The Mining Law of 1910 , with amendments of 1914 and 1928 , is at present in force in the Dominican Republic . The first and basic mining law of the Republic was passed in 1876 , and although numerous changes and amendments have been made from time to time , the new laws and amendments thereto have not changed the original or basic law materially . However , these enactments have materially changed the legal methods governing the exploitation of the mineral resources of this country and have added new regulations and requirements to those concerning certain specific minerals , etc. The original or basic law still exists as it was first promulgated to protect the rights of the Dominican Republic itself , the rights of the landowner , and the rights of prospectors in general . The Mining Law of 1876 remained in force , without amendment , until it was superseded by the law of May 25 , 1904 , an enactment modeled after the Mexican mining law and designed especially to encourage the investment of

Zirconium, formerly distinctly a rare element, is rapidly becom- ing of rather extensive commercial importance. Economic features of the zirconium industry, together with general information regarding the metal and its compounds, are discussed in a separate paper, to which this paper is a supplement. In addition to giving a brief discussion of the four or five de- posits that so far have proved to be commercial sources of the element, this circular summarizes available data (including some hitherto unpub lished material from the files of the Bureau of Mines) upon other occur- rences, including many of scientific interest only, of the two commercial. minerals, zircon and baddeleyite, and also data upon some of the minor minerals, such as eudyalite and cyrtolite, which have attracted addition- al interest in recent years because they are frequently richer in hafnium than the more common zirconium minerals.

The chief object of the Electrical Section of the United States Bureau of Mines is the study of causes and means of preventing accidents resulting from the use of electricity in mines . A large part of this work for the last 20 years has been the inspection and testing of mining equipment under the provisions of schedules which give the minimum requirements considered essential for the safety of equipment intended for use at or near the working faces of dusty or gassy mines . During the first few years of this work , particular attention was paid to the explosionproof features of the various accessories such as motors , controllers , and other parts . The knowledge of the essentials necessary for safe designs of enclosures has since been augmented by field experience and by data obtained in testing a large number and variety of designs . With our present knowledge it would seem that a disproportionate stress was placed on making the various enclosures explosionproof , but not enough thought was given to the danger from wiring and connections outside of explosionproof enclosures . The list of equipment that has met minimum requirements for safety and has been approved as permissible by the Bureau of Mines includes storage - battery locomotives , power trucks , drills , loading machines , conveyors , cutting machines , room hoists , pumps , concrete mixers , and rock-dusting machines . The wiring on some of the machines is comparatively simple and sometimes , except for the trailing cable , may be entirely within the explosionproof enclosures . In general , there is outside wiring between enclosures , and on the larger machines the wiring may be extensive and complicated . In considering the safety of wiring for mining machinery , attention must be given the severe service and unfavorable surroundings imposed by mining conditions . Some of the matters that require consideration are : ground . The lack of care of the exterior wiring to be expected in the average mine . The lack of adequate periodic inspection of the wiring . The absence of adequate facilities for satisfactory inspection and repairs under- The severe conditions of moisture , dirt , mechanical injury , and low voltage encountered in mining service .

Bismuth is a useful metal and rather an uncommon one . The element probably constitutes much less than one-millionth part of the earth's crust , but the potential supply - to no small extent as a by-product of the production of lead and copper with which it is associated in nature has tended for many decades to exceed the demand. A single mine in Bolivia could readily flood the world's markets , and considerable quantities of bismuth are allowed to escape recovery at many smelting plants .

This paper, describing the milling practices at the Minpro plant of the Tennessee Mineral Products Corporation, Spruce Pine, N. C., is the first of a series being prepared by the U.S. Bureau of Mines on feldspar milling methods and costs in the various feldspar producing areas in the United States. It describes not only the latest practices in feldspar grinding but includes studies of the cost of producing ground feldspar. These cost studies, obviously of interest to every consumer and purchaser of feldspar and to all feldspar grinders, are also of value to the small operator, who is generally prone to understimate his real costs. It describes the latest practices in feldspar milling and includes detailed costs of grinding. The cost tabulations presented show operating expenditures only and not total production costs. Details of costs are given only to the extent that they are essential to the technical discussion and study of the methods employed. A description of the recently installed milling unit for the preparation of granular glasspar by graded crushing, and magnetic separation is of particular interest. It illustrates how highly specialized feldspar milling has become, and to what an extent grinders are going to supply consumers with the products best suited for their particular needs.

This paper, which describes the milling practice at the Midvale concentrator, is one of a series being prepared by the Bureau of Mines. The Midvale concentrator, a custom lead-zinc selective flotation plant, is in Salt Lake County, Utah, on a flat site several hundred yards east of the Jordan River and about 200 yards south of the Denver & Rio Grande Western Railroad tracks leading to Bingham Canyon. The site is at an elevation of about 50 feet above the river, the highest available location, thus allowing maximum storage of tailings.

This paper is one of a series being prepared by the U. S. Bureau of Mines describing mining and milling methods and costs at cement-plant quarries throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically palled to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. Although it may be impracticable to adopt standard methods of safe working in all branches of mining, and although it may be impossible to establish a standard for each class of work at each mine, some of the iron-mining companies in the Lake Superior district have found that by adopting certain standard ways of performing certain of their operations they insure both more efficient and safer working conditions. Many companies have adopted the idea that the safe way of doing things is also the most efficient and economical way, and, through the medium of their safety conferences they are trying to find the safest way, and the most efficient way, of performing practically every operation about the mines. This activity will, undoubtedly, be continued at every operation which uses this method of doing safety work, because in the advance of industry changes must be made in the results required from time to time. A review of the safety standards and safety suggestions which have been arrived at by some of the companies in this the greatest iron-mining district in the world, will be of value to companies who are interested in improving the safety of their working conditions. So that attention may be directed to the methods in use, rather than to individual companies, all names have been omitted and companies are referred to only by letter.

Great Britain has never had a basic raining law such as is in force in most foreign countries. This lack may be due to the fact that, with the exception of gold and silver, all metals or minerals belong to the owner of the surface land. Even with respect to the precious metals, gold and silver, which are not abundant in Great Britain, the right of the Crown, though still technically acknowledged, is not always insisted unon. All other metals and minerals are vested in the ground landlord, who may sell, lease, or other¬ wise convey them. The State has little to do with the mining industry except in. regulatory and judicial matters. The Government must settle controversies and provide for easements, rights of way for railroads, roads, and canals, or, in general, effect the same control that it exercises over other industries. As mining was carried on in very early times in England, of necessity a certain legal procedure came into existence, which in effect was little more than a private contract between the owner of the mineral (whether an individual or the State) and the miner. The nature of such contracts, of course, has changed radically with the changed relations between classes, as England lias developed from the feudal into the modern State. From the medley of ancient procedure and custom, a concession system of mining in^its simplest form lias evolved. Of the earlier conditions. Van Wagenen says

Companies which have been engaged in safety work for a number of years are becoming increasingly aware of the fact that it is not enough to supply guards for various pieces of machinery and equipment and to supply safety inspection to see that rules are being carried out. Studies of many safety organizations have demonstrated that the accidents which could have been prevented by proper guards constitute only a small percentage of the total acci- dents, and amount to perhaps not more than 15 per cent. Evidently, if success is to be attained in preventing all accidents which it is humanly possible to prevent, a company must have the cooperation of every employee. Mining particularly presents probably the greatest hazards of any industry. Prevention of accidents. is made increasingly difficult because men often work alone, although generally in pairs, and only in the concentrated systems of mining do they usually work in groups of more than three or four. Supervision is difficult, therefore, and much reliance must be placed upon the individual workmen. In mining, as perhaps in no other occupation, it is of the greatest importance that individual workmen should receive continuous safety education. Within the last few years safety education has come to the front as one of the most important of accident-prevention measures, although it is true that its importance has been repeatedly stressed by the United States Bureau of Mines and other national safety organizations since the inception of the safety movement many years ago. A review of the safety educational methods of some companies in the Lake Superior district should be of interest. Perhaps better methods are in use in other parts of the country, but the methods shown have been instrumental in many cases in reducing the number of accidents. In one mine in the district whose methods are described the frequency of accidents has been reduced to zero within the last two years. A number of other mines in the district have recently gone into the class having no lost-time accidents for considerable periods of time. One company in the Lake Superior region, operating over 30 mines, succeeded during one month of 1930 in operating every mine without having a single accident which caused lost time beyond the day of the injury. Records like these are increasing in number, and while it is believed that they are the combined result of different means of safety activity, it is undoubtedly true that many of these results were obtained through safety educational methods.

This circular outlines salient facts regarding the pyrites industry of the United States and the world. It is founded chiefly upon published information available in the literature of the subject. The United States Bureau of Mines has in its files additional and more detailed data upon many of the subjects presented very briefly here, and will endeavor to assist the mineral industries and the public by giving further information in response to individual inquiries. The bureau will welcome comments, criticisms, and contribu- tions of data that may assist in making later editions of this circular of information more accurate, or may aid in developing more fully the files pertaining to pyrites.

"The maintenance of permissible equipment which is tested and inspected at the Pittsburgh Experiment Station of the United States Bureau of Mines is dependent to a surprisng degree upon the voltage at which the equipment is operated. The difficulty of maintaining 500-volt equipment is frequently brought to the bureau's attention, and it is quite possible that if the bureau had appreciated at the beginning the full hazard involved, it would never have undertaken the approval of equipment operating at voltages greater than 250 volts.In this connection, the following statement from State mine inspection departments and other sources are of interest as showing the general feeling in safety organizations with respect to voltages higher than 250. These statements, although obtained as a result of a questionnaire sent cut several years ago, still apply very well to present conditions.A. I have not had time to consider seriously the proposed change from every angle, but looking at it from a standpoint of hazard, feel that the danger would be greatly increased. I have always occupied the position that underground voltage on portable equipment should never exceed 250 volts.High voltage of course would mean smaller transmission lines, which would be more economical and no doubt would require in several instances smaller equipment; notwithstanding, if this statement is true, the writer is still favorable to low voltage on underground portable equipment.B. I believe 500 volts should be the limit on the best equipment ender the best conditions and that the U. S. Bureau of Mines should do all in its power to limit the voltage to 500 volts on permissible equipment, as any increase in voltage means increased hazard.C. I will refer you to a section of our mining law, entitled ""An Act to Regulate the Tine of Electricity in the Mines of the State of ----"" which reads in part, as follows: Trolley wires, or other exposed electrical wires, shall not carry a voltage above 275 volts.You may readily see by this that we are not permitted to operate mining machines under ground in -----, with more than 275 volts at the terminals, except that we are permitted to install transforming stations throughout the mines, after complying with certain regulations at the mine.However, as we have had to date, within the calendar year of 1925, six men electrocuted in the mines of the State, using a voltage of 275 volts, I am of the opinion that if this voltage was increased, the hazard would also be increased in proportion.D. I do not care to make a statement for publication: however, I am referring you to our mining laws. On page 27 and 28 you will find what the laws of -----¬require relative to the installation of electricity in the mines.""Hereafter where electricity is installed no higher than two hundred seventy-five (275) volts shall be used underground, except for transmission, or for application to transformers or other apparata, where the high-voltage circuit is stationary. High-voltage motors, and transformers, shall be installed in suitable chambers, built of fire-proof construction, and well ventilated, and shall not be placed on intake, or between intake and return air courses. All high-voltage lines lines and apparata must be clearly marked, to indicate their danger. Main and distribution switchboards for high voltage shall be made of insulating and incombustible material, such as marble or slate, and to be free of all metallic veins, or of material equivalent thereto. Same shall be installed in a dry place. All switches or other instruments used in connection with high voltage shall be installed on suitable switchboards, with at least a three-foot passageway in front and rear properly floored, and kept looked by a door at each end that can be opened from the inside without a key. With higher than medium voltage, there shall not be any live metal work on the front of switchboard, and the entry circuit must be protected by an oil breaker s"

Soapstone commonly is associated with talc , and reports on either commodity usually contain a discussion of the other . From a geological or mineralogical standpoint the combination is justifiable , for soapstone essentially is impure talc . Commercially , however , the relation between them is remote . About 95 per cent of all talc sold in the United States is in ground form, whereas practically all soapstone is sold as furnace blocks or as fabricated structural slabs for many and diverse applications .

To furnish the information frequently requested by producers and suppliers as to the fuel requirements of the Federal Government , the Bureau of Mines , with the cooperation of the consuming departments and establishments , has collected the data herein , showing the Government's fuel consumption during the fiscal year ended June 30 , 1930. The following tables show the quantities and kinds of fuels consumed by the Federal Government in each of its departments and their principal branches , in each State , and in Alaska , Hawaii , Panama Canal Zone , Porto Rico , and the Virgin Islands . The separate departments and establishments were asked to supply information for each Federal building or other plant and , as to vessel fuel , the amount loaded at each port of supply . Fuels consumed in internal combustion engines are not included . The report does not include fuels used by Post Offices of the fourth class , since their fuels are not purchased by the Federal Government but are covered by an allowance in each case for light and heat . In some cases the data supplied represent receipts , which are approximately equivalent to consumption . The present study is believed to be the first effort to bring together the data representing the Government's requirements for the various fuels which it consumes . Figures showing the coal consumed by the Federal Government were gathered for the year 1922. These data are shown in an article by O. P. Hood and R. H. Kudlich of the Bureau of Mines , contributed as a chapter to " Industrial Coal ; Purchase , Delivery and Storage , " published by the American Engineering Council . The figures of coal consumption presented herewith are approximately comparable with those published for 1922 , a relatively small difference being due to the fact that the 1922 figures include the Philippine Islands and all other territory in which any coal was consumed by the Government . At the present time , the only data on Government fuel consumption that are published regularly are those compiled by E. B. Swanson , chief economist of the petroleum economics division of the Bureau of Mines . These are published annually by the Bureau of Mines in " Sources and Distribution of Major Petroleum Products , Atlantic Coast States , " and by the bureau in cooperation with the American Petroleum Institute in the annual " National Survey of Fuel Oil Distribution . " It is believed that the data herewith will prove of interest and value to the fuel industries as well as to Government consumers and that it will also afford a basis for measuring future trends in the use of the various fuels by the Federal Government . Figures showing the quantities of the various kinds of fuels consumed by each of the executive departments and independent establishments , are given in Table 1. The Clowdy plant, with which this paper deals, is located 7 miles west of Dallas, Tex., and has a rail connection with the Texas and Pacific Railway. In addition to the rail outlet there is a paved road over which materials produced at this plant can be moved into Dallas by truck.

Changes in existing airway and fan-installation conditions offer the most common opportunities for effecting economical operation of mine ventilating systems, but the largest possibilities for securing this result lie in the original design of the main airways for efficient service. Formulas, and. charts for their graphical solution, are presented herewith for the determination of the elements of airways design when the conditions of service are known, or may be roughly approximated. Although the analyses are made with particular reference to metal-mine airways, there is no essential difference between metal and coal mine main airways, and the methods presented are equally applicable to both. Little attention is paid to designing airways for maximum economy in the ventilation of metal mines. Most of the openings used as main airways are originally designed and used for transportation and other operating purposes. Even where openings are made primarily for ventilation, the possibility of their future use for other operating purposes, or even custom alone, usually results in the selection of a size and shape similar to those of existing openings. Natural conditions, such as heavy ground, often seriously limit the size of opening that can be maintained without excessive expense; and various operating factors, such as velocity limitations on traveling roads, often dictate size requirements in excess of those required for economy in ventilation only. In metal mines the main airways are, as a rule, too small rather than too large for economic service, with the general result that the quantities in circulation are often less than the mine's proper requirements over long periods, even though excessive amounts of power are applied in an effort to remedy conditions.
