Falkie summarized the following formal contribution prepared jointly with Dr R. V. Ramani, describing the work that has been done at the Pennsylvania State University in the development of simulation programs for mine planning over the past 15 years:During the late 50's and early 60's, Monte Carlo simulators were developed to model continuous miner-shuttle car transport systems, track haulage systems, belt conveyor networks, etc. In the mid-60's attention was directed towards deterministic simulation of equipment performance, given the equipment characteristics and the system profile. In the late (10's all these systems (miners, shuttle cars, belts and trains) were integrated together to form a complete coal mine simulator and the program could predict the output potential of the system, given the mining dimensions, method and equipment employed. The actual sequence of coal-cutting operations is entered into the computer through the use of a special programming language which permits any type of mining configuration to be simulated. The simulator is hybrid in nature in that the shuttle cars, trains and belts are simulated deterministically, whereas rate functions with delay frequencies are entered for the continuous mining operations of sumping, shearing, fleeting, cleaning, etc. With suitable manipulation of the data, the program may be applied to all belt or conventional mining sections. Most of these simulators were developed through the assistance of grants from the Department of Mines and Mineral Industries of the Commonwealth of Pennsylvania and are available from the Coal Research Board of the Commonwealth,"

The McKinley Mine is located in the northwest New Mexico, in McKinley County, approximately 25 miles from Gallup. The mine is operated by The Pittsburg & Midway Coal Mining Co. (P&M), a wholly owned subsidiary of the Chevron Corporation. P&M is headquartered in Englewood, Colorado. Since the McKinley Mine began operations in 1962 a total of 83,391,000 metric tons of coal have been sold through 1990. The 1991 production was approximately 5.000.000 metric tons. The mine operations are contained on a 109.000 square kilometers lease area of which 44.000 square kilometers are on the Navajo Nation. The present customer base consists of four utilities and one industrial account, all of which are located in Arizona. The utility customers are the Arizona Public Service Co. Cholla Station at Joseph City, The Salt River Project. Coronado Generating Station near Joseph City, and The Tucson Electric Company, Irvington Generating Station in Tucson. The industrial customer is the Stone Container Corporation, Snowflake Paper Mill.

Macintosh use in mine-planning applications lags DOS machines since many users have made significant investments in hardware and training for other environments. Macintosh use is becoming more pronounced in many other industries, and com soft-ware is of at least the quality of that available for DOS machines and many workstations. This paper describes attributes of the Macintosh computer family as related to many mine-planning problems and solutions including software, memory considerations, workstations, DOS compatibility, and networking.

One of the key elements of change in the mining industry has been the ever-increasing integration and coordination of previously highly segregated business disciplines, the extent to which the marketing and finance functions have evolved and merged within the mining industry. If one listens to the language of mine product marketers today, one hears terms like contango, backwardation, forwards, options, min/max, synthetics, swaptions, caps, collars, FRA's, spot deferreds, double bottom, head and shoulders. The list is endless and a glossary may be out-of-date even before the ink is dry. No longer can a marketer of mine products get through the day and, more importantly, keep his or her job merely by reciting statistics on supply, demand, prices and the jargon of quotational periods, delivery and payment terms. Walk into the office of any marketing department today, and computer terminals spewing on-line market prices and instantaneous news retrieval command the attention of all who enter. Traditionally, mining companies, particularly those in North America, took a passive view toward marketing their products and an even more passive view toward management of price risk. The typical, albeit simplified, gold producer of the 1970s and early 1980s spent all of its energy exploring, delineating, developing and producing a product that was placed by the mine gate. Like magic, anonymous buyers took it away and left piles of dollars in its place. No fuss, no muss and nothing to get in the way of more exploring, delineating, producing etc. The typical copper producer, meanwhile, was slightly more creative. Copper producers still spent most of their energy exploring, producing etc., but they at least acknowledged the identity of their customers. Many even went so far as to fabricate finished mine products into shapes and sizes that their ultimate customer needed. Wire, cable, sheet and extrusions were all in forms ready to be purchased by power companies, motor manufacturers and telephone companies. But, while production and costs steadily increased, research and development into new expanding markets was funded by little more than lip service. Competitors and competitive products steadily eroded market share and realized prices. The now-famous Business Week magazine cover that proclaimed "The Death of Mining" was an imminent reality.

Risk management has become an essential tool for mining companies to ensure their projects are well-managed and profit expectations are achieved. Risk management has also become a mandatory corporate governance requirement in Australia for publicly listed companies and equally important to attract investors. This paper provides a brief overview of the essential tools needed to implement a practical risk management framework to comply with the internationally recognised ISO 31000:2009 risk management-principles and guidelines from the perspective of small or soon to be producing mining companies. To?successfully?deal with the unknown and to manage the opportunities and risks involved with a mining project requires a clear understanding of the basic risk management principles. These include how to develop a project risk register, how to develop a project risk treatment plan and how to manage and monitor project risks to take full advantage of the opportunities presented.The first step is to identify and fully appreciate the risks that face a mining project. There are many risk identification methods that can be used including checklists, brainstorming and hazard and operability (HAZOP) studies. These often lead to a telephone book full of risks which are near to impossible to manage. A risk library specifically designed?for mining?projects containing no more than 100 risks will cover the major showstoppers, is practical and can be readily implemented and successfully managed.A risk framework also needs to be established which is compatible with the companyÆs structure and objectives. Once each risk has been assessed in regard to consequence and likelihood and the risk control systems are in place they need to be assigned to the responsible manager. The extreme or high risks will require a risk treatment plan to be developed. Risks will change during the life cycle of a mining project. An extensive trial of laser-based survey and monitoring systems at Hillgrove Resources Kanmantoo Copper Mine in the Adelaide Hills, South Australia, has proved the capabilities of the system in monitoring rock movements on open pit walls. Initially, the trial involved deploying a Maptek I-Site 8820 laser scanner and the proof-of-concept Maptek Sentry software in the Nugent Pit to monitor ductile rock movements located up to 260 m away. The system was proven to be capable of monitoring various rock movements from 1.5 tonne rockfalls up to a 40 m high toppling wall failure. Data collected from smaller rockfalls was used to help build a database for Hillgrove’s rockfall management program. As part of the trial, the laser scanner was deployed to monitor a ramp movement event, as well as the toppling failure, adjacent to an IBIS slope stability radar. Both devices monitored the slump and the slowly developing toppling movements, with similar results. Although the radar was used as the successful ‘critical alarm’ device for the toppling failure, post-failure analysis showed the laser-based system to be capable of performing a similar role in the ductile rock regime; albeit over much shorter distances than the radar capability. A second laser scanner was deployed to monitor Kanmantoo’s Emily Pit in early December 2014, where it successfully provided critical alarm warnings for a block topple event. Sentry software, which takes advantage of Maptek I-Site 3D spatial imaging technology, was first released in November 2014 to meet industry demand for a cost effective, flexible system to detect movement. Sentry has now been re-launched as a fully transportable monitoring system. Deployed in a custom trailer, the system offers a power and communications module, cellular and Wi-Fi networking and a stable bollard for the I-Site laser scanner and Sentry software. This paper will present rock wall movement data from the Sentry trial and a subsequent two years of monitoring of the open pit walls at the Kanmantoo Copper Mine, at distances out to 750m. In addition, examples of remote geological mapping and small rockfall detection, using the laser scans, will be described. The Sentry system has proven to be beneficial for the continual improvement of slope monitoring and risk management at hard rock mines. Safety nets have been used selectively in several South African mines over the years. Recently, however, an increased emphasis on mine safety has seen a resurgence of their utilization underground. This renewed interest has, however, also raised questions about the design and performance of these nets and their practical applications underground; these are the subjects of this paper. Generally, mine safety nets are used to protect personnel from falling rock in temporarily supported development ends, tunnels, ASGs and stopes. These diverse applications each require specific net designs, resulting in a wide product range. As a rule, however, mine safety nets need to carry specified static or dynamic loads with the least possible deformation. Because of the application-specific characteristics of mine safety nets, there is no South African national standard for them. Consequently, neither the SABS, nor the CSIR, performs standard tests on these components. In 2007, therefore, SIMRAC made available their Savuka facility for the testing of mine safety nets; the Savuka drop test became the accepted industry test standard for mine safety nets. From late 2007 to mid 2009, Norsenet, in collaboration with SRK Consulting, the designated operators of the site, conducted approximately 200 tests, which formed the core of Norsenet's database of safety net performance under various loading conditions. The test specimens comprised a wide range of net materials and config¬urations; the materials included: high density polyethylene, polypropylene, polyester, nylon, as well as a blend of polyester and polypropylene used primarily for reinforcement ropes. Net configurations encompassed the following parameters: net type, i.e., knotted nets or sewn nets; net strand type, i.e., braids, twines, or webbing; strand size; mesh size; mesh orientation, i.e., parallel or oblique to the net edge; net edge reinforcement, i.e., knotted, tied, with or without reinforcement ropes; internal reinforcement ropes, i.e., diagonal ropes and/or orthogonal ropes; as well as net attachment options, including loops and chainlinks. From the number of variables listed above, and the limited number of tests available, it can be appreciated that the findings of the test series required careful scrutiny. Nevertheless, principal performance factors clearly emerged: besides the obvious net mesh variables, such as net strand material, strand diameter and mesh size, it was the configuration of the reinforcement ropes and their attachment to the net panel which had the strongest influence on net performance. All the structural elements of a safety net need to work together to transfer the imposed load from the net panel, through the reinforcement ropes, to the net attachment points. In this load transference chain, the weakest link limits the strength of the structure. From this development work, Norsenet has gained valuable expertise to custom-design and manufacture nets to clients' specifications. The examples presented in the paper will also show the experience acquired in the installation of nets underground. Future work will include the establishment of a state-of-the-art net testing facility at Norsenet's factory in Vredenburg.. Technology to enhance safety during mine hoisting has been developed by researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Assessment of current hoisting technology suggests that monitoring conveyance position and load directly from the skip or cage top offers several significant safety advantages. Wireless data transmission schemes and a package consisting of sensors, batteries, and a charger mounted on the wire rope and skip have been developed. A state-of-the-art automated hoisting test facility was constructed to test the concept in a controlled laboratory setting. Field tests in a full-size shaft are underway.

IN preparing this paper on Canadian mine taxation, there has been no attempt to detail the requirements of the various taxing bodies; but rather to consider the matter from the standpoint of its underlying principles and give a general idea of the methods adopted. I have added an Appendix setting forth the principal features of the various Acts, which should be used for general reference only, since new rulings alter minor details from time to time. In current legislation, many important points are left to the discretion of the Ministers and their deputies. We are, indeed, fortunate in having in Canada an able and conscientious body of permanent officials, who bring a sense of justice and courtesy to their work which is most commendable, and which has done much to simplify the working out of general problems. The production of metals may rightly be deemed a form of manufacture, but differs from the average manufacturing business in three important respects: (1) In its early stages, it is wholly speculative, since it is impossible to make any definite appraisal of value or possibilities. (2) The principal asset of any mine, i.e., the ore in the ground, is a wasting asset, and is irreplaceable. (3) Any additional burden by way of taxation cannot be passed on to the public but must be borne entirely by the producer. Having regard to the first of these differences, it is apparent that, since the risk of loss is great, the reward in case of success must be correspondingly great. This fact seems to be constantly overlooked by those who regard the all too few outstanding successes in Canadian mining history as fit prey for predatory legislation. As an illustration of the speculative nature of early mining development, let us consider the Province of Ontario-and I take this illustration simply because I am more familiar with conditions there, and not because I believe it differs greatly from any other province. From 1907 to 1933, 165,243 claims were staked and recorded, from which 43 mines were developed which paid one or more dividends. There was, of course, some duplication through re-staking; also, on some claims very little work was done, and most mines have more than one claim. But, since staking and recording cost real money and effort, each of these claims must have been considered to have had merit.

TAXATION has become a major item in the operation of Canadian mines, and, as such, merits our most serious consideration. I feel it was a splendid idea for the Institute to set aside this time for a frank discussion of this important subject, and believe great benefit will result from a better understanding of the methods and underlying principles involved. Mining, as a great national industry, may quite properly be called upon to pay its fair share of the cost of running the country; and there is no tendency on our part to avoid this responsibility. There is, however, a very definite demand that the proportion be just, and fairly and sensibly applied. I believe that Mr. C. G. Williams, Secretary of the Canadian Metal Mining Association, and others, are giving details of the various Provincial and Dominion regulati6ns, so I shall not touch on that phase of the situation. However, there are some important factors to which I should like very briefly to call your attention. The first is the vital need for stability. As you all know, a considerable period must elapse between the preliminary stages of any mining venture and the time when it comes to production-or is finally abandoned as un-profitable. These early days are fraught with many unavoidable uncertainties. If, to these natural hazards, the apprehension of instability of governmental action be added, the risk becomes so great that capital seeks other and safer fields for investment, and many otherwise promising projects are thus discarded. There probably never has been a time in recent years when so much money was seeking investment as now. Under favourable conditions, the development of our great mineral resources would be a natural and attractive outlet for this money. The amount of taxation which the mining industry can properly absorb is of the utmost importance at this time, and it might be well to consider this question in its relation to the economic stability of our country, for it cannot be too greatly emphasized that direct taxation is only one item in the net return which our governments derive from the mining industry. Indeed, the many indirect benefits are so manifest that it would seem almost unnecessary to enumerate them! We almost invariably think of mine taxation as a direct company tax-overlooking the fact that sales tax, customs duties, acreage tax, income tax on mine dividends, foreign shareholders' dividend tax, and others, must all be taken into consideration. It would seem that the economic value of non-ferrous metal mining in Canada is not sufficiently understood and appreciated.

One of the objectives of today's mine superintendent is to increase his equipment availability. To this end we have seen improved scheduling procedures, preventive maintenance programs and extensive drive training and operating procedures. However, until recently, one area that has changed little in the past twenty years is the method of refueling and servicing mine equipment. In looking at mines across the country continually one encounters the hazardous oil soaked ground, the hand held fuel nozzle and the maze of hoses of the "traditional" fuel stop. By adapting technology developed in the construction and aircraft industry, current fueling and servicing practices can be easily improved. The result will be less nonproductive time, less downtime from engine failures and increased security from major refueling fires. The time saved almost amounts to having another truck in the fleet! One feature of the improved servicing practice is the implementation of high flow fueling. For trucks now on the market, a flow rate between 120 and 150 gam is feasible, about 90 gam greater than current practice. This flow rate could be increased even further as larger trucks come into use. A second idea borrowed from the aircraft industry is the use of positive lock type connection nozzles that automatically shut off when flow stops. These may be used for fuel, water, oil and hydraulic systems to eliminate spillage and assure that clean fuel, oils, and water are delivered to the vehicles. The reduction of fuel spillage lessens the threat of major fires resulting: in equipment damage and loss. Eliminating fire hazards will become even more important as the turbine engine with its lighter, more volatile fuels come into common use.

The design of mine airways receives, in general, very little engineering treatment. To a large extent this is, of course, due to the fact that information upon which to base calculations is seldom available in definite form. In many rnines the extent of the workable deposits may not be known at the time an air course is planned, and the length of service is indeterminable. Volume of air required for ventilation rnay also increase with extension of the life of a property, and natural obstacles, such as heavy ground, often place limitations upon the size of opening that can be maintained. Perhaps most of the shafts used in the ventilation of metal mines were originally intended as hoisting shafts, and many of the tunnels and crosscuts similarly used, were also designed as haulage ways or for other operating purposes. Even when a shaft is sunk solely for ventilation, custom usually dictates a size and shape consistent with the type commonly used for ordinary operations, because experience has demonstrated it can be excavated and maintained. In fact, most ventilation openings were never made with any consideration as to economic design for such use. When an air course is required to pass air between different parts of mine workings under a fixed pressure, the size of opening required for a given volume of flow, is, of course, determined by the resistance factor of the air course. It is then impossible to proportion the opening with reference to economics of power consumption, and this paper is limited to the design of openings where ventilation pressure or power consumption may he varied for economic advantage. As the size of an air course is increased, the expense involved in excavation and support is, of course, also increased, but the charge for power is decreased. In the case of a mine that has only a short assured operating life, it would not be ecouomical to provide large openings in order to reduce power bills; but when operations are likely to continue for a long time, the power charge becomes a very important economic factor. Although lack of definite information on such factors as service life and costs of excavation and support affects the design of an air course, it appears, from a mathematical analysis of the problem, that considerable variations may be made in estimating these factors, without greatly

Changes in existing airway and fan-installation conditions offer the most common opportunities for effecting economical operation of mine-ventilating systems, but the largest possibilities for securing this result lie in the original design of the main airways for efficient service. Formulas, and charts for their graphical solution, are presented herewith for the determination of the elements of airways design when the conditions of service are known or may be roughly approximated. Although the analyses are made with particular reference to metal-mine airways, there is no essential difference between main airways in metal and coal mines, and the methods presented are applicable to both. Little attention is paid to designing airways for maximum economy in the ventilation of metal mines. Most of the openings used as main airways are originally designed and used for transportation and other operating purposes. Even where openings are made primarily for ventilation, the possibility of their future use for other operating purposes, or even custom alone, usually results in the selection of a size and shape similar to those of existing openings. Natural conditions, such as heavy ground, often seriously limit the size of opening that can be maintained without excessive expense; and various operating factors, such as velocity limitations on traveling roads, often dictate size requirements in excess of those required for economy in ventilation only. In metal mines the main airways are, as a rule, too small rather than too large for economic service, with the general result that the quantities in circulation are often less than the mine's proper requirements over long periods, even though excessive amounts of power are applied in an effort to remedy conditions. Increasing the area of an airway increases the cost for excavation and lining practically proportionately but at the same time affects a very rapid decrease in power requirements. The balancing of these two factors of the expense to give a minimum total yearly operating cost for ventilation is mainly a matter of proper original design of the main airways of the mine, since the large volumes handled through these parts of the system involve large power costs and thus present opportunities for effecting large savings through proper design. "A Ventilation on Demand (VOD) system has been optimized and maintained at Glencore’s Nickel Rim South Mine (NRS) in Sudbury, Ontario, Canada for the past seven years. The system monitors and controls air quality and quantity through real-time, dynamic automation of primary fans, secondary fans, automated airflow regulators, and air monitoring instrumentation with VentSim™ CONTROL, a VOD software. This paper will focus on the implementation of testing procedures and system maintenance methods. Overall, the results show a consistent reduction in energy usage.INTRODUCTIONThe Ventilation on Demand (VOD) system at Glencore’s Nickel Rim South (NRS) mine in Sudbury, Ontario, Canada, involves the control of two 2,980 kW centrifugal surface exhaust fans with Variable Frequency Drives (VFDs), three 335 kW vane-axial surface intake fans with VFDs, 21 automated airflow regulators, six automated dampers, seven automatic doors and 198 underground auxiliary fans with ON/OFF starters. Additionally, the system monitors airflow at 48 locations, carbon monoxide (CO) at 40 locations, nitrogen dioxide (NO2) at 21 locations, and dry bulb and wet bulb temperature at 21 locations. The VOD system is also integrated with a tagging and tracking system to modulate the ventilation system automatically and in real time according to the presence and position of the personnel and vehicles. The tracking system comprises of 75 vehicle tags with diesel status and hydraulic status (ON or OFF), 440 personnel tags, and 200 tracking zones. Finally, it also involves the configuration and updating of 55 level plan and interactive procedures and 24 daily scheduled events. NRS currently uses VentSim™ CONTROL, Ekahau Tracking and PI Datalink to control, monitor, and configure their VOD system."

One of the current challenges in mining is managing increasingly competent rock conditions within the mine-to-plant value chain, particularly when working with marginal ore grades. This study presents a case from a Peruvian open-pit operation where the mine plan projected a significant increase in rock hardness, as measured by the Axb index (parameters derived from the JK drop weight test). In response, the Drill and Blast Technical Team made efforts to increase the powder factor by reducing drill spacing and increasing the explosive charge, employing high-energy explosives (3,090 kJ/kg). However, this adjustment presented a challenge in achieving the fragmentation required to meet the target throughput of 97,500 tons/day, resulting in a shortfall of approximately 8.7% under the base case scenario. To overcome this technical challenge, the use of locally engineered ultra high-energy explosives was proposed, offering adjustable energy levels ranging from 3,210 to 3,570 kJ/kg. This solution enhanced ore blending strategies, calibrated to specific Axb ranges. The results also suggest that microfractures generated by the energetic blasting designs contributed significantly to downstream improvements. These outcomes demonstrate the value of a fully integrated mine-to-plant strategy, aligning blasting parameters with downstream processing performance to maximize operational efficiency. This solution led to a 10% increase in process plant efficiency, a 16% reduction in specific energy consumption during primary crushing, and a 13% reduction in the SAG mill. Additionally, shovel productivity rose by 18%, and the dig rate improved by up to 35%. Throughout the 1980's the tem Mine-Wide Monitoring System has had various meanings for manufacturers of these systems and underground mine operators alike. System suppliers had visions of grandeur in the early 80's as they envisioned each mine, that has more than a single section, installing a computer based monitoring system to provide surveillance, control and documentation of the entire mining operation, including everything from a single heat detector to the weekly payroll. In a few cases this may have become reality but the truth is these systems have quietly become a steady but unspectacular workbase for the modern mining industry of the 1990's. As it exists today the total market for underground monitoring systems may not exceed $10 million annually. Suppliers have lowered their expectations of the dollar value of this particular market. Some were entering a new market because of experience with computer based data acquisition systems. Others had been active in the mining industry for years with more traditional equipment (communication systems, methane monitors, safety equipment, etc.) and decided to become involved with Mine-Wide Monitoring Systems.

Florida produced more than eighty percent of domestic phosphate during 1974. This amounted to more than thirty-five million short tons. Ninety percent of this production was used in the production of fertilizers. Other uses of phosphate include food preservatives, fabric dyes, optical glass, photographic films, soaps, plastics, pharmaceuticals and animal feed ingredients. Marketable phosphate rock projections for the nest decade forecast a very healthy growth for the Florida phosphate industry. Associated with the expansion, however, are the corresponding problems of water conservation, air and water pollution and land reclamation. Recognizing mining as an interim land use, the industry is presently engaged in a very active reclamation program. The proximity of the central Florida deposits to rapidly developing urban areas makes it important to undertake successful and well planned reclamation programs. Water use and conservation is of vitil importance to the industry. Water withdrawal from existing aquifers and discharges into drainage systems are closely regulated by state agencies. Water is stored and recycled to maximize usage. In some instances water is even returned to major aquifers through a series of recharge or connector wells. The phosphate industry has spent over 200 million dollars in the past decade for research, development and implementation of pollution abatement and water conservation systems.1 The following discussion outlines various phases of phosphate mining in central Florida today, with emphasis on research in waste disposal techniques and progressive land reclamation programs.

1. Domestic Production and Use: In 1978, 12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 65% of production capacity. Washington, Oregon, and Montana accounted for 31% of the total capacity; Gulf Coast States 23%; Northern States 26%; and other Southern States 20%. Based on published producer prices, output of primary metal in 1978 was valued at $5 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1978, building accounted for about 25%; packaging 22%; transportation 23%; electrical 11%; consumer durables 8%; and other uses 11%.

The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled predominantly by rising personal consumption expenditures as well as growing government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the minerals-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The low level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.
