In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

MINING occupies a position of less importance than manufacturing or agriculture in Canada, but its relative contribution has increased greatly during the post- war period. Mineral production was only 5.14 per cent of the net value I of production of all kinds of commodities in 1919, but by 1936 the pro- portion had risen steadily to 12.76 per cent. Mining felt the depression, hut unlike agriculture, which is still ' sorely stricken, it has passed from early convalescence to complete recovery. For each of the last two years new high records were established for the industry as a whole and for the quantity of most metals produced. Mining has had a notable effect on - the growth of the power industry in Canada. Water power has been developed in the same or adjacent areas wherever mining camps have been 1 established, with few exceptions. Consumption of electrical energy by the mining industry gained 72 per cent within a decade, rising from 1604 million kw.-hr. in 1926 to 2754 in 1935. "Mining makes civilization possible. It also creates socio-economic problems surrounded by sustainability controversies yet continues extraction without considering the balance and finitude of nature. Nature requires restoration of equilibrium if mining and life on earth are to continue. Mining is still practiced according to Agricola’s views and the consequences it has wrought on our planet demand we critically reexamine it from its very core, to its metrics, to its design, to its technology, to how it is taught, and to reconsider its raison d'être in 2017. This paper offers tools to new mining engineers that are required to transform and solve new challenges. The task before us is to formulate an updated core curriculum that meets the demands and realities of the 21st Century. Mining professionals must rethink and reteach how to redesign mines before shovel hits dirt, how to mine with restoration of nature figured in to the mining design. Mining needs a new extractive technology in order to transform the results of its well-known liabilities. Mining has evolved and its future must be different than its past. Our industry is capable of doing this but it needs to be shown the way. INTRODUCTION The statement that ‘mining makes civilization possible’ is of the utmost importance and has the most value to us. We can examine the past and present appropriately to see the future that we are building. Mining must be addressed in a different way that makes a positive difference and improves upon rather than continues to get the negative impacts of the past. See Fig 1. Mining creates disequilibrium in Nature by producing ore, waste, tailing, dilution of resources, toxic, and pollution to its ecosystems. What is next for mining on a limited planet? Delaying the transformation of mining is not an option to developing an updated and modern mining business-as-usual paradigm. It is hurting the essentials of living in a civilization; our livelihood is in danger to the point of unrest in nature as we generate a lot of eco-print by present mining practices. So, we are urged to eliminate this bottleneck in life by employing a different design. This way, we will have a vision on how to sustain our civilization. [1]. This new design, with input from current and future generations, will be our contribution to posterity."

IT is a high compliment to be invited to present a pap::r on the subject of "Mining in the National Economy". To cover it adequately would need the knowledge of the economic geologist and of the technical mining engineer, together with the arts of the statistician and of the economist in general, allied with generous psychic powers. Further, one should embellish the tale with a touch of drama. It is comforting that the subject is so broad that whatever may be said within the compass of a paper like the present, can hardly be criticized as going beyond the terms of reference. A conventional approach would be to begin with the noteworthy statistics of the mining industry of yesterday and today. But in the present company this would be "carrying coals to Newcastle"-or to give the venerable metaphor local colour, "nickel to Sudbury". Such statistics are available in all their stimulating detail in our official publications. Let us tackle at once, therefore, as a less hackneyed theme, the relationship of mining to other phases of the Canadian economy. RELATION TO TOTAL PRODUCTION While mining occupies a position of less importance than manufacturing or agriculture in Canada, its relative contribution has greatly increased during the post-war period. Due to the fall in wholesale prices, the net value of production in Canada has shown a decrease averaging about 1.5 per cent per year during the post-war period, though its volume of course has gone up. Mineral production on a value basis, on the other hand, showed a gain of 2.8 per cent per year. Mineral production was only 5.14 per cent of the net value of production of all kinds of commodities in 1919, bur from 1929 to 1936 the proportion rose steadily rill it reached no less than 12. 76 per cent in the latter year.

Effective mine operation demands that the right people have the right information at the right time. Caterpillar's Mining and Earthmoving Technology System (METS) meets this demand by providing "real-time" information transfer between the mine offices and machines equipped with the Caterpillar Computer Aided Earthmoving System (CAES). Transfers of mine plans from the mine planning software to CAES-equipped machines give operators access to current mine plans within minutes of their creation. Additionally, office personnel have access to a current digital terrain model (DTM) of the mine site as it is updated in "real-time" by CAES-equipped machines. METS provides mine personnel in operations, planning, and management the information they need when they need it.

"It is a widely held view that in the 21st century, the mining industry will be dominated by a relatively small number of large companies, truly global in scope and internationally staffed (Gooding, 1997). Interestingly enough, most of the exploration and exploitation activities are being carried out by junior and major mining companies from common law jurisdictions in civil law countries, in particular in Latin America, where in recent years, the region has ranked first as a destination for exploration dollars, thanks to the reforms undertaken by some countries to amend their legal framework to attract foreign investment. From a lawyer’s point of view, this is where the main challenge lies: how to bridge the gap between the two legal systems.In order to avoid pitfalls, common law lawyers should be more diligent and proactive when dealing with civil law jurisdictions, given the different systems of law, standards, traditions and customs. Common law lawyers cannot be expected to be well-versed in civil law but they should not be completely unfamiliar with it either. A balance should be struck to ensure clients’ needs are professionally taken care of and that common law requirements and standards are met."

Foreign investment in Mexico, particularly of American capital, has increased steadily since 1940. At present, however, these investments are less important to the Mexican economy than in earlier periods. In the last few years, local or Mexican capital has participated in most American investments in Mexico with the encouragement of the Mexican Government. Foreign investment in a wide variety of industrial activities has gone up in the last decade, placing mining investments in second place. This growth is the result of the Mexican Government's favorable attitude toward industrial expansion. The process has been encouraged through tax exemption on infant industry, through customs protection, and through other incentives.

The East wall of the Kalgoorlie Consolidated Gold Mines Fimiston Open Pit (KCGM Superpit) has a history of wall instabilities impacting mining operations; the most significant of which occurred in May 2018, when more than 1 Mt of rock dislodged over six, 30 m high bench stacks and impacted the pit floor. Since 2011 approximately 1.250 Mt of material has fallen from the East wall at Fimiston Pit across three failure events (2011, 2018 and 2020). Each failure has been associated with major structures intersecting the pit walls: the Fiji Fault, the Australia East Secondary Splay Fault and the EWD3 Fault. In each instance the trigger for failure has been transient pore pressure in the pit walls. Northern Star will mine a cut back behind the failure area over a vertical distance of 180 m. Cut back mining will include the extraction of a remaining in situ wedge, which is assessed as kinematically able to fail, and a subvertical failure backscarp in Stage 1. A substantial amount of rill material from the 2018 and 2020 failures will be extracted in Stage 2. This paper presents the methodology in use to mine Stage 1 of the cut back, safely, through this potentially high-risk area, detailing the specific mining methodology employed, the controls put in place and the monitoring required. Day-to-day monitoring will be undertaken using the already installed slope stability radar and will feed into a daily assessment of activities which may be undertaken in the cut back area. Initial activities will focus on eliminating the potentially unstable wedge and vertical backscarp with use of innovative drill and blast techniques/products and the extensive use of remote capable equipment to limit personnel exposure.

THE mines of the Consolidated Copper and Sulphur Company, consisting of the Eust1s, the Albert, and the Capel mines, are situated w Ascot township, Quebec, about ten miles southeast of Sherbrooke, on the main line of the Quebec Central railway. Of these mines, only the Eustis is now producing, and it has been operated almost continuously for the past seventy years. Mining methods have been improved in recent years but are still old fashioned when compared with those employed in more modern and up-to-date mines. The ore is of milling grade and is mined for its copper and sulphur con-tent. Silver is present in small quantity, together with a trace of gold. The ore is mined by the shrinkage stope method. Pillars are frequently left as supports for the hanging-wall to prevent serious dilution of the ore and are sometimes recovered after the ore is drawn from the stope. Occasionally, small blacks of ore in close proximity to the shaft are mined by a cut-and-fill method. HISTORY ALBERT AND CAPEL MINES: The Albert and the Capel mines, originally known as the Capelton mine, were discovered in 1863 by George Capel (1). By the end of 1866 the Albert shaft had been sunk to a depth of 121 feet on an incline of about 30 degrees where a vein five feet thick was encountered. In 1879, these mines passed into the hands of G. H. Nichols and Company, by whom they were operated practically continuously until 1907. When mining operations ceased in that year, the shafts had reached depths on the incline of approximately 2,300 feet and 1,000 feet, respectively. These mines have been allowed to cave and fill with water and have been inaccessible for many years.

EVERYONE engaged in the teaching of mining engineering will, I suppose, agree that the most difficult subject to teach is "Mining Methods." One primary difficulty is that the students taking the course have either had no previous experience in mining, or else they have had; either seeming to be somewhat of a drawback. The students who are unfamiliar with mines find it difficult to visualize underground conditions, as described and illustrated with sketches and maps, while those who have had underground experience seem to 'find it difficult to visualize anything much different from that which they have already seen. This reminds one of the remark about the Presbyterian doctrine of predestination, to the effect that "you are damned ,if you do; and damned if you don't."

FORM of ore bodies, strength of wall rock, and quantity of water that must be handled differ so greatly in the various districts in which the Corporation operates that a variety of mining methods have to be employed. All are underground, however, with the exception of glory holes at Cerro de Pasco from which siliceous silver pacos ore is obtained. In general, the ors is in many relatively small bodies unsuitable for hulk mining, such as caving or top slicing. The strength of the rock and ore rarely permit open stopes, though shrinkage is successfully used on various veins with strong walls, particularly in, Casapalca. Horizontal cut and-fill and square-set stoping with careful filling are the principal methods employed, with the necessarily higher cost for supplies and labor offset as much as possible by care in the avoidance of dilution. The mines at both Morococha and Casapalca are notoriously wet, and even at Cerro de Pasco the quantity of water was enough to retard deep development until the perfection of electric pumps. In Morococha particularly, the extension of successive levels, first from adits of moderate length, then from shafts and heavy pumping installations on the 750 and 1000 levels, and finally by the 30,564-ft. Kingsmill tunnel, was one of the most difficult and long continued fights against water and resulting heavy ground that is recorded in mining history.

THE first mention of the mining and use of coal in the Pittsburgh district refers to the mine under Duquesne Heights that furnished coal for the garrison at the fort at Pittsburgh in 1760. Coal had been dug and used as fuel just outside of Brownsville, Fayette county, in 1759, but this was not a regular mine as the opening was in an outcropping. Maps of Ohio in 1770 showed "Cole Mines" at various points. The Penns purchased all the coal south of Kittanning in southwestern Pennsylvania from the Chiefs of the Six Nations for a reported price of $10,000. During the Revolution, coal from Herron Hill, Minersville, and Coal Hill, all within the present city limits, was used in Pittsburgh. There is today one custom pit opened in Coal Hill (Duquesne Heights). The first steam engine was set up in Pittsburgh in 1794 and used coal as fuel. The first mine in the Youghiogheny gas district was opened in 1796. In 1803, the first shipment of coal by water was made from Pittsburgh down the Ohio river and landed at Philadelphia, where it sold for approximately $9.50 per ton. The mines along the Monongahela were naturally the first to be opened. With the completion of locks and dams in 1844, permitting slack-water navigation, the industry began to thrive. The No. 8 field of Ohio and the Fairmont region of northern West Virginia were opened in the period 1840 to 1855. From that time on there has been a continuous development of the coal resources of this district, until at present-productive capacity is enough to supply 30 per cent. of the country's needs of bituminous coal. Arch Mineral Corporation and Rocky Mountain Energy's Medicine Bow Mine in Wyoming presented an interesting challenge to the concept of mining a multiple-seam, dipping coal in the Hanna Basin. The 3362 and 2962 pits at MBCC were designed in a multiple seam coal consisting of 4 (and in some areas 5) bands of coal; these coal beds are all in the Ferris formation. The area was subject to some localized faulting and a major fault caused a physical restraint that we mined up against in our final cut. Using a 1570 dragline as the principal stripping machine, the concept of developing a bench for stripping the lower seams from the low-wall side of the pit was initiated. The results of this method of stripping were very satisfying for this pit through the completion of pit life and prompted us to use it in other areas at MBCC and at our other operations. Mining a dipping coal presents a small twist to conventional "flat" coal stripping. The spoil has a tendency to continually try to slide into the pit and the increased overburden on each cut as you mine down the dip creates spoil problems unless adequate design provisions are made prior to stripping.

Since the discovery of uranium in the Ambrosia Lake Area in 1955, a new mining district has developed which promises to be the greatest uranium producing area in the United States. Exploration and development work is proceeding rapidly in mines operated by Kermac Nuclear Fuels Corporation, Phillips Petroleum Company, Rio De Oro Uranium Mines, Inc., Calumet & Hecla, Inc., Rare. Metals Corporation, Homestake-Sapin Partners, Homestake-New Mexico Partners, and Centennial Development Company. Individual mining operations vary in size from 200 tons to more than 1200 tons per day with production from wet and dry ore bodies ranging in depth from 300 to 1500 feet. Many problems have been encountered during the development period in the district mines. Within this paper the author will review some of these problems and mining practices being used. In order to understand better the developments to date, a brief description of the area and its geologic setting will be presented.

IN the spring of 1905 I was employed by Messrs. Bradley and Requa, under our fellow member, Thomas Cox, on the mill plans for the Nevada Consolidated, when an opportunity came to go to the Philippines to erect a small mill on the property of the Benguet Consolidated. This I accepted, expecting to be away eight months or so, but it was seven years before I got back. .I sailed in May, on the Coptic, having as room-mate as far as Kobe, A. E. Drucker, who was going out to Korea for the Oriental Consolidated. It was the first trans-ocean trip for either of us, and we had some rather unusual experiences. This was toward the close of the Russo-Japanese war and the Russian fleet was known to be on the way from Suez to Asiatic waters, but it was a matter of doubt whether they would risk a passage between Japan and the mainland, or take the longer but obviously safer route outside of Japan. The Coptic carried much contraband of war for Japan, so naturally did not care to meet this fleet. No definite word being available at Honolulu, we went to the Midway Islands, but the cable station there had very little information to offer, so we proceeded cautiously toward Japan. On the last afternoon out, we steamed due north at half speed for several hours, and finally sneaked into Yokohama at night, to learn that ' the Russian fleet had met the Japanese the day before and had been annihilated. We sailed over the spot in the Sea of Japan a week later, and when we got to Manila we found three of the Russian boats interned and being guarded by the monitor Monadnock and a cruiser. This was only a matter of form, as the Russians were only too glad to be there for the rest of the war, and the boats could not have gone far anyway, for they were literally shot to pieces. The Admiral's flagship had a hole within 3 ft. of the water line, for ward, through which a man could enter by stooping.

Minerals contribute to U.S. gross domestic product (GDP) at several levels - from mining and processing to the manufacturing of finished products. In 2010, the estimated real GDP of the United States increased by 2.8 percent compared with 2009 and the estimated nominal GDP was about $14.6 trillion (Table 1).Trends in various sectors of the domestic economy are often rejected in mineral production and consumption rates. For instance, continued declines in the construction industry during 2010 were rejected in further reductions in the production and consumption of cement, construction sand and gravel, crushed stone and gypsum, which are used almost exclusively in construction. Performances in other sectors were mixed and less easily characterized. Recovery from the economic decline of 2008-2009 became apparent in 2010, as prices for many mineral commodities continued to rise with increasing demand for those materials or the products in which they are found.

In 2009, the continued decline of the housing market was reflected in reductions in the production and consumption of cement, clays, construction sand and gravel, and crushed stone (those mineral commodities that are used almost exclusively in construction). Production of mineral commodities associated with the manufacture of goods for the housing market, such as ceramic tile, heating and air conditioning equipment, paint, plumbing and sanitaryware, roofing, wiring and wallboard also decreased. Ore distribution being what it is, many of today's mining companies are forced to develop foreign reserves to satisfy the demands of their customers. This necessity complicates the economic picture for a company, because management must look well be- yond grade and tonnage to determine the feasibility of developing a foreign orebody. Above all, the taxes on such a development must be assessed. The difference that taxes can make in mining profits will be illustrated here for three countries-Canada, Mexico and the United States. For purposes of comparison, identical orebodies will be assumed to occur in all three countries. Only the taxes on these properties will vary. Grade, tonnage, gross income, production costs and production rates will all be the same. The discussion will be limited to federal taxes, because state and provincial taxes are usually negligible by comparison. Assumptions relative to the orebody and the nature of the company undertaking the operation are as follows: (1) Copper is the only value to be recovered. (2) Sixty million tons of ore have been delineated. (3) Underground mining is required, and the production rate will be 3 million tpy. (4) The life of the property is 20 yr. (5) Operations in Mexico or Canada will be handled by a subsidiary of a U.S. parent company. (6) The subsidiary will offer stock.
