"In recent years, an increasing number of mines in mountainous terrain have examined the possibility of placing mine waste rock into stream valleys. Pressure to utilize stream valleys as a primary location for waste disposal has increased at many of the mines currently under development or expansion. As the number of environmentally and economically ideal wastedumping sites is limited, consideration must be given to utilization of stream valleys. This raises concerns about maintaining water quality in streams passing through or beneath the dumps and potential detrimental effects to dump stability. Commonly, the flows in the streams tend to be flashy, reflecting localized intense storms and rapid runoff in steep-sided slopes within the watershed. These conditions pertain particularly to British Columbia, which is characterized by mountainous terrain and periodically intense precipitation events.The method of conveying flow through a waste dump depends on a number of geotechnical and hydrological factors, including the size, durability and transmissivity of the rock and the design stream flood flow. This paper describes the approach to the design of waste dumps in stream valfeys developed at several mines in British Columbia."

Successful design, operation and completion of a surface waste management facility for a diamond mine located in Canada?s northern environment requires careful planning to minimize short and long term environmental impacts. As part of the mine development application process, best practice standards were applied using conventional engineering to reduce the environmental effects of the mine waste facility at the Snap Lake Diamond Project. This paper presents the design criteria, site conditions, material characteristics and engineering management objectives considered for optimization of the development plan. Insight into the engineering analyses, development alternatives, monitoring program and reclamation strategy plan to be undertaken during mine operations to provide opportunity for adaptive management and to minimize environmental impacts is provided.

"Mine waste storages including tailings dams and waste rock dumps represent arguably the biggest risk on a mine site from both physical and geochemical viewpoints, related firstly to structural stability and the consequences of failure and secondly from potential on-going seepage or run-off of acid and metalliferous drainage (AMD). The risks are most likely to increase during operations and continue through the closure and post-closure phases, with the waste storages likely to be the most difficult features to resolve in the mine closure process. Contaminated water quality from tailings dams and waste rock dumps can require treatment "in perpetuity" at a cost of hundreds of millions of dollars. The problem is increasing with ever larger mine operations and waste generation volumes. This paper identifies leading practice methodologies in planning and operating mines and process plants to minimise the risks from tailings storages and how this might also affect waste rock management and even the design of mine excavations. These methodologies require a "big-picture" approach to develop an understanding of the overall issues and identify synergies between the different operational areas on a mine site that can reduce overall risk. With a conservative approach and realistic allowance for future costs it is possible to facilitate decisions at the mine planning stage that can reduce risk and save cost over the long term. This is in contrast to the common approach where each operational area is looking to minimise its own costs with a short-term view. Incorrect mine methodologies can be developed by allowing net present value (NPV) accounting methods to trivialise future closure issues.Methodologies discussed include: Integrated Waste Management - Significant structural improvements to tailings dams can be achieved if the structures can be incorporated into the waste rock dumps. Risk of AMD can also be reduced by utilising the tailings and waste rock effectively. This could go even further to consider the placement of wastes to limit mine void environmental issues; Process Optimisation - Water quality and the nature of potential tailings dam structures can be highly influenced by the geo-chemistry of the tailings. This can be modified by processing, where simple changes such as maintaining separate streams of geo-chemically different tailings rather than recombining them or by initiating further processing to remove problematic minerals such as sulphides; Enhancing Geophysical Properties - The geochemical performance of waste repositories can be greatly influenced by the geophysical properties of the stored materials, particularly the air-water characteristics, which are influenced by particle size, density and permeability. The geotechnical properties can be enhanced by strategic paddock dumping, blending and compaction.These methodologies are demonstrated by case histories.CITATION:Brett, D, 2013. A better understanding of the hydrogeology within mine waste rock and cover systems is essential for the quantification, prediction and prevention of metals loading to the environment surrounding waste rock piles. The effect of surface condition on the internal flow mechanisms within an intermediate-scale constructed waste rock pile is being investigated at the Cluff Lake Mine, Saskatchewan. Changes in the water balance, the outflow distribution and water residence time have been observed in the waste rock pile following successive modifications of the surface condition. The three year old, run of mine, free-dumped surface was ripped to a depth of 30 cm to 40 cm, and levelled in October of 2001. In August 2002, a 10 cm to 15 cm cover of compacted waste rock was placed on the pile. Outflow, precipitation and run-off data collected during natural and artificial rainfall events have been used to quantify the maximum infiltration rate, and the spatial pattern of discharge and cumulative volume of water that infiltrated into the waste rock under each surface condition. Infiltration data together with the outflow data provide a basis to address the residence time of water within waste rock and the dominant flow mechanisms for different surface conditions. With a free dump surface spatially distinct wetting fronts are observed at the base of the pile that vary in flow rate by an order of magnitude (measured at a 2 m by 2 m scale) and in time by up to a week. Following ripping and levelling, similar cumulative outflows were observed, but the magnitude and arrival time of wetting fronts changed across the pile. A decrease in outflow volume, a decrease in infiltration volume, a two-fold increase in the response time of wetting fronts and a more spatially uniform distribution was observed following placement of the compacted surface layer. Based on preliminary data, the internal structure appears to be the dominant factor controlling outflow variability.

In New Mexico, there are at least 100,000 abandoned mine waste rock piles with widely ranging geochemical and mineralogical compositions. A geochemical and mineralogical study was implemented for five waste rock piles, some which contained sulfides, in the Hillsborn Mining District. Chemical and physical characteristics of mineral grains and their secondary mineral oxidation rinds were examined with the electron microprobe. Pyrite and chalcopyrite appear to be the most reactive to oxidizing conditions. Clays, iron oxide, iron hydroxide, iron sulfate, and primary texture rinds exist in the waste rock piles analyzed.

A soil cover isolates potentially acid-forming (PAF) mine wastes from atmospheric interaction and thereby mitigates acid mine drainage. As a cover that comprises either a single layer or a composite barrier, it essentially manages percolating rain water from flowing into these PAF materials and minimises air flow as oxygen has low diffusivity in saturated soils. However, the availability of suitable soils as cover materials is limited, especially in arid and semi-arid regions where weathering rates are low.This paper investigates the potential use of mine wastes as cover materials in a water-shedding soil cover in north-west Queensland. Four cover trial plots were built using mine wastes as cover materials. Each 2.3 m cover trial plot consisted of a 1.5 m soil cover made up of waste rocks and fines, a 0.5 m drainage layer that consisted of 0.1 m waste rock aggregates and a base layer made up of blended mine tailings. The hydrologic properties of cover materials were determined by in situ measurements and laboratory experiments, which, in turn, were used as input in a numerical model that described the cover’s transient soil moisture profile. The successful performance of the cover is reliant on the long-term stable geochemical behaviour of the substrate used as cover material. Therefore, investigations were carried out to determine the geochemical properties of the cover materials constructed from benign waste rock using static and kinetic tests, with the objective to increase the level of certainty of the material’s benign characteristics. Water treatment is not æcore businessÆ for mining companies.Just as mineral ores and coals are unique, each requiring detailed characterisation and pilot-testing to determine their optimum beneficiation route, so too are mine waters, each requiring careful assessment to determine the most appropriate treatment. There are many cases of æregret capitalÆ expenditure, whereby mines have installed off-the-shelf equipment only to find it inadequate for their purposes or grossly expensive and labour intensive to operate.Water may be required for potable purposes, ore processing, dust control and/or irrigation. A major driver will frequently be environmental constraints for off-site discharge. Mine water projects can become very complex, and detailed models need to be prepared and optimised to properly consider the raw water sources, the on-site storages, the on-site uses and the off-site discharges, as well as handling the residuals (by-products) of water treatment. By-products may be in the form of concentrated backwash streams or streams of elevated salt content. Careful management of the by-products is required to avoid recontamination of the source water.Regulators often drive mine owners toward reverse osmosis (RO) so that their discharges can be considered as æzero dischargeÆ in terms of potential pollutants. Such decisions need to be based on site-specific information rather than any form of æblanketÆ requirement. An analogy is that many humans like to consume mineral water rather than ænormalÆ tap water. Receiving environments also accommodate or even prefer their æmineralsÆ and so RO is neither warranted nor sustainable in many cases.This paper presents two case studies for operating mine sites, both of which have a significant excess of water requiring environmental discharge. The examples demonstrate a sensible balance between treatment type, environmental constraints, process implementation and residuals management. Impacts of mining on surface water and groundwater occur frequently not only in active mines but in abandoned mines, then the establishment of effective legal mechanisms for the regulation and control of mine waters is a necessary step in order to avoid pollution from mine waters and in consequence to contribute for a sustainable development of the mining industry. Currently there is a lack of a specific European legislation about mine waters and this absence of legislation occurs too at national level in many European countries. This absence of an European specific regulatory framework for mine water pollution questions the effectiveness and the applicability of the current legislation and this fact has led the EC to put forward proposals legislation to adequately deal with environmental and social consequences of mining, and among those proposals is a draft for a directive on waste from the extractive industry that includes provisions for mine water pollution.

In the past, mine management has been concerned with removing water from active mining sections primarily because it hampered the movement of mining equipment and aggravated the working condition of the miners. Pumping water to sumps and gravity drainage by ditching have proven successful in mines for minimizing section down time due to water influx. However, with the advent of more strict pollution laws the mining engineer must now be concerned with keeping water out of the section and also with preventing it from causing pollution. A review of the handbooks and textbooks used in the mining engineering curricula reveals that little has been written concerning acid mine water prevention or control in underground coal mines. Additionally, the review of the curricula of mining schools indicates they are not teaching the engineering students the necessary techniques of mine water management as they relate to the abatement of mine water pollution.

All industrial water users are required to hold Water Rights, which are in effect licences to take, use, dam, divert or discharge water. Water Rights are obtained through a legally defined process and any potentially affected party has the per to object to their granting. A special tribunal hears the evidence for and against an application, and issues its decision, which is reviewable in a higher court on Appeal. Rights, if granted, are issued subject to conditions and, in the case of mining discharges, limits would be set on flaw rate, suspended solids concentrations, turbidity, pH and the concentrations of any potential toxicants. This paper presents a case study of an integrated, catchment wide water management plan for Lake Waahi, that was prepared by the author, and others while the author was in the employ of CoalCorp, and its predecessor, State Coal Mines. The major operational objectives of a mine water resource management system (WRMS) are to supply the water needs of the mine and mill, to minimise disturbance to mining due to rainfall flooding or seepage and to dispose of excess water. Historically, company management have placed a significantly lower emphasis on managing the WRMS as compared to managing production. Changing Government legislation concerned with the disposal of water from mine sites is, in many cases making mining companies look more closely at how they manage their water. For example, within the next few years it is likely that prior to mining approval by the Government, mining operations will have to submit water management plans/budgets and contingency strategies in addition to operational plans. While the formulation of a comprehensive water management plan/budget is an additional cost to the company at the mine establishment stage, such plans can be beneficial to the operation in the longer term.The two keys for the efficient design, operation and development of a WRMS are the establishment of written goals which have managerial priority and secondly, access to appropriate good quality data. Managerial priority towards the WRMS will increase as a consequence of the education of mine operators in the benefits to the operation of good WRMS management or less desirably as a requirement to meet Government legislation. The collection of appropriate WRMS data is a more complex issue and to obtain information efficiently and cost effectively relies on the clear definition of the data application.

Discharge regulations for mine waters require relatively low concentrations for cyanide and metals, and the trend is for discharge limits to be lowered. In the event conventional treatment practices are not sufficient to meet discharge limitations, advanced treatment technologies such as ion exchange and reverse osmosis may be considered. Though these technologies will provide discharge quality waters, they also require the disposal of a concentrated brine and are relatively complex and costly to operate. Many mine sites currently using activated carbon in precious metals recovery present the opportunity to economically operate an activated carbon water treatment plant for polishing of effluents. This paper presents summaries of six ( 6) mining operations which have evaluated or use activated carbon for treatment of water and which also use carbon in precious metals recovery processes.

Introduction Though temporarily shutdown due to the depressed economy, the Henderson mine is a large underground molybdenite producer, using a continuous panel-caving mining system. The location of the ore body requires access from the surface through three shafts, the collars of which are located about 3.15 km (10,350 ft) above sea level. At this altitude, normal temperatures are such that heat must be added to intake-ventilation air for about half of each year. This prevents ice from building up in the intake shafts, waterlines from freezing underground, employee discomfort, and equipment-related problems such as pneumatic rock drill icing and cold starting of diesel engines. Because of topographic and environmental constraints, the Henderson mill and concentrator are located 24 km (15 miles) from the mine, on the west side of the Continental Divide. All ore from the mine is transported to the mill by an electrified rail haulage system, with 15.4 km (9.6 miles) of the trip being underground through a double-track tunnel. A shaft at the midpoint of the tunnel exhausts air drawn from the mine and from the portal that is at an elevation of 2.7 km (8,950 ft). Intake air at the portal must be heated for part of the year to prevent ice buildup. Mine Ventilation System The mine ventilation system uses three sources of fresh air and two exhausts. The primary freshair intake is No. 3 shaft. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 698 m (2,291 ft). An airflow of 755 m3/s (1.6 mil¬lion cfm) is supplied to this shaft by two vane-axial 932-kW (1,250-hp) fans on the surface. The air is distributed within the mine by means of fresh-air distribution levels connected to production and development levels by raises. A secondary source of fresh air to the mine is provided by No. 2 shaft, the primary man and material access. This shaft is concrete lined to a diameter of 8.5 m (28 ft) for a total depth of 946 m (3,105 ft). Downcast airflow is induced by a pressure differential produced by the fans in the system such that net intake and exhaust volumes are equal. The No. 2 shaft flow of 165 m3/s (350,000 cfm) enters the mine network from the production and haulage levels. Exhaust air is moved from the various working levels through connecting raises to exhaust col¬lection levels that return it to No. 1 shaft. No. 1 shaft is the primary mine exhaust. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 788 m (2,584 ft). Three vane-axial 932-kW (1,250-hp) exhaust fans are located at the collar of No. 1 shaft, producing a flow of 850 m3/s (1.8 million cfm). In addition, an airflow of 71 m3/s (150,000 cfm) from the intake distribution level is exhausted via the haulage tunnel, by means of No. 4 shaft located midway in the tunnel. The German Ruhrgebiet is slowly transitioning into a post-mining state. It has been subjected to industrial-grade hard coal mining operations for more than 150 years. Due to a political decision, German hard coal mining will come to an end in 2018. By then the surface will have subsided up to 20 meters. After all mining activities in the area have ended, there will be no need to maintain the current mine water level. Accordingly, the company operating the last remaining coal mines has decided to let the water level rise to an as yet undetermined level. Alongside other issues that may be caused by rising groundwater levels, the protection of the area?s drinking water supply is of utmost importance. This notion is also represented by European and German law. The primary intent of the applicable laws is to protect the health of the citizenship. This means protecting ground water that may be used by humans from being contaminated by the mine water. This paper outlines the consequences of European and German legislature on mining aftercare using the example of one of Europe?s largest agglomerations.

"It will be tested four types of “geochemical barriers”. All those mixtures were contacted with mine waters containing uranium, radium and heavy metals. The loading capacity was determined. The optimum mixture was determined and its efficiency was tested within an uranium areal, where the activity was stopped. It was determined the possibility to recover the radioactive elements and the heavy metals from the investigated barriers.IntroductionThe paper presents the results concerning the performances of some “geochemical barriers” used for the decontamination of mine waters from uranium mining sites, which were tested in lab and in situ.ExperimentalThe research activity was carried out in lab and on the site.In the lab a module was constructed in order to follow up the uptake capacity of the “permeable reactive geochemical barriers” used to remove the radiolelements from the contaminated waters originated from the uranium mining industry. The barriers, which were used, are made of cheap natural materials, which can be easily got (wood chips, peat coal, sawdust, iron span, steel and zeolitic tuff). The following types of barriers were tested:•, 1st barrier: peat coal, sawdust, zeolite on weight ratio of 1/1/1;•, 2nd barrier: bentonite, sand, wood chips, peat coal on weight ratio of 1/1/1/1;•, 3rd barrier: iron span, steel, sawdust, peat coal on weight ratio of 2/1/1;•, 4th barrier: iron span, steel, sand, firry wood chips on weight ratio of 1/1/1.Lab researches concerning the uranium uptake capacity of the above described “reactive barriers” pointed out that the 3rd mixture (iron span, steel, sawdust, peat coal on a ratio of 2/1/1) didn’t reach the maximum uranium uptake capacity not even after eleven contact stages (the uptake capacity being of 70.6 mg U/ kg of mixture) and the mixture of peat coal, sawdust and zeolite has an uranium uptake capacity of 26.6 mg U/kg of mixture and becomes saturated after four contact stages.Each one of the components involved in physical-chemical processes of sorption, reduction and precipitation, will determine the diminution of uranium and other metals contents upstream the permeable reactive barrier."

The protection of miners, equipment, and infrastructure is discussed. While the primary focus of the described technology is to prevent miners from being injured, struck-by, or crushed by heavy equipment; another major benefit realized is also the protection of equipment and infrastructure. An attempt is made to define and classify the systems used to provide proximity detection and warnings as well as collision detection and avoidance. Information about the speed of vehicles and human operator response time can be a factor in the choice of what type of system and what features are needed to properly address the needs. How the technology adjusts to compensate for various vehicle speeds, while maintaining the same level of protection is noted. The statistics which justify the need of miner protection are provided. The primary system components required, what attributes they feature, and how they respond in the environment, is briefly highlighted. The physics behind the danger zone marker technology and what makes it so robust and reliable is established. Examples of a few mining applications and specific operational modes are provided for both surface and underground.

There was a time, not too long ago, when the most daunting challenges facing those in the mining and mineral processing industries could be solved through better technologies and better practices. But now the challenges that come from the actual acts of mining and processing are just part of the bigger picture. SME?s Colorado Section of the Mineral Processing Division (MPD) hosted its 63rd annual meeting at the Broadmoor Hotel in Colorado Springs, April 25-27 and, while the conference had its fair share or mineralolgy and processing presentations that were heavy on the technical side of things, this year?s conference was also focused on the issues of permitting, regulation compliance and legislative issues. The so-called ?softer? issues, that, if not addressed, can lead to very real and very hard challenges. Under the theme ?Mine your own business - permits, startups, expansions and resources,? even the most dedicated metallurgists were drawn into the discussions of politics and legislation, and how those issues affect their business. Fittingly, Colorado Mining Association (CMA) president Stuart Sanderson was honored with the Arthur C. Daman Lifetime Achievement Award. Sanderson, an outspoken proponent for the mining industry in Colorado and beyond, also presented the keynote address to the lunch crowd where he spoke about framing public opinion toward mining and the efforts of the CMA to move the public opinion dial in a direction more favorable to mining. Sanderson explained that Colorado, once a Republican stronghold, turned after 2002 and now is controlled by Democrats who are traditionally less supportive of the mining industry. Sanderson said the deciding factor in the power shift was money, as supporters of Democrats outspent Republicans in the most recent election cycles. CMA has done its part to keep mining going in the state with a broad marketing campaign that was outlined by Sanderson.
