"The paper describes current 'tools' available to the coal preparation engineer for carrying out the evaluation of data, process design, selection of equipment and layout and design of coal preparation plants.Laboratory and pilot-scale equipment is widely available and test data can be used to provide valuable design information regarding capacities and sizing for specific applications. Pilot plants, unless they fit closely to the basic design envisaged for the eventual commercial plant, C(In often provide only limited useful information.Computing aids such as equipment simulation, plant modelling, etc. are becoming widely applied for establishing design criteria and investigating flowsheet options . Other computer tools such as computer-aided design systems are taking over some of the time-consuming tasks of detailed layout and design and estimation of quantities, etc. and providing the means for detailed examination of more than a single option.Besides computer modelling there is also physical modelling of plant buildings, plant sites and entire proposed mining areas; the former can be especially useful in finalizing design and threading' pipework and electrical reticulation systems through the plant without the resultant risk of impairment of flow, obstruction or wastefulness. Not the least of the benefits of plant models is the assistance provided for training new operating and maintenance staff."

"The Collieries Research Laboratory of the Chamber of Mines of South Africa is developing a coherent system of programs to aid in the full spectrum of activities arising in the planning of new as well as operating mining enterprises. It is the purpose of this paper to describe the design and application of two subsystems in the complex.One of these subsystems is an initial version of a production simulator. This program draws upon a model of a mining enterprise and simulates the operational and financial aspects of a set of alternative mine production plans.These plans are specified in terms of proposed sequences of operations. Details such as reserves, production rates, resource requirements and so on, are taken from the model.Physically, the model takes the form of a cross-referenced data base, maintained by means of a general file maintenance system which is another subsystem described.The paper concludes with a description and analysis of the first practical application of the two programs."

MORE than 2500 members of the AIME from all sections of the U. S., Canada, Central and South America are expected to attend the 175th General Meeting scheduled for Los Angeles Feb. 16 to 21, 1953. The Southern California Section will be host for the meeting. It will be the first time the Annual Meeting has been held in Los Angeles. In keeping with the historic nature of the event, headquarters will be the fabulous Statler Hotel, recently opened in downtown Los Angeles. Meeting plans are under the direction of Henry T. Mudd, General Chairman, assisted by members of the Southern California Section, headed by Basil P. Kantzer. The annual business meeting is scheduled to be held Tuesday, February 17, at the Statler Hotel, at 4 pm. Minerals Beneficiation Div. has planned a very important program, with 10 technical sessions, the famous Scotch Breakfast, divisional luncheon, and participation in the Mining Branch and All-Institute activities. The MBD business meeting is set for the morning of Feb. 16, 1953.

With proud humility and keen anticipation, I accepted the office of President of the Institute one year ago, and it is with a great deal of pride in you-our membership that I make this report. You are the reason for a productive and prosperous year for AIME. Superior, good or satisfactory results were experienced in 1978 from almost everything we did as a leading engineering technical society. I recognize and pay tribute to the WAAIME organization. Their work is vital to our efforts, and their programs have proven effective. WAAIME can depend upon our continuing support.

Professor Miklos Salamon, Research Adviser to the Chamber of Mines of South Africa, has won the Rock Mechanics Award for 1983 of the American Institute of Mining, Metallurgical and Petroleum Engineers 'for applications of analysis to many varied practical mine design problems’. June was the month in which AIME was founded in the year of 1871. For some reason, February was selected as the month for the legal Annual Meeting. One can't help thinking wistfully of Annual Meetings in June but of course this is not the reality. Because the Centennial Ceremonies are taking place in February, that month has been chosen as the one in which MINING ENGINEERING, the monthly magazine of the Society of Mining Engineers, a constituent society of AIME, is publishing its Commemorative is- sue to celebrate the event. SME and ME take a proprietary air about AIME. This is mostly because AIME started as the American Institute of Mining Engineers. Metallurgy was added to the name in 1919 and Petroleum in 1956. The official abbreviation of "AIME" has been retained, however.

Plans for the fall meeting of the AIME, to be held in conjunction with the Centennial of Engineering -marking the 100th anniversary of the Society of Civil Engineers-indicate that the Chicago gathering will be one of the most significant in Institute history. Headquarters for the six divisions represented will be the Palmer House. Twenty technical sessions will be held from September 3 to 6, with papers of industry-wide impact to be presented. The papers will follow the theme of the celebration-a century of engineering progress. The MBD will start the ball rolling with morning and afternoon sessions Thursday, September 4. A luncheon also will be held. MBD has scheduled morning and afternoon sessions for the following day as well. MGGD, Iron and Steel, and the Coal Div., will hold sessions Friday afternoon. The Industrial Minerals Div. plans an executive meeting, 5 pm, Friday. Geology Subdivision is slated for morning and afternoon sessions Saturday. The Coal Div. will meet again Saturday morning.

As Edward E. Runyan, 1983 AIME President, in an interview excerpt in ME, June, p. 607, stated, "...the AIME Transition Committee has recom¬mended to the AIME Board that each Constituent Society be allowed the option of separate incorporation, whereby each could become its own separate legal entity." Background The American Institute of Mining Engineers (AIME) was formed in 1871 by 22 engineers in Wilkes-Barre, PA. Although originally a mining organization, it became a home for metallurgists, iron and steel industry people, and for the individuals in the expanding petroleum engineering profession. There are now four Constituent Societies: Society of Mining Engineers, located in Littleton, CO, 29,000 members; Society of Petroleum Engineers, located in Dallas, TX, 47,500 members; The Metallurgical Society, located in Warrendale, PA, 10,000 members; and Iron and Steel Society, located in Warrendale, PA, 6,500 members. Each of the four groups has grown and continues to serve the specific and/or diverse needs of its membership. As the needs and requirements of their industries and professions change, each of the Societies has perceived and initiated programs that serve their constituency rather than AIME as a whole. Therefore, each Society has recognized an increasing need for autonomy to better augment their own programs. An AIME Ad Hoc Transition Committee, with Robert Merrill, AIME Past President, as chairman, made a number of recommendations pertaining to AIME operations that were approved in October 1982 by the AIME Board of Directors. One of the recommendations was to endorse separate incorporation of the Constituent Societies on an individual-society-option basis. The AIME Board commissioned a task force of Constituent Society representatives to develop specific revisions to the AIME Certificate of Incorporation and the AIME Constitution and Bylaws. This was done to allow separate incorporation and to reflect the decentralized structure of the Institute. The SME-AIME Board of Directors subsequently approved the recommendation of SME Working Party #69 that SME pursue separate incorporation. Meanwhile, Working Party #69 continues to work with the other Constituent Societies and with the AIME Task Force on Reorganization to determine the form and substance of the separate incorporation. Why Incorporate? George Webster in The Law of Associations quoted Chief Justice Marshall's (1819) definition of corporation as: "A corporation is an artificial being, invisible, intangible, and existing only in contemplation of law. Being the mere creature of law, it possesses only those properties which the charter of its creation confers upon it, either expressly or as incidental to its very existence. These are such as are supposed best calculated to effect the object for which it was created." SME-AIME attorneys, Davis, Graham & Stubbs, have pointed out that the status of an organization operating as an unincorporated association is always unclear. At present, SME-AIME administers assets of almost $3.5 million (mainly property and inventory) but technical ownership and ability to enter into contractual relationships resides with AIME. However, the operation appears to outsiders (particularly those with whom SME-AIME does business) to be an independent operation which would be expected to be a legal entity in its own right. Advantages of Incorporation Liability. Because of legal ownership by AIME of all assets of the Constituent Societies, those assets are subject to the claims of any of the creditors of AIME or any of its constituent parts (i.e., the other societies). Liabilities can be those usually encountered in business but also encompass special risks, which could develop if there were a careless and erroneous publication of material that might be used in practice or if standards are improperly established. Membership at the end of the year 1951 was 19,711 including 2228 Student Associates. The data in the third column include these Student Associates. 1. This includes all the cash dues income received from new and old members of all grades. 2. All cash initiation fees received. 3. Net income received from advertising in the three journals. The figure was $72,273, for MINING ENGINEERING; $39,844 for the JOURNAL OF METALS; and $31,564 for the JOURNAL OF PETROLEUM TECHNOLOGY. Income in 1950 was $54,572, $30,390, and $18,443 from these sources, respectively. 4. Receipts from individual sales, nonmember subscriptions, and multiple subscriptions of members. 5. Includes Transactions volumes and the Petroleum Statistics volume. 6. Sales of all other printed matter except special volumes sponsored by certain Funds. Includes a considerable sale of preprints and reprints of technical papers. 7. Does not include dividends and interest from certain Funds whose income reverts to those Funds. 8. Miscellaneous income not included in any of the above categories. 9. The total income compares with $493,197 -in 1950, an increase of $29000.

The technical program includes meetings of all divisions of all three branches, Mining, Metals, and Petroleum. The bulk of the technical sessions will be held at the Statler Hotel, and the annual banquet will be held at the Waldorf-Astoria, Wednesday evening, February 20. The technical program of the Mining Branch activities is included in this issue. While it is not complete in every detail, it shows general interest groupings as well as subjects to be discussed. The program for each division is shown separately to facilitate following the activities of these special interest groups. Then, after a full scale and possibly somewhat strenuous technical meeting, a post-meeting feature will appeal to many of the members. A restful cruise to Bermuda and Nassau is offered at special rates to AIME members and friends. The schedule is a 3:00 pm departure from New York on the Queen of Bermuda on Saturday, February 23; arrival at Bermuda at 7:00 am Monday, February 25; arrival at Nassau at noon, Wednesday, February 27; and the trip ending again in New York at 9:00 am, Saturday, March 1. Rates begin at $202.10 per person, with higher rates depending upon accomodations desired. The base rate includes outside room with private bath and all meals, as well as Federal, Bermuda and Nassau taxes. Reservations for the trip should be made immediately through Leon V. A 2-year moratorium on accreditation of curricula bearing new designations has been declared by Engineers' Council for Professional Development at its Executive Committee meeting on July 29, 1952. Reason: a more definitive description of what the contents of a curriculum should include to be appropriately designated as "engineering" is needed. This action was brought on by the Committee of Evaluation of the American Society of Engineering Education which had become perturbed over the extension of the name "engineering" to numerous fringe curricula. The 2-year period will permit time for the Committee on Evaluation to study the question and make a recommendation for further action by ECPD. ECPD action also provided that the following curricula should only be given provisional accreditation for one year upon either inspection or reinspection; such provisional accreditation to be extended annually for not more than two successive years pending the report: Engineering Physics, Engineering Mechanics, Geological Engineering, Geophysical Engineering, and Textile Engineering. There are 22 such curricula now accredited.

The Industrial Minerals div. has been forging ahead in formulating a program for the February Annual Meeting in Los Angeles. Several papers have been listed and more are being worked into the program. For the cement, lime and gypsum part of the sessions, papers on Gypsum in the Aircraft Industry, Geology of San Marcos Island Gypsum Deposit, and Status of New Dry Rotary Blast Hole Drills, are expected. The Chemical Raw Materials sessions will feature a symposium on potash, with 13 papers as the anticipated number to be presented. Airborne and Ground Magnetometer Work has been suggested. Eight papers have been set for Mining Geology, Four papers, Mining Phosphate Rock, Idaho Phosphorous, and Geology of Carlsbad Potash and Geology of Pearlite will be on the program. Sessions on Dimension stone and slate have been tentatively worked out with papers on Geologic Factors Affecting the Dimension Stone Industry of California, A Quarter Century of Granite Quarrying in Massachusetts, Rock Bursting and Other Geologic Problems in the Granite Quarries of Barre, Vt., Quarry Practices in the Indiana Building Stone Industry, Stratigraphy and Composition of the Salem Limestone, and Dimension Stone in the U. S. in 1952. The Rare Minerals Committee is aiming for six papers with two papers now definitely on the program.

Los Angeles may well be host to one of the most historic gatherings of AIME members Feb. 16 to 19, 1953, when the 175th General Meeting is scheduled to take place. Plans in the formulative stage indicate that the meeting will be one of the largest ever held by AIME. Headquarters will be the Hotel Statler, now nearing completion of construction. The hotel will be one of the most modern hostelries of the century. The first technical session, of which there will be more than 75, will take place Monday, February 16. Mineral Industries Education Div. and the Board of Directors meet Sunday, February 15. Sessions will end with a meeting of the Council of Section Delegates on Thursday. Deadline for papers that may be preprinted for presentation at the meeting is Sept. 15, 1952. However, division program committees may list papers for presentation after that date if they choose. Various committees are engaged in formulating final plans for the meeting. Developments will be announced as progress is made.
