JOHN HAMRIC: Our next speakers are Richard Ghent, manager of environmental health and safety for CF Industries, Hardee Phosphate Complex, in Wauchula, Florida. Richard has 20 years' experience with environmental health and safety affairs. He has a bachelor of science degree from the University of South Carolina. With him is Daniel Warnock, who is supervisor of safety and training also at the Hardee Phosphate Complex. Daniel's experience is in safety programs and electrical training. Their presentation is "Regulations Versus Management Practice." RICHARD GHENT: Written procedures give structure to safety programs. At their best, they are brief and understandable to facility personnel and clearly identify roles and responsibilities. At worst, they attempt to recite the entire regulation they are intended to address. Some regulations, such as OHSA's Hazard Communication Standard, require employers to develop, implement, and maintain a written program. As written programs and procedures are developed, some basic questions arise: Is the program designed to achieve compliance with regulatory requirements or does management expect the program to go beyond compliance to some higher level of performance? Management may have difficulty in measuring and communicating performance expectations in safety. A facility with 4 million safe work hours does not suddenly become unsafe the day their safety record is broken. Generally, management expects safety programs to meet regulatory requirements and to protect the employer from enforcement actions and fines from regulatory agencies. Management also expects that safety programs will result in a safer work environment with fewer incidents, accidents, and near misses. But it is difficult to know when a safety program has succeeded. If the program is expected to go beyond compliance, what other standards should be included (e.g., ANSI standards, company management practices, lessons learned from inspections and audits, recommendations from safety committees, etc.) in the

INTRODUCTION Anyone familiar with the problems of hardrock mining will agree that the majority of the serious dangers present in mining are quite visible and obvious to any person reasonably familiar with the profession. Having unsecured, unscaled back over ones head, gives one a very good chance of ending up under a caved in mass of rock. Staying too close to a blast gives one almost a certainty of being hit by a flying rock. Too little oxygen in the air will very quickly lead to loss of consciousness and death. One walks only so much over deep, unsecured openings before he falls into them. It is because of this clear visibility of the conventional health and safety hazards that mining regulations in almost all jurisdictions world-wide are a more or less comprehensive collection of "shalls" and "must nots" of good common sense. When basic rules of common sense safe working practices are at stake, there is little room for dialogue and compromise. The mine inspector is then observing, during his inspection, how well the mine follows these common sense rules. RADIATION AS A HIDDEN DANGER Radiation in mines is a risk, the impact of which does not demonstrate itself immediately. It is first of all a potential risk. Two individuals exposed to identical radiation will almost certainly be effected differently, if at all. This is certainly true of exposures and doses one might encounter in the mines today. We hear very often the phrase: "there is very little known about the effects of radiation". It is one of the most misused and misunderstood half-true statements. I would doubt that there is any other carcinogen whose effects have been studied as extensively as the health effects of radiation. Where the statement is correct is regarding the knowledge of the quantitative assessment of the risk of low level radiation exposures. The reason for this uncertainty is that the magnitude of their health effect is very close to the health effects of natural radiation, cosmic radiation and the effects of other carcinogens such as industrial pollution, hydrocarbons from cars and other chemicals we have grown accustomed to using. As far as lung cancer is concerned, the effects of wide use of tobacco probably outperforms any other single substance. All this having been said, the bottom line is still unchanged. Radiation exposure, in most cases mainly radon daughter exposure, was and still is one of the health hazards of uranium mining and as such has to be controlled to the best of our ability. Various jurisdictions have adopted different approaches to the control of radiation exposures of uranium minemill workers. The following sections of this presentation will attempt to explain the regulatory approach taken in Canada. THE CANADIAN REGULATORY PHILOSOPHY As indicated earlier, the health effects of low level radiation are quantitatively not yet defined and no proven threshold of radiation exposure exists. The Atomic Energy Control Board's (the Board's) regulatory system is based on the basic assumption that there is no absolutely safe limit of radiation exposure below which there are no health effects. Theoretically we should therefore strive to reach zero exposure. It is obvious that this objective cannot be reached in real life. The objective of the regulatory process therefore has to be to achieve radiation exposures of the workers that are as low as reasonably achievable, social and economic factors taken into account. This, of course, is the internationally acclaimed ALARA principle put forward by the International Commission on Radiological Protection (ICRP). To avoid any misunderstanding it is worth emphasizing that the ALARA principle is applied to achieve exposures below the regulatory limits which must not be exceeded in normal operation of any nuclear facility including uranium mines and mills. The present regulatory limits for radiation exposures of atomic radiation workers are based on the recommendations of the ICRP and they are almost universally accepted. They should ensure that the risk from radiation exposure is not greater than the risk associated with working in a comparatively safe industry. Basically, there could be two extreme approaches to the regulation of uranium mining and milling. One extreme approach is to develop very extensive and detailed regulations and requirements covering all aspects of radiation protection. This is a somewhat autocratic approach to the regulatory process. This approach has two very serious shortcomings. If detailed requirements are set in regulations, due to the great variations of actual conditions at various mine-mill facilities, they have to be set as a compromise between the desirable requirements and those which could be met by practically all facilities. This approach takes away from the management of the facilities the initiative to strive for improved conditions. Requirements are spelled out in clear, understandable targets and the only worry of the management is to comply with these targets. One of the basic duties of management is to manage the operations in the most effective way with the maximum health and safety of the workers in mind.

In the last decades, the Chilean copper mining and metallurgical industry have had to modify their technological processes to meet the environmental regulations implemented by the Chilean government, and also to support the pressure of the public opinion. Thus, air quality standards for sulfur dioxide and particulate matter (primary and secondary), plans for reducing emission of arsenic by the Chilean copper smelters, effluents discharge limits, among others regulations were applied by the environmental agency. Additionally, agreements on cleaner production were carried out by mining sector and government. Now, a draft law on mine closure, and another on environmental mining wastes (abandoned mines) are being discussed by the authorities and the mining sector. In the context, production and environmental impacts in different ways to produce copper in the Chilean mining industry are reviewed and regulatory tendencies as well as abatement technologies today used are exposed and discussed in this presentation. Pyro, hydro and electrometallurgical processes employed and their current effluent and contaminants are presented showing various alternatives of treatment in the copper industry. An update of regulations established in Chile vis a vis copper production, with an especial attention to mine closure are also presented.

Solid EnergyÆs Wangaloa open cast coal mine was operated between 1945 - 1989, and remained closed and disused until 2001 when SENZ initiated a mine rehabilitation programme. It is nearing the final stages of physical and environmental rehabilitation, aimed at creating an aesthetically pleasing and useful landscape. The final goals of these efforts are to produce an area, which has recreational and educational value. SENZÆs holistic approach to rehabilitation has been undertaken, treating the entire historical mine footprint instead of focusing only on those disturbed areas and the minimum range of issues just to meet with legal compliance. Rehabilitation at the site has included overburden modification with an emphasis on stability, removal and replacement of unhealthy and invasive plant species, and an AgLime amendment to alter soil pH conditions, which would support native plant species. To date, most ongoing activities relate to final planting and plant upkeep, and maintenance of the landform including ongoing erosion control, pest control, environmental monitoring, and research. Environmental quality concerns at the site may be treated by using a combination of methods, including regrading and capping of acid-generating pyrites, soil treatment with AgLime, and passive wetland treatment within existing water courses. Following major works, the mine site area may be opened to the public for recreational activities, interpretive displays on historical mining activities, and observation and appreciation for otherwise unseen geological features. SENZÆs holistic approach to reclamation, rather than treating minor issues, will result in the former mine site being transformed into an asset and the environmental and financial liability associated with the closed mine being discharged. Former mine sites can be turned from environmental liabilities with no recreational or public value (and potentially dangerous to life) into sites that can be safely used by the public for recreational and educational purposes.

On January 5, 2012, the Mine Safety and Health Administration ordered the closure of the Silver Shaft, the primary underground access to Hecla?s Lucky Friday Mine, for removal of built up backfill material that accumulated over time on the shaft walls and furnishings. Lucky Friday and Cementation USA personnel worked quickly to identify the most effective means to get the mine back into production. The team developed a fast-track procurement and refurbishment plan utilizing shaft sinking winches, headframe modifications, a partial shaft sinking Galloway, and modified cages to not only complete clean-off of buildup, but also replace pipe brackets, shaft steel, and power and communications cables as needed in the 1,860 m (6,100 ft) deep shaft within 14 months.

This paper describes the planning mechanism and implementation of a progressive rehabilitation programme at Hunter Valley Mine in the Upper Hunter Valley of New South Wales. Hunter Valley Mine is a large open cut coal mine which produces approximately 7.0 million tonnes of coal (run of mine) annually for export. This production level involves the movement of some 60 million tonnes of waste and coal each year.The rehabilitation programme at Hunter Valley Mine has been developed to provide a combination of pasture, based on improved pasture species and timber belts to enhance the visual characteristics of the rehabilitated landform, whilst creating amenity in the form of shade for livestock.The operational philosophy for the rehabilitation programme is that of progressive rehabilitation. The best time to undertake rehabilitation is now.' As a result, planning for the rehabilitation programme is continuous, so that all site works are completed in time for vegetation establishment during the critical periods each year.

PT Freeport Indonesia’s Deep Ore Zone (DOZ) is a block cave mining operation that has been in production for 15 years. DOZ is located approximately 900 m below surface and has an average production rate of more than 5000 t/d. The footprint of the extraction level will ultimately be 900 m long and average more than 200 m wide. The undercut level is located 20 m above the extraction level.While developing Panel 1K on the northern portion of the extraction level, a major geotechnical problem was encountered when there was a change in lithology and an associated fault intersection. A large collapse of the hanging wall of the extraction level drifts occurred in the area of the fault intersection between February and March 2011. This was followed by a collapse of one of the undercut level drifts directly above the extraction level in May 2011.It was suggested that the best approach to mitigate risk during rehabilitation was to systematically open up the failed area under the protection of a steel set support system. To achieve this, approximately 60 t of grout was injected from the undercut level to fill the voids created when the rock mass between the two levels failed. A ground penetrating radar system was used to survey the condition of the rock mass between the two levels before and after the injection of grout. After the grout injection phase was completed to a satisfactory level of confidence, rehabilitation activities started on the extraction level by taking out the now consolidated material from inside the drift in 2 m advances from under steel sets initially constructed in secured ground.Controlled blasting was the key aspect to the success of the initiative to open up just enough of the drift to systematically support the rock mass before the next set was installed. The systematic support consisted of in-cycle shotcrete sprayed over mesh pinned to the exposed rock, as effectively as possible, with splitsets before spiling the next advance’s protection canopy with rebar. Once secure, a combination of steel set and pumped concrete was installed as the final support. The Rawah Ditch is a mountainous water supply diversion which supplies Larimer County, Colorado with water since 1903. The ditch includes two historic tunnels excavated by drill and blast through a gneissic rock buttress. Both rock tunnels were failing with annual convergence. After a snowshoe-accessed eld investigation, nite element modeling, and an alternatives analysis, a diameter DE pipe was inserted within each tunnel and the annulus lled. The proect was implemented in an Alternative Delivery contract lasting ve months from eld investigation through procurement and construction.

"Since ancient times, storing and conveying water via underground water systems and tunnels has been touted for its strategic advantages. Underground cisterns and tunnels assured protection of essential fresh water supplies from man made contamination and especially from enemies who would gain an advantage by disrupting an adversary’s water supply in a siege. Modern day engineers do not usually specify tunnels for reasons of avoiding deliberate contamination or siege — however, they are just as enamored with the idea of building tunnels for water conveyances.Such was the case for the San Francisco Public Utilities Commission (SFPUC). The SFPUC provides drinking water to 2.6 million residential, commercial and industrial customers in the San Francisco Bay Area. The SFPUC’s water system includes 257 km (160 miles) of transmission pipelines and tunnels from the SFPUC’s largest reservoir, the Hetch Hetchy Reservoir inside Yosemite National Park, to San Francisco. About 129 km (80 miles) of the system consist of tunnels. A 30-km (19-mile) section of the tunnel network, called the Mountain Tunnel, was thought to be at risk of a catastrophic failure in its concrete-lined section of 18 km (11 miles). For much of the project planning process, a new replacement tunnel was presumed to be required according to the tunnel planners.Originally constructed between 1917 and 1925, the Mountain Tunnel has been in continuous service since 1925. The 30-km (19-mile) tunnel is located downstream of the Hetch Hetchy Reservoir water source in Yosemite National Park, between the Early Intake and Priest Reservoir (Fig. 1). Approximately 18 km (11 miles) of the tunnel is lined with unreinforced concrete. Though the condition of the tunnel was being monitored through water sampling and periodic inspections, there was growing concern that the tunnel lining was at risk of a partial collapse that could interrupt water delivery for up to nine months. The SFPUC was faced with a decision to construct a new bypass tunnel to replace the lined section of the Mountain Tunnel or to rehabilitate the existing tunnel."

Since AlphaGo defeated the best human player in the game of Go in 2016 - something thought to be an impossible achievement - machine learning, deep learning and reinforcement learning have caught the attention of scientists, the media and the general public alike. This recent development in machine learning (let us remember that neural networks have been available for decades now) opens new possibilities in the areas of modelling and process control. However, little has been reported in the minerals processing industry about these new possibilities and opportunities. This paper presents and introduces the topic of reinforcement learning and the different platforms that allow its implementation. The paper shows the consequences of using reinforcement learning for the specific area of process control and optimisation. As an example, the authors present the use of reinforcement learning for the control of a SAG mill closed with a pebble crusher using industrial data from an operation. A comparison with advanced model-based process control is provided, showing the benefits and shortcomings of reinforcement learning as a new control and optimisation technique. The influence of partially replacing cement with marble waste on the workability and compressive strength of concrete bricks was investigated. Three replacement percentages, 10%, 20% and 30% weight marble waste, were used with different curing times of 7, 14 and 28 days. Two specimens were prepared for each percentage and curing time. For this study, marble powder from the Mining House Company in Saudi Arabia was used. It was observed that the replacement of cement in Concrete brick with marble waste enhanced the loading strength and the workability of the prepared concrete bricks. It was also observed that 20% replacement of cement with marble waste was the best replacement percentage compared to the other replacement percentages tested. Marble waste from manufacturing companies, either in powder, sludge or slab form, has negative impacts on the environment. In contrast, reusing marble waste has both economic benefits (i.e., selling the marble waste) and lessening the need for raw resources.

"It is widely known that steel made from iron ore pellets high in phosphorus is brittle. Removal of phosphorus from iron ores such as hematite has proven to be difficult. The majority of research on phosphorus removal from hematite ores has been focused on flotation. The purpose of this study was to assess phosphorus distribution under current operations at an existing hematite concentrator and determine how efficient the plant is at removing phosphorus. Objectives included: (1) Perform a phosphorus balance at an operating plant to assess phosphorus distribution under current operations; (2) Determine phosphorus removal efficiency of each separating unit and (3) Perform a quantitative liberation analysis to determine max phosphorus removal by physical means. Liberation was quantitatively determined using wet high intensity magnetic separation (WHIMS) to separate iron ore from liberated apatite (and other nonmagnetic compounds).It was observed that 61.2% of the total phosphorus entering Plant F was rejected during current operations. The desliming process was the most efficient step at removing phosphorus (45.1% P removed), whereas the flotation step was much less effective (16.1% P removed). Liberation analyses indicated that the deslime thickener may have been more efficient at removing phosphorus than the flotation circuit due to the greater abundance of liberated phosphorus in the deslime thickener feed. The scavenger returns stream was identified as having a high concentration of phosphorus and a possible point of phosphorus removal. However, liberation analyses indicated that only 32.4% of the total phosphorus in the stream was liberated. Grinding the scavenger returns to 80% passing 5.2 µm increased the amount of liberated phosphorus in the stream to 70.4%."

Melting has become a popular pre-treatment method for municipal solid waste (MSW) incineration residues in Japan. Although the method is effective in stabilizing the hazardous organic sub-stances such as dioxin, it concentrates the heavy metals such as Zn, Pb, Cu, and Cd in a newly formed fly ash (melting fly ash). Melting fly ash is classified as a hazardous waste because of the leaching potential of these heavy metals in landfill environment. Extraction and recovery of these metals seem to be more environmentally and economically attractive than disposing the material to landfill after immobilization process. This study proposes a Carrier-in-Pulp (CIP) method as a new hydrometallurgical route to reject and recover heavy metals from fly ash. In this method, a carrier material which recovers the extracted metals is added simultaneously with fly ash to leaching solutions and is harvested from the pulp by physical separation method like magnetic separation or sieving. To demonstrate the effect of CIP method, shaking flask experiments were conducted under various conditions using NaCl solution as lixiviant and iron powder or granular activated carbon as carrier materials. In the CIP method using iron powder, more than 97 wt% of Pb and Zn were extracted from the ash to the solution phase. However, the iron powder which was harvested from the pulp by magnetic separation, recovered only Pb (more than 94%) through cementation, leaving behind Zn ions in the solution phase. Due to this problem, granular activated carbon (GAC) was considered as an alternative carrier material. Single- and multi-metal adsorption experiments using granular activated carbon were conducted as a preliminary study. Around 85% Pb and 88% Zn were recovered by GAC in the single-metal adsorption experiment, while 60% Pb and 70% Zn in the multi-metal experiment. These results showed that activated carbon was superior to the iron powder since it was able to recover both Pb and Zn through adsorption. The leaching test conducted on the residue after the CIP-Fe treatment revealed that the solubilisation of Pb was successfully suppressed to meet landfilling guidelines.

MINERAL production in almost all European countries suffered a sharp setback because of the war. Plants were damaged, transportation facilities disrupted, and labor dispersed and demoralized. Since the war, due to lack of confidence and economic stability, there has been little incentive to rebuild and expand the mineral industries even though a big demand at high prices exists for mineral products. Most mining and metallurgical companies in Europe hesitate to invest their capital because of the tendency towards nationalizing industry, high taxes, and low output of labor, as well as the deficiency of mine supplies and equipment within their countries. In short, they do not have faith in the future, and for these same reasons and fears most of the mining companies in America will not risk capital investment in Europe. In Europe, including the United Kingdom, free enterprise has been losing ground and as a result the foundation of their economic welfare is being undermined. American mining interests willing to take the initiative could help in counteracting this influence if a way were found for them to co-operate with the European producer without too great a risk.

The commonly accepted genetic theories of Pilbara iron ores and Woodie Woodie manganese ores have often presented them as quite unique. This apparent uniqueness is not confined to just iron and manganese, but is also seen in gold and copper deposits in Western Australia. The published material on iron and manganese ores would seem to have either a quite complicated genesis or none at all. An alternate theory for the origin of these deposits is presented which involves a protore with simple oxidation and pH controls with hydrothermal fluid sources from the diagenesis and dewatering of the underlying strata. This theory explains the distribution, thinning, cold dolerites and very high concentrations of deleterious minerals observed in these deposits. This genesis system is also related to the systems that deposit hydrothermal gold and copper in sediments in the region.This paper presents the author’s observations, sampling and mapping after several decades studying and exploring for the minerals in Australia and locations overseas. All of these theories were developed with (or in spite of!) the guidance of Mal Kneeshaw, but would never have seen the light of day without him and the others presenting here. It is not what I would call scientifically polished, and possibly deserves more detailed studies; it is, however, presented as a discussion paper.CITATION:Schwann, P B, 2015. Over the past few decades the carbon intensity of ironmaking and steelmaking has been reduced considerably through improved efficiency in blast furnace ironmaking, partial replacement of coke with less carbon-intensive fuels, and increased use of scrap and direct-reduced iron in steelmaking. To evaluate possible further reductions in carbon intensity accurate process information is needed. A preliminary test of the fidelity of publicly reported data as a source of process information is reported here. The sources are industry roundups of electric furnace furnace steelmaking and blast furnace ironmaking (published by the Association for Iron and Steelmaking Technology), and data recorded by the Environmental Protection Agency under the US Greenhouse Gas Reporting Program. From a comparison for an integrated steelmaking plant and an electric furnace furnace plant, it appears that the values from the two data sources are consistent. The comparison does rely on process details such as the quantitative relationship between injected oxygen and carbon emissions in electric furnace steelmaking.

"MANGOTE Surface oxidizied mine is a gold-bearing deposit in Congo's Mai-Ndombe Province. In the past decades, the ore has been exploited in a crude way by local farmers, which directly causes the severe processing difficulty and lack of economy of cyanide leaching. Hunan Research Institute for Non-ferrous metals (HRIM) is currently investigating options to recover gold through understanding the mineralogical characteristics of MANGOTE surface oxidized ore. Chemical analysis , X-ray diffraction(XRD) and Quantitative Evaluation of Minerals by SCANing electron microscopy (QEMSCAN ) were conducted on samples from mine site. The bulk analysis results showed that gold separation of gold from gangue minerals was feasible after grinding the ore samples to 86.53% -74µm and adjusting the pulp specific weight at 100g/L, and gravity separation was conducted with using spiral chute after grading of fine particles. The research results highlight relationship between mineralogical characteristics of abandoned ore and economy of comprehensive utilization that might be directive experience to similar cases. INTRODUCTION The occurrence state of gold in natural gold minerals determines the basic recovery and recovery effect of gold(Komnitsas, C., & Pooley, F. D. 1989). The occurrence of gold in the ore refers to the form of gold in the ore.Generally the existing state of gold can be divided into four major categories according to the viewpoint of the dispersion system: independent minerals and gold, a coarse dispersed system;colloidal gold, a colloidal dispersion; solid solution gold, is atomic ion dispersion; adsorptive gold, according to the adsorbed particle is the micelle or ion, respectively is a colloidal dispersion or ion dispersion(Mao, S. D., & Yang, R. S. 2009; Liu, J. J. et al. 2007; Horisberger, M., & Rosset, J. 1977; Li, Y., & Audétat, A. 2013).With the increasing technology of comprehensive utilization of resources,varied plants can now process different gold ores with various occurrence states(Neesse, T. 2014; 7. Ogundare. et al.2014)."

Carbonaceous sedimentary rocks are abundant in the upper part of the caldera or maar that hosts the Puebio Viejo Au-Ag district, and much of the Moore sulfide zone is in these rocks. These rocks are thinly layered and contain scattered plant remains and variable amounts of volcaniclastic debris and pyrite. The carbonaceous matter in the sediments yields no X-ray diffraction pattern and is not graphite. It has C/N ratios of 4 to 10, and &13C values of about -25 per mil, which indicate that it is dominantly of marine organic origin and partly degraded. Atomic S/C ratios in the unmineralized part of the carbonaceous rocks have a median of about 1.2, much higher than most similar unmineralized rocks, reflecting not only the abundance of pyrite in the sediments, but also the fact that the organic material contains several percent sulfur. Extracts from the organic material indicate that it is thermally mature and that it reacted with the hydrothermal solutions. Atomic S/C ratios in the mineralized carbonaceous rocks are generally higher than those in unmineralized carbonaceous rocks, ranging to values of 5 and more. These differences indicate that significant amounts of carbon were consumed by the reduction of sulfate and metal chloride complexes in the mineralizing fluids as they passed through the carbonaceous sediments. Direct reaction between organic material and ferrous chloride-bearing, acid-sulfate hydrothermal solutions probably caused continuous deposition of pyrite during this period. Intermittent deposition of gold from chloride complexes by the same reaction was probably facilitated by boiling or C02 effervescence.
