcanics, with the heat from the intrusions setting up parasitic hydrothermal systems which mobilized the gold and deposited it along with minor sulphides in fractures in the cooling intrusions."

This paper presents the results of ill situ horizontal stress measurements using a Minifrac system in several northern Appalachian coal mines. The effect of stress magnitude and orientation on longwall gate entry stability was analyzed using a series of three-dimensional finite element analyses. The best headgate stability is achieved if the maximum horizontal stress is aligned with the direction of longwall retreat or if the panel is oriented such that the maximum stress relaxes over the headgate due to the presence of the newly formed gob. The degree of horizontal stress damage to longwall gate entries depends largely on the stress magnitude and roof geology. Accurate assessments of support or design techniques which may mitigate longwall headgate or tailgate instability in areas of thinly laminated roof and high horizontal stresses must account for the in situ horizontal stress state and site specific roof geology. The ability to measure stresses and map geology is thus essential to prevent ground control failures at the longwall headgate.

The history of the rail and mining industry in Queensland over the past century is inseparable. Indeed it was mining that led to the construction of the line west from Townsville and that shaped its current alignment. The discovery of gold at Charters Towers started construction of the Great Northern Railway west from Townsville in 1879, with completion to Charters Towers in 1882. The line was extended to Hughenden in 1887 and to Cloncurry in 1907 - driven by copper mines both to the south west and the north west of Cloncurry. The mining industryÆs association with funding the construction of rail lines to service their individual mines began in this area when the Hampden and Mount Elliot mine companies agreed to pay 50 per cent of the cost of the line from Cloncurry. The line to Selwyn was completed in 1910. Copper mining saw the construction of many other rail lines in the Cloncurry area in the 1910 - 20 period before copper prices slumped. Included in these lines were the Malbon to Duchess line and the line to Kajabbi and beyond.

During the course of ground control evaluations conducted by the Mine Safety and Health Administration's Roof Control Division, a number of surface and underground coal mines were visited that exhibited instances of ground failure associated with joints. The evaluations were conducted over a broad geographic area, including the Appalachian Basin from Pennsylvania to Tennessee, and they documented that joints occur in a wide variety of mining conditions and exhibit a wide variety of characteristics. Despite minor local variability in orientations, the joints fit into a cohesive pattern when evaluated on a regional scale in context with the system of thrust faults that define the Alleghany Front. Joints documented for this study, together with joints in sandstone and coal and the trends of drag folds compiled from other studies, were plotted on regional maps using GIS software. The trends of joints, including those that could be described colloquially as "hill seams," were not only parallel to regional fault systems and local trends of drag folds, but were also parallel to the regional patterns of previously mapped joints in sandstone and coal. These observations indicate that the features referred to informally as "hill seams" are in fact joints formed in response to tectonic processes associated with regional deformation of the Cumberland-Allegheny Plateau. The 286-266 million-year-old age of regional deformation significantly pre-dates the time when the Cumberland-Allegheny Plateau was subjected to deeply incised stream valley erosion, which began 25 million years ago. This challenges an existing interpretation that "hill seams" represent local ·stress relief joints that formed when stream valley erosion removed confinement and allowed tensile failure of the rock. Although relaxation of confining stress can reasonably be expected to occur near outcrop, observations indicate that this results in the dilation of existing joints. This paper presents instances of ground failure associated with joints, discusses methods of mitigation, and recommends that the term "hill seam" be abandoned in technical communication because it simply refers to a kind of joint that may exhibit certain weathering and aperture characteristics.

THE registration badges gave out, there were not enough programs, the Pioneer Hotel's rooms were insufficient, and some hundred applicants for banquet tickets had to be turned down at the Institute's Regional Meeting in Tucson, Nov. 1-5. Minor inconveniences these, however, occasioned by the fact that, optimistic as they are in Arizona, about half again as many partook of the week's activities as were expected. For this, the local program committee can be blamed-both the technical and social features were too attractive in quantity and quality. Seriously speaking, though, the Institute has probably never had a more successful Regional Meeting than this one. It being the first that has been held in Arizona in 22 years, no effort was spared to make it the distinctive gathering that it was.

The competition between various options for the use of land is ever increasing. Commonly in Australia large tracts of land were un-encumbered by sweeping land use option limitations, but this situation has been rapidly altering in recent decades as governments are obliged to maximise the utility of the land for a broad range of competing interests. While the interests of miners have always been considered, the effects on limiting access to land for exploration and possible mining have not always been effectively incorporated into decision-making processes. As a result the challenge for national and state organisations representing these interests has been to develop a transparent process to allow for the mineral potential of an area to be systematically assessed and for information to be presented for use by specialists and non-specialists. Government agencies are called upon to implement government policy but also to provide accurate and meaningful advice which can assist in policy and land use decisions. Commonly timeframes are short and information can be less than complete. Nevertheless on-going decisions are made based upon the best available understanding. It is in this operational framework that the methods described in this paper are set. The paper describes a process for quickly and systematically providing advice on mineral potential for use by government agencies and ultimately the community within tight time and resource constraints. It is a method of combining the accumulated knowledge about mineral resources and their potential and presenting this information in an easily accessible form which can be used in a negotiation and policy development environment. Development of the method was undertaken to meet the needs of the Regional Forestry Agreement process in Australia. The method has been applied to study areas in New South Wales, Tasmania, Western Australia and elsewhere. Examples in this paper are taken from north eastern New South Wales.

"The name Barkc:rville district is applied loosely to the gold-bearing area around the historic town of Barkerville; the first mining camp in western Canada. The region is partly in the Cariboo mining division and partly in the Quesnel mining division. It contains two producing lode gold mines; the Cariboo Gold Quartz and the Island Mountain; and numerous other deposits. The regional structural pattern is outlined in this paper; the structural details of the producing mines are described in the papers that follow.The discovery of rich placer deposits in this district in 1860 was followed by the Cariboo gold rush. Placer mining in the area flourished until 1875 and then declined as the shallow diggings were exhausted, but important operations are still active. The total placer production amounts to about $50,000,000. An extraordinary number of quartz veins outcrop in the district, but many have only a small gold content. The miners soon recognized that the placer gold must have been derived from the erosion of these veins, and some directed their attention to the possibility of quartz mining. The erection of a 4stamp mill in 1876 was the first attempt at ore reduction in British Columbia, exclusive of arrastras. Efforts to mine the Cariboo lodes on a large scale were not successful, however, until 1933, when, due to the pertinacity of F. M. Wells and to the increased price of gold, the Cariboo Gold Quartz mine commenced production, followed by the Island Mountain mine in 1934. This success led to development work at many properties in the district, but the only ones that have reached production to date are the Columbia Tungstens, where scheelite has been mined intermittently since 1937, and the Cariboo Hudson, from which gold was produced in 1938 and 1939."

The Thompson-Moak Lake nickel belt lies along the root of a Precambrian mountain range of the island-arc or alpine type. This range coin-. cides with the boundary between the Superior and Churchill blocks of the Canadian Precambrian shield. The nickeliferous peridotites and nickel ores occur along a negative gravity strip, which also coincides with strong thrust faulting and the axis of greatest deformation of the mountain range. Similar structures and highly nickeliferous peridotites occur in present-day island arcs. Much of the belt is covered by Paleozoic rocks, but a length of 270 miles may be explored by present-day methods. Nickel deposits have been located along 60 miles of the belt. The length of the favorable structure and the size of the known deposits suggest that this will be one of the world's major nickel regions. The regional gravity anomalies, which consist of a branching negative strip bordered by two positive strips, are best explained by major warps of a crust consisting of a granitic and basaltic layer. The authors were retained by a proposed underground metals mine operation to evaluate the potential blast vibration amplitudes that could be generated at surface structures above the proposed mine. Literature reviews of published blasting documentation gave little information, data, or models on surface blast vibrations produced by underground mines. At the client’s request, the authors contacted a number of underground mining operations to evaluate interest in sharing blast vibration data with the authors so that the authors could develop an underground-to-surface blast vibration regression equation.

The logic of regression analysis as an operations research tool is critically examined, and a formal basis for its application to mining problems is developed. The traditional view of regression analysis as a statistical discipline does not provide an adequate basis for evaluating a regression model in a specific area such as ore reserve calculation or process control. In particular, the validity of the residual-sum-of-squares criterion is questioned, and the need for a criterion based on interpolative features of the model is emphasized. Strictly speaking, a regression model is statistically supported only at points at which observations are available, yet inferences are drawn with regard to a continuum. When considered as a mathematical function, therefore, the model is observationally defined only on a domain consisting of a finite number of points. Extension of this domain to an interval of the real line must be based on physical rather than statistical argument. Vector space and function theory concepts useful as a logical framework for a physically oriented problem analysis are discussed and their usefulness demonstrated in a practical problem.

"At the regrind or secondary grinding stages of metal ores, usually the concern about the energy efficiency is extremely important. In general, the specific energy consumption at this stage is higher than in the primary stages of grinding. In addition, it has been observed a tendency of finer grinding in the new projects of metallic ores, due to the finer mineral liberation, which leads to an increasing capital and operational costs. In Brazil, during the last 10 years, regrind P80 sizes of approximately 40 to 20 ?m have been necessary in all new iron and copper plants. The use of conventional ball mills, adequate for primary grinding, can result in low energy efficiency with products below a P80 of 50 ?m. This paper presents an overview of the regrind circuits in Brazil that operate with vertical mills and the results of industrial surveys at selected vertical mill circuits. Where possible, comparison is made between the plant results and the design criteria and laboratory regrind tests used for the mill sizing."

"Flotation of metal-organic precipitate in column is sensible to the hydrodynamic conditions determined by the diameter and the dispersion of rising bubbles. Thus, the dissipation energy in the system resulting of ratio between superficial fluid velocities (gas and feed) in the column is the main parameter for precipitate flotation in pilot or industrial scales. The suggested limiting factor is the aggregate stability under the turbulence created by the rising bubbles. The stability of precipitate is related to the structural organisation of aggregates, which determines the size distribution of particles during precipitation and flotation stages.Structural evolution of Mo precipitate and the destruction phenomenon were described by using of the various fractal dimensions. The fractal studies allow the detection of a structural scaled organisation of the precipitate flocs. The fractal dimension of the particle mass distribution Dm=1.94+/-0.15 suggests, for the floc structure, a cluster-cluster aggregation process either with restructuring or breakage phases.The destruction process, which occurs for the lowest values of the dissipation energy E (0.02 . 0.05 W/kg) was characterised by a fractal dimension Dg of size distribution. Besides, the destruction of floc produces very fine particles, and thus induces the difficulties of bubble-particle collision during the precipitate flotation in column."

Flotation is the dominant base metal extraction technique and it requires ore to be ground below the liberation size for effective recovery due to its dependence on mineral surface properties. For a poly-metallic ore, differential hardness of constituent minerals leads to over grinding of softer minerals before the harder minerals are fully liberated, which makes selection of a target grind size complex, and the complexity increases when treating leaner ores. Flotation recovery deteriorates above 100 and below 10 microns causing significant loses of valuable minerals in most flotation circuits. Although enhanced gravity concentration is known to be effective at recovering particles above 100 microns, which are difficult to hydro-dynamically transport, exploiting differential specific gravity for base metal separation was not an option in the past. This was partly due to the absence of high mass yield gravity techniques. The advent of continuous gravity concentrators with flexible mass yields, in the past two decades, has necessitated investigation of possible base metal applications. The Knelson CVD, one of the continuous discharge centrifugal concentrators, has an established application niche for sulphides associated with gold. However, its base metal applications have never been rigorously tested. Considering the dependence of flotation recovery on particle size, continuous discharge centrifugal concentration can be integrated in flotation circuits to capture flotation non-recoverable coarse particles. This paper explores how particle size, liberation and mineral hardness influence application of continuous centrifugal technology to regulate galena deportment in a polymetallic base metal plant. The results show that particle size affects galena recovery more than liberation. In view of these results, the CVD can be integrated in the primary grinding circuit to pre-concentrate the heavy sulphides at a coarser grind size with potential grinding energy savings.

Herein, the coal-based reduction was proposed to utilize the ferronickel slag of Jingchuan company. An excellent index with metallization rate of 99.22%, iron grade of 77.91%, and iron recovery of 92.79% was obtained at carbon addition coefficient 2.0, reduction temperature 1573 K, reduction time 60 min, the particle size of coal and ferronickel slag − 2.0 mm, and CaO content 15%. The 2FeO·SiO2 was reduced to Fe and SiO2 with the increase of temperature. The CaO could promote the reduction of iron oxide. Most of the sulfides (Fe, Cu, Co, and Ni) in the sulfonium were reduced to metal. The reduction degree increased with the reduction time and reduction temperature. The higher reduction temperature represented the higher peak value of reduction rate and the shorter time of reaching the peak value. The isothermal reduction process included three stages: early stage, middle stage, and late stage. The mechanism function were f(α) = 1/2(1 − α)3, f(α) = 3/2(1 − α)4/3[(1 − α)−1/3 − 1]− 1, and f(α) = 4(1 − α)[− ln(1 − α)]3/4, respectively. The activation energy of three stages was 183.498 kJ·mol−1, 420.077 kJ·mol−1, and 656.619 kJ·mol−1, respectively.

Introduction The mining industry has a poor public image. It is often perceived as a despoiler of the landscape and a polluter of the environment, and there is little recognition of societal needs for the raw materials and fuels that this industry produces. There are many reasons for this poor image, but an important one is that a substantial number of mining operations have caused significant damage to the environment. Many of these operations, particularly those that now are abandoned, continue to have an adverse impact, principally in the form of water pollution.1 In some cases, the damage caused by this pollution extends well beyond the immediate region around the mine. Chemical contamination of ground and surface waters can, and does, occur in nature when these waters flow through or over undisturbed, mineralized rock masses. However, the problem is greatly exacerbated by mining because the mining activities increase, by several orders of magnitude, the permeability and the surface area of rock that can be contacted by percolating water. Water flowing through either the mine workings or the waste rock dumps becomes contaminated. Pollution can also arise if leachate from tailings ponds enters either groundwater or surface waters. This leachate may contain chemicals used in processing the ore. The magnitude of the threat posed by mining wastes depends on the type of minerals in the deposit, and on the chemicals used to process the ore. The magnitude of the threat also depends on two other, site-specific factors. One is the volume of water flowing into the mine and through the dumps, which depends on rainfall patterns, topography, and whether the mine workings are surface or underground. The other is the proximity of the pollution source to groundwater or surface waters, which depends on both the climate and geology. These factors influence the concentration and the quantity of polluted water forming and reaching the receiving water. Mining activities present a potential problem of enormous scale. Vast amounts of rock are mined each year2 and, as noted above, substantial problems have arisen at some mine sites. These problems are usually exceedingly costly to address, and it is imperative that these mistakes not be repeated. There are indications that we can accomplish this goal; we now better understand the processes that cause pollution and have methods to prevent or contain it. In addition, in the past few decades society has started to recognize the need for all industries to operate in a manner that maximizes the health and safety of workers and the public and minimizes adverse environmental impacts. A variety of recently enacted federal and state laws regulating public health and environmental hazards reflect the increasing concern over these issues. Many statutes, such as the federal Clean Air Act and the Clean Water Act, encompass activities undertaken by the mining industry. Other laws, such as the Surface Mining Control and Reclamation Act, have been written to regulate specific hazards posed by this industry. At the present time, the federal government. through the Environmental Protection Agency (EPA), and several state governments, are preparing new regulations specifically tailored to control the disposal of mining wastes. Given the magnitude of the potential environmental and health risks posed by disposal of mining wastes and the regulatory costs to the mining industry (both of which are due to the tremendous volume of waste generated), it is especially important that regulators have a good understanding of the different types of mining wastes and the risks they are likely to pose in various geographic and climatic circumstances. Only then can a regulatory program be designed with suitable procedures and substantive criteria to protect the environment and ensure compliance, while avoiding unnecessary or wasteful expenditures. California has long enjoyed a large, active mining industry. Today it produces a wide range of mineral commodities. The revenue from production of non-fuel minerals in California ($2.85 billion in 1988) greatly exceeds that of any other state. About a third of this revenue is from the production of inert sand, gravel and crushed stone. However, the remainder is from the production of a wide range of materials. These include boron minerals, rare earths, asbestos, talc and pyrophyllite, and gold. In earlier decades, an even broader range of minerals was produced, including mercury, copper, lead, zinc, and barite. There are acute environmental problems at some of these early mine sites. Because in 1987 the state of California was engaged in a revision of its regulations for mining waste disposal, the legislature commissioned a study by researchers at the University of California at Berkeley to investigate and review: the magnitude of the problem posed by these wastes, • the best feasible control measures available for waste management and disposal, • the problems of abatement and cleanup at so-called "problem" mine sites, • the current regulations imposed on mining waste disposal by various federal, state, and local agencies and the effectiveness of these regulations. This paper summarizes the principal findings from this study (Mining Waste Study, 1988). The lessons from this investigation are likely to be of general interest because of the diversity of mineral products produced, and the wide range of geographic and climatic conditions encountered. The acute problems seen at some of the older mines are typical of the western United States, and teach useful lessons on strategies that should be implemented at new mines to prevent recurrences of these problems.

GENERAL In mid-1974, a representative of ARCO Petroleum Company walked into our Austin offices and asked for a permit for ARCO's first Clay West Mine site. This was the first in situ uranium mining permit issued in the United States. That initial permit, issued in January 1975, was for three acres. The four years since have been characterized by growth and change. Today there are 16 permits approved for approximately 1,540 production acres issued to five companies at eight sites in four counties. There are approximately seven additional permit applications being processed or on the verge of being submitted for an estimated 2,000 additional acres of production. As a rough gauge of the financial scope of this activity, at the typical 40 production wells per acre and an estimated $2,000/well, operators hale installed or committed $122 million for production wells. This does not account for the exploration and development wells installed to delineate the ore or the cost of processing facilities for extracting the uranium. HISTORY OF URANIUM MINING IN TEXAS Information I have concerning early in situ uranium mining activities is "sketchy" but the apparent first on-site test of in situ uranium mining was conducted between 1967 and 1971 at the Dueterstat site, north of Yorktown in Gonzales County, by City Service. Others ran tests at the Bruni site in Webb County and the Burns and Clay West sites in Live Oak County in the mid-70's. During this period, Texas Water Quality Board personnel in the central and district offices maintained a general surveillance of these various test activities. Regulation of in situ uranium mining was formalized with the issuance of a permit in January 1975 with the advent of ARCO's initial production scale (3 acre) effort in the Clay West area at the Moser mine site. Since 1975, the accelerating rate of mining and exploration activity is noticeable. There were 16 exploratory rigs operating early in 1977. This year, the rig count is averaging 46--a 287% increase. HISTORY OF LEGISLATION Paralleling this mining activity was state and federal legislation which subjected in situ mining to environmental regulation. The following is a brief chronology of the legislation that is directly or indirectly related to uranium mining. As most of you know, disposal wells are an integral part of most in situ uranium mines operating in Texas. They are used both during production and during aquifer restoration following production. The wells are regulated by the Texas Injection Well Act, enacted in 1961 by the Texas Legislature. In 1967, the Water Quality Act established the Texas Water Quality Board, and provided for the regulation of water quality by the so-called permit system. In 1969, the Solid Waste Act was enacted by the Texas Legislature. The legislation provides for control of wastes from manufacturing, mining, and agriculture. This Act regulated uranium surface mining activities until 1975 when the Texas Surface and Mining Reclamation Act placed responsibility with the Railroad Commission for uranium open-pit mining and surface mining of coal and lignite. In 1972, the Federal Water Pollution Control Act (Public Law 92-500) was passed. This legislation forms the legal base for the NPDES (National Pollutant Discharge Elimination System) and the subsequent point source effluent guidelines and standards. The November 6, 1975 issue of the Federal Register published interim final rules for Best Practical Treatment levels for effluent discharges from ore mining and dressing operations. Litigation was immediately initiated by eleven companies against these proposed rules, and they are currently being reconsidered for reissuance in 1979. In 1974, the Federal Safe Drinking Water Act (Public Law 93-523) was enacted. A part of this legislation is the Underground Injection Congrol Program. The regulations implementing this program have undergone various public hearings and it is expected that they will be published in the Federal Register before the end of 1978. In 1975, the Texas Surface Mining and Reclamation Act (Senate Bill 55), providing for the Railroad Commission's authority to require reclamation of surface mines, was passed. Regulations are needed to keep construction vibrations in tolerable limits. The existing regulations were developed for low-rise residential structures, but they are incorrectly used for different super and underground structures. The existing regulations cannot prevent most of harmful vibration effects on sensitive devices, people and structures from construction and industrial vibration sources. It is important to determine the areas of application of the existing regulations and bring attention to the necessity of measurement of the structural responses for assessment of vibration effects on structures. For multi-story residential, commercial and industrial buildings, the frequency-independent safe limit of 51 mm/s (2 in./s) can be chosen for the peak particle velocity of structural, not ground, vibrations. Specifications for construction operations with dynamic sources have to consider specifics of each construction site. Preventive measures can be used to mitigate harmful vibration effects on various structures and settlements in sand and clay soils.
