In 1991 the uranium spot market price dropped to approximately US$7/Ib U308, a historical low in real terms and the short-term outlook for the industry in the next five years was grim. At this time the Ranger operation was producing uranium concentrate at its design capacity of approximately 3 000 tonnes/year. The loss of two major long-term contracts owing to price and reduced power utility demand due to excess inventories meant that the company could not match production to sales. Continuance at this production level would have resulted in a rapid buildup of product inventory and the tie-up of significant cash reserves. After analysing various options, an innovative operating strategy was devised such that production and sales were approximately balanced without a significant impact on the unit production cost or a long term effect on the plant or operation. A campaign mining/milling operation commenced and approximately 40 per cent of the workforce were retrenched. Multi-skilling of all employees was a critical aspect of ensuring a successful outcome. This paper examines the strategy and reports on the success of the operation two years after the restructuring exercise was effected in November 1991.

Major Project Blues Over the last two decades, almost every major project has suffered significant cost overruns, significant schedule delays, and/or poor quality work. Exceptions are rare and most projects that tout being ?On Time and Under Budget? have re-cast schedules, significantly modified scope or revised base estimates. The problem isn?t new. In the late 1980?s the Rand Corporation published a study showing that 80% of all major projects had significant cost and schedule overruns. The problem is not restricted to the Canadian environment, or to a specific industry. It is a global problem.

In this paper, as in the 1960 CIM paper of the same name, s1gmf1cant new developments in electrical-mechanical mining equipment are briefly described. These include static thyristor-supplied D.C. drives for mine hoists, load-haul-dump systems, process controls with small and medium-size computers, and several other new items of equipment and Concepts. All the new hardware descriptions are given in the context of over-all process integration. This means the actual mechanical linking together of two or more processes and the preliminary step in the development of production-line mining.

Six decades ago, the most dangerous job in the USA was mining coal underground. Roof falls were responsible for half of the deaths, killing about 100 miners every year. Fast forward to 2016 and zero roof fall fatalities. Just three miners were killed by roof falls during the following 6 years. How did the mining community achieve this historic goal? This paper starts by analyzing the roof fall fatalities in 1968, categorizing them by their fundamental cause. Then, it shows how each type of roof fall was reduced over time, using snapshots of the fatalities occurring in subsequent decades. Along the way, it evaluates the influence of the regulatory environment, changing mining methods, and better ground control technology. The study found that in 1968 more than half of roof fall fatalities at large mines were attributable to an inadequate safety culture. The immediate effect of the 1969 Coal Mine Health and Safety Act was to reduce the riskiest activities, like needlessly going under unsupported roof. Other hazards, like large roof falls, required technological developments before they were brought under control. Roof Control Plans, which the US Bureau of Mines had been advocating since the 1920s, played a significant role throughout the process.

Sixty years ago, underground coal mining was the most hazardous job in the United States. Roof falls were a big part of the problem. INTRODUCTION THE present study, based largely upon phase equilibrium diagrams and other theoretical considerations but nevertheless addressed primarily to the practical metallurgist, has been undertaken with a view to discovering what light can be thrown upon the role of alumina in slags. According to Liddell (23), "alumina apparently acts as .a base if much silica is present, as an acid if the silica is low, always as a nuisance." Newton and Wilson (26) state that .alumina "is never added intentionally, as it makes the slag viscous, and is generally an undesirable constituent of slags". Camp and Francis (3) sum up their views by saying, "alumina is seldom used intentionally as a flux, but it is present in nearly all raw material, hence unavoidable". One has only to read The Function of Alumina in Slags, by Henrich (I3), and the very extensive discussion that followed the presentation of his paper, to realize that, before the days of phase equilibrium diagrams, it was a very serious question indeed as to whether alumina should be calculated as a basic, acid, or neutral constituent. Opinions then differed widely, as well they might; today, even though no categorical answer can be given to the question raised, the function of alumina can be at least partly clarified by a study of the fundamental work done by the Geophysical Laboratory in Washington and by certain universities in both America and Europe. It will be a source of gratification to Canadian metallurgists and ceramists to know that work of this type is now under way in the recently organized Physical and Crystal Chemistry Section of the Mines Branch, Ottawa, and that results of practical value have in fact already been obtained.

"Recent project failures have called into question the use and relevance of benchmarking and independent reviews, forcing a rethink of traditional processes and procedures.With cost estimates and schedules dramatically varying from lows seen around the global financial crisis to peaks experienced in the recent mining boom, benchmarking has ranged between essential and misleading.Profound shifts are now underway in future project delivery strategies as the market moves away from cost-plus engineering, procurement and construction management. The current trends in project implementation are to utilise more lump-sum design and construct or fixed-price supply and construct contracts. This trend will remove transparency in detailed cost information by reducing the sources and clarity of cost data.Independent peer reviews (IPRs) of studies and investment recommendations performed over the last decade have both failed to prevent flawed or deficient projects from proceeding to approval and funding, and been successful in ensuring that owners did not proceed with doomed investments.In recent times, it has been recognised by some owners, contractors and engineers that traditional benchmarking checks or IPRs, or a combination of both, will not necessarily produce reliable assessments of study conclusions and of the forecasts of project outcomes. To be of value, the benchmarking process now also needs to recognise the highly volatile responses from the engineering and construction industry to the current and future markets for their services.Similarly, reviewers who draw upon benchmarks of past project experiences on an understanding of the things that shaped and influenced their outcomes need to be more aware of how a future dynamic market may impact the outcome of the projects and raise warning flags accordingly.With the commodity cycle currently approaching what is hoped is its bottom, ensuring that benchmarking and independent reviews evolve into reliable, transparent and worthwhile processes becomes even more important. "Within the limits of two-phase approach, considering mass transfer with pulp and air streams was shown that each bubble appears to be an elementary carrier, transporting particles from the collection zone into the froth. The kinetics of flotation was described by the exponential equation in which first order flotation speed constant has to be replaced with two-phased coefficient of a mass transfer. Criteria of selectivity of two ore fractions separation, based on determination of optimum time at which maximum difference between extractions and components content in separated fractions were offered. An interrelation between optimum time of pulp residence in a flowing chamber of a flotation machine, time of bubbles mineralization and an optimum airflow has been ascertained. Cumulative criterion of mass transfer efficiency of flotation process has been ascertained to be a form of the spectrum and its position on axis of three-phase coefficient of a mass transfer.INTRODUCTIONRegularities of a mass transfer of three bearing streams: pulp stream, air stream and froth stream underlie theory of mineral complexes flotation (Samygin, Filippov, & Shekhirev, 2003)However, only description of mass transfer in pulp stream by means of kinetic equations that were simple and convenient for practical use, has gained a full distribution (Tykhonov, 2009;Rubinstein&Filippov, 1980; Saleh, 2010).Within the limits of a single-phase approach, the role of gas stream in increase of speed and selectivity of flotation, was associated with an improvement of hydrodynamic mode. An influence of particles and bubbles sizes (Rubinstein&Filippov, 1980; Rubinstein&Samygin, 1998, Samygin et al., 2003; Dai, Fornasiero,& Ralston, 2000), of pulpflow and airflow (Finch& Dobby, 1990) and turbulent energy intensity (Shubert, 1979; Massinaei, 2007) on the flotation process has been studied. It was stated that flotation selectivity is increasing by means of gradual airflow increase from first to final cameras of the impeller flotation machine (Aslan&Boz,2010; Finch, 2011) and by means of using a multizone flotation machine (Samyguin, Filippov, Matinin, Lekhatinov, &Tertyshnikov, 2013)."

The major role of financial institutions in the free world in the development of mineral resources is to provide the necessary capital in the form of loans to underwrite the development of these resources by the industry on a stable and continuous basis. This capital provided by the depositors to the bank must be invested in sound projects where the degree of risk is relatively small, the return on the investment is reasonable and the time to retire the loan is of short duration. Money is, therefore, one of the important ingredients along with technology, manpower and an exploitable resource that will provide a sound economic base in this region of development. Canadian banks are similar to banks of other western nations, although each country has some differences in their banking systems. The basic difference between the American and Canadian systems is that the former employs unit banking while the Canadian utilizes the more mobile branch system, which is prohibited or restricted in the United States and some other countries. Canadian banks are the subject of this paper, so, subsequent material will relate to Canadian banks unless indicated otherwise. It will be realized by everyone that the mineral industry is only one area of the economy in which the banks are interested and to cover the subject matter in the time allowed, the topic is restricted to mineral resource development. In Canada this is a vital sector of our economy and before we outline some of the details of financing and services involved in various aspects of mineral development, a review of the Canadian mineral industry is a necessary part of the sequence of presentation. The writer presents this material as a resource engineer advising a major bank in mineral matters, so the presentation may relate more to the financial problems of the developer

Electrochemistry plays a significant role in minimizing wastes at East Penn's secondary lead smelter. East Penn has been recovering spent battery acid for reuse in new batteries since 1992. East Penn also produces a fertilizer feedstock from sulfur dioxide in the smelter stack gases. The success of these processes is, in large part, due to the installation of electrochemical cells. The cells in the acid recovery plant allow the waste from this process to be concentrated into less that 10% of the original spent acid. The cells in the fertilizer plant treat the solution to remove dissolved metals prior to sale to fertilizer manufacturers.

"Environmental risk is becoming more important in debt and equity financing decisions in the mining industry worldwide. Demonstration of good environmental management practices and management systems has a direct impact on the ability of mine developers, operators and investors to raise financing. Based on experience in providing due diligence services, there are a number of factors that are important in assessing financial risks related to environmental issues in either new projects or existing facilities. A frame-work for understanding the importance and priorities of each element of environmental management is presented.IntroductionIn the context of lending money to a corporation, environmental issues represent another aspect of credit risk (Henry, 1989). These issues, because of their nature, represent the potential for large unforeseen expenditures if they are not known or acknowledged and are not being proactively managed. Lenders, other investors and their advisors, are becoming increasingly aware of the potential financial impact of environmental issues. Consequently, they are increasing their requirements for environmental audits to review the environmental issues, management practices and systems when they are considering financing mining and/or metallurgical processing operations worldwide.Many banks have signed the United Nations Environment Program (UNEP) Statement by Banks on Environment and Sustainable Development. Over the past decade there has been continual change in the way that mines have been managed and the component roles of those people who make up the total mine management system. Major issues have included the change in the business structure of mining companies, the change in on-site infrastructure, increased personal liability of managers for the safety and health of employees and increasing social and environmental pressures on managers and their staff. This paper looks at the changing roles of two of the many groups of professionals associated with the mining industry - the equipment supplier and the mining consultant. The profiles of the ACME Group Pty Ltd, suppliers of ventilation equipment and ancillary canvas and plastic products to the mining and construction industry, and Tennent, Isokangas Pty Ltd, Consulting Mining Engineers, are presented.

The Australian mining industry is a significant contributor to the nation’s greenhouse gas (GHG) emissions, and like any industry, it must make efforts to reduce these. Medium- and long-term strategies will include the replacement of diesel engines with alternative energy sources, but what can be done in the short-term to reduce diesel consumption and hence CO2 emissions? Haul trucks are identified as the major contributors of CO2 emissions in the mining fleet and this paper focuses on firstly identifying what drives haul truck emissions and secondly, discussing what is the role of the Fleet Management System (FMS) in reducing these. A key enabler of this is having a robust fuel consumption model within the FMS, and I describe how this may be done. Besides novel approaches to incorporating fuel consumption (CO2) management into truck assignment algorithms, this paper also describes how the FMS can be used to implement and manage procedures and policies to reduce haul truck emissions.

Korea Zinc commenced zinc production in 1978 with a capacity of 50,000 tpa. Since then, continuous investments have been made and resulted in Korea Zinc now being the biggest zinc and lead producer in the world. In the course of increasing zinc production capacity, the company management realized that the company needed a lead smelter to prevent the solid waste disposal problems by treating the lead containing solid waste. This paper begins by briefly stating the objectives and the roles of the lead smelter at Onsan. It describes the QSL process and the TSL process, and further extends the description of the TSL process, through which harmless inert solid waste could be produced for secure final disposal. It is also mentioned that the TSL process plays an important role in the integration of zinc and lead production. Throughout the paper, a positive attitude in handling the environmental issues in the non-ferrous smelting industry is emphasized. Finally, a solution for the solid waste disposal problem in the zinc and lead industry is proposed, with which the environmental issues can be an opportunity rather than a crisis. The current operation at Ousan suggests the future direction of the non-ferrous smelting technology that all of the zinc and lead producers should pursue.

The role of marketing in the development of a new project will be affected by political, commercial and technical pressures. Marketing success will be determined by the ability to predict and react to tomorrow's environment. In the Australian coal industry there is an emerging transition from production to marketing orientation. As a result, greater technical awareness of customer needs will be required. In particular, the industrial product nature of coal markets will need to be recognised. Greater attention will also need to be paid to product options and quality in mine planning. Marketing personnel will become more involved at every phase of the development of a new mine.

Today?s mills employ sophisticated instrumentation, computerized monitoring, on-line smart systems etc. driving processes that are producing at rates of many tons/minute. All this is not possible without judiciously using the latest available technologies in various fields and developing a more sophisticated work force. Prof. Sohn has been a pioneer in driving the concept of process engineering in process metallurgy. In this paper the focus is on some aspects of process engineering ? primarily process modeling - as applied to iron and steelmaking processes. Examples are shown to demonstrate how problems have been addressed. Some thoughts on future directions are presented.
