West Virginia, although having adequate solar insolation, has witnessed very little actual solar development to date. The reasons for this lack of development are varied, but the primary obstacles to future development appear to be the absence of state-level policies and regulations promoting growth in the solar industry. West Virginia possesses large tracts of under-utilized land throughout the state created by previous mountaintop mining operations that could theoretically be re-purposed for solar farm development. Accomplishing this task will require not only revisions to the current legislation, but also acceptance by utility companies, landowners, and mining companies. Solar developers will need confidence that they can secure revenue from the electricity and Renewable Energy Certificates (RECs) generated by solar projects. Additionally, solar companies will need assurance they will be protected from any non-related environmental liabilities that could arise in the future. The primary avenue in bringing significant solar development to West Virginia will come through large corporate clients demanding or partnering with utility companies for incorporation of solar options into their energy portfolio to help meet established sustainability goals. This scenario has been witnessed in other states where a large client demands renewable options. Solar development could also represent a means through which mine operators might alleviate some of their reclamation and bonding obligations; where the landowner could supplement income from their underutilized land holdings; and where displaced miners could be repurposed in solar installation/maintenance jobs. Utilizing data from the West Virginia Permit Database, this report identifies several mine sites that hold potential for solar development in the future. INTRODUCTION The diversification of energy sources in the United States (US) has seen major shifts during the past decade resulting from: • A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques. • Incentive-driven policies leading to new development in alternative energy. • The emergence of renewable energy sources, proliferated by state and federal level incentives and falling capital costs. Coal was once the primary low-cost fuel source for the generation of electricity in the US for most of the last century, providing approximately 50 percent of the total production capacity. However, within the past decade lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and renewable sources have steadily grown to account for approximately 10 percent of the overall mix.

Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. In lending his name, the expert will often, as in this case, be lending a name to conjure With.

WHEN scientific literature was lacking or meager, research necessarily meant laboratory investigation above all else. Today, scientific literature has attained tremendous proportions, and the volume increases at a much faster rate than it is digested and efficiently utilized. For that reason the present-day research worker should spend much more time in the library, and correspondingly less in the laboratory, than is the general custom. Library research would overcome two serious errors often made by scientists: duplication of work described completely and failure to appreciate inventions described almost verbatim in the literature. To emphasize these failings that often occur in present-day research, consider a hypothetical scientist as he conducts his search from inception to the stage where it is made available to the public by patent or other publication.

Quantitative mineralogy is an established discipline in the geosciences and is aimed at providing mineral grade and texture information for geological and mineral processing applications. The two core technologies underpinning Quantitative Mineralogical Analysis (QMA) are Scanning Electron Microscopy (SEM) in combination with Energy-dispersive X-ray Spectroscopy (EDS). Technologies such as QEMSCAN and MLA are now routinely used to optimise the performance of large-scale mineral processing plants in the base and precious metal sectors. One of the major disadvantages of the QMA methods used today is extensive sample preparation requirements which make application of this technique to real-time mineralogical characterization not feasible. A breakthrough has been achieved by the National Research Council Canada in collaboration with CRC ORE by developing a novel Laser Induced Breakdown Spectroscopy (LIBS) based technology capable of real-time mineralogical characterization of process streams without sample preparation. The potential applications of this technology include, but not limited to, in-pit muck piles, underground draw points, cross-belt analysis as well as slurries. This paper describes the development of the LIBS-based technology from a proof-of-concept (TRL2) to the construction of a prototype sensor and its validation in a simulated environment (TRL5). Future work is being planned to test and further validate the LIBS sensor on a mine-site which will progress the technology to its next readiness level (TRL6).

For the first time in many years, the Liebherr Group chose to host its annual conference for the international construction trade press in the United States. The reason for the move is simple ? mining. Like other large corporations, especially those in the construction fields, Liebherr felt the effects of the global economic crisis that began in 2008. The slowdown in the housing market was especially hard on Liebherr?s mobile crane and earth moving divisions. The mining division, however, while affected by crashing commodity prices that led to cancelled orders and the loss of financing for some customers, was not battered as badly as the other divisions. And now, with the price of commodities once again on the rise, it seems that it will be Liebherr?s largest machines that lead the family-owned company to better days. ?We can report that our generally optimistic view during the crisis has proved adequate,? said Joachim Janka, president of Liebherr mining equipment, at the conference in Williamsburg, VA, just down the road from the company?s mining truck division global headquarters in Newport News, VA. ?Since the third quarter of 2009, our mining equipment activities have been recording once more a strong and steady demand. This has already yielded a substantial increase in market shares for our product lines of large mining shovels as well as for mining trucks.?

"Liebherr, as most anyone involved with the global mining industry knows, is one of the world’s largest makers of mining and construction heavy equipment. The familyowned company has been around since the 1940s and, according to Stefan Heissler, by the end of next year, will employ about 44,500 people worldwide. Heissler is a member of the board of directors of Liebherr International AG.It all started for the Switzerland-based company when Hans Liebherr first recognized a need for heavy equipment in the construction industry, Heissler said. His first product, introduced in 1949, was the TK10, a mobile crane that, at the time, was a groundbreaking innovation to the heavy construction industry. From there, the company began its growth into a world-leading heavy equipment manufacturer that always relied on innovation.In October, Liebherr gathered a group of mining and construction magazine editors in Leoben, Austria to take a look at the company’s latest addition to the global mining and construction markets. On the mining side, Liebherr provided a demonstration of its T-236 100-t (110-st) haul truck and the PR- 766 50-st (55-st) crawler tractor. The one-day demonstration took place at the Erzberg iron mine near Leoben, where both machines are being proven.The Erzberg Mine, operated by VA Ersberg, has been in operation for about 1,300 years and is said to be Europe’s largest surface mine. It employs about 230 people and mines about 12 Mt/a (13,200 million stpy) of ore, producing about 3 Mt/a (3.3 million stpy) of fine-grained iron ore.T-236 rigid-frame truckThe new T-236 rigid-frame dump truck, with a diesel electric drive system, is Liebherr’s entry into the 100-t (110-st) class and is the first in this class with a four-corner, oilimmersed braking system. The haul truck was first introduced during the 2016 MinExpo in Las Vegas, NV. The unit has since successfully completed its testing phase and is currently in its first field operation trials at the Erzberg iron mine in Austria."

"1. INTRODUCTION AND MOTIVATION Traditionally design processes are focussed at creating new tunnels for lowest building cost. But the trend towards sustainable constructions in tunnelling has greatly increased in recent years. A critical subtask of this approach is to realize the potential for optimizing and reducing the life-cycle costs (LCC) of tunnels and their components. To evaluate underground infrastructure projects from an economic point of view is therefore a highly topical subject of public authorities as well as private companies participating in Public Private Partnerships (PPP) projects. Nowadays, in the case of public works contracts, the contracting authorities shall draw up rules not only for the design but also for life-cycle costing. Within the scope of the decision-making process of building a new tunnel, planning the maintenance activities or the refurbishment of a tunnel in operation, the decision-makers need detailed knowledge about the current and future financial conditions of the planned projects and selected sub-measures. But in practice, the initial costs still represent the primary decision criterion in the planning phase, whereas the subsequent or follow-up costs, respectively, are only estimated roughly. Although tunnels are the key components and the most costly parts of the transport infrastructure, only a small number of scientific papers deal explicitly with the calculation of life-cycle costs for underground infrastructure. And in these cases, most authors use as the starting point only the basic form of the Net Present Value method which is known as the frequently applied life-cycle costing technique in building construction. The present study explains the strategic concept of life-cycle costing and its fundamental instruments for operational implementation. It shows the necessity to take into consideration that there are fundamental methodical problems when the life-cycle concept is transposed without modifications from building construction to civil engineering. The paper will discuss in detail some selected associated problems with the net present value method. On the basis of operational and safety related tunnel equipment it is shown, what impact this may have on principle determining the LCC of tunnels. Selected best-practices of maintenance planning for tunnels undertaken by the German Ministry of Transport fill the theoretical approach of the concept with life and give a practical orientation. In particular government authorities but also construction companies are interested parties in modern cost management considerations. The reason for this development is the replacement of aged excisting structures and the advancement of technical standards. The increase in the total numbers of tunnels (Fig. 1) as well as the need for future re-investments in existing tunnels show the overall economic impact and justify the change towards the life-cycle perspective."

This paper describes the development of a life-of-mine schedule (LOM) for one of the world's largest known sedimentary copper-cobalt districts located in the Katanga Province, Democratic Republic of Congo (DRC). A particular feature of the Tenke Fungurume LOM schedule is the considerable number of pits/phases for scheduling, each competing to provide the best ore available to a capacity-constrained process facility. This paper discusses the LOM scheduling objectives and constraints, data preprocessing steps such as ore binning, block aggregation and clustering analysis as a scheduling aid, the mine scheduling approach and results and conclusions. "INTRODUCTION Industries around the globe have been making significant advancements in recent years due to innovations in automation technology. With the implementation of modern automation technology, professionals in process automation or plant operations can expect significant and exciting change, and the mining and mineral processing industries are no exception. From 2000 to 2010, the International Council on Mining & Metals (ICMM) reported that an increased output and increased value of most metals has resulted in a rise in global metal and mineral process industries from $214 billion to $644 billion. [1] Since most productivity increases in mining and mineral process industries have been achieved through the ability to process lower grade ores with improved efficiency and larger equipment, these industries have begun to adopt advanced automation and control technologies. Despite a growth slow-down, the mining and mineral processing industries are poised for continued and sustainable growth and development due to an increasing demand for energy minerals and emerging technologies requiring minerals and metals previously not demand. However, as these industries becomes more automated, new challenges are arising on the horizon. DEMOGRAPHIC TIME BOMB John Payne from BP is credited with first using the term Demographic Time Bomb to describe the upcoming crisis in the process industry in finding experienced operations personnel. From a survey of 912 mining professionals, Stratum International found that a mere 0.4% of senior level candidates were between the ages of 25 and 34 and a similar proportion aged over 75 years. This indicates that there is both a deficiency of young skilled workers and a skilled workforce that is retiring earlier than the previous generation. Combined with data published by the US Department of Labor stating that the median age of the mining workforce is approaching 50 years old, this implies that these skilled mining and mineral process professionals are an aging population with irreplaceable knowledge and experience that are expected to retire in the next 5-10 years. While it is projected that the labor pool will be sufficient to fill open positions, the real question is if this young workforce will have necessary skill sets and experiences."

Airborne geophysics and geomatics is at a crossroads as to whether it remains a viable mapping tool, both technically and commercially, and broadens its potential for new applications (eg environmental monitoring, civil engineering and precision farming). The use of small and stable multisensor aerial platforms to conduct highly flexible surveys flown at a low/reasonable cost of operation is a recurrent wish of many stakeholders in the natural resources exploration and mining industry. Through its Fly Light Airborne Geophysics research program, EXIGE and partners have pushed the development and testing of two new airborne carriers with unique capabilities for geo-surveys: GyroLAG’s gyrocopter and Infotron’s unmanned aerial vehicle (UAV). These carriers are the next generation of versatile and innovative aerial vehicles for remote sensing and monitoring. They are rotary, smart tailored, ultra-high resolution manned (gyrocopter) or autonomous (UAV) airborne platforms that combine the merits of dense data sampling, accurate position location, very low clearance above ground or sea level, slow speed, interchangeable and combined multiple geo-sensors, automatic data quality control and real-time quality assurance. They also have the benefits of being highly efficient, cost-effective, commercially attractive, safe, reliable and easy to deploy and operate. Their technical specifications and multiple advantages compared to traditional aircraft and/or ground crews are presented in this paper. The Goonyella Riverside Mine is located 30 km north of Moranbah in Central Queensland, Australia. Recent mining activities have exposed the north–south striking Kenya and Zimbabwe thrust Faults. These faults vertically offset coal seams by up to 25 m and locally thicken coal packages through imbrication of coal seams. The presence of back-thrusts add to the geotechnical complexity of maintaining highwall stability. The Kenya and Zimbabwe Faults have provided multiple challenges to the mining operation, with an unplanned additional 240 kt of coal tonnes being mined from imbrication of coals seams or from the refinement to local scale geological models. These additional coal tonnes have been either identified during the mining of the coal seam or just prior to overburden removal above the coal seam. These faults can also negatively impacted highwall stability with highwall failures, lowering the overall slope angle for pit designs and increasing stand-off distances for hazardous highwall conditions. Unmanned Aerial Vehicles are used to scan exposed highwalls and enable geological mapping via high-quality 3D images. Measure while drill data from drill and blast rigs can provide local-scale intersections of the faults and coal seams. Mine Geologists utilise these and other data sets to create localised geological models refined position of the fault planes and coal seams. These models are utilised by relevant mine site teams to ensure the safe and efficient mining of coal around these faults.

This paper presents a case history of a mature and well-established quarry company that has attempted to keep pace with an ever-changing economy. It examines the impact of socio- economic and technological factors on the company's marketing efforts, and looks at the role of both short and long range planning. The realities which have had to be faced and how product requirements have been kept in balance with production restrictions are also discussed.

"Electrical steels are used in motors, power generators, and transformers for electrical applications owing to their superior magnetic properties. These properties are attributed to the presence of a significant amount of silicon in the steel composition. Silicon steels are mainly grouped into two categories: grain-oriented (GO) and non-grain-oriented (NGO). The Si content of silicon steels is generally between about 0.50% and 6.5%. Therefore, silicon steels are further classified as low-, medium-, and high- Si steels. In this paper, liquid steel processing practices for certain silicon steel grades are outlined by considering a steelmaking company that integrates a basic oxygen furnace (BOF), a ladle furnace (LF), and an RHtype degassing unit (RH). Possible problems are identified, suggestions are discussed, and conclusions are drawn on the basis of real plant data. IntroductionSilicon steels are widely used in motors, power generators, and transformers for electrical applications owing to their superior magnetic properties. They are mainly grouped into grain-oriented (GO) and non-grain-oriented (NGO) silicon steel grades. However, the differences in the properties and thermomechanical production of GO and NGO grades are outside the scope of this paper. In this study, liquid steel processing of certain silicon steels will be discussed. In the integrated iron and steelmaking process, converters are the primary steelmaking units that are used mainly for decarburization and removal of phosphorus, and for obtaining liquid steel with a specific chemical composition and suitable temperature for secondary steelmaking operations. Ladle furnaces are a type of ladle metallurgy station consisting of electrical and/or chemical heating facilities for adjusting the liquid steel temperature during alloying. Various types of vacuum units are used for decarburization and removal of nitrogen, hydrogen, and sulphur, depending on the metallurgical conditions of the vacuum units. In this study, an actual steel-production company is considered in which the primary steelmaking operation uses a basic oxygen furnace (BOF) converter with N2/Ar bottom blowing, and the secondary steelmaking operations involve (1) a ladle furnace (LF) heated by three graphite electrodes and equipped with Ar and N2 top/bottom mixing facilities, and (2) an RHtype (circulation) vacuum degassing unit equipped with a top-blowing attachment for oxygen blowing and an Ar-purging system from an up-leg snorkel."

The large scale transportation and storage of sulphur in the liquid state is a relatively new development, but is really only a logical extension of old mining and processing techniques, It is not known who the first person was to win a relatively pure sulphur from ore by melting, but this method was commercially used at least two hundred years ago in Sicily and is still in use today. The Frasch process of mining was invented over sixty years ago, and the development and improvement of-liquid sulphur pumping and handling techniques has paralleled the growth in the Frasch mining industry. During the last fifty years, improvements in the technology of using sulphur have included the premelting of sulphur prior to its being burned for acid production or conversion into CS2 and other compounds. Yet, until fairly recent times, sulphur produced as liquid has been solidified into large blocks at the producing point, broken down by blasting or with mechanical equipment, and shipped in bulk form as a solid.

The paper will explain how to successfully implement a robotic solution from the initial idea to a working industrial solution. Primetals Technologies can call upon 10 years of experience in installation of Robot solutions in the harsh environment of steelmaking plants - the so-called LiquiRob. To enhance an existing shroud manipulation system, the idea to connect the shroud with a bayonet mechanism to the ladle nozzle was born in accordance with the requirements of a well-known steel producer. The paper will describe the development steps from the first simulations and prototype testing in the laboratory, it will show the intensive system testing under workshop conditions and will finally depict the successful integration into the plant. Furthermore, operational experience will be shown as well as the advantages of such an installation compared to other shroud manipulation systems.

IN THE HALF-CENTURY that has passed since the Bureau of Mines was established in July 1910, the research and technologic investigations conducted by the Bureau's scientists, engineers, and other personnel have helped significantly in improving health and safety in the mineral industries and have contributed substantially in conserving the Nation's mineral resources through improved techniques in the mining, treatment, and use of mineral commodities. From Bureau laboratories have come new materials for industry and better methods of extracting and processing minerals and mineral fuels. Bureau safety investigations-complemented by equipment testing and by programs of mine inspection and education-have brought about safer and more healthful working conditions.
