I appreciate this opportunity to discuss with you OPIC's new policies designed to assist U.S. minerals companies in developing new sources of minerals overseas. A comparison of recent figures on U.S. investment in mineral exploration, development and production gives results which are remarkable --and disturbing. Through the 1960's the flow of U.S. foreign direct investment in mining and smelting in the developed and less developed countries were nearly equal. However, by 1973, roughly 80% of all exploration expenditures by mining companies was taking place in the developed countries and principally in the U.S., Canada and Australia. Clearly it is to the interests of both the developing countries and the United States to put these figures back in better balance. As you may be aware, the administration as a whole is examining systematically what can be done by government to reduce the disincentives and increase the incentives to mineral investment in the less developed countries --the LDCs. A subgroup of the National Advisory Council chaired by the Treasury Department has been formed to coordinate U. S. Government policy and program efforts relating to mineral and energy development in these countries. Among other matters, this subgroup will examine how public policies could positively influence the private investment decision-making process in the minerals industry.

The Iron Ore Company (IOC) of Canada Mining and Operations Departments expressed an interest in reducing the amount of oversize material (>1 m × 1 m × 1 m) being produced and its subsequent downstream effects including in-pit sorting and reduction, damage to mobile equipment, and significant delays in the loading pockets and the primary crushers. To achieve this goal an oversize reduction project was undertaken by the mine and to date has significantly improved upon baseline measures.One key approach used to reduce the amount of oversize was the implementation of thicker emulsion. The introduction of a thicker emulsion into the blastholes provided more resistance to the forces created by dynamic water and reduced the infi ltration of the emulsion into the cracks and fissures of the rock mass. Blast results showed reduced amounts of oversize and more consistent fragmentation throughout the muck piles. Additionally, a significant reduction in nitrates leached into the mine water discharge has been realised.To determine the effectiveness of the oversize reduction project, IOC used shovel based camera technology to assess fragmentation presented to the shovel at the digging face. A digital vision system (DVS) was installed on one of the shovels to capture images that were stamped with global positioning system (GPS) locations. A large population of digital images was analysed to produce a robust fragmentation distribution baseline that was used as one of the mine key performance indicators (KPI). Changes to blasting practice were subsequently measured against the baseline KPI to assess effectiveness.

The Iron Ore Company of Canada (IOC) is the largest manufacturer of iron ore pellets in Canada and its customer base covers North American, European and Asian steel producers. The company operates a mine, concentrator and a pelletizing plant in Labrador City, Newfoundland and Labrador, as well as port facilities located in Sept-Iles, Quebec. It also operates a 418-km (260-mile) railroad that links the mine to the port. IOC has approximately 1,900 employees. Its shareholders are Mitsubishi Corp. (26.18 percent), Labrador Iron Ore Royalty Income Fund (15.1 percent) and the international mining group Rio Tinto, which is its major shareholder (58.72 percent) and operator, with activities in more than 40 countries throughout the world. The IOC was incorporated in 1949 and by 1954 it had completed the Quebec North Shore and Labrador (QNS&L) rail line. IOC began mining in Schefferville, Quebec by 1954 and closed those operations down in 1982. In 1962, IOC commissioned the present day Carol Project consisting of mining, concentration and pelletizing facilities in Labrador City, Newfoundland. In 2004, IOC shipped its one-billionth tonne of ore on the QNS&L Railway. In 2005, IOC celebrated 50 years of mining history. The company expressed an interest in reducing the amount of oversize material (>1 m x 1 m x 1 m or 3.2 ft x 3.2 ft x 3.2 ft) being produced and its subsequent downstream effects, including in-pit sorting and reduction, damage to mobile equipment and significant delays in the loading pockets and the primary crushers. To achieve this goal, an oversize reduction project was undertaken by the mine that, to date, has significantly improved upon baseline measures. One key approach used to reduce the amount of oversize was the implementation of thicker emulsion. The introduction of a thicker emulsion provided more resistance to the forces created by dynamic water and reduced the infiltration of the emulsion into the cracks and fissures of the rockmass, resulting in reduced amounts of oversize and more consistent fragmentation throughout the muckpiles. About 75% of the market economy countries's supply of cobalt is produced in Central Africa by Zafre and Zambia. Zafre alone accounts for more than 55% and has the resources and capacity to increase output significantly at any time so its dominant position is unlikely to be challenged in the foreseeable future. Other producers from domestic resources are Canada, Australia and South Africa; and Cuba, probably the most important producer outside of the Market Economy countries. Belgium, Norway, France, Japan and Finland produce cobalt from imported materials. While there are "cobalt ores", inMorocco, USA, Canada and the USSR, the mineralisation is complex and cobalt extraction is costly. In ZaPre and Zambia cobalt is a by-product of copper; in Canada, Australia, France, and Cuba it is a by-product of nickel; and in South Africa it is a by-product from the production of Platinum Group Metals. Thus the levels of cobalt production are inevitably related to the production of other primary metals. While some cobalt is produced by predominantly pyrometallurgical methods most of the world's cobalt is produced hydrometallurgically. The existence of large hydro-electric power plants and the mineralogy of the copper and cobalt concentrates encouraged research and development in Zafre of the recovery of copper and cobalt by electrowinning from sulfate solutions; much pioneering work was carried out, which lead to construction of the two largest copperlcobalt hydrometallurgical plants in the world, at Shituru and Luilu. Similar systems were adopted in Zambia. In Canada high pressure hydrometallurgical processes based on the sulfate system were developed and adopted in Australia, the Philippines, Finland and South Africa. Meanwhile developments in chloride hydrometallurgical extraction of nickel and cobalt lead to its use in the extraction of cobalt in Norway, France and Japan.

I'm glad this meeting is being held in New York. First, because the city is close to my home in New Jersey, only 35 minutes from Times Square ..... if I were to come to Times Square between two and three in the morning. Otherwise it takes two hours. But even more important is the fact that all of you good people from around the country and around the world will enjoy the unique experience of that warm friendly atmosphere in the greater metropolitan area, something that you won't see any place else on the face of the earth. Seriously, the greater metropolitan area has been a large part of my industrial, cultural and spiritual experience. There are many aspects of it which I find disagreeable but on net I would rather live in this area, at least for the time being, than any other area of the United States. As a consultant I find contact with financial institutions, corporate headquarters, information sources and a great many production and research facilities a valuable asset to my activity.

"Before energy can be saved in the materials industry, the process must be understood. At the same time, baby boomers are starting to retire. New people are entering the field without experience and training especially in methods to save energy. Various classroom courses, seminars, books, software, and websites are available for the professional to better understand the industry with the ultimate goal to reduce energy use. This paper is a review of what is currently available with some comments on potential needs.IntroductionEnergy use is high within the materials industry. For the United States, the primary metal industry uses 8% of all energy used in manufacturing (Figure 1 )1 or 1, 736 trillion BTUs per year. Sadly, while energy use is high, energy management is not universal within the industry. Counting both internal programs and external such as the utility supplier, equipment manufacturers, federal and state programs, only 66% of primary metals companies participate in an energy management activity1.For the materials field, process heating is the majority of the energy use in a plant2. Understanding and optimizing process heating is a critical need for materials energy professionals. Surprisingly, process heating is not necessarily the work addressed within an energy program. The U.S. 2006 Manufacturing Energy Consumption Survey (see Table 1) found more primary metal companies addressing lighting with 31 % participation versus 15% with process heating work even though energy used in lighting tends to be a minor (in the range ofl-3% ofa typical plant's energy use)."

Sarkuysan Electrolytic Copper holds three competitive technologies namely Outokumpu, Southwire (SCR®) and CONTIROD® under the same roof. After more then thirty years experience of Outokumpu Upcast ® in producing oxygen free wire- rod, and twenty years of SCR® experience, in 1999 it was decided to introduce the CONTIROD® process to the customers with a chance and advantage to test capabilities of each process in order to fulfil their requirements, expectations, and turn this know-how to their benefit. After reviewing the milestones of Sarkuysan's evolution in Turkey as global wire-rod producer, this paper will briefly present the modernization and expansion activities in the CONTIROD® plant consisting of the different phases following the first start-up, and the results of these activities. It will highlight the gains and improvements of some operational parameters within this period.

Pyrite, a mineral associated with uranium ore, is closely related to uranium leaching. In this study, Ozone micro-nano bubbles (OMNBs), as an environmentally friendly advanced oxidation technology, were used for the first time to oxidize pyrite under experimental conditions to improve the leaching rate of uranium. A laboratory-scale agitation leaching experiment of pyrite was carried out with a pH of 1.0–3.0, gas flow of 1–3 L/min, ozone generation rate of 0.55–2.22 mg/s, and pyrite concentration of 0.1–5.0 g/L for 1 h. By adding three different co-oxidant: Mn(II), Mn(IV), and Fe(III), it was found that only Mn(IV) increased the oxidation rate of pyrite by 21.7%. The results of the scanning electron microscope (SEM) and X-ray photoelectron spectroscopy (XPS) show that the formation of Fe(III)-O film on the surface of the ore suppresses the oxidation rate of pyrite to a certain extent. Pyrite can be rapidly oxidized up to 57.6% by OMNBs, which is beneficial to uranium leaching. This method is expected to be used for in situ acid leaching of uranium with OMNBs injected into the ground.

"Oxide, nitride and other compound coatings often do not have adequate properties for newer applications when produced using very high deposition rates and simple evaporation techniques. Solar control, abrasion resistance, low reflectance and barrier effective engineered coatings require exacting properties. Such properties can be obtained by adapting the activated reactive evaporation (ARE) technology to Web production processes. Adaptions of the HAD and MAD processes will be described along with data on the high deposition rates obtained. These fast production capabilities were developed in order to make the processes economically competitive.IntroductionThe Physical Vapor Deposition technique (PVD) has been used to coat steel strip for over 20 years. (1) However, its use as a production process has been very limited because of the high cost of the PVD coating process and because, in some instances, the properties of the coating were not good enough to meet the customers requirements. Nevertheless, the PVD process has found wide application in the airplane engine and electronic component markets. These production processes have stimulated further development and advances in the technology.In 1971, Profession R. F. Bunshah developed the Activated Reactive Evaporation (ARE) process which was then used to produce hard coatings such as carbides, nitrides, oxides and other refractory compounds. (2) The process from a fundamental viewpoint -produces a coating on the substrate via the evaporation of metal in the presence of a low pressure (typically around 1 millitorr) of reactive gas, with a plasma created in the space between the metal source and the substrate.The plasma may be created by many means but its function is two-fold. First, it activates the reaction between the metal vapors and the reactive gas atoms/molecules resulting in the formation of a compound that deposits on the substrate. Second, because the plasma is in contact with the substrate, it results in a negative bias on the substrate and produces bombardment of the growing film with ions and energetic neutrals from the plasma. This bombardment causes many significant changes in the microstructure, properties and appearance of the coating.Recently another new technology Pulsed Magnetron Systems (PMS) has been introduced into PVD. This new technology has been pioneered in production scale equipment by Dr. S. Schiller (3) and associates. The use of a pulsed power supply on the magnetron prevents the problem of the anode being coated with a insulating layer which will then lead to micro and macro arcing producing defects in the coating."

"Energy in the form of natural gas, oil and electricity is expensive and will continue to be a rare resource in the future. Recycling of metals, instead of primary production, is a logical and crucial step towards energy conservation. Energy consumption can be impacted by using advanced combustion systems for metals recycling. Air-fuel combustion has been the conventional method to melt and recycle metals. Global competitive pressures, “greenhouse” gas emissions, and high energy prices force melt shop operations to optimize energy usage and reduce overall operating costs. Oxy-fuel combustion and process technology can be applied to metal recycling operations to meet these objectives. Linde has converted several hundred furnaces from air-fuel to oxy-fuel technology and has extensive experience in optimizing the use of oxygen in furnaces. Additionally, Linde has the process knowledge necessary to avoid costly start-up issues that can accompany the transition to oxy-fuel technology. This paper will describe the benefits and potential issues for conversion to oxy-fuel.IntroductionThe furnace combustion system is the heart of a fossil fuel fired melting process and must be properly matched to the furnace to work as one cohesive unit. Furnaces vary widely in size, shape and features. Rotary furnaces are barrel-shaped and can be designed for tilting or nontilting operation. In a rotary furnace, the products of combustion create a single or double pass through the furnace prior to exiting. Reverberatory furnaces are box-shaped and can also be designed for tilting or non-tilting operation. Reverberatory furnaces are constructed of single or multiple chambers, with or without metal bath movement, and designed for continuous or batch processing. Different furnaces are used for different feedstock materials and products.Furnace combustion systems also vary in many ways. Combustion systems can be of air-fuel or oxy-fuel based technologies, or a combination of the two, resulting in an air-oxy-fuel system. Each of these types of systems has different combustion characteristics which can produce very different results. Here we will describe specific differences in melting processes and their associated energy requirements."

A method of retrofitting air-fuel burners with oxy-fuel capability overcomes the potential problems associated with oxygen combustion in aluminum melting furnaces. The retrofit burner uses the existing combustion air connection, burner housing, and burner tile and replaces the gas tube with an oxy-gas burner. Maintaining a portion of the air flow to the burner reduces the potential for localized overheating. Proper design of the burner reduces NOx emissions by moderating the flame temperature with furnace gas recirculation. Economic analysis of using oxygen shows the benefits are increased productivity and reduced overall unit cost of melting. In practice, the melt rate in rotary furnaces increases by up to 50% and by up to 35% in reverberatory furnaces. Oxygen utilization reduces total melting cost by 112-314 cents per pound of aluminum melted.

"The need for large quantities of oxygen for use in metallurgical processes was a major driving force in the commercialization of tonnage air separation plants. Oxygen, nitrogen and argon impact the quality, energy efficiency and environmental aspects of metals production. Cryogenic air separation processes have been used to supply most industrial requirements, however, newer technologies are available or under development to meet the needs of today's and tomorrow's metallurgical processes. This paper reviews the technical features and state of development of adsorption, chemical, cryogenic and membrane technologies. The technologies are compared in terms of plant size, oxygen purity and pressure, nitrogen and argon co-production, product use pattern and back-up requirements. Computer control systems are described that optimize operation over varying load patterns and ambient conditions; substantially lowering energy consumption. IntroductionOxygen production totalled 390 billion cubic feet in 1987. Although current production is lower than the peak of 455 billion cubic feet reached in 1979, oxygen remains the fifth leading chemical product manufactured in the u.s. (1) Metals manufacturing and fabrication accounts for sixty percent of the oxygen consumed in the u.s. Oxygen use in the steel industry consists of air enrichment for conversion of iron ore, purification of the iron in basic oxygen or other furnaces, and for cutting and welding the finished steel product. Nonferrous ores are smelted in oxygen enriched atmospheres to reduce energy consumption and increase capture of sulfur compounds to meet environmental requirements. In the future oxygen usage is expected to become even more important in metals production as energy costs increase, environmental standards become more stringent, and as new coal based processes become commercialized. Oxygen usage per ton of metal in the new direct reduction processes can be up to ten times higher than traditional steel making."

Adequate levels of dissolved oxygen are essential for efficient gold dissolu- tion. The actual levels in plantpuips can be seriously reduced by the presence of oxygen consuming reactive minerals, and reduced oxygen solubility in saline water. The rate of gold dissolution is then limited by oxygen availability rather than cyanide. Ion selective electrode dissolved oxygen meters can give an effective indication of the relative oxygen saturation, but they are not able to give meaningful values of dissolved oxygen in saline water, without custom calibration curves. When the dissolved oxygen concentration is rate limiting, the addition of oxygen or peroxide can improve gold leaching kinetics as well as reduce cyanide consumption.

The desire to minimize gaseous effluent in smelting and maximize gold yields from refractory ore are driving the nonferrous and gold refining industries to demand more and more oxygen. This, coupled with an increasingly competitive marketplace, forces the investigation of alternate methods of oxygen supply. Current progress in both the non-cryogenic and cryogenic fields is making the use of low-purity oxygen much more attractive. The benefits of on-site production are now available to most oxygen users. Historically, these on-site advantages could only be achieved by relatively large plants using high-purity cryogenic technology. The evolution of low-purity cryogenic and non­cryogenic oxygen production has added a new method of delivering on-site production. Specifically, the advent of oxygen Vacuum Swing Adsorption (VSA) technology has brought these benefits to smaller-volume customers by cost-effectively supplying oxygen requirements as low as 20 tons per day, (tpd). Low-purity cryogenic plants have also made an impact on the market, yielding cost reductions for larger-volume customers with oygen requirements greater than 70 tpd. This paper reviews the advantages and disadvantages of current supply methods for users having varying volume, purity and other requirements.

St Helena tunnel is the centrepiece of the Pacific Highway upgrade from Tintenbar to Ewingsdale, abbreviated and commonly known as T2E. At the deepest point the twin tunnels run 45 m below the ridge line of St Helena Hill, located about 5 km west of Byron Bay. The tunnel breakthrough was achieved early in 2014 and the works for permanent lining will be completed in early 2015.Once the project will be handed over to the public in 2015, T2E will deliver a safer highway and uninterrupted traffic flow between New South Wales and Queensland. The design speed in the project area has been set to 110 km/h by the client Roads and Maritime Services (RMS), which will reduce the travel times between Brisbane and Ballina to just over two hours.The two tubes of the tunnel have been designed to accommodate three lanes in each direction with shoulders and walkways on either side of the carriageway. These requirements result in a huge cross-section of about 20 m width and an excavated area of about 210 m2.With the tunnel alignment being situated in basaltic rock, St Helena tunnel is conventionally driven. The selected excavation method was predominantly drill-and-blast with temporary support being installed immediately after the excavation. Despite the wide span of the tunnel, the geology allowed the tunnel perimeter to be supported by only rock bolts and a layer of shotcrete over the majority of its length.Due to environmental reasons one of the approval criteria of the project was that the tunnel must not have a detrimental long-term impact on the groundwater system within St Helena Hill. Consequently the tunnel has been designed as a fully tanked structure with a waterproofing sheet membrane installed on the temporary shotcrete.The permanent structure of the tunnel has to meet a 100-year design life and it is designed as a cast in situ concrete lining. Considering the water pressure on the lining the concrete is reinforced with a significant amount of bar reinforcement.The presented paper provides a more detailed explanation of the geology and the consequential temporary and permanent support measures together with the waterproofing system.CITATION:Mueller, A M, 2014. Before getting into the subject of packaging and materials management, please permit me to introduce you to MICRO SWITCH. MICRO SWITCH, A Division of Honeywell Inc. is located in Freeport, Illinois. We manufacture and market thousands of types of precision snap-action electrical switches. Most of them are used as components by other manufacturers in industrial and commercial products. MICRO SWITCH also offers a broad line of industrial control devices including heavy- duty limit switches, relays, manual controls and proximity switches. Other product lines are solid state keyboards for the computer industry and high-performance d.c. motors used in computer related equipment. So you can see that we are a component manufacturer. With the exception of the keyboards, every one of our products would "fit comfortably into a breadbox." Some are so tiny that one could easily fit several thousand into a man's hat. In my position as supervisor-packaging. package design, and materials handling engineering, I am actively involved in package design projects, parts handling design projects, and numerous activities involving departmental layouts, storage facilities, and material handling equipment. Two package design technicians, a materials handling engineer, and a materials handling technician make up the technical staff.
