The mining and minerals extraction industries have often been demonized by the public as industries that put profits and production before people. It is true that the inherent danger of the work has led to more fatal accidents than anyone associated with the industry would care to remember. But, in stark contrast to what has often been said, the truth of the matter is safety is now the top priority of every miner, from the face of the longwall to the executive boardroom. Without safety, nothing else matters. This message was told and retold by representatives from some of the world?s top mining and petroleum companies from Oct. 11-13 during the inaugural Safety and Reliability in the Mining and Resources Industries Conference in Calgary, Canada. The meeting was hosted jointly by the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) and the Society for Mining, Metallurgy, and Exploration (SME). It was the first of a series of conferences to focus on these important topics. Next year, the conference will be held in Minneapolis, MN from Nov. 13-15.

Metal powder compaction offers unique advantages in the manufacture of net-shape components using techniques such as laser sintering, conventional press and sintering, metal injection moulding, direct rolling, direct forging, and hot isostatic pressing. If the output from the primary metal production process is in powder form, then considerable cost and energy savings can be realized by direct conversion to semi-finished or final shapes. This possibility exists for titanium and possibly also for Ta, Zr, Hf, and Nb metals. However, these attractive benefits are associated with some significant risks. The high surface-to-volume ratio of powder particles coupled with the reactive nature of these metals means that special care must be taken when handling them. Powder explosions are unfortunately still a regular occurrence internationally and these often result in serious injury and loss of life. Even seemingly 'safe' compounds such as sugar, flour, and grain can be extremely hazardous when handled or milled and dust clouds are produced. In addition, exposure to airborne particles can have adverse effects on the human body, especially when particles are inhaled on a regular basis. Furthermore, the medical consequences of these are not fully understood, especially in the case of nanoparticles. The impact is often not observed immediately and debilitating illnesses may emerge only years or decades later. As far as is known, there are no South African guidelines for handling of metal powders. This paper attempts to provide an awareness of the risks associated with metal powders (including those produced indirectly by other metalworking/finishing operations) as well as some guidelines for their safe handling, based on international best practices.

MR. TESCHER (Disaster at Dawson) : I move that you appoint a committee of nine members of this Institute to draft a set of resolutions that we can send out to all members of this Institute, to the mine officials in all four states, that might go towards preventing these disasters; that we reach all men, all mining men, mine officials of all kinds. I think we have enough brains to carry out a few suggestions of that kind. I think you are fully familiar or know men who are fully qualified to act on this committee. The only qualification that I have is to ask that Mr. Harrington be appointed a member of this committee. PRESIDENT WHITESIDE: You have heard the motion, and I believe it was seconded. Is there any discussion? That is a subject that really needs a great deal of thought. MR. LAMB: Things like that can't be handled in a minute. What Mr. Tescher suggested is all right, but to my mind, going into a great many of these different properties, seeing the conditions, such things hit pretty close to home. I would suggest that you put this off; lay it over until such time as the people who had the disaster have some time to think these things over. It is too soon to offer even a suggestion. Suggestions are all right, but there are no nine living men in the United States who can stand up or sit down and talk it over and give you any reasonable answer, in one hour or six months. First, you would naturally have to go down there and converse with the men who were at the camp at the time. You are all operators; all you operators would -like to talk it over today. You realize that anything that is good for the camp is always acceptable in disasters of this kind. I say, do it gracefully and not by publication. MR. TESCHER: I feel that the men present know these suggestions by heart and they don't have to discuss them. They know them instinctively and they know they will apply to any mine. It must be understood that if these suggestions are not carried out, they ought to be; and there is a motion before the house. PRESIDENT WHITESIDE: Mr. Murphy, you started to rise to your feet a moment ago. Have you anything to say on the subject? MR. MURPHY: I have just returned from a visit to Mr. Brennan. Mr. Brennan and I have worked together for twenty years. The manager of our company asked me to go down there and express his sympathy. Those things come to all men if they live long enough, in the coal business, and he wanted me to express to Mr. Brennan personally his sympathy and deep regret. What I had in mind when I started to rise, was to suggest that the Institute as a whole express its sympathy to Mr. Brennan. I don't think there is a man in Utah, Wyoming, Colorado or New Mexico who has done more in safety' lines than Mr. Brennan, and it just seems bad luck that he had this disaster, and I am in hearty sympathy with the gentleman who spoke about not appointing this committee. I believe a resolution to Mr. Brennan would be very much better. JAMES DALRYMPLE: I am in sympathy with this gentleman here. I think it is going to hurt the feelings of those connected with the mines in which this disaster occurred. If you will give me the privilege for a few minutes, I will gladly express myself and the action that has been taken in the past by this Institute, and my opinion combined with a great many other opinions. And what I am going to say is going to be said by the-well, I am going to say it as I see it. I am going to say it not in an unfriendly spirit, but from a spirit of not undue criticism. I happen to be one of the original members who organized this Institute. I did what I could to obtain memberships. I remember very well when we had our first meeting that we had a very large membership. I think I have a photograph of the members which was taken on the steps of the Capitol building at that time. "The evaluation of health hazards within the treatment of mineral and waste materials is gaining more and more importance in industrial countries. The need to control occupational health and safety has been recognised, and regulations which describe general protective measurements for personnel provide a tool to protect their health. It is the aim of the paper to give an outlook for practical approaches to risk assessment and to present measures for exposure reduction in accordance with the state of the art in Germany.Both the treatment of minerals and of waste materials are described in relation to the risk assessment. The method of evaluating health hazards in the two industries is similar and therefore both examples are presented next to each other.The example presented in the paper is the German “Biostoffverordnung” (the regulation for biological materials) which is important for the waste treatment industry. All kinds of waste treatment facilities (like composting facilities, waste dumps, sorting facilities for packaging materials) are obliged to carry out an assessment of health hazards for a variety of working areas and working places. The possible safety requirements deriving from this regulation are presented and discussed under the aspect of biological hazards."

Having thus created us members of the same family-for the metaphorical meaning of house and kinship is identical-Mr. Carnegie expresses more emphatically than even he could in words, that, by affording facilities for closest intercourse, he in¬vites the mechanical, electrical and mining engineers to par¬ticipate in the freest interchange of idea and experience, and to correlate and combine the results of their studies and activi¬ties; and, being members of the same household, to banish re¬serve and secrecy. And now we, the members of the - American Institute of Mining Engineers, meet as though we were at home in a neighboring country. For whether we meet in Canada, in England, or elsewhere, the Institute is always received as though no political or geographical divisions separated its members from those of congenial associations in the land of its host. In truth, the title which we have assumed claims for the sphere of our activities the whole American continent, regardless of such trifling details as boundary-lines. TWENTY-TWO sections and all four of the divisions sent delegates to the annual meeting. They became so interested in the wide ranging dis6ussion of old and yet ever-new problems of Institute affairs that three instead of two sessions scheduled were necessary. Monday morning the meeting assembled with President Bassett presiding in the absence of President-elect Tally, who had been called to Baltimore by the serious illness of a brother. Thursday morning Vice-president Turner presided until Mr. Tally appeared after which the latter guided the sessions. Since reports from all of the active sections save one had been mimeographed and sent in advance to the delegates, detailed reports from each were dispensed with. The discussions dealt largely with membership problems, both local and national, with financing, speakers and programs, visits from national officers, and the conduct of the annual meeting. Many interesting and constructive suggestions were made and will be reported back to the sections by the delegates.

The concentrations of selected trace elements (As, Cd, Hg, and Pb in run-of-mine (ROM) coal, discard, and coal product were investigated to assess the efficiency of beneficiation in reducing trace element concentrations and ascertain any implications regarding environmental compliance to regulatory frameworks. Samples were collected from a colliery in Mpumalanga Province twice a month for a period of 24 months. The samples were ashed to approximately 0.21 mm, then digested in a mixture of 70% HNO3 and 40% HF and analysed using inductively coupled plasma-mass spectrometry (ICP-MS). Except for Pb, the mean concentration of all elements decreased from the ROM stage to the coal product stage. The order in which trace elements occurred from the highest to lowest throughout the production chain was Pb>As>Hg>Cd. With the exception of Cd, the mean trace element concentrations in the discard were above the total concentration threshold (TCT) set for landfill disposal. The As, Hg, and Cd concentrations in the product were well below the thresholds for all land uses. However, Pb concentrations in the product coal were above legal limits, which is of concern with regard to environmental compliance and the performance and marketability of the product.

This study investigated the selective removal of arsenic from high-arsenic dust in alkaline systems and the effects of different leaching conditions. The results indicated that the liquid–solid ratio, NaOH concentration, and sulfur dosage had a significant influence on the process. The leaching efficiency of arsenic reached 99.57%, while that of lead was as low as 0.03% under appropriate conditions. In particular, the addition of sulfur can effectively promote the leaching of arsenic and reduce the dissolution of lead in the solutions. An artificial neural network was used to model the leaching process. It consisted of a back-propagation artificial neural network model with a “6–10–2” structure that could effectively simulate and predict the value with more than 99% accuracy. Based on the difference in weights of the different parameters in the neural network model, the relative importance of the parameters related to arsenic and lead leaching efficiency was obtained, which followed the order of NaOH concentration, liquid–solid ratio, sulfur dosage, temperature, time, and stirring speed.

A new sensor based sorting system has been developed, based on complex image analysis, where an image texture and a shape pattern is considered for identifying particles for separation. The sorting system employs different images generated by visual light and X-ray to provide maximal information about processed particles. Application of X-ray makes it possible to analyse the internal structure of the particles, which provides a 2D image with complicated texture, however, which contains valuable information. The advanced system for the texture and the pattern recognition is applied to analyse these images simultaneously, to provide the required identification of the particles for efficient separation. The mathematical models applied during identification and separation, are assisted by high speed calculations being specially optimised for this kind of process. This allows sorting with high capacity and high accuracy, which is critical for practical applications in mineral processing. The paper describes a number of tests during sorting of iron ore and coal with high separation efficiency.

Cesium and rubidium were effectively separated by zinc ferrocyanide coprecipitation method, and the effect of precipitant addition amount on the separation of cesium and rubidium was studied. Under the conditions of Zn/Cs molar ratio of 0.45 and Zn/Fe molar ratio of 1, the precipitation rate of cesium is 84.01% and the separation factor of Cs/Rb is 164.65. The thermogravimetric curves of the sediment were measured, and the effects of roasting temperature, roasting time, and leaching liquid/ solid ratio on the extraction of cesium were studied. Almost all of the cesium was extracted under optimal conditions: roasting temperature of 600 °C, roasting time of 3 h, leaching temperature of 25 °C, leaching time of 0.5 h, and liquid/solid ratio of 5:1 mL/g. After the leaching process, the leach liquor with high concentration of cesium of 80.17 g/L was obtained. Finally, the leach liquor was further purified by solvent extraction, and the purity of the cesium chloride product reached 99.66%.

ON THE QUESTION of postwar controls there are today three schools of though ; some advocate state control of everything the socialists ; second are those who advocate the removal of all governmental control over industry - the freedom of enterprise ideal ; and third are those who advocate a middle course - sufficient control to stabilize economic and industrial life, and to prevent violent fluctuations such as we saw in the interwar years. I advocate this third course. I firmly believe un free enterprise, but not in freedom of enterprise, or laissez faire, and there is a great and significant difference between these two.

"Industry generally has become noise-conscious and is realizing that damage to the human ear is expected to become more costly than any other compensation. Noise control has been recognized as a necessity and, fifteen years ago, in co-operation among different countries, inter-national organizations were set up to co-ordinate measures against dangerous noise and the development of silencing devices began. Rock drills for underground operations were particularly scrutinized because of the explosive nature of the noise developing from air escaping from exhaust. This paper describes the results and the present stage of development in the reduction and control of noise on rock drills, with special application to their use in mines."

The key issue which determines the use of imaging for explosives and mining research is the question - `What information will I gain by using imaging technology?' This paper will address that question from the point of view of a researcher and cameraman working in industrial imaging and photography. The paper will establish a common set of reference standards for high speed imaging and photography which researchers can apply when deciding which type of imaging technology is appropriate. It will present an overview of current image analysis technologies and practices in use across a range of appropriate scientific fields and draw lines of commonality of approach between these fields and the field of explosives and mining analysis and research. Further to this, the paper will examine the different technologies from an image quality reference point, ease of operation, cost, and reliability parameters. Finally this paper will present an argument for the hybridisation of established and new technologies which could provide a more beneficial approach to the use of imaging as a tool of research and analysis in the explosives and mining industries. This will include a novel approach to high speed filming and analysis in the field which should deliver high quality images in a time frame which is more appropriate to urgent action and solutions.

MESSRS. BURT and Shockley and others have been for three years urging upon the Institute the matter of simplified spelling. The Institute endeavors to be progressive in the matter of spelling and. is in cooperation with the national body which has this in hand and which has its principal office in New York. Our spellings are changed as fast as-good usage will permit (so it seems to the Board of Directors) and the national body, which is the real representative of the simplified spelling interests, deems that the Institute is making real progress, although not quite as fast as extremists would wish. In January, 1919, Mr. Shockley sent out letter ballots which created a misconception in the minds of many members, who received the impression that the communications came from the Institute instead of from a small group of members. As a result of this propaganda 163 proposal-ballots were sent in to the Institute divided as follows: Yes ?114 No ?20 Negative letters ?9 Split ballots ?20 Total ?163 The total membership at this time was about 7200. The disgusted members would not vote.

The objective of this investigation was to determine how the losses of nickel, copper and cobalt in fayalite slags could be controlled for nickel mattes with iron contents below 5 wt%. Laboratory-converting and slag-cleaning experiments were carried out at 1250°C. Several variables were investigated during and after converting to help minimize the amount of nickel and cobalt that reports to the slag. The variables used were oxygen concentration in the blast, coke breeze addition and nitrogen injection stirring. In all the experiments, slag and matte co-existed. Coke additions during converting have little effect on the losses of nickel, copper and cobalt. In fact, coke additions retard the converting process by consuming some of the oxygen injected. On the other hand, coke additions and nitrogen injection applied after converting was completed resulted in decreased slag losses.

The Allen Park Sanitary Sewer Overflow (SSO) Tunnel and relief sewer project, located in the city of Allen Park, MI, is a long-term corrective action designed to bring Sanitary District One?s sanitary system into compliance with its 2005 consent order and service contract with the Detroit Water and Sewerage Department (DWSD). The $20 million project is intended to reduce Allen Park?s wet weather discharges to DWSD, reduce bypass pumping to the Ecorse Creek and limit the future risk of basement flooding by providing storage during wet weather events and eliminating hydraulic bottlenecks in the sanitary sewer system.

The segmentation of quarry blast smoke plumes is a crucial research area that has the potential to enhance safety, environmental monitoring, object detection, and regulatory compliance in the mining industry. Smoke plume segmentation can be used to identify the spatial extent and temporal evolution of smoke plumes generated by the blast. This information can be used to improve the understanding of blast dynamics and optimize blast designs. Furthermore, smoke plume segmentation can assist in identifying potential environmental and health hazards associated with the release of smoke and dust particles into the atmosphere during quarry blasts. However, many current smoke plume segmentation algorithms are designed for segmentation of smoke plumes from fires and are not suitable for segmentation of plumes from quarry blasts. The proposed method in this paper leverages the video frame captured before the blast as a stationary background image, which helps to reduce other confuser objects present in the image along with a selfadaptive clustering method. The color channels of the image are utilized based on the different contrast properties of the smoke, with a self-adaptive gradient compensation applied for edge detection of the smoke plume. This approach offers a novel and effective way to segment smoke in quarry blast analysis, with potential applications in the calculation of noxious gas volume and concentration within the plume. Compared to other algorithms, our method improves accuracy, decreases the false alarm rates, and reduces the overall miss rate. Overall, this paper contributes to the research on smoke plume image segmentation, particularly for quarry blast smoke plumes, which possess unique characteristics that require specialized algorithms for accurate segmentation.
