Performing risk analyses on tunnel projects has become common place and on many projects it is required from an owner or regulatory perspective. After the project is planned, designed and constructed, the data concerning identified risks, assumptions, costs, probabilities and mitigations is generally long forgotten and buried in some file somewhere. A study was performed comparing predicted risks versus actual events on several recently constructed tunnel projects. Probabilities and costs for selectively common risks on tunnel projects have been studied and re-evaluated. Conclusions are presented that can guide future projects and the veracity of the tunnel risk analyses performed.

Hiring trends in the construction materials industry have remained steady through the years, with some seasonal and geographical variances. However, after several years of a depressed market, the base metals industry has begun to actively hire only over the past two years, due to the continued strength in the prices of copper, lead, zinc, molybenum, etc. The expanding precious metals industry, which for the most part escaped the depressed markets of the mid-1980s, actually preceded the base metal companies in hiring of engineers and operations personnel. The coal industry has not seemed to rebound much from the cutbacks of the early 1980s. And the uranium industry, which began its decline a year or two earlier than the other mineral industries, has remained nearly nonexistent in the United States. In nearly all of the mineral industries, new hires have been mostly in the engineering and operations areas, not exploration.

HARRY HINDS: Our first speaker today is Dr. John Wilson. Dr. Wilson is chair and Union Pacific/Rocky Mountain Energy Professor in mining engineering at the University of Missouri-Rolla. He has previously held senior management positions with Trans- African Mining Ltd., Anglo American Corporation, Consolidation Coal Company, Smith International Inc., Adams Resources Inc., and Golder Associates. John started his mining career as a coal miner in the coal fields of northern England. Dr. Wilson received his bachelor of science degree from the University of Durham, his master's degree from the University of Newcastle Upon Tyne, and his doctorate from the University of Witwatersrand, all in mining engineering. Today, Dr. Wilson is going to address the subject "Hiring Recent College Graduates Versus Hiring Experienced Mining Engineers." Please welcome Dr. Wilson. DR. JOHN WILSON: The advantages and disadvantages of hiring engineers directly out of school or those with some experience are often discussed among mining company managers. The choice is essentially dependent on the culture of each company, the company's maturity and strategic direction, and the growth or phaseout plans in vogue at the time of the decision. Generally, major, established mining companies employ entry-level college graduates and train them, introduce them to company culture, include them in a succession plan to replace retirees, fill vacancies, and provide management to direct future growth of the company. However, some large companies take a different approach. During restructuring, down-sizing, etc., some companies do not hire college graduates directly from school. Rather, they tend to recruit from other companies or absorb valuable personnel available following acquisitions or mergers. While this is a logical approach, it seldom provides for the future management and leadership needs of the company. A clear example of this failure is found when reviewing the hiring practices, or lack thereof, in the coal industry of the 1950s.

Following extensive trials on a 100 000 tpa Research and Development facility at Kwinana, Western Australia, Hismelt Corporation (wholly owned by Rio Tinto) are confident of the future commercial success of this technology. The Hlsmelt process uses iron ore fines and non-coking coals to produce molten pig iron suitable for feeding to BOF and EAF steelmaking vessels. The unique process configuration combines direct injection of raw materials into the molten iron bath, high rates of metal and slag mixing, and effective post-combustion of the bath gases to achieve efficient coal utilisation. This is the key to the strong economic performance of the process.

INTRODUCTION During the last decade, several studies in France (e.g., Perraud et al. , 1970; Chameaud et al., 1974, 1979 and 1980) and the United States (e.g., Stuart et al., 1978; Cross et al., 1978, 1980 and 1981) have demonstrated the systematic production of emphysema, fibrosis and tumors in the lungs of animals exposed to radon daughters alone or to mixtures of uranium-mine air contaminants. The studies in beagle dogs have been particularly interesting because of the uncertain etiology of the disease and the (apparently) diverse results of the studies at the University of Rochester and the Pacific Northwest Laboratory (PNL). In the Rochester studies, reported by Morken (1973), beagle dogs were exposed to "normal" room air dust loads and radon daughters from 200 to 10,000 WLM*, delivered in 1 to 50 days (rate of delivery, about 200 WLM per day of exposure). Histological examination of tissues was conducted at 1, 2 and 3 years after exposure for all exposure levels. No cancers were noted in these dogs that received estimated alveolar doses of 34 to 1700 rad (0.34 to 17 Gy). Pathologic changes were found only in the alveolar and bronchiolar regions of the lung. These changes were small, subtle, variable, and widely separated, involving only a very small fraction of lung tissue. Lesions appeared as focal thickening of alveolar septa, with some metaplasia of alveolar cells and some hyperplasia of bronchial epithelium. In the PNL experiments reported by Cross et al. (1978), beagle dogs were exposed in lifespan studies to mixtures of radon daughters (rate of delivery, about 14 WLM per day of exposure), uranium ore dust and cigarette smoke. One group of dogs was exposed to cigarette smoke alone. Except in control and smoke-only groups, the dogs died within 4' years of the first radon daughter exposure, or were killed when death appeared imminent because of pulmonary insufficiency (characterized by rapid, shallow breathing). Control and smoke-only animals were killed at periods corresponding to highmortality periods in the groups exposed to radon daughters and mixtures of uranium ore dust and cigarette smoke. Emphysema and fibrosis were much more prevalent and severe in the lungs of dogs exposed to the mixtures. These dogs also had adenomatous lesions, which progressed to squamous metaplasia of alveolar epithelium, epidermoid carcinoma and bronchioloalveolar carcinoma. Pathologic changes in the upper airways of these dogs were most prominent in the nasal mucosa, and included a few squamous carcinomas in the nasal cavity. Respiratory tract neoplasia was noted after ~4 years exposure and at cumulative exposures exceeding approximately 12,000 WLM. Apart from differences in associated carrier aerosol (room air dust vs. uranium ore dust) and radon-daughter exposure rate (200 WLM/day, shortduration exposure vs. 14 WLM/day, long-duration exposure), the most obvious difference in the Rochester and PNL studies was the observation time following exposure (3 years maximum vs. >4 years). Although neoplasia may not have been observed in the Rochester animals because of the earlier termination of the experiments, it is surprising that other lesions, such as prominent fibrosis and emphysema, were not reported. A follow-up study (reported here) is currently in progress at PNL to determine the pathogenic role of uranium ore dust alone and, in particular, to clarify the role of the ore dust in the production of the massive pulmonary fibrosis observed in the earlier study. Pulmonary function testing (a recently acquired capability) was included in the follow-up study as an indicator of progressive change in lung tissue. MATERIALS AND METHODS Chronic (4 hr/day, 5 days/week) exposures began when the dogs were about 2 1/2 years old. Two identical exposure chambers provided space for simultaneous, head-only exposure of 24 dogs to ~l5 mg/m3 carnotite uranium ore dust. An aerosol diffusion system was incorporated in each chamber in order to channel fresh aerosol past each dog's head; uranium ore dust was added to the inlet room air with Wright Dust Feed Mechanisms* (WDFM). Uranium ore dust and condensation nuclei concentrations were measured daily; chamber aerosols were monitored occasionally for particle-size distributions as described for previous hamster experiments (Cross et al., 1981). Los tres yacimientos se encuentran en los Andes centrales del Perú, en el departamento de Pasco, Junín. La mineralización de San Gregorio está alojada en las unidades carbonatadas jurásicas del grupo Pucará, en su facies occidental; la mineralización de Colquijirca está emplazada en forma de mantos plegados en rocas carbonatadas de la formación Calera, correspondientes al grupo Pocobamba, de edad terciaria superior.

As the theme of this conference is æRediscover OtagoÆ it would seem appropriate to revisit the era of the gold rushes and subsequent mining industry which rapidly advanced settlement and economic prosperity for Otago, and left permanent reminders in the form of historic mining sites, many of which are now encompassed within the Otago Goldfields Park. I have been invited to give a paper at this conference on the subject of æHistoric Goldfields of Central OtagoÆ. As well as having a working involvement with historic areas through my employment with the Department of Conservation, I have a personal interest in the early goldmining industry of Central Otago as my grandfather came out from Scotland in the 1890s to help construct gold dredges on the Molyneux. My grandfather made headlines in the local paper in 1920 when he believed he saw a New Zealand otter at Island Block near Beaumont - but that's another conservation trail that I will not pursue any further today! For this paper I intend to divide my time to cover the following topics. Firstly, I would like to sketch a mental picture of the characteristics that make up the Central Otago landscape, and the general perception that early miners must have had when viewing this foreign land. Then I would like to briefly discuss the changes and the consequences in the early gold rush to Central. Finally, I would like+ to discuss the establishment of the Otago Goldfields Park, which I will illustrate with several slides.

Raw water supply in the central Rocky Mountains often relies on trans-basin conveyance. Many of these older diversions incorporate high-elevation, miles-long tunnels driven over a century ago in hard rock. Tunnels were excavated using conventional drill-and-blast mining and weak ground was supported by timber sets and other various means. Over time, timbers rot and fail, rock quality deteriorates, and the timbers are gradually replaced by more timber, steel patches and braces, formed concrete, rock bolts, split sets, shotcrete, and other means which are commonly applied over existing support, thereby reducing tunnel cross sections, obscuring previous support systems, and rarely addressing the failing rock itself, leading to further deterioration of both the rock and the existing support. Traditional investigation techniques to assess compromised areas are often unfeasible due to access, depth, rubble and voids behind weight-bearing existing supports, confined space, poor invert conditions, poor ventilation, and flowing water. This presentation will discuss design procedures for assessing obscured ground conditions, assigning support classes which accommodate for unknowns, and implementing contractual means to address inevitable surprises or quantity overruns. Case studies include raw water supply tunnels in the Rocky Mountain region constructed between early to mid-20th century.

This case history provides a physical benchmark of tunneling technology progress comparing an old hand-mined tunnel to a modern 20-ft-diameter EPB TBM that mined in the same ground. This rare opportunity to see how tunnels were constructed many years ago occurred when an old 10-ft-diameter storm drain tunnel in the way of os Angeles subway construction was demolished and replaced with obas berglass pipe. Steel rib and lagging initial support was exposed showing solid-sawn 2" × 12" × 48" redwood lagging. This paper documents the as-built old tunnel, how it was successfully replaced, and some lessons learned.

Gold was initially discovered at Ballarat in 1851. After initial alluvial mining, underground quartz mining commenced in 1853, continuing until 1918. The historic miners were considered to be capable of mining anywhere in the world after overcoming the difficult conditions within the Ballarat goldfields. Whilst mining has changed dramatically since the early 1900s the challenges with underground mining at Ballarat have not. Modern pumping systems cope with the moderate water inflows. However, modern machinery and efficient mining methods influence opening sizes and extraction techniques. In some cases modern techniques have accentuated the challenging ground conditions and complex orebodies that were faced by the historic miners. As the Ballarat East project has progressed towards production, technical challenges relating to geomechanics and mine planning are being resolved resourcefully.

This paper describes an experimental investigation into the effects of process parameters on product quality during an aluminum recycling process. In order to build a model relating recovery to the process parameter variables and then use the model for prediction, process optimisation, or process control, a historical data analysis is employed by observing patterns in the datalogged information at IMCO Recycling Ltd. In previous work, we emphasised the importance of expressing the results of an experiment quantitatively, by implementation of a Taguchi approach, to facilitate understanding, interpretation and implementation. This research presents the technical tools that are needed to achieve quality improvement in recycling of aluminum. In this study we apply the use of historical data matching through a Taguchi orthogonal analysis, in order to control and improve the quality characteristic. For this purpose, a numerical model is developed to characterise the inputs and outputs of the process. A response surface methodology (RSM) is employed to find a suitable approximation for the true functional relationship between response and the process parameter variables. The method of least squares is used to estimate the approximating polynomials. Subsequently, Taguchi's method is used to determine the relative significance of each of the parameters. Finally, process management software (written in Visual Basic) is described, and its interface with the process modelling and optimisation routines is discussed.

At the turn of the century the keys to industrial success were coal and iron. At that time, Pennsylvania was the ranking mineral producer among the States and close to 90% of the Nations energy output was generated by coal. The growth of this Common-wealth into the greatest industrial State in the nation has been due to the huge resources of easily accessable coal found by the early settlers. It was the development of these deposits that provided the United States with a new source of fuel energy. For nearly a century, the Commonwealth was the chief powerhouse of our nation and the chief source of its industrial blood and bone. In 1928 it was truly said that coal was king in Pennsylvania. Pennsylvania that year mined a billion dollars worth of coal. A single train carrying this output would reach more than twice around the world at the latitude of Pennsylvania. Coal formed nearly 67% of the freight of Pennsylvania and was responsible for its four billion dollar iron and steel industry. Coal was the real reason why Pennsylvania although 32nd in size was second and not tenth or fifteenth in wealth, population and industry. Pennsylvania was slow to take-up her heritage as the greatest coal producing State in the union. But the knowledge that coal was present was not slow in accumulating. In fact the Indians were aware of its existence long before the white man arrived. They knew that many of the hills were underlain with black stones that would burn. It is reasonably certain that Arnold Viele, the first white man to cross the mountain in this State saw coal in them in 1692. But awareness was not enough. The population in these days was confined to southeastern corner of the State and the population at this time had little need or interest in the resources further inland. Pennsylvania anthracite was discovered in 1762 but was first regarded only as a curiosity. Commercial productions started in 1820. This stimulated the development of many native industries and extensive canal system and afterwards an elaborate net-work of railroads were constructed at great costs to bring the products of the hard

The paper reviews the back-ground leading to the invention, discusses the process chemistry and historically tracks the commercial development. Engineering and cost considerations are presented.IntroductionThe year 1994 was particularly significant in terms of the technical and business development of the INCO SO2/AIR cyanide destruction process. The year marked a decade of service to the world mining community since INCO acquired the Canadian patent in 1984. In that time period, the technology had become widely recognized as the state-of-the-art process in the field of cyanide detoxification and today we enjoy the distinction of having licensed the process at over 50 project sites worldwide. The application for the process has mostly been in the mining industry in precious metal recovery plants where it offers treatment for a wide range of waste streams such as: CIP/CIL slurries, Merrill-Crowe barren bleed solutions and/or re-pulped filter cakes, tailings pond water recycle or discharge, make-up water to flotation circuits and feed to underground backfill plants. The process also applies to the treatment of high cyanide rinsewaters from metal plating shops. More recently the process is being applied to the rinsing and abandonment of heap leach pads where it has proven to be a very cost-effective application of the INCO process. The distinct advantages that have led to the success of the process are the ability to work on slurries as well as solutions and the significantly low cost of sulphur dioxide products. The process is safe and easy to manage and uses all forms of SO2(liquid, gas or salts) which gives the process tremendous versatility with respect to geographic application. Together with an earlier publication of the Bureau2 it provides information on all the known major coal-he disasters (disasters causing five or more deaths) in this Nation's history. Sources of each account are given individually. In each account the actual words of the original publication are used unchanged, but sentences or paragraphs referring to details that are not significant have been omitted. In those few cases where conflicting data were reported in different publications the selected version is the one that appears most logical and which in general is in agreement with most of the other accounts.

The tremendous engineering advances occurring during this past century are very evident within the boundaries of the Anthracite Section of AIME. The Steelton plant of Bethlehem Steel Corporation, located along the Susquehanna River just east of the Commonwealth's capital at Harrisburg, for more than 105 years has experienced a most dynamic life which has paralleled America's industrial growth. (Figure 1) In June 1865, just after the Civil War, a group of men met to organize the Pennsylvania Steel Company. The war had brought into sharp focus the vital importance of the railroads to the country's expansion. Until that time wrought iron rails were used, and the replacing of track after only several months wear had become an almost unbearable cost. The spirit of free, competitive enterprise and the prospects of a lucrative market compelled these men to form that first Pennsylvania Steel Company and to develop better rail products. They issued the following statement: "...our desire to free ourselves from dependence upon a foreign market (has) led to the organization of the Pennsylvania Steel Company, and the parties who have connected themselves with it are determined to produce upon American soil all the principal manufactures of steel that are now, at such a serious cost for freight, commission, insurance, exchange, duty, etc., and often, with so much delay and uncertainty, imported from abroad. The concept of a pile for construction is credited to a Neolithic tribe called the "Swiss Lake Dwellers" who lived in what is now Switzerland about 6,000 years ago. They used piling, not for supporting heavy loads as we do today, but for elevation to protect themselves from wildlife. The Romans often used piles, and built many structures, including buildings, homes, bridges, roads and viaducts on piling. The Romans built the first bridge across the Tiber River in Rome on timber piles in B.C. 1620. Homes in the cities of Venice and Ravenna were built on piles from B.C. 100 to A.D. 400. The Romans also built the first bridge across the Thames River in London in A.D. 60 on timber piling.

As Technical Director of the Naples, Italy based Fondedile, a geotechnical construction firm specializing in static restoration of structures, Fernando Lizzi, Ing., devoted over 30 years to the pursuit and advancement of static restoration and subsoil strengthening. Seismic events, construction of new structures on polluted and/or unstable soils in urban areas, and a need to carefully preserve and restore delicate, war-damaged historical structures, manifested the need for underpinning projects. Traditional construction methods and approaches, such as underpinning with additional foundation masonry, were not suitable and would have further jeopardized the stability of the structures. The introduction of the palo radice (root pile) revolutionized the field of underpinning. At the time of the first application of micropiles, the industry standard was driven piles. The drilled micropile was conceived and first implemented in the early 1950s, as an innovative means to underpin sensitive, historic structures and structures in urban areas. Specifically, the new construction technique was conceived as a less expensive alternative, designed to accept structural loads, be installed in limited access areas, in varied working and sub-surface conditions, which did not involve changing soil characteristics, and had minimal disturbance to the structure being underpinned, or to adjacent structures.
